5.1.1 North Pender Island Local Trust Committee Bylaw No. 202 
 
Chair Grams recessed the Regular Meeting at 10:55 am to hold the Public 
Hearing.  He read a prepared statement outlining the content, purpose and 
process of the Public Hearing.  
 
Planner Starke provided a summary of the Public Hearing notice and the agency 
referrals that were received. 
 
Chair Grams invited comments from the public. 
 
Michael Sketch recommended an additional specific use be added to “allowance 
for temporary storage of temporary road works spoils”. He also recommended 
restricting the zoning to an average grade on the levelled portion plus two meters 
to ensure that it is limited to the flat portion.  
 
Maryke Groenveld recommended that the use for gravel crushing be removed 
from the bylaw.  
 
Dianne Cuthbert spoke against the Bylaw on the principal of not passing bylaws 
to accommodate historical uses that may not otherwise be permitted. She also 
spoke in support of the concerns expressed by the owners of the neighbouring 
Southridge Country Store. 
 
Dale Henning asked if Mainroad should add the use of roadwork spoils that it 
would be considered a toxic waste and if they would need to add additional 
required storage.

Planner Starke noted that the storage of road materials is captured in the 
language of the bylaw. 
 
Maryke Groenveld requested confirmation from the applicant that the bushes on 
the property line will remain untouched.    
 
Chair Grams made three calls for further oral or written submissions from the 
public.  
 
No further submissions were made.  
 
Chair Grams closed the public hearing at 11:09 a.m.
