[0:00:14] Voice 6: acknowledging that we are fortunate to be able to gather in locations across the territorial

[0:00:20] Voice 6: nations of the Coast Salish Nations. So for myself, I'm Christina Evans and I'm elected

[0:00:28] Voice 6: on Sudea Southpenda, and I am the chair of the Trust Programs Committee, which I think I just

[0:00:34] Voice 6: said. And I would like to start by saying how grateful I am to be an uninvited guest in these

[0:00:41] Voice 6: beautiful lands and areas that we have been entrusted to look after. And I am privileged

[0:00:50] Voice 6: to be part of the culturally committed group as well, where I'm gaining a lot of insight and

[0:00:58] Voice 6: knowledge and it's just so moving and educational and inspirational it's absolutely awesome and

[0:01:04] Voice 6: it's given me a whole new perspective and clearing up and opening my eyes to different ways of

[0:01:09] Voice 6: thinking which is phenomenal and I just want to say thank you for allowing me to be a part of that

[0:01:13] Voice 6: so I would like to start by going around and having everyone introduce themselves and where

[0:01:20] Voice 6: they're from and start from there and just before we carry on one of the things that I found very

[0:01:26] Voice 6: very interesting when it came to introducing ourselves. It wasn't just introducing who we are,

[0:01:32] Voice 6: but where we come from as well. So it was just a bit more of a traditional

[0:01:38] Voice 6: introduction to ourselves. So myself, I'm Christina Evans, my mother was Laila Jürgensen,

[0:01:44] Voice 6: and my father was Eric Watson. And I will go to Trustee

[0:02:43] Voice 10: I'm elected on Hueyate Laskete Island in the territory of lots of Coast Salish peoples and the treaty territory of the Tla'Amin and I'm coming to you today from the Ligonquin-speaking people's territory.

[0:04:19] Trustee Luckham: and indeed my family immigrated to Canada in 1963 from the United Kingdom. Mary and Peter were my

[0:04:26] Trustee Luckham: parents and five boys believe it or not. I finally settled in Canada about 1975 myself and lived on

[0:05:16] Voice 13: to pass the baton over here to our new staff person, Tyler Brown, who will be filling our

[0:05:21] Voice 13: permanent senior policy advisor position. And before I do so, also just want to acknowledge

[0:05:26] Voice 13: with deep gratitude the work that Mary Storzer has done for this committee and for the policy

[0:05:30] Voice 13: statement project. And next week will be her last week with us. So just want to offer that

[0:05:36] Voice 13: acknowledgement. Her contributions to the trust in her short time with us have been really strong

[0:05:41] Voice 13: and really valued, I think, both by this committee and regional planning committee

[0:05:45] Voice 13: for her work on housing and on the policy statement project.

[0:07:51] Voice 6: of who we are and where we came from,

[0:07:53] Voice 6: which gives a deeper understanding.

[0:07:55] Voice 6: And I just thought that was a very beautiful thing.

[0:07:58] Voice 6: and thank you for partaking in that today all right so after the introductions i would like to

[0:08:06] Voice 6: um start just scooch up um so with reviewing the agenda are there any late items to add to this

[0:08:14] Voice 6: from anybody not from anybody else i'm i have one that i might like to add if uh if if the committee

[0:08:25] Voice 6: is okay with it and that is the review of the stewardship brochure um the edits have been made

[0:08:31] Voice 6: they look good to me I don't know if people would like to take a look at them

[0:08:34] Voice 6: you had authorized me to approve them and if you're fine with that then I'll

[0:08:38] Voice 6: just go ahead and approve them and we won't add it missing thumbs up not okay

[0:09:56] Voice 6: just here for our information and that was to set the uh trust programs committee schedule for 2024

[0:10:25] Voice 6: thank you very much for checking in with me and then we've got the resolution without

[0:10:31] Voice 6: meeting and that's here for information and that was to set the trust programs committee's

[0:10:34] Voice 6: meeting schedule for 2024 so um I don't think there's any need for discussion or anything there

[0:10:40] Voice 6: So if we can move on to the follow-up action list, I'll ask that Claire Freighter walk us

[0:10:47] Voice 6: through those. You're on mute, darling.

[0:10:55] Voice 13: Thank you very much. So I'd be happy to walk you through.

[0:10:59] Voice 13: For your first two here that you'll see on screen, they're on hold. As we've discussed,

[0:11:04] Voice 13: Council has chosen not to backfill the Senior Policy Advisor role while it's dedicated to the

[0:11:09] Voice 13: Policy Statement Project. So inevitably, there's a number of initiatives we just can't get to.

[0:11:14] Voice 13: so these two would fall into that bucket. Also we've suggested on the first one there that it's

[0:11:20] Voice 13: prudent to sort of hold amending the policy about the policy statement amendments until you've gone

[0:11:25] Voice 13: through a full cycle learned all the lessons you'd like to learn and then take a look at that policy

[0:11:30] Voice 13: to incorporate any changes you might want into the future so the delay no harm in that delay there.

[0:11:36] Voice 13: The second one you seem to be ticking along around your decisions around the secretariat

[0:11:42] Voice 13: services without defined criteria but that might be something for you as elected officials to

[0:11:46] Voice 13: consider for yourselves as you're going to be in April reconsidering requests should council fund

[0:11:51] Voice 13: the program again so you might want to turn your minds to that sooner rather than later

[0:11:56] Voice 13: with regard to the third one here it's completed we amended the speaker series project charter as

[0:12:01] Voice 13: or as desired so that's been done if you could scroll down there Mary the next one is relating

[0:12:08] Voice 13: relating to conveying Trust Programs Committee's endorsement

[0:12:15] Voice 13: of extending the project timeline for the policy statement

[0:12:17] Voice 13: over to Executive Committee.

[0:12:19] Voice 13: They received that endorsement and did sort of advise staff

[0:12:24] Voice 13: to just keep going with the First Nation engagement

[0:12:27] Voice 13: until such time as we deem that it's substantially enough complete

[0:12:32] Voice 13: to bring the content of the draft along with all those comments

[0:12:35] Voice 13: back to Trust Programs Committee.

[0:12:37] Voice 13: committee I have been on record I've been on record saying I'm hopeful for mid-March

[0:12:43] Voice 13: I'm still hopeful for mid-March but maybe we're now we're trending towards late March

[0:12:48] Voice 13: so we will keep everyone as apprised as this keeps going we are having very productive

[0:12:52] Voice 13: conversations with nations but for various reasons it's you know not as quick as we had hoped

[0:12:57] Voice 13: but I would say we are building really good relationships that will sustain us and I think

[0:13:03] Voice 13: set local trust committees up well when their OCPC projects and other projects start moving.

[0:13:08] Voice 13: So I think the time investment is well worthwhile on the front end here.

[0:13:13] Voice 13: Also to report, I'll just, I'll get to, maybe I'll report out further when we get to the

[0:13:16] Voice 13: agenda item about the policy statement. The next one is around getting executive

[0:13:22] Voice 13: committee to consider a webinar in the next fiscal year. We have not yet turned our minds to that,

[0:13:28] Voice 13: but it has been provided over to the executive committee as a consideration.

[0:13:33] Voice 13: The next one is around posting the wildfire materials to the website.

[0:13:36] Voice 13: We have done that and encourage you all to have a look.

[0:13:40] Voice 13: The original notion was to post the table as like a word table.

[0:13:43] Voice 13: It was presented to you and their briefings materials that does not translate

[0:13:47] Voice 13: well onto a website, particularly for mobile users.

[0:13:51] Voice 13: So you'll see what Morgana has done is created like an accordion style

[0:13:55] Voice 13: presentation of the materials that I think achieves your ultimate objectives,

[0:13:58] Voice 13: but maybe not in the exact way you had pictured.

[0:14:00] Voice 13: structured so have a look and see if there's anything that got lost in that sort of technical

[0:14:05] Voice 13: translation and let us know if there's further tweaks you would like to have happen to those

[0:14:10] Voice 13: materials but we do we've got more than half of our web traffic coming in through mobile devices

[0:14:14] Voice 13: so we want to make sure that the material is presented in a way that's suitable on those

[0:14:18] Voice 13: devices and finally we have made the required changes to the stewardship tips documents

[0:14:23] Voice 13: documents generally, where we haven't made many edits or any, I think, is around the language

[0:14:30] Voice 13: around First Nations, because that requires sort of more deeper consideration than we have

[0:14:35] Voice 13: resources available for right now. So certainly staff have taken note of that request. It is not

[0:14:40] Voice 13: yet reflected in the new document, but it's something that we will be keeping in mind with

[0:14:45] Voice 13: future edits and or new documents that we're developing. And those edits have been provided

[0:14:49] Voice 13: to chair evans for review and are now currently on the website are there any questions about any of

[0:14:55] Voice 13: that trustee

[0:14:58] Trustee Fast: fest thank you um uh thank you claire i'm just wondering about the one about the uh

[0:15:05] Trustee Fast: criteria for secretariat services applications does that mean when people apply for grant funding

[0:15:12] Trustee Fast: or some kind of support um or is it for the bigger projects where we're working in partnership

[0:15:19] Trustee Fast: for mutual goals?

[0:15:22] Voice 13: So the Secretariat Services program is underpinned by a policy of trust

[0:15:26] Voice 13: council. Within that policy, it already sets out some criteria within the policy itself around,

[0:15:32] Voice 13: you know, we need to have a trustee who's a member or a body of the trust that's a member,

[0:15:37] Voice 13: for example. The work that the group is doing has to be inclusive of reconciliation and respectful

[0:15:42] Voice 13: of First Nations. There's a number of those type of criteria already in the policy that would sort

[0:15:47] Voice 13: of deem whether they're eligible for the program. What I think the committee was looking for was

[0:15:52] Voice 13: more guidelines around the balancing of values. Like if there was a decision to be made, would

[0:15:56] Voice 13: you want to be more providing more? And I can't speak for the committee, but this is what I had

[0:16:01] Voice 13: understood. If there was a decision to be made, would you take guidance from the values set out

[0:16:07] Voice 13: in council's strategic plan? Would you tip more towards work where there are First Nations on

[0:16:13] Voice 13: on the steering committees would you take more you know allocate more resources to ones where

[0:16:18] Voice 13: there's a industry is participating or there are social topics whatever criteria the group wish to

[0:16:25] Voice 13: put behind it it has seemed in years you've managed to make those decisions without that

[0:16:30] Voice 13: specificity but if that is something you want to do um i would encourage you to think about it it

[0:16:37] Voice 13: does put staff in a slightly difficult position to be suggesting to you what you politically where

[0:16:42] Voice 13: where you should put your political weight.

[0:16:43] Trustee Fast: It's okay, thank you.

[0:16:44] Trustee Fast: You've gone above and beyond what my question was.

[0:16:47] Trustee Fast: I was just confused about whether this was

[0:16:50] Trustee Fast: the grant applications or the criteria eligibility

[0:16:54] Trustee Fast: I thought we had got, so that's perfect.

[0:16:56] Trustee Fast: Thank you very much.

[0:16:58] Voice 13: So if I might chair, I'll just take this moment.

[0:17:00] Voice 13: We do have on the council follow-up action list

[0:17:03] Voice 13: or maybe it's executive committees, direction to staff.

[0:17:06] Voice 13: And again, we don't have the resources

[0:17:07] Voice 13: to take a fresh look at this program,

[0:17:09] Voice 13: the Heritage Grants and Aid Program, and the new powers that Trust Council received from

[0:17:14] Voice 13: legislative change a couple of years ago, to perhaps look at some synergies and efficiencies

[0:17:19] Voice 13: that can be brought about by shifting into a more granting mode, like in establishing a grant

[0:17:24] Voice 13: program, because this is a very administratively cumbersome way of supporting coordination groups.

[0:17:29] Voice 13: But again, we haven't had the resources to do that policy work for you. So we're just continuing

[0:17:34] Voice 13: continuing status quo thank

[0:17:37] Voice 6: you very much for the clarification uh trustee peterson thank you chair

[0:17:43] Voice 10: um and thank you director freighter for that that last bit especially was um good to hear and

[0:17:49] Voice 10: informative and then just back to the to the criteria i do recall our discussion and i think

[0:17:55] Voice 10: it really came out of um uh having more requests for funds than we had funds available and my

[0:18:05] Voice 10: My recollection is that our discussion as a committee was to set ourselves up with some criteria to help us guide our own decision when we go to allocate, you know, a limited pool of funds to a series of groups that want a bit more than we have.

[0:18:23] Voice 10: So I think it was mostly for our own guidance.

[0:18:27] Voice 10: And I think that is a discussion we might want to get back into because it's certainly easier to think about it outside of the immediate decision to allocate, I think so.

[0:18:36] Voice 10: I've put it on my list to think about some more.

[0:18:41] Voice 6: Brilliant. Thank you very much.

[0:18:43] Voice 6: For myself, I'd like to add in that I did take a look

[0:18:47] Voice 6: at the wildfire prevention material that was provided on the website,

[0:18:50] Voice 6: and I really liked the layout.

[0:18:52] Voice 6: I think it's a lot easier to look at than what we had put together

[0:18:56] Voice 6: in that table.

[0:18:58] Voice 6: I don't know if anyone else has had a chance to look at it,

[0:19:00] Voice 6: but I think it's really well put together.

[0:19:03] Voice 6: And so thank you very much, Steph, for all of that.

[0:19:06] Voice 6: them um and then i on the stewardship tips document this like i know this is not really

[0:19:14] Voice 6: we weren't going to talk about it but i had one thing that um popped out for me and it was it it

[0:19:19] Voice 6: it was it was driven by something that happened here and it has to do with regards to bats now

[0:19:25] Voice 6: i know that in the tips document we've got uh information about the raptors nests and how

[0:19:31] Voice 6: they're protected but bats are very prevalent on our islands and they're also protected all 15

[0:19:38] Voice 6: species are protected so I was curious as to whether or not we could maybe include something

[0:19:42] Voice 6: like that in there so I'm just throwing that out as um as something to think about but nothing to

[0:19:48] Voice 6: really discuss or um consider in this meeting so we can maybe when we when we bring this back for

[0:19:56] Voice 6: for review later we can maybe add that one item on for discussion at that point okay and I'll

[0:20:01] Voice 13: convey i think morgana is aware of your interest in that topic so i'll we'll see what can be done

[0:20:05] Voice 13: of course we've we've maximized words on pages to the extent possible yeah okay

[0:20:13] Voice 6: but when it comes

[0:20:14] Voice 6: time we're going to be doing the reconciliation change we're changing then we might be looking

[0:20:18] Voice 6: at a bit more of an overhaul and at that point we can maybe consider it okay terrific brilliant

[0:20:24] Voice 6: thank you very much for that are there any other comments or questions on the follow-up action list

[0:20:32] Voice 6: not seeing any all right then let's move on to the policy statement amendment project update

[0:20:39] Voice 6: and it's a briefing and i'll turn this over to staff raider as well thank

[0:20:44] Voice 13: you um and again i'll

[0:20:46] Voice 13: just take a moment to acknowledge mary um stores are really has been the lead on all the logistics

[0:20:51] Voice 13: that go on to make this happen so i just want to acknowledge that as i introduce it um and just

[0:20:57] Voice 13: let you know the primary focuses over the last few months have continued to be engagement with

[0:21:01] Voice 13: nations on the staff the staff draft and seeking their written input but also having meetings with

[0:21:08] Voice 13: nations to talk through the concerns answer questions explain the context and we are

[0:21:14] Voice 13: hearing repeatedly from nations that desire desires related to co-governance and governance

[0:21:21] Voice 13: changes and so on so we're really having to be quite principled around saying terrific we've

[0:21:27] Voice 13: we've done what we can in this document, you know, to work towards cooperation, but matters of

[0:21:31] Voice 13: governance and broader desires such as that need to go to the province. And so we're sort of working

[0:21:37] Voice 13: together. And I think it's a mutually beneficial conversation to be having around teasing out those

[0:21:42] Voice 13: items. We're also hearing a whole myriad of topics related to like bylaw enforcement, protection of

[0:21:48] Voice 13: heritage sites, all sorts of things, which were then conveying to the planning department, for

[0:21:52] Voice 13: example, or opportunities to work together to conserve lands and channeling those to the

[0:21:56] Voice 13: a conservancy. So we're not just talking policy statement. And as I say, I think these broader

[0:22:00] Voice 13: conversations will be beneficial to the entire organization in the long run. It is taking longer

[0:22:15] Voice 13: So we got somewhat knocked off the docket, despite everyone's hopes that we were moving forward.

[0:22:19] Voice 13: So we are working as quickly as we can to get the responses in. Once we have them, we are working towards preparing a request for decision for Trust Programs Committee that will contain many recommendations for changes to the draft that we prepared last year, recognizing it was imperfect at the time.

[0:22:41] Voice 13: we knew that it was the best, you know,

[0:22:43] Voice 13: given the resources we had, it was the best we could

[0:22:44] Voice 13: accomplish. And so we're going to come back to you with that draft, a concordance table that shows

[0:22:49] Voice 13: how things changed from the first draft to the second draft. And then a whole series of

[0:22:54] Voice 13: recommendations for us to talk through at our next meeting, or at the special purpose meeting that

[0:22:59] Voice 13: will be scheduled for this document. So you can then ask us to go back and, you know, change it

[0:23:04] Voice 13: again, and then we'll bring it back to you again. And then that will continue until you're satisfied

[0:23:08] Voice 13: that all the recommendations that you want um so i guess what we're not going to be changing the

[0:23:14] Voice 13: document we'll take the document as is to council but until you're satisfied that you've got all

[0:23:18] Voice 13: your recommendations in place to take to council um in addition we're working um with a communications

[0:23:23] Voice 13: consultant um to prepare all the communication materials and help you all be ready when we take

[0:23:28] Voice 13: it public on an agenda so we've got things like frequently asked questions and news release drafted

[0:23:32] Voice 13: drafted, all sorts of things to help you when we take it out and help the public understand

[0:23:40] Voice 13: where it's at. So that's all happening sort of behind the scenes here until such time as we're

[0:23:44] Voice 13: ready. The intention is to bring it to you at a special meeting and to give you several weeks,

[0:23:50] Voice 13: not just the usual week or 10 days with the agenda ahead of time. We're intending to give

[0:23:54] Voice 13: you a number of weeks so both you and the public can have time to mull on it before you have a

[0:23:59] Voice 13: a meeting so if you know I'm saying now mid to late March if we were able to deliver it in that

[0:24:05] Voice 13: time frame you know we would be looking to you to schedule a special meeting you know maybe three

[0:24:10] Voice 13: weeks later sometime in April so I'll be in touch with the chair of TPC when we're getting close to

[0:24:14] Voice 13: being ready and we'll talk about that and then we'll be coming to you with a resolution without

[0:24:20] Voice 13: meeting to set that meeting date and as I had understood from this committee your desire is to

[0:24:24] Voice 13: do that as an in-person meeting to receive that first draft and talk through the recommendations

[0:24:28] Voice 13: with staff and we'll be working with the chair to look at how we facilitate that day to have

[0:24:34] Voice 13: an efficient and productive conversation and maximize your in-person time together

[0:24:38] Voice 13: um perhaps i'll leave it there um and i'll see if there's any questions but also maybe there's

[0:24:44] Voice 13: an opportunity for mary to supplement what i've said should i have skipped over anything crucial

[0:24:50] Voice 13: oh and i guess no one other thing before i sign off is that executive committee um has decided

[0:24:56] Voice 13: What happened is executive committee discussed whether or not to add trust-wide engagement to the project, decided not to.

[0:25:04] Voice 13: It then went to financial planning committee as one of the options in the business case.

[0:25:09] Voice 13: Financial planning committee decided to indicate their interest in funding $30,000 additional to allow for trust-wide engagement.

[0:25:17] Voice 13: So that would be a survey and a community workshop, virtual community workshop, that went back to executive committee who then agreed to amend the project to include those elements.

[0:25:26] Voice 13: So that is a change that has happened.

[0:25:29] Voice 13: Trust Council will get another opportunity to reflect when it receives the budget in March.

[0:25:35] Voice 13: We are going to also prepare a project charter for Trust Council's approval that would incorporate those elements as part of the plan and have the amended budget.

[0:26:25] Voice 10: leadership conversations on this topic, which I think is a great idea. And I'm just wondering

[0:26:30] Voice 10: about if there's been thought about how to sort of facilitate that or any sort of background on

[0:26:41] Voice 10: that portion would be helpful.

[0:26:44] Voice 13: Yeah, I'm happy to speak to that. So as I mentioned, when it comes

[0:26:47] Voice 13: to matters that when nations are asking for perhaps consent over decisions or explicit

[0:26:54] Voice 13: explicit co-governance, we're steering them to the province, because that would require

[0:26:58] Voice 13: legislative change. If it might be a matter that would be dealt with, for example, under

[0:27:04] Voice 13: Section 7 of the UN Declaration Act, as what's called a DRIPA agreement or UN Declaration

[0:27:08] Voice 13: Agreement, that is something that could be considered here. So we're saying that's a path

[0:27:13] Voice 13: you could bring to Trust Council, should you choose. We are also saying it's up to your

[0:27:18] Voice 13: leadership, if we're having a staff-to-staff conversation, to approach the local Trust

[0:27:21] Voice 13: committee or approach trust council with those matters and it really putting the ball in their

[0:27:26] Voice 13: court to initiate those conversations should they wish to and we're indicating we're absolutely here

[0:27:31] Voice 13: to support there is a lot of strong interest within the islands trust for meeting with nation

[0:27:36] Voice 13: leadership um but yeah so that's how that's how we're characterizing it at this time um we're

[0:27:42] Voice 13: reminding staff that there was that leadership to leadership letter sent in august to all nations

[0:27:46] Voice 13: inviting um leadership to leadership meetings so we're doing what we can to you know spark those

[0:27:52] Voice 13: conversations but really it's up to nations which who are finding are just overwhelmed with so much

[0:32:32] Voice 13: it in that vein. And throughout that meeting, I can assure you, we were very much encouraging

[0:37:27] Voice 6: public engagement on the draft by law, as well as feedback from First Nations and referral

[0:37:33] Voice 6: So I just want to bring this back again, that they are recommending that we have a longer

[0:37:39] Voice 6: engage public engagement period again prior to first reading so that is what

[0:37:45] Voice 6: this committee has recommended and it is in the modus report so I would strongly

[0:37:51] Voice 6: like to make sure that we do do that and you know based on input counts Trust

[0:37:59] Voice 6: Council may amend the new draft policy statement prior to first reading so that

[0:38:03] Voice 6: I think that's a very important step here and then the rest of my notes fell

[0:38:08] Voice 6: fell off and I had actually a lot of things that I wanted to bring up but the modus report

[0:38:11] Voice 6: is strongly supporting what we're recommending in this trust in this trust committee trust

[0:40:39] Voice 9: synergies i think going on in terms of thinking and um so basically the the the um the request

[0:40:47] Voice 9: we're hoping to get from you for a decision is around um proceeding with this webinar um the

[0:40:55] Voice 9: the purpose of the webinar is basically twofold, really getting to the bottom of what do people

[0:41:01] Voice 9: need to know about fire risk in coastal BC and the Salish Sea. And this would be sort of an

[0:41:08] Voice 9: outline of what's fire in this region, ideas about forest and ecosystem types and fire risk,

[0:41:13] Voice 9: like how concerned do you need to be and when do you need to be concerned and not. And then

[0:41:19] Voice 9: really understanding some of the stewardship sort of mechanisms and tools for reducing the risk from

[0:41:24] Voice 9: from fire drought and extreme weather and this would be the more very practical the intent is

[0:41:30] Voice 9: to bring forward some of the practical either criteria to think about as you as you look at

[0:41:34] Voice 9: your landscape um or also some specific techniques about how you can address um and balance some of

[0:41:42] Voice 9: the important things here like fire risk but also wildlife habit wildlife habitat and biodiversity

[0:41:47] Voice 9: diversity protection so um i guess the main thing to note yeah it's part of the the three-part

[0:41:53] Voice 9: series that um uh the stewardship education program um series from to the end of this fiscal

[0:42:02] Voice 9: and uh so the proposal is for a 90-minute webinar with panelists presentations and then a lot of

[0:42:10] Voice 9: time for q a recognizing that that's where a lot of the discussion will will happen and people's

[0:42:15] Voice 9: questions can be answered from the public, but also some really interesting discussion,

[0:42:20] Voice 9: I think, between the panelists. And I guess the other thing to note is just that the intent is

[0:42:26] Voice 9: to bring forward folks on the panel that represent some of the emerging research that's going on in

[0:42:32] Voice 9: the academic realm, as well as really practical people that are out there, you know, working on

[0:42:38] Voice 9: fire, working on ecosystem and sort of in that sort of space of like, some things are known about

[0:42:45] Voice 9: fire but how does that work and sort of the balancing of the different different

[0:42:49] Voice 9: outcomes and then also hopeful that we can have bring forward something from

[0:42:55] Voice 9: Ursa a panelist that could speak a lot to indigenous stewardship practices in

[0:51:25] Voice 9: the idea would be okay bring in potentially so we're looking at um you know talking with her

[0:51:31] Voice 9: about a lot of things uh some things are being um discovered in new research that hasn't made

[0:51:36] Voice 9: its way to policy so trying to get an academic kind of perspective on the newest research research

[0:51:41] Voice 9: coming out of pilot programs potentially even in the u.s and a lot of work apparently undergo

[0:51:46] Voice 9: being undertaken in oregon and washington which has a lot of applicability up here

[0:51:51] Voice 9: so trying to do that trying to um you know get some consultants that are really working on the

[0:51:57] Voice 9: ground with local governments and and and others indigenous groups and that kind of thing um

[0:52:02] Voice 9: potentially to talk about that practical side of things um uh who else um yeah like i said fire

[0:52:10] Voice 9: smart because that's really the provincial kind of what is the provincial perspective on this

[0:52:15] Voice 9: because of course we're always interacting with provincial elements as well so the really the

[0:52:19] Voice 9: intent really is to get a like that balance the balance of not just all about fire because we're

[0:52:24] Voice 9: also all about ecosystems and other things as well so to try to really round that out and as far as

[0:52:30] Voice 9: like specific names and and people i'm i i don't i almost don't necessarily think it's necessary to

[0:52:35] Voice 9: go there because we're still working it out i guess if there's people that you know you'd like

[0:52:39] Voice 9: to hear from specifically and of course that could be considered um as to whether they're available

[0:52:44] Voice 9: or not, it's quite a tight timeframe as well. So there's a lot of variables going on. I think

[0:52:49] Voice 9: it's more helpful to just tell you, hopefully just give you that outline of this idea is to

[0:52:54] Voice 9: bring together the people that are in working on this actively now, bring all of their knowledge

[0:53:01] Voice 9: and have a conversation about what do we know about it on the Islands Trust? What don't we know?

[0:53:07] Voice 9: And where are the areas that are being worked on? So stay tuned. And I think, you know,

[0:53:11] Voice 9: i've really reinforced with um ruth in our conversation so far just about the desire

[0:53:17] Voice 9: that i had heard from the the committee about um some practical things perhaps some practicalities

[0:53:24] Voice 9: like not just the theory and this is how far you know this is the concerns and all this sort of

[0:53:28] Voice 9: stuff but also like and and and this is what you can do about it so hoping to really bring that in

[0:58:54] Voice 13: of people that in addition have reached out about when will the report I missed it when will the

[1:00:14] Voice 13: but I'll provide a short introduction just to give you some context.

[1:00:17] Voice 13: So you might remember that this was a

[1:00:20] Voice 13: matter that you had a delegation on at Trust Council.

[1:00:22] Voice 13: It was then referred to Trust Programs

[1:00:24] Voice 13: Committee and Regional Planning Committee for comment.

[1:00:28] Voice 13: Trust Programs Committee and Regional

[1:00:29] Voice 13: planning committee created a working group that then wrote essentially this briefing I've just

[1:00:33] Voice 13: added a little bit on top here which then went to trust council trust council received it and

[1:00:38] Voice 13: passed a motion essentially passing it back to the committees saying they would like possible

[1:00:45] Voice 13: actions suggested from the committees for inclusion in the strategic planning process

[1:00:49] Voice 13: so it's sort of been lobbed around and it's provided back to you for more consideration

[1:00:54] Voice 13: um for what actions might come out of it that would be you know able to be included in the

[1:01:00] Voice 13: strategic planning process so with that i might turn it back over to one of the members of the

[1:01:04] Voice 13: committee i'm where trustee fast was on it um i can't remember who else sure

[1:01:11] Trustee Fast: uh thank you very

[1:01:13] Trustee Fast: much i'm um i'm wondering um well two things we could do is uh recommend um to spatial planning

[1:01:25] Trustee Fast: planning idea. That's the dynamic way of mapping so you can see how things have changed over time

[1:01:32] Trustee Fast: and so that you can see whether a wildlife corridor would be blocked off in the future

[1:01:40] Trustee Fast: because of development that may already be approved, even though it doesn't show up on

[1:01:45] Trustee Fast: your map from 10 years ago. Anyway, this idea of spatial planning, the dynamic info changes with

[1:01:53] Trustee Fast: time uh will help us better support the web of life on our islands so that we are better protected

[1:01:59] Trustee Fast: from water shortages or um wildfire as we were just talking about with healthy ecosystems uh

[1:02:08] Trustee Fast: supporting islanders and uh people living as nature um as well as with nature anyway that's

[1:02:18] Trustee Fast: one one thing that we might want to uh recommend but i think it's better for us just to as the

[1:02:25] Trustee Fast: trust programs committee to keep these kinds of ideas in mind when we come closer to the um

[1:02:32] Trustee Fast: trust policy statement and how it might be used and managed and uh

[1:02:44] Trustee Fast: say the things that we can actually check and that kind of thing. So I'm not sure,

[1:02:50] Trustee Fast: we don't really have a project for spatial planning now, but I just wanted to reintroduce

[1:02:55] Trustee Fast: the idea. The other one, I'll just put the link in the chat right now. It was new when I first

[1:03:02] Trustee Fast: drafted up um this report uh and uh now it has a there's a web web link to what's called the mpap

[1:03:12] Trustee Fast: this ridiculous uh name for the municipal protected areas program or what i would prefer

[1:03:20] Trustee Fast: to call it is uh local government protected areas program it's just a place where you can

[1:03:26] Trustee Fast: uh islands trust conservancy in particular and maybe they're already all over this but we could

[1:03:32] Trustee Fast: recommend to them, if we wished, that they could make sure that all of the good work,

[1:03:42] Trustee Fast: all of the protected areas, reserves, conservation covenants are registered with the program

[1:03:47] Trustee Fast: in order to help province-wide planning for 30 percent, for 30 by 30, that conservation target,

[1:03:57] Trustee Fast: And also, so to make that information available to others in the province and Canada, but also just to make sure that Islands Trust is getting credit for all the good work it does through the Islands Trust Conservancy, protecting biodiversity, which is what this project is all about.

[1:04:17] Trustee Fast: out. So I'm not sure if there's any discussion about this. I'm not sure if Islands Trust

[1:04:23] Trustee Fast: Conservancy is doing anything, whether we need to do anything right now. I'm wondering what,

[1:04:31] Trustee Fast: I'm not going to make a motion. I'm just going to see what people have to say,

[1:04:38] Trustee Fast: or this has already been to Trust Council, and we've got it in front of us for the work ahead

[1:05:14] Voice 6: with regards to the 30 by 30. So South Panda Island is at 32% protected and Saturna,

[1:05:22] Voice 6: those keeners are 40, almost 46%. So well done, you guys. But it's definitely something

[1:05:30] Voice 6: being um to work hard towards so um chelsea peterson thank

[1:05:40] Voice 10: you chair hopefully you can all

[1:05:41] Voice 10: hear me yep um so i'm just really curious and i noticed this when we saw the briefing at trust

[1:05:48] Voice 10: council at the bottom of page 31 and continuing on at the top of page 32 there's mention of a

[1:05:57] Voice 10: a GIS relational mapping tool which was created in cooperation with the UBC Forest and Conservation

[1:06:07] Voice 10: Science Department. It says the tool has disappeared. What I'm wondering is, is there

[1:06:15] Voice 10: any hope? Is there anyone, like it sounds like this was a useful tool. I'm just wondering,

[1:06:21] Voice 10: is there any hope of finding this tool? Is there anyone at that department at UBC that we can

[1:06:28] Voice 10: contact um if that's where it disappeared i

[1:13:30] Trustee Fast: you used to be able to pull the little tag along

[1:13:35] Trustee Fast: and you would see the changes through time of a landscape,

[1:13:39] Trustee Fast: but that was aerial photos.

[1:13:41] Trustee Fast: I'm not sure that we have anything that can show through time

[1:13:49] Trustee Fast: how development is proceeding,

[1:13:52] Trustee Fast: How it might be cutting into ecosystems or wildlife corridors or reducing fragmentation and and then projecting into the future using OCPs and whatever other tool regional growth strategies, I guess, for well, no, we just have official community plans and our trust policy statement.

[1:14:18] Trustee Fast: And how could that project into the future so that we can have a sense of where we're going? I think a bunch of the thinking that I've been exposed to through the work that's happening on Bowen and Squamish is to do with the future.

[1:14:33] Trustee Fast: and how do we use all the different kinds of data that's out there,

[1:14:38] Trustee Fast: not just the static data layers that were created five, ten years ago,

[1:14:45] Trustee Fast: but the current data that might be available from online tools

[1:14:51] Trustee Fast: and satellites and Google Earth Engine,

[1:14:55] Trustee Fast: some of these big tools that are available now,

[1:14:58] Trustee Fast: to help staff and trustees and planners and everybody

[1:15:03] Trustee Fast: uh in communities using map it or whatever tools uh to project into the future for connectivity

[1:15:12] Trustee Fast: and um uh resilient healthy ecosystems uh around people uh even if we are building lots more

[1:15:31] Trustee Fast: And it's a little bit different than static data layers that have dates on them.

[1:18:09] Voice 13: We do have a GIS model that we're able to run with different scenarios.

[1:18:14] Voice 13: I would say we're fortunate.

[1:18:16] Voice 13: Kate Emmings and Mark VanBakel worked with academics to produce this model, which has been reviewed in a peer-reviewed journal.

[1:18:22] Voice 13: So we have a lot of confidence in it.

[1:18:23] Voice 13: That said, with the loss of Mark VanBakel and some of the people from the team, we're needing to bring someone else in with the expertise to run the model.

[1:18:31] Voice 13: It has been used for the land suitability analysis work.

[1:18:34] Voice 13: And as we get more information about water, it gets better and better.

[1:18:37] Voice 13: So we can map high biodiversity areas.

[1:18:39] Voice 13: We can map where the water is.

[1:18:41] Voice 13: and we can determine where best on the land base you get you can use the model to determine

[1:18:46] Voice 13: different scenarios in my view it's been underutilized by local trust committees for

[1:18:50] Voice 13: making decisions at a landscape level about you know where do you want protected areas to be

[1:18:55] Voice 13: a lot of the official community plans call for protected area networks but haven't really

[1:19:01] Voice 13: executed that thinking so if you as you move into conversations the governance report had

[1:19:06] Voice 13: language in it as well around sort of how do you know when you've reached enough? Is that a

[1:19:11] Voice 13: decision that the trust should be having? How do you know what types of the ecosystems you want

[1:19:16] Voice 13: protected and where? This model could be useful. And so at some point, as you move through both

[1:19:21] Voice 13: the policy statement and your discussions of the governance report, I'd invite you to contemplate

[1:19:27] Voice 13: what do you need in terms of training, demonstrations, information that would help

[1:19:32] Voice 13: can you be good decision makers in this space um so do and do mull that and come back to us as

[1:19:38] Voice 13: necessary is there you know a training session at trust council training sessions outside of trust

[1:19:43] Voice 13: council um and we don't know what we don't know there could very there likely are very many other

[1:19:49] Voice 13: models or gis layers available that we haven't got or integrated yet the world of technology is

[1:19:54] Voice 13: moving so fast um as you're saying like that change over time projections visualizations about

[1:20:00] Voice 13: about if we did this, what's the visualization?

[1:20:02] Voice 13: If we made a different decision,

[1:20:03] Voice 13: what's the future visualization?

[1:20:05] Voice 13: Those things can be contracted.

[1:20:07] Voice 13: So I'm just saying,

[1:20:08] Voice 13: make taking a moment here to encourage you to think about,

[1:20:11] Voice 13: as you look at the new policy statement,

[1:20:13] Voice 13: as you look at the governance report

[1:20:14] Voice 13: that kind of encourages council to contemplate the end,

[1:20:17] Voice 13: like when do you know you're successful?

[1:20:19] Voice 13: When do you know you've reached enough

[1:20:21] Voice 13: and how would you change your decision-making?

[1:20:23] Voice 13: What do you need to do that well?

[1:20:25] Voice 13: And then ask us to support you in that

[1:20:27] Voice 13: with whatever you think you might need.

[1:20:28] Voice 13: sorry that's my little plug no

[1:20:31] Voice 6: thank you very much and i that you you've touched on a very

[1:20:34] Voice 6: important um element here it's the lack of awareness and knowledge uh amongst the rest

[1:20:40] Voice 6: the trustees of these various tools that um that could be utilized um and for me being a process

[1:20:49] Voice 6: gal myself i like having process that if you're going to do xyz you need to employ um abc tools

[1:20:57] Voice 6: and that that is you know especially being a new trustee that walked in on this term

[1:21:02] Voice 6: without having those policies written that would explain this is these are the steps that you take

[1:21:08] Voice 6: a lot of these tools fall into misuse and then they become forgotten and and as was termed in

[1:21:14] Voice 6: here lost they're not lost they're um they just haven't been used and they've fallen out of

[1:21:22] Voice 6: practice but they are important tools for us to continue on with so um for me it would be great

[1:21:29] Voice 6: to have an educational piece that these tools are in place and can be used and you know hopefully

[1:21:38] Voice 6: brought back into uh common practice uh trustee bothwick um

[1:21:46] Voice 7: yeah that sort of uh touches on

[1:21:49] Voice 7: I think where my feelings reading through this report sort of land, and certainly having just had an LTC meeting and being extremely aware that we haven't had freshwater sustainability mapping in depth conducted or completed on our island.

[1:22:11] Voice 7: i'm really keen to get a better grasp of what tools uh already exist within our organization

[1:22:18] Voice 7: before we ask staff to take on a bunch more work uh in integrating a bunch of other information

[1:22:25] Voice 7: um i'd really like to see that that yeah have some have some orientation around what what tools

[1:22:31] Voice 7: already exist and i'm keen to not like i mean there's there's absolutely recommendations in

[1:22:39] Voice 7: this report that I think have merit. I note that there was a dissenter among the working group,

[1:22:47] Voice 7: and I think some of their concerns are also valid. And I would really caution us, and then

[1:22:54] Voice 7: mostly this comes from a place of not wanting to put more work on our staff who are already

[1:23:01] Voice 7: pulling miracles out of thin air. So I'd really like to get a better grasp of what our tools

[1:23:09] Voice 7: are and and decide we have i think we have a higher than average uh knowledge of what's going

[1:23:16] Voice 7: on in a lot of ways because of the nature of our organization is specifically environmentally

[1:23:20] Voice 7: focused um we had a head start on a lot of other municipalities and and local governments in terms

[1:23:27] Voice 7: of looking at this looking at the world through this lens um and i think there's a lot of

[1:23:32] Voice 7: institutional knowledge that's really valuable to us. And I'd be keen to tap into what we already

[1:23:39] Voice 7: have before we start chasing new stuff for the sake of chasing new stuff, if that makes sense.

[1:23:53] Voice 13: Just one final addition to my comments is one, I suggest these kinds of models, if we have the

[1:23:59] Voice 13: proper data layers, I'm going to say to Trustee Worthwick, you're always going to hear me being

[1:24:02] Voice 13: a champion for water mapping, as I think it's really critical to good decision making.

[1:24:08] Voice 13: But also, they can be useful in reducing polarization in communities. So it's not

[1:24:13] Voice 13: about housing or nature protection. It can be about how do we do both in a really smart way?

[1:24:19] Voice 13: And

[1:24:19] Trustee Luckham: so I think they can be

[1:24:20] Voice 13: really useful to that. And I think we've seen the beginnings of that with

[1:24:24] Voice 13: some of the land suitability analysis. Where can new housing go? Where can we put more dense housing

[1:24:30] Voice 13: housing in a way that is best for the island, best for the people who will be living in those homes

[1:24:35] Voice 13: so that, you know, the people who might want to have an affordable housing have a secure source

[1:24:39] Voice 13: of water into the future, for example, and also benefit from having a lovely place to go for a

[1:24:45] Voice 13: walk and enjoy nature into the future as well. Whatever those values might be, we can plug them

[1:24:49] Voice 13: in and play with scenarios. So I just wanted to lend that as we head into these difficult

[1:24:53] Voice 13: conversations around the policy statement. I'm going to constantly be trying to champion for

[1:24:57] Voice 13: more complicated conversations that reduce polarization and bring bring pay together

[1:25:02] Voice 13: into more complicated conversations that ultimately lead to durable solutions so i'll just that's my

[1:25:09] Voice 13: plug thanks for giving me the little podium for a minute thank

[1:25:13] Voice 6: you very much for that so i think

[1:25:15] Voice 6: this has been a great conversation um and i and and i understand um the the concern that you know

[1:25:22] Voice 6: know this was brought forward by a delegation and we and we dove into it but this that this is a

[1:25:28] Voice 6: good conversation to have and it's you know and and and to clarify we are not we're not looking

[1:25:36] Voice 6: at this this briefing the um the montreal pledge as in it in and its charity we're looking at it

[1:25:43] Voice 6: for for nuggets of gold that you know where work has already been started that we can we can um

[1:25:55] Voice 6: that hopefully brings a bit more clarification to why we're why why we've taken this on and why we

[1:30:51] Voice 13: they arise. So if an LTC is missed on a referral, or if there's some problem relating to a provincial

[1:30:56] Voice 13: relationship, I generally handle it anyway, in the interim of this getting fixed. The community

[1:31:02] Voice 13: benefit land trust concept is one that you will likely want to keep in mind as you move into your

[1:31:06] Voice 13: strategic planning process we have the conservancy for holding land for natural area protection

[1:31:12] Voice 13: you may wish to consider if you'd like the trust to create another entity for holding land for the

[1:31:18] Voice 13: purposes of say recycling depots or affordable housing complexes or whatever else it may be

[1:31:24] Voice 13: there was some work done in prior terms around the legalities and options open to trust council as

[1:31:29] Voice 13: being a

[1:31:30] Voice 13: holder of land for community benefit reasons so this got provided to trust programs

[1:31:34] Voice 13: committee to kind of look at more deeply and the trust programs committee hasn't yet picked it up

[1:31:39] Voice 13: off the table as a priority but it might be something this council wants to look at where

[1:31:44] Voice 13: it wants to place itself in that space around particularly around affordable housing and its

[1:31:49] Voice 13: potential role and the stewardship awards program is one that last we had been providing annually

[1:31:55] Voice 13: then we moved to buy annually and then last term council suggested it only happened every four

[1:32:00] Voice 13: years at the end of the term so that will sit there until we're near the last year of the term

[1:32:06] Voice 13: with regard to active projects we have here trust policy statement which is taking the bulk of your

[1:32:12] Voice 13: allocated staff time and then finally the other two programs you're aware of stewardship education

[1:32:17] Voice 13: will now be moving into the wildfire webinar organizing and secretariat services we are now

[1:32:27] Voice 13: without a program coordinator to coordinate this program but what i've done is arranged for her to

[1:32:32] Voice 13: to work overtime from her from her planning technician role to help fill that gap so

[1:32:39] Voice 13: Jillian's stepping in again to help this we've got sort of year-end stuff coming in in terms of

[1:32:44] Voice 13: final reports and final invoices and that will continue through to mid-March and then on your

[1:32:50] Voice 13: agenda in April we will provide the information about their requests for future years

[1:32:56] Voice 13: and provide as typical unless we're directed otherwise spot for each of them to speak on

[1:33:01] Voice 13: the agenda during the public comment period to speak to why they want to request more support

[1:33:07] Voice 13: of course the final two program all of these programs are subject to budget approval of trust

[1:33:11] Voice 13: council financial planning committee meets again next week and i think is still looking for cuts

7. BUSINESS - WORK PROGRAM ITEMS 
 
7.1 Policy Statement Amendment Project Update – Briefing 
 
Director Frater provided an update on the project indicating that the primary focus over 
the last few months has continued to be engagement with First Nations on the staff 
draft and seeking their written input, but also having meetings with First Nations to talk 
through any concerns, answer questions, and explain the context.  Discussion included: 
 a recurring frequently raised topic during meetings with First Nations is the topic of 
governance as Staff are consistently hearing a desire for Islands Trust Council and 
local trust committees to more actively respect Indigenous rights to self-governance 
and co-governance, and for Islands Trust to be actively working to find a path 
forward to implement the United Nations Declaration on the Rights of Indigenous 
Peoples (UN Declaration) 
 potential amendments to the provincial Land Act would allow for shared decision-
making with First Nations 
 all discussions with First Nations have been with Islands Trust Staff and not trustees

7.2 Wildfire Webinar Two-Part Series Project Charter – Request for Decision 
 
Senior Policy Advisor Storzer introduced the RFD that sought endorsement and direction 
for a Wildfire Webinar in March 2024 as part of the Stewardship Education Speaker 
Series. 
 
Committee discussion included whether there was a need to discuss the agenda item in 
an in-camera meeting.

It was MOVED and SECONDED, 
that the meeting be closed to the public in accordance with the Community 
Charter, Part 4, Division 3, s.90, (n)the consideration of whether a council 
meeting should be closed under a provision of this subsection or subsection (2); 
and that the recorder and staff attend the meeting.

The meeting closed at 10:46 a.m. and was reopened at 11:00 a.m. without report. 
 
TPC-2024-002 
It was MOVED and SECONDED, 
that the meeting be closed to the public in accordance with the Community 
Charter, Part 4, Division 3, s.90, (g)litigation or potential litigation affecting the 
municipality; and that the recorder and staff attend the meeting.

8. BUSINESS – OTHER 
  
8.1 Montreal Pledge COP15 Biodiversity Framework and potential impacts for the work of 
Islands Trust – BRF 
 
Director Frater presented the Briefing, reminding the Committee that initially this was a 
matter that a delegation to Trust Council presented which was then referred to the 
Trust Programs Committee and the Regional Planning Committee for comment.  
Members of those two committees then struck a working group that discussed the issue 
and provided a presentation to Trust Council who then requested the two committees 
to provide possible actions for inclusion in the strategic planning process. Trustee Fast, a 
member of the trustee working group, spoke to the briefing.   
 
Committee discussion included: 
 dynamic spatial planning of mapping can show changes over time which can support 
land use planning 
 the Municipal Protected Areas program supports municipalities to protect nature 
and advance Canada’s 30x30 conservation target 
 all of the areas protected by Islands Trust could be registered in that program 
 the value of the framework when working on the Policy Statement Amendment 
Project 
 
Trustee Peterson left the meeting 11:40 a.m. 
 
 water mapping is vital and can avoid community polarization about human needs v. 
environment 
 
TPC-2024-004 
It was MOVED and SECONDED, 
that Trust Programs Committee refer the report “Montreal Pledge COP15 
Biodiversity Framework and potential impacts for the work of 
Islands Trust” back to the working group for specific recommendations.
