[0:02:48] Trustee Luckham: Stephen McLean, Lisa Neeson, Sidra Trial to the Islands Trust Accessibility Committee,

[0:02:57] Trustee Luckham: Committee, effective September 2024 to December 31st, 2026, and Trust Council has also appointed

[0:03:06] Trustee Luckham: Trustee Lisa Galbraith from Galliano Island and thank her for stepping up to also be on

[0:03:12] Trustee Luckham: that committee.

[0:03:13] Trustee Luckham: This is an important new committee created through legislation for all local governments

[0:03:22] Trustee Luckham: and want to thank those citizens that have stepped up

[0:03:27] Trustee Luckham: and also thank Lisa Gavreau for also stepping up

[0:03:31] Trustee Luckham: and undertaking that important work within our organization.

[0:04:20] Trustee Luckham: We're going to defer the planning staff time tracking. It's a briefing. I'm assuming you've read it. You can reach out to staff if you have any questions. So that's okay. We're just going to receive that for information.

[0:04:43] Trustee Luckham: The next item that I want to go to will be the referrals for First Nations decisions.

[0:04:49] Trustee Luckham: We're going to defer 10.2.2 to December.

[0:04:56] Trustee Luckham: We have to do the 10.2.1.

[0:05:00] Trustee Luckham: Also 10.2.3 and 10.2.4 were on the agenda as if time permits.

[0:05:07] Trustee Luckham: So I'm going to defer those two items as well to December.

[0:05:11] Trustee Luckham: member. Trustee Morrison, I think, is not with us. And her Dark Skies Principal Adoption Advocacy,

[0:05:20] Trustee Luckham: I think, needs to have her participation. It's her work in delegation. So I'm going to defer

[0:05:27] Trustee Luckham: that to December. And time permitting, and presuming it's not a really big conversation,

[0:05:37] Trustee Luckham: I've spoken with Trustee Elliott, who's spoken with the other members of the subcommittee with

[0:05:43] Trustee Luckham: regards to the tiny homes on wheels uh a project that um we'll try to get that done today we can

[0:05:50] Trustee Luckham: because of some budgetary implications there and then that and then we'll receive the uh other

[0:05:56] Trustee Luckham: items and the disposition of delegations work so if that's all right i'm going to proceed and i

[0:06:03] Trustee Luckham: realized that was probably pretty quick and we'll figure it out so 9.2.2 i'm going to receive

[0:06:09] Trustee Luckham: for information by general consent and move along. Thank you. So the next item is referrals

[0:06:16] Trustee Luckham: to First Nations. This is an RFD and I see Stefan Cermak is standing at the podium and I'm assuming

[0:06:22] Trustee Luckham: you would like to introduce this topic to us. Over to you.

[0:06:29] Voice 10: Thank you, Mr. Chair. Recognizing

[0:06:31] Voice 10: time, I'll try to be brief and reserve time for questions. So what you have before you is

[0:06:37] Voice 10: is a request for decision that the request is to request staff or to direct staff to solicit

[0:06:45] Voice 10: more engagement from First Nations about the referral process to develop a work plan and

[0:06:51] Voice 10: return to you and to include this in the strategic plan. So that's what I'm asking you. The reason is

[0:06:57] Voice 10: this was a request given to us a year ago by Trust Council to look into to put it in just

[0:07:05] Voice 10: Just a comment on it, it's been a side-of-the-desk project that we've been working with.

[0:07:09] Voice 10: As we engage with First Nations, we've been gathering this information,

[0:07:14] Voice 10: and I'd really like to take the time to appreciate some of the staff who have been doing that,

[0:07:19] Voice 10: specifically Island Planner Sonia Zupanek in the north,

[0:07:23] Voice 10: Norissa Chadwick, we've got Brad Smith, we've got a bunch of RPMs doing this hard work.

[0:07:28] Voice 10: It's a lot of engagement, a lot of discussion happening out there,

[0:07:31] Voice 10: And this is a collection of their work.

[0:07:35] Voice 10: The best feedback we've had directly from First Nations has resulted from the funding that has gone towards the OCP projects.

[0:07:44] Voice 10: And because these conversations are not just, hey, how's the referral process going?

[0:07:49] Voice 10: Tell us and we walk away.

[0:07:50] Voice 10: There's been multiple conversations back and forth and back and forth.

[0:07:54] Voice 10: Explain who you are, who I am.

[0:07:56] Voice 10: This is the process.

[0:07:57] Voice 10: This is what we can do and so on and so forth.

[0:07:59] Voice 10: forth so these are relationships they're taking their time to mature and we need a much more time

[0:08:06] Voice 10: to do that and for me to be able to assign resources to it i need your blessing to create

[0:08:11] Voice 10: a work program to make this a priority and that means i might have to come back at a future time

[0:08:16] Voice 10: and say this takes away from something else i don't have that answer for you at the moment

[0:08:20] Voice 10: but i do see this as a priority i think trust council has acknowledged that i don't have all

[0:08:25] Voice 10: the answers for all the impacts where this is going but i do uh we staff are seeking your your

[0:08:31] Voice 10: recommendation to solicit more nations bring back a work program and do more work there so i'll leave

[0:08:37] Voice 10: it there happy to answer any questions

[0:08:43] Trustee Luckham: for a decision to advance the work and prioritize it accordingly rightfully so that's the council's

[0:09:00] Voice 5: Thank you. At the heart of this RFD is building more collaborative and meaningful engagement

[0:09:05] Voice 5: in a systemic way with all of our applications, beginning that early referral process,

[0:09:11] Voice 5: involving the nations. Give us all a heads up and kind of levels the playing field. So thank you.

[0:09:52] Voice 5: is planned actions advancing this request for decision and three include this initiative in

[0:09:59] Voice 5: the draft 2025-2028 strategic plan and amend the reconciliation action plan excellent

[0:10:23] Voice 5: i do not but i i'm really pleased that this work has been uh forward by such a trust body

[0:10:28] Voice 5: it's and i'm so pleased with the work that's been done on it so far thank you okay

[0:10:33] Trustee Luckham: um discussion on

[0:10:36] Trustee Luckham: the motion thank

[0:10:38] Voice 3: you so much um and i appreciate um that this has been a side of the desk um

[0:10:44] Voice 3: effort we need to really center it because uh developing our processes in a respectful way

[0:10:52] Voice 3: requires that we are informed about how those processes are affecting First Nations with whom

[0:10:59] Voice 3: we engage and all of them have different nuances to how they wish to be engaged or what projects

[0:11:05] Voice 3: and I just want to point to the notes that we pulled we got back from our meeting with

[0:11:13] Voice 3: Ministry of Municipal Affairs staff which I've distributed to all trustees we specifically

[0:11:18] Voice 3: specifically talked about our engagement with First Nations. We asked some questions.

[0:11:25] Voice 3: How do we, you know, can we get more capacity to develop that administrative arm in developing

[0:11:33] Voice 3: our policies so that it survives, you know, electoral terms? So we want to have strong

[0:11:40] Voice 3: policies and strong sort of corporate structure with engagement, but we need that information

[0:11:44] Voice 3: First, so that we can understand how to do it. But just a final note, when asked about, I sort of asked the, who was it, Chris, the people in the room that we were talking with, I said, how are we doing, actually? What is your impression? Because these people sign off on all of our OCPs.

[0:12:09] Voice 3: uh they you know the conservancy got our five-year plan returned to us because it hadn't had

[0:12:15] Voice 3: sufficient uh depth of engagement with first nations so they're really um keeping a very

[0:12:20] Voice 3: close eye and because we need ministerial approval on on all of our ocps this is a a key piece and

[0:12:27] Voice 3: so just one note about that when asked about how they perceive engagement is done at the islands

[0:12:34] Voice 3: Islands Trust. Chris said he actually uses the Islands Trust as an example because there is

[0:12:42] Voice 3: evidence that we are doing it well. We are heading down the right path. So I want to commend staff

[0:12:48] Voice 3: and I want to thank this council because we're putting some real effort into this and I think

[0:12:55] Voice 3: it is paying off. We're getting some strong feedback and we need to continue this work. So

[0:13:07] Voice 15: Okay, that's exciting. I think as we get more involved and closer to having collaborative partnerships with people from the nations at our table, and us in their communities and their and ours, I think all of these steps are really important. So I'm glad you're making it a priority. Thank you.

[0:15:15] Voice 18: law and the amendment is to align the scheduling of trust council meetings with the the budgeting

[0:15:23] Voice 18: process. So currently your meeting procedure by line 2.1 and 2.2 require that you schedule

[0:15:34] Voice 18: your meetings for the calendar year. So the change is to make that the fiscal year. So

[0:15:41] Voice 18: if you adopt this in December, we'll come to you with a schedule that will start from

[0:15:48] Voice 18: January 1st, 2025, right to the end of the 25-26 fiscal year, so March 31st, 2026.

[0:15:58] Voice 18: And in subsequent years, it will be from March 1st to, sorry, April 1st to March 31st of each

[0:16:07] Voice 18: year. So, that's the intent, and that aligns it better with the budget.

[0:17:08] Voice 18: the longer you go. So you'd still have to do it once per year to kind of reconfirm that those

[0:17:44] Voice 19: because that's how Bowen Island Municipality does it, to reduce conflicts.

[0:17:49] Voice 19: And then I'm looking at CIO comments in the second, under the recommendation, setting meeting dates.

[0:17:59] Voice 19: Sorry, there was one about first Wednesday after November election.

[0:18:10] Voice 19: And I'm wondering, it seems to me in the past six or seven years,

[0:18:15] Voice 19: There's been a couple of times when it's been a bit of a scramble on the Bowen Island municipality side to find an inaugural meeting that doesn't conflict with Trust Council or something.

[0:18:27] Voice 19: And I'm wondering if there's is there a way to give yourself a little more flexibility on that exact date because it could conflict with Bowen Island Council?

[0:23:14] Voice 4: a misalignment of scheduling a meeting that didn't fall on that so i just want to make

[0:23:18] Voice 4: sure the language still doesn't allow us to not meet that requirement yeah

[0:23:26] Voice 18: odd result the way the dates fell in 2022 so i'm going to take a look at it and see if i can make

[0:23:34] Voice 18: a change to provide more flexibility so i'll do that as a separate amendment before the 26th

[0:25:10] Voice 3: work over the summer time really under trying to understand the barriers to tiny homes on wheels

[0:25:16] Voice 3: so what is it that prevents these from being considered livable dwellings i have some

[0:25:21] Voice 3: experience in this area but we actually leaned very heavily on some research that

[0:25:27] Voice 3: or a report, rather, that was done for the Salt Spring Island Housing Task Force in 2021,

[0:25:55] Voice 3: So we have developed those. We need to continue the conversation. I took advantage of being at UBCM to inquire who from the standards, the building code safety and standards department might be at UBCM and they weren't there.

[0:26:15] Voice 3: But we had a conversation, and that has also led us to some interesting potential avenues to explore.

[0:26:24] Voice 3: So this is really just a report out on the research to date.

[0:26:29] Voice 3: Just to note, since the writing of this RFD, also at UBCM, there was a late resolution that did not get accepted for debate,

[0:26:40] Voice 3: debate, advanced by the Regional District of Nanaimo, the director of Area B, my area,

[0:26:49] Voice 3: Vanessa Craig, they put together a report asking the province to support the advancement

[0:26:59] Voice 3: of tiny homes exclusive of recreational vehicles as a livable solution.

[0:27:04] Voice 3: And again, going at it from the BC Building Code, do we need to amend the code?

[0:27:08] Voice 3: It wasn't advanced for debate, but there is clear indication that there is something here.

[0:27:15] Voice 3: We're not quite sure what the solution is.

[0:27:17] Voice 3: So what we'd like is if council wants to endorse further investigation of this work, which the rationale is there aren't a lot of options for non-landholders to have houses of their own.

[0:27:42] Voice 3: When rental options are scarce, you don't have apartment buildings, maybe your condos, so what are the options?

[0:27:53] Voice 3: And so is a low-impact, environmentally responsible option for the on-the-trust area in the form of tiny homes on wheels, is that a potential form of housing?

[0:28:06] Voice 3: So, we recommend that one of those actions in our Island Trust Housing Action Plan be included in the future 2025-26-28 Strategic Plan, which has yet to be discussed, and that we're requesting that Trust Council prioritize the implementation of Actions 23, 24, and 26,

[0:28:33] Voice 3: with the focus of enabling tiny homes on wheels in the trust area.

[0:28:38] Voice 3: And further, there is a budgeted amount that was allocated for work

[0:28:44] Voice 3: for the Regional Planning Committee.

[0:28:47] Voice 3: We've spent $0 of that so far, and so we're asking that Trust Council

[0:28:54] Voice 3: could potentially allocate up to $20,000 of the $30,000 originally budgeted

[0:28:59] Voice 3: to advance coordination of roundtables and technical workshops with a focus on enabling

[0:29:05] Voice 3: tiny homes in the trust area. So it's a bit of a flyer in terms of, can you trust us to do this

[0:29:12] Voice 3: work? I'm really energized by it and I've been super thankful for the support of the working

[0:29:19] Voice 3: group, but we need to fold this into our regular work plan. So if you want to endorse it, we can

[0:33:55] Voice 3: exists for a legal tiny home to be brought could that be considered the secondary dwelling so

[0:34:01] Voice 3: So where the zoning is appropriate, can this be considered a primary residence, a secondary residence, and then, of course, mobile homes or tiny home parks?

[0:34:12] Voice 3: All of that is fleshed out actually in the housing toolkit.

[0:34:18] Voice 3: Tool three has a bunch of potential zoning options that you can put into your OCP, some of which is alternative forms of housing that are not identified.

[0:34:28] Voice 3: It even lists tiny home villages, but if you can't qualify a tiny home on wheels as a dwelling,

[0:34:37] Voice 3: you can't have that in your OCP.

[0:34:39] Voice 3: So this is working out the, does it match with BC building code?

[0:34:46] Voice 3: Where is the zoning appropriate?

[0:34:48] Voice 3: So that's why we're suggesting a roundtable workshop to work with regional districts.

[0:34:54] Voice 3: For instance, the CRD, the building safety and standards branch has said that they would weigh in maybe once or twice a year from a technical standpoint.

[0:35:05] Voice 3: And just to note, the next update for the BCBC, the BC Building Code 2025-2030, they are looking at affordable housing updates and tiny homes.

[0:35:19] Voice 3: but they haven't scoped out what that will look like so we want to be involved

[0:35:32] Voice 3: lays out all the different options including servicing and and water and

[0:38:01] Voice 1: or the need that we have for increased housing for service workers and so on and so forth.

[0:38:08] Voice 1: Most of the other proposals are concentrated housing complexes.

[0:38:13] Voice 1: I prefer to see the community absorbing this by having tiny homes spread around so there's not an increase of density in local areas, although that might also happen with parks or whatever.

[0:38:32] Voice 1: But anyway, so I'm very much in support of this.

[0:38:39] Voice 2: said one important point is that density especially in the smaller islands should not be in the form

[0:38:45] Voice 2: of concentrated structures it should be spread around an entire island and this is one option

[0:38:50] Voice 2: that would allow more density but spread throughout your community and going back to um to joe's

[0:38:57] Voice 2: concern about density you should look at what main island did with density we looked at it in terms

[0:39:03] Voice 2: lot coverage. So density, to me, is a bit of a red flag. Most properties are allowed to build

[0:39:09] Voice 2: significantly huge houses. What we were offering was the possibility of having more houses, but

[0:39:15] Voice 2: much, much smaller houses. So I think we should be reducing our footprint on the ground, increasing

[0:39:21] Voice 2: our density, but reducing the footprint on the ground instead of getting bogged down with the

[0:39:25] Voice 2: idea of one house only, which can be 5,000 square feet, or even 3,500, and looking instead at ways

[0:39:32] Voice 2: to facilitate more housing, affordable housing, and housing for people, as Toby said, people who

[0:39:38] Voice 2: don't necessarily have the money to buy land, but may be able to own their own home, and may in fact

[0:39:44] Voice 2: move as a tenant or as a part owner of a piece of property. But their home will always be their own

[0:39:50] Voice 2: home. And that's really important. Being a transient renter does not give you the same

[0:39:54] Voice 2: sense of ownership of your of your island or your community. So I think thank you for all the

[0:39:59] Voice 2: excellent, excellent work you've done on this and hopefully the government and the building code

[0:40:04] Voice 2: rules can be changed to make this a reality in all of our communities.

[0:57:31] Voice 7: Given that we did some work last term to try and narrow that gap, it's kind of alarming to see.

[0:57:38] Voice 7: I think it's bigger than when we started a few years ago, but just in relation to the fees and sales portion there.

[0:57:47] Voice 7: So that hopefully that number is going to get closer to cost recovery.

[0:57:52] Voice 7: So I just wanted to point that out since we didn't we'd skip that item from the agenda.

[0:57:59] Voice 17: Yeah, it won't get closer to cost recovery without a change to fees or significant reduction in staff hours, which don't see happening.

[0:58:27] Voice 17: those things are a factor. But it's part of why we're doing that work is to revisit.

[1:00:37] Voice 17: And so those are reflected here. I will highlight them for Trust Council as we get to those various sections.

[1:00:42] Voice 17: I think I don't need to spend a lot of time talking about the various elements that are in the charts beginning on page 401.

[1:00:50] Voice 17: 101, we've not made changes to most of our assumptions and principles for next year's

[1:00:55] Voice 17: draft budget. So what I mean by that is when we're looking at how to budget for things like

[1:00:59] Voice 17: fees and sales, we haven't changed our methodology. We're looking at estimated application volumes

[1:01:05] Voice 17: multiplied by fees. We're not changing how we're treating grant revenue, things of that nature.

[1:01:10] Voice 17: So with that in mind, I'm happy to take questions on any of that material, but I will focus in on

[1:01:15] Voice 17: the guidelines. Item number five on page 402 speaks to property taxes. So of course,

[1:01:21] Voice 17: Island Trust Council funded primarily from property taxes. So we take the assumption

[1:01:25] Voice 17: we're going to have significant revenue source from property taxes in the draft budget. Financial

[1:01:30] Voice 17: Planning Committee is recommending that Trust Council establish a budget guideline for next

[1:01:34] Voice 17: year that directs staff to prepare options for reducing the discretionary budget lines

[1:01:38] Voice 17: by 1% and 2% of the proposed tax increase or higher. So usually at some point in the budget

[1:01:44] Voice 17: cycle draft budget comes before trust council and the anticipated tax increase is felt to be too

[1:01:51] Voice 17: high and then we begin the exercise of looking for places to reduce the budget this guideline

[1:01:55] Voice 17: would seek that staff would be providing that information early so with the first iterations

[1:02:00] Voice 17: of the budget we will also be supplying ways to potentially reduce our discretionary spending by

[1:02:04] Voice 17: one and two percent fairly standard guideline that you see in other local governments the next

[1:02:11] Voice 17: guideline that fpc is recommending is in item number 12 which is speaking to staffing levels

[1:02:16] Voice 17: so fpc recommends trust council establish a budget guideline for next year that resource requests for

[1:02:21] Voice 17: additional operating budgets which includes one-time projects and any new tax-funded

[1:02:27] Voice 17: personnel so not grant funded just tax-funded personnel will only be considered where critical

[1:02:32] Voice 17: capacity issues have been identified or where the upfront investment of these costs may result in

[1:02:38] Voice 17: longer-term savings and all of that information would be outlined in a business case we are using

[1:02:43] Voice 17: our traditional business case template and so all of that information will be provided to trustees

[1:02:48] Voice 17: at this point i believe there may be one new staffing request coming forward

[1:02:54] Voice 17: one new staffing request coming forward and then a request to make an existing temporary position

[1:02:59] Voice 17: permanent and those will be evaluated as part of the budget cycle item number 13 is looking

[1:03:07] Voice 17: looking at staff salaries. So FPC recommends council establish a budget guideline that funding

[1:03:12] Voice 17: for salary and benefits costs arising from job description changes will be provided within

[1:03:16] Voice 17: existing budgets. So when we undertake an exercise to amend staff job profiles, oftentimes that

[1:03:22] Voice 17: results in an elevated position classification with the public service agency, and that often

[1:03:28] Voice 17: comes with a salary increase. So what FPC is saying here is that any of those decisions that

[1:03:33] Voice 17: management makes, the increase in those salaries will be funded from existing salary lines.

[1:03:38] Voice 17: So what that might mean is we would be looking to existing overtime budgets to fund those increases

[1:03:44] Voice 17: as opposed to new taxation. Item number 28 is the new guideline FPC is proposing, and that's

[1:03:52] Voice 17: Trust Council established a budget guideline for next year that considers any resourcing needs for

[1:03:56] Voice 17: strategic initiatives from the 2024-28 strategic plan. So of course, we did not get to the 24 to

[1:04:02] Voice 17: to 28 strategic planning session at this trust council so that's going to be a harder one to

[1:04:07] Voice 17: fulfill however we do have the 2018 to 2022 strategic plan that we can lean into and the

[1:04:13] Voice 17: principle of this guideline is essentially that what's in the strategic plan that council wants

[1:04:16] Voice 17: to undertake it will then appropriately resource which is the way it should be item number 20 also

[1:04:23] Voice 17: is a new guideline proposed by fpc that trust council established a budget guideline to consider

[1:04:28] Voice 17: resourcing needs to update and implement the reconciliation action plan based on conversations

[1:04:33] Voice 17: that we had yesterday around this table i think that seems to be a top priority for most trustees

[1:04:39] Voice 17: i do think that plan is outdated and in need of some work and i know staff are already turning

[1:04:44] Voice 17: their time and attention to that and we're seeing some good progress so i think we're all feeling

[1:04:48] Voice 17: good about that guideline item number 21 has a proposed budget guideline that asks trust

[1:04:55] Voice 17: Council to resource and implement a communication strategy. So again, that's just a sound business

[1:05:00] Voice 17: practice. If you're going to implement or approve and implement a plan, you should probably plan to

[1:05:05] Voice 17: fund it. So that's a good guideline as well. Item number 22, this might be the last new guideline

[1:05:13] Voice 17: that FPC is bringing forward, and that's that Trust Council established a budget guideline

[1:05:17] Voice 17: that resource requests for additional operating budgets, including one-time projects. This is

[1:05:21] Voice 17: sounding familiar. I think I've already mentioned this one. Yes, I have. So this one is just a

[1:05:26] Voice 17: a repeat of the earlier budget guideline. It lives in two places because it does apply to both

[1:05:31] Voice 17: staffing as well as department budget submissions. So that was a very quick overview. I know I'm

[1:05:35] Voice 17: standing between you and the end of your day, so I've blasted through that, but I'm happy to take

[1:05:39] Voice 17: any questions. And if I've missed anything, FPC members, feel free to jump in.

[1:05:52] Voice 11: just so colleagues can understand the general theme that FPC is working with here, if you look

[1:05:58] Voice 11: at each of these proposed guidelines you can see that there's steps towards

[1:06:06] Voice 11: bringing together the the idea that strategic or you know policy initiatives

[1:06:13] Voice 11: when they're being proposed that actually the cost is being assessed that we're trying to put

[1:06:20] Voice 11: the operational requirements together when we have a kind of a strategic move we're trying to get the

[1:06:26] Voice 11: operational requirements required to implement it we're trying to do both at the same time we're

[1:06:31] Voice 11: trying to sort of account for it in our budgeting in a sense it's like groping steps towards where

[1:06:38] Voice 11: corporate planning should take us and we're working within the existing structure to make

[1:06:42] Voice 11: that happen all of these did the director can correct me but my understanding that

[1:06:47] Voice 11: all of these proposed guidelines exist elsewhere in other local governments they're fairly standard

[1:06:55] Voice 11: And we haven't simply adopted them because, or FPC hasn't adopted them because they're standard, but because they actually fit our environment and will be helpful to us in getting to a certain amount of greater rigor in developing the budget.

[1:07:15] Voice 11: And if I'm leaving anything out or added things that shouldn't be there, Director Mobs, please step in.

[1:07:22] Voice 17: No, I think that's fair.

[1:07:24] Voice 17: FPC and staff did look at other jurisdictions to see what example guidelines were out there,

[1:07:28] Voice 17: and we did choose those that are most relevant for our context.

[1:07:31] Voice 17: One of the things that we're hoping establishing early guidelines will do is minimize the amount

[1:07:37] Voice 17: of times that FPC pulls things out of the budget and Trust Council adds them back in.

[1:07:41] Voice 17: It's a lot of work for staff to prepare a budget with things in, take it out because

[1:07:45] Voice 17: FPC said take it out, add it back as Trust Council adds it back, or vice versa.

[1:07:49] Voice 17: a this gives clear direction from the approving body which is trust council so that hopefully we

[1:07:54] Voice 17: get it right instead of having to make too many amendments at the end any

[1:09:31] Voice 17: that speaks to what happens with funds that have been collected under special requisition

[1:09:38] Voice 17: in a local trust area that remain unspent at the end of a fiscal year. The community charter

[1:09:46] Voice 17: has guidance for other local governments. The way that these types of special requisitions are

[1:09:51] Voice 17: are treated is special requisition money that is unspent can only be redirected once the project

[1:09:58] Voice 17: or purpose for which the special money was requisitioned for is complete. Trust Council's

[1:10:05] Voice 17: policy is not as clear that that's the intention and that's the way that specially requisitioned

[1:10:12] Voice 17: funds should be treated. So what we've seen historically is a buildup of surplus of special

[1:10:17] Voice 17: requisition money that is unspent, flows into surplus at the end of the year, next year it's

[1:10:22] Voice 17: unspent, flows into surplus, and then it's sometimes been redirected at the discretion

[1:10:27] Voice 17: of council. This will just clear up that piece of the policy so that there's no confusion around

[1:10:32] Voice 17: that. Former FPC did review this policy amendment. They were in agreement with it. They asked staff

[1:10:37] Voice 17: to make the change and advance it to trust council. That conversation took place right

[1:10:41] Voice 17: before the election of current term council, and so then we didn't get around to advancing it

[1:10:46] Voice 17: as we were focused on orientation.

[1:10:48] Voice 17: So this is largely administrative,

[1:10:49] Voice 17: but I'm happy to take any questions
