[0:05:00] Voice 5: i'll be brief um i've submitted my report in writing yes with a minute taker and and i'm

[0:05:07] Voice 5: doing more regular updates in the trustee corner so people can find um the last report fall and

[0:05:14] Voice 5: winter and the summer so um as well as some thought pieces so the trustee corner is on the

[0:05:29] Voice 5: notes the policy statement amendment project has been proceeding as we've already discussed

[0:05:35] Voice 5: twice monthly we're having meetings the committee of the whole which is not a decision-making body

[0:05:41] Voice 5: it's just discussing more freely the document and the policy in draft form and that's we're

[0:05:49] Voice 5: to hopefully get that done and first reading by summer so i will be chairing the next committee

[0:05:56] Voice 5: of the whole meeting which is january 30th during the day and we'll be discussing mainly housing

[0:06:01] Voice 5: policies and i've had some great conversations with policy advisor jason yeomans about

[0:06:10] Voice 5: some more innovative policies that might open open flexibility for responsible eco

[0:06:17] Voice 5: co small home development so we'll see how that conversation goes um yeah there's a lot of sort

[0:06:27] Voice 5: of background work i will note which director craig noted as well our tiny home on wheels

[0:06:32] Voice 5: steering committee which the islands trust um council determined to put some money towards

[0:06:40] Voice 5: getting experts together to hopefully resolve some of the barriers to

[0:06:47] Voice 5: regulating tiny homes as dwellings specifically in the trust area. The technical

[0:06:52] Voice 5: group is going to meet in mid-February at NIMO and that's bringing together

[0:06:58] Voice 5: Islands Trust planners, RDM planning and building department, wastewater experts

[0:07:02] Voice 5: and hopefully eco-engineers such as Gord Baird to address it from a holistic

[0:07:09] Voice 5: systems perspective um regional planning committee which i sit on had a special meeting on january

[0:07:18] Voice 5: 20th we have gone through the draft policy 5.5.1 on bylaw enforcement this is a trust council health

[0:07:28] Voice 5: policy it's not a local trust committee policy um and it's gone through significant edits so

[0:07:34] Voice 5: So anyone who is interested in following the bylaw enforcement project, I've got a link to the meeting.

[0:07:42] Voice 5: There's extensive conversation and edits made to that draft policy.

[0:07:47] Voice 5: And that, we're having another meeting in February, and then it will hopefully come to Trust Council for ratification and endorsement or more elements.

[0:07:56] Voice 5: minutes um island stress conservancy board meeting also attended on january 21st but i'll let you

[0:08:04] Voice 5: report on that and i might save that for our island stress conservancy report section

[0:08:11] Voice 5: and then financial planning committee met just yesterday it's been a very full two weeks

[0:08:21] Voice 5: We reviewed the draft budget for 2025-26, there's been very few changes, executive committee made some reductions,

[0:08:31] Voice 5: but the biggest part of the discussion was on public engagement on the Islands Trust financial planning as a whole.

[0:08:38] Voice 5: We have not done engagement since 2022, basically because it was felt by the committee

[0:08:46] Voice 5: that consultation was being done so late in the process

[0:08:49] Voice 5: that it wasn't actually informing

[0:08:52] Voice 5: or changing anything about the budget.

[0:08:53] Voice 5: And so we have totally revised the timeline.

[0:08:58] Voice 5: The public consultation will be scheduled for May, 2025

[0:09:01] Voice 5: to give ample time for budget development

[0:09:04] Voice 5: and priorities for the following fiscal.

[0:09:06] Voice 5: So that's 26, 27.

[0:09:08] Voice 5: We spent a lot of time on the survey questions.

[0:09:10] Voice 5: questions, staff brought in a sort of very generic survey draft and we've

[0:09:18] Voice 5: plunked in a lot of questions that we'll really get at. Are we meeting the

[0:09:25] Voice 5: desires and the needs of the trust area for priorities and in setting

[0:09:30] Voice 5: priorities in the budget process? So the agenda with the draft budget

[0:09:35] Voice 5: materials is also online. So all those links as well can be found on the

[0:09:39] Voice 5: website but you can go to my trustee corner for that report thank you thank

[0:09:47] Voice 6: about the trustee corner yeah which is where i can horses which is where

[0:09:51] Voice 6: i can put a lot of this

[0:09:53] Voice 6: stuff um so we it's been a long time since we've had a local meeting and i know trustee elliot has

[0:10:01] Voice 6: been even busier than i have with various committee meetings and um certainly both of us with

[0:10:07] Voice 6: on stress conservancy as well i'll try to be brief and i will next time try to do a written report

[0:10:13] Voice 6: to help and um lisa you can do one sentence for each um something i thought we should mention

[0:10:22] Voice 6: that is helpful to the public is that we just got a notice from jeffrey lloyd who is our senior

[0:10:28] Voice 6: technical analyst to say and i know there are people in this community that use the map it

[0:10:33] Voice 6: application um and we're still refining it and incorporating feedback from past users

[0:10:41] Voice 6: and ensuring that the new map application does you know answer people's questions and it is

[0:10:48] Voice 6: supposed to be released in early february which many of us are looking forward to

[0:10:54] Voice 6: um on november 29th i attended a wonderful webinar sponsored by the conservancy and

[0:11:01] Voice 6: and salt sprinkling, certainly, on western screech owls.

[0:11:05] Voice 6: And I did make notes on that.

[0:11:07] Voice 6: The most important thing I learned, which I would have known anyway,

[0:11:12] Voice 6: is that one of the biggest threats to all bird species is the hyperabundance of deer

[0:11:19] Voice 6: because they browse the understory, they destroy entire ecosystems.

[0:11:25] Voice 6: They leave almost no understory for protection.

[0:11:27] Voice 6: and the way owls use that is they don't nest in the understory they nest in trees but when their

[0:11:33] Voice 6: babies are fledging they often drop to the ground in stages and then go back up to their nest in

[0:11:38] Voice 6: stages and they have to have the understory to help them do that so

[0:11:42] Voice 6: if they don't have that

[0:11:44] Voice 6: then their immediate prey to cats and other animals anyway that was interesting it was a

[0:11:50] Voice 6: great webinar

[0:11:51] Voice 5: it was

[0:11:52] Voice 6: salt spring conservancy but the notice came from islands trust conservancy

[0:11:57] Voice 6: because they often make good links with you know for our for the conservancies um december 12th

[0:12:04] Voice 6: we had a government to government meeting with the name of first nation which i always appreciate

[0:12:08] Voice 6: um with their legal counsel we talked about the ocp process and how we need their help with that

[0:12:15] Voice 6: and um you know management planning for link and satardina islands which are conservancy

[0:12:23] Voice 6: see properties at this point and we always want to think about how do we co-manage with first nations

[0:12:31] Voice 6: um yeah and then the oh the interesting topic of hunting deer on the islands and that being part

[0:12:39] Voice 6: of the douglas treaty rights so i won't get into that but it's definitely worth investigating and

[0:12:45] Voice 6: talking about december 12th oh i think our director craig will report on our recreation

[0:12:52] Voice 6: and Parks Master Plan meeting for Gabriola Mudge and DeCourcy.

[0:12:58] Voice 6: I just thought it was a really good meeting, and it's a really good process.

[0:13:03] Voice 6: The final draft is expected late spring, and I think it's really important for us to note

[0:13:08] Voice 6: that the OCP update process that we are going through needs to include the information that

[0:13:16] Voice 6: we get from this Master Plan.

[0:13:18] Voice 6: I'm sure it will, but we just can't forget that.

[0:13:21] Voice 6: I don't think I need to report on that oh yes meetings many meetings with BC Ferries as I'm

[0:13:32] Voice 6: also on the ferry advisory committee I mean we all know now at this point that we will not be

[0:13:38] Voice 6: getting a multi-day shutdown in in the spring of 2026 in order to do work on the docks and the

[0:13:47] Voice 6: berths and realignment we're not getting that at all we are not going to be realigning any of the

[0:13:52] Voice 6: the docks so that the guavas for example can get out of the broadside dock on the Nanaimo side in

[0:13:58] Voice 6: bad weather the only thing that we are going to be getting is electrification of the docking area

[0:14:04] Voice 6: the ramps and um and some mechanical fixes example the last time when they had to bring someone over

[0:14:12] Voice 6: with a ladder and something else to fix the ramp here apparently they're fixing that and as far as

[0:14:19] Voice 6: fairy advisory committees um our gabriola fairy advisory committee has been particularly successful

[0:14:25] Voice 6: because it has a really good up-to-date website and people do go to it it gets lots of traffic

[0:14:31] Voice 6: we try to keep people informed on that and and the fairy advisory committees in general are the best

[0:14:38] Voice 6: way of honing community concerns and presenting those to busy fairies in a logical doable manner

[0:14:47] Voice 6: So, we have now a ferry working group, which includes the entire ferry advisory committee, a couple of past ferry advisory committee chairs, and a couple of people from the Gabriel and Transportation Society, helping us to keep on encouraging BC Ferries to listen to groups that represent their communities in a good way,

[0:15:14] Voice 6: so that they're accountable to us so listen keep working on that um january 13th i had my one-to-one

[0:15:23] Voice 6: meeting with our new cao ruben brunet it was great we had half an hour to talk about history and

[0:15:29] Voice 6: future and what's happening currently and various groups that you know all of us work on locally

[0:15:36] Voice 6: that helped to inform our work on the islands trust and it was just i did meet him at our last

[0:15:42] Voice 6: council meeting in december but it was nice to have a half an hour conversation with him

[0:15:48] Voice 6: so january 15th i had a great meeting with our member of parliament lisa marie barron i met

[0:15:54] Voice 6: with her in the afternoon to talk about things like the climate crisis but i met with her

[0:15:59] Voice 6: specifically in the evening she had a session right here on affordability and it was great

[0:16:04] Voice 6: turnout and it's a really good conversation i specifically went because i wanted to talk about

[0:16:10] Voice 6: Guaranteed Livable Income, sometimes also called Guaranteed Basic Income. We talked about that

[0:16:16] Voice 6: and many other things, housing affordability, that sort of thing. But the exciting thing is that

[0:16:25] Voice 6: there are two bills and Lisa Marie Barron is supporting these two bills. One of them is

[0:16:31] Voice 6: House of Commons Bill 223. The other one is a Senate Bill S233. And they are supporting

[0:16:39] Voice 6: supporting universal basic income, the goal being dignity and human rights for everyone.

[0:16:47] Voice 6: I'm going to keep working on that long past my days with the Islands Trust. It's been a big

[0:16:52] Voice 6: interest of mine for a long time. So that's it for me. I will report on Islands Trust Conservancy

[0:16:59] Voice 6: later in the meeting, as I'm sure my fellow trustee will, because we are both on the Islands

[0:17:05] Voice 6: trust conservancy which gives us a nice voice together thank you okay

[0:17:12] Voice 13: um so uh for myself i don't have a lot to report um of course it is unusually busy over the holidays

[0:17:21] Voice 13: even um with a variety of things but nothing uh significant to report this time we are advancing

[0:17:29] Voice 13: towards the march trust council and so the financial uh planning and budget is being

[0:17:34] Voice 13: developed as we speak and that's the highlight coming in March in Nanaimo is our trust council

[0:17:45] Voice 13: meeting so we're working towards that that's it for me and I will turn to Director Craig thank

[0:17:59] Voice 5: Sure just picking up on Trustee Yates talking about master plan

[0:18:03] Voice 5: advisory. Yeah, I think we're going to end up with a good

[0:18:07] Voice 5: report, we will be getting a report that will go out to

[0:18:10] Voice 5: public in the spring. So to get some feedback before it gets

[0:18:14] Voice 5: finalized. So this will be it's a it's obviously a process. It's

[0:18:18] Voice 5: probably going to be about two years by the time we we get it

[0:18:21] Voice 5: done. But we'll be back in the spring.

[0:18:25] Voice 5: Just yelling at already mentioned the tiny homes on

[0:18:27] Voice 5: wheels project and um also that will be part of the avicc um yeah

[0:18:34] Voice 5: i forgot to put that in there so

[0:18:36] Voice 5: uh the tiny home on wheels project will be um part of a panel on avicc so on housing

[0:18:43] Voice 5: so that should be interesting uh just hitting up the new waste regulations for multi-family

[0:18:49] Voice 5: residential business institutional and industrial properties so it came into effect january 1st

[0:18:54] Voice 5: um we're quite keen on this because it should reduce the amount of waste going to the landfill

[0:19:01] Voice 5: because restaurants schools every multi-family apartments are now going to have to separate

[0:19:09] Voice 5: their waste into the three streams but we were holding off implementing it until we could work

[0:19:14] Voice 5: with the province to get a waste hauler licensee program which is basically the carrot so we can

[0:19:20] Voice 5: And if, you know, if everybody goes to the effort of separating, but the pickup is just dumping it all into one container, then we're kind of defeating the purpose.

[0:19:29] Voice 5: So this allows us to license the waste haulers as well as offer reduced tipping fees for if they bring their loads and they're separated.

[0:19:40] Voice 5: So fingers crossed it's going to have any impacts.

[0:19:43] Voice 5: So that's for the first six months, it's more of an education, answering questions, helping everybody get their own.

[0:19:49] Voice 3: they're ducks in a row and then starting in middle of 2025 it will be enforced.

[0:19:57] Voice 5: The RDM interim housing needs assessment report I just saw the Islands Trust actually looking for

[0:20:02] Voice 5: feedback for your housing needs report.

[0:20:06] Voice 3: Thank you so much.

[0:20:07] Voice 5: So I've provided some links of this it

[0:20:10] Voice 5: was it's an odd process for this interim one because the province actually was quite prescriptive

[0:20:15] Voice 5: and how you calculate it and they take provincial averages and take actually statistics from

[0:20:21] Voice 5: municipalities so like proportion of people in certain categories in municipalities and then

[0:20:28] Voice 5: apply it to rural areas so um we we don't think it's actually very reflective of the housing needs

[0:20:36] Voice 5: for our area and we will we are going to be writing a letter to the province just to indicate

[0:20:41] Voice 5: case that you know we don't um think that this is very that's very helpful because that was my

[0:20:47] Voice 5: response yeah yeah yeah it's it's it was a strange in the end uh consultants agreed they just said

[0:20:54] Voice 5: it's you know it's all been laid out by the province how it had to be calculated but

[0:20:57] Voice 5: it was a strange thing uh legislative reform initiative um we're still working on that and

[0:21:04] Voice 5: i'd like to flag for you that there will be a for a fellow electeds um in end of february uh

[0:21:11] Voice 5: a province-wide webinar with um lawyer donald stone um helping us work through that i just

[0:21:19] Voice 5: and then um we're submitting 10 resolutions just to provide a list of those and and there is

[0:21:41] Voice 5: information about those just for your information a lot of them are related to waste management

[0:21:49] Voice 5: all of BC is facing a waste issue and and at some point you know we're going to run out of space

[0:21:57] Voice 5: so it's uh and if you have a massive fire in a community that's 10 years worth of waste that

[0:22:03] Voice 5: can go into your landfill right away so it it's it's a it's a hard situation to be in especially

[0:22:10] Voice 5: especially as we're seeing climate change impacts more fires, more flooding,

[0:22:14] Voice 5: the amounts of waste that are generated through those events are significant.

[0:22:18] Voice 5: And just for your interest as well, the drinking water and watershed protection,

[0:22:23] Voice 5: we had a report just looking back on what they've been up to for the last year,

[0:22:27] Voice 5: and I know the Islands Trust is represented on the technical advisory committee,

[0:22:31] Voice 5: and so those are my highlights for now.

[0:22:56] Voice 13: and we're looking forward to continuing that process of regular conversations with Senemo,

[0:23:03] Voice 13: working towards a revision of our protocol agreement we have with them,

[0:23:07] Voice 13: with the Gabriela LTC.

[0:23:08] Voice 13: see and of course other matters of mutual interest so this brings us to the public comment period

[0:23:18] Voice 13: this is your opportunity to let it tell us what's on your mind with respect to applications that are

[0:23:25] Voice 13: in our package today or applications and work that is being undertaken that may not be in today's

[0:23:30] Voice 13: package and then other interests that you have that you'd like to share with us within the

[0:23:36] Voice 13: jurisdiction of the islands trust so who would like to address the local trust committee today

[0:24:28] Voice 3: which is made up of Hugh Skinner, Bob Andrew,

[0:24:31] Voice 3: Case Library and myself.

[0:24:34] Voice 3: And this is concerning the OCP policy engagement

[0:24:41] Voice 3: 5.1 development permit areas on page 96 of your agenda.

[0:24:47] Voice 3: And this little focus group has been meeting

[0:24:50] Voice 3: since last summer and we've identified our concerns

[0:24:54] Voice 3: with current DPAs and we're researching DPAs

[0:24:58] Voice 3: and other islands and we have some ideas on details like DPAs in the LUB instead of the OCP

[0:25:06] Voice 3: and that DPA should be ecosystem-based rather than geographically based and so our question

[0:25:14] Voice 3: and I can pass my contact information on to Planner Bao after this is my questions are

[0:25:24] Voice 3: are two how can we our little group confirm our participation in the march 27th environment

[0:25:31] Voice 3: focus group which is on page 96 and can the draft goals objectives and policy language

[0:25:39] Voice 3: be sent to our little epa centered focus group ahead of time as it sits on page 97. so those

[0:25:47] Voice 3: are our questions that we really appreciate the community engagement on this topic and would like

[0:25:53] Voice 3: to have some way of participating and raising some questions and also hearing what other people

[0:27:12] Voice 9: a referral to the trustees, and I thought that was a great thing to try and do because

[0:27:18] Voice 9: I suspected what actually happened was that they said, no, no, we don't do referrals with

[0:27:25] Voice 9: trust committees, but it might be something interesting to look into in the future for

[0:27:30] Voice 9: the trust committees to, when something like that clearly is going to have a huge impact,

[0:27:36] Voice 9: you want to know about it, right, directly.

[0:27:38] Voice 9: So anyway, that's one thought.

[0:27:40] Voice 9: thought. After reading the report, it shifted my personal focus, and that is to try and find

[0:27:49] Voice 9: other ways to get information both to the city of Nanaimo and to the trustees. I wrote a letter

[0:27:58] Voice 9: to the editor of our local newspaper. Somehow it didn't get in this week's newspaper. I don't know

[0:28:03] Voice 9: why but in it i um i mentioned that letters to the audience trust would be helpful to uh in in

[0:28:12] Voice 9: regards to the rezoning application would be helpful in your deliberations as to what may

[0:28:17] Voice 9: you may want to respond to that rezoning so hopefully you'll see that letter up here um

[0:28:24] Voice 9: and the other thing i was going to do um i'm going to do is i have a small petition for a petition

[0:28:29] Voice 9: petition and take an involvement about and I'll petition about resuming our consent to

[0:28:37] Voice 9: City of Nanaimo, the director of the City of Nanaimo but obviously cough it to the trustees

[0:28:41] Voice 9: so they have an idea of how many or what concerns are out of the community and also encourage

[0:28:48] Voice 9: people to write to the trust committee so that they can give the trust committee's concerns

[0:28:53] Voice 9: to the city of Nanaimo.

[0:29:01] Voice 9: by the council in Nanaimo, according to their literature,

[0:31:18] Voice 4: and collection system. So I'd just like to draw your attention to that and ask

[0:31:25] Voice 4: that um if the focus is on rainwater collection specifically not more broadly fresh water which

[0:31:35] Voice 4: includes wells and a lot of people have cisterns to store water from their wells if it focuses on

[0:31:42] Voice 4: rainwater collection then the wording in the proposed bylaw perhaps should be changed from

[0:31:49] Voice 4: from fresh water to rainwater.

[0:31:52] Voice 4: Is that, am I making sense?

[0:31:55] Voice 13: Yeah, and perhaps what we'll do is we'll raise that question

[0:33:20] Voice 4: rr2 um bylaw which i think went on backwards i was that perhaps an oversight um because it does

[0:33:32] Voice 4: make a big difference as to what the owner of the land is in fact required to do i just wanted to

[0:34:57] Voice 1: And after reading the minutes, we had some concerns, and it resulted in the letter that we had submitted a few days ago to the trust.

[0:35:16] Voice 1: have electronic copies.

[0:36:03] Voice 1: some things important issues that were perhaps missed so where our concern really

[0:36:10] Voice 1: comes from that is that there was a lot of discussion and debate you know

[0:36:16] Voice 1: regarding the policy and we were concerned that the policy may have morphed after

[0:36:23] Voice 1: that meeting and not

[0:36:27] Voice 1: incorporated all the concerns that the trustees had raised

[0:36:32] Voice 1: into the policy. But since then

[0:36:35] Voice 1: and the policy up to a few days ago we didn't realize

[0:36:39] Voice 1: had been posted online. It's in the policy section

[0:36:43] Voice 1: and it's a little hard to find. I talked a couple of minutes ago prior to the

[0:36:48] Voice 1: meeting with Toby, Trustee Elliott, and she said it's

[0:36:52] Voice 1: in a certain location in the in the web site and

[0:36:56] Voice 13: since then

[0:36:57] Voice 1: it's the architecture of the site yeah

[0:36:59] Voice 1: since then we've actually found it and uh you know many of our members are online right now

[0:37:05] Voice 1: and they've researched and they've compared the policy and we believe it appears to be okay

[0:37:14] Voice 1: you know it appears it appears that the spirit of what went and happened i am glad to hear that

[0:37:21] Voice 1: it looks like uh but we're still concerned that the minutes may not be 100 correct but

[0:37:28] Voice 1: anyways so other than that uh there are items in our letter um regarding just how we track

[0:37:43] Voice 1: but i just we just ask that you consider the letter and our concerns that we've raised

[0:37:49] Voice 1: and hopefully at the next meeting we can have a little bit better of a direction of where we're

[0:37:56] Voice 1: going but um i think for the most part the community is pretty pretty happy sure with

[0:38:04] Voice 1: with where we're at and uh and the policy okay well

[0:43:40] Voice 14: it going since 2016 as just a group of citizens. We're not a non-profit, we are just a group

[0:43:48] Voice 14: of people that do community life planning and i would like to ask that the trust uh given that

[0:43:56] Voice 14: we when you submitted our report to the trustees um a few years back were very enthusiastic about

[0:44:03] Voice 14: it and posted it on the website we would like to ask that the trust uh invest 302 or so dollars

[0:44:12] Voice 14: each year to maintain the website and domain because we've been doing it for years and it's

[0:44:19] Voice 14: just getting to be a burden to a group of individuals. We think it's really complementary

[0:44:24] Voice 14: to the work that's being done in the OCP review. It's looked at by people quite frequently and I

[0:44:31] Voice 14: think it's a great forum, an alternate forum that people can use to think about the planning that

[0:44:36] Voice 14: was done by the communities and how it might fit with the things that are happening with the OCP

[0:44:42] Voice 14: review right now. So I just wanted the opportunity to let you know why we were making this request

[0:54:45] Voice 10: the difference the other difference or distinction really between this zone and the RRTU zone

[1:10:23] Voice 2: interests. We are working with some, I would say, brilliant work that's been done by my colleague

[1:10:30] Voice 2: Sonia Zupanek, work that's been done, initiated through engagement with the Squamish, and we're

[1:10:38] Voice 2: now rolling out with the Comox. So it's great. I'm feeling very confident about this process.

[1:48:47] Voice 6: to planner uh tomatoes about it and she said yeah it would would be really helpful to have a meeting

[1:54:39] Voice 6: We elected Lisa Gobro from Galliano, which is interesting because our former chair was also from Galliano.

[1:54:47] Voice 6: Lisa Gobro is also on Trust Council, so she's a council representative for the Conservancy.

[1:54:53] Voice 6: and we also elected um tanner timothy uh as vice chair and he is one of our appointed members

[1:55:00] Voice 6: and he is a wonderful uh addition to the island stress conservancy board so we're pretty happy

[1:55:07] Voice 6: about that um they're both very um

[1:55:12] Voice 5: encouraging uplifting people so it really lends a sort of a

[1:55:17] Voice 5: young yeah energy to the conservancy i love that very happy to see and

[1:55:24] Voice 6: our acting manager carolyn stewart and they were very wise words i really appreciated them and she

[1:55:31] Voice 6: pointed out first of all that the conservancy is significantly understaffed and this needs to be

[1:55:37] Voice 6: addressed and um you know having one person responsible for managing 81 covenants one person

[1:55:44] Voice 6: and responsible for the management of 34 nature reserves one seasonal co-op student shared to

[1:55:51] Voice 6: monitor 150 properties that's just untenable so i really appreciated her parting words

[1:55:58] Voice 6: and also appreciated the fact that she will probably come on as a consultant that was the

[1:56:05] Voice 6: word that was used because she has such a long view of the islands trust conservancy and of the

[1:56:10] Voice 6: trust in general so that was great that was a really good meeting that we had a couple of days
