SUBJECT: Trustee Participation in CRD Service Delivery Forum
RECOMMENDATION: That the Trust Programs Committee support the attendance of Trustee(s) XX
at Capital Regional District’s Forum on Service Delivery on August 13, 2018 in Sidney, BC.
CHIEF ADMINISTRATIVE OFFICER (ACTING) COMMENTS: Trust Programs Committee’s working group on
service integration may benefit from participating trustees’ reporting out about the presentations and
conversations at the forum at the August 20, 2018 meeting.
1 PURPOSE: To consider trustee attendance at the Capital Regional District’s Forum on Service
Delivery on August 13, 2018 in Sidney, BC.
2 BACKGROUND: On July 8, 2018, the Islands Trust received an invitation (attached) to a Capital
Regional District forum on service delivery on August 13, 2018 in Sidney, BC sent by Brian
Crumblehulme in his capacity of Commissioner for the Capital Regional District’s Southern Gulf
Islands Community Economic Sustainability Commission. The forum is expected to be held from
9:30 a.m. to about 2:30 p.m. at the Mary Winspear Centre. To date, the organizers have arranged
presentations by the following:
Gabriola Village Vision
Salt Spring Island Alliance
Salt Spring Island Positively Forward
Southern Gulf Islands Community Economic Sustainability Commission re inter Island and
intra Island transport (buses & water taxis)
Southern Gulf Islands Community Economic Sustainability Commission re business plan for
service delivery
General Manager of Services, Capital Regional District
Manager for Housing and Programs,Capital Regional District
General Manager Roads for Vancouver Island and the Islands, Ministry of Transportation
and Infrastructure
At the time of writing, responses have not yet been received from six islands groups, four regional
districts and the Vancouver Island Health Authority.
The Islands Trust’s Chief Administrative Officer, Director of Trust Area Services and Director of
Local Planning Services plan to attend the forum. The Regional Planning Manager for the Southern
Team may attend in place of the Director
