[0:00:27] Voice 12: My name is Christina Evans and I'm elected on Sudea South Pender and I'm the chair of the Trust Programs Committee.

[0:00:32] Voice 12: I want to begin the meeting by acknowledging that we are fortunate to be able to gather

[0:00:37] Voice 12: today in locations across the traditional territories of the Coast Salish people.

[0:00:42] Voice 12: I recognize that I am an uninvited guest residing on beautiful Judea South Pender, and that

[0:00:48] Voice 12: this is the unceded territories of many Coast Salish people.

[0:00:53] Voice 12: As someone who lives, works, and lays on this land, I'm compelled and humbled to acknowledge

[0:00:58] Voice 12: that those who have come before me, those who have provided stewardship to these lands

[0:01:02] Voice 12: and waters and continue to share the land and teaching with those of us who are settlers

[0:01:08] Voice 12: to acknowledge this land is to recognize its longer history and our place in that history it

[0:01:14] Voice 12: is to recognize these lands and waters and their significance to the peoples who lived and continue

[0:01:19] Voice 12: to live in this area whose practices and spiritualities were and are tied to the land

[0:01:24] Voice 12: and water and those whose lives continue to enrich and develop in relationship to the land waters and

[0:05:45] Voice 12: and the first item on the agenda is to review the agenda and I'm going to ask if anyone has

[0:05:51] Voice 12: any additional items that they would like to add at this point not seeing any hands going up I'm

[0:06:01] Voice 12: going to therefore adopt the agenda by general consent and now we're going to move into the

[0:06:10] Voice 12: public comment period and I'm going to ask is there I'm going to ask staff if there's any

[0:06:14] Voice 12: anyone on the public on online at the moment I'm

[0:06:44] Voice 12: the previous meeting and I'm going to ask if anyone has any edits that they

[0:06:47] Voice 12: would like to make to the um to the meet the meeting minutes and if you do raise your hand

[0:06:56] Voice 12: give you a few seconds here okay not seeing any hands going up um we will then for by general

[0:07:06] Voice 12: consent adopt the meeting minutes of the may 22nd electronic meeting we don't have any resolutions

[0:07:14] Voice 12: of that meeting so we will then move on to the follow-up action list and i'll turn it over to

[0:07:21] Voice 12: to Staff Rater to give us an update on where we are.

[0:07:24] Voice 12: And I'm very happy to see

[0:07:25] Voice 12: that we've got progress indicators there.

[0:07:27] Voice 12: And I'm quite sure in the near future

[0:07:30] Voice 12: that those numbers will be moving in the positive.

[0:07:34] Voice 8: Yes, but not on these two.

[0:07:36] Voice 8: These two are on hold for really pending

[0:07:38] Voice 8: the policy statement project winding up,

[0:07:41] Voice 8: which may not even be this term.

[0:07:42] Voice 8: We will see how we do.

[0:07:46] Voice 8: And or hiring another staff person

[0:07:48] Voice 8: to take on some of these activities.

[0:07:49] Voice 8: these um for these two here and then following further down you'll see that we've completed

[0:07:59] Voice 12: i was going to ask should we move the item number one uh for staff to refine the amending

[0:08:07] Voice 12: trust policy statement to um future because right now we have the committee of the whole that has

[0:08:15] Voice 12: taken on that work and it's not being turned over to us so seeing as though that's not active on our

[0:08:19] Voice 12: list should we move that to future two

[0:08:24] Voice 8: hands up to perhaps let me know um

[0:08:28] Voice 12: okay go ahead trustee allen

[0:08:31] Trustee Allen: yeah thank you um you're wrenching the progress indicators it's sort of funny as soon as i thought

[0:08:37] Trustee Allen: the optics looked terrible because uh all the things that we completed is a zero percent

[0:08:42] Trustee Allen: progress so it's just uh the same as the ones that are in progress so i was just wondering

[0:08:46] Trustee Allen: Is that an omission or is that the way it's supposed to be 100% or maybe 90% or that's all?

[0:08:55] Voice 8: Would you like me to respond to that, Trustee Evans?

[0:08:58] Trustee Allen: Yes, please.

[0:08:59] Voice 8: You'll see here, when I went to produce this report, there was work being done on the progress bar that we use internally, so I didn't have an opportunity to use it for this report.

[0:09:08] Voice 8: But it is our intention on future reports that it will be working, but it was still a work in progress when I went to produce this.

[0:09:16] Voice 9: Thank you.

[0:09:17] Voice 9: Trustee Fast?

[0:09:18] Voice 9: um thank you chair my uh comment relating to your question about number activity number one

[0:09:25] Voice 9: is that the policy statement amendment policy is different from the trust policy statement

[0:09:33] Voice 9: that we're working on with the committee the whole okay so it's sort of how could uh the trust

[0:09:41] Voice 9: policy statement be amended once it's in its next form. So it's a different policy. And staff can

[0:09:49] Voice 9: correct me if I'm mistaken, but I believe that's the case.

[0:09:53] Voice 12: Right, but we're not actively working

[0:09:54] Voice 12: on that right now. We're still waiting for it. Is that correct, Staff Rater? So my question is,

[0:10:02] Voice 12: while we're waiting for it to come to us, it's not active. It'll become active once we receive it.

[0:10:11] Voice 8: So this is your policy statement amendment policy that guides how we amend the policy statement.

[0:10:16] Voice 8: The thought what this is that the request of Trustee Peterson and I see he has his hands up.

[0:10:21] Voice 8: But what I would say is that once once you've been through an amendment cycle towards the end of the term might be a good time to look at this policy,

[0:10:28] Voice 8: because then you will have had some lessons learned. You can reflect on how it's done.

[0:10:32] Voice 8: And I know Trustee Peterson is anxious to tell you that he would like to set in policy that that it be reviewed more frequently

[0:10:39] Voice 8: and that it's sort of the stronger language around reviewing it more than you know more than

[0:10:44] Voice 8: once every 30 years that hopefully some of the topics within the policy statement get reviewed

[0:10:49] Voice 8: each term so

[0:10:51] Voice 12: i'll go to trustee fast gain you've got so then i'll go to trustee peterson

[0:10:59] Voice 12: and then um if he answers my questions then i won't ask them go ahead uh

[0:11:06] Voice 3: thank you chair and

[0:11:08] Voice 3: And thank you, Director Frater, for prefacing what I was about to say.

[0:11:14] Voice 3: Indeed, what's clear through this process, we all know that it's been a very long time since the last review.

[0:11:23] Voice 3: If you look at the amendment policy as it stands, we're supposed to be reviewing the policy statement on a regular basis.

[0:11:31] Voice 3: crisis. Prior to really launching into the policy statement review that we're in right

[0:11:39] Voice 3: now, or at the very beginning of it, at least last term, I brought this up because we shouldn't

[0:11:46] Voice 3: be letting this amount of time lapse between reviews. One of the big challenges that we're

[0:11:52] Voice 3: facing right now, because it has been so long, is that this is a big revision. The policy

[0:12:00] Voice 3: statement really should be uh uh more iterative in my view and and smaller um review projects

[0:12:10] Voice 3: will not take so much time as we know uh trust area services is essentially almost entirely

[0:12:18] Voice 3: consumed with this project because of the scale of it what we need to be doing is is thinking out

[0:12:24] Voice 3: how how we can look at the amendment policy to encourage future councils to do a review

[0:12:32] Voice 3: at once a term um in a way that can be a shorter project that doesn't have to be this massive

[0:12:40] Voice 3: undertaking um which involves so much staff time and and so much trustee time it it should be

[0:12:47] Voice 3: reviewed on a regular basis so that's that's where this all comes from from my perspective

[0:12:52] Voice 3: Um, and it would be great if, if before the end of the term, if, if we can have some, um, a look at the amendment, the amendment policy and make recommendations to future councils to help, um, avoid this kind of a, a huge review being required, you know, 10 or 12 down the years.

[0:13:15] Voice 3: I think one of the things we discussed in Committee of the Whole, of course, was the size of this, and that we also don't know where provincial legislation is moving, in particular with regards to provincial legislation around DRIPA, and some of the things we've been contemplating as we are in Committee of the Whole looking at the policy statement draft.

[0:13:42] Voice 3: and it's been brought up by a couple people certainly is that we're sort of striving for

[0:13:50] Voice 3: protection or perfection and permanency when actually we need to be considering that this

[0:13:55] Voice 3: document should be reviewed on a regular basis so I'll leave it at that thank you

[0:14:00] Voice 12: so based on that

[0:14:03] Voice 12: I know that this project is on hold pending staff capacity could we bring the policy statement

[0:14:09] Voice 12: statement amendment policy to our next meeting to have a look at so that we can help guide

[0:14:15] Voice 12: um the areas of change needed or is that something that's being like i'm not sure if that's being

[0:14:19] Voice 12: driven through the executive committee or if this is trustee peterson that's pushing for this but i

[0:14:24] Voice 12: agree that this we should have a look at it and and start determining directly

[0:14:30] Voice 8: certainly you could

[0:14:32] Voice 8: um it may be that you want to look at it later in the term and um i can certainly um it sends you

[0:14:39] Voice 8: the link and or you could add it to the future project list to bring back um sort of once you

[0:14:44] Voice 8: got well well into your engagement period and feel like you've learned the lessons that you

[0:14:47] Voice 8: want to learn to then inform it

[0:14:50] Voice 12: yeah happy

[0:14:52] Voice 8: to happy to move as directed i'm

[0:14:55] Voice 12: thinking some of

[0:14:56] Voice 12: the smaller items smaller um like trustee peters has said looking at the wording surrounding when

[0:15:03] Voice 12: this gets reviewed might be useful to to start nailing down some of the low-hanging fruit on

[0:15:09] Voice 12: this and the other items we can work on as we get gain a little more experience but at least we'll

[0:15:18] Voice 12: have some some forward movement on it um trustee luckham thank

[0:15:27] Trustee Luckham: you chair evans um just feel

[0:15:31] Trustee Luckham: necessary to chime in here um from my perspective just to help put this into some context um there

[0:15:41] Trustee Luckham: There is policy that exists that says that this should be reviewed annually.

[0:15:46] Trustee Luckham: It's pretty clear.

[0:15:50] Trustee Luckham: Certainly, it could be developed further to be more specific.

[0:15:58] Trustee Luckham: Ideally, you know, language around seeking topics to be amended from council and all

[0:16:03] Trustee Luckham: that kind of stuff to make it a more effective document.

[0:16:07] Trustee Luckham: I would just say, you know, it has been a long time.

[0:16:09] Trustee Luckham: And I think, and Claire, you can correct me if I'm wrong, but I'm going to say that it's at least 12 years ago that this became the elephant in the room, because council chose not to amend the policy statement significantly 12 years ago.

[0:16:25] Trustee Luckham: And, of course, in that intervening time between now and then, resources and capacity have been challenged across the organization.

[0:16:35] Trustee Luckham: And just simply doing this has been a big challenge.

[0:16:38] Trustee Luckham: But the fact that it was behind 12 years ago with a list of suggested amendments and because everything has changed in the governing universe, it's become, you know, I think this elephant in the room, so to speak.

[0:16:56] Trustee Luckham: Um, it does occur to me that, um, uh, previous, uh, executive committees and council struggled

[0:17:03] Trustee Luckham: with wanting to take on those amendments because of workload, but it does strike me that getting

[0:17:08] Trustee Luckham: ahead of this a little bit, um, wouldn't be a bad thing because ultimately we're going to have a new

[0:17:14] Trustee Luckham: policy statement. And immediately after the new policy statement is before the ink is even dry,

[0:17:21] Trustee Luckham: we're going to want to make changes. That's clear because there's lots of conversations

[0:17:26] Trustee Luckham: that are committed to the whole that need to unfold. But we also need to adopt a new policy

[0:17:32] Trustee Luckham: statement. So there will be changes coming soon. So it would be better to be ahead of the game.

[0:17:36] Trustee Luckham: And it does occur to me that, totally respecting that, we always want to put more work on staff.

[0:17:43] Trustee Luckham: and it does strike me as could is it be possible that sure let's bring it to a future trust

[0:17:50] Trustee Luckham: programs committee meeting and that would be your choice but is it also possible that in preparation

[0:17:55] Trustee Luckham: for that we might just send it over to legislative services and have David Marler's eye applied to it

[0:18:02] Trustee Luckham: to maybe give us some pointers in the right direction to give us some material to talk about

[0:18:08] Trustee Luckham: out when we open that Pandora's box up. So that's just my thoughts on that. It's really important

[0:18:16] Trustee Luckham: that this happen. I'm really grateful that Tim has been really pushing this recently. And it is

[0:18:22] Trustee Luckham: absolutely a must do.

[0:18:26] Voice 12: Those are all good

[0:18:27] Voice 9: suggestions. Trustee Fast? Thank you. I'll just

[0:18:32] Voice 9: chime in to say, I think it's a good idea to begin bringing it forward on to trust program

[0:18:40] Voice 9: committee's agenda to start to take a look at it. Because it seems to me that it's part of the whole

[0:18:47] Voice 9: discussion. How will the trust policy statement work? How will it respond to changes? How can

[0:18:57] Voice 9: trust counsel be confident that it's not going to be set in stone forever? And so

[0:19:05] Voice 9: So maybe feel more comfortable about actually adopting one with the understanding that it's going to be available as all of our official community plans are to be updated and changed and amended as the years go by.

[0:19:26] Voice 9: So I think it's a good idea and it would give this committee something useful to be working on now that we've handed over the trust policy statement itself to the bigger picture, the bigger group.

[0:19:40] Voice 9: okay

[0:19:43] Voice 12: so i think what i'd like to propose is that we ask that this item be put on the next agenda

[0:19:51] Voice 12: if staff marlo has time to look at it prior to that and offer suggestions that would be very

[0:19:58] Voice 12: welcome if he does not we will look at it as a committee and just have it in the back of our

[0:20:05] Voice 12: as we're working through the trust policy amendment process and then as things come up

[0:20:11] Voice 12: and we're looking at this amendment policy if things are not in line then we we can figure

[0:20:18] Voice 12: out areas that need adjusting but it'll be it'll become active in our meetings as we go forward

[0:20:26] Voice 12: because by the time we have a meeting we should have had three committee of the whole meetings

[0:20:29] Voice 12: so we should have some information to bring forward to our next one does that sound fair

[0:46:09] Voice 8: more focused on Howe Sound and the Northern Islands. Since writing this briefing, we have got

[0:46:15] Voice 8: confirmation from one of the prior speakers to come and attend. So we have a bit more confidence

[0:46:19] Voice 8: now that we'll be able to deliver that. I'll just acknowledge that it's our communications

[0:46:23] Voice 8: specialist, Morgana, who's been working on this. Because as you may know, we haven't had a program

[0:46:27] Voice 8: coordinator in recent years. And I'm about to start recruiting for a new one as Jillian has

[0:46:32] Voice 8: left for a new position. And so we expect that many of these will have to be delivered post

[0:46:36] Voice 8: after January to March when we have a new position in place to support some of that function

[0:46:41] Voice 8: but the fire one will proceed saltwater intrusion is one that would be delivered

[0:46:45] Voice 8: internally with primarily William Shulba as our freshwater specialist along with a provincial

[0:46:51] Voice 8: hydrogeologist is intended to speak about not only saltwater intrusion but also groundwater

[0:46:56] Voice 8: conservation measures that can be taken particularly for well owners to conserve

[0:47:02] Voice 8: groundwater and reduce the threat of saltwater intrusion and finally we would then break this

[0:47:06] Voice 8: into two and we can bring that if you wanted to approve the first two charters today we can bring

[0:47:11] Voice 8: the next two back to you at your November meeting but we can still continue to work towards delivery

[0:47:15] Voice 8: of them if you like or we can bring them to you for resolution without meeting if you don't think

[0:47:19] Voice 8: you need to discuss them. Essentially we were going to do one around invasive plant removal

[0:47:24] Voice 8: and one on native plant gardening and these were some of the potential presenters that had come

[0:47:28] Voice 8: forward, but we're also happy to take some of your suggestions. One or two of the prior suggestions we

[0:47:33] Voice 8: had reached out to have suggested they weren't comfortable being on camera, so we will continue

[0:47:39] Voice 8: to reach out to additional people as they are interested. As noted, typically this function

[0:47:45] Voice 8: is delivered by the program coordinator. I expect that position to be vacant for a couple of months

[0:47:49] Voice 8: here, so we will likely have to postpone delivery into January, although we'll see what we can

[0:47:54] Voice 8: deliver with existing resources. And finally, we do offer honoraria to the speakers, generally

[0:54:33] Voice 9: anymore so uh homeowners pile up these dangerous piles and they may not be able to burn them

[1:23:17] Voice 9: planning, collaboration, and if applicable, First Nations, you might insert the word Bowen Island

[1:23:23] Voice 9: municipality comma after first nations so you would get in touch with them separately or

[1:23:31] Voice 9: something like that because otherwise i think this would be confusing to bowen island folks

[1:23:36] Voice 9: but i think it's a very useful and uh welcome um document thank you thank you trustee harris

 the business cases are necessarily vague as the decisions about program details are 
not made until the next fiscal year

Director Frater introduced the RFD.  Committee discussion included: 
 that the Removing Invasive Species and Native Plant Gardening topics are to be 
separated into two webinars as per TPC direction from the previous meeting; Staff 
will return with two separate Project Charters to the next TPC meeting 
 as the Program Coordinator position is currently vacant, the webinars may be 
delivered later than previously suggested 
 Trustees will provide to Staff names of potential speakers in regards to the webinars 
 the practice of burning brush piles in the autumn needs to be included in the Living 
With Fire webinar 
 
TPC-2024-018 
It was MOVED and SECONDED, 
that Trust Programs Committee endorse the Living With Fire webinar project 
charter as amended.

7.3 Including the Navigating Development for Housing Brochure in the Stewardship 
Package - Request For Decision 
 
Director Frater introduced the RFD, indicating that the draft brochure was produced as 
part of Trust Council’s request to the Regional Planning Committee to develop a housing 
action toolkit. Committee discussion included: 
 quality and size of drawings and the different formats for the website and for print 
 the phrase “Your Land and Government Authority” may be misleading and could be 
removed 
 add the text “and Bowen Island Municipality” after “...and if applicable, First 
Nations...” 
 edit the title “Navigating Development for Housing” by adding “within the Islands 
Trust Area” or “within the Gulf Islands” 
 the Trust Identity Guide was used in the development of the package

Committee approve the inclusion of the brochure Navigating Development for 
Housing in the Living in the Trust Area mailing package.” by adding “as 
amended” after the word “Housing”.

It was MOVED and SECONDED, 
that Trust Programs Committee approve the inclusion of the brochure 
Navigating Development for Housing as amended in the Living in the Trust Area 
mailing package.

Chair Evans requested that when the TPC edits to the brochure are approved by the 
Executive Committee, staff will then distribute to TPC members for their information 
the final print version as well as the web version of the brochure.

9. WORK PROGRAM 
 
Director Frater spoke to the Work Program and stated that it will be amended by deleting the 
sentences that refer to business cases being presented to TPC at the August 26, 2024 meeting 
before being sent to Trust Council. 
 
The Committee expressed a desire to see the term “Work Program” appear on the Active 
Projects List and the Future Projects List so that it is clear that those two lists are components of 
the Work Program.  The Committee recognized that the Executive Committee is responsible for 
the format of Islands Trust agendas and requested that the two Executive Committee members 
on the TPC consider this.  
 
The Committee also requested staff to add the words “Active Projects List” and “Future Projects 
List” to the Work Program agenda item on the agenda cover with language that guides the 
Committee to review, amend as needed, and forward to Trust Council for approval.
