Dear Peter Luckham: 
Thank you for your letter of March 25, 2024, regarding dock tenures in the Southern Gulf 
Islands. I am pleased to respond. 
The Ministry of Water, Land and Resource Stewardship (WLRS) is responsible for private 
moorage policy and authorizations, under the Land Act, and the shared stewardship of natural 
resources in partnership with First Nations.  I am pleased we have the support of Islands Trust 
in addressing cumulative impacts of private moorage in the Southern Gulf Islands.  
As you know, the Province is working closely with Quw’utsun Nation on these efforts. We 
are similarly committed to engaging with all other impacted First Nations, the public, 
stakeholders, and local governments. We fully recognize success is contingent upon 
meaningful engagement of these groups, in a transparent and inclusive process.  
I understand our Land Act Authorizations team have previously met regularly with Islands 
Trust Directors and Managers, to discuss private moorage applications and policy approaches. 
We are committed to resuming these discussions of the strategic work ahead. 
The WLRS Land Use Planning and Cumulative Effects Division, who are leading the 
strategic work, with input from our Authorizations team and the Ministry of Indigenous 
Relations and Reconciliation, will reach out to your staff in this regard. I trust this opportunity 
to foster mutual understanding of our respective organizations’ broad goals and objectives 
related to marine stewardship. Additionally, British Columbia will communicate our process 
and timeline, as well as begin establishing a mutually agreeable approach to collaboration. 
WLRS has also met with Rob Botterell to understand the concerns and interests of his 
network, “Dock Tenure Collaborative Partnership and Reconciliation Table”, and to discuss 
an approach for their ongoing engagement.
