[0:00:20] Voice 6: and i'm the chair of the galliano island local trust committee

[0:00:26] Voice 6: um joining me today are local trustees ben mabry lisa gabriel and uh we have staff here today we

[0:00:35] Voice 6: have our planner kim stockton john brad smith uh senior indigenous relations advisor joe elliott

[0:00:42] Voice 6: and online we have our meeting recorder carly bleeding and um this is the official forum for the

[0:00:52] Voice 6: galeno island local trust committee to make decisions i want to start um today's meeting

[0:00:59] Voice 6: by acknowledging that we're fortunate to be able to gather on the territories of coast salish

[0:01:03] Voice 6: peoples and specifically the connecticut tribe keepers of these lands and waters since time in

[0:01:08] Voice 6: memorial land and territory acknowledgements are important today because colonialism is not just

[0:01:15] Voice 6: a historical problem it's ongoing in present day before i proceed i want to give fair warning that

[0:01:22] Voice 6: some of the content I'll be talking about today is upsetting and may be traumatic for some people

[0:01:27] Voice 6: to hear. As truth precedes reconciliation, so it is important to recognize the harms done to

[0:01:36] Voice 6: indigenous persons and First Nations due to colonial policies. Many of us have learned

[0:01:41] Voice 6: about the atrocities associated with the Indian residential school system, a system which forcibly

[0:01:47] Voice 6: removed children from their families and homes and involved unspeakable brutality. Perhaps less

[0:01:54] Voice 6: well known as the indian hospital system the formal indian hospital system began in the 1930s

[0:02:00] Voice 6: but saw its real expansion in post-war years of the late 1940s and into the 1950s in the 70s and

[0:02:06] Voice 6: 80s most of the hospital closed or were converted there were at least three major indian hospitals

[0:02:12] Voice 6: operating in british columbia at prince rupert's artist and the nine of the last of which operated

[0:02:17] Voice 6: in 1971. Although enforced hospitalization and physical restraining of patients was not

[0:02:24] Voice 6: permissible in a general hospital setting, they were considered common practice at Indian

[0:02:28] Voice 6: hospitals. Grossly unethical experiments, which included medical testing both on adults

[0:02:35] Voice 6: and children, were conducted in these hospitals. In 1933, an experimental tuberculosis vaccine

[0:02:41] Voice 6: began trials on Indigenous infants, funded by Indian Affairs and the National Research

[0:02:48] Voice 8: During

[0:02:49] Voice 6: that 12-year study, the research revealed that more than 12% of the 609 children in

[0:02:54] Voice 6: the trial died before their first birthday, while only four of those were due to tuberculosis

[0:02:59] Voice 6: deaths.

[0:03:01] Voice 6: Poverty posed the greatest threat to children, but unlike tuberculosis, it did not spread

[0:03:07] Voice 6: to the white communities.

[0:03:11] Voice 6: January 22, 2020, a $1.1 billion class action lawsuit by former patients of the Canadian

[0:03:17] Voice 6: hospitals is certified against the federal government patients are seeking financial

[0:03:21] Voice 6: compensation and a formal acknowledgement of the government's negligence in the operation of indian

[0:03:26] Voice 6: hospitals one might be forgiven for assuming that the dark times when indigenous children

[0:03:32] Voice 6: were subjected to unethical experimentation are over but unfortunately this is not the case

[0:03:39] Voice 6: a cbc story was published recently about a dubious brainwave study targeting primarily

[0:03:44] Voice 6: primarily Indigenous kids in Saskatchewan.

[0:03:46] Voice 8: The

[0:03:47] Voice 6: Prince Albert School study,

[0:03:48] Voice 6: which ran from 2014 to 2016,

[0:03:51] Voice 6: was conducted to test the benefits of brainwave training

[0:03:54] Voice 6: on 12 to 15-year-old children

[0:03:56] Voice 6: and their parents or guardians.

[0:03:58] Voice 6: Experts consulted by the CBC called the experiments

[0:04:01] Voice 6: weird, shocking, abusive, and unethical,

[0:04:04] Voice 6: noting it lacked informed consent

[0:04:06] Voice 6: and that some of the research methods

[0:04:08] Voice 6: were risky and untested.

[0:04:11] Voice 6: Reflecting on the fact that two universities

[0:04:13] Voice 6: approved the study, he would most be a medical historian at the Toronto Metropolitan University

[0:04:19] Voice 6: that clearly a serious mistake was made. The purpose of sharing this information today

[0:04:26] Voice 6: is to acknowledge that the harms inflicted through colonial policies have not only affected

[0:04:30] Voice 6: generations of Indigenous persons and communities over time, but continue to cause harms in

[0:04:36] Voice 6: present day. Please consider how to best process feelings that might arise from hearing these

[0:04:44] Voice 6: truths whether it be by being near the waters walking in the forest or being supported by

[0:04:48] Voice 6: loved ones self-reflection about these issues will be important and can inform us about how

[0:04:54] Voice 6: we can support first nations and change our collective future and work together in the

[0:04:59] Voice 6: spirit of collaboration and respect and so with that um we'll uh move on to our agenda we have

[0:05:13] Voice 6: an agenda before us and i'll look to see if there's any additions or changes to the agenda

[0:05:19] Voice 6: today nothing so i'll take it by general content we will approve the agenda as presented

[0:05:26] Voice 6: and that brings us to the trustee report section we'd like to go first

[0:05:35] Voice 1: all right a couple updates for you um all right okay here we go update on the trustee report

[0:05:52] Voice 1: I don't know if any of you noticed.

[0:05:53] Voice 1: There's been operational changes with the publisher

[0:06:05] Voice 1: We've addressed the problem

[0:06:15] Voice 1: days from Lisa, Ben, and Tim. I'll make sure that it still reaches people through this

[0:06:22] Voice 1: holiday season. I'll be sharing it on Facebook so folks get a chance to read it. The message

[0:06:27] Voice 1: also, please respect to Justice Marie Sinclair. It was important to me to have that. It was

[0:06:32] Voice 1: an important thing

[0:06:35] Voice 7: to say, a meaningful thing to say from last year. All right. Two weeks

[0:06:45] Voice 1: ago i had the opportunity to attend a meeting hosted by the south engulf islands housing now

[0:06:51] Voice 1: project and the south engulf islands community justice program it was well attended and the

[0:06:57] Voice 1: participants were from galliano tender south spring and maine the focus of the meeting was

[0:07:03] Voice 1: on one essential question what makes a home and i've been reflecting a lot on that discussion

[0:07:11] Voice 1: The insights shared were thoughtful, diverse, and deeply moving.

[0:07:17] Voice 1: What struck me most was that even after so many years of grappling with this housing crisis,

[0:07:22] Voice 1: the impacts are still unfolding, and we see that harm as it continues in our communities.

[0:07:29] Voice 1: The stories that were shared reminded me of the role of safety, connection, and belonging,

[0:07:36] Voice 1: and how that plays into the concept of home.

[0:07:39] Voice 1: The Housing Now initiative is a shining example of this, of bringing people together through

[0:07:48] Voice 1: home sharing and fostering that deeper connection that helps us all feel connected.

[0:07:55] Voice 1: This is very inspiring to see how many people in our Cagalliano community are seeing staff

[0:08:01] Voice 1: up to support efforts like these, whether it's a housing initiative or simply showing

[0:08:07] Voice 1: up to these meetings.

[0:08:10] Voice 1: it's clear that a community is built through connection and care these conversations around

[0:08:19] Voice 1: housing and community will continue to sit with me and they'll serve as a reminder of the look ahead

[0:08:25] Voice 1: and of the role that i play as trustee and as a community member

[0:08:30] Voice 1: one attendee said that housing is more than a structure it's about people and it's about

[0:08:37] Voice 1: And I'm very grateful to be part of that conversation.

[0:08:47] Voice 6: I think every once in a while we need to be reminded and appreciate you being here today.

[0:08:58] Voice 6: We attended trust council yesterday and on Wednesday morning I had the opportunity to

[0:09:05] Voice 6: meet with CRD for half a day.

[0:09:08] Voice 6: and just let the public know that the unofficial start of the

[0:09:16] Voice 6: housing project is going to they're going to start clearing the the trees and prepare with civil work

[0:09:25] Voice 6: in the just after new year so we don't know quite what the startup time is but

[0:09:31] Voice 6: they just wanted to let the public know that if they see trees coming down there if they see

[0:09:36] Voice 6: land being cleared that's what it's for so um i think it's a huge step for this community i think

[0:09:44] Voice 6: of all of the people that were involved right from the beginning on this project all the people that

[0:09:51] Voice 6: that um put their time and effort into this it's been a long time coming and um you know

[0:09:58] Voice 6: a big shout out to everybody who was involved so it'll be great to see that project underway

[0:10:04] Voice 6: way um secondly and i see some wise island people here um we've acquired some funding for parking

[0:10:12] Voice 6: at montague that's that's supposed to start doing the work in coordination with highways in the

[0:10:18] Voice 6: early spring so we'll just keep everybody on the other islands notified of what areas we need to

[0:10:24] Voice 6: keep it clear and uh and uh appreciate everybody's cooperation

[0:10:34] Voice 6: and so for my chair's report uh yeah trust council met uh last week december 35th a lot

[0:10:44] Voice 6: of the meeting was focused on the preliminary review of the 2025-26 draft budget and we were

[0:10:52] Voice 6: joined for dinner uh my former island trust council chair and current mla minister of uh

[0:10:59] Voice 6: development property reduction um sheila malcolmson it's nice to see her uh the bowen

[0:11:06] Voice 6: island mayor edmund leonard uh presented a delegation that spent a fair amount of the week

[0:11:10] Voice 6: uh with us in the council chamber serving and talking at breaks and um san juan chaochi chair

[0:11:19] Voice 6: uh jane fuller met with us on thursday for an informative exchange of ideas different

[0:11:24] Voice 6: different approaches to the issues that are similar to both jurisdictions

[0:11:28] Voice 6: uh subsequent to that we had um our first uh meeting of the southern gulf islands forum

[0:11:36] Voice 6: um with our new mla for the area rough botryl and um we discussed uh knowing that the uh other two

[0:11:45] Voice 6: San Juan County members are going to be starting in January to discuss a couple months down the

[0:11:52] Voice 6: road. We're going to invite them for a joint session. There's

[0:11:55] Voice 6: a lot of really interesting

[0:11:58] Voice 6: things that they're doing down there. And they're sort of, I mean, the islands are divided by this

[0:12:05] Voice 6: imaginary international border. But, you know, if you look at a map, it's, we're clearly,

[0:12:14] Voice 6: have a lot of similarities. Their jurisdiction is different. The way they do things down

[0:12:19] Voice 6: there is different. But I think there's a good opportunity for flow of information both

[0:12:25] Voice 6: ways and also for joint advocacy on issues and importance. All of us had some really

[0:12:32] Voice 6: interesting discussions there. There's also the First Trust Council meeting for our new

[0:12:38] Voice 6: Chief Administrative Officer, Rowan Brody. We're looking forward to working

[0:12:43] Voice 6: with him over the next couple of years of the term and set our council meeting schedule for the year

[0:12:49] Voice 6: i agreed to meet as a committee to hold more often uh in order to advance the work on the

[0:12:55] Voice 6: policy statement review and also agreed to hold the committee of the whole meetings

[0:13:00] Voice 6: uh for a review of the 2020 governance report and also review our standards of conduct policy

[0:13:10] Voice 6: yesterday executive committee met in online and and approved Galeano bylaws 283 and 284

[0:13:25] Voice 6: process wise that means it's now going to be going to the ministry next and we'll see how that all

[0:13:35] Voice 6: rolls out so we'll leave it there uh we have no electoral director areas report today but we do

[0:13:44] Voice 6: have space for first nations report and dr ken thomas is here today and i don't know if you

[0:13:50] Voice 6: have anything you want to share today or not but uh yeah traditional name

[0:14:07] Voice 6: I'd like to wish everyone a Merry Christmas and Happy Holidays and hopefully, you know,

[0:14:15] Voice 6: keep on working in a good way in the future, work together, communicate, you know, that

[0:14:26] Voice 6: kind of thing and trust staff and i want to thank you for all your hard work and communication

[0:15:42] Voice 6: as accomplished in fostering understanding and true reconciliation between our communities.

[0:15:58] Voice 6: I really want to acknowledge the concerns expressed by some of our Galliano community

[0:16:05] Voice 6: during our last meeting.

[0:16:07] Voice 6: I hear your voice and understand the gravity of your expressions.

[0:16:14] Voice 6: As the Chief of Connecticut, a steamer, again, we are not here to disrupt the polls,

[0:16:25] Voice 6: instead we seek to address the historical unrest and low voice of our

[0:16:35] Voice 6: typically surrounding our unceded canalic land which has often been overlooked by

[0:16:46] Voice 6: government municipalities and this position of our people has resulted in significant

[0:16:56] Voice 6: significant misunderstandings.

[0:16:59] Voice 6: Now is the time to proactively collaborate

[0:17:04] Voice 6: and address some of the needs of both of our communities.

[0:17:09] Voice 6: I speak with integrity and respect

[0:17:13] Voice 6: for my ancestors' grandparents,

[0:17:17] Voice 6: rooted in the commitment to finding a path forward

[0:17:23] Voice 6: that honors both history and paves the way forward

[0:17:29] Voice 6: board with a mutual understanding and cooperation. Again, thank you. And my hands are raised

[0:20:04] Voice 6: As a reminder, they were based off of Galliano Island lot sizes, Wise Island is completely

[0:20:11] Voice 6: So basically, I'm just reacting to the same thing I've asked before, that if we can look

[0:20:16] Voice 6: at that we can bring it up what can we do because it's been like i said three and a half years now

[0:20:32] Voice 6: i bring this to most of the meetings i've talked to lisa as well it's the original staff report from

[0:20:38] Voice 6: file manager warren beaming march 2023 where he is actually recommending to

[0:20:45] Voice 6: to put bylaws in advance to improve the status of the wide island until our project and new bylaws are undertaken or started even.

[0:20:59] Voice 6: Yeah, I'm just wondering if, I know we voted for you guys voting this down last time.

[0:21:04] Voice 6: I'm just wondering if, recently you had indicated that you would be moving on and revisiting this.

[0:21:10] Voice 6: I'm just wondering if we could revisit this at some point, because the by-officers came to Wise Island again this summer, spent half a day there, and I discussed it with them again.

[0:21:21] Voice 6: Everything that we are being forced in is allowed on other islands under their by-laws, and yet we're still fighting for the Galliano.

[0:21:30] Voice 6: We're still under Galliano by-laws, which, as Todd said, are small lot sizes, do not work with the Galliano by-law on 27th.

[0:21:39] Voice 6: so they're just they're half the size of what the minimum lot size on the other hand

[0:21:49] Voice 2: hello my name is steph gustafson i'm also on wise island actually lost six and what i'm asking is

[0:21:57] Voice 2: me and my wife retired in 2020 we moved their permit full-time and we put in a doc permit and

[0:22:03] Voice 2: back in june of 2021 and um we haven't heard anything back it's still going off and this

[0:22:10] Voice 2: was before the moratorium that said that um docs with um ferry service islands of ferry service

[0:22:16] Voice 2: would not get a docs well we're on white island and um i'm just wondering if you guys can look

[0:22:21] Voice 2: into this and find out where it's sitting it's something i actually have a full copy if you want

[0:22:27] Voice 2: it to hand it i can hand it over the full application back in june 21. um if you guys

[0:22:33] Voice 2: would review it and approve it then i don't see why i have to wait and uh yeah move on

[0:22:43] Voice 6: yeah i just want to sort of update you the um the moratorium is still on um it was extended

[0:22:52] Voice 6: But they did indicate that water access on community docks would be a priority when they

[0:22:58] Voice 6: started.

[0:22:59] Voice 6: Okay, I thought they were exempt and I just still wasn't aware of that.

[0:23:02] Voice 6: Yeah, it's not that they were exempt, it's just that they're going to be a priority when

[0:23:06] Voice 6: they move the moratorium.

[0:23:08] Voice 6: So there's really nothing that anybody can do until the BC government decides it's going

[0:23:13] Voice 6: to.

[0:23:14] Voice 6: Okay, great.

[0:23:15] Voice 6: And there are negotiations for...

[0:23:17] Voice 2: I was just wondering if there's any timeframe, that's what I'm looking for.

[0:23:20] Voice 2: it's just some time for it is it going to be another year two years or never or if that's

[0:23:24] Voice 2: what i was looking for but thank you for your time and uh that's still under the

[0:23:29] Voice 2: guidance will be priority that's why thank you very much for your time

[0:23:40] Voice 6: i mentioned work is going to be starting on the take at that set the old gallery i was

[0:23:51] Voice 6: Is this just like preliminary site preparation or is it actually money for construction?

[0:23:59] Voice 6: Something happened?

[0:24:01] Voice 6: Well, this is sort of the artificial role of the project, and I'm sure the society which is in charge of this project are going to be putting something out in the paper.

[0:24:10] Voice 6: But CRD asked if we would just let the public know

[0:24:16] Voice 6: that site prep for civil work.

[0:24:18] Voice 6: So civil work would be water, sewer,

[0:24:20] Voice 6: all of those things prior to building.

[0:24:23] Voice 6: So they need to do the site work

[0:24:24] Voice 6: and they need to get the trees down

[0:24:28] Voice 6: prior to the bird window.

[0:24:29] Voice 6: And so in the spring when birds start nesting,

[0:24:33] Voice 6: that has to be shut down.

[0:24:35] Voice 6: So they wanna get the clearing done prior to that window.

[0:24:39] Voice 6: and then they proceed with the civil work but um a main contractor has been chosen and a local

[0:24:46] Voice 6: fella um ronald berry i believe his name is the contract manager and i believe he's been

[0:24:53] Voice 6: approaching all the contractors on the island in regards to um what portions of the work that

[0:24:59] Voice 6: they're able to participate in so that sounds promising does that mean you can't say whether

[0:25:08] Voice 6: that means that there's money from a senior level of government or some of the funding

[0:25:15] Voice 6: has has come forward with money to build with it i can only say what i've been asked to say

[0:25:22] Voice 6: um when the crd wants to announce the project they'll announce it and i'm sure they're working

[0:25:26] Voice 6: with the society to to figure out what that sort of communication is going to be and they just

[0:25:32] Voice 6: wanted people to know the public to know the community to know that if they saw trees coming

[0:25:38] Voice 6: down there this was the reason for it and that the project is proceeding okay i don't know what else

[0:25:46] Voice 6: to say apart from that thanks great and before we have on this anyone else have anything they do

[0:26:18] Voice 6: that trust uh the executive committee voted at the end of november's room

[0:26:23] Voice 6: with that meeting um over workplace safety concerns well that's what workplace safety would

[0:26:31] Voice 6: would connotate yeah and then um we did have some discussion at our open meeting and just last week

[0:26:38] Voice 6: around that um as well and um so a quick follow-up so that was specific to that meeting

[0:26:47] Voice 6: about the start of a new kind of practice correct okay correct and just just for clarity um despite

[0:26:54] Voice 6: the fact that island stress has sort of moved into this model where we record live stream and

[0:26:59] Voice 6: and make recordings available um that's it's voluntary we have no statutory obligation to

[0:40:01] Voice 4: provided by the LTC post-public hearing through the Crystal Mountain application, where you

[0:40:06] Voice 4: directed staff to engage with the Penelope First Nation on the application, as they had

[0:40:13] Voice 4: provided some uh response uh just just prior to your public hearing uh that indicated that they

[0:40:20] Voice 4: were satisfied with the level of consultation that had occurred and that as such they were not

[0:40:26] Voice 4: consenting to the application before so based on that direction staff have uh worked with the

[0:40:32] Voice 4: panel we've had four uh meetings with them in november last year meeting with chief and council

[0:40:40] Voice 4: Council to introduce ourselves and the application proposal. I had a follow up meeting with staff

[0:40:49] Voice 4: to just talk in more detail about the application and some of the issues. We had a site visit

[0:40:55] Voice 4: with staff and Crystal Mountain representatives in August and you have a letter provided from

[0:41:03] Voice 4: from Chief and Council, from Chief Jack,

[0:41:06] Voice 4: on page 28 of your application,

[0:41:09] Voice 4: which is, I would say, partially fulfills

[0:41:13] Voice 4: what we were looking for,

[0:41:14] Voice 4: which was a formal signal from the Penelope First Nation

[0:41:18] Voice 4: that they're interested in potentially receiving

[0:41:21] Voice 4: the 75% of lands from Crystal Mountain.

[0:41:24] Voice 4: What we were also hoping to see in that letter

[0:41:28] Voice 4: or are still seeking a response from

[0:41:29] Voice 4: from a number of other questions associated

[0:41:34] Voice 4: with that potential transfer in respect

[0:41:38] Voice 4: of what locked boundaries, the proposed locked boundaries,

[0:41:42] Voice 4: the way we met on site, not getting into detail,

[0:41:47] Voice 4: but staff of the nation did indicate that some areas

[0:41:51] Voice 4: there were some sensitivities with,

[0:41:53] Voice 4: in terms of archeological or cultural features

[0:41:56] Voice 4: and that they, if land transfer occurred,

[0:41:59] Voice 4: that they may want to have a closer look

[0:42:01] Voice 4: at some of those boundaries and fine tune them.

[0:42:04] Voice 4: Also a key point of discussion,

[0:42:07] Voice 4: and I think that needs to be as a result,

[0:42:09] Voice 4: in particular from the applicant's perspective,

[0:42:12] Voice 4: is the current proposal is for zoning

[0:42:15] Voice 4: to land transfer to the Islands Trust Conservancy

[0:42:19] Voice 4: and for the zoning to be nature protection.

[0:42:22] Voice 4: If lands did transfer to the Islands Trust Conservancy,

[0:42:25] Voice 4: Obviously, we protected the nature of the conservancy, but also through a section 219

[0:42:31] Voice 4: covenant that would have enshrined in perpetuity that those lands remain for that use.

[0:42:40] Voice 4: In this case, the First Nation has indicated concerns with the use of an instrument like

[0:42:47] Voice 4: that, which is a colonial instrument, and indicated that they would be willing to instead

[0:42:54] Voice 4: instead apply their own first nation laws and principles to that land base, the challenge

[0:42:59] Voice 4: being how does that in a sense legally secure that certainty for the applicants who has

[0:43:10] Voice 4: a unique proposed use on their 25% lands of a meditative retreat use which would obviously

[0:43:15] Voice 4: they require a unique neighbor that can kind of co-exist with that the ITC would have been

[0:43:26] Voice 4: a good neighbor for that because it would have been zoned and protected as nature protection

[0:43:31] Voice 4: so I think that was one of just kind of the key questions that needs to be worked through

[0:43:38] Voice 4: going forward if depending on the direction of the LTC today staff we have

[0:43:43] Voice 4: three recommendations for

[0:43:44] Voice 4: the ltc uh one is just uh seeking with this information now in hand uh seeking your support

[0:43:51] Voice 4: for a potential alternative land transfer to the penelope first nation rather than the itc

[0:43:59] Voice 4: uh uh if you do move forward with that and stuff additional direction

[0:44:07] at

[0:44:10] Voice 4: this point the applicant has not indicated yes or no as to whether they're willing to move

[0:44:15] Voice 4: forward with this and obviously they have some significant concerns and questions that they need

[0:44:21] Voice 4: to work through and get answers for before they would be willing to make that decision. Obviously

[0:44:30] Voice 4: they're here today and they can speak more to their application and where things are from their

[0:44:34] Voice 4: perspective. I see we also have Ken here from Penelope First Nation which is great and so the

[0:44:44] Voice 4: other two recommendations is one if the ltc decides to support this alternative that they

[0:44:52] Voice 4: request that the applicant also provide support for that and that if that support if the applicant

[0:45:00] Voice 4: is willing to at least explore further then seeking that the applicant and the first nation

[0:45:08] Voice 4: work more closely to work through some of those issues uh through their own processes and bring

[0:45:15] Voice 4: something back to the ltc that could then be considered as a potential pathway forward

[1:20:00] Voice 4: be able to live with whatever that looks like like a future ltc could could look at nature protection

[1:20:07] Voice 4: zoning and like the risk is of

[1:20:10] Voice 4: is the nation in 10 years from now with a different chief of council

[1:20:13] Voice 4: and a different ltc coming back and saying we want to use a portion of this law for institutional use

[1:20:25] Voice 4: compatible with this unique use of the of the neighbor so that's one addressing those questions

[1:28:12] Voice 5: a picture of a definite consultation engagement between fidelica and crystal mountain right and

[1:28:20] Voice 5: islands trust um and the ltc being kept informed and questions asked of you whenever necessary

[1:28:29] Voice 5: so that's three parties right um and i i you know i would bring up the question of the

[1:28:36] Voice 5: have a trust insurgency which hasn't actually been mentioned yet but this is the agency that we were

[1:28:42] Voice 5: you know that's what our application is based on and they have a lot of expertise and well

[1:28:49] Voice 5: the mandate if I'm using the right words is conservation right they're kind of a single

[1:28:56] Voice 5: purpose agency if I can say it that way and so when you get to the question about use

[1:29:03] Voice 5: that's really, that's a very useful bottom, right?

[1:29:08] Voice 5: And because we are really focused on use,

[1:29:11] Voice 5: I think both parties are really focused on land use.

[1:34:12] Voice 6: where Penelope is, you know, they feed this place from these lands, their home, they've

[1:34:20] Voice 6: had a reservation that was larger, and they got reduced at a certain time. And so there's

[1:34:26] Voice 6: There's years and years of oppression that has taken place, and I think that speaks to

[1:34:32] Voice 6: your protocol that you did earlier, that there's layers and layers of oppression that has occurred,
