1. CALL TO ORDER

for convenience only and are subject to change." 
Chair Patrick called the meeting to order at 9:30 am. She acknowledged that the meeting was 
being held in territory of the Coast Salish First Nations. 
Chair Patrick referred to the recent visit to Canada by the pope, when he apologized to 
indigenous people for atrocities committed by the Catholic Church, and urged people to take 
time to understand what residential schools were and what they did to the indigenous peoples. 
Chair Patrick introduced trustees and staff in attendance, and announced that the meeting was 
being conducted electronically, recorded, and live streamed.

By general consent the agenda was approved as presented.

4. REPORTS 
4.1 Trustee Reports 
Trustee Luckham presented the following report: 
 Acknowledged the thoughtful opening remarks by the Chair regarding this Coast 
Salish territory; 
 Reported on walks in memory of indigenous children held in Chemainus and across 
the country, the second annual walking event; 
 Participated in conversations with many over the summer months regarding 
housing, accessibility to affordable housing, ideas around creating tiny homes 
and/or accessory dwellings; there was also interest in Bed and Breakfasts, and 
short-term vacation rentals; 
 Expansion of the provincial speculation and vacancy tax to Ladysmith and other 
areas in the province. On Thetis, many of the (often long-time) owners whose

houses are vacant for part of the year do not consider themselves speculators; 
many summer residents have contributed significantly to the community; 
 Large number of mosquitoes present on Thetis this year; 
 Trust Policy Statement amendments were recommended for adoption to Trust 
Council; an amended draft Trust Policy Statement will come forward in the new 
term; 
 Attendance at meetings on South Pender and Salt Spring Islands where there were 
discussions about house sizing and setbacks, developments in Fulford Harbour area, 
farm worker housing, and accessory dwelling units. 
Trustee Fenton presented the following report: 
 Expressed gratitude to live and work in the traditional and unceded territory of the 
Lyackson and Penelakut; 
 Noted that an affirmation of the need for the “preserve and protect” mandate of 
Islands Trust was apparent in the observation of schoo
