REPORT SUMMARY
The purpose of this report is to provide the Salt Spring Island Local Trust Committee (SS LTC) with an update on
the OCP-LUB Update Project and to seek endorsement for the project’s logo and brand identity, as well as the
revised Terms of Reference (ToR) incorporating First Nations Engagement Consultant feedback and alignment
with the consultant’s scope of services. Further, the proposed Terms of Reference has been brought into further
alignment with the project consultant’s scope of services, incorporating consistent phasing and LTC
recommendations on a final close out report on potential LTC next steps.
BACKGROUND
The SS LTC initiated the OCP-LUB Update Project to modernize the Official Community Plan and Land Use Bylaw,
ensuring these documents effectively guide future development on the island.
At the June 6, 2024 meeting, the SS LTC passed a resolution (SS-2024-060) directing staff to seek feedback from
Sue Hallet on the Official Community Plan–Land Use Bylaw Update Project Terms of Reference. The purpose of
this review was to ensure the project’s approach aligns with the LTC’s goals, particularly in relation to engagement
with First Nations and ensuring that the LTC can commit to an approach within the allowance of the current office
resources.
