Salt Spring Island Local Trust Committee Oct 01, 2024 Special Meeting Highlights: 
 
The Electronic Meeting had 2 members of the public in attendance. 
 
Items addressed during the meeting included the following topics: 
 Official Community Plan – Land Use Bylaw Project Update - the project logo and brand identity were endorsed. 
 Official Community Plan – Land Use Bylaw Project Major Project Business Case -Revised the Terms of Reference 
were discussed and endorsed 
 Salt Spring Island Freshwater Project Business Case - Both business cases approved for budget review. 
 Covenant Release Request – 134 Drake Road, SSI – LTC denied release of covenant EJ118028.  
 
October 10, 2024 Salt Spring Island Local Trust Committee Regular Meeting Highlights: 
 
Regular  Meetings include a Town  Hall  session. There  were  four members  of  the  public  in  attendance. A member  from 
the  Positively  Forward  group  raised  concerns  about  the  timing  and  accessibility  of  upcoming  community  engagement 
meetings  for  the  OCP/LUB  update  project,  citing  potential  weather  issues  and  holiday  distractions. The  member also 
noted inadequacies in the notification process for the Complete Communities meetings. 
 
- Penelakut  Chief  Pam  Jack  advocated  for  collaboration  between  the  Penelakut  Nation  and  Salt  Spring  Island 
community while acknowledging the significance of honoring ancestral land rights. She emphasized the need for 
constructive dialogue and partnerships to ensure the Penelakut people thrive within their territory. 
- The applicant for PLDVP20240082 reported issues with the application process and requested a deferral, while 
RPM Hutton  clarified  that  a  formal  motion  would  be  needed  to  pause  the  application  until  the  scheduled 
meeting next year.  
- CRD  Rural  Housing  Program - Justine  Starke  presented  the  CRD  Rural  Housing  Program's  goals  to  develop 
affordable housing solutions tailored to rural contexts, emphasizing the importance of collaboration and support 
from the LTC for proposals like increasing cottage floor areas and enhancing housing agreements.  
- Trustee Patrick  highlighted key actions from Trust  Council, including a request for a review  of the Islands Trust 
mandate and improvements in inter-agency collaboration for watershed protection and building regulations.
