[0:00:38] Trustee Elliott: grateful as always to be living and working and um stewarding these lands um as best as we can

[0:01:26] Trustee Elliott: are you healthy I had heard that you were laid up for a while

[0:02:07] Trustee Elliott: um so unless there's anything else to add to the agenda we'll adopt it by general consent

[0:02:16] Trustee Elliott: thumbs up yes and um move right into the business so our major project this is consideration of next

[0:02:25] Trustee Elliott: steps uh for our major project the gabriela island comprehensive official community plan

[0:02:31] Trustee Elliott: and land use bylaw review so thanks narissa for this incredible report and pulling together

[0:02:39] Trustee Elliott: a large number of threads how about you take it away here

[0:02:46] Planner Chadwick (probable): sure thank you chair elliott um

[0:02:49] Planner Chadwick (probable): and yes i i tried to lay things out um in a way that we can very clearly and very sort of

[0:02:58] Planner Chadwick (probable): methodically go through some of the decisions that need to be made in order for the project

[0:03:06] Planner Chadwick (probable): to move to the next phase. And the next phase being, you know, some further engagement

[0:03:14] Planner Chadwick (probable): and the beginning of writing draft bylaws is sort of where we're heading. So

[0:03:22] Planner Chadwick (probable): So there's a new project charter,

[0:03:26] Planner Chadwick (probable): there's some decisions to be made around engagement

[0:03:34] Planner Chadwick (probable): and some of the materials

[0:03:36] Planner Chadwick (probable): that we're gonna be putting out to the public.

[0:03:39] Planner Chadwick (probable): So I think the best way to do this,

[0:03:42] Planner Chadwick (probable): and I've tried to, each one of the recommendations

[0:03:44] Planner Chadwick (probable): is connected to materials

[0:03:47] Planner Chadwick (probable): that are in the appendix of the report.

[0:03:51] Planner Chadwick (probable): so i thought we'd essentially just sort of go through each each um each each part methodically

[0:03:58] Planner Chadwick (probable): just have some discussion you can answer questions and then we can um sort of get to the the decision

[0:04:05] Planner Chadwick (probable): point on each one of those does that make sense um

[0:04:11] Trustee Elliott: before we get to a decision point my preference

[0:04:14] Trustee Elliott: would be to move through each of them because we may um and then do the and

[0:04:20] Planner Chadwick (probable): then go through the

[0:04:22] Planner Chadwick (probable): yeah sure yep we can certainly do that yep okay so um uh the way i've kind of laid it out too is

[0:04:30] Planner Chadwick (probable): is that it's it sort of goes from looking at where we've been to where we want to go

[0:04:35] Planner Chadwick (probable): so um so i think the the the discussion um piece that i'd like to first draw your attention to

[0:04:44] Planner Chadwick (probable): to, is the summary or the what we heard report. So it's the summary of what we heard through

[0:04:56] Planner Chadwick (probable): the Gabriela 2050 process. As you'll see when you look through it, what I've tried to do

[0:05:03] Planner Chadwick (probable): is identify, give a sense of where we're heading and where we've been and how where we're heading

[0:05:11] Planner Chadwick (probable): has been informed by where we've been so um and much of the material you'll see is reflective of

[0:05:17] Planner Chadwick (probable): of um of some of the of the material that was shared at the um the community engagement um

[0:05:26] Planner Chadwick (probable): forum or whatever we want to call it meeting at the that was the conclusion of it that was already

[0:05:31] Planner Chadwick (probable): a summary of a lot of what we had heard and um and and there's been some additions based on what was

[0:05:36] Planner Chadwick (probable): information that was provided there. So I would like to get a sense of how you feel about

[0:05:43] Planner Chadwick (probable): this report. The intention of this report is that it will be posted on the website and

[0:05:50] Planner Chadwick (probable): we will be making like little handouts of it to share at pop-up engagement sessions that we have

[0:06:01] Planner Chadwick (probable): throughout the summer and um there's also an opportunity to create some um other like

[0:06:11] Planner Chadwick (probable): postcards and such um that are that have the the sort of final image on and the the principles that

[0:06:21] Planner Chadwick (probable): have been kind of derived from all of this information um and as the rep and what we can

[0:06:27] Planner Chadwick (probable): discuss those principles a little bit more in in detail later later on but um in general i wanted

[0:06:33] Planner Chadwick (probable): to see what your feelings are about this document sharing this document in in those ways i've i've

[0:06:38] Planner Chadwick (probable): identified i

[0:06:45] Trustee Elliott: think we cannot we we don't have to be really formal here so susan um just jump in if

[0:06:59] Voice 7: those little typo and grammatical things that I sent you earlier I only had a couple of questions

[0:07:06] Voice 7: um about if you're talking just about the what we heard report I only noted two things in there

[0:07:15] Voice 7: that I was going to ask about so I can ask about them anytime whenever is appropriate

[0:07:24] Voice 7: so on page 11 under related goals that just about the

[0:07:31] Voice 7: next to last bullet it says light pollution is minimized and then on the next page 12

[0:07:41] Voice 7: again near the very end the second to last bullet or the very last bullet is better lighting in the

[0:07:48] Voice 7: the village at night so are those at odds with each other or are they just are they different

[0:07:55] Voice 7: because one is relating to the village um because i think

[0:08:00] Voice 7: if we need better lighting i think we

[0:08:02] Voice 7: still need to really carefully think about what kind of lighting yeah

[0:08:10] Planner Chadwick (probable): this is a report of this a summary of what of the information that was provided and so yeah those

[0:08:14] Planner Chadwick (probable): can see seem to be in direct contrast with each other potentially the other thing that i point out

[0:08:19] Planner Chadwick (probable): is that um the things that are written here this is all the feedback we received it's not

[0:08:26] Planner Chadwick (probable): necessarily the feedback that that the let that the ocp can address specifically right so lighting

[0:08:33] Planner Chadwick (probable): is actually something that the ocp can't address so it's it's a reflection of feedback but it isn't

[0:08:41] Planner Chadwick (probable): reflecting what the ocp can address but i had the same thoughts when i looked at it i was like oh

[0:08:47] Planner Chadwick (probable): those are kind of in direct contrast with each other but you know i mean that not everybody

[0:08:51] Planner Chadwick (probable): thinks the same so yeah so my

[0:08:54] Voice 7: other question relates to probably similarly before

[0:08:58] Trustee Elliott: we move on

[0:08:59] Trustee Elliott: to your other question just a note on that previous one not just about light pollution

[0:09:04] Trustee Elliott: but is it important to note in this um what we heard that um just because this is identified

[0:09:15] Trustee Elliott: as a theme and it's important to people it may not be um able to be addressed in our ocp like

[0:09:22] Trustee Elliott: where i didn't see that yeah

[0:09:25] Planner Chadwick (probable): yeah so on the on the page and i'm trying to it does

[0:09:30] Trustee Elliott: sort of say that

[0:09:32] Trustee Elliott: Does it provide for the provision of infrastructure and services?

[0:09:36] Planner Chadwick (probable): So my numbering is all off because I'm not looking at the same copy.

[0:09:41] Planner Chadwick (probable): But on the page that has, there's a, it's page eight of the report.

[0:09:46] Planner Chadwick (probable): And it's the one that says, has vision goals and the official community plan at the top.

[0:09:52] Planner Chadwick (probable): So on that one, and this is where I can be more explicit too.

[0:09:56] Planner Chadwick (probable): And I think you raise a really good point.

[0:09:58] Planner Chadwick (probable): That's where I sort of said that, you know, only the goals related to land use are within the island's trust jurisdiction will be addressed through policy.

[0:10:08] Planner Chadwick (probable): So I don't know if that's sufficient enough to address what your concern is or if you'd like something a little bit more.

[0:10:18] Trustee Elliott: We need to

[0:10:19] Trustee Elliott: be more explicit because I think the, you know, the themes are great.

[0:10:25] Trustee Elliott: rate it just sets us up for well wait a minute um we talked about light pollution and i want to

[0:10:33] Trustee Elliott: see regulatory measures about that um and that just may not be something we can enforce in our

[0:10:40] Trustee Elliott: ocp so i think being explicit either with a second like

[0:10:46] Planner Chadwick (probable): well i'm thinking one way we could do it

[0:10:48] Planner Chadwick (probable): is and this is one way i could explore doing it is like making a different color dot

[0:10:52] Planner Chadwick (probable): maybe and identifying you know these are things that are not specifically that's an interesting

[0:10:59] Trustee Elliott: idea so beside

[0:11:00] Trustee Elliott: each a

[0:11:03] Voice 5: different

[0:11:05] Trustee Elliott: colored dot so this is related this is potentially incorporated

[0:11:09] Trustee Elliott: into our ocp this may not yeah that could be helpful what do you think

[0:11:17] Voice 7: that would be really helpful but the other thing is you know we in our ocp we can make a broad

[0:11:24] Voice 7: statement regarding the dark sky initiative it's not like it's part of

[0:11:29] Voice 7: our land use bylaw or our regulations you know which would follow but we can

[0:11:35] Voice 7: make a week I think we can make a broad statement about how we support that

[0:11:39] Planner Chadwick (probable): so I

[0:11:41] Planner Chadwick (probable): would caution against focusing on that kind of advocacy stuff like I like I

[0:11:47] Voice 1: think you

[0:11:48] Planner Chadwick (probable): can park it right you can you can park those things and then you can

[0:11:53] Planner Chadwick (probable): decide um what kind of advocacy statements you want to make um

[0:11:58] Planner Chadwick (probable): but and i think by doing that

[0:12:00] Planner Chadwick (probable): it also helps it helps the public to understand um you know what we can't

[0:12:08] Planner Chadwick (probable): do what we can't do yeah

[0:12:10] Planner Chadwick (probable): yeah so certainly yes you can mention it if you want to i mean it's it's kind of fluffy right i

[0:12:18] Planner Chadwick (probable): I mean, if you talk to a lawyer, they'll be like, yeah, whatever.

[0:12:22] Planner Chadwick (probable): But if it's important to the community to mention it, I suggest that's the way we do it, right?

[0:12:27] Planner Chadwick (probable): We can sort of park the advocacy things and then decide how to deal with them.

[0:12:31] Planner Chadwick (probable): But I can still look at a way of explicitly identifying where

[0:12:36] Voice 6: the

[0:12:38] Planner Chadwick (probable): LTC has some kind of power or decision-making power.

[0:12:44] Planner Chadwick (probable): And when

[0:12:45] Voice 7: you say that, Narissa, what you mean is the decision-making power through the land use by-law that's guided by the OCP.

[0:12:54] Planner Chadwick (probable): Exactly, yeah. Through the policies, development of the policies that the land use regulations are, inform the land use regulations. So yeah, exactly.

[0:13:08] Planner Chadwick (probable): exactly so

[0:13:09] Voice 7: those colored dots might be super helpful when it comes to community because

[0:13:13] Voice 7: there's a whole bunch of things listed under values and education and social equity and all

[0:13:20] Voice 7: that there's a whole bunch of really nice things under there that we probably

[0:13:24] Voice 7: can't do but we can't

[0:13:26] Planner Chadwick (probable): do yeah exactly and so what i'm hearing from both of you is that the the short short statement that

[0:13:33] Planner Chadwick (probable): i have on that one page is not sufficient enough we can we can make it a little more explicit

[0:13:37] Planner Chadwick (probable): And

[0:13:39] Trustee Elliott: so, I do want to come back to this because I want to have a conversation about values versus principles, and how can the official community plan still hold, you know, these are the values that we hold, even if they are not going to be translated into regulatory bylaws, they

[0:14:04] Trustee Elliott: are still held in our OCP.

[0:14:07] Trustee Elliott: and there's a space for that it doesn't even have to be an advocacy policy yes so

[0:14:12] Trustee Elliott: there's yeah right

[0:14:14] Planner Chadwick (probable): yeah i agree totally totally yeah yeah yeah absolutely and um and that's when you when you

[0:14:21] Planner Chadwick (probable): um when you design your vision statement it can include all of the things that are important

[0:14:31] Planner Chadwick (probable): right i mean there's no reason you need to restrict identifying what's important to the

[0:14:36] Planner Chadwick (probable): community um but it but it is important to be clear about what the ocp does and what a land

[0:14:42] Planner Chadwick (probable): use bylaw does and i mean it's it's it's interesting the islands trust the jurisdictionally

[0:14:50] Planner Chadwick (probable): is challenging because every other local government has the ability to have like much more

[0:14:59] Planner Chadwick (probable): um you know they have they because they provide services and they have the ability to do that

[0:15:04] Planner Chadwick (probable): that they can, you know, they can have their statements, they can actually support themselves,

[0:15:09] Planner Chadwick (probable): essentially, right. So, so we can still have the statements, it's just that it's a bit more

[0:15:14] Planner Chadwick (probable): jurisdictionally challenging to address everything. But that's where that's why Islands Trust OCPs

[0:15:19] Planner Chadwick (probable): have way more advocacy statements than than other OCPs in other jurisdictions in BC.

[0:15:37] Voice 7: just a quick question with regard to those advocacy statements would we connect that

[0:15:43] Voice 7: with um working with other agencies and governments is that how you kind of connect them well i would

[0:15:49] Planner Chadwick (probable): say if you want your advocacy statements to have any value then you would explicitly identify

[0:15:56] Planner Chadwick (probable): your partners that you that you need to work with to to move forward with with whatever it is that

[0:16:04] Planner Chadwick (probable): you want to support sounds good yeah so just going back to and we can have some more um discussion

[0:16:16] Planner Chadwick (probable): about the principles and values when we get to that um that piece so just coming back to um

[0:16:21] Planner Chadwick (probable): to the the report um so besides that piece like sort of making a clear distinction between what

[0:16:30] Planner Chadwick (probable): can be addressed uh through land use and what can't and yeah i'm kind of seeing a way that we

[0:16:35] Planner Chadwick (probable): could do that and i'll share that with you once uh i'll get morgana to do a few changes and um and

[0:16:40] Planner Chadwick (probable): then we'll share that with you before we send it out are there any is there are there any other um

[0:17:55] Planner Chadwick (probable): come out of the feedback um but we can i can have a look at that like harvesting areas or

[0:20:12] Trustee Elliott: the education of cultural heritage in the history of the place um that's page 8 13 in our package

[0:20:25] Planner Chadwick (probable): yeah yeah so i think the well the understanding of ecological and cultural practices

You don't necessarily need to have the water balance at that point in time to be able to create that policy, but you're identifying in policy that you want the water balance to be considered in the rezoning of that property.

[0:30:55] Planner Chadwick (probable): So you're enabling whatever to happen in the land use bylaw.

[0:48:41] Planner Chadwick (probable): And I think it's also a challenging one as well.

[0:48:44] Planner Chadwick (probable): And so the way that I was sort of seeing it is that we, so when we did the engagement,

[0:48:52] Planner Chadwick (probable): engagement, there were sort of the theme areas and then the key sort of value areas that had

[0:48:59] Planner Chadwick (probable): kind of emerged out of the data. And those values are sort of wrapped up in, I would say,

[0:49:10] Planner Chadwick (probable): the way that they've landed here in my brain, where they were wrapped into essentially the

[0:49:19] Planner Chadwick (probable): the key those key areas I see the sort of like like climate resilience for example as being a

[0:49:30] Planner Chadwick (probable): value and then the principle stemming from that but it is it it is a bit of a brain thing like

[0:49:40] Planner Chadwick (probable): trying to figure out how that all works so I'm really open to understanding Toby it sounds like

[0:49:45] Planner Chadwick (probable): you've been thinking about it quite a bit so if there are different ways that you you think we

[0:49:50] Planner Chadwick (probable): we could be framing it um oh like I'm all I'm all ears it's

[0:49:58] Trustee Elliott: almost like which comes first and um

[0:50:27] Trustee Elliott: these foundational principles and then how they work themselves out in policy.

[0:50:33] Trustee Elliott: their foundations are reconciliation, equity, and resilience.

[0:50:45] Trustee Elliott: How does that become a policy direction, reconciliation and resilience together and then equity and resilience and so that's, I don't want to mimic what they've done.

[0:51:00] Trustee Elliott: I think the, the issue might be that values are those intangible things that are important to us, like collaboration, fairness, honesty, participation, like what is most important, whereas the principles are the, they answer the question.

[0:51:40] Trustee Elliott: the equity stewardship resilience principles and i think

[0:51:47] Trustee Elliott: into very actionable um statements like climate resilience but i think that's more like a goal

[0:51:58] Trustee Elliott: Where it's just like resilience, stewardship, reconciliation, let's say, and equity are more these big principles.

[0:52:22] Trustee Elliott: And then you can drill down into, you know what I mean?

[0:52:28] Trustee Elliott: The values and principles are different.

[0:52:30] Trustee Elliott: And I think they've conflated, but it also gives too much direction without...

[0:52:38] Trustee Elliott: a nesting, I don't know.

[0:52:47] Planner Chadwick (probable): And I've looked at many, multiple OCPs to try and figure out how they figure it out.

[0:52:55] Planner Chadwick (probable): So it's really like, and what I'm trying to think about, too, is like, if we want the

[0:53:04] Planner Chadwick (probable): the public to be engaging in a review if you're interested in their perspective then how do you

[0:53:11] Planner Chadwick (probable): um sort of lay it out in a way that you can get that like you know and there's certain things

[0:53:16] Planner Chadwick (probable): that'll resonate with certain people and other things won't resonate with them and it's about

[0:53:22] Planner Chadwick (probable): not not complicating it too much but um i also hear where you're coming from and so i i think

[0:53:31] Planner Chadwick (probable): about like is is there um is there a way that you can identify those broader values but still

[0:53:48] Planner Chadwick (probable): like i'm but still kind of have those sort of more action oriented uh focused principles to guide the

[0:53:58] Planner Chadwick (probable): the the actual development of the policies in the ocp because the reality is and this is

[0:54:03] Planner Chadwick (probable): this is a challenge, right? The reality is that an OCP is a linear document that has to have

[0:54:13] Planner Chadwick (probable): certain things in it that fall under very specific categories. And our OCPs also have to

[0:54:23] Planner Chadwick (probable): to speak with the policy statement.

[0:54:27] Planner Chadwick (probable): And so if we get to kind of like,

[0:54:35] Planner Chadwick (probable): how do you present like this sort of integrated way

[0:54:39] Planner Chadwick (probable): of thinking in a linear format?

[0:54:43] Planner Chadwick (probable): And so I guess that's kind of how,

[0:54:45] Planner Chadwick (probable): and then how does that translate

[0:54:46] Planner Chadwick (probable): into a table of contents, right?

[0:54:48] Planner Chadwick (probable): So that's where I tried to illustrate

[0:54:52] Planner Chadwick (probable): how you know how we can directly relate what i've identified as principles into a into the

[0:57:39] Planner Chadwick (probable): So out of these principles, you would identify very specific measurable goals.

[0:57:45] Planner Chadwick (probable): So if your principle is resource stewardship, you know, managing land and water resources, responsibility, blah, blah, blah, your goals would be things like increase in protected areas, you know, increase in, yeah, that sort of thing, you know, so something that you could, the goals are related to measurables in the future.

[0:58:13] Voice 7: said ensure fresh water sustainability while we're already getting

[0:58:18] Voice 7: the water balance done that's definitely part of

[0:58:20] Voice 7: it and then what we do um is we really move

[0:58:30] Voice 7: co-op that builds swales and ponds and stuff for you know community reservoirs we encourage that

[0:58:40] Trustee Elliott: what's tripping me up is the values conversation

[0:58:47] Trustee Elliott: to me values are they belong in the division document and why i say this is i'm looking at

[0:58:56] Trustee Elliott: the draft policy statement right now and comparing um what you've laid out and i don't disagree with

[0:59:06] Trustee Elliott: with especially the iteration of goals like measurable goals i absolutely agree we want to

[0:59:12] Trustee Elliott: to nail goals that we can see and go in 2050 how did we do there so i'm totally fine with that

[0:59:22] Trustee Elliott: what i'm struggling with is the values conflated with principles because in the policy statement

[0:59:31] Trustee Elliott: draft that we're looking at now and this is not the conversation for that but the way they've

[0:59:38] Trustee Elliott: set it up is quite elegant with these general guiding principles uh cooperation principles

[0:59:44] Trustee Elliott: and reconciliation principles then you've got um these objectives so what are you doing with

[0:59:56] Trustee Elliott: that principle reconciliation you're advancing reconciliation

[0:59:59] Trustee Elliott: reconciliation.

[1:01:11] Planner Chadwick (probable): how the principles have emerged out of the values that were um identified in ex uh through the other

[1:01:19] Planner Chadwick (probable): process, we could more clearly, more explicitly identify those values, more clearly identify

[1:01:29] Planner Chadwick (probable): those specific values, Toby, if you want to go in that direction. And I think with those values

[1:01:38] Planner Chadwick (probable): being sort of like those more overarching values, essentially. So

[1:02:20] Planner Chadwick (probable): and this is where I was going to show you just quickly like when I was kind of trying to think it through like what is, what is a principle, what is a value and a goal and I need to kind of think through scenario for myself so in this case, if you're looking at

[1:02:44] Planner Chadwick (probable): you've got the principle,

[1:02:46] Planner Chadwick (probable): which sort of explains what you mean,

[1:02:48] Planner Chadwick (probable): what is by that, essentially that is a goal

[1:02:53] Planner Chadwick (probable): or principle value.

[1:02:55] Planner Chadwick (probable): I mean, I guess it's a value that would be overarching,

[1:02:58] Planner Chadwick (probable): would be informing, would be why you landed

[1:03:01] Planner Chadwick (probable): it at this particular um area of focus right and then can

[1:03:08] Trustee Elliott: you just pause pause on that before you

[1:03:10] Trustee Elliott: move on um i just want to think about this for a second because i think what is what i'm getting

[1:03:19] Trustee Elliott: stuck on is when you identify biodiversity when you put biodiversity and ecosystems together

[1:03:27] Trustee Elliott: you might be limiting the scope of that principle to just ecosystems um biodiversity if if it's a

[1:03:42] Trustee Elliott: principle uh protection of biodiversity you may want to consider biodiversity of indigenous

[1:03:50] Trustee Elliott: indigenous food sources biodiversity of that's a bad example but um what am i thinking it's it's

[1:04:01] Trustee Elliott: that it's it's not that what you've listed is not good it's just it's a little too narrow to start

[1:04:10] Trustee Elliott: with principles like what are the big principles that must guide us and

[1:04:14] Planner Chadwick (probable): this is this is why we want

[1:04:16] Planner Chadwick (probable): the um we have the opportunity to do community engagement on these principles like you need to

[1:04:22] Planner Chadwick (probable): start with something right yeah so this is kind of like our um a straw dog and people will have a

[1:04:30] Planner Chadwick (probable): look at this and they'll say well what about this what about that what about this right and so then

[1:04:34] Planner Chadwick (probable): that's our opportunity to broaden the principle or to change it or um to create a new one if if

[1:04:41] Planner Chadwick (probable): there's things that are are missing so

[1:04:44] Voice 7: what i like about it um is that it's it's pretty clear

[1:04:48] Voice 7: so for me it would say preserve and protect healthy and biodiverse terrestrial and marine

[1:04:55] Voice 7: ecosystems and so on and so forth like i think that covers i think that's really important to

[1:05:10] Voice 7: a bit more detail with

[1:05:11] Voice 7: regard to First Nations food sources, but I think we need that overarching healthy and

[1:05:18] Voice 7: biodiverse terrestrial and marine ecosystems. That should be guiding our decisions.

[1:05:50] Planner Chadwick (probable): So your principle is we want to be doing these things.

[1:05:53] Planner Chadwick (probable): Your goal is to achieve these things, to achieve protection and preservation and restoration.

[1:06:02] Planner Chadwick (probable): So by 2050, so your goals are measurable.

[1:06:06] Planner Chadwick (probable): So by 2050, you want to be able to say, you know, we have done these things, we've protected this amount of biodiversity, or we've increased the protection of marine ecosystems by X, or whatever, right?

[1:06:26] Planner Chadwick (probable): I mean, it's not necessarily easy to measure these things, but it's good to craft your goals in ways that are measurable.

[1:06:33] Planner Chadwick (probable): um and then your objectives are the steps that you take to reach your goal so in order to protect

[1:06:45] Planner Chadwick (probable): preserve and rest and restore biodiversity you have to know what's there so identify what you

[1:06:50] Planner Chadwick (probable): have um establish new protected areas ensure that your land land use um the land use permitted is

[1:06:59] Planner Chadwick (probable): not going to threaten those areas um and then whatever else you want to add like you know

[1:07:05] Planner Chadwick (probable): integrate climate resilience know that your area is going to be changing that it's threatened

[1:07:10] Planner Chadwick (probable): those kinds of things and those are the things that you're actually going those are things that

[1:07:13] Planner Chadwick (probable): you that informs the the steps that you take and and those objectives ultimately inform the policies

[1:07:20] Planner Chadwick (probable): so if you're you need to know what you've got then you've got to develop uh your information

[1:08:08] Trustee Elliott: guiding principle of we want resilience to just community resilience or climate change resilience,

[1:08:16] Trustee Elliott: are we missing other areas that need to be guided by this principle so what i

[1:08:26] Trustee Elliott: kind of came up with

[1:08:27] Trustee Elliott: just pause let me finish this thought yeah is five there's five areas that i think are foundational

[1:08:35] Trustee Elliott: that could be applied in different ways there's stewardship resilience protection equity and

[1:08:43] Trustee Elliott: and reconciliation. And under each of those, you might have stewardship. What does that look like

[1:08:52] Trustee Elliott: with regard to land and marine resources? What does resilience look like? And that might apply

[1:09:01] Trustee Elliott: to climate change, communities, ecosystems coming back, or being protected from further

[1:09:09] Trustee Elliott: further damaging effect what do we want to protect that might be cultural heritage resources it might

[1:09:16] Trustee Elliott: also be you know protected areas sensitive ecosystems equity you know that doesn't just

[1:09:27] Trustee Elliott: relate to community so that's all I'm saying is I think you're on the right track but I want to zoom

[1:09:32] Trustee Elliott: out just a little bit more because each of those big buckets can then guide as a principle how

[1:09:45] Trustee Elliott: those policies are developed and that allows that flexibility so I'm not disagreeing with

[1:09:52] Trustee Elliott: what you've laid out collaborative governance and community engagement that's probably

[1:09:57] Trustee Elliott: like collaboration would be the principle for me um biodiverse ecosystems i would say

[1:11:30] Trustee Elliott: going to survive on a gulf island in the era of climate change but resilience isn't just limited

[1:11:34] Trustee Elliott: to climate change readiness it's a diverse community as well so that's where i'm these

[1:11:43] Trustee Elliott: These foundational guiding principles need to be bigger.

[1:11:48] Trustee Elliott: And then under that, there is those directive policies.

[1:11:53] Trustee Elliott: So how does stewardship relate to cultural heritage preservation?

[1:12:00] Trustee Elliott: So I'm not, this is great.

[1:12:03] Trustee Elliott: Like it's great work.

[1:12:05] Trustee Elliott: I just think we've, you've narrowed down and I see where you need to be linear.

[1:12:11] Trustee Elliott: engineer so how are we creating sustainable inclusive and resilient communities

[1:12:15] Trustee Elliott: i would just say above that is the the principle of equity right and then you've got your objective

[1:12:23] Trustee Elliott: sustainable inclusive and resilient communities right and there might be other things under the

[1:12:30] Trustee Elliott: equity bucket um so this is the only part that i i just i wanted to have more conversation on

[1:28:29] Planner Chadwick (probable): population of you know whatever 300,000 but the process is the same and so we're working through

[1:28:37] Planner Chadwick (probable): this process with very limited resources in comparison so it was quick so it is difficult

[1:31:35] Planner Chadwick (probable): it'll be a very simple survey and she could do the work to sit down with people to go through

[1:31:42] Planner Chadwick (probable): the survey she could have paper surveys that she can later input like all of that sort of thing

[1:31:48] Planner Chadwick (probable): um um so there's that opportunity um because she's on island we're really fortunate um and i

[1:49:08] Trustee Elliott: people some food for thought and I don't know if we'd be ready to make a decision in that meeting

Acting Chair Elliott called the meeting to order at 1:00 p.m. She acknowledged that the meeting

The Planner stated that the purpose of the discussion was to review the proposed next 
steps for Phase 2 of the Official Community Plan and Land Use Bylaw review. 
 
Discussion ensued and the following points were noted: 
 What We Heard Engagement Summary Report is based on community feedback;  
 Some of the report topics contain concepts that cannot be addressed through the 
Official Community Plan and this can be highlighted to better inform the public 
about what the Local Trust Committee can and cannot do within the Land Use 
Bylaw;

 Policy supports the ability to rezone land for a particular use and the Local Trust 
Committee can identify certain circumstances that need to be considered within the 
policy such as water balance data; 
 Development Permit Areas will be reviewed in the fall and will include looking at 
guidelines implemented in other Local Trust Areas; 
 Key value areas that emerged from community engagement included: climate 
resilience; cultural heritage preservation; collaborative governance and community 
engagement; biodiverse ecosystems; resource stewardship, and sustainable, 
inclusive and resilient communities; 
 Principles stemming from the key values will inform the goals, objectives, and 
policies within the Official Community Plan; 
 It is necessary to build flexibility into the Official Community plan to allow for future 
direction; 
 Summer 2024 community engagement will focus on the principles identified and 
feedback will provide opportunity to broaden, change, or create a new principle; 
 Survey should allow qualitative feedback; 
 There is consensus on the topics identified for focussed discussion and engagement 
can occur through community meetings and focus groups; and 
 Trustees will determine details for specific focus groups and inform the Planner.
