This redlined version incorporates proposed revisions from the following Committee
of the Whole meetings: September 5, October 3, November 6, December 12, 2024,
and January 8, February 6 and February 21, 2025, as well as Trust Programs
Committee (TPC) meetings of April 2 and April 16, 2025. At its April 2 and 16 meetings,
TPC requested staff to return with additional information across several topic areas.
While TPC awaits this information from staff, including a request for additional policy
information about implementation planning, it may wish to pick up its review of the
document at the Glossary of Terms on page 20 of the draft Policy Statement.

Dear Members of the Trust Programs Committee 
 
Friends of the Gulf Islands Society wishes to provide input regarding the Draft Trust Policy Statement 
sections numbered 3.5.1 through 3.5.5.  The paramount importance of water supplies for the islands 
demands that it be given strong protection.   
 
Recommendation #1:  Sections. 3.5.1 through 3.5.5 should all be Directives, not merely advisory.  
Explanation:  Assuring sufficient supplies of water for the islands may be considered the most important 
single resource necessary for the islands to have healthy communities, healthy economies and healthy 
natural ecosystems. It is the resource that is most stressed by over-development and therefore should 
have the strongest protection possible. . 
 
Below are Sections 3.5.1, 3.5.2 and 3.5.5 with recommended amendments to the current draft indicated 
in red.  An explanation follows each item. 
  
Recommendation #2: 3.5.1 should be amended as indicated below.
