[0:00:00] Trustee Luckham (probable): and she would join yeah let me just let go yeah so i was hoping julia would join us but
[0:00:09] Trustee Luckham (probable): she's going to join us late if she can if we're still here anyway let us call our meeting to
[0:00:19] Trustee Luckham (probable): order the cao hiring committee agenda um you did get an agenda in the email a couple days ago
[0:00:26] Trustee Luckham (probable): and just this morning you would have received an email from julia with some of the policies
[0:00:33] Trustee Luckham (probable): and the motions from council with respect to the next phase of the COHC or the whatever new name
[0:00:44] Trustee Luckham (probable): it happens to have, which would be the CAO evaluation committee. And we'll talk about
[0:00:53] Trustee Luckham (probable): that when we get there. Is there anything else that needs to be added to today's agenda?
[0:01:00] Trustee Luckham (probable): agenda. We won't be going in camera because I don't think the job description and the other
[0:01:05] Trustee Luckham (probable): things are talking about individuals and can be held in the open meeting, if that's okay.
[0:01:15] Trustee Luckham (probable): Justy Evans.
[0:01:17] Voice 1: I just had a question about timing. So we had, and I don't know if this is in camera
[0:01:23] Voice 1: or not, we had had a discussion about a consultant as well. We would need to have a business case
[0:01:31] Voice 1: put together for that if we're going to do it okay
[0:01:36] Trustee Luckham (probable): so um i'm not really prepared to have that
[0:01:41] Trustee Luckham (probable): conversation here today but um that's a conversation and um i had
[0:01:48] Voice 1: to be added to the
[0:01:49] Voice 1: next agenda
[0:01:49] Trustee Luckham (probable): it's gone blank actually because i did have some suggestions um about how we
[0:01:55] Trustee Luckham (probable): might choose to advance that
[0:01:57] Voice 1: but
[0:01:58] Trustee Luckham (probable): i would suggest we maybe not cover that today that's all right
[0:02:02] Trustee Luckham (probable): Yeah. Yeah.
[0:02:05] Trustee Luckham (probable): Acknowledging that interest is out there. And I've had a bit of a conversation with Julia about that as well. But anyway, let's not discuss that here. So that said, Laura, Patrick, you had something?
[0:02:18] Trustee Luckham (probable): Well,
[0:02:20] Trustee Patrick (probable): I'm just, the in-camera, I mean, developing the performance measures, would we not be potentially having some conversations about like skill set or thoughts or things about an individual?
[0:02:36] Trustee Patrick (probable): I know when we did performance review and evaluation of the previous CAO last term, when I was on the executive, all of that was done in camera, even establishing the performance measures.
[0:02:46] Trustee Patrick (probable): So that was just my question on that. Job performance absolutely is a public item, but I wonder if our performance evaluation criteria is.
[0:02:56] Trustee Patrick (probable): is?
[0:02:57] Trustee Luckham (probable): Right. And so I don't have the material with us today, and I'm hoping that Julia can come and
[0:03:03] Trustee Luckham (probable): speak to it. But we are engaging with leaders with respect to a contract for administering and
[0:03:11] Trustee Luckham (probable): managing that process. And so certainly those details will need to be talked about in camera
[0:03:19] Trustee Luckham (probable): at some point. But today, I think what I want to identify, which I don't think is in camera
[0:03:24] Trustee Luckham (probable): conversation is what the top priorities for the first six months period should be.
[0:03:29] Trustee Luckham (probable): If we have some consensus on that so that we can include that, those ideas, uh, conceptual,
[0:03:34] Trustee Luckham (probable): and that's like strategic plan, um, uh, um, corporate plan, um, you know, bylaw enforcement,
[0:03:42] Trustee Luckham (probable): um, whatever it happens to be the shopping list is, um, identifying those areas so that they can
[0:03:49] Trustee Luckham (probable): be included in um the work later but david marler is away he's working on that contract at the
[0:03:55] Trustee Luckham (probable): moment and so we're not really in a good position to discuss it but i'm going to give julia the
[0:04:00] Trustee Luckham (probable): opportunity to speak to it if she can join us a little later in the meeting does that sound okay
[0:04:07] Trustee Luckham (probable): laura yeah okay and trustee evans again with regard to
[0:04:11] Trustee Luckham (probable): the agenda yep
[0:04:12] Voice 1: um i don't know that
[0:04:13] Voice 1: i'm comfortable with 3.2 when we're discussing an individual's priorities that they're going
[0:04:18] Voice 1: going to be evaluated against having that discussion in public? Is the CAO six-month
[0:04:28] Voice 1: priorities for their probationary period that they're going to be evaluated against?
[0:04:33] Voice 1: I think that that one section might be better held in camera because we are discussing an
[0:04:38] Voice 1: individual's potential performance and how it's going to be evaluated.
[0:04:44] Trustee Luckham (probable): Sure. I think my intention is to keep it at a very high level at this time. And certainly,
[0:04:49] Trustee Luckham (probable): Certainly, I agree that when we get into the details with David and Julia and potential contract opportunity.
[0:04:57] Trustee Patrick (probable): The details is this committee. We're setting and establishing the performance metric.
[0:05:06] Trustee Luckham (probable): Except we're calling ourselves something else at that juncture. But it is the same body of people.
[0:05:15] Voice 2: I think in terms of
[0:05:16] Voice 2: the task at hand, though, that we are talking about this six months and this person.
[0:05:21] Voice 2: Mm hmm.
[0:05:22] Voice 2: We're going to get in.
[0:05:23] Voice 1: That makes me uncomfortable.
[0:05:24] Voice 2: If we're going to
[0:05:25] Voice 2: get into figuring out what we want to do for this six months and this person, then I think we need
[0:05:30] Voice 2: to be in camera.
[0:05:32] Trustee Luckham (probable): I agree.
[0:05:33] Trustee Luckham (probable): So then I'll move that to in camera and then we'll have to just rise and report on some elements of it that are more public in nature.
[0:05:45] Voice 1: Thank you, that's fine.
[0:05:47] Trustee Luckham (probable): Okay, anything else associated with our agenda today.
[0:05:52] Trustee Luckham (probable): Then I'm going to adopt the agenda present as amended. We'll have an in camera session we'll
[0:05:59] Trustee Luckham (probable): have to pull together a motion to for that and Lori perhaps I might lean on you to find a motion
[0:06:06] Trustee Luckham (probable): that covers that that we've used in the past, and we'll just pass that motion. When we get to the
[0:06:14] Trustee Luckham (probable): the closed meeting session is that all right lori yeah
[0:06:19] Voice 3: i'll find that i'll see if there's
[0:06:20] Voice 3: something applicable if not yeah
[0:06:22] Trustee Luckham (probable): thank you um okay so then uh approved the agenda as amended
[0:06:28] Trustee Luckham (probable): um just want to as always of course acknowledge that we all live and work uh broadly across the
[0:06:35] Trustee Luckham (probable): coast salish uh territory and this in the uh in the southern gulf islands the island trust area
[0:06:41] Trustee Luckham (probable): area, which, of course, is the traditional home lands, territory of many First Nations.
[0:06:50] Trustee Luckham (probable): And our work in land use management is critically important to the nations whose territory this
[0:06:58] Trustee Luckham (probable): is.
[0:06:59] Trustee Luckham (probable): And we are committed, I am committed to working through our reconciliation commitments in
[0:07:07] Trustee Luckham (probable): order to improve how we govern and how we govern with nations into the future. So grateful for that
[0:07:16] Trustee Luckham (probable): opportunity. I'm going to just introduce my members here on the COHC Hiring Committee,
[0:07:24] Trustee Luckham (probable): whom I am so very grateful to have worked with in this period. We've worked, I think, reasonably
[0:07:30] Trustee Luckham (probable): well together and accomplished the tasks set before us. But Judy Getty from Bowen Island,
[0:07:36] Trustee Luckham (probable): good morning. Laura Patrick from Salt Spring Island, good morning. Afternoon out there,
[0:07:42] Trustee Luckham (probable): I suppose. Trustee Peterson, Mesquite Island. Trustee Evans, South Pender. And Trustee Elliot
[0:07:52] Trustee Luckham (probable): Gabriola. And absent or regrets from Joe Bernardo and David Maude. And of course,
[0:08:01] Trustee Luckham (probable): in the background is Lori Foster looking after our technology in our minutes. And Julia Mobs, the
[0:08:08] Trustee Luckham (probable): interim CAO, will be joining us hopefully a little later in the meeting to assist us with a couple of
[0:08:16] Trustee Luckham (probable): topics. And David Marler, who's our staff support person, is away at this present moment. So I think
[0:08:28] Trustee Luckham (probable): And myself, of course, Peter Luck, I'm elected on Thetis Island.
[0:08:31] Trustee Luckham (probable): Grateful to be here on Blacks and in Penelope territory.
[0:08:36] Trustee Luckham (probable): So the first item here is the CAO job description update.
[0:08:40] Trustee Luckham (probable): We have numerous, a couple of examples and numerous drafts.
[0:08:45] Trustee Luckham (probable): I want to thank all of you that have been committed to working through the details of
[0:08:53] Trustee Luckham (probable): this.
[0:08:53] Trustee Luckham (probable): Judy Getty, most recently, filtering it down. And of course, Laura Patrick and Trustee Evans
[0:09:01] Trustee Luckham (probable): and Joe Bernardo were also engaged in the heavy lifting there. And we have the version five.
[0:09:12] Trustee Luckham (probable): Some of you, in fact, because it was in the hands of Judy last, I would like maybe perhaps for you
[0:09:20] Trustee Luckham (probable): to provide any remarks of where we've landed up with version five and thank you for pushing that
[0:09:27] Trustee Luckham (probable): out to me the other day and then let's hopefully you've all had a chance to review it and I would
[0:09:36] Trustee Luckham (probable): like to be in a place where we agree that this is the job description that we can forward this to
[0:09:41] Trustee Luckham (probable): I think at this time to Julia Mob who can then forward it to Anita Owens at PSA to ensure that
[0:09:50] Trustee Luckham (probable): that it meets the PSA requirements in terms of the content.
[0:09:55] Trustee Luckham (probable): And then it would come back to presumably council actually
[0:09:59] Trustee Luckham (probable): at some point for adoption.
[0:10:04] Trustee Luckham (probable): Anyway, Judy Getty over to you to start us off.
[0:10:07] Trustee Luckham (probable): Thank you for your work.
[0:10:13] Trustee Luckham (probable): We'll need a microphone.
[0:10:22] Trustee Luckham (probable): Yeah, I'm not hearing you.
[0:10:24] Voice 2: I'm
[0:10:24] Voice 8: hearing you Judy.
[0:10:25] Voice 8: Your microphone.
[0:10:27] Voice 8: Sorry.
[0:10:27] Voice 2: So what we're trying to do is get this down to something
[0:10:30] Voice 2: something that is as small as possible so that it's more readable.
[0:10:34] Voice 2: And we had eight pages that was a lot of repetition
[0:10:38] Voice 2: and a lot of not playing language.
[0:10:42] Voice 2: So the first draft, and this is back and forth.
[0:10:49] Voice 2: Christina has had a chance to look at it and work on it a couple of times,
[0:10:52] Voice 2: and Joe's worked on it a couple of times,
[0:10:54] Voice 2: and Laura, you had it at the very beginning.
[0:10:56] Voice 2: And that's basically the Laura's draft is what I started with. So I've deleted a lot of the comments and I've put in and taken out based on I know that Christina, you had put in the opening line of another later paragraph and Joe argued that it was a flourish and that we needed to try and condense this.
[0:11:23] Voice 2: this. So I took it out. I don't know if that's the point that you wanted to speak to, but
[0:11:28] Voice 2: you said that there were items and issues that you wanted to talk about today. So
[0:11:33] Voice 2: this is as close to minimal, I think, as we've been able to get it. Greg had sent out a precedent
[0:11:41] Voice 2: from BCNet, which is very, very short and elegant. And I'm not sure that we're capable of getting to
[0:11:49] Voice 2: that document. There it is. So the second page of this one, if we can scroll through this,
[0:11:59] Voice 2: this is all talking about their mandate and their vision statement. And then you get into
[0:12:05] Voice 2: in the next page, keep scrolling. There you go. Okay. So there, the key responsibilities.
[0:12:13] Voice 2: If we wanted something like this, then it's possible. I think with what I've done in terms of the job description part, which is about three or four pages into our note, we're down to four pages. So it's about two pages in is there's a heading and then there's examples. And so if we wanted to get something like this, we might consider just the headings.
[0:12:38] Voice 2: That's a whole lot more work, and I'm not sure that we want to do that today.
[0:12:44] Voice 2: I'm suggesting that for our purposes, in terms of getting something finished for when Ruben starts,
[0:12:51] Voice 2: and we get it through PSA, and there's formatting that has to be done,
[0:12:56] Voice 2: that that's enough on our plate in terms of what we need immediately.
[0:12:59] Voice 2: So that this might be an example of what we would work towards,
[0:13:03] Voice 2: and that's something that we could do possibly in the next six months.
[0:13:07] Voice 2: and refining it as Ruben agrees or disagrees in terms of whether it's an accurate job description
[0:13:15] Voice 2: from what he has come to understand with the organization, but get some feedback and input
[0:13:20] Voice 2: from him. And Julia and the rest of the staff haven't seen this, and the other trustees haven't
[0:13:26] Voice 2: seen this either. So I think if we cut it down to this bare bones, that would be possibly creating
[0:13:34] Voice 2: more problems at this point in terms of getting all the the points across so um we've done a fair
[0:13:40] Voice 2: amount of work as a group um and thank everybody for their input um to get my version five and uh
[0:13:48] Voice 2: i'm i'm think that that can still be polished but i'm hoping that there's not major cuts to it
[0:13:55] Voice 2: because uh that would be um you know whether something gets cut whether it's put in someplace
[0:14:03] Voice 2: someplace else and rearranged and I'm not sure how much of an edit we actually we want to actually
[0:14:08] Voice 2: do at this point there's a fair amount of work just trying to keep track of what's been said
[0:14:13] Voice 2: at one point and what's been said at another point so I think our version five if we can
[0:14:20] Voice 2: switch back to that Laurie there we are so is this version five yeah
[0:14:33] Voice 3: this is version five with no
[0:14:35] Voice 3: markup okay
[0:14:36] Voice 2: well the
[0:14:44] Trustee Luckham (probable): marker you're muted oh sorry i
[0:14:47] Trustee Luckham (probable): was coughing so i'm sure you didn't need to
[0:14:50] Trustee Luckham (probable): mark
[0:14:51] Voice 2: up on this one is mostly the um formatting which i i'm not sure how helpful that is and
[0:14:59] Voice 2: that's why i put in the other versions because there were more of the comments um when i was
[0:15:04] Voice 2: trying to get a clean copy i was trying to delete as much as possible so that we just had the
[0:15:08] Voice 2: the text all right so have you
[0:15:15] Voice 2: already had a chance to read through it yeah
[0:15:19] Trustee Luckham (probable): any
[0:15:19] Voice 2: comments or remarks needs formatting oh definitely yeah
[0:15:25] Trustee Luckham (probable): um and maybe suggestions about
[0:15:29] Trustee Luckham (probable): how to proceed with this i would like to just simply start with this version five and maybe
[0:15:34] Trustee Luckham (probable): go through it a section at a time paragraph at a time and and um and adjust it as necessary so
[0:15:40] Trustee Luckham (probable): So, Trustee Evans, what do you think?
[0:15:43] Voice 1: Yeah, that sounds like a good plan.
[0:15:44] Voice 1: If you can go through a paragraph at a time, that would be great.
[0:15:46] Voice 1: And I don't have comments on the first paragraph.
[0:15:48] Trustee Luckham (probable): Yeah.
[0:15:49] Trustee Luckham (probable): Perfect.
[0:15:51] Trustee Luckham (probable): Lovely.
[0:15:52] Trustee Luckham (probable): Anybody else in broad terms or on the first paragraph or this approach?
[0:16:02] Trustee Luckham (probable): Just raise your electronic hands.
[0:16:06] Trustee Luckham (probable): Okay.
[0:16:06] Trustee Luckham (probable): So, there's just a few.
[0:16:11] Trustee Luckham (probable): Toby Elliott,
[0:16:12] Trustee Luckham (probable): how are you doing?
[0:16:13] Voice 6: I'm not well.
[0:16:14] Voice 6: I'm sorry.
[0:16:15] Voice 6: i'm
[0:16:15] Trustee Luckham (probable): sorry that you're experiencing what i have um
[0:16:19] Voice 6: just the spacing on the last three um
[0:16:21] Voice 6: all 26 trustees form the trust council and there's a couple of double spaces so it's just a bit of
[0:16:27] Voice 6: formatting but everything else formatting right yeah
[0:16:30] Trustee Luckham (probable): let's not worry about the formatting too
[0:16:33] Trustee Luckham (probable): much because uh um somebody else will will make that look pretty more skills yeah okay so let's
[0:16:44] Trustee Luckham (probable): maybe scroll down to the second paragraph purpose of the chief administrative officer cao position
[0:16:51] Trustee Luckham (probable): any thoughts on that paragraph from anybody no
[0:16:58] Voice 2: so joe had a concern about um the cao providing
[0:17:06] Voice 2: leadership and so i've changed that to support why
[0:17:13] Voice 6: is leadership a problem sorry um that the
[0:17:16] Voice 2: the trust council is the lead providing leadership and the CAO is,
[0:17:24] Voice 2: I think he wanted to just position in terms of the CAO is the employee of the
[0:17:29] Voice 2: trust. So it was just, I don't know that it's necessarily just semantics,
[0:17:35] Voice 2: but it was important for him in terms of making that distinction.
[0:17:50] Voice 2: Do you want me to lead this part of it, Peter?
[0:17:52] Trustee Luckham (probable): Peter? You know, it is indeed semantics. I just think that there's obviously a leadership role
[0:18:00] Trustee Luckham (probable): that is provided within the organizational framework that needs to be acknowledged. But,
[0:18:10] Trustee Luckham (probable): you know, I think it's adequate. I don't know that we need to drill too deep into it as long
[0:18:16] Trustee Luckham (probable): long as it's framing the intent and i think support or leadership provides that one way or the other
[0:18:24] Trustee Luckham (probable): and i see lots of hands up here now trustee peterson evans and elliot yeah
[0:18:31] Voice 8: just first off
[0:18:32] Voice 8: i'd like to um thank uh the folks that have done the deep dive in this apologize for my um
[0:18:40] Voice 8: uh in essentially inability uh lack of time to do so um really appreciate your work
[0:18:48] Voice 8: um this paragraph uh i'm mostly i'm mostly a good at good with it um there's something about
[0:18:59] Voice 8: using top uh that just seems odd to me but um you know if it were i i would just delete
[0:19:08] Voice 8: top in the very the second word of the first sentence but it's not uh essential
[0:19:14] Voice 8: potential it
[0:19:15] Trustee Luckham (probable): could actually just be cao yeah uh toasty evans do you think are you next um
[0:19:25] Voice 1: yeah i mean in the in the outside world i mean this is a top executive position
[0:19:31] Voice 1: this it's just the tier categories it's just the the naming convention of the the type of position
[0:19:38] Voice 1: that it is so that is correct um he is a top executive he is the same as a ceo in ceo in a
[0:19:45] Voice 1: in a company um but with regards to as you know as the sole employee of trust council
[0:19:51] Voice 1: the cao provides support to trust council to develop and implement the strategic vision
[0:19:56] Voice 1: that is correct because he doesn't lead us he doesn't lead the development of the strategic
[0:20:04] Voice 1: vision and the strategic plan we do he provides all the support necessary to do so so again the
[0:20:11] Voice 1: The way that that sentence is phrased is correct, in my opinion.
[0:20:18] Voice 1: You can say plus operational oversight and leadership to staff to support, to deliver that vision.
[0:20:25] Voice 1: That's where the leadership goes in this context.
[0:20:29] Voice 5: I
[0:20:33] Trustee Luckham (probable): agree with that, Jane.
[0:20:34] Trustee Luckham (probable): Anything else on that paragraph?
[0:20:38] Voice 1: Not from me.
[0:20:41] Voice 1: My reactions are sticky and I'm struggling to get my hands up and down.
[0:20:46] Voice 1: so you may see me waving yeah
[0:20:47] Trustee Luckham (probable): that's okay uh there's a small number of us so i can manage
[0:20:51] Trustee Luckham (probable): that i think trustee elliot vice chair elliot i
[0:20:55] Voice 6: like the um addition of leadership where um
[0:20:59] Voice 6: you suggested it i would suggest though the cao provides support and guidance to trust council
[0:21:06] Voice 6: or support and advice um it's it is um a dual role i think to support the council but also
[0:21:17] Voice 6: here's some advice and here's some guidance and in what you need to consider um so if that
[0:21:24] Voice 6: is appropriate maybe that could be worked in okay
[0:21:28] Trustee Luckham (probable): i'm just uh thinking out loud here a little bit
[0:21:31] Trustee Luckham (probable): it is lori if you have the ability to edit here we can go as slow as we need to it might be helpful
[0:21:39] Trustee Luckham (probable): to as
[0:21:40] Trustee Patrick (probable): you say i have a suggestion on the play of her words before you get too far into it and i
[0:21:44] Trustee Patrick (probable): think probably trustee getty does too okay
[0:21:46] Trustee Luckham (probable): trustee patrick over to you and i was gonna
[0:21:49] Trustee Patrick (probable): say you could
[0:21:49] Trustee Patrick (probable): just say as such the cio guides trust console to develop and implement the strategic vision
[0:21:59] Trustee Patrick (probable): because i think guides is just what the role is but like judy has another idea
[0:22:07] Voice 2: well i'm going to suggest that um i will take notes rather than us going through i think it's
[0:22:13] Voice 2: really difficult for laurie to juggle so many balls up in the air including editing at this
[0:22:18] Voice 2: point and i think that if we're wordsmithing and fine-tuning that it's going to be you know
[0:22:22] Voice 2: waiting in terms of trying to take that out and move that around and change that and whatever so
[0:22:28] Voice 2: So why don't we just discuss it and not ask Laurie to edit it?
[0:22:32] Voice 2: And that takes one less task out of this meeting.
[0:22:36] Voice 2: We'll get more done, I think.
[0:22:39] Trustee Luckham (probable): Sure.
[0:22:40] Trustee Luckham (probable): Although what I'd like to have is an agreement at the end of the meeting
[0:22:44] Trustee Luckham (probable): as discussed or as amended in order to advance it.
[0:22:51] Trustee Luckham (probable): But maybe I'm
[0:22:52] Trustee Luckham (probable): overly ambitious on that scope.
[0:22:54] Trustee Luckham (probable): But so if I'm perceiving then if you're taking notes or somebody's taking notes that maybe we would have a break where that those edits could be made and then it could come back to us as a final version.
[0:23:09] Trustee Luckham (probable): But let's see how it all. I'm hoping there's not really a lot of significant change, but because it reads well to me.
[0:23:18] Trustee Luckham (probable): Anyway, Trustee Evans, back to you.
[0:23:20] Trustee Luckham (probable): Laurie, we do need it back up.
[0:23:23] Trustee Luckham (probable): we need it on the screen i
[0:23:26] Voice 1: will struggle with that approach because i won't know what we settled on
[0:23:29] Voice 1: and i i need to see it i'm i'm one of those visual people so if i don't see it then i'm
[0:23:34] Voice 1: going to struggle to agree that and and yeah so if if it's possible for laurie to do it in
[0:23:39] Voice 1: in lifetime then we can actually see it and look at the words and continue to go okay that that
[0:23:44] Voice 1: now has changed the meaning of the sentence and i don't feel comfortable with it or whatever
[0:23:47] Voice 1: whatever so if it's if it's conceptual i can't i can't do it i can't work like that so um i'll
[0:23:52] Voice 1: leave it with
[0:23:53] Voice 2: you so then we've only got a couple of hours so i would suggest that if we're going
[0:23:57] Voice 2: to go through this whole document and words method that we'd be really very um focused in
[0:24:07] Voice 2: terms of our suggested changes we
[0:24:10] Trustee Patrick (probable): also have the performance to get to which is important so we
[0:24:13] Trustee Patrick (probable): We should set a deadline or time for the review of this language.
[0:24:17] Trustee Luckham (probable): Yeah.
[0:24:21] Trustee Luckham (probable): Well, we're at 12 o'clock already, and we owe ourselves a break.
[0:24:28] Trustee Luckham (probable): So I'm maybe suggesting, could we go to 1 o'clock and then see where we're at,
[0:24:34] Trustee Luckham (probable): maybe go to 1.30 at the latest and have a break and continue on?
[0:24:38] Trustee Luckham (probable): I like seeing it on the screen,
[0:24:41] Trustee Luckham (probable): and I'm hoping we don't have to drill too deep into the weeds
[0:24:44] Trustee Luckham (probable): that the changes would be straightforward.
[0:24:47] Trustee Luckham (probable): So on this second paragraph now, Laurie,
[0:24:50] Trustee Luckham (probable): are you comfortable with attempting to keep with us
[0:24:54] Trustee Luckham (probable): on adding the wording as we move along?
[0:24:57] Voice 3: Yeah, so if you could, yeah, just...
[0:24:59] Voice 3: Okay.
[0:25:00] Voice 3: Somebody's already changed the first part of the sentence
[0:25:02] Voice 3: and then this is what Toby's piece was.
[0:25:05] Voice 3: I'll just type what you say.
[0:25:07] Trustee Luckham (probable): Yeah, so there were a couple of suggestions now with that.
[0:25:10] Trustee Luckham (probable): As such, the CAO provides support and guidance.
[0:25:13] Trustee Luckham (probable): There was a couple of variations on that.
[0:25:15] Trustee Luckham (probable): Did we end up landing on one that was a favorite?
[0:25:22] Voice 2: I prefer an end advice.
[0:25:27] Voice 2: Toby's suggestion.
[0:25:28] Trustee Luckham (probable): Yeah.
[0:25:30] Voice 2: Support and advice.
[0:25:33] Trustee Luckham (probable): Everybody okay with that?
[0:25:34] Trustee Luckham (probable): Support and advice?
[0:25:36] Trustee Luckham (probable): I see a few nods.
[0:25:39] Trustee Luckham (probable): Okay.
[0:25:39] Trustee Luckham (probable): Let's do that.
[0:25:41] Trustee Luckham (probable): And then drop the guidance.
[0:25:43] Trustee Luckham (probable): Yeah.
[0:25:45] Trustee Luckham (probable): Okay.
[0:25:45] Trustee Luckham (probable): So what else was on this?
[0:25:48] Trustee Luckham (probable): there was a thing about leadership in the sentence, operational oversight and leadership.
[0:25:53] Voice 1: Yeah. Yeah, I've got my hand up to address that.
[0:25:57] Trustee Luckham (probable): Okay, Trustee Evans, go ahead.
[0:25:59] Voice 1: So where it says,
[0:26:02] Voice 1: plus operational oversight to staff, change it to be plus operational oversight and leadership
[0:26:08] Voice 1: to staff. Yeah.
[0:26:11] Voice 1: Thank you.
[0:26:13] Trustee Luckham (probable): Brilliant. Everybody,
[0:26:15] Trustee Luckham (probable): I'm just going to look for anybody opposed to that change.
[0:26:21] Trustee Luckham (probable): Anything else on that paragraph?
[0:26:24] Trustee Luckham (probable): Although on that, I was going to say section, but maybe it's more than a section.
[0:26:29] Trustee Luckham (probable): First paragraph.
[0:26:29] Trustee Luckham (probable): Second paragraph of the officer position, beginning with the CAO must foster.
[0:26:35] Trustee Luckham (probable): Any changes there?
[0:26:39] Trustee Luckham (probable): Brilliant.
[0:26:41] Trustee Luckham (probable): Trustee Peterson has stepped away temporarily.
[0:26:44] Trustee Luckham (probable): Let's continue on to page two.
[0:26:47] Trustee Luckham (probable): and so the top of page two now specific accountabilities um we've got a couple of
[0:26:54] Trustee Luckham (probable): highlighted items there but um let's go
[0:26:58] Voice 2: i think that's just formatting so
[0:27:00] Trustee Luckham (probable): let's just start with
[0:27:00] Voice 2: one oh no i'm sorry i put in the for example and all of those paragraphs because there was a
[0:27:09] Voice 2: question in terms of people missing the colon and joe thought that it was harder to read with
[0:27:14] Voice 2: the colon and just the list afterwards but it was intended to um have the main purpose and then the
[0:27:22] Voice 2: some breakdown and details in terms of what so the first line before the colon is basically the
[0:27:29] Voice 2: header and then there's the more details in terms of so the four example that i've inserted in each
[0:27:35] Voice 2: of these um that others haven't seen yet before um is just to highlight and explain and give a
[0:27:43] Voice 2: little bit more um context to the colon and what comes after and
[0:27:48] Trustee Luckham (probable): i don't know
[0:27:49] Voice 2: if we need it or not
[0:27:51] Trustee Luckham (probable): so this was an attempt to make it more plain language then yeah yeah
[0:27:56] Trustee Luckham (probable): okay fair enough trustee
[0:27:57] Trustee Luckham (probable): evans on that let's do these one at a time so item one yeah
[0:28:02] Voice 1: i would say that these are if you put if
[0:28:04] Voice 1: you say for example then these are soft and may or may not be done i would say including but not
[0:28:10] Voice 1: not limited to, because these are, you have to do these. These are not just suggestions. These are
[0:28:16] Voice 1: must-dos. And for example, is a suggestion or an example of something that you may do, but you
[0:28:22] Voice 1: don't have to do this.
[0:28:24] Trustee Luckham (probable): I like that idea, including, but not limited to, yeah.
[0:28:28] Voice 1: But that becomes then
[0:28:29] Voice 1: very cumbersome. So I think in some of these paragraphs, it's applicable, and in others,
[0:28:35] Voice 1: it's not
[0:28:36] Voice 5: is
[0:28:42] Trustee Luckham (probable): there any objection to changing the word for example and i'm presuming that would
[0:28:46] Trustee Luckham (probable): roll through each of the paragraphs including but not limited to okay it sounds like that's
[0:28:55] Trustee Luckham (probable): reasonable um so that's the first one the second item now organize and attend
[0:29:03] Trustee Luckham (probable): changing example to including but not limited to it's
[0:29:08] Voice 2: included but not limited to thank you
[0:29:14] Trustee Luckham (probable): so then i'm gonna assume that section two is okay although it's funny the numbering is a little odd
[0:29:23] Trustee Luckham (probable): the the third one then is oversee operational support there is no example in that one that's
[0:29:29] Trustee Luckham (probable): straightforward no objection uh oh and nothing that item four maybe that's how the numbering
[0:29:38] Trustee Luckham (probable): got messed up uh so item five is guide the island's trust and again that for example might
[0:29:44] Trustee Luckham (probable): be changed no if i
[0:29:45] Trustee Luckham (probable): can um sorry
[0:29:47] Voice 2: the um whatever the numbers are here the over um oversee operational
[0:29:53] Voice 2: support of the trust committees and the islands trust conservancy board those were one
[0:30:00] Voice 2: paragraph before and um so i separated them and uh i'm not i wasn't clear in terms of what
[0:30:08] Voice 2: the support was that we gave to the trust conservancy board and second um in the old
[0:30:14] Voice 2: original it's called the islands trust fund management and i think
[0:30:19] Voice 2: that the fund has changed
[0:30:20] Voice 3: so
[0:30:22] Voice 2: it's no longer called the fund that could
[0:30:23] Voice 3: still call fund management but it is the islands
[0:30:27] Voice 3: trust conservancy board i did look into the act yesterday okay
[0:30:32] Voice 2: um it was originally
[0:30:34] Voice 2: one paragraph
[0:30:35] Voice 2: these two the oversee operational support and it could be gone it could be condensed again into one
[0:30:42] Voice 2: paragraph if we wanted or kept them separate i
[0:30:48] Trustee Luckham (probable): don't think it hurts for it to be a separate
[0:30:51] Trustee Luckham (probable): any objections to maintaining that okay so then that takes us to four thank you for renumbering
[0:31:01] Trustee Luckham (probable): there on the fly lori guide the islands trust liaison yeah that's moving around a little bit
[0:31:16] Trustee Luckham (probable): anything on that of what is now number four obviously changed that language there thank you
[0:31:23] Trustee Luckham (probable): lori moving along then to numbers what's now number six negotiate interagency all right
[0:31:36] Trustee Luckham (probable): Right. Manage Islands Trust at seven now, that would be. Legal services. Again, changing that
[0:31:46] Trustee Luckham (probable): language. Thank you, Lori, for keeping up with us. All right. So then I'm going to move. Oh,
[0:32:01] Trustee Luckham (probable): Toby Elliott, go ahead.
[0:32:05] Voice 6: Interagency agreements, is that the same as intergovernmental
[0:32:10] Voice 6: relations um and are we adequately covering the intergovernmental role because i don't see that
[0:32:21] Voice 6: really mentioned anywhere can you scroll up a bit laurie please i
[0:32:29] Voice 2: think the um intergovernmental
[0:32:31] Voice 2: is supposed to be covered in four
[0:32:34] Voice 1: no
[0:32:38] Voice 2: maybe not it
[0:32:39] Voice 1: is at the bottom yeah
[0:32:43] Voice 2: yeah
[0:32:44] Voice 6: it's mostly in turn
[0:32:46] Voice 6: Four seems to be speaking to information to us, but how are we tasking the CAO with developing relationships with external partners and agencies?
[0:33:03] Voice 6: I just don't think interagency agreements covers it.
[0:33:06] Voice 2: So it starts with guide the trust liaison and cooperative work with political and executive level representatives from related agencies, blah, blah, blah.
[0:33:15] Voice 2: so that's the
[0:33:17] Voice 2: heading and then the agreements and land use regulations is one final example
[0:33:22] Voice 2: and this is in addition to the interagency and
[0:33:34] Trustee Patrick (probable): this is an opportunity of where when we get into
[0:33:36] Trustee Patrick (probable): the performance there's things that we can further you know explain through that as well
[0:33:43] Trustee Patrick (probable): on what exactly we mean by or want to see well
[0:33:47] Voice 6: i want to see someone who strengthens relationships
[0:33:50] Voice 6: relationships with intergovernmental partners, not just agencies. There is work to be done
[0:33:57] Voice 6: in relationship building, and I don't see that in either four or five
[0:34:02] Voice 6: with intergovernmental partners. So I don't quite know how that should be captured. Maybe
[0:34:07] Voice 6: I can come back to it. Yeah,
[0:34:13] Voice 6: I think that
[0:34:13] Trustee Luckham (probable): would be captured in direction
[0:34:20] Trustee Luckham (probable): as necessary on an ongoing basis.
[0:34:25] Trustee Luckham (probable): I do think that that paragraph four captures the essence
[0:34:30] Trustee Luckham (probable): of what you're suggesting there.
[0:34:34] Voice 1: I was just going to recommend tack on to the end of related agencies
[0:34:39] Voice 1: and number four, end partners.
[0:34:42] Trustee Luckham (probable): That'd be fine, yeah.
[0:34:47] Voice 1: Does that
[0:34:48] Voice 1: help address your...
[0:34:58] Trustee Luckham (probable): Yeah.
[0:34:59] Trustee Luckham (probable): Yeah. And there's obviously a fine line in the political spectrum, which we own, and the organizational opportunities.
[0:35:11] Voice 1: Yeah. And I was going to say that semicolon needs to remain there.
[0:35:13] Trustee Luckham (probable): Yeah.
[0:35:17] Trustee Luckham (probable): That's a colon.
[0:35:18] Voice 1: Yeah. Thank you. Thank you.
[0:35:20] Voice 1: Yeah.
[0:35:20] Trustee Luckham (probable): Okay. We are right. We can certainly come back to it after having thought about it, circulated in some fashion, but let us continue on. So that's four, five, and six all together.
[0:35:38] Trustee Luckham (probable): So this takes us to corporate accountabilities without a stress organization and employees. There's two items there. I'm going to ignore the numbering there. Create and maintain an annual corporate planning process.
[0:35:54] Trustee Luckham (probable): just the Evans I
[0:35:59] Voice 1: was going to say create and maintain an annual corporate planning process
[0:36:03] Voice 1: in conjunction with trust council because this is not this is still this is something that's still
[0:36:09] Voice 1: owned by trust council this isn't owned by the CAO even though it's got it's got elements that
[0:36:17] Voice 1: straddle both the corporate plan is is the direction that trust council sets for the body
[0:36:29] Voice 1: as a whole that's not something the cao sets so i just want to make sure that that's in there
[0:36:37] Voice 1: and then i'm i'm okay with that yeah
[0:36:45] Voice 10: and
[0:36:49] Trustee Luckham (probable): would that for example remain there or does that need
[0:36:54] Trustee Luckham (probable): to also have the edits we've applied okay that
[0:36:58] Voice 1: is an absolute must that is not that is not a
[0:37:01] Voice 1: suggestion okay
[0:37:05] Trustee Luckham (probable): good so the next paragraph then um lead the management team in blue i'm going to
[0:37:21] Trustee Luckham (probable): continue on provide leadership to staff located in three offices okay
[0:37:26] Voice 1: sorry um if we can just
[0:37:27] Voice 1: change the for example as well contract to my hand no uh in in in number nine yeah
[0:37:36] Trustee Luckham (probable): and in
[0:37:41] Trustee Luckham (probable): number 10 whatever
[0:37:44] Voice 10: you want to call it okay
[0:37:58] Trustee Luckham (probable): so then what would be number 11 i'm guessing is
[0:38:04] Trustee Luckham (probable): champion and lead uh
[0:38:09] Trustee Patrick (probable): it's just where we have i know we we have only three offices but to me
[0:38:16] Trustee Patrick (probable): that's the ceo's prerogative and there could be we've had other offices in the past like smaller
[0:38:21] Trustee Patrick (probable): ones so would we not anywhere we've got like fixed numbers to me it you know it should be in just all
[0:38:29] Trustee Patrick (probable): office located you know located in or just provide leadership to staff in all offices or all office
[0:38:34] Trustee Patrick (probable): locations or something that just three yeah
[0:38:38] Trustee Luckham (probable): i think all offices all
[0:38:42] Trustee Patrick (probable): office locations i think
[0:38:44] Trustee Patrick (probable): works good yep
[0:38:45] Voice 10: okay
[0:38:51] Trustee Luckham (probable): so no objections to that so the next paragraph champion and local lead changes
[0:39:03] Trustee Luckham (probable): all right accept responsibility for powers okay
[0:39:23] Voice 10: so
[0:39:28] Trustee Luckham (probable): scrolling down issue management accountabilities
[0:39:31] Trustee Luckham (probable): now
[0:39:33] Voice 2: joe was objected to the whole of this um section being in here and he thought that this
[0:39:38] Voice 2: This was a flourish that was repetitive of some of the points that were made in the earlier paragraphs and was something that would be difficult to measure.
[0:39:50] Voice 2: I don't know that I agree with him.
[0:39:59] Trustee Luckham (probable): Yeah. So what do others think about this whole section? Trustee Evans?
[0:40:09] Voice 1: I think the first two paragraphs have pretty much been covered.
[0:40:13] Voice 1: covered um this is this is rewording of things that have been either said or or like um
[0:40:22] Voice 1: oh shoot we are in your house house um
[0:40:31] Voice 2: sorry if i may christina there were two whole pages that
[0:40:36] Voice 2: dealt with um manage issue management accountability so and this was the um
[0:40:41] Voice 2: And this is almost like the first one is almost like code of conduct that's been distilled down into basically one sentence.
[0:40:51] Voice 2: And the second one was a whole lot of communication.
[0:40:55] Voice 2: The third one is a whole page that I think had been cut and pasted from PSA in terms of detailed examples of how to best practice in terms of working with First Nations.
[0:41:10] Voice 2: so trying to get those two pages down and a lot of it was um covered in all of the previous
[0:41:18] Voice 2: paragraphs but uh some of it wasn't so i i thought that this what was left was to try and figure out
[0:41:26] Voice 2: you know when we get into problems then um either with communications or with um disputes between
[0:41:35] Voice 2: between agencies that we needed to include something
[0:41:37] Voice 2: in terms of work with a management team
[0:41:40] Voice 2: to develop strategies and solutions for problems
[0:41:43] Voice 2: and figure out how to provide information
[0:41:49] Voice 2: to the public in plain language.
[0:41:52] Voice 2: That was our communications thing.
[0:41:55] Trustee Luckham (probable): And Varsha, Elliot?
[0:42:00] Voice 6: Well, I'm not sure because I think you're right
[0:42:05] Voice 6: that didn't Julia bring forward
[0:42:08] Voice 6: the First Nations competencies from PSA that are appropriate for this level of work.
[0:42:17] Voice 6: And I think to leave that out would be, well, it's a big piece of work.
[0:42:24] Voice 6: Why would we?
[0:42:25] Voice 6: The issue management strategies and solutions, I think if the CAO is not, you know,
[0:42:34] Voice 6: responsible to address emerging issues that the public is coming up with, then who is?
[0:42:44] Voice 6: If it's articulated in the previous part, then that's fine. But I think it's great to make it
[0:42:51] Voice 6: clear that this person is responsible for addressing any concerns that emerge in tandem
[0:43:02] Voice 6: them with the um management team
[0:43:04] Voice 10: back to trustee evans i can't hear yes i
[0:43:16] Trustee Patrick (probable): forgot to take my mic off
[0:43:18] Trustee Patrick (probable): um i don't really think it's i'm okay with what's there except on the number 13 there
[0:43:26] Trustee Patrick (probable): um encourages members of the islands trust what's up i didn't know we sold memberships
[0:43:33] Trustee Patrick (probable): So I think it's we, you know, we're encouraging who? Employees and trustees, partners. But I've always said we play a role. Part of our work is also helping the community along on the journey of reconciliation.
[0:43:52] Trustee Patrick (probable): So, I think it's encouraged, I think we just have to find a way, members isn't the right word, but it's, you know, it's staff, it's employees, and it's even our partners and our, you know, and our constituents, or our islanders, our residents, or whatever.
[0:44:16] Voice 10: Yeah. Trustee Evans.
[0:44:28] Voice 10: Trustee Evans.
[0:44:30] Voice 1: Okay, sorry, I was, I froze, I'm not sure if you.
[0:44:33] Voice 1: you um on number 11 then um how about we just end it at language so on behalf of the island's trust
[0:44:41] Voice 1: translate and present information issues and challenges to the public using plain language
[0:44:46] Voice 1: and then just cut the rest out um i mean i think the stuff that's in here is
[0:44:54] Voice 1: like uh yeah i don't think the rest of that needs to be in there so
[0:45:02] Trustee Luckham (probable): you're on um the second paragraph
[0:45:05] Trustee Luckham (probable): graph label item 11 and just deleting that bottom part yeah i think we could dispense with that as
[0:45:11] Trustee Luckham (probable): well and then
[0:45:12] Trustee Patrick (probable): from what although that's a very separate issue and that is common work of what
[0:45:18] Trustee Patrick (probable): the ceo if that's not elsewhere in this document that is going to be a big chunk of their work
[0:45:23] Trustee Patrick (probable): that second sentence so there's
[0:45:27] Voice 1: communications and there's
[0:45:28] Trustee Patrick (probable): issues we
[0:45:32] Voice 1: already have other sections
[0:45:33] Voice 1: where we've talked about healthy work environment and we've got and healthy work environment includes
[0:45:38] Voice 1: dealing with escalated issues between staff and trustees and the public and so it's already that
[0:45:44] Voice 1: that's already covered and that includes the investigation and that includes the mediation
[0:45:50] Voice 1: that includes all the tactics involved in creating a healthy work environment so
[0:45:55] Voice 2: then this example
[0:45:56] Voice 2: might be um taken out and pasted into an earlier one so it spells it out but
[0:46:04] Voice 1: i don't think we need
[0:46:04] Voice 1: to spell out what a healthy work environment is if we have to spell it out if people don't
[0:46:10] Voice 1: understand what a healthy work environment is yeah like
[0:46:13] Voice 1: that that's going a little too deep
[0:46:15] Voice 1: into weeds like we shouldn't have to handhold what a healthy work environment is if there's
[0:46:20] Voice 1: if there's a problem the ceo
[0:46:22] Voice 2: has to deal with it that was another issue in terms of whatever the
[0:46:25] Voice 2: earlier paragraph was it had healthy um that was raised as a question in terms of uh exactly what
[0:46:34] Voice 2: you just said what does that mean so that was turned into i believe positive work environment
[0:46:43] Voice 2: although many
[0:46:44] Voice 1: if it's a positive that this is like playing with words and semantics
[0:46:48] Voice 1: if it's a positive work environment if there's an issue the ceo will deal with that
[0:46:54] Voice 10: yeah i
[0:46:55] Voice 1: don't think we have to spell it out we don't have to hold like hold his hand to say
[0:47:00] Voice 1: you have to deal with if there's an issue between your staff you have to deal with it i don't think
[0:47:04] Voice 1: i don't think he's i don't think anyone's going to miss that point and i don't think it has to
[0:47:10] Voice 1: be spelled out because then it makes us look like we don't know what we're doing when we're writing
[0:47:15] Voice 1: a job description right
[0:47:17] Trustee Luckham (probable): yeah i think that's where the skill set of a cao um that's where that lands
[0:47:23] Trustee Luckham (probable): in my mind
[0:47:24] Voice 1: and i did have another comment and i just have to plug in my thing um so
[0:47:28] Trustee Luckham (probable): i just want
[0:47:29] Trustee Luckham (probable): to before you move on let's just understand that we're in the same place here so item what's labeled
[0:47:36] Trustee Luckham (probable): here item 10 we're okay with that item 11 this recommendation is to delete everything after
[0:47:42] Trustee Luckham (probable): including for example and everything that follows and leaving it simple um and then item 13 is a
[0:47:50] Trustee Luckham (probable): a separate item to discuss. So are we okay with 10 and 11? And I want to go to Trustee Elliott,
[0:47:59] Trustee Luckham (probable): who has her hands up, and then I'll come back to you, Trustee Evans, for your other topic.
[0:48:05] Voice 6: Well, frankly, I'm not. Those are two separate pieces. To translate and present information,
[0:48:11] Voice 6: challenges, and issues to the public is a communications toolset. To mediate,
[0:48:17] Voice 6: negotiate solutions and to resolve human relations issues um especially as we've seen between the
[0:48:26] Voice 6: public and um staff or misunderstandings that is a different skill set and i don't understand why
[0:48:34] Voice 6: you would eliminate that it may be inherent in the cao that everyone wants but i think having
[0:48:40] Voice 6: having it spelled out would be helpful.
[0:48:46] Voice 10: Okay.
[0:48:50] Voice 10: Did Laurie just leave?
[0:48:53] Voice 10: I
[0:48:53] Trustee Luckham (probable): don't think so, but certainly the screen disappeared.
[0:48:57] Trustee Luckham (probable): Meeting host, she's still online.
[0:49:02] Trustee Luckham (probable): I crashed.
[0:49:04] Trustee Luckham (probable): Oh, I see.
[0:49:08] Voice 1: I was just going to address Toby's comment.
[0:49:11] Voice 10: It's covered elsewhere.
[0:49:14] Voice 1: That was my point.
[0:49:16] Voice 10: Yeah.
[0:49:19] Voice 1: We
[0:49:19] Trustee Patrick (probable): don't need to cover it again.
[0:49:20] Trustee Patrick (probable): I'm not finding it elsewhere. Can you tell us where it is? Because I can't find it.
[0:49:29] Voice 1: I'd have to have a look back through. So we'd have to scroll back up to the beginning.
[0:49:34] Voice 1: Before
[0:49:34] Voice 2: we go, then, if we identify opportunities for compromises and mediate or negotiate solutions, take that sentence out and put that at the end of what's now number 10.
[0:49:48] Voice 2: so institute issue management strategies and solutions for example identify opportunities
[0:49:54] Voice 2: for compromises and mediate or negotiate solutions does
[0:49:58] Trustee Luckham (probable): that fit i think they could be merged and
[0:50:01] Trustee Luckham (probable): that's definitely a step in the right direction i
[0:50:04] Voice 3: apologize where are we i did but i crashed out
[0:50:07] Voice 3: cut me off
[0:50:09] Trustee Luckham (probable): that's fine um so i want
[0:50:14] Trustee Luckham (probable): to either determine that we don't have consensus and leave
[0:50:17] Trustee Luckham (probable): it as originally presented or make an alteration.
[0:50:23] Trustee Luckham (probable): And perhaps Judy has led us in a direction that embraces the two concepts that Toby has
[0:50:34] Trustee Luckham (probable): identified as separate.
[0:50:42] Trustee Luckham (probable): So, Laurie, I don't know if you caught that because, of course, you were dealing with
[0:50:46] Trustee Luckham (probable): crashed computers.
[0:50:47] Trustee Luckham (probable): But, Judy, can you say that again?
[0:50:50] Trustee Luckham (probable): Yeah.
[0:50:51] Voice 2: Well, Christina was shaking her head, so maybe we should hear from her first.
[0:50:55] Voice 1: OK, so I was going to say then it would read work with the management team to develop and institute issue management strategies and solutions and identify opportunities for compromise and mediate or negotiate solutions.
[0:51:08] Voice 1: That's part of developing issue management strategies and solutions.
[0:51:14] Voice 5: You
[0:51:14] Voice 1: identify the opportunities, you make your compromises, you do mediation and you do your negotiations.
[0:51:19] Voice 1: that's all part of doing it so that's repetitious language but
[0:51:23] Voice 2: if we get bogged down in terms of
[0:51:25] Voice 2: having a disagreement here about you know it let's simplify it and edit and cut it out as opposed to
[0:51:31] Voice 2: leave it in because i think it's essential then we're just going to take far too long to sort that
[0:51:35] Voice 2: out so if i think we're compromising at this point in terms of somebody wants it in somebody wants it
[0:51:41] Voice 2: out and you know if yeah where can
[0:51:45] Voice 1: we i think i think the part problem was because it's not
[0:51:48] Voice 1: because the the the uh what was it was not healthy work environment it was um what was the word
[0:51:54] Voice 1: positive work environment because that's mentioned earlier in the document and it's not mentioned
[0:51:59] Voice 1: specifically here we don't need to repeat it again here because it is mentioned in another
[0:52:04] Voice 1: area and we don't need to word it differently to cover this and i think maybe that's where
[0:52:09] Voice 1: where toby was confused because she didn't see it here she felt it was missing completely but if
[0:52:13] Voice 1: it's not but this
[0:52:15] Voice 1: is trying to i
[0:52:17] Trustee Patrick (probable): was gonna say this is not healthy work environment only exactly
[0:52:20] Trustee Patrick (probable): a lot of the work they do is you've got you know a complainant in the community who's upset with
[0:52:26] Trustee Patrick (probable): the way they've been treated or something of that nature um so it's it's beyond just healthy work
[0:52:32] Trustee Patrick (probable): environment it's
[0:52:33] Voice 6: outwardly focused this the point of 11 is that it's outwardly focused you're
[0:52:38] Voice 6: You're addressing issues with the public by using plain language, and you bring forward mediated negotiated solutions to those challenges.
[0:52:48] Voice 6: It's not to do with a healthy work environment.
[0:52:53] Voice 6: Gotcha.
[0:52:53] Voice 6: Okay, I understand.
[0:52:54] Trustee Luckham (probable): Yeah, so if I might say, I'm going to suggest that we not change this, we include that.
[0:53:02] Trustee Luckham (probable): And this isn't the last time we're going to look at this.
[0:53:04] Trustee Luckham (probable): let's see what psa and julia have to say about the overall document and we can keep that in our
[0:53:11] Trustee Luckham (probable): minds and revisit it if we need to in the next go-round let's keep it now because we're going
[0:53:16] Trustee Luckham (probable): to get bogged down and trying to iron that out no everybody has a very good point of view on this
[0:53:22] Trustee Luckham (probable): and i
[0:53:23] Voice 1: was just going to say thank you i i think i had misunderstood the section so thanks for
[0:53:27] Voice 1: for clarifying yeah
[0:53:28] Trustee Luckham (probable): okay so section 13 then um is another um accountability management
[0:53:35] Trustee Luckham (probable): accountability um are there any are we can
[0:53:40] Voice 5: you move your cursor
[0:53:41] Trustee Luckham (probable): laurie i think laura raised a
[0:53:44] Trustee Luckham (probable): very good point who are the members of the islanders trust and maybe that needs to say
[0:53:48] Trustee Luckham (probable): delete the members and just say islanders trust uh other agent staff and other agencies
[0:53:57] Trustee Luckham (probable): but i'll leave that to you laura to make a recommendation there what is this page that's
[0:54:03] Trustee Luckham (probable): just come up oh
[0:54:05] Voice 3: sorry this is from the islands trust act that refers to members as trustees and
[0:54:10] Voice 3: elected officials
[0:54:11] Trustee Luckham (probable): fair enough um those are less so we do sell membership apparently yeah but i
[0:54:23] Trustee Patrick (probable): would just because this is a plain language i would just say trustees and staff
[0:54:26] Trustee Patrick (probable): that's all i
[0:54:27] Trustee Patrick (probable): was trying to get at so instead of
[0:54:29] Trustee Patrick (probable): member encourages trustees and staff and i think
[0:54:33] Trustee Patrick (probable): you don't have to have the islands trust to commit okay well are
[0:54:38] Voice 2: we not being champions of
[0:54:41] Voice 2: getting both the islands trust and the province and we're leading the whole of canada in terms of
[0:54:48] Voice 2: all of these um championing these visions well
[0:54:51] Trustee Luckham (probable): i think we're leaving the champion part and we're
[0:54:54] Trustee Luckham (probable): just changing the word members to trustees and staff of the islands trust
[0:54:59] Voice 2: is that fair
[0:55:03] Trustee Luckham (probable): i
[0:55:04] Voice 2: like the suggestion encouraging the islands trust to commit to and championing
[0:55:07] Voice 2: but so that's i agree that's that's
[0:55:13] Voice 6: simpler language the islands trust encompasses trustees
[0:55:17] Voice 6: and staff it's the organization itself that must commit to and champion this vision yeah
[0:55:23] Trustee Luckham (probable): i i agree
[0:55:24] Trustee Luckham (probable): it doesn't need to be um embellished any yeah we are the island stress so this
[0:55:34] Voice 2: is a condensation
[0:55:35] Voice 2: of a whole page of um material in terms of best practices and it was completely different language
[0:55:43] Voice 2: and uh a different sort of sensibility it felt like i was changing into a different
[0:55:48] Voice 2: world uh when i read through all of this stuff and it was really really hard to condense it down
[0:55:53] Voice 2: and i did not want to eliminate it completely all of those points so i sort of went through
[0:56:00] Voice 2: and thought that a lot of it had been repetition repeated in the earlier sections but this one was
[0:56:06] Voice 2: important in terms of us taking a role of championing and leading by example so are you
[0:56:15] Trustee Luckham (probable): okay with removing the word all we're doing is moving removing the word members yeah
[0:56:20] Voice 2: no i was
[0:56:20] Voice 2: talking about the whole paragraph sorry yeah
[0:56:22] Trustee Luckham (probable): okay so in that whole paragraph remove the word members
[0:56:26] Trustee Luckham (probable): and embraces i think what you've just said continues to embrace that all right so let's
[0:56:35] Trustee Luckham (probable): move on then financial responsibilities any remarks on that paragraph i think that's legislated
[0:56:48] Trustee Luckham (probable): yep okay let's scroll down to the next page is it yeah
[0:56:54] Voice 2: and formatting i could not get rid of this
[0:56:57] Voice 2: space so whoever's
[0:56:59] Trustee Luckham (probable): yeah let somebody else
[0:57:00] Voice 2: form out in
[0:57:01] Trustee Luckham (probable): skills uh christina evans so just before
[0:57:05] Voice 1: we get there um i just wanted to add in one more clause and this is somewhat standard in most uh
[0:57:10] Voice 1: job uh descriptions other duties and responsibilities is required this isn't
[0:57:18] Voice 1: all-encompassing that's not limited to this so just putting
[0:57:21] Voice 2: in the clause yeah yeah
[0:57:23] Voice 1: i don't know
[0:57:25] Voice 1: know
[0:57:25] Voice 2: if it's necessarily
[0:57:26] Voice 1: financial it's like uh yeah it's outside of financial this is this will
[0:57:30] Voice 1: have a heading other and
[0:57:34] Trustee Luckham (probable): so what do we add under that heading number
[0:57:36] Voice 1: 15 other duties other duties
[0:57:41] Voice 1: and responsibilities as required the
[0:57:45] Voice 2: catch-all you should
[0:57:48] Voice 5: have been a lawyer
[0:57:54] Voice 5: me okay
[0:57:58] Trustee Luckham (probable): and
[0:58:00] Trustee Patrick (probable): laura mine's more of a question it says the cda holds the position of deputy
[0:58:04] Trustee Patrick (probable): treasurer isn't he he or she appointed trust counsel by the act is required to appoint the
[0:58:11] Trustee Patrick (probable): treasurer i'm just i mean we could leave it's wordsmithing i assume but there needs to be an
[0:58:19] Trustee Patrick (probable): appointment made okay so the
[0:58:22] Trustee Patrick (probable): cao is appointed
[0:58:23] Voice 2: to the position yeah
[0:58:27] Voice 10: take
[0:58:29] Voice 2: out holds and changes
[0:58:30] Voice 2: to is appointed to appointed yeah we have a bunch of budding lawyers in our midst yikes
[0:58:41] Voice 2: scary very
[0:58:47] Trustee Luckham (probable): but anyway um are we satisfied then with that financial responsibilities and then
[0:58:54] Trustee Luckham (probable): adding other duties and responsibilities as required so that'll take us to the next page then
[0:59:00] Trustee Luckham (probable): okay qualifications you don't know that there's a lot of things to change here but um any thoughts
[0:59:28] Trustee Luckham (probable): thoughts on those uh say those first three bullets okay can you scroll down to the next
[0:59:42] Trustee Luckham (probable): part there knowledge and abilities you know these are really givens especially singers
[0:59:50] Trustee Luckham (probable): we've already hired um other is the next
[0:59:57] Voice 2: piece if I can just go back
[1:00:00] Voice 2: for a second there were some concerns that joe had in terms of um the cao is not a practicing
[1:00:08] Voice 2: lawyer and if they're actually interpreting and giving advice that that might get us into
[1:00:13] Voice 2: trouble with the law society and so there was a little bit of wordsmithing here and fine-tuning
[1:00:19] Voice 2: in terms of um not taking out those kinds of elements so um i think that he has agreed to
[1:00:28] Voice 2: this final draft and um i think that it's something that um might come up in a an argument in terms of
[1:00:38] Voice 2: you know something that our cao needs to be aware of that there's an issue in terms of someone's
[1:00:44] Voice 2: interpretation
[1:00:46] Trustee Luckham (probable): well i think that'll also come up with pfa if they think there's something missing
[1:00:53] Trustee Luckham (probable): or we're overstepping okay uh christina evans um
[1:01:00] Voice 1: just a little minor tweak under knowledge and
[1:01:03] Voice 1: abilities comprehensive knowledge and understanding of sure
[1:01:11] Trustee Luckham (probable): okay with that everybody laura i'm just
[1:01:22] Trustee Patrick (probable): backing up to i'm sorry i'm slow because i'm cross-referencing other documents the financial
[1:01:28] Trustee Patrick (probable): responsibility it says the ceo has procurement authority in accordance with trust council
[1:01:33] Trustee Patrick (probable): council policy. I'm wondering if we should also say, and, and let, you know, and, and through
[1:01:40] Trustee Patrick (probable): legislation, something about legislation, what if our policy is wrong, um, or not up to date, or,
[1:01:47] Trustee Patrick (probable): you know, uh, there's legal that, you know, by being a government corporation, uh, you know,
[1:01:54] Trustee Patrick (probable): there's legal, um, you know, through the community charter and other that apply to how we, um, you
[1:02:02] Trustee Patrick (probable): contract and things of that nature. And I'm just saying, is there just in the event that our policy
[1:02:08] Trustee Patrick (probable): is incorrect, don't we have a
[1:02:11] Trustee Patrick (probable): higher standard?
[1:02:12] Voice 2: And something at the very end, trust council
[1:02:15] Voice 2: policy and legislation? Something
[1:02:17] Trustee Patrick (probable): like that. I think that just covers us because
[1:02:19] Trustee Patrick (probable): if he knows it's wrong, he should make us
[1:02:23] Trustee Luckham (probable): fix it. And legislation is a good thing to add on there.
[1:02:27] Trustee Luckham (probable): Thank you.
[1:02:28] Trustee Luckham (probable): Christina Evans, anything further on that?
[1:02:31] Voice 1: I would put it the other way around
[1:02:32] Voice 1: because if if you look at then trust council policy comes first and legislation comes second
[1:02:38] Voice 1: it should be legislation and supporting trust council policy
[1:02:45] Voice 2: so authority in accordance with legislation and trust council policy
[1:02:49] Voice 2: yeah
[1:02:50] Voice 5: accordance
[1:02:52] Voice 10: yeah
[1:02:56] Trustee Luckham (probable): we'll leave that to lori
[1:02:58] Trustee Luckham (probable): okay we're all right with that so we'll go back to the next page then thank you lori
[1:03:09] Trustee Luckham (probable): uh knowledge and ability i think we captured that so other is the next
[1:03:14] Voice 2: sorry if i can
[1:03:15] Voice 2: butt in at that point just um we're doing comprehensive knowledge and understanding
[1:03:21] Voice 2: of the first one um take in the last first bullet take out comprehensive knowledge at the last line
[1:03:30] Voice 2: oh yeah and local government and land use planning law the
[1:03:35] Trustee Luckham (probable): whole thing no no just
[1:03:37] Voice 2: just not repeating comprehensive knowledge of okay no
[1:03:41] Voice 2: leave out and leave and yeah thanks
[1:03:55] Voice 5: take
[1:04:01] Voice 1: out the word of as well yeah
[1:04:03] Voice 10: okay very good thank you other that seems obvious
[1:04:15] Trustee Luckham (probable): so let's keep going down we're almost at the end of this document i think we are that's it we are
[1:04:23] Trustee Luckham (probable): are at the end of this document we may have
[1:04:26] Voice 2: got it down to three pages
[1:04:30] Voice 2: that'd be nice wouldn't it that's phenomenal from eight
[1:04:35] Voice 2: to three that's very good
[1:04:36] Trustee Luckham (probable): yeah
[1:04:39] Trustee Luckham (probable): well it's remarkable actually so um it's quarter to one so we've done really well um
[1:04:50] Trustee Luckham (probable): Um, I'm just thinking, um, maybe we should have a break 15 minutes that might give Lori a chance
[1:05:00] Trustee Luckham (probable): to clean that up and maybe even fire it to us in an email. Lori has to have a break as well.
[1:05:06] Trustee Luckham (probable): Um, unless we are comfortable with, uh, endorsing that to get it to Julia and to PSA,
[1:05:14] Trustee Luckham (probable): but let's have a break and we can think about that over, um, while we're having a sandwich
[1:05:19] Trustee Luckham (probable): or something can we come back at um quarter after one do you think and then we can push on with the
[1:05:27] Trustee Luckham (probable): rest of the business and maybe julia will join us around 1 30 or something sure okay so let's come
[1:05:33] Trustee Luckham (probable): back at a quarter past one thank you everybody that's terrific well done
[1:05:38] Trustee Luckham (probable): okay miracle and thank
[1:05:41] Trustee Luckham (probable): you laurie okay well welcome back everybody we still have a quorum um everybody have any
[1:06:03] Trustee Luckham (probable): Any last-minute reflections on the work we did already this morning?
[1:06:07] Trustee Luckham (probable): Are we happy to send that on to PSA?
[1:06:12] Trustee Luckham (probable): Judy, over to you.
[1:06:18] Trustee Luckham (probable): Your microphone.
[1:06:22] Voice 2: Unmute.
[1:06:23] Voice 2: Okay.
[1:06:23] Voice 2: So paragraph four, the Trust Conservancy Board,
[1:06:29] Voice 2: we left fund management in.
[1:06:32] Voice 2: It's number four.
[1:06:33] Voice 2: Yeah.
[1:06:34] Voice 2: And maybe change that to budget management.
[1:06:42] Trustee Luckham (probable): Yeah, that's interesting,
[1:06:44] Trustee Luckham (probable): because without a description that they may not be synonymous it because the
[1:06:49] Trustee Luckham (probable): Alan Strauss fund although it never had any funds per se but funds not called
[1:06:55] Trustee Luckham (probable): that anymore is it no it's not but and it may be that it's just simply the act
[1:07:00] Trustee Luckham (probable): has not caught up with the name change which seems a little odd but it's
[1:07:05] Trustee Luckham (probable): possible so as long as this was as long as we were comfortable with it then this
[1:07:14] Voice 2: This was language that was taken from the, what it was, 92, the original job description.
[1:07:20] Voice 2: So they called
[1:07:21] Voice 2: it Islands Trust Fund.
[1:07:24] Voice 2: They didn't call it the Conservancy, so that got changed.
[1:07:26] Voice 2: But I didn't know what the actual collection of money was called anymore.
[1:07:32] Voice 2: So we're overseeing operational support to ensure the provision of budget management.
[1:07:45] Trustee Luckham (probable): Yeah.
[1:07:47] Trustee Luckham (probable): I honestly don't know what the answer to that question is.
[1:07:51] Trustee Luckham (probable): it's unfortunate julia is not here with
[1:07:52] Trustee Luckham (probable): us yet okay
[1:07:54] Voice 2: so can we just maybe highlight that and
[1:07:57] Voice 2: let's highlight
[1:07:58] Trustee Luckham (probable): that and maybe you know word gives us that ability provide a comment um in there
[1:08:04] Trustee Luckham (probable): about is funds the correct word and is it budget or is it uh financial resources financial or land
[1:08:13] Trustee Luckham (probable): resources resources yeah
[1:08:14] Voice 2: i have a bunch of little tiny typos and some punctuation nothing that needs
[1:08:20] Voice 2: needs to that changes any of the content and the meaning and i think when i said that um that
[1:08:26] Voice 2: phrase including but not limited to and i said it should be included i think i was wrong so i have
[1:08:32] Voice 2: worked lori's given us a draft and i've fiddled with that but that's again that's spelling and
[1:08:38] Voice 2: punctuation i don't think we need to worry about that no and
[1:08:42] Trustee Luckham (probable): um if there's any spelling and
[1:08:44] Trustee Luckham (probable): punctuation that's obvious you might want to fire an email to lori who i think ultimately is
[1:08:50] Trustee Luckham (probable): going to assist us with that and then a clean copy will be sent to julia and psa if that's
[1:09:00] Trustee Luckham (probable): your wishes at this point and i think that that's the most obvious next step to me
[1:09:04] Trustee Luckham (probable): anybody have a contrary point of view or anything else well okay one last
[1:09:10] Voice 2: thing um laurie had put
[1:09:12] Voice 2: into the chat box that the um behavioral competencies um had that was what i had gotten
[1:09:21] Voice 2: down to um i think that was the 11 and 12 and i thought the rest were covered um in the other
[1:09:32] Voice 2: material that we had included the 1 to 11 so um if that's something that psa is going to require
[1:09:39] Voice 2: then that's going to take some wordsmithing and i wasn't sure what laurie's comment was
[1:09:45] Trustee Luckham (probable): yeah and it might be that uh the interim cao could add those back in
[1:09:53] Trustee Luckham (probable): or whatever you know um that
[1:09:57] Voice 2: was a full page it was like 10 paragraphs yeah and
[1:10:01] Voice 2: a lot of it had
[1:10:02] Voice 2: been covered in our others so that's
[1:10:06] Voice 2: something we can talk
[1:10:07] Trustee Luckham (probable): maybe let's see the reaction we get
[1:10:08] Trustee Luckham (probable): from psa yeah um i think yeah i was wondering who mh was and i figured it out now mh is meeting host
[1:10:21] Trustee Luckham (probable): because that's just listed by initials on the chat there who's mh okay um anybody else otherwise uh
[1:10:32] Trustee Luckham (probable): And Laurie, if you could send any editorial or typos and the like, formatting remarks that you think that aren't obvious.
[1:10:44] Trustee Luckham (probable): If you could fire those to Laurie as soon as possible, then we'll advance this.
[1:10:50] Trustee Luckham (probable): And if you're okay, I'm just inclined to forward that to Julia.
[1:10:55] Trustee Luckham (probable): She might be joining us shortly, actually.
[1:10:57] Trustee Luckham (probable): and then she can work with uh anita owens at psa to get it back to us and then we'll um review
[1:11:05] Trustee Luckham (probable): how that's been received if that's all right sounds good okay so i'm going to skip for the
[1:11:14] Trustee Luckham (probable): moment um just to give us a bit more time for julia to join us um i'm going to jump to 3.3
[1:11:21] Trustee Luckham (probable): meeting schedule for CAO check-ins. There's lots of phrases that have been used about herding cats
[1:11:30] Trustee Luckham (probable): and dogs and turtles, who's our most recent pet of choice here in our household,
[1:11:42] Trustee Luckham (probable): about trying to create dates. And so I think we owe it to ourselves to have a schedule in front
[1:11:47] Trustee Luckham (probable): of us, particularly with the new CAO coming on so that when we're doing this review stuff that
[1:11:52] Trustee Luckham (probable): we can plan accordingly. And I think we have to acknowledge that it may not be possible for
[1:11:59] Trustee Luckham (probable): everybody to join every meeting. And it was important in this stage that we had some
[1:12:05] Trustee Luckham (probable): broad consensus. It's becoming more administrative, but certainly communications in writing,
[1:12:13] Trustee Luckham (probable): if there's behavioral or competency issues that arise
[1:12:16] Trustee Luckham (probable): and you're unable to attend a meeting.
[1:12:18] Trustee Luckham (probable): So Lori, thankfully, and all of the staff
[1:12:22] Trustee Luckham (probable): are engaged in setting out our 2025 agenda right now.
[1:12:26] Trustee Luckham (probable): And Lori has very kindly provided us with a bunch of dates.
[1:12:30] Trustee Luckham (probable): And although we may choose not to have a meeting
[1:12:34] Trustee Luckham (probable): or we may choose to change it according to circumstances,
[1:12:37] Trustee Luckham (probable): I think we'd be well advised to adopt this list
[1:12:42] Trustee Luckham (probable): at this point unless there's something really uh terribly wrong with a date for a number of us
[1:12:49] Trustee Luckham (probable): so i'll just turn it over to all of you to say um what do you think and um and of course this
[1:12:58] Trustee Luckham (probable): is also going to roll over not into the cao hiring committee but whatever we're going to be called
[1:13:02] Trustee Luckham (probable): as the cao uh evaluation committee um and so i think that's just a given that it's the same body
[1:13:09] Trustee Luckham (probable): and we can have that conversation separately if anybody doesn't want to participate in this
[1:13:14] Trustee Luckham (probable): anymore then i guess we'd have to consider that but council has said ec and all the chairs of
[1:13:20] Trustee Luckham (probable): the committees so on the dates before us can we um have a motion to adopt those dates
[1:13:30] Voice 1: can we see them again uh
[1:13:33] Trustee Luckham (probable): they're in the oh actually yeah uh so let's get them up on the
[1:13:37] Trustee Luckham (probable): the screen laurie but they're in the package yeah
[1:13:40] Voice 1: i just need to double check in my calendar for any
[1:13:43] Voice 1: conflicts awesome
[1:13:45] Trustee Luckham (probable): yeah and of course many of us don't have our january or 2025 dates yet in our
[1:13:51] Trustee Luckham (probable): calendars because that hasn't been published um and of course laurie has the great big calendar
[1:13:57] Trustee Luckham (probable): i've had the the scary opportunity to see various versions of that over the years and at 200 and
[1:14:05] Trustee Luckham (probable): some odd meetings a year um it's remarkable how anybody can keep it straight so acknowledge the
[1:14:11] Trustee Luckham (probable): work of lori there i
[1:14:13] Voice 1: was going to ask one one favor because i generally have to start my shift
[1:14:18] Voice 1: at 11 30 oh is there any way that we can do 9 to 11 instead of 10 to 12 i
[1:14:25] Trustee Luckham (probable): don't have any trouble
[1:14:26] Trustee Luckham (probable): with that uh laurie was there a reason that 10 to 12 was chosen laurie i would say 9 to 12 is
[1:14:44] Trustee Luckham (probable): probably reasonable 9
[1:14:46] Voice 1: to 11 or
[1:14:48] Trustee Luckham (probable): yeah 9 yeah right 9 to 11 sorry um
[1:14:55] Voice 1: i lost i lost the dates again sorry i was only part way through i
[1:14:58] Trustee Luckham (probable): think maybe laurie's having
[1:14:59] Trustee Luckham (probable): Sorry. I
[1:15:04] Trustee Luckham (probable): hear you.
[1:15:05] Voice 3: Yeah. I'm clicking buttons. My computer is falling apart here.
[1:15:13] Trustee Luckham (probable): Okay. So was there a reason 10 till 12 was chosen, Lori? Can we do 9 till 11?
[1:15:19] Voice 3: Yeah. 9 till 11 is fine. And if I may, these were appointed or decided with the executive
[1:15:28] Voice 3: coordinator and their planning team assistant. So it's an interesting juggling between the CAOHC
[1:15:36] Voice 3: and a number of members who are on the governance committee because there's a potential shift or
[1:15:42] Voice 3: change to governance committee meeting on a Wednesday. So these are Mondays and
[1:15:49] Voice 3: Trustee Getty, I don't know what Bowen Island Municipality's 2025 schedule is. I've tried to
[1:15:56] Voice 3: get a hold of uh sophie or um yeah i don't
[1:16:01] Voice 2: know where uh council's council's usually on every
[1:16:04] Voice 2: other monday um but yeah
[1:16:06] Voice 2: that's it one i
[1:16:08] Voice 3: tried to enter i didn't want to double you up is what
[1:16:11] Voice 3: i'm saying but well here are these meetings and if you want to just adopt the first one you can
[1:16:17] Voice 3: certainly come back and i
[1:16:21] Voice 2: would like i'd rather
[1:16:21] Voice 2: i'd rather double them up and you know if i've
[1:16:24] Voice 2: I've got 11 to 1 as a break in terms of getting stuff done before the council meeting.
[1:16:29] Voice 2: That's fine.
[1:16:29] Voice 2: So I'm in favor of Christina's suggestion that it be 9 to 11.
[1:16:34] Voice 2: And I don't mind doubling up and having more on one day than maybe ending up with a day free.
[1:16:40] Voice 3: Excellent.
[1:16:41] Voice 3: Very good.
[1:16:42] Voice 3: Thank you.
[1:16:43] Trustee Luckham (probable): Okay.
[1:16:44] Trustee Luckham (probable): So I would rather adopt them all just to set it in stone.
[1:16:47] Trustee Luckham (probable): We can adjust it if we need to.
[1:16:50] Trustee Luckham (probable): Is everybody okay with that?
[1:16:52] Trustee Luckham (probable): Would somebody like to make a motion?
[1:16:55] Trustee Luckham (probable): Judy?
[1:16:58] Trustee Luckham (probable): Want
[1:16:59] Voice 2: me to say it out loud?
[1:17:00] Voice 2: Yeah.
[1:17:01] Voice 2: That the meetings for the CAO Select Committee
[1:17:03] Voice 2: be as circulated start and end times
[1:17:08] Voice 2: from 9 till 11 a.m.
[1:17:12] Voice 2: on the dates that were listed in this memorandum.
[1:17:14] Voice 2: So November 21st, December 19th, January 13th,
[1:17:18] Voice 2: February 3rd, March 3rd, April 7th,
[1:17:20] Voice 2: May the 5th, and June the 2nd.
[1:17:23] Trustee Luckham (probable): Right.
[1:17:24] Trustee Luckham (probable): And Laurie could probably condense that into a...
[1:17:27] Trustee Luckham (probable): yes thank you thank you so it
[1:17:30] Trustee Luckham (probable): looks like christina evans thank you um any discussion
[1:17:34] Trustee Luckham (probable): all those in favor that carries uh i don't see trustee elliott's hand oh there you go
[1:17:42] Trustee Luckham (probable): thank you trustee elliott excellent well i'm very pleased personally very pleased with that
[1:17:47] Trustee Luckham (probable): um all right so um laurie did you manage to find us a motion to go in camera i see that tim put
[1:17:55] Trustee Luckham (probable): put one in the chat which looks perfectly reasonable to me and I can make that okay go ahead
[1:18:02] Trustee Luckham (probable): Tim I
[1:18:06] Voice 8: move that the chief administrative officer hiring committee meeting be closed to the public
[1:18:10] Voice 8: under section 91 a and c of the community charter for discussion regarding personal information
[1:18:17] Voice 8: about an identifiable individual who holds or is being considered for a position as an officer
[1:18:22] Voice 8: officer, employee, or agent of the Islands Trust or other position appointed by the Islands Trust
[1:18:28] Voice 8: and labor relations or other employee relations and that staff be invited to remain in the meeting.
[1:18:35] Trustee Luckham (probable): All right, moved to have a seconder. Judy Getty, thank you. And so I'll call for the vote. All
[1:18:42] Trustee Luckham (probable): All those in favor?
[1:18:44] Trustee Luckham (probable): Okay.
[1:18:45] Trustee Luckham (probable): So, any opposed?
[1:18:49] Trustee Luckham (probable): Yeah, none opposed.
[1:18:51] Trustee Luckham (probable): Laurie, beautiful.
[1:18:54] Voice 10: All
[1:18:59] Trustee Luckham (probable): right, so we have a return from our in-camera session
[1:19:02] Trustee Luckham (probable): where we discussed setting priorities
[1:19:05] Trustee Luckham (probable): and performance review of the incoming CAO.
[1:19:09] Trustee Luckham (probable): And that is all to report from here.
[1:19:13] Trustee Luckham (probable): We have no further business today
[1:19:14] Trustee Luckham (probable): and I'll call for adjournment of this, the open meeting.
[1:19:17] Trustee Luckham (probable): All those in favor? And that carries unanimously. Thank you, everyone. Thank you, Lori. Thank you,
[1:19:23] Trustee Luckham (probable): Julia, for joining us. Have a great afternoon. We did well. Did really well. Thank you.
