[0:00:54] Trustee Luckham: You know, we're inside a building here in Coast Salish Territory.

[0:01:01] Trustee Luckham: A lot of my meetings, and many of you probably have the pleasure,

[0:01:06] Trustee Luckham: when we're joining electronically, we're joining from our homes.

[0:01:11] Trustee Luckham: And often I have the opportunity to look out and gaze out upon the landscape that surrounds me.

[0:01:18] Trustee Luckham: And the word home actually means a lot to me,

[0:01:21] Trustee Luckham: in that this is the home of Coast Salish people since time immemorial.

[0:01:26] Trustee Luckham: And when I cast my sight out into the forest and the shorelines and here in Sanemo territory on the harbor, I reflect on that history and the people that have been here all this time.

[0:01:42] Trustee Luckham: The knowledge, the learning, the caring, the governing, the economy of trade, rich lives that go back 10,000 years.

[0:01:53] Trustee Luckham: And I pause there because it's worth thinking about that 10,000 years.

[0:01:59] Trustee Luckham: There's a Coast Salish people on this coast.

[0:02:03] Trustee Luckham: And that's just what we know.

[0:02:06] Trustee Luckham: I'm grateful to be here, and I'm grateful to have the opportunity to work with you as Trust Council

[0:02:10] Trustee Luckham: and work towards acknowledging the necessity for us to work towards reconciliation.

[0:02:19] Trustee Luckham: And our work is embedded in the land, and the land is the home of the Coast Salish people,

[0:02:25] Trustee Luckham: and the land is the people that have lived here.

[0:02:28] Trustee Luckham: And so grateful for that opportunity. And I'm very grateful today to be able to welcome Elder Good, Simquot, her First Nation name. First Nation name, please.

[0:21:25] Trustee Luckham: CAO Broney has had a conversation with you, and the expectation is that would be delivered as

[0:21:29] Trustee Luckham: new business today, but I'm going to turn to CAO Broney to address that so that we're all aware of

[0:21:36] Trustee Luckham: it

[0:21:37] Voice 11: yeah thank you chair and and i i did offer to provide some some context for trust council uh for

[0:21:43] Voice 11: for trustee harris so the motion that uh trustee harris wants to bring forward to the agenda today

[0:21:49] Voice 11: um because he did bring it forward as part of our usual process for agenda which would go through

[0:21:56] Voice 11: executive committee however because of the nature of the motion it inherently would position all

[0:22:04] Voice 11: members of executive committee in a conflict of interest which would mean that they would be

[0:22:09] Voice 11: unable to consider the motion because they would be in a conflict and that would mean that it would

[0:22:14] Voice 11: have been unable to proceed because executive committee could not approve it and so just

[0:22:18] Voice 11: procedurally it wouldn't be wouldn't have been able to make it through that process and so my

[0:22:23] Voice 11: advice to trustee harris was that it would be more appropriate for him and more viable to bring it

[0:22:28] Voice 11: forward as an addition to the agenda and so um that that's why it's coming forward in this manner

[0:22:34] Voice 11: just for that context and i want to acknowledge that he did did attempt to bring it forward

[0:22:38] Voice 11: through that normal process but procedurally it was not viable for him to do so so that's the

[0:22:43] Voice 11: the context i i offered to provide uh for him thanks thank

[0:22:49] Trustee Luckham: with that explanation are you prepared to advance uh a motion or to add a new business item ask to

[0:23:03] Voice 38: I do have a question to the CEO as to the executive committee's role in this election process of putting it on to the agenda and or commenting and and so forth, being as an executive committee was in a conflict of interest in the first place when it was proposed as an RFD.

[0:23:34] Voice 11: Yeah, the conflict of interest would remain in place.

[0:23:37] Voice 11: And so if and when the motion is tabled to consider adding it to the agenda,

[0:23:43] Voice 11: executive committee would be obligated to recuse themselves from that conversation,

[0:23:47] Voice 11: given their conflict, and it would be for the rest of Trust Council to then contemplate the motion

[0:23:55] Voice 11: and decide whether or not to add it to the agenda through a two-thirds majority vote.

[0:24:22] Voice 38: The recommendation is that Trust Council expresses its group.

[0:24:37] Trustee Luckham: four second delay so it's hard we have to be really cautious of not speaking over each other

[0:24:44] Trustee Luckham: but just want to let you know that at this point in the agenda we are looking for you to advise us

[0:24:52] Trustee Luckham: what the topic is that you wish to add to the agenda and the opportunity to speak to the

[0:25:00] Trustee Luckham: the background of this particular business item would come if council agreed by a two-thirds vote

[0:25:06] Trustee Luckham: to add it to the agenda so it's not the opportunity to speak about the initiative but to simply table

[0:25:15] Trustee Luckham: it as a business item and then your motion would come up when we got to that business item on the

[0:25:22] Trustee Luckham: the agenda do you understand that i

[0:25:35] Voice 38: the background really expresses why it ought to be put on the agenda so i think it would have a

[0:26:17] Trustee Luckham: had a conversation of whether or not this is appropriate for you to speak to the item uh prior

[0:26:23] Trustee Luckham: to it being added to the agenda and i'm advised that out of necessity um you need to tell us

[0:26:30] Trustee Luckham: what it is and then you can speak to it but what i'm going to do at this point is ask the

[0:26:35] Trustee Luckham: executive committee members to recuse themselves from this part of the conversation until it is

[0:26:41] Trustee Luckham: determined by vote that it be added to the agenda and I have asked prior to

[0:26:47] Trustee Luckham: this conversation here anticipating this for Christina Evans to step up as chair

[0:26:52] Trustee Luckham: to conduct this portion of the agenda and she has agreed to do that so vice

[0:26:59] Trustee Luckham: chairs

[0:29:29] Voice 38: criticism of any vice chair's performance conduct or character and that each vice chair who wishes

[0:29:35] Voice 38: to continue serving on the executive committee is invited and encouraged i'm encouraged sorry

[0:29:42] Voice 38: to stand for re-election the background is that the chair of the islands trust is resigning today

[0:37:43] Voice 13: inappropriate for local governments to be using those two media.

[0:37:48] Voice 13: Rather than present a motion that could be contentious, I would just suggest that we

[0:37:54] Voice 13: add to the agenda a discussion around the Islands Trust use of social media, and if

[0:38:00] Voice 13: If it leads to sort of a consensus motion to direct our usage, then fantastic.

[0:45:22] Voice 34: And so what we'll do is follow the Islands Trust Act for election of executive committee members, in this case, the chair.

[0:45:48] Voice 34: Yeah, so we've already received notice that two people have indicated they're interested, and that would be Vice Chair Maud and Trustee Patrick.

[0:46:00] Voice 34: Again, anybody can be nominated. I'm going to get to that in a second.

[0:46:04] Voice 34: If a person that becomes the chair is a member of the executive committee, then we will have to do another election to fill that vacant executive committee position.

[0:46:22] Voice 34: That 90-day rule still applies, but there is a limitation in the Act that one person cannot hold two positions.

[0:46:31] Voice 34: So if you did not fill that vacancy today, that means the other three members have to handle the local trust committees until that election happens.

[0:52:41] Voice 41: through all the process of becoming a trustee, getting involved with trust, and it becomes very

[0:52:47] Voice 41: confusing. At this point, I'm at an advantage because you all know me. I don't think I have

[0:52:54] Voice 41: to explain who I am, what I stand for, how I vote, how I've supported people, and how I support the

[0:53:01] Voice 41: trust. So I can get rid of a five-minute speech that way. I can also assure my fellow trustees

[0:53:10] Voice 41: and local trust committees, because this was pointed out to me, they were afraid, well,

[0:53:14] Voice 41: if I vote for you, then you're not going to be my chair anymore, because you're going to be chair

[0:53:18] Voice 41: of trust council. I will commit, if I'm elected chair, that I will stick with my local trust

[0:53:26] Voice 41: committees that I am chairing. And if I have to infill with some other stuff, I will commit to

[0:53:31] Voice 41: that i'm i'm now happily retired and have the benefit of time and energy i'm not that old and

[0:53:38] Voice 41: be able to sort of do what it is needed to support the trust you know me as a calm respectful

[0:53:54] Voice 41: appreciate the last couple of weeks then the phone calls the letters of support the emails

[0:54:43] Voice 22: deserve to work with a chair who has a clear mandate and the energy to work with them

[0:54:48] Voice 22: to improve staff retention and strategically manage our resources.

[0:54:53] Voice 22: Secondly, we must truly act before it is too late.

[0:54:56] Voice 22: Given my experience, my demonstrated ability to work with trustees from all viewpoints,

[0:55:03] Voice 22: and my key relationship with the provincial level,

[0:55:05] Voice 22: I believe that I can provide the leadership we need to do as much as we can internally

[0:55:10] Voice 22: to tackle the outdated policies and systems

[0:55:13] Voice 22: while keeping the pressure on the province

[0:55:15] Voice 22: to lead a review of the mandate structure and governance.

[0:55:18] Voice 22: The trust has voted twice in recent years

[0:55:21] Voice 22: to ask the province to do a review.

[0:55:22] Voice 22: The province has, in turn, asked us to get our house in order.

[0:55:27] Voice 22: Someone must lead that effort.

[0:55:29] Voice 22: Let's be clear, the longer we wait to take action,

[0:55:32] Voice 22: the more ineffective the trust will become,

[0:55:34] Voice 22: the more wear and tear it will have on our staff,

[0:55:37] Voice 22: and the more eroded our public trust will become.

[0:55:43] Voice 22: We only have a short time before the next local election

[0:55:46] Voice 22: to turn the page and act.

[0:55:49] Voice 22: If you choose me to be your chair,

[0:55:51] Voice 22: I will ensure our meetings are led fair but firmly

[0:55:55] Voice 22: and keep the discussions flowing and focused.

[0:55:58] Voice 22: I bring experience and stability as a former vice chair

[0:56:01] Voice 22: and chair of several local trust committees

[0:56:04] Voice 22: and I'm on all the standing and

[0:56:08] Voice 22: special committees. I chair a regional planning committee

[0:56:12] Voice 22: but I'm not on trust programs. I'm up to date on the executive committee

[0:56:16] Voice 22: and I commit to ensuring that all of you are made more aware of the

[0:56:20] Voice 22: activities at the executive committee. And I commit to identifying and redirecting

[0:56:24] Voice 22: back to this council some of the responsibilities that have been delegated

[0:56:28] Voice 22: to the trust committee, executive committee over the years.

[0:58:06] Voice 10: I wanted to start by thanking Peter Luckham for his service as Chair of Islands Trust Council for the last 10 years.

[0:58:14] Voice 10: His decision to step down provides us with an opportunity that I hope we can collectively use for positive change.

[0:58:22] Voice 10: I recognize that every one of us around the table is passionate about their island community,

[0:58:27] Voice 10: and I believe that every voice at Council has value and deserves to be heard.

[0:58:31] Voice 10: so how can we work together to recreate our collective space into one where every trustee

[0:58:37] Voice 10: feels comfortable to express their opinions something i feel that's very important what is

[0:58:44] Voice 10: the point of stressing the need for a more collegial meeting environment it's about working

[0:58:49] Voice 10: together towards our goals preserving and protecting the natural environment in this

[0:58:54] Voice 10: beautiful place that we call home building respectful relationships with first nations

[0:59:00] Voice 10: who have called this place home since time immemorial for fiscal responsibility,

[0:59:06] Voice 10: for improving the service to the public,

[0:59:10] Voice 10: exploring innovative approaches to the housing crisis so many are experiencing in our islands,

[0:59:15] Voice 10: and it's about keeping our communities the diverse and amazing places we're all fortunate to live.

[0:59:24] Voice 10: As well as a review of our mandate, governance, and structure,

[0:59:27] Voice 10: Our request to the province for a review includes the alignment of decision-making processes and structures in the Islands Trust with the Declaration on the Rights of Indigenous Peoples Act.

[0:59:39] Voice 10: On Friday, I attended the Rural Islands Economic Partnership Forum, where Adam Olsen was the keynote speaker.

[0:59:47] Voice 10: I took the opportunity to ask him about our approach to the province and what he thought would be an effective strategy to convince the ministry to seriously consider our request.

[0:59:55] Voice 10: West. His reply was that we need to start by building

[1:00:00] Voice 10: better relationships with first nations we all know that nations want a real voice in land use

[1:00:06] Voice 10: decisions on the islands and we lack the latest legislative powers to officially bring them to

[1:00:12] Voice 10: the table if the nations were to support the notion island stress act needs to be brought

[1:00:19] Voice 10: into alignment with dripa there's actually a real chance of a review happening that's the

[1:00:26] Voice 10: in cooperation with part of our mandate we need to start by building better relationships

[1:00:32] Voice 10: relationships. And how do we do that? I believe that we need to start right here ourselves.

[1:00:40] Voice 10: We need to model the behavior that says we can be respectful to each other,

[1:00:46] Voice 10: despite our differing opinions, right here at this table. And I know we can do this.

[1:00:52] Voice 10: We all know we can do this. So I ask you to join me in taking this opportunity individually

[1:00:57] Voice 10: individually and collectively to make Trust Council a more thoughtful, productive and

[1:01:04] Voice 10: respectful space. Thank you.

[1:02:17] Voice 38: regarding the um the dysfunction of the islands trust will you say and will you say that the

[1:02:25] Voice 38: undemocratic representation aspect of the islands trust as is one of the key things that we need to

[1:02:32] Voice 38: focus on and ask them what will they do to alleviate that will you use those words thank you

[1:02:51] Voice 10: be the first to answer that i think that my position would be based on the direction from

[1:02:58] Voice 10: trust council and uh based on the request um to the province there's a request for a review

[1:03:06] Voice 10: although we did specify certain aspects that particular aspect did not make it in the letter so

[1:03:13] Voice 10: i would want to actually do a check-in with trust council and see if that was a top priority of

[1:03:17] Voice 10: trust council to convey that message to the minister i

[1:03:24] Voice 41: would concur um that is the right

[1:03:26] Voice 41: answer. When we are sitting with the minister, we are sitting as the representatives of Trust

[1:03:31] Voice 41: Council. So the messaging and the words that we use should be the messages and words that are

[1:03:38] Voice 41: given to us by Trust Council. So based on the letter as it stands in our request, that's not

[1:03:45] Voice 41: highlighted. So I would be reluctant to go forward. But Trust Council has a motion, wants to

[1:03:55] Voice 41: to put that on the radar,

[1:03:58] Voice 41: I will take those marching orders.

[1:04:00] Voice 41: Thank you.

[1:04:03] Voice 22: As I understood our request,

[1:04:05] Voice 22: we were asking the province to do a review of its act

[1:04:09] Voice 22: and that it would develop its scope of work

[1:04:12] Voice 22: and a thorough and robust scope of work

[1:04:16] Voice 22: who never had an opportunity to be consulted in 1972 and 3.

[1:04:22] Voice 22: So an entire scope of work needs to be done

[1:04:25] Voice 22: to do a robust review of the islands trust and that scope belongs on the responsibility of the

[1:04:30] Voice 22: province okay

[1:04:34] Voice 34: thank you uh trustee yates and anybody else wants to ask questions put your

[1:05:02] Voice 3: I have one somewhat personal question. When I ran for the Trust over two years ago,

[1:05:09] Voice 3: I stated a number of times in my campaign that I had three main jobs. One was to support

[1:05:16] Voice 3: the Gabriola Trust area. One was to support the Islands Trust Conservancy if I were to be elected

[1:05:24] Voice 3: to that. And the other was to support our federation. One of the ways that I feel we

[1:05:33] Voice 3: best support each other four times a year is meeting in person. There are lots of other reasons

[1:05:41] Voice 3: I want us to meet in person, but that's a big one. I want to know your stand, and I don't need

[1:05:48] Voice 3: a talk about the budget. I understand the budget implications clearly. I want to know

[1:05:54] Voice 3: your stand on meeting in person as council there's

[1:06:07] Voice 22: absolutely no question that in-person meetings are

[1:06:10] Voice 22: the most effective i know i'm a people person you can feel in the emotion and and where when

[1:06:17] Voice 22: we're together so there's if wherever there's an option in person is always the best yeah

[1:06:26] Voice 41: in-person meetings have always sort of been the cornerstone of violence trust um the amount of

[1:06:32] Voice 41: things are accomplished around the table face to face is immense but also the after hours networking

[1:06:39] Voice 41: um the mentoring the everything it's it's it's so valued um it's the i i have consistently

[1:06:48] Voice 41: voted for in-person um meetings um it's always been a budgetary concern but but i reflect that

[1:06:56] Voice 41: But in-person meetings represent approximately 1% of our budget.

[1:07:00] Voice 41: And for our constituents, I think that's the most valuable 1% of the expenditures out of our budget that we make.

[1:07:08] Voice 41: And I will always be in support.

[1:07:12] Voice 41: So leave it at that.

[1:07:13] Voice 41: Thank you.

[1:07:18] Voice 10: And I am on record every time it comes up, I'm always in support of continuing in-person meetings.

[1:07:57] Voice 29: For a lot of complicated reasons we're all aware of but don't have to get into now,

[1:08:01] Voice 29: Now, we haven't really made a lot of progress over the past six to eight months with respect to getting the corporate planning established at the trust.

[1:08:14] Voice 29: But what are your thoughts on how we can get the project on track as soon as possible after we have the new chair?

[1:08:20] Voice 29: And I say that aware that that's something that has to be worked, you know, cooperatively, collaboratively with, you know, some committees, but certainly with staff.

[1:08:32] Voice 29: But just what your immediate thoughts on how, as chair, what you can do to advance the project, get it on track.

[1:08:40] Voice 29: Thank you.

[1:08:43] Voice 41: Good question.

[1:08:49] Voice 41: Unfortunately, Trust Council has so many important projects.

[1:08:53] Voice 41: We've got the policy statement.

[1:08:55] Voice 41: we've got the strategic plan.

[1:08:57] Voice 41: We've got so many things on our radar.

[1:09:01] Voice 41: And Trust Council needs to prioritize.

[1:09:04] Voice 41: Sometimes we act like the ADHD child,

[1:09:06] Voice 41: is that we work on this, work on that, work on that.

[1:09:08] Voice 41: And literally, we end up spinning our wheels,

[1:09:11] Voice 41: not accomplishing our goals.

[1:09:13] Voice 41: So, you know, corporate plan, eye on your radar.

[1:09:17] Voice 41: Trust Council needs to put it high on its radar.

[1:09:20] Voice 41: radar. And then we as EC have to act on that. But right now, the way that Trust Council

[1:09:29] Voice 41: has expressed itself is not high on the radar. So we work for you. So if trustees want that

[1:09:39] Voice 41: prioritized, we need to have that instruction because it's not up to the chair or EC to

[1:09:47] Voice 41: just go, this is our pet project, we're advancing it. We advance based on what you

[1:09:52] Voice 41: you tell us to advance. Certainly, I will endorse and work with that direction and get it done.

[1:10:00] Voice 41: But when we have so many buckets that we're trying to deal with, these type of things,

[1:10:04] Voice 41: you're totally correct. They fall behind. And it's not right, but we work at the will of Trust

[1:10:11] Voice 41: Council. Thank you.

[1:10:19] Voice 22: I have absolute confidence that staff will implement the corporate plan.

[1:10:24] Voice 22: In fact, I think they're well underway.

[1:10:26] Voice 22: We had a framework that was already established,

[1:10:29] Voice 22: and we've made it a priority for the new CAO on his performance to make it a priority.

[1:10:37] Voice 22: So I have every bit of confidence that by working together with staff,

[1:10:41] Voice 22: we're going to see implementation of the corporate plan.

[1:10:48] Voice 10: Yeah, thank you for the question.

[1:10:50] Voice 10: I agree with Trustee Patrick.

[1:10:52] Voice 10: A lot of work has been done, and I want to take a moment and thank the trustees

[1:10:56] Voice 10: that have been part of the working group

[1:10:59] Voice 10: in conjunction with financial planning,

[1:11:01] Voice 10: but not including more than just financial planning members.

[1:11:04] Voice 10: A lot of that legwork has been done by that group

[1:11:10] Voice 10: and with the support of staff.

[1:11:12] Voice 10: And I also have confidence that it's going to be rolling out.

[1:11:15] Voice 10: And it's a new era, actually, for Trust Council,

[1:11:18] Voice 10: and I think it's a really positive development

[1:11:20] Voice 10: in terms of what I will do as chair,

[1:11:23] Voice 10: is support that work in every way that I can.

[1:11:26] Voice 10: Hey,

[1:11:31] Voice 34: thank you. And we have Vice Chair Elliott.

[1:11:39] Voice 17: Thank you. If you could share something about your vision for this agency, this organization, and how it might potentially innovate.

[1:11:49] Voice 17: innovate and what would be a strategy that we can put our best foot forward in the next two years

[1:11:54] Voice 17: and use the best of what we have to position the next trust council to be a leading force

[1:12:05] Voice 17: in governance in the Salish Sea?

[1:12:12] Voice 10: So my vision is that probably the most important work we can do

[1:12:19] Voice 10: is that building relationship with First Nations.

[1:12:22] Voice 10: I think everyone around this table

[1:12:24] Voice 10: has identified the importance of that.

[1:12:27] Voice 10: And to me, it ties into every bit of our work.

[1:12:32] Voice 10: It should tie into every bit of our work.

[1:12:35] Voice 10: And that laying those foundations now,

[1:12:38] Voice 10: doing the work is actually the best way perhaps

[1:12:42] Voice 10: that we can leave Trust Council in a good position.

[1:12:45] Voice 10: There's been a lot of distrust

[1:12:48] Voice 10: leading up to where we are today.

[1:12:50] Voice 10: We have done some good work.

[1:12:52] Voice 10: We have a lot more work to do.

[1:12:53] Voice 10: And I think it's vital that we continue that work.

[1:13:00] Voice 41: Yeah, some tailing on that is

[1:13:03] Voice 41: Island's Trust is noted as being leaders

[1:13:05] Voice 41: in local government

[1:13:07] Voice 41: in the fields of First Nations relationships.

[1:13:11] Voice 41: That was identified with our meeting

[1:13:13] Voice 41: with provincial staff at UBCM.

[1:13:17] Voice 41: The sad part is that we don't have

[1:13:19] Voice 41: a lot of enabling legislation to to enable us to do the things that we're doing and you know

[1:13:27] Voice 41: that's part of the review is that we need to strengthen those relationships but also

[1:13:32] Voice 41: strengthen the legislation that enables us to do these things and we're working

[1:13:38] Voice 41: in that particular field in a huge void um the other thing is is we need to really focus

[1:13:47] Voice 41: is on that statement in cooperation with others we at times we're not really good at working with

[1:13:55] Voice 41: with our regional districts our improvement districts our provincial government our federal

[1:13:59] Voice 41: government there's there's we need to be better at communicating we need a better engagement

[1:14:05] Voice 41: and we need to be better at respecting other people's needs and opinions and i i think we do

[1:14:13] Voice 41: do really good. But you know, everybody can do better. And you know, we have so sitting around

[1:14:20] Voice 41: the table, we have a brain trust that can help us lead us to be better, greater, and the best

[1:14:27] Voice 41: in the province. Thank you.

[1:14:33] Voice 22: I always believed this could be the best coastal planning agency.

[1:14:38] Voice 22: In fact, last term, we put that on the CAO's performance review as an aspirational goal.

[1:14:44] Voice 22: everybody that lives in our islands

[1:14:49] Voice 22: cares deeply about the islands

[1:14:51] Voice 22: we all know that

[1:14:53] Voice 22: there's no debate of environment

[1:14:54] Voice 22: or these things, we're all there

[1:14:56] Voice 22: we live in these islands because we care deeply

[1:14:59] Voice 22: we need to find a way

[1:15:01] Voice 22: to communicate

[1:15:01] Voice 22: and communicate what we're doing

[1:15:05] Voice 22: yes, we have to continue

[1:15:06] Voice 22: and build the relationships

[1:15:08] Voice 22: and get the protocols and letters of understanding

[1:15:11] Voice 22: so we have

[1:15:12] Voice 22: we understand how to communicate with each other

[1:15:14] Voice 22: with the First Nations

[1:15:17] Voice 22: I think you quoted Adam last week at the Rural Island Economic Partnership, said we had to

[1:15:25] Voice 22: share the jurisdiction with First Nations.

[1:15:29] Voice 22: But yes, we have to communicate and we have to engage and we have to get our name out

[1:15:33] Voice 22: there.

[1:15:34] Voice 22: We are not well respected right now by many of the people that live in the islands, and

[1:15:40] Voice 22: we have to turn that around, and we have to turn that around quickly.

[1:17:08] Voice 22: what is the responsibilities of a corporate secretary

[1:17:11] Voice 22: as we have today?

[1:17:12] Voice 22: day what should the responsibilities be and i think that's conversations between uh between

[1:17:18] Voice 22: staff and this body probably the executive committee is a good place to start to understand

[1:17:24] Voice 22: that role but i think i'm i'm curious to see how a secretariat role could be more robust

[1:17:30] Voice 22: and facilitate and help us yeah

[1:17:37] Voice 41: it's this is one of these things we've opened a door of thought

[1:17:41] Voice 41: that is very interesting and I don't think the thoughts have been fully

[1:17:46] Voice 41: flushed out barring a job description and a full understanding of the role

[1:17:54] Voice 41: it's difficult but I would also say you know as chair you think you have a

[1:18:00] Voice 41: commitment to work with people to support people to respect people and you

[1:18:06] Voice 41: You know, if we adopt that more robust form of a secretariat, absolutely, I am prepared to work with and support that position and have it evolve into something bigger, better, faster, more, as Trustee Middleton has identified several times at Trust Council.

[1:18:28] Voice 41: But we haven't totally flushed out, and I look forward to the opportunity.

[1:19:59] Voice 42: 20 13 island clusters first nations all across the space like all of these mixed interests in

[1:20:09] Voice 42: the islands can you speak to what is your responsibility and role in transparency as

[1:20:14] Voice 42: you communicate with the media and as you lead in the space um

[1:20:26] Voice 10: that's a great question and i think

[1:20:28] Voice 10: my first would be uh carefully consciously um as spokesperson the spokesperson role for

[1:20:37] Voice 10: trust council and for islands stresses is a really important role um i think speaking personally i

[1:20:46] Voice 10: think there i would be interested in you know investing in some additional training um one

[1:20:52] Voice 10: of the things that i did get from our workshop last year is uh uh in fact i have got a little

[1:20:58] Voice 10: little card in my wallet when the media calls and one of the first uh first items on that is

[1:21:04] Voice 10: when can i get back to you or you know i need to check in with staff so i think that cautious

[1:21:08] Voice 10: approach is important and then it's also i think really important to make sure that whatever message

[1:21:14] Voice 10: you're um sending to media giving to media in interviews or otherwise reflects the will of

[1:21:22] Voice 10: trust council i think that's vital thank you yeah

[1:21:27] Voice 41: i'm severely thankful for we have some great

[1:21:32] Voice 41: communication staff um i've had to do on a couple of occasions interviews on behalf of island's

[1:21:39] Voice 41: trust and yes we you don't deviate from the message is is i appreciate the briefings that

[1:21:47] Voice 41: i've received in the past um i hopefully unless claire gives me naughty eyes have stuck to the

[1:21:55] Voice 41: message um this is not a when you're chair this is not about your opinion you are representing

[1:22:00] Voice 41: trust accounts and so yeah as vice chair peterson said they don't take media calls like i don't like

[1:22:10] Voice 41: it comes up i'll get back to them my first response is going to staff getting the so

[1:22:16] Voice 41: the messaging support getting the briefing and then going forward with that um when you're chair

[1:22:24] Voice 41: Chair, you almost don't have independent thoughts,

[1:22:27] Voice 41: because then it becomes about you, not about the trust.

[1:22:32] Voice 41: So rational, calm, well-thought-out responses

[1:22:36] Voice 41: that don't deviate from the message.

[1:23:36] Voice 5: So, I have taken the time to talk to each of the candidates and asking them fairly detailed or pointed questions about conduct and how they would deal with some of the disruptive behavior that has fostered complaints from the September meeting.

[1:23:54] Voice 5: We've had to hire somebody as a third-party investigator, and that's an expense.

[1:24:00] Voice 5: My suspicion, although Peter denies it, is that there's pressure and it's difficult to run this organization as chair,

[1:24:47] Voice 5: so that it's a safe place for everybody, both trustees and staff,

[1:24:52] Voice 5: and that we can get on with some of the work that we need to do

[1:24:57] Voice 5: and not spend as much time with all of our, I'm not sure how to describe it,

[1:25:03] Voice 5: but some of the difficulties that we've been having

[1:25:04] Voice 5: so that we don't miss getting some of these major projects finished

[1:25:10] Voice 5: and we don't spend an extra couple of hours at Trust Council

[1:25:15] Voice 5: council trying to deal with some of this at each council meeting.

[1:26:21] Voice 41: like that. There are some of the, or knock of a better word, unparliamentary language

[1:26:27] Voice 41: and unparliamentary conduct that has happened around this table that has been difficult.

[1:26:35] Voice 41: Part of that problem though is as chair, when you're sitting here, you are micromanaging

[1:26:52] Voice 41: So sometimes there's something is said that gets missed.

[1:27:27] Voice 41: were offended or you feel that somebody else was, you need to say something. We own this.

[1:27:32] Voice 41: This does not fall on the chair. And the fact that something happens is not the chair's

[1:27:38] Voice 41: responsibility. It's the chair's responsibility to moderate and manage the meeting. And if the

[1:27:43] Voice 41: chair happens to miss something is incumbent on the rest of us to draw to their attention

[1:27:48] Voice 41: and seek the corrective action. But we seriously, and I've spoken to many of you in recent months

[1:27:57] Voice 41: about this, we all need to behave better. And as chair, I will ask your mother to come sit behind

[1:28:09] Voice 41: you because this, you know, this is a great body. I know and I respect you guys are the best friends

[1:28:17] Voice 41: i've got but there are some times when i do cringe and i and you know as chair it empowers me

[1:28:24] Voice 41: to be maybe a little bit more forceful behind the scenes to take you aside and say

[2:36:07] Voice 5: we get to that decision then how to deal with the material so on the agenda the governance committee

[2:43:46] Voice 12: trust mailing program has now matured into a communications activity that can be accommodated

[2:43:51] Voice 12: within the executive committee's communication budget and delivered under the direction of the

[2:43:56] Voice 12: executive committee the executive committee's proposed communication budget for 2025 and 26

[2:44:04] Voice 12: already includes funds to cover. Trust programs also ran the webinars that we had scheduled and

[2:44:11] Voice 12: that had some great attendance. The invasive species removal and native plant gardening took

[2:44:15] Voice 12: place on January 23rd. Living with fire took place February 26th. And the saltwater intrusion

[2:44:22] Voice 12: and groundwater conservation took place on March 5th. And all of these webinars were very well

[2:44:27] Voice 12: attended. And final numbers, some of the final numbers we have in this report and the rest will

[2:44:31] Voice 12: will come out later thank

[2:45:04] Voice 22: So both of those committees are made up of the executive committee members as well as the chairs of the governance committee, the financial planning committee, regional planning committee, and trust programs committee.

[2:45:15] Voice 22: So for the hiring committee, there are two items of business that were completed in February, and that was the CEO position description and the CEO performance assessment.

[2:45:26] Voice 22: assessment. The position description was significantly updated to better reflect the

[2:45:32] Voice 22: role and to identify trust counsel as the supervisor. We will share the final document

[2:45:37] Voice 22: with you for information. And the CAO performance assessment covers the six-month probation period.

[2:45:44] Voice 22: Built into this CAO performance assessment is a 360 CAO review with staff and trustees

[2:45:51] Voice 22: subject to acceptable performance. The final step is the development of the CAO performance

[2:45:56] Voice 22: goals and objectives for the next year, which will require Trust Council's approval.

[2:46:01] Voice 22: You will be sharing the final document of the performance when you get the 360 reviewed,

[2:46:10] Voice 22: and that will all be done before end of June, so that's for your timing.

[2:46:16] Voice 22: For the Select Committee, the Select Committee is focused on drafting the CEO performance

[2:46:19] Voice 22: evaluation policy, which was a Trust Council resolution back in December 23.

[2:46:24] Voice 22: leaders international was retained to assist in the development of the policy and leaders

[2:46:30] Voice 22: completed a survey of trustees which thank you for participating the cao and senior staff to

[2:46:35] Voice 22: identify key themes that were then used to draft an effective policy the committee reviewed the

[2:46:40] Voice 22: draft policy in february the committee will prepare a request for decision for the june

[2:46:46] Voice 22: trust council meeting and you should expect to find the rfd to contain the cao performance

[2:46:52] Voice 22: performance evaluation policy,

[2:46:54] Voice 22: along with recommended amendments to the other policies

[2:46:56] Voice 22: that currently reference those policies.

[2:49:26] Voice 19: finalized two surveys on Salt Spring and advanced some projects to enhance our

[2:49:39] Voice 19: We kick it off with the IPC's 35th anniversary with a special newsletter, social media campaigns, and an op-ed piece to raise awareness around respectful land use.

[3:22:26] Voice 9: with my partner, Maddie Smith. We both live and work on Salt Spring Island, myself for five years

[3:22:31] Voice 9: plus two weeks now, Maddie for about four years. We're here today to address two vital important

[3:22:36] Voice 9: issues facing the islands of the trust area. Lack of working class public engagement and the policy

[3:22:42] Voice 9: statement. But first a little bit about who we are and why we're here today. Maddie's a third

[3:22:48] Voice 9: year apprentice plumber working throughout the southern Gulf Islands. At the end of the month

[3:22:52] Voice 9: she'll be going back to school to earn her plumbing red seal which will make her a journeywoman. Prior

[3:22:56] Voice 9: hired working as a plumber on Salt Spring. I might have worked first as a farmhand, and then as the

[3:23:01] Voice 9: maintenance technician for an illegal rental village, housing over a dozen essential workers.

[3:23:07] Voice 9: Among them, tradespeople, artisans, cleaners, and farmers. My work is less essential, but arguably

[3:23:14] Voice 9: more Gulf Islands cider maker. When I first moved to Salt Spring, I worked for an orchard with 400

[3:23:21] Voice 9: varieties of apples. Currently, I work for one of the largest gleaning operations in North America,

[3:23:27] Voice 9: collecting apples from heritage trees all over Salt Spring.

[3:23:32] Voice 9: We're not members of an NGO.

[3:23:34] Voice 9: We don't have a non-profit backing us.

[3:23:37] Voice 9: We have no mailing list,

[3:23:38] Voice 9: unless you choose to count the local politicians we bother,

[3:23:40] Voice 9: mostly Laura Patrick.

[3:23:44] Voice 9: We're simply two workers who spend 40-plus hours a week

[3:23:48] Voice 9: contributing our labor to better our community.

[3:23:50] Voice 9: We're here because we are sick and tired of being excluded

[3:23:54] Voice 9: from the governance of the community we work so hard to support.

[3:23:56] Voice 9: We are sick and tired of watching our community wither and die due to dithering and outright inaction from our local governments.

[3:24:04] Voice 9: Most of all, we're tired of watching the same handful of speakers attend Trust Council with the same message.

[3:24:09] Voice 9: We have a different message, and we hope we'll have your attention for the next eight to ten minutes.

[3:24:16] Voice 9: When I first decided to get involved with local politics, it was from as a candidate in the 2023 local community commission election on Salt Spring.

[3:24:24] Voice 9: At that time, I received the stage advice that guys like us are the wrong age and the wrong class to be getting involved in Salt Spring politics.

[3:24:33] Voice 9: The CRD and the Allen's Trust only exists for wealthy retirees.

[3:24:38] Voice 9: While this person's statement has struck with me, it is not a unique sentiment.

[3:24:42] Voice 9: I've heard from many working class folks similar refrains.

[3:24:45] Voice 9: Just in preparing for this presentation, I've heard from several people how talking to the Allen's Trust is too difficult, a waste of time, and pointless.

[3:24:52] Voice 9: list. And who can blame people for feeling this way? First of all, almost all public engagement

[3:24:58] Voice 9: for the Allen Trust happens during the workday. It cost me $54 in lost wages to speak at a recent

[3:25:05] Voice 9: meeting in my local trust committee. And today, Maddie and I have had to give up a combined $496

[3:25:11] Voice 9: in wages in order to be here speaking with you. Can you imagine charging a $50 fee for a town hall

[3:25:20] Voice 9: or a $500 delegation fee?

[3:25:24] Voice 9: As if cost wasn't enough,

[3:25:25] Voice 9: since Maddie and I both work,

[3:25:27] Voice 9: we are required to make difficult sacrifices

[3:25:29] Voice 9: to attend these meetings.

[3:25:31] Voice 9: Today, I should have been making

[3:25:32] Voice 9: a 2,000 liter keg batch of cider.

[3:25:35] Voice 9: One year.

[3:25:36] Voice 9: Maddie should be finishing a rough in on a new build.

[3:25:40] Voice 9: Not only are we workers, but we are employees.

[3:25:42] Voice 9: We need to justify our missed work to our employers.

[3:25:46] Voice 9: This time and wage cost

[3:25:47] Voice 9: doesn't even include the writing time necessary

[3:25:49] Voice 9: for applications outlines and writing the presentation itself the very nature of the

[3:25:57] Voice 9: island stress public engagement is exclusionary and therefore lacks a diversity of opinions

[3:26:02] Voice 9: how can you expect to hear from the general public when some members of the public

[3:26:06] Voice 9: need to face egregious costs or make sacrifices to attend nowhere has this lack of diversity of

[3:26:15] Voice 9: opinions been more clear than in the public opinion than the public engagement around the

[3:26:19] Voice 9: trust policy statement since the statement released by the trust on september 26 2023

[3:26:25] Voice 9: the trust council announced they believe unique amenities were broad ranging and may include

[3:26:29] Voice 9: issues such as but not limited to housing livelihoods infrastructure and tourism a handful

[3:26:34] Voice 9: of voices have been frequent attendees at trust council meetings to speak out against protection

[3:26:38] Voice 9: of housing and livelihoods meanwhile the folks who need their housing and livelihoods protected

[3:26:44] Voice 9: protected, are unable to attend due to the difficulties I just outlined.

[3:26:52] Voice 9: So let's talk about the trust policy statement.

[3:26:55] Voice 9: That statement from September 26, 2023, awesome.

[3:26:59] Voice 9: Finally, a statement from the Allen's Trust that not only recognizes working class livelihoods,

[3:27:02] Voice 9: but they need to house them and build infrastructure to protect them.

[3:27:06] Voice 9: Statement from the Allen's Trust that recognized the trust area, its unique amenities, and

[3:27:09] Voice 9: its environment are all three pieces of a whole.

[3:27:12] Voice 9: Unfortunately, such a statement cannot go unanswered.

[3:27:14] Voice 9: And so these same small number of voices have been showing up at Trust Council meetings to let us all know that no, the environment must come first.

[3:27:20] Voice 9: And adding any mention of protecting the workers of the Trust area weakens environmental protection.

[3:27:27] Voice 9: When the Islands Trust was created in 1974, the largest threat to the Gulf Islands was, by far, overdevelopment.

[3:27:34] Voice 9: The Islands Trust stopped that, undoubtedly a good thing.

[3:27:37] Voice 9: However, in 2025, overdevelopment has to compete with climate change, drought, and gentrification for the greatest threat to the Trust area.

[3:27:48] Voice 9: there are those that consistently weaponize the fear of overdevelopment against any attempt

[3:27:53] Voice 9: to build any sort of gentrification.

[3:27:59] Voice 9: Due to the unforgiving laws of supply and demand, the limited housing of the Gulf Islands

[3:28:03] Voice 9: and the South Island Islands Trust claim people are protecting the trust area from working

[3:28:07] Voice 9: class islanders.

[3:28:08] Voice 9: The folks who built these islands and provide the services needed to make them function

[3:28:11] Voice 9: functioning communities are struggling with unaffordable, unsustainable, and unsuitable

[3:28:16] Voice 9: housing. Maddie will now take a moment to speak about the income inequality she has experienced

[3:28:20] Voice 9: across the Gulf Islands. Thanks.

[3:28:23] Voice 6: During my relatively short time living and working on

[3:28:25] Voice 6: the Islands Trust area, I have seen both extremes of the housing spectrum, being invited behind the

[3:28:30] Voice 6: gates of both hidden illegal housing communities and behind the gates of the ultra-wealthy.

[3:28:34] Voice 6: I've worked in the rat-infested, moldy, barely heated trailers, lacking sufficient plumbing and

[3:28:39] Voice 6: electricity that people are paying over half their wages for. I've worked on buildings patched

[3:28:43] Voice 6: together out of old tax sheds and workshops with live wires blanked within the walls, kitchen sinks

[3:28:48] Voice 6: plumbed straight into the ground and failing septic systems flowing to the surface and eventually

[3:28:52] Voice 6: into the less than optimally treated private water supply that renters are being told is safe for

[3:28:57] Voice 6: drinking. I've seen people hesitant to ask for basic repairs out of fear of becoming too much

[3:29:02] Voice 6: of a burden and accepting unsafe and unhealthy living conditions because there are no other

[3:29:05] Voice 6: their options. I've seen people illegally evicted decline to demand their tenancy rights out of fear

[3:29:10] Voice 6: of destabilizing their neighbors' living situations. I've said goodbye to hard-working

[3:29:14] Voice 6: friends who are unable to sustain the cost and difficulty of remaining living on the island.

[3:29:18] Voice 6: On the other end of the spectrum, I now repair leaks on multi-million dollar houses left empty

[3:29:23] Voice 6: for the majority of the year, work on resorts with extensive water features and ornamental gardens,

[3:29:28] Voice 6: lush green grass, swimming pools, and hot tubs, install well pumps on summer homes with

[3:29:34] Voice 6: irrigated private golf courses from what i see it seems the islands have plenty of resources but

[3:29:39] Voice 6: only for those with deep enough pockets providing housing for working islanders has been viewed as

[3:29:44] Voice 6: something that is in direct conflict with protecting the island's delicate ecosystems

[3:29:47] Voice 6: and limited resources the royal character i would like to put forward that these goals are not

[3:29:53] Voice 6: mutually exclusive it doesn't add any extra strain on resources to house people who are already

[3:29:57] Voice 6: already living here. We need to be.

[3:30:00] Voice 6: another option to those living on boats and vehicles in illegal housing that is unseen,

[3:30:03] Voice 6: unregulated, and unsustainable. In failing to amend the Islands Trust Policy Statement to

[3:30:08] Voice 6: include people in housing as unique amenities, you would not only be failing the hardworking

[3:30:12] Voice 6: people of the Islands, but you would be failing to protect the environment and other unique

[3:30:15] Voice 6: amenities that the Trust was created to protect.

[3:30:20] Voice 9: The Islands Trust must make greater efforts to

[3:30:23] Voice 9: support all members of the Trust area. The Trust Council and the local Trust Committees must ensure

[3:30:28] Voice 9: sure delegations and town halls are accessible to all members of the public, not just those with

[3:30:33] Voice 9: free time in the middle of a workday. And the trust must commit to reaching out to the public

[3:30:40] Voice 9: if they're not able to make sufficient strides in accessibility. More importantly, the trust

[3:30:44] Voice 9: council must recognize that the trust policy statement must include protections for rural

[3:30:49] Voice 9: workers, rural livelihoods, and housing. If the Islands Trust excludes protection for rural workers,

[3:30:55] Voice 9: then the Islands Trust is simply facilitating the extirpation of the Gulf Islands worker.

[3:31:00] Voice 9: in favor of gentrification.

[3:31:02] Voice 9: It is time for a balanced trust policy statement

[3:31:05] Voice 9: that balances environmental protection

[3:31:07] Voice 9: with protections of housing and livelihoods

[3:31:08] Voice 9: and working class residents of the Gulf Islands.

[3:31:40] Voice 16: You know, when we do have a meeting for the workers, the other people say, well, we can't

[3:31:45] Voice 16: go. So it's been an ongoing issue, and I'm glad you brought it up again, and

[3:31:48] Voice 16: I think all of us should try and work on that more. Thank you.

[3:31:57] Voice 17: If our council meetings were all online, would that be a more equitable form of access?

[3:32:06] Voice 17: Or if the town hall and delegation sessions were in the evenings as they used to be,

[3:32:13] Voice 17: what do you suggest to make presentations more accessible for people such as yourselves?

[3:32:21] Voice 9: I would suggest a mix of things.

[3:32:24] Voice 9: In some ways, I think the suggestion of moving meetings online is a great suggestion, but that does provide a different set of barriers.

[3:32:32] Voice 9: Not everyone has access to online presentations.

[3:32:36] Voice 9: Myself, I've got great Wi-Fi at my workplace.

[3:32:39] Voice 9: I could pop out for a 30-minute lunch, come in, talk to you all.

[3:32:43] Voice 9: But folks like Maddie who drive around the islands, not necessarily.

[3:32:47] Voice 9: It's a lot harder to ask your employer, hey, can we drive from the south end of Salt Spring down into town so I can use the Wi-Fi?

[3:32:54] Voice 9: Uh, evening meetings, I definitely think, uh, would help, uh, when, uh, the Salt Spring LTC

[3:33:02] Voice 9: was having evening town halls. We made all four with, uh, really not that much stress. It was

[3:33:07] Voice 9: definitely a big help. Uh,

[3:33:12] Voice 8: yeah. Thank you very much, Eric and Maddie. Um, speaking as someone

[3:33:18] Voice 8: who does look a little bit like one of you, uh, um, and, and I'm very much in a similar position.

[3:33:24] Voice 8: Prior to this, I've been a working person on my island and sitting at this table.

[3:33:30] Voice 8: Similarly, I don't even want to think about what the lost wages that I have in that regard.

[3:33:37] Voice 8: It's a real sacrifice, and I really appreciate you guys taking the time to come.

[3:33:41] Voice 8: And I would also add that on top of those lost wages, obviously, there are real costs to getting to Nanaimo from Salt Spring.

[3:33:49] Voice 8: That costs gas, that costs ferries, that costs all those things.

[3:33:52] Voice 8: So I really appreciate you for doing that.

[3:33:54] Voice 8: Again, we've talked about, you know, where we choose to meet, whether we're choosing to meet online or whether we're choosing to meet in towns like Victoria or Nanaimo, as opposed to on our islands.

[3:34:04] Voice 8: And I think on our islands puts that money back in our communities, but also makes us more accessible, makes it easy to do an evening delegation session that everyone can get to.

[3:34:16] Voice 8: It's, yeah, all of those things.

[3:34:18] Voice 8: And I, you know, I share a lot of those same risks.

[3:34:21] Voice 8: I, you know, I put a lot of I've been in a lot of those places that are this broad spectrum of experience of what it means to live on the island. And, you know, I've been in those those ratty insulation ducts and I've been on multimillion dollar properties. And it's it's a it's a wild experience.

[3:34:38] Voice 8: experience. The only thing that I would just add is, you know, speaking from this side of the

[3:34:45] Voice 8: table, should you decide to engage further with local politics on your island, I think you would

[3:34:53] Voice 8: do great. You speak very well, both of you.

[3:35:08] Voice 5: uh detailed and important and i think that uh we're not unreceptive and uh we hear from all

[3:35:25] Voice 5: energy buffing it so yeah you're you've uh you've put yourself in a position now where you're going

[3:35:31] Voice 5: going to be headhunted that's really good energy and uh both of you so yeah i thank you yeah

[3:36:00] Voice 12: business so we operate within business normal corporate business hours as our job on islands

[3:36:07] Voice 12: trust um and that also goes for the supporting staff this is their normal work week and we have

[3:36:13] Voice 12: to sort of work within it my question to you is um as far as education around how to easily access

[3:36:22] Voice 12: access your local trust committee and trust council for delegations, how easy was it for

[3:36:31] Voice 12: you to find the information and would an educational brochure, webinar, something along those lines

[3:36:43] Voice 12: be of benefit to people that are new to the island and even some of those that have been

[3:36:49] Voice 12: here for a longer period um so being able to join as a delegation electronically in the evening or

[3:36:55] Voice 12: during the day um being able to access your local trust committee to bring letters forward on your

[3:37:01] Voice 12: behalf um what what kind of information do you need and how difficult has it been for you to

[3:37:10] Voice 12: find um alternate methods of talking to us uh

[3:37:21] Voice 9: definitely more more difficult than i would have

[3:37:25] Voice 9: than i would have thought i made the joke to maddie a few times that when i was finishing

[3:37:29] Voice 9: my university degree i was looking at taking a second minor in sustainable development

[3:37:33] Voice 9: and the last course was how to engage with local government which i chose not to take

[3:37:38] Voice 9: in the interest of graduating earlier. And boy, I have regretted that decision quite a bit in the

[3:37:45] Voice 9: last few weeks. It's a challenge. I think some sort of brochure would help, but I also think

[3:37:50] Voice 9: clarification on the instructions that exist. When I sent in my delegation application,

[3:37:57] Voice 9: I fill out the form and the form says, oh, you've got two lines. Please put your presentation.

[3:38:03] Voice 9: presentation if you need more space you can use a second page i sent it in and very quickly uh

[3:38:09] Voice 9: thank you to staff for that uh i got a response saying oh we need your outline and i was like

[3:38:14] Voice 9: well i filled out the form as the form said so you know maybe the form should say you know we

[3:38:19] Voice 9: are requesting a second page with a full outline so that people know to do that in advance uh that

[3:38:26] Voice 9: that would be helpful. But more education is always good. It is a fantastically complicated

[3:38:34] Voice 9: government on Salt Spring. I don't know if it's quite as bad on the rest of the Trust Islands,

[3:38:40] Voice 9: but between having our regional district and the Trust and the Water District and the Fire District,

[3:38:46] Voice 9: there's definitely, I've had to do a lot of research in my free time to be here.

[3:38:51] Voice 9: and

[3:38:52] Voice 6: you know eric he's he's more passionate about this than me and um i you know i'm trying to write

[3:38:59] Voice 6: about the trust policy statement i you know went on the islands trust website and i was like okay

[3:39:03] Voice 6: let me like get this in front of my face so that like i know what i'm talking about and when i

[3:39:07] Voice 6: clicked on like what we do it wasn't really there like i ended up like because eric spends the time

[3:39:13] Voice 6: he just had to like send me a link and was like go down to like the third paragraph or whatever

[3:39:17] Voice 6: ever not to throw shade on whoever's um running the website it's a very beautiful website and

[3:39:24] Voice 6: things like that but like as someone who's not who's you know who cares about the island who's

[3:39:30] Voice 6: passionate but not passionate about politics like eric is um understanding what on earth i'm talking

[3:39:38] Voice 6: talking about most of the time is very hard and like I know you all have the same problems with

[3:39:47] Voice 6: what on earth is the trust and control of what is the CRD in control of things like that so when

[3:39:53] Voice 6: you said um like the the informational sessions like maybe I don't know how many you know I don't

[3:39:59] Voice 6: know how you would get people to show up but I think when I try to talk to anybody my age or

[3:40:05] Voice 6: anybody not completely interested it's so hard to like explain to them what we're talking about

[3:40:11] Voice 6: and and if they're like oh i have this complaint where do i go boy do i not know and then i ask

[3:40:19] Voice 6: eric and then he spends like three hours researching it and finding out where we go to

[3:40:23] Voice 6: so maybe some sort of like you know oh welcome to welcome to the islands trust here's how to engage

[3:40:31] Voice 6: page, you know, just like a simpler outline just to get people started, I think would be a really

[3:40:38] Voice 6: great idea.

[3:40:39] Voice 9: And I think something to add on this point as well is that we can do kind of all the

[3:40:46] Voice 9: education and outreach, but there is a real discouragement. They're like, you know, I wasn't

[3:40:52] Voice 9: kidding. I mean, it was your boss who said it was a waste

[3:40:55] Voice 6: of time. He's lived on the island his whole

[3:40:57] Voice 6: life I think he's a long time islander so

[3:41:00] Voice 9: so there's not just an information block but there's

[3:41:04] Voice 9: also kind of there really is a why are you wasting why are you taking a day off work you know we need

[3:41:10] Voice 9: you here to be making cider why are you talking to people who won't listen you know oh Eric I'm

[3:41:17] Voice 9: glad you're interested in politics that's a great way to waste your time that that is something that

[3:41:21] Voice 9: really needs to be overcome is to have the trust be an organization that people who work a full

[3:41:29] Voice 9: day and live on the islands are like, oh, yeah, they've done something for me. I want to get

[3:41:33] Voice 9: involved.

[3:42:03] Voice 42: um so thank you for that in terms of being involved and i've lived in the tension six

[3:42:10] Voice 42: years as a trustee six and a half and i live in the tension of like is it effective or not

[3:42:13] Voice 42: to be involved, but want to kind of keep trying to make it better from the inside. So

[3:42:20] Voice 42: definitely asking local trust committees for, and all of us like to just think about that.

[3:42:27] Voice 42: So one of the things that my co-colleague Aaron Campbell and I did was we have community

[3:42:33] Voice 42: information meetings on Saturdays. And I think we have them like once a quarter or something like

[3:42:36] Voice 42: that, or once like three times a year. So specifically for that issue, because we have

[3:42:41] Voice 42: of so many folks who are working that want to just come and chat in a more informal setting,

[3:42:44] Voice 42: not a formal kind of awkward meeting. So all sorts of structures that we definitely should

[3:42:49] Voice 42: push forward. So thank

[3:42:57] Voice 24: appreciate hearing from you. You're right. You know, the working population don't show up very

[3:43:10] Voice 24: Ireland's Trust website and go to resources other government services it gives you a very long and

[3:43:16] Voice 24: illuminating link of all the things that the Ireland's Trust does not do which kind of helps

[3:43:22] Voice 24: to clarify your thoughts the second one is there is a request into the province to have the Ireland's

[3:43:29] Voice 24: Trust and all its workings reviewed and you know one of the things that I really think about when

[3:43:35] Voice 24: when you turn up is all of us here are severely underpaid for what we do and we can only do it

[3:43:43] Voice 24: by volunteering our time for some people it's a big sacrifice because they're still in the

[3:43:49] Voice 24: working population for others it's not such a huge sacrifice so you know that needs to be

[3:43:55] Voice 24: considered because as long as the structure is the way it is and the money available to pay people

[3:44:02] Voice 24: is the way it is you will only get you know people who are prepared to martyr themselves and or

[3:44:10] Voice 24: are pensioners as in my case so it's a very very difficult structure the San Juan Islands moved to

[3:44:16] Voice 24: something entirely different and so I would love to see both of you as trustees or politicians in

[3:44:24] Voice 24: some shape or form but it's going to be practically impossible but thank you for being here today

[3:44:45] Voice 15: Our government is set up in a way that it excludes people from working, participating in the Islands Trust.

[3:47:08] Voice 30: i'm living on salt spring island i'm uh elderly retired i guess and definitely not wealthy but i

[3:47:15] Voice 30: I made it here and I recognize that it does take some sacrifice.

[3:47:18] Voice 30: And I've also experienced a little bit of frustration with, you know, just structural barriers getting to these meetings and the process of getting on the list.

[3:47:29] Voice 30: It's like I didn't make

[3:47:30] Voice 30: the delegation list because I'm not ready three weeks before the meeting.

[3:47:35] Voice 30: You know, that's on me. So here I am.

[3:47:37] Voice 30: And but I'm here to speak in favor of the mandate.

[3:47:45] Voice 30: date. I think that it's very important for us to recognize that the value system that somehow

[3:47:52] Voice 30: seems to believe that expansion can be done without any cost to the environment and development

[3:47:59] Voice 30: doesn't really hurt anything is not correct. And that it will be a mistake in the medium term,

[3:48:07] Voice 30: whatever you want to call it, the long term. I don't think we have to really wait very long.

[3:48:10] Voice 30: I've been living on Salt Spring for about, I don't know, 12 years or something.

[3:48:13] Voice 30: and the pace of development has been marked the entire time i keep seeing places where

[3:48:19] Voice 30: the trees are gone the houses are built and that's ongoing so i like to uh you know pick up

[3:48:28] Voice 30: menial labor in my spare time whenever i can i i go for like woodwork and pulling

[3:48:34] Voice 30: room and stuff like that conservation work it's almost all volunteer work

[3:48:38] Voice 30: and in other time that I have I do some other conservation work and I came across a paper

[3:48:45] Voice 30: which I might have referenced here before earlier but Justina Ray is a prominent Canadian

[3:48:49] Voice 30: wildlife biologist and in 2021 she wrote a paper on biodiversity challenges in Canada

[3:48:56] Voice 30: and the first line from her abstract says negative biodiversity trends are evident in Canada

[3:49:06] Voice 30: Canada in spite of its ecological and economic wealth and high governance capacity.

[3:49:13] Voice 30: So those three factors, lots of ecological wealth, you know, natural resources, economic

[3:49:22] Voice 30: wealth, people are pretty well off in Canada generally, not everybody, but, you know, it's

[3:49:27] Voice 30: a high standard of living and high governance capacity.

[3:49:30] Voice 30: So I'd like to, you know, focus more on the southern Gulf Islands than the whole country

[3:49:35] Voice 30: and we see that i think that the southern gulf islands are kind of outliers on the positive side

[3:49:41] Voice 30: of all of these attributes don't we all agree that the ecologies around the southern gulf islands are

[3:49:47] Voice 30: wonderful like where is better in all of canada like it's you know it's we're doing okay economic

[3:49:52] Voice 30: wealth lots of talk about the inequality and many wealthy people that are living on salt spring like

[3:49:58] Voice 30: the money is there where they raise like over 10 million bucks for the new emergency wing on the

[3:50:02] Voice 30: hospital in like less than three weeks it's like all volunteer money given away money's there

[3:50:07] Voice 30: money's here and the other one is high governance capacity so we're talking about biodiversity

[3:50:16] Voice 30: then a preserve and protect mandate would be about as high as you can get in terms of

[3:50:22] Voice 30: governance capacity so that's the situation and here we are looking at ways to dilute the mandate

[3:50:30] Voice 30: You know, I've presented many times and I feel like, you know, it's not all that worthwhile

[3:50:37] Voice 30: sometimes to come and talk about the mandate to the group where this is like the object

[3:50:43] Voice 30: and that's okay.

[3:50:45] Voice 30: But I'm here to remind you that there are people who are not wealthy, like, okay, elderly,

[3:50:52] Voice 30: whatever, I don't know who all of us are, but are strongly in favor of the mandate.

[3:50:58] Voice 30: mandate that it's a pillar of life in the southern gulf islands and on the island that i live on

[3:51:04] Voice 30: especially so i appreciate your time very much and as a final word i would just caution you not

[3:51:10] Voice 30: to conflate social inequalities with whether or not we should be maintaining our biodiversity and

[3:51:17] Voice 30: ecology thank

[3:52:14] Voice 35: Okay. I want to talk briefly about the budget. I have a couple ideas for reducing the budget

[3:52:22] Voice 35: next year because it takes some planning. As you know, this budget requires a 14.1 increase in

[3:52:30] Voice 35: expenses over last year, a tax increase of 5.2% plus the use of reserves. So I have a couple ideas.

[3:52:37] Voice 35: ideas. One, give some serious attention to reducing staff turnover. This is taking a huge

[3:52:44] Voice 35: amount of staff time to hire new staff all the time. Next, I think it would really help trustees

[3:52:51] Voice 35: if they had the true costs when they approve a project. The business case does not include the

[3:53:00] Voice 35: far greater costs of staffing the project. Each project requires staff to conduct research,

[3:53:07] Voice 35: Prepare reports, supervisory reviews, software tracking, discussions with trustees, and attending meetings, and probably more.

[3:53:19] Voice 35: Staff costs include salaries and benefits, and also the administrative costs to pay the people, provide benefits, and government reporting.

[3:53:28] Voice 35: Similar costs are incurred for hiring contractors and for grant-funded work, which also involves hiring contractors.

[3:53:38] Voice 35: Most grants do not cover the cost to advertise the contract, interview the contractors,

[3:53:43] Voice 35: negotiate and conclude the contract, supervise the contractor's work, pay the contractor,

[3:53:49] Voice 35: and prepare government reporting. When asked to approve a grant, these costs should be known.

[3:53:57] Voice 35: Does the grant cover them? Last year, staff administered 77 service contract requests.

[3:54:06] Voice 35: requests. So I think the budget could be reduced. If you knew these costs, there were less contracts,

[3:54:15] Voice 35: less grants, and less projects. That could happen when you know the true costs.

[3:54:21] Voice 35: And I would love to see getting this information being a top priority. Thank you.

[3:55:08] Voice 2: So I particularly appreciate being able to address you in person. To me, that's really

[3:55:14] Voice 2: important. I've attended hundreds of Zoom meetings and still believe that in-person

[3:55:19] Voice 2: meetings are more meaningful to everyone. They are simply more human. So I wish this

[3:55:25] Voice 2: This was on Gabriela.

[3:55:26] Voice 2: I wouldn't have had to have traveled, and I'm sure the Salt Spring has wished that more of the meetings would be on the islands, particularly.

[3:55:34] Voice 2: My concern today, though, is about which I've already addressed.

[3:55:39] Voice 2: Our local trust committee is regarding a rezoning application before the city of Nanaimo.

[3:55:46] Voice 2: The reason the implications of this are important to the trust as a whole become evident in a second.

[3:55:50] Voice 2: In short, it is an application to rezone 240 acres beside Hormak Mill, which is less than two kilometers from Gabriola.

[3:56:01] Voice 2: Now, a two-kilometer walk is not very far if you're on the island.

[3:56:05] Voice 2: It just seems like it's a long way away because it's on the other side of the water.

[3:56:09] Voice 2: In short, I beg your pardon, and it's a stone's throw from Mudge Island.

[3:56:15] Voice 2: and they want to rezone, or the applicant wishes to rezone to heavy industrial, and I mean heavy

[3:56:22] Voice 2: industrial. If you read their community plan, if you read what the zoning bylaws allow,

[3:56:27] Voice 2: it is virtually anything you can think of. Now, that can be pretty serious. The potential impact

[3:56:34] Voice 2: on the islands as a whole is huge. I asked the local trust committee to see if they could have

[3:56:41] Voice 2: have any input. They wrote to the city to ask for a referral status. This is not forthcoming.

[3:56:47] Voice 2: I understand that. It's very difficult to set up a referral status right out of the

[3:56:54] Voice 2: blue like that. Nonetheless, that brings forward my concern. We have a good memorandum of

[3:57:00] Voice 2: understanding for referrals with various ministries, but not with nearby incorporated areas that

[3:57:06] Voice 2: I'm aware of. I don't know. So rezonings near the Gulf Islands, which could affect

[3:57:11] Voice 2: us all can just slip by. I think this is a concern that ought to be addressed as a trust as a whole.

[3:57:19] Voice 2: And that's it. Thank you.

[4:03:24] Voice 13: is I think it's just time we need to find out the best way to remove them.

[4:19:12] Voice 42: They are contemplating another one, so this will come back when we talk about the professional learning efforts.

[4:19:17] Voice 42: So there is and it's learning with and from peers about what has been what people have been trying out in different spaces across the coastal communities, Vancouver Island region for climate, a whole range of things related to climate.

[4:19:32] Voice 42: So that'll be really helpful. They've been having meetings fairly regularly. I think the last one was in February.

[4:19:39] Voice 42: also related to that

[4:19:41] Voice 42: there is ongoing resources

[4:20:13] Voice 42: related to my own background but sort of weird worlds overlapping a little bit so um around

[4:20:19] Voice 42: climate mobilization um community mobilization related to climate work so that was really

[4:20:24] Voice 42: interesting and i think there's going to be more and more resources like that coming because that

[4:20:28] Voice 42: group is starting to get really mobilized so i'll try and keep that uh ahead of that one last thing

[4:20:34] Voice 42: MABR which is the Mount Aerosmith Biosphere Reserve also I went and represented for the

[4:20:40] Voice 42: trust in January 15th about that that group is very interesting and started to coalesce a regional

[4:20:47] Voice 42: effort so anyone up in that Mount Aerosmith region who is interested in that please let me know and

[4:20:52] Voice 42: I can help connect you with that group they're doing a lot of really grassroots peer-to-peer

[4:20:58] Voice 42: community to community leader kind of learning with and from each other in that

[4:21:02] Voice 42: area. So very, very helpful effort.
