SUBJECT: Referral Response to Bylaw No. 183; Islands Trust Policy Statement 
 
RECOMMENDATION(S):  
1) That the Islands Trust Conservancy Board indicate to the Islands Trust Council that it 
recommends approval of Islands Trust Council Draft Bylaw 183, Islands Trust Policy 
Statement with the following recommendations to consider: 
a. That Part 1: Islands Trust Act (page 4) include the following paragraph:  
“The Islands Trust Conservancy was established by the British Columbia provincial 
government in 1990 as a regional land trust and the conservation arm of the Islands 
Trust. The work of the Islands Trust Conservancy Board is guided by the Islands 
Trust Conservancy Five-year Plan, which is approved by the Minister of Municipal 
Housing and Affairs under Section 44 of the Islands Trust Act.” 
b. That section 2.3.1 - Cooperation Principles (page 10) be revised as noted in blue 
text:  To collaborate closely with, and be informed by, the Islands Trust Conservancy 
Board, particularly in the areas of science-based conservation planning, ecosystem 
mapping, identification of core conservation areas and protected area networks, 
and protection of species and ecosystems at risk, including critical habitat. 
c. That terms and phrases be clarified relating to the concepts of biology, ecology, 
climate change, unique amenities and habitat restoration, looking to definitions 
used in BC statutes and regulations as examples (e.g., Environmental Management 
Act, Water Sustainability Act, etc.): these Acts include statutory definitions for 
environmental terms. 
 
 
1 PURPOSE:  
To assist the Islands Trust Conservancy Board in providing a response to Islands Trust ‘s 
referral request on the Islands Trust Policy Statement, Trust Council Draft Bylaw No. 183.  
 
2 BACKGROUND:  
Islands Trust Council is in Phase 4 of public/agency engagement on the draft Policy 
Statement and has referred proposed Bylaw No. 183 (cited as "Islands Trust Policy 
Statement Bylaw, 2025") to the Islands Trust Conservancy Board (the Board) with a request 
to provide comments no later than February 6, 2026
