[0:00:36] Voice 6: have been one of the epicenters of Coast Salish life, activity, access to the sea,

[0:00:43] Voice 6: access to the many, many nations that neighbor Victoria along the coastlines,

[0:00:49] Voice 6: across the, across Juan de Fuca Strait over to Namaskation at the moment,

[0:00:57] Voice 6: but all of the nations in Washington State as well.

[0:01:01] Voice 6: And so this is a thriving and rich place.

[0:01:03] Voice 6: so it's a real privilege to be here and remember those things. I think that's what's important,

[0:01:07] Voice 6: to remember the rich culture and history that's been here, although certainly it is interlaced

[0:01:12] Voice 6: with country tragedy which came with us as colonial settlers and I want to acknowledge

[0:01:19] Voice 6: that too and work towards making a better situation in the long term. So I'm just going

[0:04:09] Voice 6: So this brings us to a follow up action list. We probably won't go into as much detail as we usually might, and a pre council meeting because we have a limited amount of time here today, but I'm just going to turn to the CAO and ask him to direct me to other

[0:04:53] Voice 9: there is a late item that's come trustee patrick and bulk yes that is trust council got that

[0:05:02] Voice 9: yesterday yes otherwise i can't think of anything from a trust council preparation perspective

[0:05:08] Voice 9: or a content perspective that we you really need to address at this time

[0:05:11] Voice 9: and primarily my my focus has been production of this upcoming so uh

[0:05:18] Voice 8: i will give you one brief

[0:05:19] Voice 8: update

[0:05:19] Voice 11: and

[0:05:21] Voice 8: i'm going to thank stefan cermak here um

[0:05:23] Voice 9: for it um we have um as you're aware the province

[0:05:27] Voice 9: is um passing a raft of legislation associated with housing um the islands trust has is is touched

[0:05:38] Voice 9: by a number of elements not comprehensively as some of these problems and problems are but we

[0:05:43] Voice 9: are attached by some of these acts and there's of course funding that's being released by the

[0:05:48] Voice 9: problems associated with some of these statutes and new regulations um we have been in discussion

[0:05:55] Voice 9: with the ministry of housing and the trust is being contemplated for funding wherever

[0:06:01] Voice 9: we have a legislative obligation and that so there's no funding levels being determined

[0:06:09] Voice 9: and they have yet to really describe this obligation other than the housing analysis

[0:06:16] Voice 9: is work that we're we have to refresh um so i think that's primarily where we're at but i just

[0:06:22] Voice 9: want to let you know that that conversation is ongoing and this isn't a notion of the the trust is

[0:06:27] Voice 9: not being they are not aware of the trust in the area so that's another question i think

[0:06:37] Voice 9: so we'll see to what degree that is and i really have no other question than that right

[0:06:42] Voice 9: but some level of assurance so um you're referring to the housing needs assessments

[0:06:48] Voice 9: I'm assuming that's what, yeah, as a business case that there's potential for funding there, like how positive?

[0:06:58] Voice 9: Oh, there

[0:06:59] Voice 9: will be some. I do not know. And I am right on the edge of, I have nothing more to add.

[0:07:08] Voice 9: generally a better outcome than some of the outcomes around these things where we find ourselves often reminding.

[0:07:18] Voice 9: for funding so that's it yeah and that's the to tell me my report i don't know whether any of the

[0:07:24] Voice 9: directors have anything particular i'd open up to them if they really want to bring your attention

[0:07:28] Voice 9: to something in particular but our mind is on the next three days um any of the directors have

[0:07:37] Voice 6: no okay well i just want to say thank you on the provincial funding

[0:07:41] Voice 6: potential because indeed housing needs assessments is the most obvious thing that is a significant

[0:07:48] Voice 6: expense that other trustees have also represented so if there's any opportunity

[0:07:53] Voice 6: through this process for that kind of um supportive work that'd be fantastic

[0:08:03] Voice 6: okay so let us keep going then so from there we'll go to vice chairs in their uh local trust

[0:08:10] Voice 6: committee updates i'm going to start here with jim and work my way down the table today

[0:08:14] Voice 6: it's so nice to actually sit here

[0:08:20] Voice 10: trying to think

[0:08:21] Voice 10: I don't think I've had any LTC

[0:08:25] Voice 10: meetings since our last

[0:08:26] Voice 10: EC meeting

[0:08:32] Voice 10: calendar I have not so

[0:08:34] Voice 10: I'll just highlight that

[0:08:38] Voice 10: really briefly the

[0:08:40] Voice 10: Salt Spring LTC has

[0:08:44] Voice 10: sort of

[0:08:47] Voice 10: We're determined on a new path forward in terms of addressing the question of accessory

[0:08:55] Voice 10: dwelling units and we're hoping to see how that is going to play out.

[0:08:59] Voice 10: It's much different than the original By-law 530 in many ways, especially in the scope

[0:09:07] Voice 10: and we're waiting to see how the pilot project for spot zoning will play out to be an adjunct

[0:09:21] Voice 10: with that. But I think for myself, it felt like we made a significant breakthrough in terms of

[0:09:31] Voice 10: the unanimity of the LTC at that meeting. So I think that was really positive. I think we all

[0:09:37] Voice 10: left that meaning, feeling good about where we were at and having a path

[0:09:45] Voice 10: forward on that

[0:09:45] Voice 10: and really looking towards the larger work of the OCP and land use bylaw review.

[0:09:54] Voice 10: So that's arguably more impactful in the long term.

[0:10:00] Voice 10: um and the other thing i would highlight is that uh the um penelaket tribe uh had

[0:10:10] Voice 10: allowed uh some staff and a couple of trustees from galliano to uh attend part of their meeting

[0:10:19] Voice 10: on november 27th and i think again that was a that was a good first step in uh building a

[0:10:26] Voice 10: a new relationship um and we brought uh staff introduced a couple of items that

[0:10:33] Voice 10: we think are important to uh bring directly to the to the chief and council for for their

[0:10:41] Voice 10: input and discussion in terms of galliana land use most exciting uh from my perspective anyway

[0:10:48] Voice 10: way as the potential for some land transfers from some of the F1 rezoning applications in the

[0:10:57] Voice 10: north of Galliana. So I'm interested to see how that plays out. And then, of course, we're very

[0:11:03] Voice 10: happy to know that the minister has signed off on

[0:11:09] Voice 9: the protocol agreement with the NOS Nation.

[0:11:11] Voice 9: that's it for me

[0:11:40] Voice 9: it's it's it's a i'm still learning about the process but it's going to be held in advance

[0:11:46] Voice 9: until um until we hear back from the alc about um their thoughts on it but um it was a good

[0:11:53] Voice 9: conversation about the appropriate type of zoning which should probably be conservation resource so

[0:12:00] Voice 9: that's um yeah it's a great conversation and then just a late piece of news about the fallow deer

[0:12:05] Voice 9: um committee and i know work has started officially by the joint um um project to

[0:12:17] Voice 9: eliminate and control the fallow deer population and that's been a long-standing

[0:12:21] Voice 9: huge issue for this um community and it looks like we're about to see a new framework for moving

[0:12:28] Voice 9: moving forward from the local fallow deer committee on main so I'm interested to see if we could have

[0:12:35] Voice 9: them present at our next LTC meeting and I think there was no report on the housing project um lots

[0:12:45] Voice 9: of discussion on the led amendments and yeah it was a great meeting even though I wasn't able to

[0:12:51] Voice 9: be there in person very sad that's it for me

[0:12:56] Voice 11: thank you thank you no we

[0:12:59] Voice 2: actually accomplished

[0:13:01] Voice 2: quite a good meeting with the chair of electronics

[0:13:04] Voice 1: well

[0:13:06] Voice 2: well i think what really helped was really

[0:13:08] Voice 2: the only two members of the public showed up and only for a few days maybe for an hour so

[0:13:14] Voice 2: there was a lot of it actually worked well yeah so my if i had um no meetings um we were supposed

[0:13:20] have a north pender ltc meeting but um we had one trustee who was out of the

[0:13:25] Voice 2: country who was

[0:13:26] Voice 2: intending on zooming in and then we have another um trustee who no longer resides on the island

[0:13:32] Voice 2: who decided last moment that she wanted to zoom in but under our meeting rules we have to have two

[0:13:38] two members in the room so we had to at the last minute while i was on the ferry across

[0:13:43] to Bender Island had to cancel unfortunately so we're having to reschedule that to sometime in

[0:13:52] January so it was an interesting day as I drove off the ferry on Bender, zoomed around, drove

[0:14:00] back on the ferry and got back to Maine Island just in time for a community meeting on this

[0:14:06] ocean with development so it ended up it was okay it wasn't it

[0:14:10] Voice 2: wasn't a wasted day for me but

[0:14:11] Voice 2: of BC Ferries got to see way more

[0:14:13] Voice 2: than what they wanted to see, I mean, so.

[0:14:15] Voice 11: That's about it.

[0:14:20] Voice 6: So from my perspective, overall activities,

[0:14:24] Voice 6: I just want to note that on Wednesday,

[0:14:27] Voice 6: we had the CityView presentation

[0:14:29] Voice 6: about the bylaw enforcement module of the CityView product,

[0:14:35] Voice 6: as well as an oversight on the overall functionality

[0:14:38] Voice 6: of that piece of software that was requested

[0:14:41] Voice 6: by trustees for the budget process, if I'm not mistaken.

[0:14:45] Voice 6: And certainly that was quite interesting.

[0:14:48] Voice 6: There's lots of opportunities in that project,

[0:14:50] Voice 6: but it also, for me anyway,

[0:14:52] Voice 6: identified how different the Atlas Trust is

[0:14:54] Voice 6: from other municipal or regional agencies

[0:14:57] Voice 6: that use this software,

[0:14:59] Voice 6: in particular that we don't manage building permits.

[0:15:01] Voice 6: And so that's a piece of the equation

[0:15:03] Voice 6: that somehow we need to facilitate.

[0:15:05] Voice 6: And the vendor, in answer to a question on that,

[0:15:08] Voice 6: seemed to think there was some possibilities there,

[0:15:11] Voice 6: but hopefully council supports advancing this product forward and we'll get to see that rolled

[0:15:18] Voice 6: out in the near future. There's significant benefits to the members of the public as well

[0:15:22] Voice 6: as staff as well. It's not just a staff side product and I think that's a real exciting

[0:15:29] Voice 6: opportunity for the public to be able to actually see what's happening and how things are being

[0:15:33] Voice 6: process so uh that was a good session um gabrielle island um on the thursday also a good uh meeting

[0:15:41] Voice 6: advancing the work of the ocp um and just let you know that uh particularly uh interesting uh

[0:15:51] Voice 6: development permit on the island being central stage holdings is now formally on hold for 90

[0:15:58] Voice 6: days from October 19th for a consultation with the Slin Emo First Nation and so that they've

[0:16:05] Voice 6: expressed interest and concerns and so that will come forward to help inform us what more work

[0:16:11] Voice 6: may or may not need to be done and what the relationship with the ARC branch is on that

[0:16:16] Voice 6: particular project and our legislative requirements and I thought that was a terrific meeting actually

[0:16:24] Voice 6: we ended at a good time and got a lot of good work done and

[0:16:27] Voice 6: they're grateful to the staff for all of

[0:16:29] Voice 6: their support on those items um i was supposed to attend uh the mountain arrow smith bio region

[0:16:37] Voice 6: round table conference on the friday and had uh was all set to go and all set to get on the ferry

[0:16:44] Voice 6: in fact sat on the ferry for two hours before it was decided that it wasn't going to sail

[0:16:48] Voice 6: and it was sufficient time for me to get to the meeting without being an hour late and for two

[0:16:53] Voice 6: hour meeting. It was a stretch for me to go for a two-hour meeting anyway, and to go an hour late

[0:16:57] Voice 6: would have been not practical. So I ended up having to bail out on that after sitting around

[0:17:02] Voice 6: on the ferry for a couple hours. We've had a lot of trouble with the ferry. And then just mentioning

[0:17:08] Voice 6: on the note of ferries, a really great piece of news just last week, a couple days ago now,

[0:17:16] Voice 6: was the BC ferry. So it's renamed the Thetis Island Ferry from the motor vessel Cuper to the

[0:17:22] Voice 6: the motor vessel spelt in Halkamena, Peneliket.

[0:17:27] Voice 6: And it's interesting that after all these years,

[0:17:30] Voice 6: when it was pointed out right from the beginning,

[0:17:32] Voice 6: even by myself to be seafarers,

[0:17:35] Voice 6: that when it was named Cupra, that was an inappropriate name

[0:17:37] Voice 6: because the name of the community, which was called Cupra Island,

[0:17:41] Voice 6: had been changed to Peneliket Island in the very same period of time.

[0:17:48] Voice 6: But they backpedaled at the time that they were honoring

[0:17:50] Voice 6: the first mate of the sailing vessel, HMCS Thetis,

[0:17:56] Voice 6: I think probably it was, and not identifying the island,

[0:18:00] Voice 6: but they've now come back to realizing

[0:18:03] Voice 6: that the vessel could be named differently,

[0:18:05] Voice 6: and they've done that.

[0:18:06] Voice 6: And the Penelakut people, there's a YouTube thing

[0:18:09] Voice 6: that was on the news and stuff,

[0:18:10] Voice 6: that are quite happy about this final,

[0:18:15] Voice 6: much appreciated change.

[0:21:28] Voice 6: employee review process and so that will require two-thirds support from council to end up on

[0:21:34] Voice 6: the agenda as a late item and um we can certainly have that uh discussion um i think some of you

[0:21:41] Voice 6: know already we've had some conversations about advancing that on a regular basis and so we'll

[0:21:47] Voice 6: of my perhaps represent that work the exception kidney has already started although fairly light

[0:21:54] Voice 6: at this point um when that item comes up or if that item comes up accordingly and then the second

[0:22:01] Voice 6: um item i want to mention was my follow-up conversation with christie boland with respect

[0:22:09] Voice 6: to the rfd that she had advanced and um a quite lengthy conversation uh about that um and that

[0:22:17] Voice 6: are concerns that there wasn't necessarily an adequate amount of information in order

[0:22:21] Voice 6: for us to make a fully informed decision to advance the process.

[0:22:25] Voice 6: Although she certainly understood some of that, she was also frustrated with the pace

[0:22:31] Voice 6: at which things happen and is simply trying to move this along in a more progressive way.

[0:22:39] Voice 6: And she has not gotten back to me and wasn't expecting that.

[0:22:43] Voice 6: But she was going to consider everything that was said and determine what action she might take in respect of advancing that.

[0:22:52] Voice 6: What item exactly?

[0:22:54] Voice 6: That was the change.

[0:22:57] Voice 6: Well, it's broad.

[0:22:58] Voice 6: Was that from September?

[0:23:00] Voice 6: Yes.

[0:23:37] Voice 6: going to pull a lot of these pieces together to determine what sort of action she wants to take

[0:23:47] Voice 6: governance committee um and determine a course of action through them that perhaps that her

[0:47:14] Voice 9: it's going to is reflected the policy statement process that's being undertaken right now so

[0:47:20] Voice 9: there's an expression of it and that was last council's commitments essentially to climate

[0:47:25] Voice 9: change. The housing work as well, as a vestigial climate change piece of work, has progressed

[0:47:35] Voice 9: because it's under that category in a strategic plan. It does need refreshment,

[0:47:42] Voice 9: without question, and why don't we just schedule some time for you to have that conversation and

[0:47:47] Voice 9: then we can prepare trust council instead of going in at... Well, the approach taken was,

[0:47:53] Voice 9: this is here as one of council's main priorities we wanted some refreshment on that because we

[0:47:59] Voice 9: haven't heard the length we haven't

[0:50:42] Voice 7: draft of the policy statement so a lot of these conversations you know that will then okay you
