Minutes of a Special Meeting
Date: Tuesday, April 27, 2021 (3:00 p.m.)

1. CALL TO ORDER
At 3:09 p.m., Vice Chair Donna Spalding, called the meeting to order.
2. APPROVAL OF AGENDA
No additions to the agenda were requested.
3. ADOPTION OF MINUTES
There were no minutes to adopt.
4. BUSINESS ITEMS
4.1 Building Design and Siting Guidelines
The APC discussed how the guidelines might be implemented. For example, the LTC
might adopt them as guidelines or could consider the guidelines as an attachment to the
OCP.

The APC also discussed how some of the wording in the guidelines might be open to
interpretation.
The APC discussed the need for broader public input.
4.2 Rights of Nature (document by Trustee Wright)

The APC discussed the above 2 items in conjunction with item 4.1 above.

It was Moved and Seconded
that the South Pender Island APC recommends to the South Pender LTC that
Trustees do not proceed with any changes to the current Land Use Bylaw or the
OCP until COVID-19 travel restrictions restricting travel to and from the Gulf
Islands are lifted and restrictions on public gatherings for the purpose of
attending such meetings are restored.

The APC further raised the following points:
That there is a growing disconnect between full time and part time residents;
That the OCP should respect the rural nature of the community as South Pender
Island is now;
That many property owners and residents did not know about the APC meeting;
There is a newsletter that was emailed out to those people who had asked to be
kept informed of items of interest and posted on the South Pender Community
Link website, which is not affiliated with the LTC nor with the APC;
That there was not much notice of the APC meeting;
The time of day and weekday chosen for the meeting were awkward for non-
residents and people who have jobs to attend;
