5.1.1 North Pender Island Local Trust Committee Bylaws No. 216 & 217 
 
Chair Grams recessed the Regular Meeting at 4:27 p.m. to hold the Public Hearing.   
He read a prepared statement outlining the content, purpose, and process of the 
Public Hearing.  
 
Planner Starke provided an overview of the statutory process for advertising the 
meeting.  She noted the responses received from the referrals.  
 
Sarah Steil read a statement regarding the density of North Pender Island and the 
limited water resources.  She noted that the carrying capacity will require monitoring, 
and questioned how this will be done.  She also questioned whether the project will 
increase affordable housing.  
 
Jack Ferguson spoke on behalf of the group that completed the initial affordable 
housing study.  He noted that the group is requesting that the LTC amend Bylaw 217 to 
include a provision on secondary suites in accessory buildings.  He further noted that 
water issues can be addressed through water conservation matters.  
 
Gene Deschenes spoke in support of the comments made by Jack Ferguson.  
 
Chair Grams made three calls for further oral or written submissions from the public.  
 
No further submissions were made.  
 
Chair Grams closed the public hearing at 4:41 p.m.
