[0:00:22] Trustee Patrick: I wanted to reflect on the articles running,

[0:00:25] Trustee Patrick: I think it was in the Times Colonist on Laskiti

[0:00:28] Trustee Patrick: about being in the middle of everywhere.

[0:00:30] Trustee Patrick: wear. And the project, the archaeology community project on Laskiti, it was about recognizing the

[0:00:40] Trustee Patrick: evidence of First Nations presence in the islands for thousands of years, and that it was right in

[0:00:50] Trustee Patrick: front of our face, just had to look. And on our Gabriola meeting last week, there was a geotech

[0:00:58] Trustee Patrick: report, a geotech report making reference to carbon dating on burials of over 2,000 years old

[0:01:07] Trustee Patrick: on a project. And it just really makes you stop and think. And I think it's important in the work

[0:01:15] Trustee Patrick: that we do to really know that these islands were and are in the middle of everywhere and so

[0:01:22] Trustee Patrick: so important to so many Coast Salish First Nations.

[0:01:28] Trustee Patrick: So I'm Laura Patrick, and I'm joined today by fellow vice chairs.

[0:03:13] Trustee Patrick: as well as there had been some advocacy about home port changes with BC Ferries.

[0:03:19] Trustee Patrick: Could we add that, I guess, as new business too, 11.7?

[0:03:23] Trustee Patrick: that's any other items with that can we approve the agenda as amended through general consent

[0:03:35] Trustee Patrick: excellent okay uh so we're moving on to we have draft a minute meeting here from

[0:03:46] Trustee Patrick: june 17th page 5 of the agenda package item 5.1 are there any additions or changes to the minutes

[0:05:18] Voice 1: item 4 is the code of conduct training so we did the council training and the

[0:05:28] Voice 1: think it'd be interesting to get some feedback on that and advise whether we need more of that or

[0:05:38] Voice 1: how to advance that more we also have training plan for the chairs of the different boards

[0:05:46] Voice 1: that's in the planning phase right now we hope to do that before september um probably a couple of

[0:05:52] Voice 1: electronic meetings and then the last item which is drafting a new code of conduct that is something

[0:05:58] Voice 1: that's kind of pending the outcome of these sessions as to look at what exactly you would

[0:06:05] Voice 1: like to have in your standards of conduct with the intent of having something that can be given

[0:06:10] Voice 1: to the next council in 2026. The item number five on there is updating policy 612.2 and that's

[0:06:23] Voice 1: planned to be done before September as well. So I've got nothing to add to that. So that's it for

[0:06:48] Voice 11: doing the work on um conduct uh training respectful meetings and effective governance

[0:06:56] Voice 11: governance um it'd be great if we can think about what is going to be applicable for new term

[0:07:05] Voice 11: trustees uh post-election so just sort of uh reflecting on on what what if anything is

[0:07:14] Voice 11: transferable in terms of going into the next term um so sort of just a heads up on on thinking that

[0:07:22] Voice 11: that that would be important and good stuff to have early in a term before

[0:07:27] Trustee Patrick: you answer that i

[0:07:28] Trustee Patrick: was going to follow up on we had been planning a committee of the whole um with the legal team

[0:07:35] Trustee Patrick: i thought it was understanding they were going to present some options so i guess that would probably

[0:07:39] Trustee Patrick: be related to that answer as well so is there any update on those next steps i guess is the question

[0:07:51] Voice 1: i'm sorry that was a question um yeah so we have some uh funding to work with our lawyer

[0:07:58] Voice 1: on um whatever aspect of code of conduct you would like so i think following this we can

[0:08:06] Voice 1: you know we had the session with allison at council i think getting some feedback on that

[0:08:12] Voice 1: would be the first step also to do these training sessions for the um the chairs get those done and

[0:08:18] Voice 1: get feedback on that i think then we can have a look at specifically what we'd like our lawyers

[0:08:23] Voice 1: to do for us whether it's coming to council to do some additional work on the legal aspect

[0:08:30] Voice 1: or is it just working with us to develop a new code of conduct with enforcement options in there

[0:08:37] Voice 1: so i think that and then the orientation is a separate issue we haven't fully turned our minds

[0:08:42] Voice 1: to that it's on our work program for what we need to do for the 2026 term trustees so that definitely

[0:08:51] Voice 1: needs some thinking as well i will start what we did last year what we're learning from this

[0:08:56] Voice 1: and develop some code of conduct into the orientation session as well i'm not sure if

[0:09:19] Voice 4: grateful to be coming to you from Salt Spring Island, the unceded territory of many Coast Salish

[0:09:22] Voice 4: First Nations. Always grateful to come home to this wonderful head. What can I tell you about

[0:09:28] Voice 4: my list here? The first one, there's no progress to report or no new information. The second one,

[0:09:34] Voice 4: in regards to conveying a letter to the Ministry of Housing and Municipal Affairs, just touched

[0:09:40] Voice 4: which based briefly with Director Frater this morning,

[0:09:43] Voice 4: and she'll be talking about,

[0:09:44] Voice 4: or at least working with her team to draft such letters,

[0:09:47] Voice 4: and I'll tune in to make sure that

[0:09:49] Voice 4: planning services will be supportive in those actions.

[0:09:52] Voice 4: And the last one, amending the bylaw referral response form

[0:09:55] Voice 4: as requested at the last meeting I attended.

[0:09:57] Voice 4: That's being actively worked on via legislative services.

[0:10:02] Voice 4: Specifically, I'm grateful to Rob Pingel for his work.

[0:10:05] Voice 4: He's starting on that.

[0:10:06] Voice 4: He had some great ideas to harmonize that with other processes.

[0:10:09] Voice 4: And I'd just like to say I express my gratitude to Robert Kojima for covering for me all the way.

[0:10:37] Voice 11: I think certainly we're getting a bit more clarity in some cases that things like sending out email referrals are not necessarily the way to communicate with all the nations.

[0:10:55] Voice 11: and learning around sort of the subtleties

[0:11:00] Voice 11: of adapting our processes in a way

[0:11:07] Voice 11: that's more responsive to the actual needs of nations.

[0:11:11] Voice 11: So, again, just a reflection.

[0:11:16] Voice 4: Maybe I can respond to that just in a quick moment there, Chair.

[0:11:20] Voice 4: And I appreciate that, Trustee or Vice Chair Peterson.

[0:11:23] Voice 4: I'd just like to say, you know, I've been, like others,

[0:11:27] Voice 4: connecting via text and sending images back and forth, maps and that kind of thing.

[0:11:34] Voice 4: So I'm learning how to adapt in different ways to make sure we record it as opposed

[0:11:38] Voice 4: to our normal colonial systems and yet communicate in ways that they're adaptive.

[0:11:43] Voice 4: So it's an ever-moving process and I appreciate you for your patience as we adapt.

[0:12:10] Voice 2: But I understood that there was a larger report that had been prepared many, many years ago that was going to be forwarded.

[0:12:17] Voice 2: And I don't know if I was mistaken or if it's still in the process.

[0:12:21] Voice 2: We just wanted to follow up on that.

[0:13:08] Voice 7: And through the chair, I can just say that that project

[0:13:11] Voice 7: is now with Director Mobs, so we'll await her return.

[0:13:15] Voice 7: I think there's some research that's required

[0:13:17] Voice 7: on the financial end of things prior to moving that forward.

[0:13:41] Voice 7: working towards quite a number of letters that show up in both this follow-up action list and

[0:13:45] Voice 7: the Trust Council one. So there's a bit of a letter writing initiative to come. So we'll be

[0:13:49] Voice 7: working on all of those letters and I'm happy to take questions on anything on the fuel and then

[0:13:55] Voice 7: I can give you a little bit more of a broader update if you like.

[0:14:04] Trustee Patrick: that I thought of that I don't think exists in our follow-up action list is

[0:14:07] Trustee Patrick: should we be thanking say out first nation for hosting the feast and where,

[0:14:12] Trustee Patrick: where should we make a resolution for that or what would.

[0:14:17] Voice 7: Certainly resolutions are always helpful to staff in terms of tracking the

[0:14:20] Voice 7: volume of things that are going on. But yes,

[0:14:23] Voice 7: we will be following up staff to staff because of course we've got grant

[0:14:26] Voice 7: reporting to do jointly and then we'll be moving into the protocol agreement

[0:14:30] Voice 7: discussions, but certainly if

[0:14:32] Voice 7: you'd like to send a letter,

[0:14:33] Voice 7: please do pass a resolution.

[0:14:35] Trustee Patrick: guess I'll look to see if there's a better place on the agenda to discuss that. Maybe that's, seeing it was right before Trust Council, maybe we can deal with it at that point.

[0:15:14] Voice 7: conservancy and for this team as you know policy statement project has quite a number of moving

[0:15:19] Voice 7: pieces right now um and then i'm working towards um with the conservancy manager around your joint

[0:15:25] Voice 7: itc ec meeting on september 23rd so we're going to start work on that agenda as well

[0:15:31] Voice 7: uh so those are sort of the highlights coming out of trust area services and uh happy to take any

[0:16:57] Trustee Patrick: And I guess I'll start with Vice Chair Maud.

[0:17:00] Trustee Patrick: I think you had Denman Island LTC last week.

[0:17:03] Voice 2: Thank you, Chair.

[0:17:04] Voice 2: Yes, we had a really good electronic meeting last week,

[0:17:08] Voice 2: basically centered around the road forward for the housing project.

[0:17:13] Voice 2: It was a really good, solid conversation.

[0:17:18] Voice 2: I think the highlight of the meeting was the mapping done

[0:17:21] Voice 2: done by Platter Chadwick with regards to actually the areas

[0:17:27] Voice 2: that this project might be applicable to.

[0:17:31] Voice 2: This is the concept of allowing additional dwelling units

[0:17:37] Voice 2: on a property, not unlike what Main Island has been doing.

[0:17:41] Voice 2: The interesting part was the amount of area

[0:17:45] Voice 2: that this actually applies to.

[0:17:46] Voice 2: There's been a lot of concern with the community

[0:17:48] Voice 2: that we were opening up Pandora's box

[0:17:50] Voice 2: and there was going to be a development that was going to destroy the island.

[0:17:54] Voice 2: Everything was going to get overbuilt and such.

[0:17:57] Voice 2: And when you actually looked at the mapping of the non-ALR lands,

[0:18:03] Voice 2: the non-heritage conservation zones and such, it's like 10-15% of the island.

[0:18:11] Voice 2: And it's focused on the areas of the island actually that already are subdivided and developed.

[0:18:16] Voice 2: developed. It took the temperature down quite a bit because it showed that this was a rather

[0:18:23] Voice 2: conservative project. In my mind, it's got a lot of common sense. We've got fairly strong

[0:18:31] Voice 2: embracement from the community to date. As I said, there's some concerns about it being too much, but

[0:18:36] Voice 2: I think the mapping shows it's not. We've got a really good road forward. We have a commitment

[0:18:44] Voice 2: from the planning staff that we're actually going to get the project done by the end of

[0:18:48] Voice 2: this session. So just over a year away. And looking at all the proposals, it looks like

[0:18:57] Voice 2: it's doable. Unless we have meetings with people where they're really upset. I think we've got a

[0:19:05] Voice 2: really strong road forward. We have an upcoming weekend community session at the Farmers Market

[0:19:11] Voice 2: in community hall with trustees and planners to get that final feedback but overall i will say

[0:19:18] Voice 2: that from when i started on denman not that long ago housing was a huge concern and people thought

[0:19:27] Voice 2: that there was no way that the trust was gonna be able to do anything because we haven't done

[0:19:30] Voice 2: anything in 30 years and i can say you know i'm really proud of the local trust committee

[0:19:37] Voice 2: committee and the staff that have made really huge strides of progress and I think we're looking for

[0:19:44] Voice 2: a very very positive outcome for the community for Islands Trust as a whole because a lot of

[0:19:49] Voice 2: what we're doing is setting models for other islands and I'm really really happy with what's

[0:19:55] Voice 2: going on there and look forward to a very very positive outcome thank you all

[0:20:05] Voice 11: you chair um no ltcs uh uh from me since we last met but uh

[0:20:12] Voice 11: hornby island is coming up this week um and uh electronic due to the um high levels of traffic

[0:20:24] Voice 11: and and challenges getting to hornby at this time of year with uh especially on a friday

[0:20:31] Voice 11: But I think what stands out for me in the newly amalgamated section here with chair updates and advocacy topics, and I know, Chair, that you've put this on for discussion later, but in discussions with some senior staff here,

[0:20:57] Voice 11: I think it's important that local trust committees get some clarity around what are the boundaries,

[0:21:06] Voice 11: what are the guidelines around advocacy, what's appropriate,

[0:21:10] Voice 11: where are we touching up against legal issues,

[0:21:15] Voice 11: Uh, because our communities do have, um, expectations that our local elected leaders will advocate on important issues to the community.

[0:21:30] Voice 11: So just, again, more of a reflection around needing some clarity for LTCs on advocacy.

[0:21:41] Voice 11: And obviously, there's lots of important issues that our communities are very interested in and strongly want our voices to weigh in.

[0:22:03] Voice 8: Good morning, everyone. Can you hear me okay? Okay. Yes, no LTC meetings since we last met either. For Main Island, I guess it's been about a month. We'll see draft bylaws for the project related to housing, the land use bylaw at the end of the month.

[0:22:24] Voice 8: Um, South Pender, we're in an interesting situation. There's a bit of a complicated issue

[0:22:34] Voice 8: with, uh, referrals to First Nations, um, specifically Wissainich elders, um,

[0:22:43] Voice 8: not necessarily the Wissainich Leadership Council with regard to the Draft By-law, uh, 129.

[0:22:50] Voice 8: and so draft bylaw 129 was given first reading um at our last meeting in may and that would amend

[0:23:00] Voice 8: the land use bylaw in regard to house sizes side setbacks and setbacks to the sea we have a special

[0:23:06] Voice 8: meeting scheduled for this friday july 4th and that's the only item um basically it's a community

[0:23:13] Voice 8: information meeting to to to discuss it we're not going it's not a public hearing we're not

[0:23:18] Voice 8: um going through um the next readings um so referrals to first nations will be going out

[0:23:30] Voice 8: i believe later this month according to staff um however what's come up recently is

[0:24:32] Voice 8: for these sort of community to community relationship building liaisons, where a community

[0:24:42] Voice 8: member who has a vested interest in, you know, their own, the bylaws for their own,

[0:24:50] Voice 8: for the South Pender LTC, presenting those to an external body for comment and bringing them

[0:24:59] Voice 8: to the ltc and and sort of framing the discussion so it's a bit of a tricky situation um and i'll

[0:25:08] Voice 8: be seeking staff advice before friday's meeting so hopefully i can connect with joe elliott

[0:25:16] Voice 8: we did connect on this issue in late may um and the satanist leadership council is fine with these

[0:25:26] Voice 8: elders giving comments and we invited them to the to the meeting but it's not an ltc to the elders

[0:25:32] Voice 8: communication it's going via this these community members so um i just need some uh guidance on that

[0:25:44] Voice 8: um sorry where else my fetus is also got some interesting um community conversation going on

[0:26:00] Voice 8: hall meeting which i believe happened just june 26th on the aquaculture license um issue and had

[0:26:08] Voice 8: invited mla uh deborah toporowski toporowski the mla for couch and valley uh they copied the ltc on

[0:26:23] Voice 8: so I'm expecting this will come up at the next LTC meeting on July 29th it's still very much

[0:26:28] Voice 8: a live issue and also with Thetis I was asked to because I brought up the Gabriola water footprint

[0:26:43] Voice 8: project um at a community LTC meeting I was asked if I would give a presentation as part of their

[0:26:51] Voice 8: water fair July 27th to 28th um or sorry 29th rather about the broad strokes of the water

[0:27:01] Voice 8: footprint project and so um Stefan I did connect with William I believe it was two weeks ago

[0:27:13] Voice 8: and sort of he sort of indicated well the the results of that project on Gabriola are not ready

[0:27:19] Voice 8: they're not presented to the LTC yet so we can't talk about that obviously but the broad strokes of

[0:27:24] Voice 8: how the water work informs our OCP review um whether I could present on that so um looking

[0:27:33] Voice 8: for some staff support and maybe not necessarily putting together slides but making sure that what

[0:27:40] Voice 8: what I present is you know accurate and vetting it so that would be July 29th anticipated

[0:27:46] Voice 8: on Sunday on Thetis Island and finally Laskiti I've got a meeting scheduled with

[0:27:58] Voice 8: our regional planning manager for tomorrow because the planner is off right now and we're supposed to

[0:28:04] Voice 8: get a minor we're supposed to get an update on a potential minor project to engage with First

[0:28:09] Voice 8: nations to identify core concerns and interests that will inform the ocp review project so our

[0:28:17] Voice 8: next meeting is july 14th and um i've asked for a status update i think we'll get a briefing we

[0:28:44] Trustee Patrick: I had both Gambier LTC as well as Gabriela LTC last week.

[0:28:49] Trustee Patrick: First of all, there was the exciting announcement from Ministry of Forests

[0:28:54] Trustee Patrick: that the Squamish Nation and the province had signed an agreement

[0:28:58] Trustee Patrick: to guide forest stewardship in the Squamish Nation territory.

[0:29:03] Trustee Patrick: And two of the properties are located on Gambier, or in Gambier local trust area. There's the northeast corner of Gambier Island and Anvil Island. And the Islands Trust will be receiving some more information on the agreements in the coming times here.

[0:29:27] Trustee Patrick: For Gambier, there's been a bit of, I guess, a cluster of complaints that the island is working through, and the local trust committee has made space for emerging issues in the OCP land use bylaw engagement project as it goes forward to allow some space to talk about these issues that have been raised.

[0:29:52] Trustee Patrick: On Gambier, there's a development permit that has been making its way.

[0:30:00] Trustee Patrick: way through the process it is great it's gabriela not gambier oh sorry thank you it's right in front

[0:30:05] Trustee Patrick: of me you're right gabriela um there's a development permit to area and steep slopes

[0:30:12] Trustee Patrick: that is um for the islands trust it is a an item outstanding for a subdivision

[0:30:19] Trustee Patrick: in that area a lot of concerns this is the area where the burials that i referenced in our opening

[0:30:26] Trustee Patrick: statement are located. The local trust committee had asked staff to report back on whether or not

[0:30:34] Trustee Patrick: they could tie the work related on the development permit to the subdivision approval or not. And

[0:30:40] Trustee Patrick: that will be considered at their next meeting. They'll be proceeding with some engagement over

[0:30:49] Trustee Patrick: the summer for the OCP project, just some deeper thinking on some questions. And the LTC provided

[0:30:57] Trustee Patrick: provided some clear communication on what they'd like to see to guide the public on those questions.

[0:31:04] Trustee Patrick: And that's my report. There's no questions on anybody. We'll proceed on to the next item. And

[0:32:16] Voice 8: the house and just a note that the anonymous donation of 1.15 million dollars to the donation

[0:32:24] Voice 8: to the conservancy rather has taken up a lot of ITC staff capacity over the last few weeks as

[0:32:31] Voice 8: well as the hiring processes so we don't really have an update on our priority work right now

[0:32:38] Voice 8: it's just getting through all this exciting all the exciting processes that will lead to getting

[0:35:13] Voice 11: as a very positive step for this fairly large piece of property.

[0:35:22] Voice 11: There is one sort of outstanding piece,

[0:35:27] Voice 11: which is whether the CRD and the Galliano Volunteer Fire Departments decide that it's worthy of working on an emergency access through one piece of the property,

[0:35:40] Voice 11: which would be sort of the long-sought eastern emergency road corridor.

[0:35:49] Voice 11: But overall, I think this is actually a wonderful development, really, in terms of preserve and protect on Galliano.

[0:37:13] Voice 8: i thought it was one of our um most congenial and productive meetings uh yet as a council

[0:37:27] Voice 8: um really good we're we're always well accommodated at the harbour house house hotel

[0:37:34] Voice 8: um and the agenda was manageable it wasn't too heavy i think there was an opportunity to add

[0:37:41] Voice 8: extra items although a while ago did we actually add anything um i thought the roundtable discussion

[0:37:48] Voice 8: um was a really good way of taking the tone and temperature um regarding the response from the

[0:37:57] Voice 8: ministry on the request for review and yeah was very pleased at both of the speakers especially

[0:38:04] Voice 8: uh jared quistanehan williams i heard lots of positive things um people's paradigms kind of

[0:38:11] Voice 8: of shifting new understandings of the ways in which we view land and culture and governance

[0:38:18] Voice 8: in the Gulf Islands, that was really key.

[0:38:21] Voice 8: And I really hope we keep bringing speakers who can shape not only our understanding of

[0:38:31] Voice 8: where we live now, but where we need to go in terms of honoring the relationships and

[0:38:39] Voice 8: the connection to culture and food systems of Indigenous peoples and Coast Salish peoples in

[0:38:47] Voice 8: these areas. So I hope we keep bringing speakers back like that. That was a really big highlight

[0:38:52] Voice 8: for me and I know for many others. So thanks to staff for all the work and a very manageable

[0:38:58] Voice 8: agenda. I admit fully I fell down on my timing, the timer of the speakers. It was, I don't know

[0:39:08] Voice 8: know what happened it was just a i wasn't able to manage it very well we need an automatic timer and

[0:39:13] Voice 8: i think our our is team is is not able to um support that right now but if it's if it's

[0:39:21] Voice 8: on me and i'm you know fully dialed in uh but i gapped out a couple of times because i was

[0:39:28] Voice 8: focusing on the conversation or something so it was definitely not consistent and i apologize for

[0:40:41] Voice 11: We got a lot of work done very efficiently.

[0:40:44] Voice 11: And my personal belief is that the congeniality, the good cooperation around the table actually helps our efficiency in terms of working through the agenda.

[0:41:02] Voice 11: I also would echo, it was wonderful to have our presenters.

[0:41:06] Voice 11: characters uh questenahan is is just just so amazing to listen to um and uh and that was

[0:41:15] Voice 11: really great i i think that's uh again i would echo that uh the more we can have that kind of

[0:41:23] Voice 11: voice um in front of council the better um yeah nothing stood out for me as problematic um

[0:41:33] Voice 11: Accommodation was great.

[0:41:34] Voice 11: Food, eh, it was okay.

[0:41:38] Voice 11: And always, of course, interested to hear trustees' reflections more broadly when we have that opportunity.

[0:42:22] Voice 2: Certainly, the round of applause at the end of Trust Council indicated that they agreed with that

[0:42:27] Voice 2: And I was wondering about the possibility of having a letter sent to his employers thanking him for his service because, you know, he worked very hard and very long and dealt with our problems that we had throughout the days very professionally, very unemotionally, and I think added a lot to the success of that meeting.

[0:43:20] Trustee Patrick: I think it was interesting on the timer, the audio beep worked during the town hall.

[0:43:26] Trustee Patrick: People understood that right away.

[0:43:28] Trustee Patrick: And when they heard the beep, they just stopped.

[0:43:30] Trustee Patrick: So it does demonstrate that having a timer does help.

[0:43:35] Trustee Patrick: Perhaps we could do a little research and find out what they have.

[0:43:38] Trustee Patrick: I know the CRD boardroom has a timer that is visual and counts down for the speakers that they have.

[0:43:48] Trustee Patrick: and maybe we could take a look at what they have

[0:43:51] Trustee Patrick: and see how that works.

[0:43:54] Trustee Patrick: But I think having timers, it does help people

[0:43:57] Trustee Patrick: and they do respond to it as we saw on the town hall

And I think, yes, an indication of good preparation and being thoughtful about the agenda. But I also really appreciated that trustees, I think, showed up in a way that was very constructive and decisive and committed to moving some business forward, which is great.

[0:47:35] Voice 11: Effective. Certainly some trustees mentioned to me that not having full participation by all members of Trust Council, they felt was problematic.

[0:47:50] Voice 11: And I don't think we're done with this work. And I'll just leave it at that today.

[0:47:59] Trustee Patrick: Anyone else comments on the Code of Conduct?

[0:48:07] Trustee Patrick: No, I think the only thing I'd add is I think guidance material, or I think as we move toward a brief guidance document, I know, again, the CRD has, like for the local community commission here on Salt Spring, they have a very small couple of page document that sort of highlights some of the key methods and of how they do the notice of motion.

[0:48:33] Trustee Patrick: They have a cheat sheet on the motions and the language that the motions should have.

[0:48:38] Trustee Patrick: So it's very specific.

[0:48:39] Trustee Patrick: And I can get a copy of that and share.

[0:48:41] Trustee Patrick: And I think the key thing is it's short.

[0:48:43] Trustee Patrick: It's not a lengthy document.

[0:48:45] Trustee Patrick: And this has some reminder guidance material for trustees.

[0:48:51] Trustee Patrick: I think back, and I don't know if Vice Chair Peterson, if you participated or not,

[0:48:55] Trustee Patrick: they had a session at UBCM last fall where they did a mock council meeting.

[0:49:01] Trustee Patrick: um it was um it was a bit entertaining but the focus of it was on debate style and debate and

[0:49:09] Trustee Patrick: how to listen and debate and um uh and i think that's an area where i there's improvement in

[0:49:20] Trustee Patrick: the discussion that this isn't a my you know there's still a bit of back and forth of i want

[0:49:26] Trustee Patrick: want to argue my point rather than just being able to state my point. And I think that's an area

[0:49:31] Trustee Patrick: when we have 26 trustees, we can't be in a debating mode of my point is more important

[0:49:39] Trustee Patrick: than your point or that we really need to be able to share information from our perspectives

[0:49:45] Trustee Patrick: safely and openly and that the rest are listening and that we don't have to go back and repeat it

[0:49:51] Trustee Patrick: just because someone else has a counterpoint to the point that's been raised. So I think there's

[0:49:56] Trustee Patrick: still an opportunity there to improve the quality of the debates and um and i don't know what

[0:50:02] Trustee Patrick: methods would work on uh demonstrating that but i think a small short guidance document that just

[0:50:08] Trustee Patrick: comes with each each meeting package um would be useful any other comments on the conduct

[1:14:28] Trustee Patrick: commute back and forth when I have to have longer days at the event. But we do have three people

[1:21:20] Voice 7: so if there's particular questions that you have around land use planning or the provincial role

[1:21:25] Voice 7: in land protection that can be an opportunity to sort of pop up and ask a question it's a bit like

[1:21:30] Voice 7: a town hall yeah it is a town hall and are there any additional meetings you'd like us to ask for

[1:21:37] Voice 7: with provincial government staff or you'd like to join with other local governments in their

[1:21:43] Voice 7: meetings Bowen Island Municipality comes to mind there so that's what we would like to find out oh

[1:21:49] Voice 7: Oh, and finally, would you like us to arrange a social get-together

[1:28:14] Voice 8: it didn't come together but um she'd suggested that whatever um could be done to to work

[1:28:22] Voice 8: collaboratively on making sure that rural housing supports are um recognized as a like we're still

[1:28:32] Voice 8: very deficient in not just the trust area but you know across bc so i think some coordination

[1:28:38] Voice 8: with the crd would be really good and uh crd director paul brent um still very alive on the

[1:28:48] Voice 8: topic i haven't connected with him to see if he's going to ubcm but um maybe i can do some

[1:28:54] Voice 8: background work on that no

[1:28:57] Trustee Patrick: that is a good point because i think um uh the how the crd's rural

[1:29:01] Trustee Patrick: Rural housing program is a potential model for the province to look at the rural housing stream.

[1:29:08] Trustee Patrick: And I think it's the entire challenge of this, the housing fund, you know, they're taking their last intake on the system, the community housing.

[1:29:20] Trustee Patrick: And they're moving more to a model where the housing needs to sort of break even.

[1:29:25] Trustee Patrick: It needs to be able to make money and survive, which is challenging in our islands when it costs so much more and we don't have private developers developing this housing. These are hardworking societies.

[1:29:37] Trustee Patrick: societies. Okay, so I think we're hearing definitely a housing aspect. And then I think

[1:29:46] Trustee Patrick: paralleling, I do like paralleling the Ministry of MIR and looking at working through the

[1:29:57] Trustee Patrick: staff on the Secretariat.

[1:30:00] Trustee Patrick: uh, for the DRIPA implementation plan. Are there others? I don't think we want to load up

[1:30:15] Trustee Patrick: ourselves too far. I think it'd be rather have a couple of meetings done well. And we have till

[1:50:35] Voice 8: understanding of the province's um direction with crown land related agreements um and ensuring

[1:50:52] Voice 8: that any um well that the islands trust protect and preserve mandate is um well the object of

[1:51:07] Voice 8: the trust is upheld in the trust area like to me this is kind of an opportunity to say

[1:51:17] Voice 8: we have to work together in the trust area because there is this special directive to

[1:51:24] Voice 8: preserve and protect the area that should not be overridden by changing provincial direction

[1:51:32] Voice 8: in terms of economic development or whatever so I kind of see this as a reinforcing

[1:51:38] Voice 8: enforcing a reminder that the mandate is in effect and must be considered in all Crown

[1:53:42] Voice 7: ministries do not even know of the agreement, which I think will be part of the revitalization.

[1:53:46] Voice 7: Let's get it modernized and let's ensure they have procedures on their end to provide it to staff,

[1:53:50] Voice 7: especially when there's turnover, that then the new staff are provided with it as part of their

[1:53:54] Voice 7: orientation.

[1:54:05] Voice 8: was revitalization of the protocol agreement should that not be the ask?

[1:54:21] Voice 7: ministry and making phone calls but if you'd like to meet with the minister this seemed like an

[1:54:25] Voice 7: appropriate ask to have dedicated resources and then to have sort of that minister's office

[1:54:30] Voice 7: approval of staff time going to this initiative um but we certainly already have sort of a

[1:54:37] Voice 7: long-standing ministry to commitment to working with us on this it's just unfortunate that my

[1:54:41] Voice 7: compatriot has retired and i'm i'm gonna have to go figure out who else might be assigned to this

[1:54:46] Voice 7: work and move up the food chain to get them assigned this way if you go this route then

[1:54:50] Voice 7: maybe you can have it done in a more efficient manner okay

[1:54:59] Voice 11: reflecting the um uh when we talk about revitalizing the existing agreement um

[1:55:09] Voice 11: i certainly some of the ltcs that i am chairing um have identified that our divergence in practice

[1:55:17] Voice 11: from the uh the letter of the agreement is is in some cases um problematic in terms of the

[1:55:26] Voice 11: the desires of the community for LTCs to weigh in.

[1:55:34] Voice 11: We've certainly discussed this before.

[1:55:36] Voice 11: So I just want to, just a note of caution,

[1:55:40] Voice 11: perhaps that we may want to consider pretty carefully

[1:55:50] Voice 11: about how we're going to talk about those aspects

[1:55:54] Voice 11: Um, and, and the, um, trust council LTCs, uh, I think have, um, I don't know that we've had a substantive discussion around this, uh, at trust council or, or with local trust committees.

[1:56:13] Voice 11: So I'm just a little bit leery about taking any sort of strong position about changes or updates without having had those discussions with Trust Council and hearing what LTCs have to say.

[1:56:35] Voice 11: I know it's very live in some communities, it may not be an issue in others, but I know where I've encountered it, it's seen as really important in the communities that the LTCs are actually enabled to do what the agreement says.

[1:56:56] Voice 11: as so any departure from that although i i understand in practice we have we have diverged

[1:57:04] Voice 11: but uh anyway just note of caution there i i i think we need to approach this very carefully

[2:06:01] Voice 8: Regional District Director of Okanagan-Similkameen, Pam Robertson, representing Sunshine Tiny

[2:07:35] Trustee Patrick: I know for Salt Spring, we have a high public interest right now in the BC Ferries consideration of moving their home port of one of the ferries from Vesuvius over to Crofton.

[2:07:53] Trustee Patrick: And it's the CEO of BC Ferries was actually here last Friday on the island and did explain and describe the housing situation as being some very graphic descriptions of how ferry workers are having to live.

[2:08:09] Trustee Patrick: And that being one of the main reasons for moving that over.

[2:08:12] Trustee Patrick: I did speak to him and asked him to please, you know, we need their voice to help solve the housing issue.

[2:08:17] Trustee Patrick: Just moving workers off island doesn't solve the housing problem.

[2:08:21] Trustee Patrick: We need their voice to be bringing attention to the housing challenge and work with us on finding better solutions.

[2:08:29] Trustee Patrick: And then there's a second letter.

[2:08:32] Trustee Patrick: So we did not proceed.

[2:08:33] Trustee Patrick: There was an opportunity there to jointly send a letter with the local community commission who was proceeding.

[2:08:42] Trustee Patrick: The second is that Minister Kaelin has been invited by Emily Botterall to come to the island on July 23rd, and he invited an NGO to plan the event and that they are working on a joint letter, again, from all the elected officials on Salt Spring, which would be Chair Peterson in this case,

[2:09:09] Trustee Patrick: to sign a letter of sort of a briefing for the minister coming to the island.

[2:09:18] Trustee Patrick: So these are challenges now on Salt Spring where we've got sort of a better working condition

[2:09:24] Trustee Patrick: with the other elected bodies and a desire to jointly make statements.

[2:09:32] Trustee Patrick: And I don't know how that works with our advocacy policy and resolutions without meetings to get the authorization for the chair to sign such letters.

[2:09:44] Trustee Patrick: So I don't know if there's any input from staff on this.

[2:09:49] Trustee Patrick: And the letter for the minister's visit is kind of time sensitive.

[2:09:57] Trustee Patrick: So, Dodd, Director Frater?

[2:09:59] Voice 7: I'd be happy to speak to that.

[2:10:01] Voice 7: So our advocacy is guided through the advocacy policy of Trust Council.

[2:10:06] Voice 7: um and is supported um through trust area services generally for both local trust committee advocacy

[2:10:12] Voice 7: and council and executive committee-led advocacy um local trust committees um within the policy

[2:10:18] Voice 7: and as per you know our authorities under the act it's deemed that local trust committees can

[2:10:24] Voice 7: advocate i'm just trying to find the exact reference for you but essentially they can

[2:10:28] Voice 7: advocate on matters related to land use planning and then all of that advocacy is the purview of

[2:10:32] Voice 7: trust council um with regard to local trust committee advocacy or any rwms rwms are usually

[2:10:39] Voice 7: reserved for procedural matters and generally shouldn't be used for matters where there might

[2:10:44] Voice 7: be a policy discussion of needed of some sort of like a debate of ideas it's really just you know

[2:10:49] Voice 7: generally for minutes approval agenda meeting date setting that sort of thing um however you

[2:10:57] Voice 7: know if it's a very short simple you know direct request there may be occasion where that might be

[2:11:02] Voice 7: appropriate um with regard to better helping everyone better understand the advocacy policy

[2:11:08] Voice 7: um certainly i would be available to come and speak i could make myself available to come and

[2:11:12] Voice 7: speak to local trust committees council um certainly with the lack of resources we've had

[2:11:18] Voice 7: in particularly i think i'd say this whole term we haven't really focused energy on advocacy

[2:11:24] Voice 7: education um but the policy is available on the website for anyone who'd like to take a look

[2:11:29] Voice 7: and I'd be happy to have conversations

[2:11:32] Voice 7: with anyone who would like to have them.

[2:13:05] Voice 11: information session and then trust council may want to reeval evaluate the policy and see if it

[2:13:12] Voice 11: is is serving sort of current desires and needs um and whether that might the policy itself might

[2:13:22] Voice 11: be amended again with uh uh you know respecting the the legal boundaries but uh maybe being a

[2:13:29] Voice 11: little bit more up to date with um with what sort of expectations around community and and uh and

[2:13:36] Voice 11: and what the ltcs are are uh being asked to do uh as opposed to what our policy um our policy

[2:13:46] Voice 11: currently reads so just sort of identify i think that's i think there's at least two pieces of of

[2:13:52] Voice 11: of future work for consideration there.
