[0:00:42] Voice 7: Before we move too far into introductions, I wanted to acknowledge recent change in our

[0:00:47] Voice 7: Trustee Charles Kahn has not sought reappointment to the ITC board after two years of dedicated

[0:00:54] Voice 7: service.

[0:00:56] Voice 7: I'd like to take a moment to express sincere appreciation for Charles' contributions.

[0:01:01] Voice 7: He brought thoughtful insight, stead and commitment to our work.

[0:01:07] Voice 7: He's always grounded in care for both the land and for the community.

[0:01:11] Voice 7: His presence around this table will be missed, but his impact continues in many ways here in back home in Salt Spring Valley.

[0:01:20] Voice 7: And Charles, if you're watching on behalf of the board, thank you for your time,

[0:01:31] Voice 7: appointed Provincial Trustee, Janine Georgeson, to the ITC board. Maybe give an introduction for

[0:01:38] Voice 7: yourself and then we'll move our way around the board and

[0:01:40] Voice 6: for the staff that's here today.

[0:01:43] Voice 6: I'm Janine Georgeson uh I am Coast Salish from a few communities Satu Dene and Métis from

[0:01:51] Voice 6: Treaty 11 Territory and Northwest Territories uh I do multiple things in my community

[0:01:57] Voice 6: I am a school board trustee for Galliano Island uh one of my favorite projects is counting crab

[0:02:04] Voice 6: babies uh yeah I do a number of things within health care education housing land stewardship

[0:02:12] Voice 6: so i'm looking forward to being part of this and yeah there's a lot more about me

[0:02:19] Voice 6: but then you know that's a snapshot get there yeah thank you for having me welcome

[0:02:25] Voice 7: thank you we

[0:02:29] Voice 8: like to go next don't we sure i'm toby elliott elected as trustee on gabriela

[0:02:35] Voice 8: island it's the name of first nation territory um and i'm also serve as vice chair so i'm on

[0:02:41] Voice 8: the executive committee and I chair four other local trust committees, Thetis, South Pender,

[0:02:48] Voice 8: Mesquitee and Main Island. And so I've been a member of the board since the start of our term

[0:02:55] Voice 8: 2022. It was a while

[0:02:57] Voice 8: ago. In my home community, I've been an advocate for a long time for

[0:03:03] Voice 8: alternative ecologically

[0:03:06] Voice 7: responsive housing solutions so tiny homes is a particular interest

[0:03:12] Voice 7: of mine and an advocate for smaller clustered dwellings

[0:03:17] Voice 8: which is making its way through many

[0:03:18] Voice 8: ocps and the policy statement i'm happy to see um and

[0:03:24] Voice 7: my other interests i share i rent on a farm

[0:03:27] Voice 7: and have two horses two rescue horses that we look after together and grow garlic and blueberries and

[0:03:36] Voice 7: just try to look after the land um well it's quite farmy now um but I'm very happy that I live in a

[0:03:44] Voice 7: along a grove of alder trees which is nursing a bunch of um red cedars so it's really good to

[0:03:52] Voice 7: be in an area that I can watch nature reclaiming and coming back so I get to witness that every

[0:03:59] Voice 7: day and grateful

[0:04:00] Voice 8: to be with you all thank you thank you Susan oh thank you uh well and like

[0:04:06] Voice 8: trustee Elliot I am also from the Gabriel and local trust area that covers much and of course

[0:04:13] Voice 8: islands since the name of territory and um i this is the best part of of my job as a trustee is

[0:04:24] Voice 8: actually being on the islands trust conservancy board because pretty much all the last 50 years

[0:04:30] Voice 8: of my life i've been dedicated to social and environmental justice and i know most of the

[0:04:38] Voice 8: islands well pretty i know all the islands action in the islands trust area quite well i have been

[0:04:43] Voice 8: visiting galliano for example since margaret griffiths was my best friend oh wow like 40

[0:04:50] Voice 8: years ago yeah um and she is she's my hero still even now yeah for sure um yeah i also visit other

[0:05:01] Voice 8: islands like cuadra and cortez and i think about what would it be like if they were in the trust

[0:05:07] Voice 8: area i have a meeting on cortez on and in august with their economic development association

[0:05:14] Voice 8: to help them start up an investment cooperative similar to the one that we have on gabriella

[0:05:21] Voice 8: so i think gabriella is known for a number of interesting community initiatives like

[0:05:28] Voice 8: the commons like the bus the gritty bus

[0:05:32] Voice 8: the investment co-op things like that

[0:05:38] Voice 8: where we really work together to make

[0:05:40] Voice 8: stronger community so my other

[0:05:43] Voice 8: strong interest is i've

[0:05:45] Voice 8: been a board member for the watershed sentinel environmental magazine for 32 years well i brought

[0:05:51] Voice 8: a few extra copies there's a beautiful um interview with hachita elder bill jones in this

[0:05:58] Voice 8: one and i just yeah i just love it so those are for people to take thank you thank

[0:06:04] Voice 7: My name is Yusa Smith. I live on Galliano Island. I've been on the ITC board since 2021.

[0:06:13] Voice 7: So this is my fourth year and I have one more year until next year.

[0:06:20] Voice 7: Yeah, I was shocked when I had to account for that.

[0:06:24] Voice 7: And we've done a lot in the time I've been here. I've seen a lot of different changes, so it's pretty exciting.

[0:06:29] Voice 7: um in my uh day job i work for the international union for the conservation of nature

[0:06:36] Voice 7: and i'm the chair of a group called the protected areas climate change

[0:06:42] Voice 7: specialist group and in that context and just finishing a report on climate change

[0:06:47] Voice 7: mitigation and protected areas um which has been a three-year project that has really made me crazy

[0:06:53] Voice 7: but it'll be released at the world conservation congress in october so i'm very excited about

[0:06:59] Voice 7: that. And I'm also on the board of the Galeano Conservancy, a founding board member. And that

[0:07:05] Voice 7: is the reason I will recuse myself from a major part of the agenda. So welcome. It's good to have

[0:07:14] Voice 7: you. I'm living in the North End, so I can barely see anyone in the Southern. Might as well be a

[0:07:17] Voice 7: different island. But it'd be really exciting to work with you. Thank you.

[0:07:28] Voice 4: My name is Tanner Timothy, and I'm from Llaman First Nation on the upper sunshine coast of El River, nearby Cortez and Quadra.

[0:07:37] Voice 4: Both of my great-grandmothers come from Quadra Island and came much.

[0:07:42] Voice 4: I'm a council member for Llaman Nation as of my first term from 2024.

[0:07:48] Voice 4: Just about a month after I got my first term on the Islands Trust, I'm a provincially appointed member of the Islands Trust Conservancy Board.

[0:07:55] Voice 4: recently renewed which I'm very grateful for for the next two years I'm excited to be working

[0:08:00] Voice 4: together again and we're

[0:08:02] Voice 4: grateful too yeah thank you so much um in my day job I work for

[0:08:07] Voice 4: Kwantlen First Nation the Lower Mainland I live in North Burnaby um in the Tsleil-Waututh

[0:08:12] Voice 4: uh Kwikwetlem territory and I'm a manager of heritage referrals and GIS there um so I got

[0:08:20] Voice 4: my education in geography from trinidad western university and an advanced diploma in geographic

[0:08:25] Voice 4: information systems from bcit so i have a specialization in mapping which is a very

[0:08:31] Voice 4: useful tool when it comes to conservation and that's one of the things that i like to carry

[0:08:36] Voice 4: in my pocket for sure i'm very honored to be a part of the island trust conservancy it's just

[0:08:41] Voice 4: great wonderful staff um just really important values and i think we can all appreciate the

[0:08:46] Voice 4: importance of protecting the environment and ecosystems um they've been so heavily impacted

[0:08:52] Voice 4: and i think each and every day the more that we can do to support them and enhance them is

[0:08:57] Voice 4: is really good so i'm just grateful to be here and welcome and excited to be working with you

[0:09:12] Voice 1: rob croker i'm the planning services admin assistant here at islands trust happy to be

[0:09:17] Voice 1: be here with you all and supporting your meeting today and very humbled and grateful to live and

[0:09:22] Voice 1: work on the territory of the Esquimalt and so on this year.

[0:09:27] Voice 10: I'm Catherine Martel. I get to be the

[0:09:29] Voice 10: sole Islands Trust Conservancy staff person being here today. My role is called the ecosystem

[0:09:36] Voice 10: protection specialist and so I manage our regional conservation planning and the mapping and

[0:09:44] Voice 10: and conservation analysis side of the bigger picture,

[0:09:49] Voice 10: but also the work one-on-one with landholders

[0:09:51] Voice 10: who are interested in protecting their property.

[0:09:53] Voice 10: So the negotiations and the sort of shepherding through

[0:09:57] Voice 10: to an agreement when we have a covenant or a nature reserve.

[0:10:04] Voice 10: I've been here five years, I think,

[0:10:06] Voice 10: which is rather shocking, but true.

[0:10:09] Voice 10: It does not feel that long.

[0:10:11] Voice 10: I can't play my, I'm new,

[0:10:13] Voice 10: I don't know what's going on anymore.

[0:10:14] Voice 10: anymore i'm just i just don't know what's going on sometimes which hopefully won't come out too

[0:10:18] Voice 10: often today during the meeting that's me thank you

[0:10:28] Voice 2: i think i i practiced the basic protocol in regards to um you know that i was taught from a

[0:10:37] Voice 2: elder who's no longer with us we recently lost her from uh penelope um and i i

[0:10:42] Voice 2: like to do that

[0:10:43] Voice 2: just an honor in regards to her being voiced and recognized in our and who we are as indigenous

[0:10:47] Voice 2: people and my family name is uh which was originated from which i resided majority of

[0:10:58] Voice 2: my life my wife's traditional territory um and i'm couching and have been living back home for

[0:11:04] Voice 2: the past six years um and i as a i guess as a hobby i i many when i moved back home the elders

[0:11:12] Voice 2: approached me, because my late father was an advocate for our rights

[0:11:16] Voice 2: for the Couch and River, and so a lot of elders still recognize that, so when I

[0:11:20] Voice 2: moved back home, there was an opportunity, they brought us, elders got

[0:11:24] Voice 2: together, and they wanted to save the Couch and River from the harm that's been

[0:11:29] Voice 2: placed on the river, and the challenges that we

[0:11:32] Voice 2: are facing, and then we're looking at the Couch and Tribes as the

[0:11:36] Voice 2: governance process with the provincial government, and looking at

[0:11:40] Voice 2: to restoring the river maintaining the rivers in in a healthy way um so i sit on the i sit on the

[0:11:47] Voice 2: i was selected to sit on the governance body for the community uh as part of that group and

[0:11:52] Voice 2: working towards uh looking after the cook style river um and then as i do that i i realize you

[0:11:59] Voice 2: know my my great great grandfather was a settler that uh moved into couching and married into

[0:12:04] Voice 2: to Cowichan and he was one of the first settlers that was first came to Cowichan and and then then

[0:12:11] Voice 2: but then I look at that how that displaced some of our First Nations families and and my late

[0:12:16] Voice 2: father you know he has several children I have several brothers and sisters that I really don't

[0:12:21] Voice 2: know but it's also a result of the loss of that land base in regards to that keeps the separation

[0:12:27] Voice 2: between our families and it's uh and I think you know we we didn't need to acknowledge that because

[0:12:32] Voice 2: because we're working towards building capacity

[0:12:36] Voice 2: for our First Nations and looking at those capacities,

[0:12:39] Voice 2: but also we need to understand some of the impacts

[0:12:41] Voice 2: that it had in regards to that displacement

[0:12:43] Voice 2: from the lands that our Coast Salish people

[0:12:46] Voice 2: once practiced and lived on.

[0:12:47] Voice 2: So, thanks, guys, thank you.

[0:16:22] Voice 7: multiple revisions, finalizing, and registering a covenant.

[0:18:28] Voice 10: old roads that she calls the driveway that goes to the greenhouse which is an

[0:18:31] Voice 10: excluded area from the

[0:18:32] Voice 10: covenant and the baseline

[0:18:34] Voice 10: report itself just has a collection of old roads that didn't specify the

[0:18:38] Voice 10: driveway so um and i think this was it was my oversight and not making sure they laid closely

[0:18:44] Voice 10: our lawyers also didn't notice it at the time that we registered because we were as we always are

[0:18:50] Voice 10: scrambling to get everything done in time so we've rectified the error and this rfd is to

[0:18:57] Voice 10: uh for the board to agree to the covenant amendment and approve that and then we are also

[0:19:02] Voice 10: requesting that um the conservancy cover the just the notary the notarization notary notarizing

[0:19:11] Voice 10: notarizing

[0:19:13] Voice 10: the signatures for both the land holder and for galt uh which will be about a

[0:22:57] Voice 7: Chris, thank you very much. Just as a refresher, the Conservation Funds Working Group was an informal joint venture initiative from the ITC to the Executive Committee, exploring the creation of a regional conservation fund for the Shasta area.

[0:23:15] Voice 7: The goal is to co-develop a funding model alongside with First Nations and local partners to support long-term land protection right through the spring and summer.

[0:23:27] Voice 7: any comments on this i think we're at the last meeting we discussed potential for board

[0:23:36] Voice 7: members that had capacity to attend a working group meeting and i think i was identified as

[0:23:42] Voice 7: one of those people arisa was going to second that as well is there another board member that

[0:25:14] Voice 7: And it was about having some sort of fund for conservation

[0:25:25] Voice 7: on how this is done in the Kootenays

[0:25:27] Voice 7: and in the Okanagan.

[0:25:35] Voice 7: where they've already done polls

[0:25:38] Voice 7: to see if people would be interested in having that on the tax roll.

[0:25:44] Voice 7: or that the holder of the funds would be the CRD.

[0:25:49] Voice 7: So that's kind of progressing.

[0:25:55] Voice 7: and Laura Patrick was there for bigger trust.

[0:25:59] Voice 7: And so this is kind of the ITC wasn't, we were there,

[0:26:05] Voice 7: but it's not really a particular part of the vision and so this came out of Laura and myself

[0:26:14] Voice 7: realizing that there is a potential maybe not conflict but area to work together with ITC as

[0:26:22] Voice 7: well and and what that would mean so there's a lot of issues that it could mean it could mean

[0:26:29] Voice 7: for example that funding for conservation would be directed and managed by the CRD not the ITC

[0:26:36] Voice 7: and it

[0:26:36] Voice 7: could and I'm not saying it would but it could give us a back seat to conservation funding

[0:26:46] Voice 7: outside of our regular funding so it could be that donors for example go that way instead of to us

[0:26:52] Voice 7: these are all implications that could or couldn't happen but they have certainly happened in the

[0:26:56] Voice 7: Kootenays and in South Okanagan where they already have this mechanism which is very successful

[0:27:01] Voice 7: so the point of this group was to really think through um what our role would be if you know

[0:27:10] Voice 7: how we would play with them or not did we want to have a similar fund which has been

[0:27:16] Voice 7: has been recommended to us previously yeah so um it's really wide open but it does come out of

[0:27:25] Voice 7: of that meeting which um which was a very powerful meeting and very very well attended

[0:27:32] Voice 7: so i mean the opening speaker was adam olson so just and he stayed through the two-day meeting

[0:27:39] Voice 7: and lots of work so just that it could be a very big issue or not we don't know but we really have

[0:27:46] Voice 7: to go there with a lot of ideas about partnership and funding and what our role would be and would

[0:27:54] Voice 7: Would it interfere with us or not, you know, and we probably want to get opinions of staff on that, you know, there's just a lot of issues that come out of that.

[0:28:03] Voice 7: We probably want to follow up with the CRD people to see how that's progressing, etc. So I just thought I'd expand it a bit since I happen to be at that meeting.

[0:28:13] Voice 7: yeah this is fair to say it's under development so what are the next steps i think the seat um

[0:30:21] Voice 10: then so the idea of the conservation fund is not for acquisitions then my understanding of

[0:30:27] Voice 10: of the one that is coming out.

[0:30:29] Voice 10: It's more like the East Kootenai program

[0:30:31] Voice 10: or the Kootenai program and the Okanagan program

[0:30:33] Voice 10: both support other types of projects as well.

[0:39:33] Voice 7: our ocps are we um we're looking at clean water sources so there's there's stuff that may be

[0:39:39] Voice 7: a fund like this if they take the the priority of say climate change mitigation adaptation and

[0:39:47] Voice 7: that is a focus and islands trust conservancy we're not ready to engage on that level or we

[0:39:54] Voice 7: we just can't right then the partnership do you know what i mean like we shouldn't be doubling

[0:40:00] Voice 7: our efforts but we should be involved with whatever that fund is doing in the southern gulf

[0:40:04] Voice 7: or in the crd region and not doubling those efforts so yeah i'm just i just think keeping

[0:40:11] Voice 7: tabs on where this uh fund goes would be really important to understand where

[0:40:18] Voice 7: we can either fill in the gaps or take the leadership in four knots thank

[0:42:07] Voice 7: make some phone calls and be assistive i just can't say until the person has settled in and

[0:50:01] Voice 7: and donor relations. On the Islands Trust side, we have a need for contact relations. We don't

[0:50:07] Voice 7: currently have a database for staff. And we also have a desire to better manage contacts with First

[0:50:13] Voice 7: Nations so that we can then process referrals and all of the relationships through a centralized

[0:50:17] Voice 7: database so there was an opportunity given that um the other background is that we were told

[0:50:22] Voice 7: originally that software that the trust the conservancy is currently using was going to no

[0:50:27] Voice 7: longer be supported if the company was bought out so there was an urgency to finding a new software

[0:50:32] Voice 7: um the new company that has now announced they will support it for a few more years

[0:50:36] Voice 7: so sense of urgency has diminished but there's still an opportunity to provide one software

[0:50:41] Voice 7: solution for all of the

[0:50:43] Voice 11: needs because

[0:50:45] Voice 7: our subscriber software is definitely

[0:50:47] Voice 7: not challenging to use. So we are currently as the management team here

[0:50:53] Voice 7: looking at how we're gonna resource or the project management of introducing

[1:05:57] Voice 7: accounted for that, which many people are, you can often actually leverage funds, not protected areas funds, not biodiversity funds, but climate change funds, of which there's way more money out there than for biodiversity, obviously.

amendment and updated Baseline Report, sign the Modification Agreement and 
authorize staff to pay for associated costs of notarizing signatures. Committee

that the Islands Trust Conservancy Board authorize expenditure of up to 
$300 to support the landholder and GaLTT in obtaining notarized 
signatures for registering the Modification Agreement.

7.2 Items for Discussion/Direction 
7.2.1 Discussion on Appointment of an ITC Board member to the Conservation Fund 
Working Group (verbal) 
Chair Gauvreau introduced the discussion, indicating that the conservation fund 
working group is an informal joint venture between the Islands Trust 
Conservancy Board members and Executive Committee members to explore a 
regional conservation fund in the Trust Area to partner with First Nations and 
support conservation and restoration. Committee discussion included:  
• a workshop with other stakeholders sponsored by the Coastal Douglas-
fir Conservation Partnership was held to explore supporting funds for 
conservation from the tax roll, such as is done in other jurisdictions 
• the vision for the above model is that the Capital Regional District (CRD) 
would be the holder of funds 
• this new fund could result in funding for conservation or donors going 
directly to the CRD initiative instead of Islands Trust Conservancy 
• a key task of a conservation fund working group would be to understand 
how to interact with this emerging CRD conservation fund 
• a conservation fund would be donations-based  
• conservation on private lands is the target of this initiative 
• there are similar models on the San Juan Islands and Lummi Nation 
territory regarding co-working relationships with First Nations 
• if such a fund were on the tax roll it could be an opportunity to co-
purchase properties with First Nations 
• the spirit of the fund is to expand work with Indigenous partners, and 
having those partnerships in place first may be a consideration 
• Islands Trust Conservancy should keep informed of this emerging CRD-
conservation fund  
• Limited staff capacity to track related initiatives could be addressed by a 
board member making inquiries, though tasks may evolve to be best 
suited to staff work 
• these points will inform discussion with Executive Committee in the 
upcoming liaison meeting

• reaching out to Ministry staff for guidance on incorporating UNDRIP 
Principles 
• the cabinet shuffle, the new Minister of Municipal Affairs and Housing, 
and the Minister’s previous work as Minister of Indigenous Relations 
and Reconciliation 
7.4 Updates for Information 
7.4.1 Public Acquisitions Report

• Crystal Mountain on Galiano Island 
• an emergency access route proximate to ITC land

Director Frater indicated that budget submissions are still being developed and a 
special meeting in August is scheduled for consideration of budget submissions 
for next year and a budget status update.

Discussion ensued regarding database management software, which manages 
contacts and donor relations.  
• there is a need to better manage referrals and contacts with First 
Nations with a centralized database 
• Islands Trust Conservancy’s current software is supported for a few 
more years, but a centralized solution is desired 
• Staff are seeking a software that is  the right fit between cost, services 
and not an American company 
Discussion continued regarding communications and outreach, anniversary 
communications for Islands Trust Conservancy, and Islands Trust Conservancy 
Board members attending fall events such as the Galiano market with

Trustee Elliott provided an update on the following topics: 
• Executive Committee had a special meeting July 17, 2025 to approve an 
agenda for July 29, 2025 Trust Council special meeting for first reading of 
Policy Statement 
• the next stage after first reading is public engagement and referral to 
Indigenous Governing Bodies and referral agencies/organizations, 
including Islands Trust Conservancy Board 
• surveys, a webinar, and a virtual town hall-style session are being 
planned to invite the public to express their thoughts on the Policy 
Statement 
7.4.6 Financial Planning Committee Update (verbal) 
Trustee Yates advised that there is no new reporting as there has not been a 
recent Financial Planning Committee meeting. Director Frater indicated that a 
summary of pre-budget survey results will be included in the August Financial 
Planning Committee agenda. Chair Gauvreau indicated that she would share 
links with the ITC Board.  
7.4.7 Trust Council Update (verbal)

Chair Gauvreau reported that there is nothing new to report because there has 
not been a recent Governance Committee meeting.

Trustee Smith provided background on the 2025 World Conservation Congress. She noted that 
her attendance presents an opportunity to connect with leaders of forums at the Congress and 
present on behalf of Islands Trust Conservancy. Discussion included: 
• climate change management and carbon sequestration 
• leveraging climate change funding for protected areas management: there is more 
funding devoted to climate change than biodiversity 
• funders are present and it is a good opportunity to advertise Islands Trust Conservancy 
• Islands Trust Conservancy’s 35
th
 anniversary is a great story to tell there 
• parts of the proceedings will be livestreamed, but Trustee Smith’s forums will not
