November 06, 2025 Salt Spring Island Local Trust Committee Regular Meeting Highlights: 
 
The Salt Spring Island Local Trust Committee held a regular meeting on November 6, 2025, at 
Meaden Hall. Approximately 24 community members attended the meeting. It included public 
input, staff reports, development decisions, bylaw readings, and updates from elected officials. 
 
Town Hall: 
Community members raised concerns about a proposed telecommunication tower at 131 Knott 
Place, noting health and environmental risks, lack of engagement, and proximity to sensitive sites. 
Trustees acknowledged the concerns and emphasized the need for thorough consultation, 
including with First Nations in its consideration of a staff report regarding the proposal.  
 
Reports & Correspondence: 
 Trustee Patrick highlighted regional housing discussions and cross-border collaboration. 
 Chair Peterson reported on upcoming Policy Statement engagement, BC Ferries updates, 
and participation in coastal protection meetings. 
 Director Holman shared updates on housing initiatives, the Ganges Fire Hall transition, and 
the CRD’s provisional budget, including increased funding for transit. 
 Correspondence raising  concern  about groundwater supply  to  serve current housing 
proposals was received. 
 Staff  noted  upcoming Policy  Statement  engagement  events on  December  6  and  in 
January. 
 
Bylaw & development applications updates: 
 
 Bylaw No. 543 (rezoning for 210 & 220 Kanaka Rd) was read a third time and forwarded to 
the Executive Committee for approval. 
 Application  PLTT20240361  (131  Knott  Place) a  proposal  for  a  cell  tower was  discussed; 
staff were directed to inform the applicant of First Nations consultation requirements. 
 Rezoning application PLRZ20250001 (120 Mansell Rd) was deferred to December. 
 
Salt Spring Island Local Trust Committee considered the following  
 
Local Trust Committee Projects:  
o On the recommendation of the OCP-LUB project consultants, LTC requested a 
supplemental engagement period to better reflect diverse community voices. Trustees 
endorsed the revised engagement plan and approved a request for an additional $40,000 
allocation to next year’s  budget and an increase to this year’s allocation to facilitate 
reconsideration of Phase 1 engagement. 
  
The next Regular Salt Spring LTC Meeting will take place at 9:30 a.m. on December 11, 2025 at 
the Meaden Hall, 120 Blain Road, Salt Spring Island.
