[0:05:13] Voice 11: simply shows the impact of the adjustments that were made yesterday so we've seen a fifty three

[0:05:18] Voice 11: $3,820 increase to our local trust area general tax space. So, the tax lift is now 5.8% for local

[0:05:25] Voice 11: trust areas. There's a almost $14,000 lift to the Bowen Island levy. So, that tax increase is at

[0:05:31] Voice 11: 16.4%. We did increase the Trust Council meetings budget line for the $67,500. We increased the

[0:05:39] Voice 11: budget for the Salt Spring Island office renovation. That's $22,500. And we've offset

[0:05:44] Voice 11: set that with reductions in office services and salaries costs, which are reflected on the screen

[0:05:49] Voice 11: before you. If there's no questions on that, I'll move straight into our bylaw. Are there any

[0:06:11] Voice 11: You'll see at the top of the first column, that's year one of the five-year plan, 2025-26. That's

[0:06:17] Voice 11: the budget that you reviewed and approved yesterday.

[0:06:19] Voice 11: And so you see the tax increase there is 5.8%.

[0:06:23] Voice 11: If you scroll across the top,

[0:06:25] Voice 11: you'll see tax increases that are estimated for future years.

[0:06:29] Voice 11: So next fiscal year is an election year.

[0:06:31] Voice 11: So we do have some elevated costs to support that exercise.

[0:06:34] Voice 11: It's usually $150,000 historically,

[0:06:36] Voice 11: probably a bit more next year as we've had rising costs.

[0:06:39] Voice 11: So we are projecting a higher than desirable tax increase

[0:06:42] Voice 11: for next year.

[0:06:43] Voice 11: Part of it is due to the elections cost

[0:06:45] Voice 11: and part of it is also due to the fact

[0:06:47] Voice 11: that we are drawing down our excess surplus funds in the current year budget, and therefore we'll

[0:06:52] Voice 11: have less to draw next year, and actually we'll need to bolster that balance a little bit.

[0:06:57] Voice 11: Future years in the five-year plan see tax increases that are falling to 4.3%,

[0:07:03] Voice 11: down as low as 0.7%. So this is pretty common in our five-year plans. We usually do see

[0:07:10] Voice 11: tax hike in year two, and then lower tax increases in future years. And generally,

[0:07:17] Voice 11: when we actually get into the budget development cycle first year, we do manage to find ways to

[0:07:22] Voice 11: bring that tax increase down. On to page three, please, Alex. Okay, so this is Schedule A. This

[0:07:34] Voice 11: is the document that is actually attached to the financial plan bylaw, and this is what you're

[0:07:39] Voice 11: were approving today. This document summarizes the detail of the working paper that we looked

[0:07:44] Voice 11: at previously. You'll notice that total revenues always equal total expenditures. That's because

[0:07:49] Voice 11: we are required to submit a balanced budget in each year to the minister. At the bottom of the

[0:07:55] Voice 11: page, you'll see what's called net inter-fund transfers, and there's $150,000 that we'll be

[0:08:00] Voice 11: transferring from the general revenue surplus fund to the LTC-specific fund, and that's to

[0:08:05] Voice 11: to transfer unspent monies on LTC projects

[0:08:07] Voice 11: into that reserve fund for spending.

[0:08:10] Voice 11: I can take questions.

[0:08:35] Voice 18: and pretending that the boat isn't sinking and we at the same time go oh you know we really ought to

[0:08:43] Voice 18: discuss funding with the province what if we created a five-year plan that was based on

[0:08:52] Voice 18: investments in infrastructure a five-year plan based on let's accelerate and deliver

[0:08:59] Voice 18: deliver updates to OCPs and LUBs. Let's put the true cost of the policy statement update on the

[0:09:07] Voice 18: table. All of those things which actually in the past the province did pay for and indeed the

[0:09:15] Voice 18: Arts Trust Conservancy is still required to put a real plan on the table of what are you actually

[0:09:21] Voice 18: doing. And at that time in the 90s, I had to go back each year to discuss the funding for the

[0:09:30] Voice 18: following year on the basis of a project plan review. So my question is, could we create a

[0:09:38] Voice 18: five-year financial plan that incorporated the true cost of the things that were needed to put

[0:09:45] Voice 18: us on track and to have that as part of the discussion um when anybody gets to speak to

[0:09:53] Voice 18: the minister of anything that would be just great thank you well

[0:10:02] Trustee Patrick: as we say trustee bullen i think

[0:10:03] Trustee Patrick: that's a strategy of how we approach the province and i think that's an interesting strategy so i

[0:10:08] Trustee Patrick: think your point is well taken and noted by those that need to develop that strategy

[0:10:57] Voice 11: understanding the timeline of when uh various pieces of work are going to happen um that is

[0:11:03] Voice 11: a goal that we're hoping to achieve through a more rigorous corporate planning process

[0:11:06] Voice 11: um when we've got departmental work plans we'll you know have an understanding of when work will

[0:11:11] Voice 11: take place um it will be a bit of an adjustment uh we do currently have some information about

[0:11:18] Voice 11: projects that are transitioning through multiple years. And we do lean into that information when

[0:11:23] Voice 11: preparing the five-year financial plan. Things like salaries estimates, we're just taking an

[0:11:29] Voice 11: increase based on inflation that's forecasted for our existing staff complement, not really

[0:11:34] Voice 11: building in considerations for potentially more staff if we are going to need it for specific

[0:11:39] Voice 11: initiatives. So yeah, I think your point is well taken, and I think we're making moves with

[0:11:44] Voice 11: corporate planning to get there

[0:24:56] Voice 6: I just want to take a moment to appreciate the work and support for the First Nations reconciliation actions, the meetings with nations and other communications.

[0:25:14] Voice 6: And I know that, as always, Just Area Services has a huge pile of stuff on the plate of the director here.

[0:25:24] Voice 6: and your staffing issues have added to the complexity of trying to accomplish those goals.

[0:25:32] Voice 6: And I just want to give my huge appreciation for the incredibly vital work you do

[0:25:36] Voice 6: and your managing in the face of the massive piles of stuff

[0:25:42] Voice 6: that Trust Council and local trust committees request you to take action on.

[0:26:39] Voice 23: the trajectory of the project, but in terms of your goal of frustrating in June, you're

[0:26:43] Voice 23: on track if we can get productive meetings, um, with a reasonable pace of amendment.

[0:55:15] Voice 6: the um the motion because i think that it's flexible enough um but still provides some

[0:55:26] Voice 6: measure of of accountability in terms of those public concerns and then the other piece that i

[0:55:32] Voice 6: just wanted to add is that when only one local trustee is present at public meetings and it's

[0:55:42] Voice 6: that same trustee over and over again the absence the physical absence of that other trustee is

[0:55:50] Voice 6: putting some extra onus on the on the person who is there in person and I just think there's it's

[0:55:57] Voice 6: important to remember that and to try and and ensure there's some possibility

[0:56:04] Voice 6: of sort of addressing the imbalance there so as far as the waivers go

[0:56:11] Voice 6: director murdered and fight and tripping experienced this several times already

[0:56:17] Voice 6: the waiver can be made at the meeting and the in passing of the way of the

[0:56:24] Voice 6: favor, then the trustee wishing to attend electronically beyond the prescribed limits

[0:56:32] Voice 6: is just permitted into the meeting. It's really not that big of a deal as far as I'm concerned,

[0:57:26] Voice 29: quality of service that we are sworn to provide, and I think it's important that we show up in

[0:57:31] Voice 29: person and are seen by our communities and are available to them. I have a lot of conversations

[0:57:35] Voice 29: around meetings that happen before and after in breaks. They're really valuable and important to

[0:57:41] Voice 29: my community, not to me, to my community. They're not even necessarily always comfortable for me,

[0:57:46] Voice 29: but they're important that I'm there to do them.

[0:57:49] Voice 29: I am one of those, you know, younger people.

[0:57:53] Voice 29: I have a lot of other work that I need to be doing to survive

[0:57:57] Voice 29: and to keep my housing, and I'm very, you know,

[0:58:00] Voice 29: cognizant of the fragility of housing for people on the islands.

[0:58:05] Voice 29: And I think if you decide to do this job,

[0:58:09] Voice 29: if you decide to run for office, you have an obligation.

[0:58:13] Voice 29: Furthermore, I wanted to just very quickly touch on the thing

[0:58:15] Voice 29: that if you know and i do understand the concern that this could be used punitively by a local

[0:58:21] Voice 29: trust committee but i have to say that if your local trust committee is using this bylaw to

[0:58:27] Voice 29: punitively punish one of its members it's got bigger problems and this is not the core of the

[0:58:32] Voice 29: issue um there are ways to waive this work with your fellow trustees get the exemption shouldn't

[0:58:38] Voice 29: be a big deal and we want to encourage by our bylaws that people show up and do the work in

[1:10:13] Voice 8: and this is creating a layer of work one of the advantages of this bylaw is is going to somewhat

[1:10:27] Voice 8: it's really important to preserve that might be the case but um this instance here is a microcosm

[1:10:34] Voice 8: of larger issues. At some point, we have to make a decision. We have to make sacrifices. We have to

[1:10:41] Voice 8: make choices that will involve cutting back on some of the things that we want in order to achieve

[1:10:49] Voice 8: the others in an efficient way. Something has to give at some point. We can't hang on to everything

[1:10:54] Voice 8: because it happens to be our preference. We have to find some efficiencies. If we can't do it on

[1:12:24] Voice 21: favor of this and i think there is inherent flexibility in here plus it's closed a number

[1:12:31] Voice 21: of gaps and given additional um working uh items that were not necessarily present in some of the

[1:12:40] Voice 21: other agendas that could be employed as is giving it's it's it's i feel it's improving and offering

[1:15:39] Voice 13: Salt Spring, for instance, there's already great animosity that they've got things coming down from islands with 200 people telling the island has the greatest population and bears the largest amount of the tax burden to the organization.

[1:15:58] Voice 13: Hopefully the province recognizes this and opens up the legislation.

[2:12:22] Trustee Middleton: those tools are particularly in a democratic organization where i think they're very well

[2:12:27] Trustee Middleton: founded uh and proven allegations of vote manipulation from um the use of those both

[2:12:34] Trustee Middleton: those platforms um and so yeah i basically thought we'd put out there to see where where we might

[2:12:40] Trustee Middleton: stand in terms of our views of this matter there are i think other alternatives that might be

[2:14:18] Voice 20: it's possible to delete the account the account entirely but that leaves an option for someone

[2:14:25] Voice 20: someone else, creating an Islands Trust account and putting whatever they want out there.

[2:14:33] Voice 20: That's the same, obviously the same concern for any of the other platforms.

[2:14:39] Voice 20: At the moment, Facebook is, it's pretty important.

[2:14:44] Voice 20: It's a pretty important tool to get, especially into community Facebook groups.

[2:14:49] Voice 20: So if we wanted to tell people about an event on Gabriola, we would post to their Gabriola

[2:14:55] Voice 20: group and we get quite a lot of feedback and discussion and people chat about it and it's

[2:15:01] Voice 20: been very helpful um with the ocp process for example um having said that we don't know what's

[2:15:10] Voice 20: going to happen with social media platforms not just that but legislation changes we used to be

[2:15:15] Voice 20: able to share news on meta platforms and we can't do that anymore um so other changes might come

[2:15:22] Voice 20: that we don't even know about.

[2:15:24] Voice 20: So it's really important for us to be able to strengthen

[2:15:26] Voice 20: our own channels, which is our subscriber notices,

[2:15:32] Voice 20: our website.

[2:15:34] Voice 20: Some regional districts have push notifications

[2:15:38] Voice 20: to cell phones, which we don't have,

[2:15:40] Voice 20: but signage, that kind of stuff.

[2:15:48] Voice 20: and it kind of doesn't create a void

[2:15:51] Voice 20: where anyone can fill it in with whatever information they'd like to share.

[2:15:59] Voice 20: Ironically, we kind of need Facebook to build our subscriber list.

[2:16:04] Voice 20: So I would be cautious to stop using it altogether right now.

[2:16:11] Voice 20: But it is one of my top priorities for the next 12 months or so

[2:29:24] Voice 31: But in addition to the point that Morgana mentioned about not using our X account, even if we were to maybe not actively use Facebook,

[2:29:32] Voice 31: book, there would probably still be value from a listening perspective and that it gives us

[2:29:36] Voice 31: access to the conversations that happen on those platforms, which gives us

[2:29:39] Voice 31: a good sense of community insight and where the community is at.

[2:30:26] Voice 29: There are serious concerns about the ethics

[2:30:29] Voice 29: of AI, but also, and then how it's being used and how that

[2:30:33] Voice 29: data is being gathered um there there's serious issues in terms of intellectual

[2:30:39] Voice 29: the theft of intellectual property in terms of generative ai in particular uh and i would be

[2:30:44] Voice 29: really worried about the the margin of error that exists within data produced by generative ai being

[2:30:50] Voice 29: included if we were if and i my my initial thing was just like are we using this anywhere is that

[2:30:56] Voice 29: part of what's going on we should maybe just have discussed it and and you know maybe see towards

[2:31:02] Voice 29: it's creating some policy around that. The other really huge thing, and this is why in particular

[2:31:08] Voice 29: for this organization, I wanted to make sure that we have this conversation, is the environmental

[2:31:12] Voice 29: impacts of AI and the development of AI and the growth of those large language models is

[2:31:18] Voice 29: significant. The generation of 100-word email uses a little more than a bottle of water

[2:31:29] Voice 29: to produce a single 100-word email

[2:31:32] Voice 29: uses about that much water in cooling and data centers.

[2:31:35] Voice 29: And that's not even getting into the toxic stuff

[2:31:39] Voice 29: that goes into the creation of the chips

[2:31:41] Voice 29: that are used to make it

[2:31:42] Voice 29: and all these other bits and pieces.

[2:31:46] Voice 29: Data centers are the 11th largest

[2:31:48] Voice 29: electricity consumer in the world.

[2:31:52] Voice 29: And that is growing exponentially.

[2:31:56] Voice 29: So anyways, all that stuff aside,

[2:31:58] Voice 29: So I don't think this is, like, I don't think any of you have, like, not heard of any of this stuff, probably the depths of it maybe we have varying levels of familiarity with.

[2:32:08] Voice 29: I have been very pleased in this council so far.

[2:32:12] Voice 29: I have talked with Jeffrey Lloyd and with Director Marler, who have both informed me about some of the stuff that they as staff are already doing.

[2:32:22] Voice 29: And so in a much similar case to Morgana being ahead of the curve on the social media question, our staff are also doing some really great work there.

[2:32:29] Voice 29: I'm not going to speak for David Marduk because he's going to be able to explain it a lot better than I am.

[2:32:34] Voice 29: But I understand that they're already taking some stuff.

[2:32:37] Voice 29: There's certainly a lot of work that's going into data hygiene.

[2:32:40] Voice 29: So making sure that our data is stored on servers that are not in the U.S. and being conscious about that sort of stuff.

[2:32:46] Voice 29: I'm really pleased to hear that. It makes me feel a lot more secure about how our data is being managed.

[2:32:52] Voice 29: But also, yeah, I do still think that there's value in us having discussion.

[2:32:57] Voice 29: You know, I don't necessarily want to get into a huge long.

[2:33:00] Voice 29: I don't think we should create anything here.

[2:33:02] Voice 29: But I did want to raise this question at Trust Council because I think there are some significant implications.

[2:33:07] Voice 29: And especially as a body that is explicitly notes that the environment is one of our main stakeholders.

[2:33:15] Voice 29: I do not think that we can afford to be ambivalent about the impacts.

[2:33:25] Voice 29: technology all over the place the reasons for that are complicated and the ways in which it

[2:33:31] Voice 29: are being done are complicated i'm not trying to i don't want to get into like the good bad

[2:33:38] Voice 29: ethics of that um but i do think that it's something that we need to talk about and i

[2:33:43] Voice 29: think we need to be realistic about what you know and i think we need to educate ourselves

[2:33:47] Voice 29: on what the implications of using this technology might be and whether it's something that we feel

[2:33:52] Voice 29: we need to do um as an organization i really value having real people write our bylaws having real

[2:34:01] Voice 29: people write the communications copy that we have as trustees you know speaking up for things

[2:34:07] Voice 29: individually i don't want to have that come through a computer i think it's very important

[2:34:11] Voice 29: that we as humans remain very very much involved and in control of our political landscape and and

[2:34:20] Voice 29: the preserving and protecting of our area.

[2:34:24] Voice 29: So, yeah, that's what I've got. I think if there are questions,

[2:34:28] Voice 29: David Marler might be able to elucidate a little bit more about what steps

[2:34:32] Voice 29: are being taken, but I also don't mean to put him too much on the spot.

[2:34:38] Trustee Patrick: Yeah, so I will turn to

[2:34:46] Voice 28: So, yeah, the AI thing is relatively new. For a policy

[2:34:50] Voice 28: perspective, the provincial government has an interim

[2:34:53] Voice 28: policy for staff use of AI.

[2:34:57] Voice 28: We've been looking at that and we'll probably be adapting that for our staff

[2:35:01] Voice 28: so we'll be not reinventing the wheel, just want to

[2:35:06] Voice 28: follow on and make sure what the province has actually is effective

[2:35:09] Voice 28: for us. And as Trustee Bythwick said, when we're looking at

[2:35:14] Voice 28: where data is stored or how we use

[2:35:18] Voice 28: different type of software solutions. We have to look at

[2:35:22] Voice 28: where the data goes. It used to be in Canada at the very least.

[2:35:26] Voice 28: It's partly for privacy reasons, but there's other considerations as well.

[2:35:31] Voice 28: So I'll just leave it there. I don't really have a lot more to say about it other than

[2:35:37] Voice 28: it's definitely emerging and it's definitely something that

[2:35:41] Voice 28: all the management staff have been talking about. How do we handle AI?

[2:35:44] Voice 28: and not just the background stuff, as you suggested,

[2:35:49] Voice 28: but also the impacts on it for staff and hiring

[2:35:53] Voice 28: and data privacy as well.

[2:35:57] Voice 17: I think Trustee Morrison.

[2:36:01] Voice 17: It's interesting.

[2:36:02] Voice 17: This is an issue I've been dealing with for quite a while

[2:36:04] Voice 17: in the area that I work in.

[2:36:06] Voice 17: And thank you very much for bringing it up

[2:36:09] Voice 17: in the context of the environmental impacts as well.

[2:36:12] Voice 17: So I'm happy to share some of those resources

[2:36:14] Voice 17: and have a conversation with staff around that

[2:36:16] Voice 17: because we've been tracking the water and energy usages of AI

[2:36:22] Voice 17: and the location of data centers relative to the location of use of AI weight

[2:36:29] Voice 17: to pull the externalities of water and energy use closer into the population

[2:36:36] Voice 17: who's using the AI infrastructure.

[2:36:39] Voice 17: And that helps create more of a justice connection

[2:36:43] Voice 17: instead of pushing all those costs out to some poverty stricken community who's already doesn't

[2:36:49] Voice 17: have water or energy. So anyway, there are some really deep considerations. And I think it would

[2:36:57] Voice 17: be a really great thing maybe for us to consider on a professional learning kind of sequence of

[2:37:03] Voice 17: things or just a trustee to trustee like fireside chat in June, if people want to talk more about it,

[2:37:09] Voice 17: that would be kind of a cool maybe that's the way to do it more informally um that'd be an

[2:37:13] Voice 17: interesting conversation it has a lot of implications and maybe the last thing just to

[2:37:18] Voice 17: share the national sustainability society in the u.s had its first convening and meeting in september

[2:37:25] Voice 17: last year and two of the speakers were google and microsoft on ai data centers and there was about

[2:37:32] Voice 17: half of the group was industry and about half of the group was sort of academia non-profit

[2:37:38] Voice 17: at organizations. And it was the most lively discussion I have seen on AI ever. And so

[2:37:45] Voice 17: there's an enormous number of resources and accountability measures that are being challenged

[2:37:50] Voice 17: right now.

[2:37:51] Trustee Patrick: Trustee Peterson?

[2:37:54] Voice 6: Thank you. So, Director Merler, you mentioned that the province is working on interim policy

[2:37:59] Voice 6: and then that you and staff are going to be considering that. And can we expect that when

[2:38:16] Voice 6: questions that those can be run by trust council for for comment i i understand that when the

[2:38:21] Voice 6: province sets out directives that apply directly to us that's there's there's no room for movement

[2:38:26] Voice 6: but when there are choices that can be made by the organization that trustees might have be allowed

[2:39:00] Voice 31: And I think this, of course, is an enormously complex issue, not the least because AI is becoming increasingly integrated into a lot of the tools that we all use every day.

[2:39:11] Voice 31: And so any choice to try and extract yourself from that actually becomes extremely difficult and potentially very expensive, right?

[2:39:19] Voice 31: So it is, as Trustee Borkswick has highlighted, a very complex issue with a number of considerations.

[2:39:25] Voice 31: considerations. On the policy side, those policies that the province is looking at are around

[2:39:31] Voice 31: technology and information management, but there are also considerations around HR policies,

[2:39:36] Voice 31: for example, as well, and how do you harness and or limit the application of AI in HR policies and

[2:39:45] Voice 31: practices as well. So those are policies that if they move anything on the provincial side would

[2:39:50] Voice 31: almost certainly apply to us as well so we'll continue to monitor it and and absolutely we'll

[2:39:55] Voice 31: keep trust council informed of any developments and any opportunity for you to influence decisions

[2:40:00] Voice 31: on that uh

[2:50:02] Voice 29: other trustees in terms of what it's like to be a trustee in my particular situation that I would

[2:50:07] Voice 29: like to be able to sort of advance to. I also, one of the things that's been really important

[2:50:12] Voice 29: to me since the beginning of this term was that i felt that uh orientation for for new trustees

[2:50:19] Voice 29: this term was real challenging for me and there are a number of extenuating circumstances that's

[2:50:25] Voice 29: not all because of of how things have been done in the past there were some unique things to

[2:50:30] Voice 29: into that i felt the gap in terms of orientation and i would feel really strongly about um

[2:50:37] Voice 29: wanting to present outwards what it's like to be trustee,

[2:50:42] Voice 29: but also to prepare new trustees and returning trustees

[2:50:45] Voice 29: to be as effective as they can be as quickly as they can be

[2:50:48] Voice 29: and have this process be fair and equitable.

[2:50:52] Trustee Patrick: All right.

[2:51:28] Voice 22: I have the capacity obviously to, the meetings are already in my calendar, I've been attending

[2:51:34] Voice 22: the meeting so it'd be a really quick uh fix for me to step into that role um yeah i think

[2:51:43] Trustee Patrick: it's very short thank you challenges here okay on to trustee morrison

[2:51:50] Voice 17: thank you um so i was one of the people involved in the original call for the governance report

[2:51:58] Voice 17: so i didn't sit on the governance committee that was formed from that report last term but i was

[2:52:03] Voice 17: was involved in writing the document and working on those meetings to get the governance process

[2:52:07] Voice 17: kicked into gear. And it was a very, very difficult time in the trust to do that. There

[2:52:15] Voice 17: was a vote of 14 to 12 to get that report moving for a variety of reasons. And trying to navigate

[2:52:22] Voice 17: that in a way that actually holds us together and gets us forward was really important to me.

[2:52:27] Voice 17: So I think I bring to this a way to navigate between different pressures and tensions in the trust

[2:52:35] Voice 17: and how we actually get very practical and pragmatic about moving things forward.

[2:52:39] Voice 17: Of course, respect all the other folks, you know, interested in doing this,

[2:52:43] Voice 17: and we all have, you know, pros and cons in what we bring.

[2:52:47] Voice 17: I was the chair of Trust Programs Committee last term.

[2:52:51] Voice 17: I have experience in running meetings extensively in my professional life,

[2:52:55] Voice 17: policy, helped navigate implementation of policy for

[2:52:58] Voice 17: 25 years in educational systems and primarily

[2:53:02] Voice 17: to do with climate and environmental work and have

[2:53:06] Voice 17: continued to do that here in this local region, build relationships with

[2:53:10] Voice 17: the Climate Action Secretary and other folks like that. So I'm very involved in this space.

[2:53:15] Voice 17: Capacity is going to be the question that everybody wonders about with me

[2:53:18] Voice 17: because I am a working trustee and I'm very busy. But given the recent changes

[2:53:22] Voice 17: in the United States, I am pulling back from all of my university obligations

[2:53:26] Voice 17: and will be fully detached from that by the end of the summer.

[2:53:30] Voice 17: And I'm just choosing to dive into local issues much more deeply.

[2:53:35] Voice 17: So yeah, I would love to be involved in this and

[2:53:38] Voice 17: deeply try to get us moving along in the way
