1. CALL TO ORDER 
 
Chair Crumblehulme called the meeting to order at 9:30 a.m. He asked the committee Vice-Chair 
Heather O’Sullivan to chair the meeting for item 3.1. 
 
2. APPROVAL OF AGENDA 
 
2.1 Introduction of New Items 
  
By General Consent, the committee agreed to add Trust Programs Committee reporting to 
Trust Council regarding service integration to the agenda under New Business as item 4.1. 
 
2.2 Approval of Agenda 
 
By General Consent, the agenda was approved as amended.

3. BUSINESS 
 
3.1 CRD Southern Gulf Islands Community Economic Sustainability Commission's Forum on 
Service Delivery – August 13, 2018 
 
Trustee Crumblehulme advised that 35 people had confirmed participation but so far there was not 
much participation from northern islands. 
 
TPC-2018-017 
It was Moved and Seconded, 
That the Trust Programs Committee support the attendance of Trustees Heather O’Sullivan, Brian 
Crumblehulme, George Grams, Dan Rogers, Peter Luckham, Paul Brent, and Sue Ellen Fast at the 
Capital Regional District’s Forum on Service Delivery on August 13, 2018 in Sidney, BC.  
CARRIED 
 
4. NEW BUSINESS 
 
4.1. Trust Programs Committee reporting re service integration 
 
Discussion ensued about potential content of a Trust Programs Committee report about its 
service integration work. The committee discussed that it could be based on previous staff 
reports and include consideration of the possibility of refreshing protocols and Letters of 
Understanding and the Ministry of Transportation Infrastructure road standards 
agreement.

The Trust Programs Committee meeting was adjourned at 10:30 a.m.
