Others Present: There were approximately thirteen (13) members of the public and one 
(1) member of the media in attendance 
 
1. CALL TO ORDER 
“Please note, the order of agenda items may be modified during the meeting. Times are provided 
for convenience only and are subject to change.” 
Chair Busheikin called the meeting to order at 10:43 am.  She acknowledged that the meeting 
was being held in territory of the Coast Salish First Nations, welcomed the public and introduced 
Trustees, Staff and Recorder. 
2. APPROVAL OF AGENDA 
The following additions to the agenda were presented for consideration: 
 Updated 10.2 Applications Report dated August 16, 2018. 
By general consent the agenda was approved as amended. 
3. MINUTES 
3.1 Local Trust Committee Minutes dated July 12, 2018 – for Adoption 
By general consent the Local Trust Committee meeting minutes of July 12, 2018 were 
adopted. 
3.2 Local Trust Committee Special Meeting Minutes dated July 12, 2018 - for Adoption 
By general consent the Local Trust Committee Special meeting minutes of July 12, 2018 
were adopted. 
3.3 Section 26 Resolutions-Without-Meeting Report - None 
3.4 Advisory Planning Commission Minutes - None

4. TOWN HALL AND QUESTIONS 
Members of the public made the following comments: 
 Regarding the Mudge Island Lot Coverage Review Project – Staff Report and Draft Bylaw 
Nos. 301 Official Community Plan (OCP) and 302 Land Use Bylaw (LUB); 
o Asked for clarification regarding bylaw changes to the OCP and LUB; Staff noted that the 
OCP would allow for the increase in lot coverage and the LUB would contain specifics for 
lot coverage and implementation; 
 Recommended Trustees reject Draft Bylaw No. 301 OCP, approve Draft Bylaw No. 302 LUB 
and referring Draft Bylaw No. 302 LUB to the Advisory Planning Commission (APC) was 
unnecessary; and 
 Opposed conditions found on Page 12 of the Staff report, under Alternatives, regarding 
indoor meeting facilities. 
 The Mudge Island OCP does not mention 10% lot coverage and therefore there is no need to 
make amendments to the OCP.
