[0:00:00] Voice 8: Oh,
[0:00:00] Planner Chadwick (probable): so I
[0:00:01] Voice 8: guess we don't have a chance to
[0:00:02] Voice 8: kick off this meeting.
[0:00:05] Voice 8: We didn't really decide that. Okay.
[0:00:08] Planner Chadwick (probable): Who wants to open the meeting?
[0:00:11] Voice 8: I'm on Gabriela. How about I open the meeting?
[0:00:13] Planner Chadwick (probable): Okay, excellent.
[0:00:14] Voice 8: Thank you, Tori.
[0:00:15] Planner Chadwick (probable): Way to go.
[0:00:16] Voice 8: Good afternoon, everyone. It's Goyle.
[0:00:20] Voice 8: This is the special meeting of the Gabriela Local Trust Committee.
[0:00:24] Voice 8: and uh i suppose i'm stepping in as acting chair today because it's just uh trustee yates and
[0:00:32] Voice 8: myself so i'm here on beautiful gabriel island it's the name of first nation territory and
[0:00:38] Voice 8: grateful as always to be living and working and um stewarding these lands um as best as we can
[0:00:46] Voice 8: am so susan hello where are you today i
[0:00:51] Voice 7: am on beautiful salt spring island today the home of
[0:00:55] Voice 7: many coast salish nations and i am very grateful to be joining you all from one of our sister
[0:01:02] Voice 7: islands excellent
[0:01:05] Voice 8: and we're joined by planner narissa chadwick hello hello
[0:01:10] Planner Chadwick (probable): and i'm in victoria
[0:01:12] Planner Chadwick (probable): Victoria which is home of the Lekwungen speaking people and um it's a beautiful day here and I'm
[0:01:19] Planner Chadwick (probable): very happy to be here thank
[0:01:22] Voice 8: you and uh Lisa Millard I saw you appear there briefly
[0:01:26] Voice 8: are you healthy I had heard that you were laid up for a while
[0:01:34] Voice 8: but um
[0:01:35] Voice 3: no I've been laid up since April and I am now back on my feet and back in the office a
[0:01:42] Voice 3: little bit my
[0:01:43] Voice 8: goodness yeah well thank you for supporting us with the minute taking and all the
[0:01:49] Voice 8: meeting facilitation all you do in
[0:01:52] Voice 7: in your amazing magical way i have to say exactly thanks everyone
[0:01:59] Voice 8: um so this uh meeting i guess we'll call to order and there really is just one business item um
[0:02:07] Voice 8: um so unless there's anything else to add to the agenda we'll adopt it by general consent
[0:02:16] Voice 8: thumbs up yes and um move right into the business so our major project this is consideration of next
[0:02:25] Voice 8: steps uh for our major project the gabriela island comprehensive official community plan
[0:02:31] Voice 8: and land use bylaw review so thanks narissa for this incredible report and pulling together
[0:02:39] Voice 8: a large number of threads how about you take it away here
[0:02:46] Planner Chadwick (probable): sure thank you chair elliott um
[0:02:49] Planner Chadwick (probable): and yes i i tried to lay things out um in a way that we can very clearly and very sort of
[0:02:58] Planner Chadwick (probable): methodically go through some of the decisions that need to be made in order for the project
[0:03:06] Planner Chadwick (probable): to move to the next phase. And the next phase being, you know, some further engagement
[0:03:14] Planner Chadwick (probable): and the beginning of writing draft bylaws is sort of where we're heading. So
[0:03:22] Planner Chadwick (probable): So there's a new project charter,
[0:03:26] Planner Chadwick (probable): there's some decisions to be made around engagement
[0:03:34] Planner Chadwick (probable): and some of the materials
[0:03:36] Planner Chadwick (probable): that we're gonna be putting out to the public.
[0:03:39] Planner Chadwick (probable): So I think the best way to do this,
[0:03:42] Planner Chadwick (probable): and I've tried to, each one of the recommendations
[0:03:44] Planner Chadwick (probable): is connected to materials
[0:03:47] Planner Chadwick (probable): that are in the appendix of the report.
[0:03:51] Planner Chadwick (probable): so i thought we'd essentially just sort of go through each each um each each part methodically
[0:03:58] Planner Chadwick (probable): just have some discussion you can answer questions and then we can um sort of get to the the decision
[0:04:05] Planner Chadwick (probable): point on each one of those does that make sense um
[0:04:11] Voice 8: before we get to a decision point my preference
[0:04:14] Voice 8: would be to move through each of them because we may um and then do the and
[0:04:20] Planner Chadwick (probable): then go through the
[0:04:22] Planner Chadwick (probable): yeah sure yep we can certainly do that yep okay so um uh the way i've kind of laid it out too is
[0:04:30] Planner Chadwick (probable): is that it's it sort of goes from looking at where we've been to where we want to go
[0:04:35] Planner Chadwick (probable): so um so i think the the the discussion um piece that i'd like to first draw your attention to
[0:04:44] Planner Chadwick (probable): to, is the summary or the what we heard report. So it's the summary of what we heard through
[0:04:56] Planner Chadwick (probable): the Gabriela 2050 process. As you'll see when you look through it, what I've tried to do
[0:05:03] Planner Chadwick (probable): is identify, give a sense of where we're heading and where we've been and how where we're heading
[0:05:11] Planner Chadwick (probable): has been informed by where we've been so um and much of the material you'll see is reflective of
[0:05:17] Planner Chadwick (probable): of um of some of the of the material that was shared at the um the community engagement um
[0:05:26] Planner Chadwick (probable): forum or whatever we want to call it meeting at the that was the conclusion of it that was already
[0:05:31] Planner Chadwick (probable): a summary of a lot of what we had heard and um and and there's been some additions based on what was
[0:05:36] Planner Chadwick (probable): information that was provided there. So I would like to get a sense of how you feel about
[0:05:43] Planner Chadwick (probable): this report. The intention of this report is that it will be posted on the website and
[0:05:50] Planner Chadwick (probable): we will be making like little handouts of it to share at pop-up engagement sessions that we have
[0:06:01] Planner Chadwick (probable): throughout the summer and um there's also an opportunity to create some um other like
[0:06:11] Planner Chadwick (probable): postcards and such um that are that have the the sort of final image on and the the principles that
[0:06:21] Planner Chadwick (probable): have been kind of derived from all of this information um and as the rep and what we can
[0:06:27] Planner Chadwick (probable): discuss those principles a little bit more in in detail later later on but um in general i wanted
[0:06:33] Planner Chadwick (probable): to see what your feelings are about this document sharing this document in in those ways i've i've
[0:06:38] Planner Chadwick (probable): identified i
[0:06:45] Voice 8: think we cannot we we don't have to be really formal here so susan um just jump in if
[0:06:51] Voice 8: you want to say something yeah
[0:06:54] Voice 7: it's really nicely laid out thanks so much narissa other than those
[0:06:59] Voice 7: those little typo and grammatical things that I sent you earlier I only had a couple of questions
[0:07:06] Voice 7: um about if you're talking just about the what we heard report I only noted two things in there
[0:07:15] Voice 7: that I was going to ask about so I can ask about them anytime whenever is appropriate
[0:07:20] Voice 7: I
[0:07:22] Planner Chadwick (probable): think now would be a great time okay
[0:07:24] Voice 7: so on page 11 under related goals that just about the
[0:07:31] Voice 7: next to last bullet it says light pollution is minimized and then on the next page 12
[0:07:41] Voice 7: again near the very end the second to last bullet or the very last bullet is better lighting in the
[0:07:48] Voice 7: the village at night so are those at odds with each other or are they just are they different
[0:07:55] Voice 7: because one is relating to the village um because i think
[0:08:00] Voice 7: if we need better lighting i think we
[0:08:02] Voice 7: still need to really carefully think about what kind of lighting yeah
[0:08:07] Planner Chadwick (probable): so this this reports what
[0:08:10] Planner Chadwick (probable): this is a report of this a summary of what of the information that was provided and so yeah those
[0:08:14] Planner Chadwick (probable): can see seem to be in direct contrast with each other potentially the other thing that i point out
[0:08:19] Planner Chadwick (probable): is that um the things that are written here this is all the feedback we received it's not
[0:08:26] Planner Chadwick (probable): necessarily the feedback that that the let that the ocp can address specifically right so lighting
[0:08:33] Planner Chadwick (probable): is actually something that the ocp can't address so it's it's a reflection of feedback but it isn't
[0:08:41] Planner Chadwick (probable): reflecting what the ocp can address but i had the same thoughts when i looked at it i was like oh
[0:08:47] Planner Chadwick (probable): those are kind of in direct contrast with each other but you know i mean that not everybody
[0:08:51] Planner Chadwick (probable): thinks the same so yeah so my
[0:08:54] Voice 7: other question relates to probably similarly before
[0:08:58] Voice 8: we move on
[0:08:59] Voice 8: to your other question just a note on that previous one not just about light pollution
[0:09:04] Voice 8: but is it important to note in this um what we heard that um just because this is identified
[0:09:15] Voice 8: as a theme and it's important to people it may not be um able to be addressed in our ocp like
[0:09:22] Voice 8: where i didn't see that yeah
[0:09:25] Planner Chadwick (probable): yeah so on the on the page and i'm trying to it does
[0:09:30] Voice 8: sort of say that
[0:09:32] Voice 8: Does it provide for the provision of infrastructure and services?
[0:09:36] Planner Chadwick (probable): So my numbering is all off because I'm not looking at the same copy.
[0:09:41] Planner Chadwick (probable): But on the page that has, there's a, it's page eight of the report.
[0:09:46] Planner Chadwick (probable): And it's the one that says, has vision goals and the official community plan at the top.
[0:09:52] Voice 5: Yep.
[0:09:52] Planner Chadwick (probable): So on that one, and this is where I can be more explicit too.
[0:09:56] Planner Chadwick (probable): And I think you raise a really good point.
[0:09:58] Planner Chadwick (probable): That's where I sort of said that, you know, only the goals related to land use are within the island's trust jurisdiction will be addressed through policy.
[0:10:08] Planner Chadwick (probable): So I don't know if that's sufficient enough to address what your concern is or if you'd like something a little bit more.
[0:10:18] Voice 8: We need to
[0:10:19] Voice 8: be more explicit because I think the, you know, the themes are great.
[0:10:25] Voice 8: rate it just sets us up for well wait a minute um we talked about light pollution and i want to
[0:10:33] Voice 8: see regulatory measures about that um and that just may not be something we can enforce in our
[0:10:40] Voice 8: ocp so i think being explicit either with a second like
[0:10:46] Planner Chadwick (probable): well i'm thinking one way we could do it
[0:10:48] Planner Chadwick (probable): is and this is one way i could explore doing it is like making a different color dot
[0:10:52] Planner Chadwick (probable): maybe and identifying you know these are things that are not specifically that's an interesting
[0:10:59] Voice 8: idea so beside
[0:11:00] Voice 8: each a
[0:11:03] Voice 5: different
[0:11:05] Voice 8: colored dot so this is related this is potentially incorporated
[0:11:09] Voice 8: into our ocp this may not yeah that could be helpful what do you think
[0:11:15] Voice 7: susan yeah i do i think
[0:11:17] Voice 7: that would be really helpful but the other thing is you know we in our ocp we can make a broad
[0:11:24] Voice 7: statement regarding the dark sky initiative it's not like it's part of
[0:11:29] Voice 7: our land use bylaw or our regulations you know which would follow but we can
[0:11:35] Voice 7: make a week I think we can make a broad statement about how we support that
[0:11:39] Planner Chadwick (probable): so I
[0:11:41] Planner Chadwick (probable): would caution against focusing on that kind of advocacy stuff like I like I
[0:11:47] Voice 1: think you
[0:11:48] Planner Chadwick (probable): can park it right you can you can park those things and then you can
[0:11:53] Planner Chadwick (probable): decide um what kind of advocacy statements you want to make um
[0:11:58] Planner Chadwick (probable): but and i think by doing that
[0:12:00] Planner Chadwick (probable): it also helps it helps the public to understand um you know what we can't
[0:12:08] Planner Chadwick (probable): do what we can't do yeah
[0:12:10] Planner Chadwick (probable): yeah so certainly yes you can mention it if you want to i mean it's it's kind of fluffy right i
[0:12:18] Planner Chadwick (probable): I mean, if you talk to a lawyer, they'll be like, yeah, whatever.
[0:12:22] Planner Chadwick (probable): But if it's important to the community to mention it, I suggest that's the way we do it, right?
[0:12:27] Planner Chadwick (probable): We can sort of park the advocacy things and then decide how to deal with them.
[0:12:31] Planner Chadwick (probable): But I can still look at a way of explicitly identifying where
[0:12:36] Voice 6: the
[0:12:38] Planner Chadwick (probable): LTC has some kind of power or decision-making power.
[0:12:44] Planner Chadwick (probable): And when
[0:12:45] Voice 7: you say that, Narissa, what you mean is the decision-making power through the land use by-law that's guided by the OCP.
[0:12:54] Planner Chadwick (probable): Exactly, yeah. Through the policies, development of the policies that the land use regulations are, inform the land use regulations. So yeah, exactly.
[0:13:08] Planner Chadwick (probable): exactly so
[0:13:09] Voice 7: those colored dots might be super helpful when it comes to community because
[0:13:13] Voice 7: there's a whole bunch of things listed under values and education and social equity and all
[0:13:20] Voice 7: that there's a whole bunch of really nice things under there that we probably
[0:13:24] Voice 7: can't do but we can't
[0:13:26] Planner Chadwick (probable): do yeah exactly and so what i'm hearing from both of you is that the the short short statement that
[0:13:33] Planner Chadwick (probable): i have on that one page is not sufficient enough we can we can make it a little more explicit
[0:13:37] Planner Chadwick (probable): And
[0:13:39] Voice 8: so, I do want to come back to this because I want to have a conversation about values versus principles, and how can the official community plan still hold, you know, these are the values that we hold, even if they are not going to be translated into regulatory bylaws, they
[0:14:04] Voice 8: are still held in our OCP.
[0:14:07] Voice 8: and there's a space for that it doesn't even have to be an advocacy policy yes so
[0:14:12] Voice 8: there's yeah right
[0:14:14] Planner Chadwick (probable): yeah i agree totally totally yeah yeah yeah absolutely and um and that's when you when you
[0:14:21] Planner Chadwick (probable): um when you design your vision statement it can include all of the things that are important
[0:14:31] Planner Chadwick (probable): right i mean there's no reason you need to restrict identifying what's important to the
[0:14:36] Planner Chadwick (probable): community um but it but it is important to be clear about what the ocp does and what a land
[0:14:42] Planner Chadwick (probable): use bylaw does and i mean it's it's it's interesting the islands trust the jurisdictionally
[0:14:50] Planner Chadwick (probable): is challenging because every other local government has the ability to have like much more
[0:14:59] Planner Chadwick (probable): um you know they have they because they provide services and they have the ability to do that
[0:15:04] Planner Chadwick (probable): that they can, you know, they can have their statements, they can actually support themselves,
[0:15:09] Planner Chadwick (probable): essentially, right. So, so we can still have the statements, it's just that it's a bit more
[0:15:14] Planner Chadwick (probable): jurisdictionally challenging to address everything. But that's where that's why Islands Trust OCPs
[0:15:19] Planner Chadwick (probable): have way more advocacy statements than than other OCPs in other jurisdictions in BC.
[0:15:28] Planner Chadwick (probable): see okay
[0:15:35] Voice 3: and
[0:15:37] Voice 7: just a quick question with regard to those advocacy statements would we connect that
[0:15:43] Voice 7: with um working with other agencies and governments is that how you kind of connect them well i would
[0:15:49] Planner Chadwick (probable): say if you want your advocacy statements to have any value then you would explicitly identify
[0:15:56] Planner Chadwick (probable): your partners that you that you need to work with to to move forward with with whatever it is that
[0:16:04] Planner Chadwick (probable): you want to support sounds good yeah so just going back to and we can have some more um discussion
[0:16:16] Planner Chadwick (probable): about the principles and values when we get to that um that piece so just coming back to um
[0:16:21] Planner Chadwick (probable): to the the report um so besides that piece like sort of making a clear distinction between what
[0:16:30] Planner Chadwick (probable): can be addressed uh through land use and what can't and yeah i'm kind of seeing a way that we
[0:16:35] Planner Chadwick (probable): could do that and i'll share that with you once uh i'll get morgana to do a few changes and um and
[0:16:40] Planner Chadwick (probable): then we'll share that with you before we send it out are there any is there are there any other um
[0:16:46] Planner Chadwick (probable): things that you'd like to see or questions that you have about the document
[0:16:50] Voice 8: grammar there's lots
[0:16:53] Voice 8: of spelling mistakes and and i could i'm sure you've got them as
[0:16:57] Voice 8: well susan yeah and i already
[0:16:59] Voice 7: yeah i already got to narissa about um a couple of spelling things and and also the um the tense
[0:17:06] Voice 7: to keep the tense in the present tense yeah right so okay you probably already got that
[0:17:12] Voice 7: yeah
[0:17:13] Voice 8: so page 11 environmental stewardship and sustainability that's misspelt oh uh
[0:17:23] Voice 8: environmental um
[0:17:24] Planner Chadwick (probable): yeah actually we did we actually picked up a few things earlier today too
[0:17:28] Planner Chadwick (probable): okay perfect
[0:17:29] Voice 8: so i just wanted to the second to third to last bullet on that page indigenous
[0:17:34] Voice 8: perspectives are incorporated into land use decisions and critical food lands is that
[0:17:43] Voice 8: a common term food lands um sure what is meant by that uh
[0:17:52] Planner Chadwick (probable): food lands so that again that's come
[0:17:55] Planner Chadwick (probable): come out of the feedback um but we can i can have a look at that like harvesting areas or
[0:18:02] Planner Chadwick (probable): yeah harvesting areas makes makes sense i'm sorry which page was that because again my
[0:18:05] Planner Chadwick (probable): my numbers are a bit a bit off
[0:18:07] Voice 8: uh 11 but it's uh five six of six of the what we heard report right
[0:18:14] Planner Chadwick (probable): um oh yeah i think harvesting areas is probably a better or
[0:18:22] Voice 8: access to food
[0:18:26] Voice 8: traditional food and medicine areas might be it's not just harvesting but yeah um I'll talk to Joe
[0:18:35] Voice 8: that would be yeah that was it I was like not sure what that meant yeah I'll
[0:18:40] Planner Chadwick (probable): talk to Joe and
[0:18:40] Planner Chadwick (probable): I'm sure there's a um an appropriate way to to say that and
[0:18:45] Voice 8: then the next page uh page seven
[0:18:48] Voice 8: seven biking and walking paths are improved needs a d gosh okay okay
[0:18:56] Voice 6: and
[0:19:08] Voice 8: i don't know if this is gonna inform the language but all of this is written in the
[0:19:16] Voice 8: passive tense um not all of it actually uh sorry i guess because it's not clear who the
[0:19:33] Voice 8: actor is so passive tense more food is grown on gabriela island um rather than saying
[0:19:40] Voice 8: well
[0:19:41] Planner Chadwick (probable): it's as a goal so yeah
[0:19:43] Voice 8: okay yeah
[0:19:44] Planner Chadwick (probable): yeah so it's a goal so if you think about a goal as a
[0:19:46] Planner Chadwick (probable): something that's measurable in the future that that's i think that's the perspective that's
[0:19:52] Planner Chadwick (probable): kind of how i was thinking about it but i'm obviously i'm very open to to other ways of
[0:19:57] Planner Chadwick (probable): framing it okay yeah
[0:20:03] Voice 8: and that's fine um yeah under education awareness did nobody talk about
[0:20:12] Voice 8: the education of cultural heritage in the history of the place um that's page 8 13 in our package
[0:20:23] Voice 8: uh
[0:20:25] Planner Chadwick (probable): yeah yeah so i think the well the understanding of ecological and cultural practices
[0:20:33] Planner Chadwick (probable): is
[0:20:34] Voice 5: yeah i
[0:20:35] Planner Chadwick (probable): think it was so education is talked about in more of a broader sense okay here
[0:20:41] Planner Chadwick (probable): so
[0:20:43] Planner Chadwick (probable): yeah i mean i guess that's where it would be tucked in okay
[0:20:46] Voice 8: uh i would change even if the
[0:20:51] Voice 8: language wasn't this but indigenous communities and indigenous governing bodies oh yeah if that's
[0:21:01] Voice 8: the language we're trying to use and
[0:21:02] Planner Chadwick (probable): yeah and maybe we can explicitly say first nations usually
[0:21:07] Planner Chadwick (probable): that's covered under other government agencies but um but we can but i think yeah it's interesting
[0:21:14] Planner Chadwick (probable): because we go back and forth between saying well first nations are are another government but i
[0:21:18] Planner Chadwick (probable): think we can i think we can explicitly say first nations governments okay
[0:21:22] Voice 8: but as well i'll keep
[0:21:28] Voice 8: keep Indigenous communities. Oh,
[0:21:29] Planner Chadwick (probable): absolutely. Yeah, it's different. Great. Thank you. Yeah,
[0:21:32] Planner Chadwick (probable): for sure. Nerissa,
[0:21:40] Voice 7: I had a question in the staff report background, and it might relate to,
[0:21:46] Voice 7: you know, the attachments as well. So in the staff report background on the second page,
[0:21:53] Voice 7: yep, in the one, two, three, fourth paragraph, we talk about water balance assessment to help
[0:22:02] Voice 7: inform the development of policies related to addressing density should we add and land use
[0:22:09] Voice 7: for example farming or would you consider all of that density well
[0:22:15] Planner Chadwick (probable): we can let's let's address that
[0:22:17] Planner Chadwick (probable): when we talk about the project charter because i think
[0:22:19] Planner Chadwick (probable): yeah you raise a really good point there
[0:22:20] Planner Chadwick (probable): yeah yeah um so are you ready to are you ready to move on to that discussion you
[0:22:27] Voice 8: got a few more
[0:22:27] Voice 8: things toby no that's great i really appreciate yeah
[0:22:30] Voice 8: so page 14 or page nine of the tv thing
[0:22:33] Voice 8: where first nations engaged i just find the wording of that first paragraph awkward okay
[0:22:39] Voice 6: it
[0:22:40] Voice 8: just needs like a period and a a rework so it's it's being done separate from the community
[0:22:47] Voice 8: process so while there were indigenous involved in the survey community-led engagement community
[0:22:53] Voice 8: meetings i
[0:22:54] Planner Chadwick (probable): think it could be maybe it's two sentences maybe it's there were indigenous
[0:22:58] Planner Chadwick (probable): community members involved in in the survey community-led engagement and community meetings
[0:23:04] Planner Chadwick (probable): period yeah engagement with
[0:23:06] Planner Chadwick (probable): first nation well
[0:23:07] Voice 8: no you're saying while they're you know indigenous
[0:23:11] Voice 8: members community members engagement i think it's engagement with first nation's government
[0:23:17] Voice 8: government it should be an s um and then there should be a big m dash primarily this the name
[0:23:24] Voice 8: of first nation another m dash is being is undertaken separately from this community
[0:23:31] Voice 8: process that's all it was like there's too many
[0:23:34] Planner Chadwick (probable): okay yeah yeah yeah it's undertaken separately
[0:23:37] Planner Chadwick (probable): actually you know what we did we actually changed morgana and i did change that last piece this
[0:23:42] Planner Chadwick (probable): this morning great
[0:23:43] Voice 6: okay yeah
[0:23:44] Planner Chadwick (probable): so yeah it's it is being is uh is separate from is
[0:23:51] Voice 8: is yeah is being
[0:23:53] Voice 8: undertaken is undertaken separately from this community process or something but there should
[0:23:58] Voice 8: be an m dash between first nations government then m dash not just a comma anyway but that's
[0:24:04] Planner Chadwick (probable): you mean just a dash is
[0:24:06] Voice 8: that the fat dash fat dash
[0:24:11] Voice 8: i was
[0:24:11] Voice 8: a copy editor so this stuff actually
[0:24:16] Planner Chadwick (probable): i love it yeah yeah i
[0:24:18] Planner Chadwick (probable): should send you my
[0:24:19] Voice 8: oh
[0:24:20] Planner Chadwick (probable): i love the minutiae edits okay
[0:24:23] Voice 8: all right well
[0:24:24] Planner Chadwick (probable): good thing because you're gonna get them
[0:24:26] Planner Chadwick (probable): oh it's good it's good i love it i love
[0:24:29] Voice 8: it librarian and the editor here that's so good
[0:24:32] Planner Chadwick (probable): good it's so good um okay that's good fat dash m dash I didn't even know the word m dash or
[0:24:42] Voice 8: mean either opposed to n there's an n that's short anyway
[0:24:46] Planner Chadwick (probable): um okay
[0:24:46] Voice 8: so I like a great Phil
[0:24:51] Voice 8: test of mail getting getting him to do all these drawings is fabulous um yeah I think the rest of
[0:25:03] Voice 8: it's good but i want to come back to this once we've talked about principles because
[0:25:12] Voice 8: page 16 or 11 i'm wondering about some of these principles that's all okay
[0:25:21] Planner Chadwick (probable): yeah let's have a
[0:25:22] Planner Chadwick (probable): principal discussion because i because there's a focused discussion for that so um yeah and that's
[0:25:27] Planner Chadwick (probable): really important that's a really important part of this meeting i think i mean
[0:25:31] Planner Chadwick (probable): it's all important
[0:25:31] Planner Chadwick (probable): but that's that's the crux of it basically a lot of it if we're going to go out engaging in the
[0:25:36] Planner Chadwick (probable): next phase um okay so overall we'll have the principal discussion but overall you're you're
[0:25:42] Planner Chadwick (probable): pretty good thanks for those edits i do absolutely appreciate all of those um detailed edits because
[0:25:48] Planner Chadwick (probable): you know we look at it we look at it again and we go over it we you know what once you've looked at
[0:25:52] Planner Chadwick (probable): it so many times you miss things so always appreciated um okay so let's move on to the um
[0:26:00] Planner Chadwick (probable): onto the project charter and Susan you made you brought up a very very good point there
[0:26:09] Planner Chadwick (probable): about the water balance assessment so that that so on the project charter this is where
[0:26:19] Planner Chadwick (probable): that would come in that's the where the purpose is identified Susan you brought and I think that
[0:26:25] Planner Chadwick (probable): water balance assessment to assess the this decision making related to
[0:26:28] Planner Chadwick (probable): density and land use was your suggestion well
[0:26:33] Voice 7: and yeah for example farming because i wasn't sure if
[0:26:36] Voice 7: you included agriculture agricultural uses along with density it's it's kind of different yeah
[0:26:43] Planner Chadwick (probable): yeah
[0:26:43] Voice 7: because you know when you're looking at the water balance you really have to consider your
[0:26:48] Voice 7: agricultural land and your potential agriculture
[0:26:50] Planner Chadwick (probable): absolutely yeah and i think i think um yeah
[0:26:53] Planner Chadwick (probable): Yeah, density is very limiting and it should, I think density, land use, and I think, for example, agriculture, I could put.
[0:27:02] Voice 7: I was just going to say density and land use, e.g. farming.
[0:27:07] Voice 7: Yes, that's
[0:27:08] Planner Chadwick (probable): exactly what I just wrote down.
[0:27:11] Planner Chadwick (probable): So, yeah.
[0:27:13] Planner Chadwick (probable): I
[0:27:14] Voice 8: really, I have an issue with the term density and I'd like to see us.
[0:27:21] Planner Chadwick (probable): What about settlement?
[0:27:22] Planner Chadwick (probable): actually we could just say land use because
[0:27:26] Voice 8: it's not about density it's about how are we
[0:27:31] Voice 8: using the land and that's commercial that's totally agriculture resource residential
[0:27:36] Voice 8: settlement patterns i agree okay yeah
[0:27:40] Planner Chadwick (probable): yeah let's just put land use that makes that actually makes
[0:27:43] Planner Chadwick (probable): much more sense i'm good with that and are you good with that purpose like the um of this next
[0:27:52] Planner Chadwick (probable): face? I
[0:28:01] Voice 8: think, again, just a period would help to explore targeted engagement, specific questions
[0:28:06] Voice 8: related to key topics relevant to the OCP and LUB review, period. To draft OCP policies and identify
[0:28:16] Voice 8: related LUB amendments, maybe, instead of changes needed to support these policies.
[0:28:24] Voice 8: Or just a semicolon, semicolon, and to begin drafting OCP policies and identifying related LUB changes needed to support those policies, period.
[0:28:37] Voice 8: Water balance assessment, yeah, that's good.
[0:28:49] Planner Chadwick (probable): Okay, so to explore through targeted engagement specific questions related to topics relevant to the OCP and LUB review, period.
[0:28:59] Planner Chadwick (probable): And then to begin to draft the second sentence.
[0:29:01] Planner Chadwick (probable): Yeah.
[0:29:01] Planner Chadwick (probable): Okay.
[0:29:03] Voice 8: Okay.
[0:29:05] Voice 8: Yep.
[0:29:07] Voice 8: So I do have a question about when and what is the water balance?
[0:29:14] Voice 8: How is that going to fit in?
[0:29:16] Voice 8: What will it look like?
[0:29:17] Voice 8: Do we have the water availability assessment to, you know, have these conversations around?
[0:29:28] Planner Chadwick (probable): Yeah.
[0:29:28] Planner Chadwick (probable): Yeah. So, and it's very good question because it's all about a timing. It's all about timing, right?
[0:29:35] Planner Chadwick (probable): Yeah.
[0:29:35] Planner Chadwick (probable): So, there will be opportunities. So, as we move through different topics, we can identify the kinds of priorities that you want the OCP to support.
[0:29:55] Planner Chadwick (probable): and those sorts of things can be written into into policy so for example
[0:30:00] Planner Chadwick (probable): If you want to be able to, you want the OCP to support rezoning of land for accessible and affordable use under the conditions that, you know, water is identified to be available, blah, blah, blah, blah, blah.
[0:30:24] Planner Chadwick (probable): The policy is supporting the ability to rezone that land for a particular use. You don't necessarily need to have the water balance at that point in time to be able to create that policy, but you're identifying in policy that you want the water balance to be considered in the rezoning of that property.
[0:30:46] Planner Chadwick (probable): It would be different if you decided to, well, again, the OCP is enabling, essentially, right?
[0:30:55] Planner Chadwick (probable): So you're enabling whatever to happen in the land use bylaw.
[0:30:59] Planner Chadwick (probable): When you get to the land use bylaw, if you wanted to proactively zone land for multiple dwellings,
[0:31:08] Planner Chadwick (probable): like if you wanted to, for example, change a piece of property very explicitly right away in the land use bylaw
[0:31:15] Planner Chadwick (probable): law without it needing to go through a rezoning to a multi-family from a single a single unit
[0:31:22] Planner Chadwick (probable): residential uh zoning type um and you wanted to consider the the water balance then you would need
[0:31:30] Planner Chadwick (probable): to wait to have that information before you could explicitly make that decision i mean
[0:31:36] Planner Chadwick (probable): you know if you if you're if you're placing value on understanding that water balance but
[0:31:41] Planner Chadwick (probable): But in terms of the OCP policy development, you're basically just enabling those decisions to be made in the, to influence the land use bylaw.
[0:31:52] Voice 8: So I think I get it a little bit better. It is the enabling policy that sets the guidelines.
[0:32:00] Voice 8: Here's what you want to, we are going to think about and consider in this zone, or if you're wanting to rezone for this use.
[0:32:08] Voice 8: um these are the metrics that go in these are um this is the information that we need to have
[0:32:15] Voice 8: for that decision yeah
[0:32:19] Planner Chadwick (probable): so you can you could explicitly say uh you know land within the
[0:32:25] Planner Chadwick (probable): resource zone say um can be rezoned you know you know it's limited to x but but it can be rezoned
[0:32:35] Planner Chadwick (probable): to support affordable housing with you know and you have we have to identify that that's a whole
[0:32:43] Planner Chadwick (probable): thing with housing agreement or what have you if if you know water considering these these factors
[0:32:55] Planner Chadwick (probable): right so you explicitly say that in the OCP then then any rezoning has to adhere to those conditions
[0:33:03] Planner Chadwick (probable): that have been identified in the OCP.
[0:33:04] Planner Chadwick (probable): And in that case, you're potentially saying
[0:33:08] Planner Chadwick (probable): where you're not allowed to have this now,
[0:33:11] Planner Chadwick (probable): but under certain circumstances,
[0:33:12] Planner Chadwick (probable): you could have this other thing.
[0:33:21] Planner Chadwick (probable): Is that making sense?
[0:33:24] Planner Chadwick (probable): Toby, I still see some...
[0:33:25] Planner Chadwick (probable): Yeah,
[0:33:26] Voice 8: I'm just thinking through some values.
[0:33:30] Voice 8: So I'm just puzzling you.
[0:33:33] Voice 7: The certain circumstances would include the water balance.
[0:33:38] Voice 7: Because you would not be...
[0:33:41] Voice 7: supporting a higher density of any kind of use unless you knew the water was there right well
[0:33:49] Planner Chadwick (probable): that's that's what you can that's an option that you have to write into your um into your um
[0:33:55] Planner Chadwick (probable): policies and then it becomes more explicit in the land use bylaw yeah so you're you know you're the
[0:34:06] Planner Chadwick (probable): ocp will allow it to happen if it considers these things and then the um the land use bylaw will be
[0:34:15] Planner Chadwick (probable): a little bit more explicit.
[0:34:18] Voice 7: So, Nerissa, just again, back to when we get the water balance
[0:34:23] Voice 7: report, I thought that was sort of a prerequisite for us to do any OCP statements about where this
[0:34:36] Voice 7: could happen or where that could happen. I don't know how we could make those statements, even in
[0:34:41] Voice 7: a general way unless we had that water balance information well
[0:34:48] Planner Chadwick (probable): i mean i think if you're thinking
[0:34:49] Planner Chadwick (probable): of like completely changing designations um land use designations that's where some consideration
[0:34:57] Planner Chadwick (probable): of the the water balance would be uh needed um and it depends on how you're doing that like i said i
[0:35:04] Planner Chadwick (probable): i think that um there's still opportunity to develop policy without having the water balance
[0:35:10] Planner Chadwick (probable): kind of ready to go although the other thing is that we are hoping that the plan is that it will
[0:35:17] Planner Chadwick (probable): be done by the end of march so that it you know there won't be any um like that's basically when
[0:35:23] Planner Chadwick (probable): drafting will will be starting so
[0:35:26] Voice 7: okay well that makes me happier
[0:35:27] Planner Chadwick (probable): great
[0:35:31] Voice 8: so susan as as an example
[0:35:34] Voice 8: it's been really helpful for me to look through the housing toolkit tool three with that whole
[0:35:41] Voice 8: policy options table that really opened my mind to how you can build in flexibility into the ocp
[0:35:49] Voice 8: even if you haven't designated certain areas but if these conditions are met yeah
[0:35:55] Voice 6: then
[0:35:57] Voice 8: this type of
[0:35:58] Voice 8: development um is allowed and that's what we're talking about is what are the conditions for
[0:36:04] Voice 8: um for each um land use zoning i guess so circling back to the values thing i just
[0:36:15] Voice 8: what i was puzzling over is you know our values the to me values are different than principles
[0:36:24] Voice 8: and maybe we can come back to this like values are like the habits no this is how we enact
[0:36:34] Voice 8: enact the principle the principles are like the big picture things these big buckets they are
[0:36:43] Voice 8: they guide the process they inform our values goals and actions so I was wondering if we are
[0:36:49] Voice 8: conflating values and principles a bit too much like can we just hold that thought yeah um and
[0:36:56] Planner Chadwick (probable): go back
[0:36:57] Planner Chadwick (probable): because because I do think this is a really important discussion um but if we could
[0:37:01] Planner Chadwick (probable): just go through if we should just go through the um the project charter
[0:37:05] Planner Chadwick (probable): right like what are we
[0:37:06] Planner Chadwick (probable): doing and then it's like how are we doing it it's the next question so but
[0:37:10] Voice 5: no it's all good and and
[0:37:12] Planner Chadwick (probable): i i we do need to get to that conversation so um yeah um so just coming back to the project charter
[0:37:20] Planner Chadwick (probable): um i i've noted the changes that you've you've suggested already and um and is there are there
[0:37:26] Planner Chadwick (probable): any other questions that you have about the the project charter no
[0:37:35] Voice 7: and it's very clearly laid out
[0:37:37] Voice 7: thank you very much for that narissa okay
[0:37:40] Planner Chadwick (probable): uh yeah thanks toby yep
[0:37:48] Voice 8: i'm just so out of scope new dpa
[0:37:55] Voice 8: mapping um and yet we've got dpa review so can you explain the difference between new dpa mapping and
[0:38:05] Voice 8: dpa review yep
[0:38:06] Planner Chadwick (probable): sure so um dpa review so that piece of of the dpa review so when we get when we get to
[0:38:14] Planner Chadwick (probable): um the discussion of this the specific topics i put dpas uh as a as a specific topic to be
[0:38:22] Planner Chadwick (probable): discussed um in the fall and that's so that that that will involve having a look at what you've got
[0:38:29] Planner Chadwick (probable): uh and some of the options and so looking at options is the piece that will take a little
[0:38:34] Planner Chadwick (probable): little bit of work from a staff perspective. So in terms of DPA review, that involves both looking
[0:38:40] Planner Chadwick (probable): at what you've got, but also looking at what's available to you, what's been done on other
[0:38:47] Planner Chadwick (probable): islands. We've got some DPA's guidelines that are newer than others. And Robert was going to
[0:38:55] Planner Chadwick (probable): involve some other staff like Phil and Kim in having a look at some of the DPA guidelines that
[0:39:01] Planner Chadwick (probable): we have that are better you know better than the other ones and i sort of listed them for you just
[0:39:05] Planner Chadwick (probable): to just for now to see the ones that we'd be looking at and how they can be improved and so
[0:39:10] Planner Chadwick (probable): that that is the kind of um review that will be helpful to your discussion um because you you'll
[0:39:18] Planner Chadwick (probable): you'll understand what models there are how they can be potentially improved for gabriel if you
[0:39:31] Planner Chadwick (probable): different in in a number of ways I mean once it's like entirely relying on professional reliance
[0:39:37] Planner Chadwick (probable): which is a real challenge the other piece is that you do have these very specific ones for specific
[0:39:42] Planner Chadwick (probable): areas so they'll need to be just some discussion around around how you want to approach that so
[0:39:48] Planner Chadwick (probable): there's a bit of research for at a staff level that needs to be done in order for the discussion
[0:39:54] Planner Chadwick (probable): that you have and the decisions that you make to go forward related to your DPAs to be
[0:40:01] Planner Chadwick (probable): well informed so that's why I've identified that because it is essentially a little project within
[0:40:06] Planner Chadwick (probable): this project that's
[0:40:08] Voice 8: great no that's extremely helpful so just for if anyone's watching this
[0:40:13] Voice 8: is on page the last page of the document 25 where you gave us some dpa options I would like at this
[0:40:21] Voice 8: point to well I want to point out that we don't have any dpas for cultural heritage protection
[0:40:29] Voice 8: um
[0:40:29] Planner Chadwick (probable): well you know what i would also like to point out and this is very um a very unfortunate thing
[0:40:35] Planner Chadwick (probable): is that dpa the
[0:40:37] Planner Chadwick (probable): legislation doesn't allow like it doesn't support like allow for dpas for cultural
[0:40:43] Planner Chadwick (probable): heritage protection so that's that's definitely and that's something we've been talking about
[0:40:48] Planner Chadwick (probable): with the the comox yeah i know it's crazy there are ways to um we've been talking about ways to
[0:40:55] Planner Chadwick (probable): to um to use the existing provisions in the legislation in a in a way that can contribute
[0:41:02] Planner Chadwick (probable): to cultural heritage protection but it's not explicit in the legislation i know right that's
[0:41:08] Voice 8: an advocacy piece right there i'm absolutely on this letter to the province going we need
[0:41:13] Voice 8: guidelines but also hello can you update the legislation so that heritage protection is
[0:41:19] Voice 8: as possible so i'm just going to pause on that if you need to talk about something what what is in
[0:41:26] Voice 8: our ocp about what we should do i think it's nine okay sorry let me just yeah
[0:41:34] Planner Chadwick (probable): well and i mean we can
[0:41:36] Planner Chadwick (probable): talk about more about that outside this project um because it's it's a potential advocacy piece
[0:41:42] Planner Chadwick (probable): that can could involve um a number of nations as well like we were talking about with the um
[0:41:48] Planner Chadwick (probable): comox about a joint letter and they think a joint letter with other nations would be
[0:41:54] Planner Chadwick (probable): um really good so that's sort of a okay
[0:41:57] Voice 1: yes thanks an
[0:41:58] Planner Chadwick (probable): island's trust level
[0:41:59] Planner Chadwick (probable): that's a big rabbit
[0:42:01] Voice 8: hole i
[0:42:03] Voice 7: have a a quick question about that nurse um is it is it because the
[0:42:09] Voice 7: province is updating all of its that kind of legislation itself that it doesn't allow things
[0:42:17] Voice 7: to be done locally is that why or is it because first nations have asked us not to you know deal
[0:42:25] Voice 7: with that without why is that the
[0:42:28] Planner Chadwick (probable): reason it's not there i mean i can't speak directly to the to why
[0:42:32] Planner Chadwick (probable): um the legislation is very explicit about how what dpas can be used for so so why why um dpas for
[0:42:42] Planner Chadwick (probable): cultural and you know Indigenous cultural heritage is not on on that list of things they can be used
[0:42:48] Planner Chadwick (probable): for is is a bit of a mystery and I
[0:42:50] Planner Chadwick (probable): don't I don't want to assume anything you know um
[0:42:54] Planner Chadwick (probable): it's definitely something that um like I'm personally interested in understanding and um
[0:43:00] Planner Chadwick (probable): there is a tool there's um heritage protection areas um so the advantage of the work that we're
[0:43:08] Planner Chadwick (probable): doing with comox right now um and and you know a lot of it is is is sort of can also it's it's
[0:43:17] Planner Chadwick (probable): island wide project wide but it's also specific to this rezoning in this very um culturally
[0:43:23] Planner Chadwick (probable): significant area and that's enabling um and it's margo who's working on that file um us as a staff
[0:43:31] Planner Chadwick (probable): with margo doing a lot of the detailed work to really dig into what the tools that we have
[0:43:36] Planner Chadwick (probable): have available to us in legislation to use, and one of them is heritage protection areas.
[0:43:44] Planner Chadwick (probable): And now there's challenges with that as well. So Margo's doing a lot of the groundwork right now
[0:43:50] Planner Chadwick (probable): along with Sonia. Sonia's working very closely with her to sort of identify how we can
[0:43:58] Planner Chadwick (probable): effectively use that tool, because that seems to be the one that we potentially have available to us.
[0:44:06] Voice 7: Okay. I have one more question with regard to DPAs over the past year or so.
[0:44:14] Planner Chadwick (probable): Can I just pause you just for one sec?
[0:44:16] Planner Chadwick (probable): Of course.
[0:44:17] Planner Chadwick (probable): Because I just want to, if we can just, are we, can we move on from the, we're moving on from the project charter? You're good with the project charter? No other questions?
[0:44:30] Planner Chadwick (probable): And the one thing that I did want to point out on the project charter is that I do identify phase three, which will be more detailed DPA data and mapping, which could require a business case.
[0:44:46] Planner Chadwick (probable): We'll need a business case to support that piece.
[0:44:49] Planner Chadwick (probable): So that's something that I'll start to put my head, think a little bit about.
[0:44:52] Planner Chadwick (probable): out yeah so
[0:44:53] Voice 8: yeah in just looking at the budget sources dpa data gathering for 5 000 but if it's
[0:44:58] Voice 8: out of scope for new dpa mapping what yeah
[0:45:03] Planner Chadwick (probable): what does that
[0:45:04] Voice 8: mean like internally with
[0:45:05] Voice 8: like compiling information on dpas yeah
[0:45:09] Planner Chadwick (probable): it's more looking at the information we have available to us
[0:45:13] Planner Chadwick (probable): like if there's any like gaps that we could potentially address in this time period um the
[0:45:19] Planner Chadwick (probable): The mapping is like much more, it's on the ground focused.
[0:45:25] Planner Chadwick (probable): So it takes a lot more time and resources.
[0:45:28] Planner Chadwick (probable): So depending on where you go with your DPAs,
[0:45:32] Planner Chadwick (probable): like for example, if you decide to go
[0:45:35] Planner Chadwick (probable): with a aquifer protection DPA,
[0:45:41] Planner Chadwick (probable): sensitive aquifer protection DPA,
[0:45:43] Planner Chadwick (probable): which we did with on Galliano,
[0:45:46] Planner Chadwick (probable): know um there's um a substantial amount of staff resources so we we might have to backfill so that
[0:45:54] Planner Chadwick (probable): we could get somebody on to do the potential mapping for that so it's stuff like that yeah
[0:46:02] Voice 7: that actually was my question narissa um was um over the past few months i've had a couple of
[0:46:10] Voice 7: people come to me with really good ideas for new DPAs on gabriela for sensitive ecosystem areas
[0:46:21] Voice 7: but my question was it it seems to me we would need a business case for for that work to be done
[0:46:29] Voice 7: but I can't imagine finishing an OCP review without you know really doing a good job on the
[0:46:36] Voice 7: the DPAs, it just seems so important. If you're looking at trying to protect groundwater, forests,
[0:46:44] Voice 7: and really sensitive areas like wetlands, I wouldn't want to, I wouldn't want to say that,
[0:46:49] Voice 7: you know, the OCP review is finished with without having, you know, whatever we know,
[0:46:54] Voice 7: what having it, you know, in that OCP. So yeah, my, my question actually related to are we going
[0:47:01] Voice 7: going to need to do a business case for that so
[0:47:04] Voice 8: yeah and and before the end of this meeting do we
[0:47:07] Voice 8: want to um request you to provide options for a business case i think
[0:47:14] Planner Chadwick (probable): you might want you might
[0:47:16] Planner Chadwick (probable): want to do that let's add that to the list of resolutions this
[0:47:20] Voice 8: is july and we're already
[0:47:22] Voice 8: seeing some business cases starting to shape up for other ltcs um so i think you're right susan
[0:47:28] Voice 8: And that's the next big step after the groundwater study is this needs to be part of the OCP review.
[0:47:37] Voice 8: Thanks.
[0:47:38] Voice 8: Okay.
[0:47:39] Planner Chadwick (probable): Yeah.
[0:47:39] Planner Chadwick (probable): So I've added that to the list so that we don't miss it.
[0:47:43] Planner Chadwick (probable): Yeah.
[0:47:44] Planner Chadwick (probable): Thank you.
[0:47:44] Planner Chadwick (probable): Yeah.
[0:47:45] Planner Chadwick (probable): Okay.
[0:47:46] Planner Chadwick (probable): Great.
[0:47:46] Planner Chadwick (probable): So we're moving on from the project charter.
[0:47:51] Planner Chadwick (probable): And we do have a placeholder for our discussion on DPAs.
[0:47:56] Planner Chadwick (probable): So we'll circle back to that.
[0:47:58] Planner Chadwick (probable): um um and we'll move on to um the next piece which is um discussion of principles
[0:48:06] Planner Chadwick (probable): so i i provided you with um a sort of a two-pager there and um so i can just explain a little bit of
[0:48:20] Planner Chadwick (probable): of my thought process um and i'm really interested in hearing where what your thoughts are so
[0:48:28] Planner Chadwick (probable): So it is, I think, I think the, the distinction between vision and principles is, I think
[0:48:40] Planner Chadwick (probable): it's an important one.
[0:48:41] Planner Chadwick (probable): And I think it's also a challenging one as well.
[0:48:44] Planner Chadwick (probable): And so the way that I was sort of seeing it is that we, so when we did the engagement,
[0:48:52] Planner Chadwick (probable): engagement, there were sort of the theme areas and then the key sort of value areas that had
[0:48:59] Planner Chadwick (probable): kind of emerged out of the data. And those values are sort of wrapped up in, I would say,
[0:49:10] Planner Chadwick (probable): the way that they've landed here in my brain, where they were wrapped into essentially the
[0:49:19] Planner Chadwick (probable): the key those key areas I see the sort of like like climate resilience for example as being a
[0:49:30] Planner Chadwick (probable): value and then the principle stemming from that but it is it it is a bit of a brain thing like
[0:49:40] Planner Chadwick (probable): trying to figure out how that all works so I'm really open to understanding Toby it sounds like
[0:49:45] Planner Chadwick (probable): you've been thinking about it quite a bit so if there are different ways that you you think we
[0:49:50] Planner Chadwick (probable): we could be framing it um oh like I'm all I'm all ears it's
[0:49:56] Voice 8: it's a it is a tricky one and it's
[0:49:58] Voice 8: almost like which comes first and um
[0:50:01] Voice 8: and so I kind of go back to the Vancouver um document that
[0:50:07] Voice 8: I think we were looking at um much earlier um and I reference it only because it has a very
[0:50:19] Voice 8: very simple presentation of the plan foundations and the connection between
[0:50:27] Voice 8: these foundational principles and then how they work themselves out in policy.
[0:50:31] Voice 8: So for instance,
[0:50:33] Voice 8: their foundations are reconciliation, equity, and resilience.
[0:50:40] Voice 5: And
[0:50:41] Voice 8: then when you look at reconciliation, equity together,
[0:50:45] Voice 8: How does that become a policy direction, reconciliation and resilience together and then equity and resilience and so that's, I don't want to mimic what they've done.
[0:50:59] Voice 6: But
[0:51:00] Voice 8: I think the, the issue might be that values are those intangible things that are important to us, like collaboration, fairness, honesty, participation, like what is most important, whereas the principles are the, they answer the question.
[0:51:29] Voice 8: how do you want to live like what guides our um our community and that would be the reconciliation
[0:51:40] Voice 8: the equity stewardship resilience principles and i think
[0:51:45] Voice 5: you've
[0:51:46] Voice 8: narrowed some things down
[0:51:47] Voice 8: into very actionable um statements like climate resilience but i think that's more like a goal
[0:51:58] Voice 8: Where it's just like resilience, stewardship, reconciliation, let's say, and equity are more these big principles.
[0:52:22] Voice 8: And then you can drill down into, you know what I mean?
[0:52:28] Voice 8: The values and principles are different.
[0:52:30] Voice 8: And I think they've conflated, but it also gives too much direction without...
[0:52:37] Voice 8: Like we
[0:52:38] Planner Chadwick (probable): need to see
[0:52:38] Voice 8: a nesting, I don't know.
[0:52:41] Planner Chadwick (probable): Yeah, I mean, I'm hearing what you're saying.
[0:52:43] Planner Chadwick (probable): And I think I've sort of been around that a little bit.
[0:52:47] Planner Chadwick (probable): And I've looked at many, multiple OCPs to try and figure out how they figure it out.
[0:52:55] Planner Chadwick (probable): So it's really like, and what I'm trying to think about, too, is like, if we want the
[0:53:04] Planner Chadwick (probable): the public to be engaging in a review if you're interested in their perspective then how do you
[0:53:11] Planner Chadwick (probable): um sort of lay it out in a way that you can get that like you know and there's certain things
[0:53:16] Planner Chadwick (probable): that'll resonate with certain people and other things won't resonate with them and it's about
[0:53:22] Planner Chadwick (probable): not not complicating it too much but um i also hear where you're coming from and so i i think
[0:53:31] Planner Chadwick (probable): about like is is there um is there a way that you can identify those broader values but still
[0:53:48] Planner Chadwick (probable): like i'm but still kind of have those sort of more action oriented uh focused principles to guide the
[0:53:58] Planner Chadwick (probable): the the actual development of the policies in the ocp because the reality is and this is
[0:54:03] Planner Chadwick (probable): this is a challenge, right? The reality is that an OCP is a linear document that has to have
[0:54:13] Planner Chadwick (probable): certain things in it that fall under very specific categories. And our OCPs also have to
[0:54:23] Planner Chadwick (probable): to speak with the policy statement.
[0:54:27] Planner Chadwick (probable): And so if we get to kind of like,
[0:54:35] Planner Chadwick (probable): how do you present like this sort of integrated way
[0:54:39] Planner Chadwick (probable): of thinking in a linear format?
[0:54:43] Planner Chadwick (probable): And so I guess that's kind of how,
[0:54:45] Planner Chadwick (probable): and then how does that translate
[0:54:46] Planner Chadwick (probable): into a table of contents, right?
[0:54:48] Planner Chadwick (probable): So that's where I tried to illustrate
[0:54:52] Planner Chadwick (probable): how you know how we can directly relate what i've identified as principles into a into the
[0:55:00] Planner Chadwick (probable): table of contents so
[0:55:02] Voice 7: it's kind of yeah i have a quick comment that i don't know if this will help
[0:55:06] Voice 7: or not but um like toby said i think a lot of these are our goals but i don't actually care
[0:55:13] Voice 7: what we call them i think values and principles is okay but what i liked about this is is that
[0:55:21] Voice 7: it covers everything in kind of separate categories even though they're all related
[0:55:27] Voice 7: that makes my head think about those things and then what i liked about them narissa probably
[0:55:35] Voice 7: you'll like this is how it can relate to the ocp contents because i thought oh yeah this looks
[0:55:40] Voice 7: pretty good this follows so nicely it's uh you know i like that so i actually liked i actually
[0:55:49] Voice 7: liked all of these bullets i like their headings i didn't care what order they were in i'm doesn't
[0:55:56] Voice 7: really matter to me i do want to see them all in the present tense and that there's only there's
[0:56:04] Voice 7: only one thing that i thought doesn't belong at all and it's under the very last bullet
[0:56:10] Voice 7: under sustainable inclusive and resilient communities and i i love the idea but i don't
[0:56:16] Voice 7: think i think it's rdn here provide accessible community services and emergency management
[0:56:22] Voice 7: i certainly know we want to do that as a community but is that in our ocp well
[0:56:30] Planner Chadwick (probable): if you think about
[0:56:30] Planner Chadwick (probable): land use like yeah so
[0:56:32] Planner Chadwick (probable): right so what's accessible uh services mean
[0:56:36] Planner Chadwick (probable): so for example um maybe you want
[0:56:40] Planner Chadwick (probable): to have um you're
[0:56:42] Voice 7: right fire department medical yeah you're
[0:56:44] Planner Chadwick (probable): right additional systems are like you
[0:56:46] Planner Chadwick (probable): Yeah, so even
[0:56:47] Voice 7: though we don't provide it,
[0:56:50] Voice 7: we have to think about the land for it.
[0:56:54] Planner Chadwick (probable): The zoning for it.
[0:56:56] Voice 7: Okay, so other than that, this might sound crazy.
[0:56:59] Voice 7: I actually like all of these,
[0:57:01] Voice 7: although I think a lot of them tend to be more goals than principles,
[0:57:06] Voice 7: but I don't really care as long as they relate to a good OCP.
[0:57:15] Planner Chadwick (probable): Yeah, and actually, interestingly enough,
[0:57:17] Planner Chadwick (probable): I also started to work on a section to see how this would all relate to goals and then policies.
[0:57:30] Planner Chadwick (probable): And so the way that you would look at a goal, like the goal is the measurable, right?
[0:57:39] Planner Chadwick (probable): So out of these principles, you would identify very specific measurable goals.
[0:57:45] Planner Chadwick (probable): So if your principle is resource stewardship, you know, managing land and water resources, responsibility, blah, blah, blah, your goals would be things like increase in protected areas, you know, increase in, yeah, that sort of thing, you know, so something that you could, the goals are related to measurables in the future.
[0:58:11] Planner Chadwick (probable): so um and like i
[0:58:13] Voice 7: said ensure fresh water sustainability while we're already getting
[0:58:18] Voice 7: the water balance done that's definitely part of
[0:58:20] Voice 7: it and then what we do um is we really move
[0:58:24] Voice 7: forward on things like community water supplies um you know anybody wants to get into a water
[0:58:30] Voice 7: co-op that builds swales and ponds and stuff for you know community reservoirs we encourage that
[0:58:37] Voice 7: mm
[0:58:37] Planner Chadwick (probable): -hmm yeah yeah exactly i think
[0:58:40] Voice 8: what's tripping me up is the values conversation
[0:58:47] Voice 8: to me values are they belong in the division document and why i say this is i'm looking at
[0:58:56] Voice 8: the draft policy statement right now and comparing um what you've laid out and i don't disagree with
[0:59:06] Voice 8: with especially the iteration of goals like measurable goals i absolutely agree we want to
[0:59:12] Voice 8: to nail goals that we can see and go in 2050 how did we do there so i'm totally fine with that
[0:59:22] Voice 8: what i'm struggling with is the values conflated with principles because in the policy statement
[0:59:31] Voice 8: draft that we're looking at now and this is not the conversation for that but the way they've
[0:59:38] Voice 8: set it up is quite elegant with these general guiding principles uh cooperation principles
[0:59:44] Voice 8: and reconciliation principles then you've got um these objectives so what are you doing with
[0:59:56] Voice 8: that principle reconciliation you're advancing reconciliation
[0:59:59] Voice 8: reconciliation.
[1:00:00] Voice 8: and how you do that there's all of these directive policies I struggle with but where does values fit
[1:00:12] Voice 8: yeah so I mean that's not really yeah sorry
[1:00:16] Planner Chadwick (probable): yeah yeah no I I'm totally hearing you and in fact
[1:00:19] Planner Chadwick (probable): um I I on the on some on the messaging and I I stopped I dropped the word values and was just
[1:00:26] Planner Chadwick (probable): talking about principles and so that's and I I noticed on this page I kept values in and I kept
[1:00:32] Planner Chadwick (probable): it in on another page too but i think maybe that's the way of reconciling this um sort of
[1:00:38] Planner Chadwick (probable): challenge around i'm gonna i'm gonna just stop this share so that you don't get confused um this
[1:00:45] Planner Chadwick (probable): reconciling this this challenge around um like the the different like the defining of values
[1:00:53] Planner Chadwick (probable): and the differentiation between values and principles and i think that's probably where
[1:00:57] Planner Chadwick (probable): the confusion is here i think that ultimately what i've what i put in in front of you are principles
[1:01:05] Planner Chadwick (probable): and um and i think we can have a conversation around principles and we can we can talk about
[1:01:11] Planner Chadwick (probable): how the principles have emerged out of the values that were um identified in ex uh through the other
[1:01:19] Planner Chadwick (probable): process, we could more clearly, more explicitly identify those values, more clearly identify
[1:01:29] Planner Chadwick (probable): those specific values, Toby, if you want to go in that direction. And I think with those values
[1:01:38] Planner Chadwick (probable): being sort of like those more overarching values, essentially. So
[1:01:47] Voice 7: I agree that maybe the values
[1:01:50] Voice 7: could be separated because they are really more generally overarching like values because
[1:01:57] Voice 7: then the principles which i think are kind of goals and principles here then that then you
[1:02:04] Voice 7: know when you say how principles relate to ocp contents that's where it's it's really nice for
[1:02:10] Voice 7: me that oh yes these principles can guide these contents where the values is like more overarching
[1:02:19] Voice 7: Yeah,
[1:02:20] Planner Chadwick (probable): and this is where I was going to show you just quickly like when I was kind of trying to think it through like what is, what is a principle, what is a value and a goal and I need to kind of think through scenario for myself so in this case, if you're looking at
[1:02:35] Planner Chadwick (probable): at Preservation and Protection of Ecosystem Biodiversity,
[1:02:44] Planner Chadwick (probable): you've got the principle,
[1:02:46] Planner Chadwick (probable): which sort of explains what you mean,
[1:02:48] Planner Chadwick (probable): what is by that, essentially that is a goal
[1:02:53] Planner Chadwick (probable): or principle value.
[1:02:55] Planner Chadwick (probable): I mean, I guess it's a value that would be overarching,
[1:02:58] Planner Chadwick (probable): would be informing, would be why you landed
[1:03:01] Planner Chadwick (probable): it at this particular um area of focus right and then can
[1:03:08] Voice 8: you just pause pause on that before you
[1:03:10] Voice 8: move on um i just want to think about this for a second because i think what is what i'm getting
[1:03:19] Voice 8: stuck on is when you identify biodiversity when you put biodiversity and ecosystems together
[1:03:27] Voice 8: you might be limiting the scope of that principle to just ecosystems um biodiversity if if it's a
[1:03:42] Voice 8: principle uh protection of biodiversity you may want to consider biodiversity of indigenous
[1:03:50] Voice 8: indigenous food sources biodiversity of that's a bad example but um what am i thinking it's it's
[1:04:01] Voice 8: that it's it's not that what you've listed is not good it's just it's a little too narrow to start
[1:04:10] Voice 8: with principles like what are the big principles that must guide us and
[1:04:14] Planner Chadwick (probable): this is this is why we want
[1:04:16] Planner Chadwick (probable): the um we have the opportunity to do community engagement on these principles like you need to
[1:04:22] Planner Chadwick (probable): start with something right yeah so this is kind of like our um a straw dog and people will have a
[1:04:30] Planner Chadwick (probable): look at this and they'll say well what about this what about that what about this right and so then
[1:04:34] Planner Chadwick (probable): that's our opportunity to broaden the principle or to change it or um to create a new one if if
[1:04:41] Planner Chadwick (probable): there's things that are are missing so
[1:04:44] Voice 7: what i like about it um is that it's it's pretty clear
[1:04:48] Voice 7: so for me it would say preserve and protect healthy and biodiverse terrestrial and marine
[1:04:55] Voice 7: ecosystems and so on and so forth like i think that covers i think that's really important to
[1:05:03] Voice 7: say those those things um and then
[1:05:08] Voice 3: we can add you know we can certainly get
[1:05:10] Voice 7: a bit more detail with
[1:05:11] Voice 7: regard to First Nations food sources, but I think we need that overarching healthy and
[1:05:18] Voice 7: biodiverse terrestrial and marine ecosystems. That should be guiding our decisions.
[1:05:29] Voice 8: Yeah, but that is a goal.
[1:05:32] Planner Chadwick (probable): Well, so here's how they relate.
[1:05:34] Planner Chadwick (probable): Here's how they relate.
[1:05:36] Planner Chadwick (probable): Okay.
[1:05:37] Planner Chadwick (probable): Goals, right? Okay, so if your principle is, let's just say, preserving and protecting
[1:05:42] Planner Chadwick (probable): protecting healthy and biodiverse terrestrial and marine ecosystems through blah, blah, blah,
[1:05:46] Planner Chadwick (probable): your goal is the measurable, right?
[1:05:50] Planner Chadwick (probable): So your principle is we want to be doing these things.
[1:05:53] Planner Chadwick (probable): Your goal is to achieve these things, to achieve protection and preservation and restoration.
[1:06:02] Planner Chadwick (probable): So by 2050, so your goals are measurable.
[1:06:06] Planner Chadwick (probable): So by 2050, you want to be able to say, you know, we have done these things, we've protected this amount of biodiversity, or we've increased the protection of marine ecosystems by X, or whatever, right?
[1:06:26] Planner Chadwick (probable): I mean, it's not necessarily easy to measure these things, but it's good to craft your goals in ways that are measurable.
[1:06:33] Planner Chadwick (probable): um and then your objectives are the steps that you take to reach your goal so in order to protect
[1:06:45] Planner Chadwick (probable): preserve and rest and restore biodiversity you have to know what's there so identify what you
[1:06:50] Planner Chadwick (probable): have um establish new protected areas ensure that your land land use um the land use permitted is
[1:06:59] Planner Chadwick (probable): not going to threaten those areas um and then whatever else you want to add like you know
[1:07:05] Planner Chadwick (probable): integrate climate resilience know that your area is going to be changing that it's threatened
[1:07:10] Planner Chadwick (probable): those kinds of things and those are the things that you're actually going those are things that
[1:07:13] Planner Chadwick (probable): you that informs the the steps that you take and and those objectives ultimately inform the policies
[1:07:20] Planner Chadwick (probable): so if you're you need to know what you've got then you've got to develop uh your information
[1:07:28] Planner Chadwick (probable): I
[1:07:29] Voice 7: have to plug my computer in I'll be right back sure okay so
[1:07:34] Voice 8: I would like to provide some
[1:07:36] Voice 8: options and I still want to workshop this I don't think this is quite ready and I apologize that I
[1:07:43] Voice 8: didn't have my thoughts formulated but the reason I think this is important is we want to build as
[1:07:54] Voice 8: much flexibility into our OCP for future directions. If we limit resilience, say the
[1:08:08] Voice 8: guiding principle of we want resilience to just community resilience or climate change resilience,
[1:08:16] Voice 8: are we missing other areas that need to be guided by this principle so what i
[1:08:26] Voice 8: kind of came up with
[1:08:27] Voice 8: just pause let me finish this thought yeah is five there's five areas that i think are foundational
[1:08:35] Voice 8: that could be applied in different ways there's stewardship resilience protection equity and
[1:08:43] Voice 8: and reconciliation. And under each of those, you might have stewardship. What does that look like
[1:08:52] Voice 8: with regard to land and marine resources? What does resilience look like? And that might apply
[1:09:01] Voice 8: to climate change, communities, ecosystems coming back, or being protected from further
[1:09:09] Voice 8: further damaging effect what do we want to protect that might be cultural heritage resources it might
[1:09:16] Voice 8: also be you know protected areas sensitive ecosystems equity you know that doesn't just
[1:09:27] Voice 8: relate to community so that's all I'm saying is I think you're on the right track but I want to zoom
[1:09:32] Voice 8: out just a little bit more because each of those big buckets can then guide as a principle how
[1:09:45] Voice 8: those policies are developed and that allows that flexibility so I'm not disagreeing with
[1:09:52] Voice 8: what you've laid out collaborative governance and community engagement that's probably
[1:09:57] Voice 8: like collaboration would be the principle for me um biodiverse ecosystems i would say
[1:10:08] Voice 8: that's probably stewardship um yeah so where where i'm just going
[1:10:16] Voice 8: through your list here
[1:10:17] Voice 8: climate resilience cultural heritage preservation like what do we yeah so
[1:10:24] Planner Chadwick (probable): my my challenge and i i
[1:10:26] Planner Chadwick (probable): think this is i i i like where you're going with this um and it's again like my mind's gone around
[1:10:32] Planner Chadwick (probable): similar places but but it comes back to ultimately we have to write we have to write a document that
[1:10:41] Planner Chadwick (probable): is linear that requires very specific things so what i'm wondering is um i i think i like like
[1:10:50] Planner Chadwick (probable): Like where you were, where you're going with, like, would you, could you, would you see those five things that you've just identified as essentially the values?
[1:11:03] Voice 8: No, because the values are, the values are what we value. That's not stewardship.
[1:11:14] Voice 8: Stewardship is how we practice land use planning. That is the guiding thing.
[1:11:21] Voice 8: thing resilience is is not a value it's it's kind of like we need to be resilient if we're
[1:11:30] Voice 8: going to survive on a gulf island in the era of climate change but resilience isn't just limited
[1:11:34] Voice 8: to climate change readiness it's a diverse community as well so that's where i'm these
[1:11:43] Voice 8: These foundational guiding principles need to be bigger.
[1:11:48] Voice 8: And then under that, there is those directive policies.
[1:11:53] Voice 8: So how does stewardship relate to cultural heritage preservation?
[1:12:00] Voice 8: So I'm not, this is great.
[1:12:03] Voice 8: Like it's great work.
[1:12:05] Voice 8: I just think we've, you've narrowed down and I see where you need to be linear.
[1:12:11] Voice 8: engineer so how are we creating sustainable inclusive and resilient communities
[1:12:15] Voice 8: i would just say above that is the the principle of equity right and then you've got your objective
[1:12:23] Voice 8: sustainable inclusive and resilient communities right and there might be other things under the
[1:12:30] Voice 8: equity bucket um so this is the only part that i i just i wanted to have more conversation on
[1:12:39] Voice 6: um
[1:12:41] Voice 8: principles are the spine they're the rules that guide us in in the policy the policies that
[1:12:52] Voice 8: we're drafting and i just think these are too are a little too specific sorry
[1:13:01] Planner Chadwick (probable): so the question to you
[1:13:03] Planner Chadwick (probable): toby is um in terms of going out to the community to get feedback do you feel like we need to
[1:13:12] Planner Chadwick (probable): recraft it to get the feedback or could we put it out as i've put it out and and wait for that
[1:13:21] Planner Chadwick (probable): feedback and and that gives more opportunity to start to think about like what are those those
[1:13:27] Planner Chadwick (probable): those principles like are they the five that you've identified are there other ones are are
[1:13:32] Planner Chadwick (probable): people in your community going to identify other things i mean that's a question to both of you is
[1:13:39] Planner Chadwick (probable): like are you ready to just figure this out yourself now and just share where where you've
[1:13:47] Planner Chadwick (probable): arrived at or do you want to go out with um with something a little more um something that's a
[1:13:57] Planner Chadwick (probable): little different sort of what you're suggesting toby or do you want to let the process identify
[1:14:02] Planner Chadwick (probable): that other that next piece or so there's like do you want to engage the community what do you want
[1:14:07] Planner Chadwick (probable): want to engage the community on yeah right now I mean I would say like if you want to be engaging
[1:14:15] Planner Chadwick (probable): the community um I'm also thinking about like if we want to rework it then that's a lot of time
[1:14:23] Planner Chadwick (probable): we'd have to figure out time together to do that there's an opportunity to rework it as we are
[1:14:29] Planner Chadwick (probable): gathering uh feedback from the community there's that opportunity as well like I mean they're both
[1:14:35] Planner Chadwick (probable): I
[1:14:36] Voice 8: would just love to provide an option because I think it's been helpful to workshop it here.
[1:14:47] Voice 8: If this draft that you've produced, I would just take out the word values.
[1:14:54] Voice 8: Let's just go with principles.
[1:14:57] Voice 8: I will give myself the homework this weekend of drafting what I think are sort of the five
[1:15:04] Voice 8: bigger buckets and then underneath them objectives and then they can just be you know
[1:15:11] Voice 8: which is more helpful i don't know but yeah i do want to land on something that we can give
[1:15:22] Voice 8: as to the community for feedback for sure i don't want to just be in this loop of uh of trying
[1:15:29] Planner Chadwick (probable): yeah
[1:15:29] Voice 8: and
[1:15:30] Planner Chadwick (probable): i think that that's the key here right like it's like if you want to take advantage
[1:15:35] Planner Chadwick (probable): of the opportunity for some um like summer engagement then um we would need to to see
[1:15:44] Planner Chadwick (probable): the other option uh and you and susan would need to make a decision on what you want to put out
[1:15:50] Planner Chadwick (probable): to the community for for their um their feedback so
[1:15:58] Voice 7: my preference is i actually really like this
[1:16:01] Voice 7: i like this because from what i've heard from the community which is quite a bit so far
[1:16:09] Voice 7: this these six bullets cover the things that i've been hearing maybe not necessarily in this order
[1:16:17] Voice 7: and maybe this is sort of like principles and goals but I think that's okay at this point
[1:16:24] Voice 7: because you know people we often mix those things up and I think that this um this these six bullets
[1:16:33] Voice 7: here give everyone a lot to focus and think about and I actually think we could go out to the
[1:16:41] Voice 7: community with this like with the grammatical things you know with managing change to manage
[1:16:47] Voice 7: edge and preserving change to preserve and that kind of thing i think we could go out to the
[1:16:52] Voice 7: community with this um we
[1:16:56] Planner Chadwick (probable): susan how do you feel about um looking at uh at toby's op at toby
[1:17:02] Planner Chadwick (probable): providing an option and i'm happy
[1:17:05] Planner Chadwick (probable): that's also a that's so i so i guess the the options right here
[1:17:09] Planner Chadwick (probable): are we go with this option number two is toby creates another option to have a look at and
[1:17:17] Planner Chadwick (probable): and then and then we have another discussion oh well you gotta get it you gotta get it like
[1:17:24] Planner Chadwick (probable): oh yeah you're there there oh
[1:17:31] Planner Chadwick (probable): it's fuzzy and also you're muted toby hi
[1:17:36] Voice 8: i still don't know how to run a zoom meeting
[1:17:38] Voice 8: yeah i i'd love the chance to um unpack it because i think it will afford a more clear
[1:17:47] Voice 8: clear process, actually. But I like what you've done. And Susan agrees with you. So it's, let's
[1:17:54] Voice 8: stick with this, just remove values. I'll provide an option. And then if it doesn't get
[1:18:02] Voice 8: any traction, or it's not helpful, then it can be scrapped.
[1:18:06] Voice 7: Toby, do you want to do you want to say principles and goals, even though, you know,
[1:18:13] Voice 7: like they're not the same thing but it does seem as though there are some goals in here as well
[1:18:18] Voice 7: and do you want to do you want to say that because it's
[1:18:21] Voice 8: almost objectives i keep going back to the
[1:18:24] Voice 8: um because underneath the objectives of the policy statement draft that we're looking at
[1:18:34] Voice 8: oh yeah right objective one is advancing reconciliation for yeah
[1:18:38] Voice 7: we might as well
[1:18:39] Voice 7: and if we do stick well and policy statement
[1:18:41] Planner Chadwick (probable): i mean it's so interesting because you can
[1:18:43] Planner Chadwick (probable): again go back and forth on these definitions and I I have to feel I feel like it was like a bit of a
[1:18:49] Planner Chadwick (probable): it was a bit of a mini um um like education experience for me to try and nail like these
[1:18:56] Planner Chadwick (probable): things uh what's a goal what's an objective and I
[1:18:59] Planner Chadwick (probable): mean I sort of come back to you and what
[1:19:02] Planner Chadwick (probable): like so if if your objective is um advancing reconciliation um on a broader in a broader
[1:19:13] Planner Chadwick (probable): sense from a like you know and I guess that I guess that is measurable to its
[1:19:20] Planner Chadwick (probable): certain extent but the way that I'm I'm looking at it in a very practical way
[1:19:24] Planner Chadwick (probable): and how these ultimately where we go with the policies can be translated into
[1:19:30] Planner Chadwick (probable): land use like regulations and and also processes right so I come back to if we
[1:19:40] Planner Chadwick (probable): we start to, if we think about objectives in terms of the actual steps, right?
[1:19:46] Planner Chadwick (probable): So your, your, again, your, your principle is, is, is kind of framing out the direction
[1:19:53] Planner Chadwick (probable): you want to go.
[1:19:54] Planner Chadwick (probable): Your goal is that measurable thing in the future that you want to achieve.
[1:19:59] Planner Chadwick (probable): And your objective is informing the steps you need to take.
[1:20:05] Voice 8: I think you're right, Nerissa.
[1:20:07] Voice 8: um uh and i yes because a goal is kind of like a direction it's a little bit it doesn't have
[1:20:19] Voice 8: necessarily an end point it's a we're going in this direction to protect and preserve and restore
[1:20:25] Voice 8: biodiversity an objective is this is how i will do it and i will know that i've achieved it
[1:20:32] Voice 8: you know through this objective it is more measurable so i do agree with your um
[1:20:39] Voice 8: um your little uh not little but the the layout here um i am struggling with how the policy
[1:20:48] Voice 8: statement draft has laid things out and how that's going to mesh
[1:20:53] Planner Chadwick (probable): but well the other thing i'll
[1:20:55] Planner Chadwick (probable): mention is i i in in setting these these principles however we want to call them up i and also looking
[1:21:03] Planner Chadwick (probable): at how they relate to draft table of contacts I was also studying the policy
[1:21:09] Planner Chadwick (probable): statement and how this all relates to the policy statement as well the draft
[1:21:15] Planner Chadwick (probable): policy statement right because things could change but and luckily the the
[1:21:21] Planner Chadwick (probable): data that we received from the community the things that come out are very
[1:21:28] Planner Chadwick (probable): related to the things that came that that are identified in the policy
[1:21:33] Planner Chadwick (probable): statement so it's not much of a departure to look at how at how those things can be integrated and
[1:21:40] Planner Chadwick (probable): that's essentially what you've got here is it's an integration of those things so some of the
[1:21:46] Planner Chadwick (probable): language i have um taken some of the logic language that reflected the community's input
[1:21:54] Planner Chadwick (probable): input has been i've shifted the language slightly to also um connect with the policy statement
[1:22:03] Planner Chadwick (probable): language so this sustainable inclusive and resilient communities is very much influenced
[1:22:11] Planner Chadwick (probable): by the language and the policy statement it's
[1:22:20] Voice 8: uh it's really tricky we're just it's super tricky
[1:22:23] Planner Chadwick (probable): through
[1:22:23] Voice 8: this so i don't know if there's a
[1:22:25] Voice 8: right and wrong and like you said i
[1:22:27] Planner Chadwick (probable): don't think there
[1:22:27] Planner Chadwick (probable): there is a, no, there's no right and wrong here. There's, there's a, yeah, yeah, no, this is.
[1:22:34] Voice 8: Will communicate most effectively. And I guess what I'm most concerned about is maintaining,
[1:22:41] Voice 8: it's particularly the word resiliency. Like I love having that large bucket of what does a
[1:22:49] Voice 8: resilient community look like? What does a resilient ecosystem look like? What is a resilient,
[1:22:54] Voice 8: um um you know access to food that that so i don't like to see resilience just limited to
[1:23:06] Voice 8: well
[1:23:06] Planner Chadwick (probable): i mean that's interesting actually where you're coming from because where my head goes
[1:23:10] Planner Chadwick (probable): is like how does how does your neighbor comment on resilience of course we want resilience yes
[1:23:16] Planner Chadwick (probable): please right so but can they but if you break it down into like you know there's the ecosystem
[1:23:27] Planner Chadwick (probable): system resilience there's you know of course everybody wants a community that's resilient
[1:23:32] Planner Chadwick (probable): but if but but can they think about resilience in that holistic way if you're looking for comments
[1:23:40] Planner Chadwick (probable): from the the public is it is it possible for everybody to think about it completely in that
[1:23:45] Planner Chadwick (probable): holistic way or is the breaking down of it easier for people to understand if they if they have
[1:23:51] Planner Chadwick (probable): have particular interest in in biodiversity ecosystems then that's
[1:23:56] Voice 8: exactly it you would
[1:23:57] Voice 8: list it you're not just going to leave five words up there and say these are our guiding principles
[1:24:01] Voice 8: it's like here's the principle and what does it how does it shape this policy area so
[1:24:08] Voice 5: yeah how
[1:24:10] Voice 8: How does stewardship shape terrestrial and marine ecosystem enhancement?
[1:24:18] Voice 8: How does equity shape land use planning?
[1:24:26] Voice 8: So anyway,
[1:24:27] Planner Chadwick (probable): I just needed one.
[1:24:28] Voice 8: I think we
[1:24:28] Planner Chadwick (probable): need to see, yeah, we need to see your ideas, yeah, written down.
[1:24:33] Planner Chadwick (probable): And so on that, I'm also adding to my list, rescheduling.
[1:24:40] Planner Chadwick (probable): schedule meeting before we end this meeting we've got to schedule the next meeting you think so
[1:24:47] Planner Chadwick (probable): okay well because like within the next week or so because if you want like again and this comes
[1:24:54] Planner Chadwick (probable): back to what kind of engagement you want and in the in the um the timing of the engagement right
[1:25:00] Planner Chadwick (probable): so if you want to have the community engage in a broader level discussion about principles then
[1:25:09] Planner Chadwick (probable): then we have the opportunity to do that.
[1:25:13] Planner Chadwick (probable): Over the summertime is usually is the better time,
[1:25:15] Planner Chadwick (probable): I think, because people are out and about stuff,
[1:25:18] Planner Chadwick (probable): but well, you guys know your community better.
[1:25:21] Planner Chadwick (probable): If you wanna like, you know, I mean,
[1:25:25] Planner Chadwick (probable): the timing is all up to you essentially, right?
[1:25:28] Planner Chadwick (probable): There's an opportunity to use Joanne
[1:25:31] Planner Chadwick (probable): cause we've got her more in the summer
[1:25:34] Planner Chadwick (probable): cause that's what she's, you know,
[1:25:36] Planner Chadwick (probable): we've got her through the summer.
[1:25:38] Planner Chadwick (probable): but again like I mean it's really up to you what you want to engage the community on and and and
[1:25:44] Planner Chadwick (probable): how and when you want to engage them right so if we want to take advantage of summer engagement
[1:25:52] Planner Chadwick (probable): and Joanne's time then we have that opportunity you know we should sort of nail this down pretty
[1:25:58] Planner Chadwick (probable): pretty quickly um um yeah
[1:26:01] Voice 8: let's move on to to that part then if if we're wrapped and then decide if
[1:26:07] Voice 8: we need another meeting maybe okay okay
[1:26:10] Planner Chadwick (probable): um all right so the next part is that's where i think
[1:26:17] Planner Chadwick (probable): that's where we're moving isn't it um is the engagement plan so yeah so again like i was
[1:26:26] Planner Chadwick (probable): thinking through engagement and and um i think there's a couple of things that are important
[1:26:32] Planner Chadwick (probable): like one is um for the community to understand uh the process and for this process to be very
[1:26:40] Planner Chadwick (probable): transparent i think we've been really good about that um to date and so we want to maintain that
[1:26:45] Planner Chadwick (probable): transparency and so with the um um if we're establishing these these guiding principles
[1:26:53] Planner Chadwick (probable): then it's a it's an opportunity to to share them and it you know again it's like what kind of engagement do you want, do you want them to just to be shared, do you want the community have an opportunity to comment.
[1:27:07] Planner Chadwick (probable): I've assumed that you're interested in, in, in having allowing an opportunity for the community to comment on, on the principles whatever we put out there.
[1:27:19] Planner Chadwick (probable): i'm just going to call on principles because i'm leaving going back and forth on words
[1:27:22] Planner Chadwick (probable): um that list of things whether it's the one that that you've got in front of you or
[1:27:27] Planner Chadwick (probable): something that emerges based on uh toby's brilliant uh um suggestions
[1:27:35] Planner Chadwick (probable): um it's all good i i think i think i think it's all good right like i mean
[1:27:40] Planner Chadwick (probable): ultimately it's hard
[1:27:42] Voice 8: really tough stuff and words mean different things to different people
[1:27:45] Voice 8: I will
[1:27:47] Planner Chadwick (probable): also tell you this yeah I've been I've been um I've been I'm very connected to the
[1:27:54] Planner Chadwick (probable): Victoria City Victoria planners and they're going through their OCP process and um they have like
[1:28:02] Planner Chadwick (probable): 20 staff um engaged in figuring this stuff out essentially right they get these they have these
[1:28:12] Planner Chadwick (probable): these little huddles if they're trying to figure out work through a principle I can't quite nail
[1:28:17] Planner Chadwick (probable): this down what do you want they'll call everybody together and have a huddle and workshop it and
[1:28:22] Planner Chadwick (probable): you know so we're we're very limited in it's so it's so interesting yeah they've they've got a
[1:28:29] Planner Chadwick (probable): population of you know whatever 300,000 but the process is the same and so we're working through
[1:28:37] Planner Chadwick (probable): this process with very limited resources in comparison so it was quick so it is difficult
[1:28:46] Voice 6: it's
[1:28:46] Planner Chadwick (probable): very it's very difficult right and so um i think you guys are doing an amazing job like you
[1:28:52] Planner Chadwick (probable): you take on a whole lot more um responsibility because of the the nature of the way we we work
[1:29:01] Planner Chadwick (probable): right so yeah so
[1:29:02] Voice 8: thank you i think this this will i want to get it right because i think gabriela is
[1:29:08] Voice 8: again going to lead the way where the right size population that we can actually consult
[1:29:14] Voice 8: with diverse groups and get really good feedback but it's big enough that we've got that diversity
[1:29:23] Voice 8: and so this is it is really crucial that we I think understand and pilot a good framework
[1:29:33] Voice 8: work that other LTCs can follow. So I don't want to just rush this and I
[1:29:39] Voice 5: want to see
[1:29:40] Voice 8: how it fits
[1:29:41] Voice 8: with the policy statement as that evolves a little bit. So that may be a bit of a process to watch.
[1:29:48] Voice 8: So thanks for your patience on this. Yeah, well,
[1:29:52] Planner Chadwick (probable): I mean, I really appreciate both of you and your
[1:30:00] Planner Chadwick (probable): commitment to to really like moving through this in a way that we do make sure that it it you know
[1:30:06] Planner Chadwick (probable): we think through everything and that that that we're not um we're we're i mean this is going to
[1:30:13] Planner Chadwick (probable): be a model for other other um ltcs and um i mean it's it's i feel like we've got a really great
[1:30:20] Planner Chadwick (probable): team so um let's just keep keep moving ahead on this and again like keep just keeping everything
[1:30:27] Planner Chadwick (probable): everything really transparent and open and discussing everything through because I want
[1:30:31] Planner Chadwick (probable): to make sure we're all on the same page together as we move through it all and and also so
[1:30:36] Planner Chadwick (probable): that um um you know you're working with your community and and you're able to keep them
[1:30:41] Planner Chadwick (probable): really clearly informed with you know where things are at and how things are moving and
[1:30:46] Planner Chadwick (probable): all that kind of thing so um so yeah so I sort of see the engagement um and the the
[1:30:53] Planner Chadwick (probable): the they're being sort of two two stages um of of engagement and so the one is what we've just
[1:31:01] Planner Chadwick (probable): been discussing is the the principles and that and that's where we would have um um like outreach
[1:31:08] Planner Chadwick (probable): at um like sort of pop out pop-up um engagement at uh markets saturday markets uh through the
[1:31:16] Planner Chadwick (probable): summer we've got joanne who's who's on island who's able to um uh to go to the it seems like
[1:31:23] Planner Chadwick (probable): there's a variety of weekly events in the community as well so she can go wherever you'd like her to
[1:31:29] Planner Chadwick (probable): go essentially um and encourage people to um uh to do the survey the survey is going to be very
[1:31:35] Planner Chadwick (probable): it'll be a very simple survey and she could do the work to sit down with people to go through
[1:31:42] Planner Chadwick (probable): the survey she could have paper surveys that she can later input like all of that sort of thing
[1:31:48] Planner Chadwick (probable): um um so there's that opportunity um because she's on island we're really fortunate um and i
[1:31:54] Planner Chadwick (probable): that's why you know we should really take take advantage of that because um and this is where
[1:31:59] Planner Chadwick (probable): i really want um to have your input on on you know if there are particular places you think
[1:32:04] Planner Chadwick (probable): she should go like should she go to the soccer tournament and and and chat to the parents or
[1:32:10] Planner Chadwick (probable): whatever that that sort of thing that's the kind of information that we need from you
[1:32:14] Planner Chadwick (probable): um like right now we're looking at um um you know pop-up market the market pop-ups um um some of the
[1:32:22] Planner Chadwick (probable): events that are on the you know that we can they're on the website different various websites
[1:32:27] Planner Chadwick (probable): like the brickyard concerts and wednesday markets and um and joanne is very happy to go with um
[1:32:33] Planner Chadwick (probable): So,
[1:32:34] Voice 7: does that include the Saturday markets, Nerissa?
[1:32:37] Voice 7: Yeah.
[1:32:37] Voice 7: Because those have a lot of people attending.
[1:32:40] Voice 7: Yeah.
[1:32:41] Planner Chadwick (probable): So, the Saturday markets, we're thinking of having a table and we'll actually have, like, boards with the principals on.
[1:32:48] Planner Chadwick (probable): And so, we can engage people in a couple of different ways.
[1:32:54] Planner Chadwick (probable): We can actually have discussions with them, have them write stuff on stickies and that sort of thing and also direct them to the survey.
[1:33:02] Planner Chadwick (probable): because some people like to do that on a survey but the so that'll be the opportunity to have
[1:33:06] Planner Chadwick (probable): those conversations and it would be great if the two of you could show up you know every so often
[1:33:11] Planner Chadwick (probable): as well um and we can put we can put together a schedule um and uh and what we were thinking the
[1:33:17] Planner Chadwick (probable): first one could be july the 20th i think it was the 20th
[1:33:21] Voice 7: yeah so the reason i wanted to get this
[1:33:23] Voice 7: going is because i was thinking specifically of the saturday markets and of course the sunday
[1:33:28] Voice 7: markets at silver bay and so the sooner we can get this out there the more feedback we're going
[1:33:35] Voice 7: to get during a really busy time here when people are out and about and we do have these scheduled
[1:33:41] Voice 7: events so that's partly why i just kind of want to get it out there
[1:33:46] Voice 8: so yeah just a note on that
[1:33:48] Voice 8: that the 20th um i wouldn't be able to attend the dust and bones film is that's the that's the date
[1:33:56] Voice 8: for the dust and bones film at the phoenix auditorium and elder geraldine matson and butch
[1:34:02] Voice 8: and a few others will will be there and it's a morning session so i don't know if susan you're
[1:34:07] Voice 8: available for the 20th and we could take alternate saturdays kind of thing um but yeah
[1:34:13] Voice 7: i have visitors
[1:34:14] Voice 7: coming but i'm sure they'd be happy to go to the market with me let's
[1:34:18] Voice 8: get started as soon as
[1:34:20] Voice 8: possible for sure okay so so the
[1:34:22] Planner Chadwick (probable): the 20th feels good for us our starting date and that's where i
[1:34:26] Planner Chadwick (probable): I would come, I won't necessarily be able to come up
[1:34:28] Planner Chadwick (probable): for each one, but I'll come for that one.
[1:34:30] Planner Chadwick (probable): And with Joanne and essentially Joanne will be our lead.
[1:34:37] Planner Chadwick (probable): Yeah, that's right.
[1:34:38] Planner Chadwick (probable): So that, so we can
[1:34:39] Planner Chadwick (probable): work through all the kinks together
[1:34:42] Planner Chadwick (probable): and then, and like I said,
[1:34:44] Planner Chadwick (probable): like we're envisioning having boards up and, you know,
[1:34:47] Planner Chadwick (probable): handing out our, what we heard report and other materials.
[1:34:53] Voice 8: We'll definitely have to check.
[1:34:56] Voice 8: There is a, I think you can't do any, like, political electioneering, so as long as this is a community engagement booth, and I've seen, like, the RDN was there with their alternate approval process for the community coordinator, so I think it's fine.
[1:35:19] Voice 8: I just think you can't actively lobby people.
[1:35:24] Voice 8: I
[1:35:24] Planner Chadwick (probable): can't say, keep Toby and Susan, because they'll see this through.
[1:35:29] Planner Chadwick (probable): Toby and Susan to 2050!
[1:35:33] Voice 7: Okay, segue.
[1:35:34] Voice 7: You know, my line on that one, I'll be dead.
[1:35:37] Voice 7: Let's not think about the future.
[1:35:39] Voice 7: Okay,
[1:35:40] Planner Chadwick (probable): well, that's good. So we're good on that.
[1:35:41] Planner Chadwick (probable): That's great.
[1:35:43] Planner Chadwick (probable): So that's the first engagement piece. And then, and so this is where we need to have a
[1:35:47] Planner Chadwick (probable): bit of a discussion so um um so i'm thinking about i've been thinking about and i've been
[1:35:55] Planner Chadwick (probable): having conversations with robert who you know who's familiar with ocp process he's like the
[1:36:00] Planner Chadwick (probable): only one who's ever actually done a whole a full ocp um the last guy here that's done a full ocp
[1:36:09] Planner Chadwick (probable): um actually david marler probably has too but he's uh he's not engaged in the planning stuff
[1:36:15] Planner Chadwick (probable): right now um so um so we've come up with um with three with three options um i think it's important
[1:36:24] Planner Chadwick (probable): it's important to have to have some discussion about very specific topics
[1:36:31] Planner Chadwick (probable): that um like when i thought and i i may not have nailed them for you um page three of the report
[1:36:37] Planner Chadwick (probable): has the list of topics um but these are the topics as i was thinking through some of the
[1:36:45] Planner Chadwick (probable): feedback we've got so far and some of the the questions that that have been emerging um um
[1:36:53] Planner Chadwick (probable): related to some of the the challenges that you may be um facing with um different perspectives on
[1:37:01] Planner Chadwick (probable): um um some of the existing policies like density bank density transfer um some of the conversations
[1:37:08] Planner Chadwick (probable): you know the housing policy stuff like i think there's some things that need to be
[1:37:13] Planner Chadwick (probable): you need to have some very focused discussion on and unless you do if you don't do that then
[1:37:17] Planner Chadwick (probable): i think it's going to be very challenging to because some of these things are very
[1:37:23] Planner Chadwick (probable): very broad and they kind of inform the whole ocp in some ways um and so um i've the topics that
[1:37:33] Planner Chadwick (probable): i've identified on on page three so there's i put cultural heritage preservation at the top but that
[1:37:38] Planner Chadwick (probable): that that's really that's the work with uh with the nation um that is their that is their piece
[1:37:46] Planner Chadwick (probable): and um and and and that's you know we'll we'll be having some discussion with that but it's
[1:37:52] Planner Chadwick (probable): really clear to me again the work that i've been doing with um comox um it's it's uh it's been
[1:37:59] Planner Chadwick (probable): really helpful in understanding at least their interests in in in uh cultural heritage
[1:38:05] Planner Chadwick (probable): preservation and so i think um when i engage with um sunamook staff well i'll talk a little bit
[1:38:11] Planner Chadwick (probable): about um about that piece i'm
[1:38:14] Voice 8: just a little lost you're referring to page three and topics and i'm
[1:38:18] Voice 8: i don't oh
[1:38:19] Planner Chadwick (probable): yeah sorry so the staff report the the the staff report piece so we've got staff
[1:38:25] Planner Chadwick (probable): report and then we got the appendix those
[1:38:27] Voice 8: are the topics yeah sorry
[1:38:29] Voice 8: page four of the agenda for
[1:38:31] Voice 8: for anybody who's following yeah actually
[1:38:32] Voice 8: got it i could i could
[1:38:34] Planner Chadwick (probable): would it be helpful for me to bring
[1:38:35] Planner Chadwick (probable): it up or sure
[1:38:36] Voice 8: yeah i think i want to
[1:38:38] Planner Chadwick (probable): do that thanks uh
[1:38:40] Planner Chadwick (probable): where did my report go okay here it is
[1:38:43] Planner Chadwick (probable): okay let me bring it up and
[1:38:44] Voice 7: while you're doing that narisa i i thought we got rid of the density
[1:38:48] Voice 7: thing i don't
[1:38:50] Planner Chadwick (probable): believe we have i think it was on your list that
[1:38:53] Voice 8: was a minor project to review the
[1:38:55] Voice 8: the density bank i believe from last term and then we had
[1:39:00] Voice 7: a discussion about it we thought well
[1:39:03] Voice 7: it just doesn't serve the purpose that it's supposed to do but we could talk i mean i'm
[1:39:09] Voice 7: happy to talk about it again doesn't really matter to me but
[1:39:12] Voice 8: it's going to come up that's
[1:39:13] Voice 8: that's the thing it's it is the it's one of the critical tools that this many members feel it's um
[1:39:22] Voice 8: And in fact, Denman just used their density bank.
[1:39:27] Voice 8: Like we might want to look at other examples.
[1:39:29] Voice 8: They're
[1:39:30] Planner Chadwick (probable): also getting rid of it.
[1:39:31] Voice 8: Oh, are they?
[1:39:32] Planner Chadwick (probable): Yeah.
[1:39:32] Planner Chadwick (probable): So this is where.
[1:39:34] Planner Chadwick (probable): Because
[1:39:35] Voice 7: it's not effective.
[1:39:36] Voice 7: It just does not seem effective in what we want it to do.
[1:39:40] Planner Chadwick (probable): Well, and this is why you need it as a focus conversation.
[1:39:43] Voice 7: Totally.
[1:39:44] Planner Chadwick (probable): Because when I look, when I started looking at it,
[1:39:48] Planner Chadwick (probable): I was just like, there are things it's going to be.
[1:39:51] Planner Chadwick (probable): if there are other things you like depending on where you want to go with your housing policy
[1:39:54] Planner Chadwick (probable): i mean it's all it's all it's all related right and and and the both the density transfer
[1:40:01] Planner Chadwick (probable): and the density bank are very um kind of narrow uh narrowly defined tools and very limiting tools
[1:40:10] Planner Chadwick (probable): um and so i think it it it requires a really good focus discussion so for each one of these topics
[1:40:19] Planner Chadwick (probable): my intention is to provide a bit of a report like some background some of the background what
[1:40:26] Planner Chadwick (probable): exists in the existing OCP what and what and what some of the questions are and that material
[1:40:36] Planner Chadwick (probable): is what I intend to have on the website so that people can go in get the background understand
[1:40:42] Planner Chadwick (probable): understand the context and the questions and and provide their their comments and so um the meat
[1:40:50] Planner Chadwick (probable): of it really starts in October but we've got um the suitable land analysis is going to be I think
[1:40:55] Planner Chadwick (probable): very helpful for you um to understand and also for the community to understand that tool and and the
[1:41:01] Planner Chadwick (probable): data we have have um available to us and how it can be used in um throughout the whole process
[1:41:11] Planner Chadwick (probable): really i
[1:41:12] Voice 7: love the order of these topics i just think that they yeah i just think that they're
[1:41:19] Voice 7: they will really engage people i think so i'm really happy with the topics okay
[1:41:26] Planner Chadwick (probable): yeah and yeah
[1:41:27] Planner Chadwick (probable): let me know if you see if anything's missing on here
[1:41:31] Voice 8: i i concur i think um although i would
[1:41:36] Voice 8: bring up parks recreation and transportation a little earlier um it's um just because
[1:41:46] Voice 8: transportation the transportation society has just gotten going and i think by december i think
[1:41:55] Voice 8: yeah i want to have that conversation a little earlier but yeah i like i like the order start
[1:42:02] Voice 8: start with suitable land analysis sorry water balance ecosystem policy environmental dpa
[1:42:09] Voice 7: and should the
[1:42:11] Voice 7: density bank and density transfer go on no i guess not because you can do it for
[1:42:18] Voice 7: things other than housing so yeah yeah
[1:42:21] Planner Chadwick (probable): i put it there because i thought it's related to the
[1:42:25] Planner Chadwick (probable): ecosystem policies and the housing policy so depending on where you get with that discussion
[1:42:29] Planner Chadwick (probable): and where you get with the housing policy discussion that'll probably inform where you
[1:42:34] Planner Chadwick (probable): want to go with your density transfer and density bank yeah
[1:42:38] Voice 8: uh so right there and um
[1:42:41] Voice 8: the ltc will need to confirm interest in allocating 2025-26 budget to dpa work
[1:42:46] Voice 8: can we confirm that right now yeah
[1:42:49] Planner Chadwick (probable): we can we've got it on the list great yes you have to move a
[1:42:52] Planner Chadwick (probable): motion okay by the end of this meeting um i'm
[1:42:56] Voice 7: just doing a
[1:42:56] Planner Chadwick (probable): time check we are looking like we're going
[1:42:58] Planner Chadwick (probable): over is that gonna work with you I
[1:43:00] Voice 7: have to leave at about 10 after 3 if that's
[1:43:04] Voice 7: okay okay
[1:43:04] Planner Chadwick (probable): let's rock on through and get to our resolution because we've got to
[1:43:08] Planner Chadwick (probable): get to the resolutions okay so so the decision that you need to make and I
[1:43:14] Planner Chadwick (probable): might as well bring up the where we okay so here we go so so I've identified so
[1:43:24] Planner Chadwick (probable): I so in terms of like how we talk about those topics and how you engage the
[1:43:28] Planner Chadwick (probable): community on those topics there's there's three options one of them the first one and the one
[1:43:34] Planner Chadwick (probable): that i am recommending is that you have special ltc meetings um if you have special ltc meetings
[1:43:42] Planner Chadwick (probable): related to each topic that'll allow you to make decisions right away and that means that i can go
[1:43:49] Planner Chadwick (probable): and start to draft policy if you're able to make decisions at those meetings and so setting those
[1:43:56] Planner Chadwick (probable): those meetings up like i said will involve doing uh setting up some background information there'll
[1:44:02] Planner Chadwick (probable): be a page a web page designated for each um for each topic and that and it'll identify like i said
[1:44:13] Planner Chadwick (probable): what the ocp currently supports some of the ideas that have been uh um being considered like for
[1:44:21] Planner Chadwick (probable): for example, you've got your housing APC, they've given you some recommendations. So those would be
[1:44:27] Planner Chadwick (probable): captured on that page related to housing. And I'd probably seed it with a few questions that
[1:44:33] Planner Chadwick (probable): need to be discussed. And there would be an opportunity for the public to provide their
[1:44:42] Planner Chadwick (probable): feedback on those topics through the webpage. And so what we're also suggesting is we have
[1:44:49] Planner Chadwick (probable): the opportunity because we do have some budget public engagement budget and we have Joanne
[1:44:55] Planner Chadwick (probable): on island and we have the opportunity to extend her a couple days a week through the fall and
[1:45:02] Planner Chadwick (probable): she could play a role of engaging because I know there's been some conversation around
[1:45:11] Planner Chadwick (probable): engaging with people who may not otherwise find their way to the website or
[1:45:17] Planner Chadwick (probable): or have that easily and may have a lot to share.
[1:45:23] Planner Chadwick (probable): So this would be where if groups can be identified,
[1:45:30] Planner Chadwick (probable): that would be useful for,
[1:45:33] Planner Chadwick (probable): to have a face-to-face conversation with,
[1:45:36] Planner Chadwick (probable): or to be assisted through some questions
[1:45:41] Planner Chadwick (probable): relating to specific themes.
[1:45:42] Planner Chadwick (probable): There's an opportunity to use Joanne,
[1:45:45] Planner Chadwick (probable): But what that will require is that you identify these groups or you identify how we identify these groups because we'd have to figure that out.
[1:45:57] Planner Chadwick (probable): If we're going to do this additional outreach, like how do we identify who we outreach to?
[1:46:01] Planner Chadwick (probable): So that's sort of a question that I'd put out to you.
[1:46:04] Planner Chadwick (probable): And I'd say that that opportunity would be available in each one of these options that have been identified here.
[1:46:16] Planner Chadwick (probable): So option number one being it would be monthly meetings with trustees or however they pan out.
[1:46:22] Planner Chadwick (probable): Like we'd have to see what's necessary and what works.
[1:46:25] Planner Chadwick (probable): But I think at first we could be scheduling the monthly.
[1:46:31] Planner Chadwick (probable): The next option would be for open community meetings. So instead of an LTC meeting, where it's, and also at an LTC meeting, you know, public, it would be, they'd be special meetings of the LTC, they'd be open to the public, there'd be an opportunity for public to submit letters ahead of time.
[1:46:52] Planner Chadwick (probable): there'd be an opportunity for them to sign up to speak at the you know so so if we there's
[1:46:58] Planner Chadwick (probable): an opportunity for individuals to speak at the meetings as well so um that that the the at the
[1:47:06] Planner Chadwick (probable): topic focused um community meetings would would not be a a decision-making meeting for the ltc
[1:47:13] Planner Chadwick (probable): it would be a open house with the community that's an opportunity you could you know you could be
[1:47:20] Planner Chadwick (probable): organized in all kinds of ways um you could be doing you know table discussions you could be
[1:47:25] Planner Chadwick (probable): doing larger discussions what have you all of that data would be collected and then brought
[1:47:30] Planner Chadwick (probable): back to the ltc so so the ltc would need to then considering and all of the information that was
[1:47:38] Planner Chadwick (probable): provided by those community um uh through the community meeting so there's a that takes a
[1:47:45] Planner Chadwick (probable): little bit that would take a little bit more time simply because staff would need to take all of the
[1:47:49] Planner Chadwick (probable): the information that was gathered both online and would have to organize these meetings
[1:47:56] Planner Chadwick (probable): and also synthesize the information that was gathered at that.
[1:48:02] Planner Chadwick (probable): And then at a later date, that information would be brought back to the LTC at their
[1:48:06] Planner Chadwick (probable): regular meeting.
[1:48:07] Planner Chadwick (probable): Yep.
[1:48:07] Planner Chadwick (probable): Toby.
[1:48:09] Voice 8: So I just want to pause you there.
[1:48:11] Voice 8: So I see the value of both option one and option two, and you probably know what I'm
[1:48:17] Voice 8: going to say is I want a hybrid.
[1:48:20] Voice 8: But for specific topics, and I'll give you an example. So September, you've got this topic of suitable land analysis and water balance. It's probably not possible for Peter and I to fit in an additional meeting with UBCN, Trust Council, Executive Committee, everything else.
[1:48:42] Voice 8: that might be a good topic for a community open house followed by a focused meeting with the LTC
[1:48:54] Voice 8: just for that one and kind of to launch the process because I think that's more of an
[1:49:00] Voice 8: that's an opportunity to explain to explore how does land suitability analysis work and give
[1:49:08] Voice 8: people some food for thought and I don't know if we'd be ready to make a decision in that meeting
[1:49:13] Voice 8: but generally I would like to move through this with special LTC meetings and explore the
[1:49:23] Voice 8: possibility of having them some of them in the late afternoon or evenings I don't know if staff
[1:49:30] Voice 8: is possible and then secondly rather like have a community open house maybe at the beginning
[1:49:36] Voice 8: community open house maybe midway through like with the parks recreation transportation one
[1:49:42] Voice 8: perhaps that's a good one um but when we get to housing policies for instance i would really like
[1:49:50] Voice 8: to have a focus group specifically of young families and working age people and that could
[1:49:57] Voice 8: be held at ground up um with food so it's not necessarily a open to all the community it's a
[1:50:04] Voice 8: focus group because we want to hear from this group that it's a targeted outreach so I think
[1:50:14] Voice 8: each topic is going to need not necessarily a different approach I favor option one just looking
[1:50:21] Voice 8: at things right now because I want to make decisions and move through and I think I think
[1:50:25] Voice 8: we can do that with some of these topics maybe two community meetings or open houses on some of
[1:50:32] Voice 8: the broader topics to solicit lots of feedback and then some focus groups to really gather
[1:50:43] Voice 8: feedback from underserved or folks that are not going to come to a community meeting that's my
[1:50:49] Voice 8: main concern is I really want young families working age people to be able to participate
[1:50:54] Voice 8: and they're just not going to come to we saw that with the visioning meeting you know the average
[1:51:00] Voice 8: age the age was 55 plus and there was only one person who had school-aged children so targeted
[1:51:07] Voice 8: focus groups for specific topics is is what i want and i don't favor uh focus special apcs
[1:51:13] Voice 8: option three i think it's just way too much um administration and work to set up so those are
[1:51:21] Voice 8: my thoughts yeah
[1:51:22] Planner Chadwick (probable): so what i'm thinking um toby's we can we can we can what we can do is we can
[1:51:27] Planner Chadwick (probable): amend that recommendation to include you know additional community meetings and focus groups
[1:51:34] Planner Chadwick (probable): for specific topics and what I would ask of both of you is if you could send me your thoughts on
[1:51:45] Planner Chadwick (probable): on what those specific focused focus groups could be so that I can put together a set of options
[1:51:55] Planner Chadwick (probable): um and then and then we can um then we can have a like a sort of a clear game plan is that
[1:52:04] Voice 7: narissa and toby i also like i like toby i like kind of both of them so you know because in some
[1:52:12] Voice 7: cases one would be better than another so yeah yeah
[1:52:17] Planner Chadwick (probable): so this is what i'm saying just in the
[1:52:19] Planner Chadwick (probable): interest of time because i i know you've got only 15 minutes here um if you could each write to me
[1:52:24] Planner Chadwick (probable): um independently um and then i'll put together a list of all and then and then um and then we can
[1:52:32] Planner Chadwick (probable): um decide on on the i can i could put together like a um an option for that would um address
[1:52:42] Planner Chadwick (probable): that interest that does that that sound good
[1:52:46] Voice 8: so when do you want to do we need another special
[1:52:49] Voice 8: meeting and then we can bring those options to you before then yeah
[1:52:53] Planner Chadwick (probable): well i think once you're next uh
[1:52:56] Planner Chadwick (probable): ltc meeting it's
[1:52:57] Voice 8: not till august i think we're not
[1:52:59] Planner Chadwick (probable): okay so we could organize another special meeting
[1:53:02] Voice 4: through the chair um toby um in terms of a special meeting prior to your anticipated
[1:53:11] Voice 4: uh breakout to the community for july 20th um just a couple things to consider is that the
[1:53:19] Voice 4: the there has to be 48 hours notice given to the public of the meeting uh the ledge clerk is away
[1:53:27] Voice 4: next week. And over the next two weeks, there's seven LTC and trust council meetings that the
[1:53:34] Voice 4: meeting administrator has to attend.
[1:53:38] Planner Chadwick (probable): Thanks for pointing out those logistical challenges. And
[1:53:41] Planner Chadwick (probable): actually, I don't think we would need a meeting before the 20th, because I think you've decided
[1:53:47] Planner Chadwick (probable): that we're good for the first phase of engagement. So really, we're talking about the second phase
[1:53:51] Planner Chadwick (probable): of engagement and so i actually think the august ltc meeting might work in terms of um just the
[1:53:59] Planner Chadwick (probable): scheduling of that uh second phase of engagement so
[1:54:06] Voice 8: we're looking at august 8th for discussion on
[1:54:10] Voice 8: second phase of engagement um but maybe what lisa's referring to is we did talk about do we
[1:54:20] Voice 8: we need to have another meeting to hash out sort of a different draft of
[1:54:24] Voice 8: principles.
[1:54:27] Voice 8: And that would have to be done before the 20th.
[1:54:30] Planner Chadwick (probable): Oh, that's right. Yes. That is a good point.
[1:54:37] Planner Chadwick (probable): Yes.
[1:54:39] Planner Chadwick (probable): Let me just think about that.
[1:54:44] Planner Chadwick (probable): Yeah,
[1:54:44] Planner Chadwick (probable): because we do need to have an agreement on,
[1:54:50] Planner Chadwick (probable): on what we put in front of the public.
[1:54:58] Planner Chadwick (probable): And then
[1:55:00] Voice 8: time to draft materials.
[1:55:03] Voice 8: Yeah,
[1:55:03] Planner Chadwick (probable): that's the key thing, is that we'd have to get that information together fairly quickly if we're going to launch July 20th.
[1:55:15] Planner Chadwick (probable): um so i think given what lisa's just said um the the opportunity to have a special meeting
[1:55:27] Planner Chadwick (probable): it it sounds like we wouldn't really be able to do that so alternatively
[1:55:33] Planner Chadwick (probable): um and we need to have some you need to have some discussion so we couldn't
[1:55:37] Planner Chadwick (probable): we couldn't do a resolution without meeting related to the
[1:55:42] Planner Chadwick (probable): endorsement of those so um
[1:55:46] Planner Chadwick (probable): So I sort of then go back to this option of that we just put out what we have and then let the process evolve and the other considerations be integrated in the in the end product.
[1:56:07] Planner Chadwick (probable): product so
[1:56:08] Voice 8: we're asking the public potentially on the 20th um what are they you said a simple
[1:56:16] Voice 8: survey is it do you agree or disagree with this set of principles
[1:56:21] Planner Chadwick (probable): no it's basically what resonates
[1:56:23] Planner Chadwick (probable): which ones resonate with you uh
[1:56:26] Voice 8: -huh and
[1:56:27] Planner Chadwick (probable): what what is it about that about those that resonate
[1:56:30] Planner Chadwick (probable): with you and what's missing from the whole list yeah
[1:56:48] Voice 8: okay let's just pause on that for a second
[1:56:50] Voice 8: and i know we've got to make some decisions so maybe we could move through the other stuff before
[1:56:56] Voice 8: yeah
[1:56:56] Planner Chadwick (probable): let's go yeah we can let's pause on that and we can move through the other ones
[1:57:00] Planner Chadwick (probable): so
[1:57:00] Voice 8: do we have sort of a consensus on uh building out um more so the focus discussions and topic
[1:57:10] Voice 8: focus meetings susan do you agree that we don't need to form special apcs sorry yeah i do yeah
[1:57:17] Voice 8: Yeah, thanks, Toby. Okay, so we're happy with option one slash a few option twos depending on
[1:57:26] Voice 8: yeah, okay, so we can move on from this and decide on August 3rd, 8th. Yeah, yeah, well,
[1:57:36] Planner Chadwick (probable): yeah, with respect to that, with respect to the scheduling and how you'd like it to go,
[1:57:41] Planner Chadwick (probable): and this is where I'm asking if you could provide me with some suggestions and focus groups and I
[1:57:45] Planner Chadwick (probable): I can come up with uh with with options for you and then you can decide and then we can we can go
[1:57:50] Planner Chadwick (probable): ahead and schedule those meetings yeah
[1:57:52] Voice 7: no it's not yeah no um just because I'm um I'm just thinking
[1:57:58] Voice 7: about so many things right now can you just send us a note telling us exactly yeah totally
[1:58:04] Planner Chadwick (probable): yeah for sure that's great okay so should we move through the recommendations
[1:58:09] Planner Chadwick (probable): recommendations okay so i think like the first one the first one i think is good without changes
[1:58:17] Planner Chadwick (probable): if somebody wants to so
[1:58:22] Voice 8: we we did amend a few things is that we
[1:58:25] Planner Chadwick (probable): did and i've made a note i've
[1:58:26] Planner Chadwick (probable): made note of some of the changes
[1:58:28] Voice 8: as amended as discussed oh yeah as as amended yeah okay sure
[1:58:33] Voice 8: i move that the gabriela island local trust committee approve the project charter for phase
[1:58:38] Voice 8: to the gabriola island official community plan ocp and land use bylaw review project as amended
[1:58:48] Voice 8: second any further discussion all those in favor say hi hi that's carried great and
[1:58:59] Planner Chadwick (probable): then the next
[1:58:59] Planner Chadwick (probable): one would also be as amended okay so i can do
[1:59:02] Voice 7: that one do you want me to move that one yeah
[1:59:04] Voice 7: I move that the Gabriola Island Local Trust Committee approve the Gabriola Visioning 2050 What We Heard Engagement Summary Report as amended.
[1:59:16] Voice 8: One second. Any further discussion? All those in favor, say aye. Aye. That is carried.
[1:59:24] Voice 8: Do you
[1:59:24] Planner Chadwick (probable): want to skip three for now?
[1:59:27] Voice 8: Come back to it?
[1:59:28] Voice 7: it um so you want to do it as amended or well
[1:59:40] Voice 8: i think we do i mean oh sorry three
[1:59:43] Voice 8: so endorsing draft vision principles we
[1:59:49] Planner Chadwick (probable): say draft principles let's take the values out
[1:59:51] Planner Chadwick (probable): yeah
[1:59:52] Voice 8: um but can we just say that i'll produce an alternate
[2:00:00] Voice 8: and you know that's ridiculous sorry well
[2:00:04] Planner Chadwick (probable): susan needs to just yeah needs
[2:00:07] Planner Chadwick (probable): to endorse whatever it
[2:00:09] Planner Chadwick (probable): goes forward to right so that's the that's the challenge is that we need a dialogue yeah i'm
[2:00:17] Voice 8: stuck on this one for a second um let's go to number four we do want to survey and to attend
[2:00:24] Voice 8: community events yeah so yeah i move that the gabriel island local trust committee request
[2:00:29] Voice 8: staff launch a survey and attend community events throughout the summer to provide an opportunity
[2:00:34] Voice 8: for the community to comment on draft principles. I'll second that.
[2:00:39] Voice 7: Moved and seconded. Any further
[2:00:41] Voice 7: discussion? The discussion should include that trustees will attend as possible. Right. Well,
[2:00:53] Voice 8: yeah, we can't direct us. We can direct ourselves to attend.
[2:00:56] Voice 7: Yeah, yeah. I mean, just
[2:00:57] Voice 7: not not
[2:00:58] Voice 8: to include in the motion right okay um all those in favor raise your hand say aye
[2:01:04] Voice 8: that is carried excellent so
[2:01:07] Planner Chadwick (probable): for five i would i would just add um proceed with option one
[2:01:11] Planner Chadwick (probable): um and then with additional uh community meetings and focus groups perfect for specific topics
[2:01:17] Planner Chadwick (probable): perfect
[2:01:18] Voice 3: uh
[2:01:22] Voice 8: i can do that or susan you want to go
[2:01:25] Voice 7: ahead yeah what was that narissa with additional
[2:01:27] Voice 7: with additional
[2:01:28] Planner Chadwick (probable): community meetings and focus groups for specific topics yeah
[2:01:32] Voice 7: and focus groups
[2:01:34] Voice 7: for specific topics okay i can i'll do my best um i move that the gabriela island local trust
[2:01:42] Voice 7: committee request staff proceed with option one um with additional community meetings and focus
[2:01:51] Voice 7: groups for specific topics to support discussions related to specific areas of
[2:01:57] Voice 7: focus for the OCP review and
[2:02:00] Voice 8: I will second that any further discussion all
[2:02:04] Voice 8: those in favor say aye that is carried and so number six is we're going to get
[2:02:14] Voice 8: you some feedback and so this will come back yeah
[2:02:18] Planner Chadwick (probable): you can see yes we can still
[2:02:21] Planner Chadwick (probable): move that i would say that the gabriela local trust committee requests staff um i would say
[2:02:26] Planner Chadwick (probable): just say request staff us uh yeah develop a schedule for um for the topic areas for review
[2:02:35] Voice 8: okay i move that the gabriel island local trust committee requests staff develop a schedule
[2:02:41] Voice 8: uh for topic focused ltc meetings and focus groups based on endorsed priority areas
[2:02:52] Voice 8: for review by
[2:02:54] Planner Chadwick (probable): the ltc by the
[2:02:56] Voice 8: ltc yeah
[2:02:57] Planner Chadwick (probable): yeah okay
[2:02:58] Voice 8: moved and seconded any further discussion
[2:03:00] Voice 8: all is in favor raise your hand to say aye aye that is carried and targeting process divine
[2:03:09] Voice 8: fine yes i like this one
[2:03:15] Voice 8: i move that the gabriella island local trust committee endorsed the development
[2:03:19] Voice 8: of a targeted engagement process designed to bring a diversity of voices into the ltc
[2:03:26] Voice 8: conversations related to specific areas of focus for the ocp i'll second
[2:03:32] Voice 8: that much for that piece
[2:03:34] Voice 8: any further discussion all those in favor say aye and that is carried then
[2:03:40] Planner Chadwick (probable): you've got your
[2:03:41] Planner Chadwick (probable): you have your recommendation for for staff to develop a deep business case to support
[2:03:48] Planner Chadwick (probable): dpa mapping for the so
[2:03:51] Voice 8: the gabriella ltc requests staff to develop
[2:03:56] Voice 8: to develop a budget and business case for DPA work 2025-26.
[2:04:09] Planner Chadwick (probable): Yeah, that's good. That'll work.
[2:04:14] Voice 7: And do we need to say anything about relating to the OCP review or does that matter?
[2:04:19] Voice 7: It's all, it's fine. Yeah.
[2:04:21] Voice 7: I will second that.
[2:04:23] Voice 8: Seconded. Any further discussion? All those in favor, raise your hand to say aye.
[2:04:29] Voice 8: that is carried um okay so back to this
[2:04:35] Voice 6: we've got one minute
[2:04:36] Voice 8: the tricky number three yes
[2:04:42] Voice 8: i i guess if the survey allows okay can we do a survey where people can give um
[2:04:53] Voice 8: you know qualitative feedback they're not just selecting a b or c which resonates most with you
[2:05:00] Voice 8: they can actually say yeah um okay
[2:05:04] Planner Chadwick (probable): that's how it's designed um so the way that it does we can flip it
[2:05:09] Planner Chadwick (probable): to you guys before we've sent it out um the way that it's designed right now is the question is
[2:05:14] Planner Chadwick (probable): which of the following resonate with you and then it is what about and then they get an option if
[2:05:20] Planner Chadwick (probable): they don't have to talk about each one they can talk about the ones that are of most interest to
[2:05:24] Planner Chadwick (probable): them and so what is it about this um about this uh topic that resonates with you and then there's
[2:05:32] Planner Chadwick (probable): another question that is what what is missing from from from from all of from the whole thing
[2:05:39] Planner Chadwick (probable): and and it's they're all open um answers so um so we send it out to you to have a look at
[2:05:58] Planner Chadwick (probable): do we have some thoughts i can see it on your face and susan
[2:06:01] Planner Chadwick (probable): do you have a hard stop at 3 10
[2:06:04] Voice 7: um well kind of yeah as soon as possible i'm yeah i'm
[2:06:17] Voice 7: i'm okay with number three um because it seems like it's kind of we're just endorsing
[2:06:29] Voice 6: and i
[2:06:30] Voice 7: and you know as you pointed out no i said the principles are going to change
[2:06:33] Voice 7: the the values haven't
[2:06:35] Voice 6: the
[2:06:37] Voice 7: principles are probably going to change but i don't think
[2:06:39] Voice 7: the
[2:06:39] Voice 8: principles should change that's that's why it's sticky they are guiding principles they are
[2:06:45] Voice 8: foundational to the
[2:06:47] Voice 7: then we do need to endorse them or not well
[2:06:52] Voice 8: we're getting we're endorsing
[2:06:54] Voice 8: them for feedback so have we heard the community correctly what are we missing um i i guess just
[2:07:05] Voice 8: just for the sake of moving things ahead you know as long as people have a space to
[2:07:10] Voice 8: give feedback and if they're if like i just i find it's weird that reconciliation is not
[2:07:17] Voice 8: a principle like that's what i find bizarre that right i see what
[2:07:24] Voice 8: you know heritage preservation
[2:07:26] Voice 8: right there but that is that is you know collaborative governance is not reconciliation
[2:07:32] Voice 8: reconciliation like that's to me that is foundational and and if we're missing something
[2:07:37] Voice 8: like you know and protection like what are we preserving and protecting well that's limited to
[2:07:44] Voice 8: just cultural heritage um so i do struggle with this as a set of principles and i don't know what
[2:07:55] Voice 8: to do well
[2:07:56] Voice 7: you know it's going out to the community for discussion and you and i are part of the
[2:08:00] Voice 7: community so we can say a lot on this okay
[2:08:06] Voice 8: let's um let's put this out just remove values and
[2:08:14] Voice 8: um we'll see what the community says and i will weigh in as a community member
[2:08:20] Voice 7: okay
[2:08:22] Voice 7: i'll make the motion i moved that the gabriella island local trust committee endorsed the draft
[2:08:27] Voice 7: principles presented at the july 4th 2024 ltc meeting for presentation and discussion with
[2:08:35] Voice 7: the community second any further
[2:08:39] Voice 8: discussion all those in favor say aye that is carried
[2:08:43] Voice 8: yeah yeah
[2:08:45] Voice 8: um
[2:08:47] Planner Chadwick (probable): and i i appreciate i appreciate the challenge toby it
[2:08:51] Voice 8: is i i understand where
[2:08:52] Voice 8: where
[2:08:52] Planner Chadwick (probable): you're coming from absolutely and i do think um you know at this point it's putting
[2:08:59] Planner Chadwick (probable): something out to the community and it'll provide that opportunity to arrive at a different place
[2:09:04] Planner Chadwick (probable): yep
[2:09:05] Voice 8: i think so i think you're right and um we got to have a frame to start with so that's great
[2:09:11] Voice 8: you've done great work narissa i'm so impressed at everything you pulled together it's brilliant
[2:09:16] Voice 8: earlier so congrats on our
[2:09:19] Voice 8: first step of this phase two of the ocp yeah
[2:09:23] Planner Chadwick (probable): well again i mean i
[2:09:24] Planner Chadwick (probable): i think um we've got a great team here so it's it's been it's really great having the two of
[2:09:28] Planner Chadwick (probable): you to work with so we'll keep work we keep moving forward and and uh and yeah we want to get this
[2:09:33] Planner Chadwick (probable): right for totally so yeah so
[2:09:37] Voice 8: just back to the agenda um any further business or can we call
[2:09:41] Voice 8: for adjournment so
[2:09:43] Planner Chadwick (probable): i'm just gonna follow up i'm gonna send a follow-up email to both of you about
[2:09:47] Planner Chadwick (probable): the meetings and and you know who you'd like to see engaged and i think
[2:09:53] Planner Chadwick (probable): that's the only step i've
[2:09:54] Planner Chadwick (probable): got for me and we'll we'll all like
[2:09:57] Voice 8: to see engaged and what events do we want events yeah and then
[2:10:02] Voice 8: what topics require maybe a focus group versus a community yeah that's great yeah
[2:10:07] Planner Chadwick (probable): and we'll send
[2:10:08] Planner Chadwick (probable): And yes, and I'll send a little bit of a draft schedule
[2:10:11] Planner Chadwick (probable): of what we're looking for in terms of the pop-ups
[2:10:14] Planner Chadwick (probable): we've looked at, and then you can fill it in with more.
[2:10:18] Voice 7: Excellent.
[2:10:19] Voice 7: That's great.
[2:10:19] Voice 7: And you guys, my grandson would come and say goodbye,
[2:10:22] Voice 7: but he doesn't have any pants on.
[2:10:24] Planner Chadwick (probable): Well, we wouldn't see the bottom of him.
[2:10:28] Voice 7: You want
[2:10:29] Voice 1: to say hello to grandma's computer?
[2:10:31] Voice 1: You can look, you can see
[2:10:32] Voice 6: yourself on it.
[2:10:34] Voice 1: Oh, well,
[2:10:35] Voice 8: we'll see him again.
[2:10:37] Voice 8: He's busy eating cheese crackers.
