1. CALL TO ORDER 
Chair Luckham called the meeting to order at 10:03 a.m. noting that September 30
th
 is the 
National Day for Truth and Reconciliation. 
2. APPROVAL OF AGENDA 
2.1 Introduction of New Items 
For consideration to add the following correspondence at: 
10.3 2024-09-20 R. Wright - Trust Council Quarterly Meeting Sept.25-26 URGENT 
2.2 Approval of Agenda 
By general consent the agenda was approved, as amended. 
3. RISE AND REPORT DECISIONS FROM PREVIOUSLY CLOSED MEETING 
Chair Luckham reported from the Executive Committee September 11 in-camera meeting that 
Executive Committee adopted the July 24 in-camera meeting minutes and advanced the 
September 26 Trust Council closed meeting agenda.

4. ADOPTION OF MINUTES 
The September 11 regular meeting minutes will be on the October 9 meeting agenda for 
adoption.  
5. FOLLOW UP ACTION LIST AND UPDATES 
5.1 Follow Up Action List/Director/CAO Updates 
The Follow-up Action List, as presented, was received for information. 
5.2 Local Trust Committee Chair Updates 
Doug White III, former Snuneymuxw Chief, and Special Counsel to the Premier on 
Indigenous Reconciliation is speaking on Gabriola Island Thursday, September 26.  
Trustees were emailed on September 22 with event details inviting those interested to 
extend their stay following council’s meeting adjournment. A video recording of the 
event will be made available. See resolution EC-2024-120. 
Salt Spring Island Local Trust Committee is working to collaborate across jurisdictions to 
address water allotments for housing priorities. 
Hornby Island Local Trust Committee passed a standing resolution to defer bylaw 
enforcement on non-permitted siting of produce and farm stands. 
5.3 Islands Trust Conservancy Liaison Update
