Saturna Island Local Trust Committee Regular Meeting Minutes July 18, 2019 ADOPTED Page 1 of 8 Saturna Island Local Trust Committee Minutes of Regular Meeting Date: Location: July 18, 2019 Saturna Recreation and Cultural Centre 104 Harris Road, Saturna Island, BC Members Present: Laura Patrick, Chair Paul Brent, Local Trustee Lee Middleton, Local Trustee Staff Present: Gary Richardson, Island Planner Warren Dingman, Bylaw Enforcement Officer (BEO) Ruth Daber, Recorder Public: There were approximately (25) members of the public present. 1. CALL TO ORDER Chair Patrick called the meeting to order at 1:02 p.m. She acknowledged that the meeting was being held in traditional territory of the Coast Salish First Nations. She introduced herself, staff and the Local Trustees and explained the opportunities for the public to speak. 2. APPROVAL OF AGENDA The following additions to the agenda were presented for consideration: Under New Business: 15.6 Consultation Strategy for Islands Trust Policy Review By general consent the agenda was adopted as amended. 3. TRUSTEE REPORT The Trustees indicated that they preferred to speak at the end of the Local Trust Committee (LTC) business meeting. 4. CHAIR'S REPORT None 5. TOWN HALL AND QUESTIONS Chair Patrick invited public comments and questions. A A D D O O P P T T E E D D Saturna Island Local Trust Committee Regular Meeting Minutes July 18, 2019 ADOPTED Page 2 of 8 The following issues were brought up by the public: Concern about the watershed (i.e logging) and ways to preserve it; Processes of Islands Trust to publicise the Public Hearing; Mapping of proposal regarding the Money Lake watershed; First Nations relationship building progress regarding a 60-page report by Fiona MacRaild; Hope for relationship building progress with new Tsawout Chief; IR7 replanting plans and logging debris issues in winter and fire hazard in dry season; and Contact information to ask permission to enter Reserve Land. 6. COMMUNITY INFORMATION MEETING 6.1 Saturna Island Local Trust Committee Bylaw No. 127 Planner Richardson gave background information on proposed Bylaw 127: There was discussion on issues arising with previous non-enforcement guidelines which put a shared water supply at risk. Chair Patrick invited questions from the public. The following points were made during discussion: Use the word “should” rather than “shall” in the guidelines as it’s not descriptive enough; Lack of stating “subject to approval”; The chosen wording for guidelines allow flexibility considering unique cases; Under previous policy only if advertised enforcement was possible; Concerns about private wells and water issues; Awareness of ground water limitations; Clarification of higher water usage of visitors compared with residents; Uncertain water quantity availability; Water issues should not be complaint driven;
