Members Present: Timothy Peterson, Chair 
 Ben Mabberley, Local Trustee 
 Lisa Gauvreau, Local Trustee 
  
Staff Present: Kim Stockdill, Island Planner 
 Warren Dingman, Bylaw Compliance and Enforcement Manager, by Zoom 
 Carly Bilney, Recorder 
  
Others Present: Ken Thomas, Penelakut Tribe Council Member 
  
 Approximately fifteen (15) members of the public were present. 
 
1. CALL TO ORDER 
Chair Peterson called the meeting to order at 1:00 p.m. He acknowledged that the meeting was 
held on the territory of the Coast Salish First Nations. 
2. APPROVAL OF AGENDA 
By general consent, the agenda was approved as presented. 
 
3. TRUSTEE REPORT 
Trustee Gauvreau made the following comments in her report: 
 Recent workshops led by the Indigenous Perspectives Society focused on building 
relationships and what was learned will be shared on social media 
 Emergency preparedness is now more important than ever as British Columbia 
experiences its worst forest fire season 
 It is time to double efforts to prepare for the next fire season 
 Trustee Gauvreau attended her first meeting with the Islands Trust Conservancy in July 
and Risa Smith was elected Chair 
 
Trustee Mabberley made the following comments in his report: 
 Trustee Mabberley spent the summer on the water and saw a good return of salmon 
this year

 A recent meeting of the Southern Gulf Islands Forum included discussion on removing 
bureaucracy related to building codes, considering alternate forms of housing, and 
topics related to the protection of waterways such as forming a First Nations-led Gulf 
Islands Port Authority 
 
4. CHAIR'S REPORT 
Chair Peterson made the following comments in his report:  
 At a recent meeting of the Trust Programs Committee, discussion included fresh water 
and wildfire preparedness and prevention as potential topics for the next Speakers 
Series; a call for potential topics has been put out to the public 
 Liveaboards have proliferated in Ganges where a local community group is seeking to 
make changes 
 The Executive Committee will soon meet to prepare for the Trust Council meeting 
scheduled for late September 
 The Governance Committee recently met and will bring recommendations to Trust 
Council regarding next steps in long-term strategic and financial corporate planning 
 
5. ELECTORAL AREA DIRECTOR'S REPORT – none 
6. TOWN HALL AND QUESTIONS 
Town hall was held and the following comments were made: 
 
 The Local Trust Committee (LTC) sought legal advice regarding a land donation to 
Penelakut Tribe that says the First Nation needs a
