Media and Others: 2 (two) members of the public were in attendance. 
 
1. CALL TO ORDER 
 
Chair Morrison called the meeting to order at 9:34 am. She acknowledged that the 
meeting was being held in traditional territory of the Coast Salish First Nations. She then 
introduced the staff and trustees and welcomed the public in attendance. 
 
2. APPROVAL OF AGENDA 
 
The following additions to the agenda were presented for consideration: 
 Add late item 9.2 – Follow-up on Union of British Columbia Municipalities 
 Add late item 12.10 – Trust Fund Board Report dated November 2015. 
 Change 13.5 to “Request to Financial Planning Committee to Continue to Create 
Allocated Financial Statements for Discussion”. 
 
By general consent the agenda was adopted as amended. 
 
3. TOWN HALL AND QUESTIONS  
 
Kathleen Johnnie, Lyackson First Nation Lands and Resource Coordinator introduced 
herself and stated that she was happy to be at the meeting and to help bring First 
Nations and Islands Trust together on planning issues, as well as other mutual interests. 
 
4. COMMUNITY INFORMATION MEETING – None

6. MINUTES 
 
6.1 Local Trust Committee Minutes Dated September 29, 2015 for adoption 
 
The following amendment to the minutes was presented for consideration: 
 Item 10.3, page 4, Resolution TH-2015-028, line 3, delete repeat of the 
word “in”. 
 
By general consent the minutes were adopted as amended. 
 
6.2 Section 26 Resolutions-without-meeting Report - None 
 
6.3 Advisory Planning Commission Minutes - None 
 
7. BUSINESS ARISING FROM MINUTES 
 
7.1 Follow-up Action List Dated November 13, 2015 
 
  Update by Acting Island Planner Eggen. 
   
Trustee Luckham spoke of attending a meeting with the Cowichan Valley 
Regional District. 
 
7.2 Advisory Planning Commission - Verbal Update 
   
Acting Island Planner Eggen reported that there are three applicants to date and 
that a minimum of five members are required. 
 
Discussion followed.

It was MOVED and SECONDED  
that the Thetis Island Local Trust Committee request staff to investigate options 
regarding a smaller number of members for the Advisory Planning Commission 
and bring a Resolution Without Meeting to the Thetis Island Local Trust 
Committee.
