Public Present: Approximately 26 members of the public present. 
 
5.1.2 North Pender Island Local Trust Committee Bylaw No. 213 
Chair Grams recessed the Regular Meeting at 10:56 a.m. to hold the Public 
Hearing.  He read a prepared statement outlining the content, purpose, and 
process of the Public Hearing.  
 
Planner Starke provided a summary of the Public Hearing notice and the agency 
referrals that were received. 
 
Chair Grams invited comments from the public. 
 
Ron Miller expressed concern with traffic volume, traffic compliance and illegal 
behaviour ongoing at the park. He noted that Thieves Bay is the docking location 
for the water ambulance. He also expressed concern that the site will then be 
sought as a campsite.  
 
Eleanor Heslop spoke against the application outlining several concerns with 
the negative impact the structure will have on the park and the neighbouring 
property owners. 
 
Kathy Heslop expressed concern with tax money being spent on this project, 
and outlined projects on which the funds could alternatively be spent. She also 
listed examples of potential issues the structure could create for residents and 
neighbours. 
 
Peter Ralph spoke against the application noting that the infrastructure of the 
park would not support the development.

Allen Waddel spoke against the application, noting that the park is currently 
used to its fullest by families and a covered structure would not enhance the use, 
but would attract illicit behaviour.  
 
Rick Mudie spoke against the size and location of the current application, but 
expressed support of small covers over one or two tables that would provide 
shelter from the sun or rain.  
 
Dale Henning spoke against the application, noting that people could bring their 
own portable shelters.  
 
Majorie Levien spoke against the application and asked whether the application 
is truly being sought to enhance whale watching. She also wondered if the road 
and breakwater are private roads and therefore not a legal access for anyone 
except those
