Dear Louise and Sandy , 
 The members of the Parks and Recreation commission attended the North Island 
Jamboree on July 1, 2013.  We were soliciting opinions about what the Commission 
should do in the next five years – part of the process of producing a new Master Plan. 
 Because we were asking people for their opinions about a list of seven items, we, 
in addition, received a number of comments and suggestions about a number of items 
which are not part of our responsibility.  Of these, there were two that impact your role as 
trustees.  The first was a request for places to camp – in general are you in favour of some 
basic camping (not commercial campgrounds) being established provided  maintenance 
and appropriate sanitary arrangement etc. can be made?  The second was for bike trails.  
Interestingly enough, this was made by both potential users and by motorists who were 
concerned about the safety issues. 
 We realize that bike trails are not something you can fund, but we are aware of 
funds – #1.2 million – being granted to Saltspring for a trail that would be used by both 
pedestrians and bicycle riders.   I understand that the money came from the CRD who 
received it from the federal gasoline tax revenues. 
 After the comments we have received and from our own observations, large 
groups of cyclists travelling on  our narrow roads especially the portion of the Sturdies 
Bay Road from the wharf to the Corner Store are a danger to themselves and also to 
motor traffic attempting to pass or overtake them.   We note in passing that you have 
adopted transportation advocacy policies (Policy U of Transportation section 1.1)  that 
provide quite strong instruction in this respect.

of Transportation and Infrastructure should consider the creation of picycle paths within 
existing highway dedications.  As a priority, particular focus should be placed on the
