South Pender Island Local Trust Committee Regular Meeting Minutes July 9, 2021 ADOPTED 1 of 5 South Pender Island Local Trust Committee Minutes of Regular Meeting Date: Location: July 9, 2021 Electronic Meeting (Zoom Webinar) Members Present: Laura Patrick, Chair Steve Wright, Local Trustee Staff Present: Robert Kojima, Regional Planning Manager Kim Stockdill, Island Planner Maple Hung, Planning Team Assistant (Host) Sheree Rialp, Recorder Public: There were approximately three (3) attendees at the webinar. Regrets: Cameron Thorn, Local Trustee 1. CALL TO ORDER Chair Patrick called the meeting to order at 10:30 a.m. She acknowledged the honour of meeting in the traditional territory of the Coast Salish First Nations. She also stated the importance in considering the Final Report of the Truth and Reconciliation Commission (TRC) of Canada and its 94 Calls to Action in light of recent news of mass graves found in the Indian Residential School grounds, the trauma caused by these discoveries, and learning about the historical legacy of the residential school system. 2. RISE AND REPORT – In-Camera Meeting May 7, 2021 There was general consent that the Chair Rise and Report that Richard Friesen had been removed, by resolution, from the South Pender Island Advisory Planning Commission. 3. APPROVAL OF AGENDA By general consent, the agenda was approved as presented. 4. TRUSTEE REPORT Trustee Wright touched on the review of the Islands Trust Policy Statement (TPS) and future Community Information Meetings, possibly in coordination with the North Pender Island Trustees, to discuss the process and progress of the review. 5. CHAIR'S REPORT A D O P T E D South Pender Island Local Trust Committee Regular Meeting Minutes July 9, 2021 ADOPTED 2 of 5 Chair Patrick noted the Town Hall Meeting held on July 7 and the essential value of hearing from the Pender Island community, as well as several future opportunities on the local and federal level for residents to voice their opinions and contribute to the review. 6. TOWN HALL AND QUESTIONS Bruce McConchie voiced concern that not all trustees were present today. He commented on the discussion at the Trust Council meeting yesterday regarding consideration of the First Reading of the TPS, and the importance of not rushing to action on the agenda item. He also commented on the Staff Report concerning size and lot coverage, technical analysis, the consultation process, and the definition of “stairway”. Gordie Duncan expressed the need to clarify the Schedule B map on the South Pender website, as the new marine designation for docks appears to be missing. He also requested clarification on building and siting guidelines as a schedule to the Official Community Plan (OCP) and their enforceability.
