[0:00:23] Voice 13: I'd like to start by acknowledging the land that we are all meeting on today as a traditional unceded territories of many Coast Salish nations.

[0:00:37] Voice 13: I started trying to move some things around on my screen. See my notes? Talk about that.

[0:00:42] Voice 13: For the past six years, the Penelakut and Galliano elders, in cooperation with the Galliano Conservancy and the Galliano Food Program,

[0:00:49] Voice 13: and many, many, many others have hosted a hands-on Feed the People workshop

[0:00:54] Voice 13: focused on deer processing in support of local food resilience.

[0:00:59] Voice 13: These workshops teach practical skills, how to skin, debone, grind,

[0:01:05] Voice 13: and preserve animals, while sharing knowledge about respectful relationships

[0:01:09] Voice 13: with the land and the animal and creating a space where people can connect

[0:01:14] Voice 13: with one another.

[0:01:15] Voice 13: other. Branching out from Galliano to the main island, a similar event is now planned. The Feed

[0:01:23] Voice 13: the People Deer Processing Workshop, led by Sartlip hunter Adam Sampson, will take place on

[0:01:28] Voice 13: February 8th on May 9th. This workshop is about caring for teachings that have been shared across

[0:01:35] Voice 13: generations, bringing families, elders, and community members together to practice harvesting

[0:01:42] Voice 13: food with respect and caring for one another and maintaining balance with the

[0:01:47] Voice 13: land. The connection of Penelakut, Galliano and now Maine through this work, these

[0:01:56] Voice 13: gatherings can help restore relationships between people, between our

[0:02:00] Voice 13: islands and between the communities and the land. In a way feeding the people is

[0:02:06] Voice 13: is also about restoring balance.

[0:07:10] Voice 13: the meeting if I can get some support I think I could drop that letter and have

[0:07:14] Voice 13: it out this can't wait until another meeting so there's possibility it gets

[0:07:18] Voice 13: kicked to a WRM. Yeah, our next meeting is after the budget discussions at Trust Council.

[0:08:24] Voice 13: would you like to move through these requirements? These are these recommendations. Staff will put

[0:10:02] Voice 3: or not approval or recommendations on like sort of what is what is the scope of our um

[0:10:19] Voice 13: comment from Manager Turrell? What sort of lens should the ITC be looking at in its referral

[0:10:26] Voice 14: think the lens to consider when you're looking at these recommended changes or

[0:10:32] Voice 14: tweets to the policy statement is to limit your comments to the obligations and interests as the

[0:10:40] Voice 14: as an arm of the Islands Trust, as an agency, and in the act that would be acquiring land,

[0:10:47] Voice 14: managing land and disposing of land and properties. And properties does include

[0:10:51] Voice 14: monies if that's helpful. I don't think it is in this particular situation, but I think that's a

[0:10:56] Voice 14: good lens to sort of keep in mind when you're looking to make these recommendations. Happy

[0:11:30] Voice 13: Do we feel a good inclusion in response?

[0:11:43] Trustee Smith (probable): I'm just a bit confused about process.

[0:11:46] Trustee Smith (probable): We have recommendations A, B, and C.

[0:11:49] Trustee Smith (probable): And then further on, we have a list that says the following have not been addressed in the staff recommendations, which is generally the list that we started to discuss the other day.

[0:12:04] Trustee Smith (probable): So what I don't understand is this recommendation, A, B, and C, like if we approve this, but this is not, like I've already said, I have no problem with these statements, but this isn't enough from my viewpoint.

[0:12:25] Trustee Smith (probable): I don't understand if we just discuss these recommendations, then are we approving this?

[0:13:49] Voice 14: to you. And then also I just wanted to mention that you can approve A, B or C and C. You can amend A, B or C.

[0:15:02] Voice 13: only change is really the including critical habitat the last three words because the wording

[0:15:07] Voice 13: is the same in the trust policy statement or am i am i way off yeah 3.1 reads exactly as

[0:15:20] Voice 13: stated there except with the addition of the last three words including critical habitat

[0:15:26] Voice 13: at that which i think is an excellent addition apologies

[0:17:24] Trustee Smith (probable): I do see that. I just see that 2.3.3 is about collaborative governance. And this is about knowledge. And that is where I'm confused. Like, I think we're all on the same page on what needs to be done. But we're talking about relationships in 2.3.3, which is great.

[0:17:48] Trustee Smith (probable): yeah but in 2.3 point um the one we're talking about says science-based yeah this one you're

[0:17:56] Trustee Smith (probable): talking about now yeah conservancy yeah yeah there's there's um the collaboration with the

[0:18:04] Trustee Smith (probable): islands trust conservancy i think should include not just science-based conservation planning but

[0:18:10] Trustee Smith (probable): indigenous conservation planning like we should be aware of that and that should be included

[0:18:16] Trustee Smith (probable): as a core principle in how we work.

[0:18:20] Trustee Smith (probable): And I just don't see that.

[0:18:22] Trustee Smith (probable): I see it there in terms of governance, which is great,

[0:18:24] Trustee Smith (probable): but I don't see it there in terms of knowledge.

[0:18:31] Trustee Smith (probable): I see science-based,

[0:18:33] Trustee Smith (probable): I'm a scientist, I love that,

[0:18:35] Trustee Smith (probable): but I know it's not just about that.

[0:18:37] Trustee Smith (probable): And so I don't know how to include it,

[0:18:39] Trustee Smith (probable): but I think we're missing it.

[0:18:56] Voice 7: And, you know, it is noted in the next section, but I think it would be, I think it has a lot of value and credence to include it in this piece when we're talking about science-based conservation.

[0:19:12] Voice 7: I think it has value and it supports the other sections of what we're trying to do in terms of, you know, co-governance or working with First Nations.

[0:19:24] Voice 7: I think, you know, there's the concept that's been used in Canada is like the two-eyed seeing approach, right?

[0:19:31] Voice 7: And I think if we were to include that here in this statement and just amend this to include the Indigenous knowledge-based conservation, I think would have great value and just reinforces more our kind of commitment and the path that we're walking with First Nations.

[0:19:50] Voice 7: So I just want to thank you, Trustee Smith, for identifying that, because I even when I was reading through it last night, I was kind of waiting for that to be mentioned.

[0:19:59] Voice 7: And I think you raised a really good point. So just thank you for raising that. Maybe we can just explore that more of how that fits in. But I just want to say thank you.

[0:20:09] Voice 13: Thank you. Thank you for that. It's my understanding that this is about the relationship between Trust Council and the Trust Conservancy in particular.

[0:20:18] Voice 13: particular um and then it goes on to other municipalities and other interagency coordination

[0:20:24] Voice 13: under cooperation principles so i know that it fits but i just worry that if we get reload up

[0:20:31] Voice 13: that line too much with maybe policies we don't actually have at the moment that we might might

[0:20:38] Voice 13: be miss make a misstep somehow with that although we all believe in what you're saying so it's a

[0:20:45] Voice 13: tricky it's a tricky one trustee georginson okay

[0:20:52] Voice 10: trustee momcom for speaking to it and what you're saying chair gavro because it's this is between

[0:21:00] Voice 10: like the ltc itc and municipalities and stuff i think from my perspective this is a step in the

[0:21:09] Voice 10: right direction of being inclusive of rights holders and their stewardship of land and spaces

[0:21:18] Voice 10: and these colonial structures have been in place for so long that have pushed out the Indigenous

[0:21:25] Voice 10: perspectives and stewardship of their lands and waters and I think this is a way that we can kind

[0:21:30] Voice 10: of start to incorporate that and bring a balance more forward.

[0:21:37] Voice 13: Interesting, so would that go into

[0:21:39] Voice 13: this provision or would it go into the preamble for the sections so it would read like two points

[0:21:45] Voice 13: three cooperation principles and adding something that would um underline or um point to the

[0:21:53] Voice 13: inclusion of rights holders would that be more appropriate do you think because i see that is

[0:21:59] Voice 13: missing from the section it does

[0:22:01] Voice 13: indigenous government bodies uh any more comments from

[0:22:05] Voice 13: the board on that trustee elliott thank you what do you think

[0:22:09] Voice 3: i would be cautious about adding a

[0:22:12] Voice 3: new section related to rights holders because we're directing trust council with how it would

[0:22:19] Voice 3: cooperate with other governing bodies i think we need to stay in our lane with how it undertakes

[0:22:26] Voice 3: cooperation with the conservancy um but i am hearing that including indigenous perspectives

[0:22:34] Voice 3: on land or could we say particular in the area of science-based or science-based and indigenous

[0:22:44] Voice 3: perspectives on conservation planning ecosystem mapping so we're folding in

[0:22:49] Voice 3: our work with conservation planning with the two lenses of science and knowledge and i would ask

[0:22:57] Voice 3: for staff to give us some advice before we just change this maybe um

[0:23:01] Voice 13: thank you uh manager trail um

[0:23:08] Voice 14: yes so uh i'm listening and and agreeing with what is being

[0:23:13] Voice 14: said here my concern i think is where it says be informed by um that our role would we would

[0:23:23] Voice 14: not be within our role possibly if we were informing on indigenous um based conservation

[0:23:30] Voice 14: conservation um so that's where i would just want to flag you know my concern there uh

[0:23:38] Voice 13: saying that um we would be instructing on policies that we don't have yet in place is

[0:23:48] Voice 14: policies yes and also um our role to inform uh on indigenous perspectives of conservation

[0:24:00] Voice 14: rights holders so just keeping that in mind thank

 Manager Tyrrell presented the Request for Decision. Discussion ensued: 
• Discussion and editing of response recommendations from staff; 
• Scope of the ITC Board’s area of interest to comment on, what lens 
to consider from; 
• Islands Trust Conservancy as an arm of the Islands Trust responsible 
for commenting in relations to its responsibilities for acquiring, 
managing and disposing of lands and properties, according to the 
Islands Trust Act and those items impacting the conservation of 
biodiversity; and 
• Acknowledging Trust Council and staff for all the work put into the 
draft Policy Statement. 
 
ITC-2026-011 
It was MOVED and SECONDED, 
That the Islands Trust Conservancy Board indicate to the Islands Trust Council that 
it recommends approval of Islands Trust Council Draft Bylaw 183, Islands Trust 
Policy Statement with the following recommendations to consider: 
 
1. That Part 1: Islands Trust Act (page 4) include the following paragraph: 
“The Islands Trust Conservancy was established by the British   Columbia 
provincial government in 1990 as a regional land trust and the conservation arm 
of the Islands Trust. The work of the Islands Trust Conservancy Board is guided 
by the Islands Trust Conservancy Five-year Plan, which is approved by the 
Minister of Municipal Housing and Affairs under Section 44 of the Islands Trust 
Act.” 
2. That section 2.3.1 - Cooperation Principles (page 10) be revised as suggested: 
“To collaborate closely with the Islands Trust Conservancy Board, and be 
informed by, local Indigenous knowledge, science-based conservation 
planning, ecosystem mapping, identification of core conservation areas, 
protected area networks, and protection of species and ecosystems at risk, 
including critical habitat.” 
3. That terms and phrases be clarified relating to the concepts of biology, ecology, 
climate change, habitat restoration, habitat fragmentation, environment and 
sustainable communities looking to definitions used in BC statutes and 
regulations as examples (e.g., Environmental Management Act, Water 
Sustainability Act, etc.):  these Acts include statutory definitions for 
environmental terms.

That the Islands Trust Conservancy Board indicate to the Islands Trust Council that 
it recommends approval of Islands Trust Council Draft Bylaw 183, Islands Trust 
Policy Statement with the following additional recommendations to consider: 
1. A new General Guiding Principle on climate change adaptation and mitigation 
should be added.

2. That wording in Goal 3 should include the health of natural ecosystems as a 
high priority.

4. That Directive Policy 3.4.1 Sustainable Development include consideration of 
the ecological integrity of each island and the ability of the natural ecosystems 
to support particular developments. 
5. Consider adding a new section, such as a commitment of Trust Council, which 
includes long-standing advocacy positions such as:  no fixed links between 
Vancouver Island and the islands in the Trust Area (i.e. a no bridge policy), the 
elimination of clear-cut logging of old growth forests, opposition to large vessel 
anchorages in the Salish Seas and stronger tools for the protection of 
biodiversity. 
6. That Advisory Policy 3.5.6 on Freshwater Use be made a Directive Policy. 
7. That Directive Policy 3.4.3 Impacts of Development be amended to read:  
Consider the impacts on ecosystem services provided by the natural 
environment, aesthetic, environmental, and social impacts of development.

Manager Tyrrell presented the Budget Review Request briefing from the 
Financial Planning Committee (FPC). Discussion ensued: 
• Discussion on staff-recommended cuts; 
• Concerns about delaying the proposed part-time permanent 
Indigenous Relations Advisor position just when Five-year Plan 
engagement is getting underway;  
• Implications of using the Property Management Fund to offset 
taxation; and  
• Any cut to the budget would have implications and will affect the 
Conservancy’s work.
