1. CALL TO ORDER 
 
Chair Luckham called the meeting to order at 10:33 a.m.  He acknowledged that the meeting 
was being held on the traditional and treaty territory of the Coast Salish First Nations. 
 
2. APPROVAL OF AGENDA 
 
By general consent the agenda was approved as presented. 
 
3. TOWN HALL 
 
There were no members of the public in attendance. 
 
By general consent, Executive Committee Acting as a Local Trust Committee (Ballenas-
Winchelsea Islands) requested the standing agenda item 3. Town Hall be renamed to 3. Public 
Comments.

7.1 Projects List - Staff Report 
 
Executive Committee acting as a Local Trust Committee discussed the following: 
 Early engagement and relationship building with Snaw-naw-as (Nanoose) First 
Nation, the Mount Arrowsmith Biosphere Region and the Nanaimo Regional District, 
before a project or top priority begins, 
 Recommendations to the next local trust committee regarding projects and top 
priorities, 
 Project charter definition and scoping, 
 The table in Attachment 1 on page 12 of the agenda package. 
 
EX-2022-008 
It was Moved and Seconded, 
that Executive Committee Acting as a Local Trust Committee (Ballenas-Winchelsea 
Islands) amend Attachment 1 to add a first activity, “To conduct early engagement with 
First Nations and others to provide input to define the project” and change the title to 
“Possible OCP/LUB Review”.

EX-2022-009 
It was Moved and Seconded, 
that the Executive Committee acting as a Local Trust Committee (Ballenas-Winchelsea 
Islands) endorse the ‘Top Priorities List’ and ‘Projects List’ as presented on June 29, 
2022, as amended by EX-2022-008, for further consideration by the incoming Local Trust 
Committee.
