[0:05:17] Voice 10: with various groups and there there there is interest there's increasingly

[0:05:23] Voice 10: property owners who misses their recreational property not their permit in terms of wanting

[0:05:30] Voice 10: to turn over their land to either the conservancy it's becoming clear over time that if we had a

[0:05:38] Voice 10: land trust that we invited to withhold land that there is

[0:05:42] Voice 10: actually going to be properties

[0:05:44] Voice 10: going into that which is good so yes so i think so do you have a

[0:06:11] Voice 10: alliance club and a few other groups who maybe could work together

[0:06:16] Voice 10: or need some sort of housing trust totally

[0:06:21] Voice 13: a great idea um that letter to crd director paul

[0:06:25] Voice 13: brent about followed years um yes

[0:06:28] Voice 10: i haven't followed up on that yet there's going to be

[0:06:31] Voice 10: a meeting with the security of the new community i'm sure it's happening i haven't heard you back

[0:06:37] Voice 10: yet on whether they need a letter so it's going to get lost but i know that they're still working

[0:06:45] Voice 10: we're trying to get the actual capital regional district to change on the

[0:06:48] Voice 10: fall of the year like

[0:06:49] Voice 10: they're going to be kind of just in the crd area so we're kind of seeing something

[0:06:57] Voice 10: that's always on a more a more government level rather than just all the volunteers

[0:07:06] Voice 13: there need to be more education on and you know we've done a lot of advocacy but

[0:07:15] Voice 13: the effects of that would be well

[0:07:17] Voice 10: i think the conservancy has headed that i

[0:07:21] Voice 10: don't think there's

[0:07:21] Voice 10: any problem understanding what the problem is accessing funding it's about getting some money

[0:07:27] Voice 10: consistent funding to put in place a consistent program so that's where the

[0:07:32] Voice 10: valid maybe israeli has flattered for a long time trying to get a promise to acknowledge

[0:07:43] Voice 10: it's an ongoing issue education website brochures meetings um there's actually going to be

[0:07:52] Voice 10: an actual deer processing workshop through with adam samson who was one of our crd hunters that

[0:08:01] Voice 10: a CRD funded for a couple of years, so we're approaching from very different angles, but

[0:08:07] Voice 10: none of it is cohesively coming together under a single sort of funded, structured committee.

[0:08:13] Voice 10: Our committee, our fellow committee, is strictly ad hoc volunteers, which is good.

[0:08:18] Voice 10: I mean, we have some really good people on the front desk.

[0:09:00] Voice 12: And I did get the chance to visit both properties last week, yeah so the first one, Scott Scott

[0:09:12] Voice 12: Scott Scott is, so this is a variance on the height of the proposed accessory building,

[0:09:20] Voice 12: and so the variance is on the structure is to prevent a

[0:09:29] Voice 12: from five meters that's 16.5 feet to 7.6 meters and 25.1 feet and the the building itself is the

[0:09:44] Voice 12: property and building is that it will be close to the house it's quite a large property at the top

[0:09:52] Voice 12: the hills where the building is located and the height difference won't appear to have any impact

[0:10:04] Voice 12: on neighboring properties. It appears to be a reasonable proposal. It doesn't challenge the

[0:10:14] Voice 12: and there has been no um nobody

[0:10:20] Voice 10: speaking out against it and one neighbor uh supported okay

[0:10:25] um

[0:10:27] Voice 13: so yeah sorry um yeah do you wish to um speak to your application that we have your

[0:10:38] Voice 13: letter of rationale and yeah

[0:10:41] Voice 13: just wanted to draw your attention to the model

[0:10:44] Voice 13: that's down there um it uh yeah sometimes it's easier to see it in uh real life rather than on

[0:10:50] Voice 13: the flat lines and also uh just a couple of additional comments um the the sloped roof is

[0:10:57] Voice 13: also uh beneficial for water collection which is critical for the for the site there and uh

[0:11:03] Voice 13: and it also provides uh northern daylight through the skylights uh um for the for the use which is

[0:11:11] Voice 13: creation of art but uh yeah and certainly if you have any other questions we're happy to answer

[0:11:42] Voice 10: are just created for this huge spread

[0:11:49] Voice 13: And there's no subdivision.

[0:11:52] Voice 3: I mean, there's

[0:11:54] Voice 10: subdivision potential.

[0:11:55] Voice 10: The influence zone is the highest level of stream.

[0:11:59] Voice 10: I think it's very complicated to subdivide this property.

[0:12:03] Voice 10: So very complicated and expensive.

[0:12:06] Voice 6: Yeah, my plan is just to live there full-time and not to subdivide the property.

[0:12:15] Voice 6: The studio that I work in now has walls that are sort of 15 feet tall and I use natural

[0:12:23] Voice 6: light and for me it's good because that's sort of like gallery and museum conditions.

[0:12:27] Voice 6: So it's how I've been used to working, bigger studio in the city that I'll vacate, but also I wanted to put it kind of private and amongst the trees.

[0:12:41] Voice 6: So I know no one will be able to see it up there and that height doesn't enable any kind of mezzanine or anything.

[0:12:50] Voice 6: It's just to have higher wall heights in the working parts in the studio.

[0:13:07] Voice 13: So I'm

[0:13:08] Voice 10: happy with the information if somebody wants to move that the main island local trust

[0:13:13] Voice 10: committee of conditions and development variance permit plbp 2024 zero two two oh i'll second

[0:13:57] Trustee Maude: is just so impressed with what you've done up there.

[0:16:43] Voice 12: port and that setback is being that that setback is being varied from uh 3.3 meters to 0.9 meters

[0:16:55] Voice 12: and uh and then there's an additional uh there's additional variants on the

[0:16:59] Voice 12: identified as the shelter and that's a variance from 8 meters to 6.15 meters and in addition to

[0:17:09] Voice 12: to those variances on the siding, there's also a variance to allow an additional accessory

[0:17:18] Voice 12: building, so from two to three accessories.

[0:33:19] Voice 10: also going through this shift like what happened with COVID was property values doubled more than

[0:33:24] Voice 10: doubled and people moved in and now people are starting to move out so more rentals will come

[0:33:31] Voice 10: on the market so you go through these ups and up ebbs and flows um the other issue here was that

[0:33:36] Voice 10: the rental market then of course because the housing doubled then the rentals doubled so

[0:33:41] Voice 10: be harder to get rentals um the affordability factor is quite but I think that will drop because

[0:33:47] Voice 10: there isn't the property demand um now i think property values will start to drop and also

[0:33:52] Voice 10: what people bought um they've moved on and they're going to put those up so i think we've got lots of

[0:33:58] Voice 10: changes happening but maybe a year from now i think it would be premature to do that right

[0:35:18] Voice 13: so the two things that i'd be interested in is insecure housing situation

[0:35:25] Voice 13: where people are say living in their rv and it's not their land so there

[0:35:30] Voice 13: isn't a permanent tenancy

[0:35:31] Voice 13: the peace and then the non-conforming or the unsuitable housing conditions so i don't know

[0:35:39] Voice 13: on some islands it's it's important to actually understand how many people because if you're

[0:35:45] Voice 13: going to shift insecure living situations into secure ones and you're playing with numbers it

[0:35:52] Voice 13: kind of is important to know how many are you actually potentially housing and are they just

[0:36:00] Voice 13: shifting from non-conforming into long-term rentals or actual houses or are you just adding

[0:36:05] Voice 13: to the population who are moving here from somewhere else i don't know i'm no social

[0:36:10] Voice 13: scientist it's a very hard thing to figure out

[0:36:13] Voice 12: it's uh it's important data that requires

[0:38:01] Voice 10: people have security in rental units in the city anymore because they get the renovation so

[0:38:06] Voice 10: so you're always living with that unknown of what's going to be there so there's also that

[0:38:13] Voice 10: or if that impact on people's lives very much so yeah

[0:38:18] Voice 10: there's also the reality because this

[0:38:20] Voice 10: was a conversation i had the posing navigator that if you're coming into a very small community

[0:38:25] Voice 10: a very small stock of housing and if you just come here even if you've been here five years

[0:38:31] Voice 10: you came knowing also that those things were there so it's more our desire is to know whether

[0:38:38] Voice 10: whether this is for the barriers like school staff, health care staff,

[0:38:42] Voice 10: those would be areas that we could ask questions,

[0:38:46] Voice 10: we could ask, you know, who would have the school population,

[0:38:49] Voice 10: the health care population?

[0:38:51] Voice 10: Is that creating problems with desperately needed services as well?

[0:39:22] Voice 13: buying up houses that people are no longer using and turning them into boarding

[0:39:26] Voice 13: homes and kind of managing them um the property management um aspect is is something that I think

[0:39:39] Voice 10: somebody else going back to crd with rural housing funding and stuff um

[0:39:44] Voice 10: that's something where depending on affordable housing society works how long their program is

[0:39:51] Voice 10: with the navigator um perhaps they should be thinking about funding you know a southern

[0:40:00] Voice 10: encourage because we know you know part

[0:40:02] Voice 10: of what we all know is a lot of our houses sit empty for a lot of years and if we had a form

[0:40:08] Voice 10: property property management system in place we might see more rentals available

[0:45:29] Voice 13: on the Annans Trust on Friday and Director Craig said this is really well aligned with where they're

[0:45:45] Voice 13: and RDN directors and maybe another director who's been working in that space for a long time

[0:45:51] Voice 13: providing support and then referring materials back to our boards but then this
