[0:01:14] Voice 5: Dinsdale, joining us to make the rounds. How many islands are you going to be visiting, do you think,

[0:01:21] Voice 5: I think maybe like three, four of these. Yeah, I hope it gives you a
[0:01:27] Voice 5: good flavor of local government in the islands we've had a huge success with
[0:01:33] Voice 5: co-op students coming back as as planners so I've heard people warned and
[0:01:39] Voice 5: Lisa Millard meeting facilitator and minute taker thank you and we'll probably be

[0:02:48] Voice 4: and I'm not sure where that's going yet.
[0:02:53] Voice 4: and also a lot of ADA but apparently that's underway so nothing else to really report

[0:03:17] Trustee Luckham (probable): And perhaps if there's anything new that staff might be able to report to us on that later on in the agenda, that would be terrific.

[0:03:32] Trustee Luckham (probable): But anyway, Toby, you can probably help us out with that.
[0:03:37] Trustee Luckham (probable): And otherwise, you know, I attended one of the repair fair or something they call it.
[0:03:45] Trustee Luckham (probable): It's hard to say exactly, but the Climate Change Initiative group and sustainability groups are getting together on a regular annual basis to try and encourage people to be more self-sufficient.
[0:03:57] Trustee Luckham (probable): And so I participated in that, helping people out with advice on technology.
[0:04:03] Trustee Luckham (probable): That seems to be one of my expertises.
[0:04:05] Trustee Luckham (probable): And otherwise, I'm looking forward to summer.
[0:04:09] Trustee Luckham (probable): and it's certainly been nice with a relatively adequate amount of moisture

[0:04:21] Voice 5: join us okay so for my chairs report it has been a very busy spring for
[0:04:30] Voice 5: executive committee but notably for Trust Programs Committee and that's
[0:04:36] Voice 5: because the Islands Trust Policy Statement, which has been under review since 2018, I believe the
[0:04:44] Voice 5: project started, is now entering the final stages of consideration by this current Council
[0:04:50] Voice 5: before it can go to first reading. And so in March, just to briefly recap, the draft document
[0:04:59] Voice 5: had been going through review through Committee of the Whole, but it was very difficult to get
[0:05:04] Voice 5: quorum and so that was moved to trust programs committee and so that committee has met five times
[0:05:11] Voice 5: since in april and may in total the document has been reviewed 15 times in committee of the whole
[0:05:19] Voice 5: and uh trust policy or programs committee to review the document and uh the review has taken
[0:05:26] Voice 5: longer than planned we're slightly um behind schedule to get it was anticipated to be at
[0:05:33] Voice 5: first reading by June or July, which is this month, but it looks like that will start in September.
[0:05:42] Voice 5: Sorry, first reading in late July with six months of community engagement commencing in September.
[0:05:49] Voice 5: Another sort of shift is that due to Council's adopting its new strategic plan,
[0:05:55] Voice 5: which will be 2025 to 2028 in just this past March,
[0:06:00] Voice 5: there is going to be some realignment with standing items and committees and projects
[0:06:05] Voice 5: that may have been left off off the list and so the strat plan will continue to be revised
[0:06:12] Voice 5: and new initiatives added or amended to ensure this coherence with direction previously given
[0:06:18] Voice 5: to those committees i'm not going to get into the minutiae um budget consultation so for the first
[0:06:24] Voice 5: time in quite a long time the Island's Trust is undertaking the pre-budget
[0:06:29] Voice 5: engagement which launched May 1st 2025 and so this is to inform the next round
[0:06:37] Voice 5: of the budget development of 2026 27 am I correct was it 25 26 26 27 the next
[0:06:46] Voice 5: round and so there is a survey that's open from May 1st of June 28th and so
[0:06:54] Voice 5: So there's information on the website that's intended to guide respondents
[0:06:59] Voice 5: diving into the survey, and that's under About Us Accountability Budget.
[0:07:04] Voice 5: We can put that link out there.
[0:07:10] Voice 5: So Executive Committee, there's two important items.
[0:07:15] Voice 5: We're heading into preparation actually tomorrow in Victoria.
[0:07:18] Voice 5: We meet to prepare for the June Trust Council Quarterly Meeting,
[0:07:22] Voice 5: which will be held on Salt Spring Island.
[0:07:23] Voice 5: There'll be two guests, as far as I know, an Indigenous food security chef named Jared
[0:07:37] Voice 5: Quistenehan-Williams of Cowichan Tribes, Cowichan Tribes is scheduled to be a speaker, which
[0:07:45] Voice 5: related to LEARN, and MLA Rob Botterell of the Green Party, Southern Gulf Islands, will
[0:07:54] Voice 5: also be addressing Trust Council.
[0:07:56] Voice 5: The other significant piece was the request for the provincial review, which Trust Council
[0:08:03] Voice 5: has twice voted to submit a request to the province to undertake a review of the Islands
[0:08:09] Voice 5: Trust mandate, governance model, and structure.
[0:08:12] Voice 5: that has been returned with a letter from Rabbi Kalon, Minister of Housing and Municipal Affairs.
[0:08:21] Voice 5: The response was received late due to a, they didn't have the correct email address, but anyways,
[0:08:30] Voice 5: and I just wanted to read a few highlights that the Minister's letter of April 28th confirms that he is not in a position
[0:08:39] Voice 5: to consider a review of the islands trust act prior to the next general local elections
[0:08:45] Voice 5: and sets out a few expectations um so it's quite a thoughtful letter there's a lot to unpack there
[0:08:53] Voice 5: and trust council will be um probably giving some direction or further analysis on on that but uh
[0:09:03] Voice 5: really it did point to the importance of the policy statement and to engaging with first
[0:09:08] Voice 5: Nations and our partners including Bowen Island Municipality and Conservancy in the future of the
[0:09:15] Voice 5: trust governance. So I think I'll leave it there for my chair's report. On the follow-up action
[0:09:22] Voice 5: list we'll have we can have a brief discussion on the aquaculture license application there.
[0:09:30] Voice 5: Do we have Jesse McClinton? No okay it's a shame. Well electoral area Jesse did join
[0:09:40] Voice 5: us last meeting and so i wanted to make sure we didn't mess in this meeting okay so we'll move
[0:09:45] Voice 5: into public comments um this is the opportunity for the public to address the local trust committee
[0:09:51] Voice 5: on any topic of interest primarily in the local trust area and then uh in trust council or
[0:09:59] Voice 5: federation review we ask that you keep your comments respectful and topics address issues
[0:10:06] Voice 5: not personalities and try to keep within on topics that we can have some influence over
[0:10:14] Voice 5: and there's plenty of time so don't feel you need to be constrained but would anybody like
[0:10:20] Voice 5: to address the local trust committee is this
[0:10:29] Voice 3: the appropriate time for me to
[0:10:32] Voice 3: to speak to an email letter that you got regarding the OCP by-law 88 that is on the agenda.

[0:10:48] Voice 3: I am representing the Thetis Island Community Climate Resilience Group.
[0:10:55] Voice 3: So recently, the Thetis Island Community Climate Resilience Group has been working towards reviewing the Thetis Island OCP By-law 88 and have noted some sections within that document that we would like to ask for additional clarification and updates as the OCP dates back to 2011 with a consolidation in 2017.
[0:11:25] Voice 3: The Thetis Island Local Trust Committee or Islands Trust may already have updates on
[0:11:32] Voice 3: file that can be shared with our group.
[0:11:36] Voice 3: As the Thetis Island community water supply relies almost exclusively from groundwater
[0:11:43] Voice 3: sources by means of drill and dug wells, we would like to inquire on the progress and
[0:11:50] Voice 3: and updates that have taken place with regards to Section 3, services and policies, 3.4, this is referring within the bylaw,
[0:12:01] Voice 7: water
[0:12:01] Voice 3: systems, Section 4, natural and heritage water resources, and Section 5, climate change adaptation and mitigation.
[0:12:12] Voice 3: We thank you in advance for your assistance in providing updated documents and a progress
[0:12:19] Voice 3: report on objectives and policies from these sections of the OCT By-law E-Rate.

[0:14:15] Voice 2: pre-insurance procedure and so this application is to satisfy so I thought this would be the

[0:14:33] Voice 4: yeah more about the last it's a lack of sort of understanding
[0:14:36] Voice 4: so yeah it's not a mystery per se this is the introduction on the list right

[0:14:53] Voice 4: but it's not yet a frustrating one that's um see you know the actual hero report

[0:15:01] Voice 5: july 29th meeting staff are planning to bring forward the preliminary staff report
[0:15:06] Voice 5: introducing um and so it's not necessarily going to be the time when bylaws are already drafted and
[0:15:15] Voice 5: at first reading it's a possibility but um not necessarily guaranteed
[0:15:23] Voice 4: but again that is the first reading is a separate part of the natural formal structure which is
[0:15:30] Voice 4: takes certain steps to get it to before it's the blurring of the processes
[0:15:41] Voice 5: Well, yeah, let's clarify a little bit. So an application goes in and the planner does all the technical work to get information from the consultant and from yourselves and then drop the plan that's presented to the LTC.
[0:15:55] Voice 5: That will be July 29. So we have not had a chance to look at any of that yet. I've seen a few emails from yourself and we know a little bit about it.
[0:16:04] Voice 5: But until we have that report with options, including the process to rezone, but that drafting of a new bylaw to rezone could take several months.
[0:16:19] Voice 5: Typically, what would you anticipate?
[0:16:22] Voice 5: anticipate so like there's a possibility if a if a bylaw proposed bylaw proposed application
[0:16:29] Voice 5: uh is in alignment with official community plan policies and very supportable
[0:16:35] Voice 7: there
[0:16:36] Voice 5: are sometimes instances where staff will bring forward draft bylaws at the preliminary
[0:16:41] Voice 5: stage like preliminary staff report stage uh other times we sort of identify that there is more
[0:16:49] Voice 5: early engagement work required before drafting the bylaws that leads to maybe drafting bylaws
[0:16:57] Voice 5: and then first and second reading at the
[0:16:59] Voice 5: meeting after yeah so there's a couple ways that it could
[0:17:03] Voice 5: go

[0:17:06] Voice 5: okay yeah so i apologize if if there was miscommunication it's a typically a long process

[0:19:11] Trustee Luckham (probable): And I can understand and appreciate that your preparatory work to get to where you've submitted an application has taken quite a bit of time.

[0:19:23] Trustee Luckham (probable): In fact, this is the first time we've actually seen it on an agenda as an official application.
[0:19:29] Trustee Luckham (probable): And as was described earlier, that now staff have to create a report for us.
[0:19:37] Trustee Luckham (probable): process and normally once we see that report and professional advice with regards to what you're
[0:19:46] Trustee Luckham (probable): doing and how you're doing it the LPC would then ask staff to enter into a bylaw drafting process
[0:19:55] Trustee Luckham (probable): and then we would see those and then if that was all satisfactory we would go to first reading
[0:20:01] Trustee Luckham (probable): But I think realistically, you are kind of breaking new ground here. And it may or may not be clear. Well, certainly not clear to me at this point in time, because I've not had a report from staff to provide us with how this is going to fit into the Green Shores program, how it's going to fit into our OCPs and LEBs and how it'll fit and align with the policy.
[0:20:31] Trustee Luckham (probable): statement as it presently is, not what it might look like in the future. And so, indeed, it might
[0:20:38] Trustee Luckham (probable): take some time. And so I think it's important for me to be really transparent about the process and
[0:20:46] Trustee Luckham (probable): not lead us to some expectations that we might advance to first reading at the next meeting
[0:20:52] Trustee Luckham (probable): or the following meeting, because there will no doubt be questions that will arise.
[0:20:57] Trustee Luckham (probable): And of course, from a problematic situation with a small local trust committee like Thetis, we only meet quarterly or, you know, maybe every two months or so.
[0:21:07] Trustee Luckham (probable): I think our next meeting is actually at the, let's look at the calendar here.

[0:21:15] Voice 5: July 29th.
[0:21:17] Trustee Luckham (probable): It actually is the end of July, that's unfortunate, but that's just the nature of a small local trust committee and its ability to meet and have business that it needs to conduct. So that is going to perhaps make it more.

[0:21:35] Voice 2: i understand that peter that's fine uh the process uh you know we as uh the green shores uh
[0:21:45] Voice 2: um stewardship center lady said kelly uh has said to us that we are early adopters

[0:21:52] Voice 2: what that just a minute that's one thing but we're not the first adopters this thing
[0:21:59] Voice 2: has been there's been projects built already on the coast not in our trust you know in in this
[0:22:06] Voice 2: area but up on the qualicum parksville there's a whole lot of things that have gone on there
[0:22:13] Voice 2: with this um format i'll call it so if you need to look at something there's there's projects out
[0:22:22] Voice 2: out there already existing.
[0:22:24] Voice 2: So let's, you know, move on, you know,

[0:22:29] Trustee Luckham (probable): And in fact, years ago,
[0:22:31] Trustee Luckham (probable): one of the first Green Shores projects was on Thetis Island.
[0:22:36] Trustee Luckham (probable): And I know that you're aware of that.
[0:22:38] Trustee Luckham (probable): So-

[0:22:39] Trustee Luckham (probable): definitely aware of that.
[0:22:40] Trustee Luckham (probable): And I
[0:22:40] Voice 2: know the whole workshop was held here.
[0:22:44] Voice 2: You know, this was an early venue, I'll call it.
[0:22:48] Voice 2: but the Green Shores project that's on the south end of the island
[0:22:52] Voice 2: is significantly different from ours, in my opinion.
[0:22:59] Voice 2: It's not near as beneficial to the environment, that one,
[0:23:06] Voice 2: as ours really will be if it's allowed to happen.
[0:23:12] Voice 2: Well,
[0:23:13] Voice 5: I don't want to really entertain too much debate
[0:23:15] Voice 5: because we're not curing the application today,
[0:23:18] Voice 5: And so we don't really have any substance to talk about, but I just want to recognize
[0:23:23] Voice 5: that Steve Loughlin is trying to tell
[0:23:26] Voice 2: me it's going to take a long while.
[0:23:30] Voice 5: Thank you for your patience, but it is the process and unfortunately it does take quite

[0:26:00] Voice 5: and concerns and we were able to give some information of where the Conservancy could
[0:26:06] Voice 5: support, specifically with Confirmation Covenants or through the Opportunity Fund, and work together
[0:26:15] Voice 5: or sort of collaborate on working with the ACTS and First Nation, which the Valdez Island
[0:26:21] Voice 5: Conservancy had developed a really strong relationship with, and then update them on
[0:26:28] Voice 5: where we're at with our five-year plan and engaging with First Nations on that. So that
[0:26:33] Voice 5: That was just a follow-up from that delegation last meeting.
[0:26:38] Voice 5: So item number one on page 14, the license of occupation for Panakoui.
[0:26:52] Voice 5: So there's a couple of directions that were given by the local trust committee
[0:26:55] Voice 5: that by law enforcement staff would convince investigation of non-permitted uses in the marine area
[0:27:02] Voice 5: that um we directed a letter be sent to the applicant stating that the um that the license
[0:27:13] Voice 5: of occupation does not override local zoning regulations uh so those are sort of proactive
[0:27:19] Voice 5: activities and then we asked that executive committee um advocate to the ministry of
[0:27:27] Voice 5: municipal affairs regarding issues surrounding the issuance of licensure occupation so that's
[0:27:32] Voice 5: sort of the back history and then a meeting on April 23rd executive committee considered that
[0:27:38] Voice 5: request and requested staff to report back on provincial advocacy options because there is
[0:27:48] Voice 5: currently a protocol agreement between Islands Trust and the Ministry of Water, Lands and
[0:27:57] Voice 5: resources and so if there's a dispute that arises between these agencies there is a process to
[0:28:04] Voice 5: follow to resolve that dispute so basically the action shifted from requesting advocacy to
[0:28:13] Voice 5: the ministry our minister to advocate to their ministry um we are going we've asked staff to
[0:28:21] Voice 5: follow up on you know that dispute resolution process and what are the options uh for
[0:28:26] Voice 5: for Provincial Advocacy.

[0:37:52] amendment to the definition

[1:01:58] Voice 5: um sustainability group wrrs and our um freshwater scientists or specialists on staff
[1:02:08] Voice 5: William Trulba is a part of that watershed group and so there's an intersection of the province
[1:02:15] Voice 5: and the regional district and then Islands Trust we hold the policies for how is water to be
[1:02:22] Voice 5: protected and directed on islands but it's really an inter-governmental system and it's quite
[1:02:30] Voice 5: complex so there is new legislation so I think since 2017 there's new legislation
[1:02:37] Voice 5: um that does allow um wells to be registered and in fact they're encouraging registration
[1:02:47] Voice 5: because it's a first come first serve um process and that helps to monitor water supply volume so
[1:02:55] Voice 5: a lot of this is it's policies that are yeah as trustee luckham says when we are we are in a
[1:03:04] Voice 5: decision point where things need to change in the community this policy guides the frame like how we
[1:03:12] Voice 5: do that so um i also wanted to bring up are you familiar with the freshwater sustainability
[1:03:20] Voice 5: strategy that the islands trust published in december 2021 no i
[1:03:27] Voice 5: would encourage you

[1:03:56] Voice 5: detail because it's very nerdy but basically since 2018 we've been studying how fresh water
[1:04:03] Voice 5: groundwater is mapped and used on the islands the first phase started in the southern gulf islands
[1:04:10] Voice 5: the second phase of study focused on galliano and i believe denman and the northern gulf islands
[1:04:16] Voice 5: have not been done except gabriola is now involved in the third phase so as with all science it keeps
[1:04:23] Voice 5: building on previous iterations and so now we're testing that we're creating a
[1:04:30] Voice 5: methodology for a freshwater footprint on Gabriela so that includes mapping all
[1:04:37] Voice 5: the aquifers and the groundwater regions on the island which we have but then
[1:04:41] Voice 5: also understanding where citizens are drawing water where is the water being
[1:04:46] Voice 5: used for industry commerce agriculture and residents and then with those two
[1:04:51] Voice 5: pieces the water in and the water out we create is create what's called a water balance for budget
[1:04:58] Voice 5: and so that's the footprint of the island and from there we can make land use decisions
[1:05:03] Voice 5: about where to put additional housing and where not to put housing where we want to build ponds
[1:05:09] Voice 5: and sequester you know wetlands and protect that so it's not unfortunately on some of the islands
[1:05:17] Voice 5: yet but the methodology is being developed so that it can if there's trust support if council
[1:05:25] Voice 5: decides to continue this project um can keep studying groundwater and hopefully come to
[1:05:30] Voice 5: this island so that
[1:05:32] Voice 5: is a very important focus for islands trust council it has been a priority for
[1:05:37] Voice 5: many many years um but just narrowing the lens now to to this project so what we just endorsed
[1:05:44] Voice 5: of course, with the Charter to look at rainwater, mandating rainwater harvesting and catchment,
[1:05:50] Voice 5: which as you've just heard us discuss today, some are in favour and some are not, and now
[1:05:54] Voice 5: it'll go up to the community to have that discussion.

[1:07:35] Voice 5: by you know if everybody has a cistern but it wouldn't deplete the amount of rain water going
[1:07:40] Voice 5: to the environment in the ecosystem so really it's it would it's it's to do with water conservation
[1:07:46] Voice 5: you know in that policy 11 that the local trust committee may consider requiring cisterns for rain water collection for new residential dwellings units and cottages right so it's it's part of the whole water strategy it's not a full solution and now we're getting into debate but we might as well

[1:08:03] Voice 4: the other piece that I thought of. It provided all of your waters going from your roof back into the ground and not up to the lawn.

1. CALL TO ORDER
The Chair called the meeting to order at 9:32 a.m.
2. TERRITORIAL ACKNOWLEDGEMENT
The Chair acknowledged that the meeting was held on the territory of the Coast Salish First
Nations and spoke to the history of the Penelakut Tribe and Lyackson First Nation on the
island.

4.1 Trustee Reports
Trustee Luckham reported ongoing community conversation and concerns about
potential aquaculture operations in Preedy Harbour and attendance at a local
Repair Fair organized by the Thetis Island Community Climate Resilience Group.
Trustee Hunter reported having community conversations and hearing concerns
about potential aquaculture activity in the harbour.
4.2 Chair's Report
The Chair reported the following:
• Continued attendance at Trust Programs Committee meetings to discuss
Islands Trust Policy Statement amendments in preparation of anticipated first
reading in late July followed by a six-month period of community engagement;

• Pre-budget engagement is being undertaken to inform the 2026/27 budget
discussions and a survey is open until June 28 with additional information on the
website;
• Executive Committee is preparing for the June Trust Council meeting to be held

• Trust Council received a response from the province indicating the Ministry is
not in a position to consider a governance review prior to the next general local
elections.

5. PUBLIC COMMENTS
A member of the public spoke to correspondence sent to the Local Trust Committee from
the Community Climate Resilience Group which has been reviewing Thetis Island Official
Community Plan Bylaw No. 88 and noted the group is seeking a progress report and any
updates to Section 3 - Services and Policies, Section 3.4 - Water Systems, Section 4 -
Natural and Heritage Water Resources, and Section 5 - Climate Change Adaptation and
Mitigation.
A member of public stated they were attending the meeting regarding their Green Shores
application and noted that the process had been ongoing for some time.
• The Planner detailed anticipated timelines for the application and indicated a
staff report would be provided to the Local Trust Committee at the July meeting.
• A Trustee noted that direction to draft bylaws and subsequent readings will
depend on the LTC’s consideration of the application.

The Chair stated she met with the Chair of the Valdez Island Conservancy group and
the Islands Trust Conservancy Manager to address concerns and provide
information about ways in which Islands Trust Conservancy can support Valdez
Island Conservancy efforts.
The Chair stated the Thetis Island Local Trust Committee directed a letter be sent to
the applicant for TH-CL-2018.2 (Panacui) noting the Licence of Occupation received
from the provincial government does not override local zoning regulations and

10. LOCAL TRUST COMMITTEE PROJECTS
10.1 Potential Minor Project 2025/2026: Draft Project Charter - Staff Report
The Planner summarized the staff report and highlighted the following:
• The report provides a Draft Project Charter for a Targeted Land Use Bylaw
Amendment Review project with focus on rainwater storage, fence setbacks,
and derelict vehicles;
• Combining these three priorities into one minor Land Use Bylaw amendment
project presents opportunity for completion of the work within the upcoming
fiscal period; and
• To stay within the scope of a minor project staff suggest one Community
Information Meeting be held prior to a Public Hearing.
Discussion ensued and the following comments were noted:
• The proposed Project Charter outlines initial early informal engagement and
correspondence with First Nations;
• The Project Charter will be sent to Penelakut Tribe and Lyackson First Nation
prior to drafting of bylaws and should either Nation request more fulsome
engagement, or additional time for consideration, staff will report back with
options to amend the Project Charter;
• There are currently no rainwater catchment or storage requirements in the Land
Use Bylaw;

• The Official Community Plan encourages rainwater catchment, storage, and
use, and the project proposes to amend the Land Use Bylaw to make the policy

support the requirement.

that the Thetis Island Local Trust Committee endorse the draft Project
Charter, dated June 3, 2025 for the Targeted Land Use Bylaw Amendment

Discussion ensued and the following comments were noted:
• The Official Community Plan guides land use decision making for the Local Trust
Committee when considering rezoning or creating bylaw;
• Cowichan Valley Regional District monitors a test well on Thetis Island;
• Test well data is maintained by the provincial government and the public can
request the data;
• Provincial legislation allows wells to be registered which aids in monitoring
water supply volumes; and
• The Islands Trust website has a freshwater sustainability page featuring
webinars and sustainability strategies and freshwater and groundwater mapping
throughout the southern Gulf Islands has been undertaken since 2018 with
specific islands working on water balance methodology.
