[0:00:07] Trustee Luckham: My name is Peter Luckham. I'm elected on Thetis Island in the Penelope and Laxon Territory.

[0:00:14] Trustee Luckham: And I'm grateful to be here to serve the Island's Trust community and also be cognizant of that I live in Coastal Territory.

[0:00:26] Trustee Luckham: It rained, I was told by measurement this morning, three-quarters of an inch last night.

[0:00:33] Trustee Luckham: I realize that's imperial measurements, but nonetheless. Spring has sprung. The wildfires

[0:00:41] Trustee Luckham: are out. We're so fortunate to live in this amazing place. But at the same time,

[0:00:46] Trustee Luckham: it's imperative that we reflect upon the history here which has not all been rosy um there are

[0:00:56] Trustee Luckham: certainly been issues associated with colonialism and there's sadness and grief on that note and

[0:01:05] Trustee Luckham: i think one of the humbling opportunities is for me to be able to work in that space

[0:01:11] Trustee Luckham: to advance the work of the Islands Trust through that lens, and I carry that with me every day.

[0:01:18] Trustee Luckham: And so I'm going to introduce my colleagues here, starting on my screen, Trustee Maude.

[0:03:35] Trustee Luckham: one of the webinar workshops of the Owens Trust, well attended apparently, and hopefully

[0:03:42] Trustee Luckham: we'll have some information on that coming to us later. But an amazing session on wildfire

[0:03:48] Trustee Luckham: and prevention and that sort of thing in the Gulf Islands. And also reminded there about

[0:03:56] Trustee Luckham: cultural burning and the use and practice of fire historically and how we've changed the landscape

[0:04:03] Trustee Luckham: through not only development but how we treat fire. There's a real opportunity for learning

[0:04:10] Trustee Luckham: there. I just want to mention that was a really great session. Let us look to our agenda here

[0:04:16] Trustee Luckham: today and I'm going to ask if there's anything to add or remove from the agenda. A quick raise

[0:04:50] Trustee Luckham: so i i haven't seen it and

[0:04:52] Trustee Luckham: And I honestly think it'll come on our future agenda unless somebody on staff thinks it's time-sensitive.

[0:07:58] Voice 5: and it's purposefully arranged trust counsel relative to that break.

[0:08:05] Voice 5: So a lot of the work that you see here is either being cleaned out

[0:08:08] Voice 5: or we can provide you responses from an admin

[0:08:12] Voice 5: or a trustee or services perspective at the next meeting.

[0:08:16] Voice 5: Otherwise, I think we can be quite brief.

[0:08:19] Voice 5: We've seen you a lot in the last two or three weeks, which has been great.

[0:08:24] Voice 5: We've already talked about item one here, which is the decision making thing. I'm not actioning

[0:08:28] Voice 5: it until there's some sort of corporate planning structure that all the trustees have agreed to,

[0:08:34] Voice 5: or you tell me to do something else. Then just moving on to my anecdotal report,

[0:08:42] Voice 5: a few things. We're quite successful in our hiring practices right now.

[0:08:47] Voice 5: we do have a couple my focus is uh information services that team really needs some support

[0:08:53] Voice 5: i do feel that we got some direction from trust council around strategic planning and trust

[0:09:00] Voice 5: council so that then is um i had a meeting with sheehan yesterday just a a ramp down

[0:09:07] Voice 5: seeing what some of the outcomes were so i'm going to keep you abreast of that

[0:09:11] Voice 5: the governance committee is working through a few things and some of the material they're

[0:09:21] Voice 5: working through is is necessarily yours as well that's why I referenced them in my update they've

[0:09:28] Voice 5: reached out to the consultants from the 2022 governance review there's some discussion on

[0:09:35] Voice 5: on having them attend the meeting,

[0:09:39] Voice 5: the Governance Committee meeting that's coming up

[0:09:42] Voice 5: to sort of review matters.

[0:09:45] Voice 5: You know, had a discussion with them,

[0:09:47] Voice 5: I think it was last Friday.

[0:09:51] Voice 5: Yeah, so that's an ongoing piece.

[0:09:54] Voice 5: We're getting a quote from them

[0:09:55] Voice 5: and we'll see whether that lands.

[0:09:56] Voice 5: It's for May 2nd, that Governance Committee meeting.

[0:10:00] Voice 5: And really that's it.

[0:10:03] Voice 5: Now, I must admit, I haven't turned my mind to June's council.

[0:10:17] Voice 5: We got through it, and it seemed like most people were pretty engaged with it.

[0:10:23] Voice 5: So maybe the tolerance for a lot of work like that is increasing.

[0:10:27] Voice 5: I'm not sure.

[0:10:28] Voice 5: We can talk about it, but probably next week or the week after,

[0:10:32] Voice 5: we'll start to really think about what june looks like and that's it for me thank you very much

[0:11:07] Voice 5: not um uh he hasn't started um he's uh i'd have to talk to claire but i think he's away for a

[0:11:15] Voice 5: couple of a couple of weeks or something like that before he officially starts so okay perfect then

[0:11:36] Voice 6: The items that are targeted for July,

[0:11:39] Voice 6: there's three items listed, item two, item three, and item four.

[0:11:45] Voice 6: I intend to deal with items three and four together

[0:11:49] Voice 6: in a single report back to council

[0:11:52] Voice 6: because they're kind of related.

[0:11:54] Voice 6: It's to do with trustee access to key documents

[0:11:57] Voice 6: and trustee access to an integrated calendar.

[0:12:01] Voice 6: And then item one, sorry, item two would be just a briefing regarding the Code of Conduct.

[0:12:10] Voice 6: So those are the outstanding items.

[0:12:12] Voice 6: I do have two other items just to mention, unless there's any questions on the action list.

[0:12:46] Voice 6: council so that would be going on the next um uh ec meeting okay if i may mr chair just want to

[0:13:01] Voice 6: so the first one is that e-scribe is

[0:13:07] Voice 6: undertaking a major overhaul upgrade is going to be completely different much faster more

[0:13:16] Voice 6: functional more intuitive so and some of the functions in there that are available in the

[0:13:25] Voice 6: new eScribe could address some of the issues raised by trustees such as having HTML, access

[0:13:36] Voice 6: to HTML agendas or even online agendas such as using the eScribe portal to follow the

[0:13:47] Voice 6: meeting for staff to take minutes directly in there and for the chair to undertake voting.

[0:13:54] Voice 6: So I will be reporting back more on that once I know more information.

[0:13:59] Voice 6: I just want you to be aware that that is definitely going to be a change in the background here.

[0:14:05] Voice 6: And I think once we have that functionality, we'll be coming back to Council with some potential changes

[0:14:12] Voice 6: the way we run the meetings based on the new functionality in eScribe.

[0:14:17] Voice 6: So we've asked for the eScribe upgrade to happen after September Trust Council.

[0:14:21] Voice 6: It seems to be the best period.

[0:14:23] Voice 6: and then that gives us a settling period to figure out how we want to use that.

[0:14:29] Voice 6: And then the only other thing I wanted to report is next week,

[0:14:32] Voice 6: as you know, we joined the Municipal Insurance Association of BC

[0:14:36] Voice 6: and they do an annual risk assessment conference.

[0:14:39] Voice 6: So as this is the first one, both Julie and I will be attending that next week in Vancouver.

[0:14:46] Voice 6: Anything out of that that we can report back, we will.

[0:14:50] Voice 6: That's all I have for now.

[0:15:04] Trustee Luckham: interesting and good news with respect to the eScribe thing. In the conversation we had last

[0:15:11] Trustee Luckham: week, it struck me that Bowen was still using eScribe, but they had indicated not because some

[0:15:19] Trustee Luckham: of that functionality was partially available. And so if that's been enhanced in a new version,

[0:15:24] Trustee Luckham: and that's good news. I just note and I think that we confirm we are still using eScribe as

[0:15:32] Trustee Luckham: the tool to assemble the agenda packages. Is that correct? Yeah, that is correct.

[0:15:37] Trustee Luckham: Because the one thing that I always find problematic is the name of the document

[0:15:42] Trustee Luckham: isn't apparent when you have multiple eScribe documents open. And so it makes it difficult to

[0:15:48] Trustee Luckham: alternate tabs. So I don't know if that's something that can be addressed. But

[0:15:53] Trustee Luckham: But if you look at it as a PDF, well, I can explain that to Laurie or somebody later on because I don't have it open on my computer at the moment.

[0:16:03] Trustee Luckham: But the title doesn't carry over onto the way that we have the ability to view it.

[0:18:38] Voice 3: which begs the question, should I take them off this list?

[0:18:41] Voice 3: The Regional Planning Committee, as you know,

[0:18:45] Voice 3: got the housing strategic action plan before trust council trust council adopted it we're

[0:18:50] Voice 3: currently implementing that therefore this is just going to kind of keep being redundant i'm

[0:18:56] Voice 3: not sure if you would like me to take it off this list and just fully give it to the regional

[0:19:00] Voice 3: planning team we can we haven't really had that discussion but that would be my recommendation

[0:19:05] Voice 3: and if you'd like i can put that in a in a report next time or we can just make that agreement right

[0:19:13] Trustee Luckham: so which item are you talking about my

[0:19:21] Voice 3: one and two yeah and number one is develop a communication strategy and materials to support

[0:19:28] Voice 3: awareness of the housing affordability advocacy request and rationale that is uh an item within

[0:19:34] Voice 3: the implementation of the housing strategic action plan that was adopted and same thing

[0:19:38] Voice 3: with coordinate around table and housing that also is being worked on and planned for that as

[0:19:45] Voice 3: per the adopted strategic action plan so those are both now well baked inside that plan that was

[0:19:51] Voice 3: adopted if you'd like me to keep reporting on that i'm happy to do so but if you think you're

[0:19:57] Voice 3: comfortable with it being fully in the purview of a regional planning committee with an adopted

[0:20:02] Voice 3: trust council plan it might be a good time to remove these off this list

[0:20:06] Trustee Luckham: right and i see there

[0:20:07] Trustee Luckham: that indeed it says October 11th referred to Regional Planning Committee both of those

[0:20:11] Trustee Luckham: and so presumably that was by motion so I'd be content that if they came off our list because

[0:20:16] Trustee Luckham: they'll come back to us if the Regional Planning Committee wants to draw attention to it.

[0:20:21] Trustee Luckham: Does anybody have any disagreement with that? Okay so let's just make the follow-up action list

[0:20:28] Trustee Luckham: cleaner.

[0:20:30] Voice 3: So that's number one and two, no thank you, and number three we're working on

[0:20:35] Voice 3: We've been working on this for quite a while, and this is evaluating the implications of a longer

[0:20:40] Voice 3: referral response window to First Nations. We have some pretty easy answers on that. That's not hard.

[0:20:46] Voice 3: But the second part, the B, consider how Trust Council and LTCs might consult with First Nations

[0:20:51] Voice 3: to better understand what changes to the current process to make improvements. We're actively

[0:20:57] Voice 3: working on that a lot, especially in the north, working with Comox, Estonamo, Estonanas, Squamish,

[0:21:03] Voice 3: and we've been talking to others as Say Out and LIACS and others.

[0:21:08] Voice 3: And so this conversation is ongoing

[0:21:10] Voice 3: and we're getting a lot of results from good conversations,

[0:21:14] Voice 3: but the conversations take a long time.

[0:21:16] Voice 3: So I hope you don't mind that I'm comfortable reporting back

[0:21:20] Voice 3: and we've got a report, we've got a structure.

[0:21:23] Voice 3: I could kind of bring it back at any time,

[0:21:25] Voice 3: but we're really enjoying these conversations

[0:21:27] Voice 3: and hearing from First Nations themselves

[0:21:29] Voice 3: as opposed to me just reporting out my thoughts and opinions.

[0:21:32] Voice 3: So that's ongoing work, is what I'm saying.

[0:21:36] Voice 3: Number four, staff to pop up with ministry regarding.

[0:21:38] Voice 3: I think that's in Claire's window.

[0:21:41] Voice 3: I'll leave that for her to come back and report about responding to the ministry staff there.

[0:24:47] Voice 3: I expect at the end of this week to sign off on the end of the validation phase, which means that staff have predominantly tried to find every problem they can with the software.

[0:24:59] Voice 3: That means we move into the next phase, which is acceptance user training.

[0:25:05] Voice 3: I forget exactly the terminology, but that's when then we try to take it from the portal side.

[0:25:10] Voice 3: And that is the that's the CityView team themselves trying to make sure that the flows that we've created and everything works well.

[0:25:17] Voice 3: And then followed by the whole training of staff, which will happen between April 22nd and May 10th.

[0:25:25] Voice 3: There's some sort of pre-training for certain people, and then there's going to be advanced training after that.

[0:25:30] Voice 3: But the basic training is April 22nd to May 10th.

[0:25:32] Voice 3: And we're still on target to go live May 13th.

[0:25:35] Voice 3: And the team is quite excited to bring this new software, especially for the public.

[0:29:29] Voice 9: that position a permanent position like in terms of the cost savings you think that's going to be

[0:29:34] Voice 9: relatively easy to pull together as far as that i mean this is something i really support but you

[0:29:40] Voice 9: know when we go to trust council and and budgetary if we can we're able to show that we're saving

[0:29:45] Voice 9: um some money then i think it'll be more supported at at you know next march's um

[0:30:00] Voice 3: Tracking metrics of the effectiveness and efficiencies that may be gained from this position are top of mind, and there's a couple ways to do that. Of course, the direct savings and minute-taker costs that we may be saving, but there's other costs that I'm trying to make sure that we're tracking as well, and that includes not having to have planning admin staff being at the Zoom meetings.

[0:30:23] Voice 3: For example, we're celebrating Will's departure and Will was administering a lot of Zoom meetings.

[0:30:28] Voice 3: The fact that she can now, or whomever's in that position, do other duties is a cost savings in a sense of running those meetings.

[0:30:35] Voice 3: So I'm trying to translate that in a way that's transparent.

[0:30:40] Voice 3: And so there's more to that as well.

[0:30:42] Voice 3: Information services, for example, you all know Daphne.

[0:30:45] Voice 3: If she doesn't have to attend the meetings as much to save the bacon of Will, that too is a cost.

[0:30:51] Voice 3: So I'm trying to, we have a table that we're tracking that as much as possible, and I'll report everything that I can. And I think this team, the executive committee, could also report some more on the sort of qualitative side of things. Was it a value? What did you notice? What worked? What didn't work? And then you could help me perhaps with that business case, presuming it comes forward looking for an extension next year.

[0:34:12] Voice 7: hundred and um so there were um it was a good discussion and so this is a staff is going to

[0:34:20] Voice 7: work on the bylaw and send it out for referrals and comments without public hearing so uh that's

[0:34:28] Voice 7: in line with the new legislation it aligns with the ocp so um that's been a good piece of work

[0:34:36] Voice 7: We did not get the Housing Accelerator funding, and I will note that Bowen Municipality got a healthy, I think it was 1.2 million, so congratulations to Bowen Island, but staff reported they'd learned a lot from the process and that it was really valuable to work through the application, and it's contributed to the housing strategy overall, and it's going to inform future work.

[0:35:59] Voice 7: um territory in uh port alberni and i learned so much about traditional foods and first nations

[0:36:08] Voice 7: um really mostly on the west coast and and sort of north coast how they're accessing their

[0:36:15] Voice 7: territories for food emergency food security and traditional food services and not services but

[0:36:23] Voice 7: But it's really changing the conversation around health.

[0:36:28] Voice 7: And so diabetes is a big concern in many First Nations communities.

[0:36:32] Voice 7: And there's just been incredible testimonials about how access to traditional foods is transforming their diets.

[0:36:41] Voice 7: There's some really innovative programs.

[0:36:42] Voice 7: And I'm hoping to bring back some information about a, there's a capacity building shore cleanup network that's working with First Nations and local governments.

[0:36:54] Voice 7: So looking at shoreline, abandoned vessels, plastics and debris.

[0:37:01] Voice 7: And then I got into some good conversations about Indigenous protected and conserved areas.

[0:37:06] Voice 7: And so I'm learning lots there.

[0:37:08] Voice 7: So my apologies for missing our LTC meeting, but it was, I think it was well worth it.

[0:38:04] Voice 9: that decision making and especially the sort of information and taking things slow maybe

[0:38:11] Voice 9: maybe separating out topics and try and serve that LTC as best we can.

[0:38:23] Voice 9: You know, the present situation is sort of wide open Wild West

[0:38:28] Voice 9: and the change in the provincial legislation in the fall

[0:38:35] Voice 9: all made what was going to be a very simple change now quite complicated.

[0:38:42] Voice 9: So having everybody wrap their heads around what the options are is really important.

[0:39:36] Trustee Maude: documents. So it's one of those complicated things is he's got the new Starlink, which

[0:39:46] Trustee Maude: apparently conflicts with our security settings with our email. So Mr. Beeston and the trustee,

[0:39:53] Trustee Maude: I think got things sorted out now, but for the time being they decided to defer the decision

[0:39:59] decision on that application until the trustee had the

[0:40:56] Trustee Luckham: We had some interest in the whole short-term vacation rental legislation from members of the public and balancing that against an application, which was also on our agenda, around a temporary use permit for a short-term vacation rental.

[0:41:20] Trustee Luckham: vacation rentals without provincial interference with the more recent legislation of which we've

[0:41:26] Trustee Luckham: asked to be, the LTC has asked to be included. And then versus the need for homes for islanders

[0:41:36] Trustee Luckham: and people that live and work on the island presently

[0:41:39] Trustee Luckham: and balancing that out.

[0:41:42] Trustee Luckham: And so that's a live conversation there.

[0:41:48] Trustee Luckham: We certainly continue to advance the major project,

[0:41:52] Trustee Luckham: which is the Galeano Island Comprehensive Official Community Plan.

[0:41:57] Trustee Luckham: In fact, on Saturday,

[0:41:58] Trustee Luckham: that it would have been an open house there,

[0:42:01] Trustee Luckham: a workshop there, engagement.

[0:42:04] Trustee Luckham: and hopefully that went very well we're very pleased to have Nerissa Chadwick as

[0:42:11] Trustee Luckham: the planner on that project is doing brings a vibrancy to it and intuitive

[0:42:21] Trustee Luckham: instincts to advancing this in a really good way with the community so grateful

[0:42:27] Trustee Luckham: for that. There's a covenant that's not on today's agenda, but likely we'll be seeing

[0:42:46] Trustee Luckham: that's the meeting. We also had a special meeting on Monday. It wasn't really a meeting. It was

[0:44:48] Trustee Luckham: there, because often when there's different points of view, the chair's vote can be instrumental.

[0:45:01] Trustee Luckham: And then, of course, the chair also brings the rationale of process and the wisdom of

[0:45:07] Trustee Luckham: the federation to the table. And that too is important. And I can't help but chuckle there,

[0:45:13] Trustee Luckham: Toby, when you said that it was like an auction on the size of square foot, and having done that twice before on one of the islands, I know exactly how that feels.

[0:45:28] Trustee Luckham: And it's about trying to find that space in the middle where we can agree.

[0:45:35] Trustee Luckham: And that's important work that the chair facilitates.

[0:45:39] Trustee Luckham: So just say that out loud.

[0:45:41] Trustee Luckham: I think it's really important.

[0:45:42] Trustee Luckham: It's fundamental to how it is that we've chosen to govern.

[0:46:12] Voice 5: There'd be a slow change because of information technology capability and other things that removes the vice chairs from being present in communities.

[0:46:24] Voice 5: This tends to be a very localized institution with some federal icing on the top that does its best.

[0:46:33] Voice 5: But try and figure out ways to maintain that.

[0:46:36] Voice 5: Even at our last trust council, you heard some discussion of why do we need those.

[0:46:40] Voice 5: you know we can manage just fine without that third um individual there i think it really

[0:46:47] makes the trust unique um so

[0:46:55] Voice 5: trust that was just i was going oh why is there that third chair there or that third trustee

[0:47:00] Voice 5: and i was just roundly taken taken up on it so i urge you to maintain that so i think it's

[0:47:38] Voice 7: there was a few significant pieces at our tuesday meeting uh march 19th in um in person um i will

[0:47:50] Voice 7: i can report out that are there's two there's going to be two vacancies as of

[0:47:55] Voice 7: of August and Ken Thomas, one of the ministerial appointments is not returning. So staff are

[0:48:05] Voice 7: reaching out to the board to sort of do an assessment matrix of our skills and capabilities

[0:48:10] Voice 7: and we'll be, you know, who is going to be holding that seat. It's, it's been really wonderful to

[0:48:19] Voice 7: to have Ken Thomas, who's Penelope, and his voice has lent such a critical perspective to our discussions.

[0:48:28] Voice 7: And really, we were able to move forward in a good way because he was at the table.

[0:48:33] Voice 7: So I'm really hopeful that we could have another First Nations ministerial appointment in that seat.

[0:48:40] Voice 7: seat. So the other pieces of business, as you all know, the minister responded and declined to

[0:48:48] Voice 7: approve our 2023-25 interim ITC plan. So Trust Council did, backing up a little bit, we were

[0:48:59] Voice 7: thankful to get some money for First Nations engagement. There's $20,000 in the budget,

[0:49:04] Voice 7: and that's really going to be the focus for the next year and a half, because that was the

[0:49:09] Voice 7: the minister's directive to really focus on developing a new five-year plan commencing in

[0:49:16] Voice 7: 2026 and taking more time to adequately engage with the First Nations that have expressed interest

[0:49:23] Voice 7: in deeper conversations about the philosophy of the Conservancy and what approaches the

[0:49:28] Voice 7: Conservancy is taking to preserve and protect the trust area. Nations have expressed concern,

[0:49:36] Voice 7: And the minister reflected that, that land securement and conservation purposes or nations are concerned that our approach to land conservation affects their Section 35 rights.

[0:49:49] Voice 7: And so how can we proceed in a way that really integrates and maybe has a management plan that's developed with First Nations?

[0:50:00] Voice 7: That's going to be the focus for the next two years.

[0:50:02] Voice 7: So we can continue to manage lands already held by the ITC, but we're seeking clarity from the minister on how to manage newly acquired lands.

[0:50:13] Voice 7: And we have to go back to the minister for approval for any new NAPTEP covenants.

[0:50:18] Voice 7: So there are two that were approved by the board.

[0:50:22] Voice 7: They've been sent to the minister already in February, and we have no idea how long that's going to take.

[0:50:27] Voice 7: So I have a sense that there's going to be a pause on new acquisitions and the emphasis on plan development will be on First Nations engagement.

[0:50:38] Voice 7: And I also wanted to share that the ITC manager was quite blunt that we need to temper expectations on her availability.

[0:50:49] Voice 7: The focus of her work will be on the plan. And so there is an anticipated reduction of hours available for requests from Trust Council, local trust committees, and Island Trust Council committees for project support and collaboration.

[0:51:03] Voice 7: So, just be aware. That's another piece of business. We've got some danger signage in place, or approved and will be tried out for the first time in Solhuinjpe, the Elder Cedar Nature Reserve on Gabriela Island.

[0:51:23] Voice 7: and that's as you all might remember the tree filling of danger trees that happened 49 trees

[0:51:30] Voice 7: were taken down along a trail and that was extremely shocking to everyone who considers

[0:51:36] Voice 7: this a nature reserve and um and so warning users of the risk of danger trees rather than taking

[0:51:43] Voice 7: this sort of proactive filling trees um so that's been a new that's a new piece and um we've

[0:51:52] Voice 7: We've approved revision of three policies that are quite significant.

[0:51:56] Voice 7: So our assessing conservation proposals, the acquisition and management of land and conservation covenants.

[0:52:05] Voice 7: So previously, First Nations had not been consulted about pending conservation projects because discussions were confidential.

[0:52:14] Voice 7: And so staff would ask the applicant to waive confidentiality in order to engage with First Nations. And if they don't, then no First Nations engagement would be conducted during the securement process.

[0:52:29] Voice 7: So that's been a huge omission, and it's caused a lot of in-camera discussion as we were considering proposals. And so the policy now is rectified that all conservation proposals will be referred to First Nations, and we'll only consider approving a covenant when there's been adequate consultation.

[0:52:53] Voice 7: So that's, that's just really the focus now. I think our policies are now in alignment. We definitely have work to do. And a nice little happy note, we are contributing $3,500 to the Galliano Conservation Association for, they made a funding request for the 2024 Salish Sea Conservation Forum.

[0:53:17] Voice 7: forum. So we're going to do a lot of work internally, but happy to support projects like

[0:53:24] Voice 7: this. I think that's it. Thank you so much to my fellow vice chairs. If you supported the

[0:53:38] Voice 7: see that person in the role until August or September. But things are changing. And I think

[0:53:53] Voice 7: really on the forefront of a lot of these key issues, especially with conservation and First

[0:53:59] Voice 7: Nations. So I think we've got very good leadership, and I hope the two ministerial appointed

[0:57:49] um some of the the training session we had there's a little bit of pushback feedback i got from

[0:58:04] Trustee Maude: of be sort of shut down with those discussions so because we did we basically we had those two

[1:00:39] Voice 9: um so again i think that's worthy of some reflection and and maybe the budget is the

[1:00:46] Voice 9: is the session that we consider adding you know even more time who knows um certainly worth worth

[1:00:55] Voice 9: worth considering um i've always been an advocate for not rushing our our trust council deliberations

[1:01:02] Voice 9: and i think the budget is arguably the most important um of those uh so that's you know

[1:01:11] Voice 9: something that i'll be keeping in mind and advocating for us as we go through this process

[1:01:17] Voice 9: in the next couple years hopefully the corporate planning um shift will um smooth things out a bit

[1:01:25] Voice 9: but that remains to be seen um and then finally i would just uh ask as we have done in the past um

[1:01:35] Voice 9: uh if the chair is willing to send out just a general request to trustees for for feedback and

[1:01:42] Voice 9: um so that ec can rather than an individual sort of um anecdotal reporting from um vice chairs

[1:03:03] Voice 7: was a leg um but that that was a very confusing part it just like the the the folks online just

[1:03:11] Voice 7: dominated um the discussion in many times and and it was extremely awkward I thought so maybe a

[1:03:17] Voice 7: reminder of using the hands-up function and um not jumping in I thought food was great the venue was

[1:03:23] Voice 7: good um the end of council disposition disposition of delegations and new business was a mess

[1:03:29] Voice 7: it just why did we again direct the chair to take a position and write a letter on a complex topic

[1:03:38] Voice 7: to a minister that we had no research on it just should not have happened and i'm

[1:03:45] Voice 7: why do we do this why why did we allow that and even my piece of new business okay i get it

[1:03:54] Voice 7: I should have separated out the consideration of, you know, if folks aren't coming to trust council, then this idea of charging back the cost of the room, totally recognize that should have been a separate piece of new business.

[1:04:10] Voice 7: So I apologize for that.

[1:04:11] Voice 7: But we need to manage this end of council mess because it leaves everyone with a bad feeling.

[1:04:18] Voice 7: And the rest of it was fantastic.

[1:04:20] Voice 7: I like the budget discussion over two days. I don't have a problem with the being taught, you know, online tools of engagement. We're in the 21st century, social media still drives much of the conversation. And I think we'd be remiss in our duty if we didn't give trustees some tools. So some may not have found them relevant, but I thought the two sessions were really good.

[1:04:45] Voice 7: I did hear feedback that we should have actually finished the strategy session.

[1:04:51] Voice 7: Could we not have gone longer or just focused on that?

[1:04:55] Voice 7: I think two educational pieces was maybe too much.

[1:04:59] Voice 7: But we have kind of brought this strategic planning session to a conclusion.

[1:05:05] Voice 7: But we'll see it in June and happy for that.

[1:05:09] Voice 7: And all in all, I thought it was a very good meeting.

[1:05:18] Trustee Luckham: So I'll just say that we did know going in that we were going to be challenged by having those two sessions along with the budget.

[1:05:34] Trustee Luckham: Normally, we would not do that, I think. But the necessity to have those conversations in it, the only opportunity to advance the planning, corporate planning work that is underway and support council with the upcoming release of the policy statement was,

[1:06:05] Trustee Luckham: equally as important at this time. We should have maybe allocated yet even more time.

[1:06:12] Trustee Luckham: But yeah, as Trustee Peterson noted, we were an hour and a half early, and we ended almost two

[1:06:18] Trustee Luckham: hours late. So that's almost another half of a day or another full day if we'd actually

[1:06:25] Trustee Luckham: wanted to be more liberal with the time during the um budget discussion um so i was like i said

[1:06:36] Trustee Luckham: i was really happy and felt really good at the end of the first two days with respect to the

[1:06:41] Trustee Luckham: sessions that we had because we were having conversations amongst ourselves that um were

[1:06:46] Trustee Luckham: very thoughtful and advanced our thinking together in a significant way that we hadn't

[1:06:54] Trustee Luckham: maybe necessarily achieved in previous conversations of that sort um and i thought

[1:07:01] Trustee Luckham: that we had concluded the strategic plan because we had sifted it out to what the priorities and

[1:07:09] Trustee Luckham: goals were and handing that work off to the maybe the cao remark on that when he gets there

[1:07:16] Trustee Luckham: to his round table um that we had handed that work off to come back for the final discussion

[1:07:23] Trustee Luckham: I don't think there was any way necessarily to distill what had been done in that session and still be able to advance it to conclusion.

[1:07:36] Trustee Luckham: So that's interesting.

[1:07:39] Trustee Luckham: For me, the day fell apart on the Thursday, really completely.

[1:07:46] Trustee Luckham: And although it was a struggle through the financial discussion with the online, and it was the online members, somehow the communication, I don't want to lay blame on anybody. The technology is challenging. Overseas may be even more challenging than local, but even local was problematic.

[1:08:08] Trustee Luckham: problematic and i um you know quite frankly um my understanding of the way that technology works

[1:08:16] Trustee Luckham: is it's not what we refer to as full duplex even this zoom meeting is not full duplex if somebody

[1:08:22] Trustee Luckham: talks over me um then um they won't be broadcast and so whoever has the priority there like when

[1:08:31] Trustee Luckham: when your screen lights up yellow, you've got the floor. And so yelling, which happened by some

[1:08:39] Trustee Luckham: other trustees, doesn't really help because unless the other person stops speaking, and I'm

[1:08:45] Trustee Luckham: purposely going to stop speaking right now, and you see that screen is still active. And so it

[1:08:54] Trustee Luckham: takes some time for that multiplex to switch if somebody else is speaking. And so raising the

[1:09:00] Trustee Luckham: hands is really the mantra and don't interrupt or talk over. But unfortunately, some feel that

[1:09:07] Trustee Luckham: it's necessary because they feel that they've not been heard. And I like to think that I was

[1:09:12] Trustee Luckham: making extra special effort to recognize people that were being heard. And Trustee Maude, this

[1:09:17] Trustee Luckham: new methodology that we're using with David Maude assisting with the speakers list, when I remember

[1:09:22] Trustee Luckham: remember to stick to it, really works well, really does work well. And having David

[1:09:32] Trustee Luckham: Marler there at the table to assist with advice on process and the like is important.

[1:09:39] Trustee Luckham: I did completely miss, well, the first one was problematic for sure. And advice that was offered

[1:09:47] Trustee Luckham: was not taken and subsequently we ended up in the place that we were at and uh indeed trustee

[1:09:54] Trustee Luckham: elliot thank you for taking some responsibility there um we have to and that was my i take

[1:09:59] Trustee Luckham: responsibility for that because i permitted it and um and that was a mistake on my part

[1:10:10] Trustee Luckham: need to be new business and that was not discussed so um

[1:10:14] Trustee Luckham: But all in all, I like the Nanaimo venue, actually.

[1:10:18] Trustee Luckham: In fact, there was a remark from Susan Yates that if we can't meet on Gabriola in September, that Nanaimo would be a good space.

[1:10:29] Trustee Luckham: And I think it is a good space probably for everybody.

[1:10:32] Trustee Luckham: The travel isn't so bad for everybody.

[1:10:35] Trustee Luckham: So we'll see how that plays out.

[1:10:37] Trustee Luckham: The food was satisfactory and the accommodations where I was was fine.

[1:10:43] Trustee Luckham: it's unfortunate about the parking so we need to be more clear about that where there's not hotel

[1:10:48] Trustee Luckham: parking that the city parking is available there's a three-story tower there which admittedly is in

[1:10:55] Trustee Luckham: a public space and i have parked there for two or three days at a time and not had issues but

[1:11:00] Trustee Luckham: there's no even in a in a hotel parking there have been issues but um so let's make sure we're

[1:11:07] Trustee Luckham: communicating that property and hopefully your insurance is able to cover that without too much

[1:11:12] Trustee Luckham: damage to yourself um i think that's it there's uh i will uh i apologize actually in the heat of

[1:11:23] Trustee Luckham: the moment and coming out of it and and uh and here we are now sometime later certainly i can

[1:11:28] Trustee Luckham: as we're prepping for our next council we can send out a link to trustees that uh for direct

[1:11:35] Trustee Luckham: input to the march meeting and we can include that as we start to prepare for june which

[1:11:43] Trustee Luckham: which, quite frankly, is already a very full agenda.

[1:11:47] Trustee Luckham: And even thinking ahead to September, what we don't do in June will end up having to be picked up in September.

[1:11:54] Trustee Luckham: And, you know, by September, we're already fully into budget consultation at the LTC levels, hopefully, and with a new plan.

[1:12:04] Trustee Luckham: And so there's lots of and of course, the policy statement is right there.

[1:12:09] Trustee Luckham: there. So anyway, I'm going to turn to staff. CAO, do you want to take the lead on the staff

[1:12:16] Voice 5: room there? Yeah, I'll offer maybe three thoughts. The first is, yeah, I think the NAMO is just,

[1:12:24] Voice 5: you know, in terms of the physical element and the operational side of this trust council,

[1:12:29] Voice 5: I think it's a great venue. There's options for us there. It's still very much, it feels

[1:12:35] Voice 5: with it it's within the islands trust landscape if you will people are able to access that the

[1:12:41] Voice 5: rooms are good i think we're noticing or aware of the limitations of having um on having attendees

[1:12:51] Voice 5: attend electronically it's just not the same experience for either party and it's not going

[1:12:56] Voice 5: to get better so because because we're stretching our ability to do that anyway and in fact we do a

[1:13:02] Voice 5: great job of it so i think you're gonna either have to live with that or have um less opportunities

[1:13:08] Voice 5: for for people to to do that oh and they just accept that they they're there for the critical

[1:13:14] Voice 5: voting moments but perhaps they're not real participants in a full sense to anything else

[1:13:19] Voice 5: i'm very happy that the budget passed um respectfully i'm going to throw an alternative

[1:13:25] Voice 5: concept out to you i don't think you should have endless time on the agenda to talk about the

[1:13:31] Voice 5: budget uh there was nothing at the end of that conversation that would profoundly have changed

[1:13:37] Voice 5: the direction of the budgetary process months of work has gone into the budget already by financial

[1:13:42] Voice 5: planning committee trust council seen it twice you know it's it's time to make a decision um most of

[1:13:49] Voice 5: the propositions that were put forward were would be fractional um at best so i think you can

[1:13:55] Voice 5: honestly say the work was done adding another half day to discuss um tiny elements is not a

[1:14:02] Voice 5: great decision-making element so i think your timing was fine um with regards to the budget

[1:14:07] Voice 5: process if something profound needed to be addressed you you had the time to do that um

[1:14:15] Voice 5: so yeah i think the strategic strategic planning process uh great engagement and it's always just

[1:14:23] Voice 5: uh i don't know if honor's not the right word but it's great when you put something out there

[1:14:27] Voice 5: and the trustees engage with it to um to their varying degrees of interest and that was taken up

[1:14:35] Voice 5: for advancing this work we got what we needed that is the main goals areas of the islands

[1:14:41] Voice 5: trust i'm holding a copy of it right here um i followed up with as i said the consultant

[1:14:46] Voice 5: yesterday and some um what also went with that is some of the strategic directions that are going

[1:14:52] Voice 5: going forward and now there's going to be a delicate so I'm satisfied just as the as the

[1:14:57] Voice 5: administrator that we have any more detail would have been detailed without supportive information

[1:15:03] Voice 5: to make it a decision point so I think the reasonable work was done you can always say

[1:15:09] Voice 5: we want to talk more but I think we have I think most people would agree we have the things

[1:15:16] Voice 5: identified that trustees are interested in and it's on this one piece of paper

[1:15:21] Voice 5: so that's great so I'm going to take this and now I'm going to involve you

[1:15:27] Voice 5: more as well as the FPC group in the governance group this is a fundamentally

[1:15:34] Voice 5: your project the management of strategic planning by policy Trust Council said

[1:15:39] Voice 5: get the governance committee to facilitate that and I will point out

[1:15:43] Voice 5: even in the chat we had with the consultants last week they said why is

[1:15:46] Voice 5: is the governance committee doing strategic planning like that's not really their gig

[1:15:50] Voice 5: um you know they're they're provide fundamental principles associated with governance so

[1:15:56] Voice 5: this still remains your piece i'm going to tidy this up and bring it back to you

[1:27:14] Voice 5: items that weren't directly associated with the budget and then we said okay let's talk about a

[1:27:18] Voice 5: thursday morning that's going to be where we make our decision on something that just came up the

[1:27:22] Voice 5: day before so it's it's more than that and i i urge you to acknowledge that for some trustees this

[1:27:31] Voice 5: This is a preferred approach.

[1:27:34] Voice 5: It's not that we're missing the boat or don't get it or anything like that.

[1:27:40] Voice 5: It's actually a technique, an approach.

[1:27:43] Voice 5: It's a way to get things done, quote unquote.

[1:28:27] Voice 5: with that approach and I suspect if you went to vote you'd lose the vote yeah because everyone's

[1:28:47] Trustee Luckham: defer these to committee of the whole well we didn't have that ability before we do now

[1:31:50] Trustee Luckham: vote, although there's some discussion also with trustees about whether it should be 50%,

[1:31:54] Trustee Luckham: but 70% of the vote of council, which I think affects the outcome of the entire meeting.

[1:32:05] Voice 7: about, so bring an RFD to EC and council for process and policy around delegations

[1:49:07] Voice 2: there is actually essentially policy that states that we will provide

[1:49:12] Voice 2: an annual workshop at Trust Council meetings to make sure that trustees

[1:49:21] Voice 2: So bringing this request from the Islands Trust Conservancy Board

[1:49:31] Voice 7: No, not really. I do think there's a lot of confusion or just not enough education about what the Trust Conservancy does and some of the functions of its governance. Why do we have these regional plans? Why do we get approval from the minister? And the difference of the Conservancy's work from island planning. It's just not well understood.

[1:49:54] Voice 7: so I think we've had a big turnover in trustees and this is a really good time to celebrate

[1:50:03] Voice 7: the successes that's sort of what I was hoping for is that the Conservancy would sort of shine

[1:50:14] Voice 7: why it's structured the way it is so I think that's that was my hope and intent and I'm

[2:01:14] Voice 1: We're just kind of reworking things on the fly and wanted to present you with a bit of

[2:01:19] Voice 1: a process that we've put together so far at a sort of high-level framework.

[2:01:28] Voice 1: we would, of course, bring back a request for decision report

[2:01:32] Voice 1: to your next executive meeting.

[2:01:35] Voice 1: But really what we're trying to do is sort of a two-fold approach.

[2:01:41] Voice 1: how do we ensure that trustees have really robust and complete information

[2:01:46] Voice 1: so they can have confidence in whatever decision or recommendation

[2:01:50] Voice 1: they may provide to staff as we advance this?

[2:01:53] Voice 1: but also that we're just creating a clear process that is both flexible

[2:01:59] Voice 1: but can respond to trustee need or emergent public needs

[2:02:13] Voice 1: to get to good decisions and to make sure that folks have information

[2:02:24] Voice 1: So our thought is really to utilize the Committee of the Whole structure by scheduling a series

[2:02:30] Voice 1: of three meetings over the course of May.

[2:02:32] Voice 1: This would lead into a Trust Council meeting in June.

[2:02:37] Voice 1: We have tried to build in some flexibility there, but the purpose of the sessions, and

[2:02:41] Voice 1: there would be trustee-solicited feedback prior to each session around certain parts

[2:02:48] Voice 1: of the policy statement, is that we can utilize the Committee of the Whole structure and that

[2:02:53] Voice 1: feedback to really provide some response from staff on areas of the maybe

[2:02:59] Voice 1: questions or interest to trustees so we're not also wasting valuable time in

[2:03:04] Voice 1: you know overly long staff presentations that isn't necessarily providing the

[2:03:09] Voice 1: information trustees are looking for so we we had really structured the idea

[2:03:14] Voice 1: anyways of sessions one and two of being that response of information sharing

[2:03:19] Voice 1: presentation to trustees and trying to reserve that third session for some of the final details

[2:03:27] Voice 1: or final emerging questions out of those first two sessions and really leave trustees with some

[2:03:32] Voice 1: robust conversation time at the committee as a whole. From there, you know, as we would envision

[2:03:40] Voice 1: it, there would be recommendations from the committee that would then be forwarded to that

[2:03:46] Voice 1: june trust council uh for uh you know hopefully for approval in principle of a draft policy

[2:03:53] Voice 1: statement that we can get out to the public it's worth a lot of a lot of time there for that

[2:03:59] Voice 1: feedback and of course the continual first nations engagement through that period like i said you

[2:04:05] Voice 1: know we have tried to build in uh building some flexibility to the schedule in case you know

[2:04:10] Voice 1: trustees are needing more time at the committee of the whole or not quite prepared to uh have

[2:04:15] Voice 1: have something to go forward to Trust Council for decision at that time.

[2:04:19] Voice 1: But we are trying to create an agenda because we did see from the Trust Council some of their conversations

[2:04:26] Voice 1: that there's a strong desire to see this advance.

[2:04:28] Voice 1: So we're trying to strike that balance between having this unfold in sort of an effective way,

[2:04:36] Voice 1: but also making sure that this is a document everyone's feeling comfortable with and has confidence in the process.

[2:04:42] Voice 1: Parallel to that sort of official process, we would, in the background, really be trying to develop a framework, and we've done a lot of this work, and we've got some ideas about how to best support trustees, because we do know this could be a controversial item, it might get a lot of media attention, or not.

[2:05:00] Voice 1: So we want to be prepared with respect to that and being able to respond accordingly.

[2:05:06] Voice 1: So some ideas that we do have is an idea of sort of a trustee newsletter every week,

[2:05:11] Voice 1: leading up both to sort of the go-live moment when the document is public

[2:05:15] Voice 1: and all through the Committee of the Whole sessions leading to Trust Council.

[2:05:19] Voice 1: If trustees have emergent questions, you can submit them,

[2:05:23] Voice 1: and we make sure everyone gets that information accordingly.

[2:08:07] Voice 9: well vocalized from from the public that first reading meant um something which it doesn't mean

[2:08:14] Voice 9: and and um i think it might be helpful to have part of the messaging around this really lay out

[2:08:22] Voice 9: what the process is. First reading does not mean that we're going to adopt necessarily anything

[2:08:31] Voice 9: the way it's presented at first reading. And there was a strong perception, or at least a

[2:08:38] Voice 9: strongly articulated perception, that first reading meant that, you know, this was full

[2:08:44] Voice 9: speed ahead and there was going to be no opportunity for public comment after first

[2:08:49] Voice 9: reading so whatever way that is approached i think it's important that we take the time and

[2:08:56] Voice 9: make some space to um lay out a bit of what the process for trust council is uh when it comes to

[2:09:06] Voice 9: um readings and uh and public input and all of that sort of stuff because i'd hate to see us

[2:09:14] Voice 9: back in that type of a position which i think if we're out front of it and explain the process

[2:09:19] Voice 9: um it might help just

[2:10:39] Voice 1: sort of the rollout program for the decision making process for trustees, which would be

[2:10:45] Voice 1: those three committees of the whole, giving as much as close as we can to, you know, sort

[2:10:50] Voice 1: of three weeks of trustees having that policy statement before that first committee of the

[2:10:55] Voice 1: whole in May.

[2:10:56] Voice 1: And then that would kick off those three committee of the wholes.

[2:10:59] Voice 1: And then whatever recommendations emerge from committee of the whole, whether it's to endorse

[2:11:05] Voice 1: something, approval in principle or not, some alternate direction, would come out of the

[2:11:11] Voice 1: Committee of the Whole and be on the June Trust Council agenda.

[2:11:14] Voice 1: So not trying to pull a lot of that conversation to the Committee of the Whole, the Trust Council

[2:11:21] Voice 1: meeting, but also giving a lot of time for information, questions that emerge, and trustees

[2:11:28] Voice 1: that have good dialogue before it is a Trust Council.

[2:11:34] Voice 5: Okay, I'm going to follow up just a little bit.

[2:11:37] Voice 5: So, this is, we're giving you just a bit of a process overview, right?

[2:11:44] Voice 5: And compared to previously, there wasn't this measured review by a trust counsel of the document, right?

[2:11:56] Voice 5: So, the differences between then and now, and we've learned, is that is what is needed.

[2:12:03] Voice 5: Also, we want to avoid administrative overlap.

[2:12:07] Voice 5: overlap. Previously, we have trust programs, committee making changes, executive committee

[2:12:11] Voice 5: making changes, et cetera, et cetera. Then it would arrive at trust council. It's too much.

[2:12:16] Voice 5: Lots of work is being done on the document. We've had responses from nations which have been

[2:12:22] Voice 5: incorporated. So it's time for trustees to get it. What we need is your endorsement for the

[2:12:28] Voice 5: overview that we're putting forward. And we're going to have to probably do that in a couple

[2:12:33] Voice 5: of weeks at a special meeting of executive committee just so that you can get a on a piece

[2:12:39] Voice 5: of paper you'll see the sequence of events because there's no other body um other than

[2:12:44] Voice 5: executive committee could say yeah we think this is a good way for us to roll this out to the public

[2:12:50] Voice 5: roll it out to trustees in a sequenced way so they can um move forward i don't think there's

[2:12:57] Voice 5: the contemplation at all that there's first reading in june this is would be a place for

[2:13:02] Voice 5: discussion of the doubt and so I think that this is just a heads up and we'll look to find a time

[2:13:12] Voice 5: where you can get some actual reporting on what happens when exactly and just your insight to say

[2:13:19] Voice 5: yeah that sounds like it's gonna work you know that's that's a good way for trustees to to get

[2:13:25] Voice 5: it we don't know whether you know trustees are generally gonna go yeah this sounds great or

[2:13:32] Voice 5: here's some specific pieces so we're trying to anticipate those things um claire um and tyler

[2:13:40] Voice 5: and and the rest of the staff are putting together we're trying to guess really what's going to be

[2:13:44] Voice 5: of interest is it the legal implications but there are some big questions here that trustees are

[2:13:49] Voice 5: going to have to come to terms with where with unique amenities um there's a you know a structural

[2:13:54] Voice 5: change in the document so by taking those three meetings um they'll get a chance to get used to it

[2:13:59] Voice 5: ask tons of questions before it's really put forward um it will be public of course by that

[2:14:06] Voice 5: time right and so there's a concurrent um process that kind of just went through around how do we

[2:14:13] Voice 5: address some of those questions and then you know the last thing is let's have some fun

[2:14:21] Voice 5: yeah but you know coming out of trust council and we had that chart that strategic planning chart

[2:14:27] Voice 5: just felt like the number one thing by everyone there was let's advance the policy statement

[2:14:33] Voice 5: and improve this situation we're in so i think it's exciting so we have some work in the next

[2:14:40] Voice 5: few days to pick a time for you to have a special meeting to approve that and this is your teaser

[2:16:34] Voice 7: informed of the strategy or have any input into it or is this just our bailey whack

[2:16:47] Voice 1: for some assistance on the second one um but um we're still very much you know in developments

[2:16:54] Voice 1: and sort of building the airplane here a little bit with respect to what exactly that framework

[2:16:59] Voice 1: uh to support trustees we would look like and we really welcome any feedback in that um what we're

[2:17:05] Voice 1: really the goal is to make sure that you don't feel untethered through this process that uh that

[2:17:11] Voice 1: that everybody is aware of key dates um everybody is aware that you know we're not contemplating

[2:17:17] Voice 1: first first reading you know we're simply um providing a schedule of dates for information

[2:17:25] Voice 1: asking questions and then finally uh proceeding with or not with recommendations to trust council

[2:17:31] Voice 1: a lot of committee the whole but we do know that through that process there's going to be

[2:17:35] Voice 1: questions that emerge right you get a question from the public you know a question about the

[2:17:40] Voice 1: document you have a question on process uh we want to again make sure this is a really clean

[2:17:45] Voice 1: and understood process for trustees in which they can ask those questions to staff and that

[2:17:50] Voice 1: we're sharing that information with all trustees right because what's have question in one community

[2:17:55] Voice 1: is probably being asked in a similar way in another and if not at least you know we have

[2:18:00] Voice 1: a robust sort of documentation and process for trustees to be receiving relevant information

[2:18:06] Voice 1: um and then the other thing you know what we're hoping is that schedule sort of just produces the

[2:18:10] Voice 1: time and the space uh for for good dialogue um amongst trustees and amongst trustees and their

[2:18:16] Voice 1: uh under citizens so that's the goal we're still very much figuring it out with respect to trust

[2:18:21] Voice 1: programs committee um i just say we're trying to respond to uh uh trust council's direction

[2:18:29] Voice 1: direction to bring trust counsel the document, but also if you don't create a way in which

[2:18:34] Voice 1: it's responsible and it's not just going to be, as the CAO indicated, just sort of slapped

[2:18:39] Voice 1: on the desk in front of you and not a lot of time or space for your consideration.

[2:18:44] Voice 1: But again, how all that fits together, I would turn to maybe some of the others for guidance

[2:18:50] Voice 1: here.

[2:18:51] Voice 5: Yeah, so just for things, just reflecting on the last time we did this, trust

[2:18:59] Voice 5: Trust Programs Committee has, you know, shepherded the document to this place.

[2:19:02] Voice 5: And at our last Trust Council meeting, I think there was a direct motion saying get this document to Trust Council and trustees.

[2:19:11] Voice 5: And so there is that direction.

[2:19:13] Voice 5: This is what's being proposed is the best way to do that.

[2:19:17] Voice 5: And so, you know, I'm sure the Trust Programs Committee will be aware of and supportive of the various processes going forward.

[2:19:27] Voice 5: um so we'll be back to them uh but in terms of this approach uh it's not anticipated that it

[2:19:37] Voice 5: does the traditional goes through all the different committees and then comes back for a reconsideration

[2:19:41] Voice 5: then we change something and then we come back to all the committees again so we'll we'll leverage

[2:19:46] Voice 5: trust council's wisdom by saying let's go right to us and uh but like uh chair luckham said you

[2:19:54] Voice 5: You know, this is the moment we have to we have to leverage one political body and its executive committee to say this is a good way to initiate this process.

[2:20:04] Voice 5: So so that's going to be over to you guys with any support that you need.

[2:20:10] Voice 5: And we'll figure out a date to do that. And, you know, go forward from this meeting.

[2:20:14] Voice 5: If you're an LTC meeting, talk, you know, feel free to talk to people, talk to trustees about, you know, hey, this thing's coming out in the next month.

[2:32:30] Voice 9: day is is the crd um marine issues one in victoria as well i'd like to attend both of these

[2:34:37] Voice 7: understanding what would be the implications and then develop a strategy for the Northern

[2:34:44] Voice 7: Gulf Islands as well? I think there should be a total trust area approach rather than just the

[2:34:48] Voice 7: southern gulf islands i don't support separating um the effort this way but uh we're here now so

[2:34:55] Voice 7: i just don't want to see the north left out we have real considerable issues in the northern

[3:21:03] Voice 7: uh internally and for the trust council but it was when i was reading the letter from the

[3:21:09] Voice 7: minister of municipal affairs back to the conservancy um and sort of asking us to consider

[3:21:16] Voice 7: our colonial structure or that first nations are asking us to consider some of the assumptions in

[3:21:22] Voice 7: our colonial governance structure and how we might move forward so i initially thought maybe

[3:21:28] Voice 7: Maybe the 50th anniversary is a good chance to pause and look at what we've done.

[3:21:36] Voice 7: And maybe the Trust Council after is an opportunity to look ahead at where we might be going.

[3:22:34] Voice 7: about governance and some of the the issues that um we have heard from nations so there's just a

[3:22:41] Voice 7: a lot that's happening and some good potential for hearing

[3:22:45] Voice 7: from First Nations leadership about what their vision

[3:22:49] Voice 7: might be for the future. So just putting it out there for consideration.

[3:27:07] Voice 3: So this grant would be, we would be able to match those two grants together to be able to afford an intern, which would help the freshwater sustainability, senior freshwater sustainability specialists do more work on the suitable land analysis by incorporating the rich amount of data that they've been gathering over the few years.

[3:27:35] Voice 3: into the suitable land analysis is where we need the most help right now,
