Public: There were approximately (13) members of the public.  
 
1. CALL TO ORDER 
Chair Patrick called the meeting to order at 9:00 a.m.  She acknowledged that the meeting was 
being held in traditional territory of the Coast Salish First Nations. 
2. APPROVAL OF AGENDA 
By general consensus, the agenda was approved as presented.  
3. TRUSTEE REPORT 
Trustee McConchie provided an overview of his recent working, including:  
 Southern Resident Killer whale working group meeting and overview of Transport 
Canada and what they are doing to make it better; and  
 MAP is working to create a bike route between Magic Lake and the school.  
Trustee Morrison provided an overview of her recent working, including:  
 Climate Action course on Pender Island; 
 Trust Programs Committee has been continuing their work and all meeting notes are 
available online; and  
 Trust Council is upcoming and she will encourage work on moving Directive Policies 
from Trust Council into action in the communities.

4. CHAIR'S REPORT 
Chair Patrick reported that Trust Council will be held March 10-12, 2020. She noted that the 
agenda will be made public and provided an overview of the modes available for public 
participation. 
5. TOWN HALL AND QUESTIONS 
Joyce Theire, a member of the Pender Island Recycling Society, spoke regarding the definitions 
in proposed bylaws 214 and 215 of full-service waste transfer and requested that the definition 
in 215 be used in the NP-TUP-2019.7 (Burdett). She noted that the Society does not have any 
position on the Waste Transfer Temporary Use Permit.  
Michael Sketch addressed the matter of Agricultural Land Commission (ALC) and the Agricultural 
Land Reserve (ALR) application for inclusion and exclusion (NP-ALR-2019.1) by the Burdetts. He 
provided an overview of the property, its application history, and the role of the ALC.  
Niki Roberts provided an overview of the recycling society’s operations.  
Amanda Griesbach requested further information about the Southern Resident Killer Whale 
Working Group and whether Transport Canada is partnering with other agencies.  
Amanda Griesbach also addressed application NP-TUP-2018.5 (Grimmer) and expressed support 
for the property owner’s efforts to address concerns.  
Peter Taylor addressed the applications on the Burdett property (4606 Razor Point Road – NP-
ALR-2019.1). He provided an overview of the proper
