[0:27:03] Trustee Luckham: Anyway, very good. Okay, so I think we're all here. So let us begin. I just want to say good

[0:27:11] Trustee Luckham: day and greet our audience at home and around the globe. Welcome to the Salt Spring Island

[0:27:19] Trustee Luckham: Local Trust Committee of March the 23rd. My name is Peter Lockham. I'm elected on Thetis Island.

[0:27:26] Trustee Luckham: I'm the chair of Alms Trust Council and the chair of the Salt Spring Island Local Trust Committee.

[0:27:31] Trustee Luckham: I live in Liaxon and Penelakut territory, and it's a real honor and privilege for me to be able to live, wake up every day here in this amazing part of the world with such incredibly rich history and culture surrounding us.

[0:27:49] Trustee Luckham: Lots of opportunities for us to learn about what has happened in this place since the beginning of time.

[0:27:57] Trustee Luckham: time. I'm joined today by Salt Spring Island trustees Laura Patrick and Peter Grove. I'm

[0:28:06] Trustee Luckham: also joined here today with Regional Director Gary Holman. Thank you for joining us, Gary.

[0:28:14] Trustee Luckham: So we are grateful to be able to have these electronic meetings through emergency measures,

[0:28:21] Trustee Luckham: orders and the like. And we're certainly glad to think that as the vaccine is rolling out,

[0:28:27] Trustee Luckham: that uh we may be able to come back to the communities and hold meetings in person um it's

[0:28:34] Trustee Luckham: certainly been an interesting year since a year ago uh in march on salt spring island trust council

[0:28:40] Trustee Luckham: adjourned its quarterly council meeting at that time um to just to be to learn that a pandemic

[0:28:48] Trustee Luckham: had been announced and certainly the world has changed and uh and we will only know how much

[0:28:54] Trustee Luckham: it's changed as the as time uh continues on i'm certainly uh looking forward to being back in

[0:29:02] Trustee Luckham: community i want to recognize that our first nations community the first nations communities

[0:29:07] Trustee Luckham: uh up and down the island across the salish sea have been really seriously impacted a bit with

[0:29:12] Trustee Luckham: the pandemic and some lockdowns and which i understand couch and tribes perhaps has raised its

[0:29:18] Trustee Luckham: lockdown at the moment which would be a real celebration in that community

[0:29:23] Trustee Luckham: all of the family activities and interconnecting that is so fundamental to their fabric of life.

[0:29:31] Trustee Luckham: And our hearts and minds go out to them in the difficulties that they've had, as with all the

[0:29:38] Trustee Luckham: communities up and down British Columbia and Canada and the world for those that have lost

[0:29:44] Trustee Luckham: loved ones. Many of our staff are working at home and trustees are, of course, working at home. We

[0:29:52] Trustee Luckham: We do have technology challenges sometimes with disrupted video and audio.

[0:29:57] Trustee Luckham: And so please bear with us.

[0:30:00] Trustee Luckham: come into the town hall portion here. If you're having any difficulty with the technology,

[0:30:05] Trustee Luckham: I might turn to the next person that wishes to speak and come back to you

[0:30:11] Trustee Luckham: while we try to sort out those issues. This is a workplace for trustees and for staff

[0:30:18] Trustee Luckham: and a gathering place for neighbors and friends. And so I ask that you be respectful of

[0:30:26] Trustee Luckham: everybody in the use of your language and the like and that you speak to the issues and not

[0:30:33] Trustee Luckham: about individuals and so I appreciate you joining us today and I thank you very much so let's

[0:30:42] Trustee Luckham: we've had a good morning advancing some of the housing work and the

[0:30:50] Trustee Luckham: Ganges Village Plan work through those projects on our on our agenda and the public engagement

[0:30:57] Trustee Luckham: plans are advancing and so there'll be more information coming out to you in the community

[0:31:01] Trustee Luckham: about this important work. Certainly one of the conversations that we had this morning

[0:31:06] Trustee Luckham: was about collaboration and inviting community to become part of this. We need your input,

[0:31:13] Trustee Luckham: we need your help working together we will be stronger and the work that the outcome of that

[0:31:19] Trustee Luckham: work will be much more successful with your help and so on all of these issues Ganges Village

[0:31:26] Trustee Luckham: Planning, Housing, Coastal Douglas Fir, Water, all of these major pieces of work that we're

[0:31:33] Trustee Luckham: undertaking really look forward to you joining us in that collaboration writing participating

[0:31:39] Trustee Luckham: Participating in groups coming to town halls and letting us know what's going on. What's on your mind?

[0:31:46] Trustee Luckham: um, let's uh, uh begin or

[0:31:49] Trustee Luckham: Oh, no, let's begin first of all by reporting that we had an in-camera session

[0:31:54] Trustee Luckham: Um just prior to the break where we discussed appointments, uh regarding the ganges village plan task force

[0:32:03] Trustee Luckham: and i'm very, uh

[0:32:04] Trustee Luckham: Very impressed and very pleased by the number of applications that we had it was

[0:32:09] Trustee Luckham: difficult to determine how many members we would allocate today. There was identified as up to 11

[0:32:19] Trustee Luckham: people to sit on the task force. We chose to reserve two places on that list to facilitate

[0:32:28] Trustee Luckham: the opportunity for the task force once it gathers to determine where the strengths and weaknesses

[0:32:34] Trustee Luckham: might be and whether or not there was additional resources or individuals that they wanted on that

[0:32:40] Trustee Luckham: with particular skills. Certainly the skills that we were looking at across the entire spectrum from

[0:32:47] Trustee Luckham: First Nations to marine industry, some areas were stronger than others, but we wanted the

[0:32:53] Trustee Luckham: committee to determine where they might need some additional resources or help in that regard and

[0:33:00] Trustee Luckham: And they might choose to make a recommendation to us to do further solicitation for other

[0:33:05] Trustee Luckham: individuals.

[0:33:06] Trustee Luckham: So that said, I'm very pleased to announce that the people that have been appointed to

[0:33:11] Trustee Luckham: the Ganges Village Planning Task Force are Jenny McLean, Robin Jenkinson, John Gauld,

[0:33:20] Trustee Luckham: Eric Booth, Bob Mackey, Sebastian Moffitt, Chris Clambeck, Mike Best, and David Dunison.

[0:33:33] Trustee Luckham: And you will be notified by staff with an orientation package and asked to have your

[0:33:40] Trustee Luckham: inaugural meeting where you would elect a chair and all those sorts of things. So I want to thank

[0:33:45] Trustee Luckham: each and every one of you that has applied. And for those of you that haven't made this initial

[0:33:50] Trustee Luckham: realistic it may be that we will fill the additional places there with one or more of you

[0:33:58] Trustee Luckham: or others that may come to our awareness with respect to that so thank everybody there are no

[0:34:07] Trustee Luckham: winners and losers we're all winners because community is participating in this important

[0:34:11] Trustee Luckham: work with us and we're just so appreciative so that said we're going to go now to trustee

[0:34:19] Trustee Luckham: uh reports um and chair's report and the regional director and so who would like to begin today

[0:34:25] Trustee Luckham: go ahead laura

[0:34:26] Trustee Luckham: trustee i was

[0:34:30] Trustee Patrick: first last time peter yeah

[0:34:31] Trustee Grove: i'm happy i just uh i'm happy to

[0:34:34] Trustee Grove: kick off then um uh my report from the last time we met um as an ltc a month ago um we had a three

[0:34:43] Trustee Grove: day uh mega trust council session i say mega because um we had uh 12 hours of zoom one day

[0:34:52] Trustee Grove: um eight hours of zoom the next day and about seven if not eight the last day it was um we

[0:34:59] Trustee Grove: were kind of zoomed out i hope uh that won't be repeated in that same format but in any event

[0:35:07] Trustee Grove: it's remarkable how much business does get done um i have to say that there isn't much

[0:35:12] Trustee Grove: much joy to it when I'm sitting staring at a screen. And you missed an awful lot in terms

[0:35:19] Trustee Grove: of interaction in terms of getting a better feeling about what your fellow trustees actually

[0:35:24] Trustee Grove: think. And I miss that human interaction enormously. And quite frankly, I didn't think we can do

[0:35:30] Trustee Grove: as good a job on this dealing with the screen as we can in person. Anyway, that's the end

[0:35:36] Trustee Grove: of that it was very worthwhile. From my point of view as chair of the financial planning

[0:35:40] Trustee Grove: Committee, I was very pleased that we managed to pass our budget for the next year, and there was

[0:35:47] Trustee Grove: a great deal of debate and discussion, as you can imagine. We met with our CRD Director and BC

[0:35:58] Trustee Grove: Housing to talk about Drake Road and developments there, and that I will leave to our Regional

[0:36:07] Trustee Grove: director to talk about if he thinks the time is right. We also had a Zoom meeting with Adam Olson

[0:36:14] Trustee Grove: talking about housing and vacancy taxes and what we can do or what government can do to help ease

[0:36:22] Trustee Grove: the enormous demands on housing on our island and indeed in the whole region. This is

[0:36:29] Trustee Grove: is happening throughout the area for which he's responsible.

[0:36:34] Trustee Grove: So other than that, there's been some interesting public debate

[0:36:40] Trustee Grove: which started off at Trust Council relating

[0:36:45] Trustee Grove: to the policy statement, which has been a bit uncomfortable,

[0:36:48] Trustee Grove: quite frankly.

[0:36:49] Trustee Grove: But I think we will sort it out, discussion

[0:36:52] Trustee Grove: as to what the policy statement should contain

[0:36:55] Trustee Grove: or shouldn't contain.

[0:36:56] Trustee Grove: and it's certainly clear to me that we have there's a legislative requirement by the islands

[0:37:06] Trustee Grove: trust to protect the environment of our of our beautiful islands and also and also hand in hand

[0:37:14] Trustee Grove: with that although not spelled out but i've always understood it to be understood and part of what we

[0:37:21] Trustee Grove: do looking out for our communities and healthy communities in particular in terms of our

[0:37:27] Trustee Grove: responsibilities for land use planning and what that entails so it's not a cut and dry discussion

[0:37:34] Trustee Grove: it's a broad one and I think it's a healthy discussion to have anyway thank you very much

[0:37:41] Trustee Grove: that's all I have to report for now thank

[0:37:45] Trustee Luckham: you trustee grow trustee Patrick oh

[0:37:49] Trustee Patrick: I'll start where

[0:37:50] Trustee Patrick: you had left off there peter i know i wanted to uh talk there's been quite a bit of public uh

[0:37:56] Trustee Patrick: this discussion about the decisions made at trust council and also some of my quotes being taken

[0:38:02] Trustee Patrick: out of context and misrepresented throughout social media and um and for a person who has

[0:38:08] Trustee Patrick: spent my entire career as an environmental professional it's alarming to see things

[0:38:12] Trustee Patrick: that way in the march meeting the trust council affirmed its understanding that the mandate of

[0:38:18] Trustee Patrick: the trust contained in section three of the islands trust act includes the concept of the

[0:38:22] Trustee Patrick: protection of healthy and inclusive communities including but not limited to housing and

[0:38:26] Trustee Patrick: transportation this affirmation is not a shift in direction or a reordering of priorities it's a

[0:38:34] Trustee Patrick: statement of clarification i have always understood that the mandate of the trust is is to mean that

[0:38:41] Trustee Patrick: i have a responsibility to our constituency and the environment uh the islands trust has a

[0:38:50] Trustee Patrick: constituent that we are responsible for that no other local government does and that is the

[0:38:56] Trustee Patrick: environment so what this means is and what makes us as different is that uh you know we have a

[0:39:04] Trustee Patrick: statutory and legal obligation to the environment condition in addition to all of our other

[0:39:08] Trustee Patrick: their obligations for lots of there's been lots of meetings this past month in my chair role I've

[0:39:17] Trustee Patrick: been chairing I've chaired meetings on North Pender South Pender and Saterna North Pender

[0:39:20] Trustee Patrick: is continuing with its land use bylaw review and South Pender has given third readings to its

[0:39:26] Trustee Patrick: creating a temporary use permit system for short-term vacation rentals

[0:39:29] Trustee Patrick: I have participated in two ask salt spring Fridays and in my trust council executive

[0:39:38] Trustee Patrick: executive role. I participated in two executive committee meetings in preparation for the March

[0:39:43] Trustee Patrick: Trust Council meeting. And we also had a joint Bowen Island Municipality and Executive Committee

[0:39:49] Trustee Patrick: meeting. The Regional Planning Committee, which is the Trust Council Standing Committee,

[0:39:54] Trustee Patrick: did meet last week, and they're close to finalizing revisions to the Model P bylaws.

[0:39:59] Trustee Patrick: And we also had a good working session on providing staff guidance on the continued

[0:40:04] Trustee Patrick: rollout of the local planning services renewal project. I'm also on the roundtable for a trust

[0:40:12] Trustee Patrick: area-wide freshwater strategic planning exercise. It's a really fabulous roundtable that brings

[0:40:18] Trustee Patrick: together all forms of government and as well as developers to water purveyors. Gary is sitting on

[0:40:29] Trustee Patrick: the roundtable as well. And it's going to be a very interesting process and looking forward to

[0:40:34] Trustee Patrick: to that process, which is deeply related

[0:40:38] Trustee Patrick: to what we'll be doing with SWPA and the strategic planning.

[0:40:41] Trustee Patrick: I was very humbled to be able to have participated

[0:40:45] Trustee Patrick: in the community community meetings.

[0:40:46] Trustee Patrick: We had just last week with the First Nations

[0:40:49] Trustee Patrick: to discuss our Salt Spring long range planning activities.

[0:40:52] Trustee Patrick: And I look forward to more conversations to come.

[0:40:56] Trustee Patrick: And that's my report.

[0:41:00] Trustee Luckham: Very good, thank you, Trustee Patrick.

[0:41:02] Trustee Luckham: Patrick. So from my role, more broadly trust-wide than local work, although certainly there's lots

[0:41:12] Trustee Luckham: of local work as well, but just note that earlier or later in last month, we met. We have an annual

[0:41:22] Trustee Luckham: joint meeting with Bowen Island Municipality to talk about interests of common interests and

[0:41:29] Trustee Luckham: concerns and so that we met with Bowen Council and that was a good meeting. The winter

[0:41:38] Trustee Luckham: session of the Ocean Protection Plan conference was held also at the end of the month there

[0:41:47] Trustee Luckham: and to be honest, disappointing. I know many of you are concerned about a number of marine

[0:41:54] Trustee Luckham: marine issues that surround us the safe habitat of the orcas vessel shipping in general but more

[0:42:06] Trustee Luckham: specifically best anchorages of commercial freighters in our waters and in your bays

[0:42:12] Trustee Luckham: and that file continues to not the ocean the anchorages file continues to not make any

[0:42:20] Trustee Luckham: significant progress and from our perspective and our point of view and was not even on the ocean

[0:42:26] Trustee Luckham: protection plan conference until we asked for that be put onto the program and the reporting

[0:42:33] Trustee Luckham: out from that was didn't really tell us anything that we didn't already know and we're certainly

[0:42:39] Trustee Luckham: hopeful that that are raising our voices and council has chose to reprioritize anchorages on

[0:42:48] Trustee Luckham: on the executive committee program.

[0:42:50] Trustee Luckham: And so we'll be raising our voices there.

[0:42:53] Trustee Luckham: I just wanna take a moment here to acknowledge

[0:42:57] Trustee Luckham: the community, all the community groups up and down

[0:42:59] Trustee Luckham: the coast that support the Anchorage's work.

[0:43:04] Trustee Luckham: Long history in Plumper Sound with the South Pender

[0:43:07] Trustee Luckham: and North Pender being engaged in that.

[0:43:10] Trustee Luckham: And then as time has gone by,

[0:43:13] Trustee Luckham: it's spread throughout the trust area act,

[0:43:15] Trustee Luckham: a local group on fetus here.

[0:43:17] Trustee Luckham: but I want to specifically talk about the Gabriolans against Freighter Anchorages up on

[0:43:22] Trustee Luckham: Gabriola Island. A real tragedy happened last week. Chris Straw lost his life during a building

[0:43:33] Trustee Luckham: construction accident. He was the lead on the work for Gabriola against Freighter Anchorages,

[0:43:40] Trustee Luckham: was a strong, loud voice for us, and his voice will be missed.

[0:43:45] Trustee Luckham: And I just want to acknowledge him as a friend and colleague

[0:43:48] Trustee Luckham: that he's moved on and will be looking at that Anchorage

[0:43:53] Trustee Luckham: as far from afar.

[0:43:54] Trustee Luckham: And certainly think about his family, his wife and daughter

[0:43:59] Trustee Luckham: and grandchild left to fill that void in their lives

[0:44:05] Trustee Luckham: and the community too, strong community advocate.

[0:44:08] Trustee Luckham: could um and so just uh coastal douglas fir um uh was a a conversation that was had also a meeting

[0:44:17] Trustee Luckham: with the coastal douglas for alliance um um our own uh select committee on governance and management

[0:44:24] Trustee Luckham: that body has concluded the uh creation of an rfp for a third party consultant to come in

[0:44:33] Trustee Luckham: and look at our governance and management and how we might serve the

[0:44:38] Trustee Luckham: preserve and protect mandate better that was a decision of Council back in

[0:44:43] Trustee Luckham: December so that work is advancing we expect to see those proposals come back

[0:44:47] Trustee Luckham: by April and and then there'll be a selection process and that work will

[0:44:53] Trustee Luckham: begin to conclude in the following well later on in the year anyway I forget the

[0:45:03] Trustee Luckham: exact date. We have held a community discussion here with respect to the Salt Spring Island

[0:45:11] Trustee Luckham: Ganges Village panel and the housing work. We were very pleased to have three different nations

[0:45:16] Trustee Luckham: represented in that conversation. We came away feeling quite good about the conversation and

[0:45:24] Trustee Luckham: the engagement that we were having. We certainly have only broken the surface of that. I think of

[0:45:29] Trustee Luckham: it as a an ice-breaking event to get to know each other a little bit better and identify

[0:45:35] Trustee Luckham: that we need to do a lot more work together and so certainly the conversation earlier this morning

[0:45:41] Trustee Luckham: with respect to the Ganges Village panel on the housing is reflective of the commitment that

[0:45:46] Trustee Luckham: Salisbury Island is local trust committee is making but also the federation has made

[0:45:51] Trustee Luckham: to our work in reconciliation. A really bit of exciting news, last week we met

[0:46:00] Trustee Luckham: with Minister Josie Osborne, the Minister of Municipal Affairs, our minister we

[0:46:07] Trustee Luckham: like to think, and a very warm reception from Minister Osborne, past mayor of

[0:46:15] Trustee Luckham: Tofino. A lot of common interests with protection and preservation of the

[0:46:20] Trustee Luckham: the environment, working with First Nations. And we were able to raise the topic which Council has

[0:46:26] Trustee Luckham: demonstrated a necessity for us to return our minds to, which is tree cutting. And certainly

[0:46:33] Trustee Luckham: it's not obvious what the solutions there might be. And we have engaged with the Minister to

[0:46:38] Trustee Luckham: work with them collaboratively to look at some options, some tools in our toolbox that would

[0:46:45] Trustee Luckham: give us that ability to manage for protecting trees and forestry on the islands as well as

[0:46:52] Trustee Luckham: naturally wanting to protect that industry associated with it and then recognizing that

[0:46:57] Trustee Luckham: housing and human development impacts forestry as well how it is that we can in a climate change

[0:47:04] Trustee Luckham: environment and under our preservation mandate be engaged in the management of tree individual trees

[0:47:13] Trustee Luckham: forests and forestry clear-cutting on residential lots protection of farmland there's lots of

[0:47:21] Trustee Luckham: things associated with that topic but we've had that conversation well received and we look

[0:47:26] Trustee Luckham: forward to exploring more avenues of opportunity there and I want to thank everybody that's been

[0:47:32] Trustee Luckham: supportive there's been lots of letters about the tree cutting initiative and so that's not

[0:47:39] Trustee Luckham: necessarily well understood but certainly the sentiment and the idea of delivering on our

[0:47:48] Trustee Luckham: preserve and protect mandate more effectively is important and certainly as a similar topic

[0:47:54] Trustee Luckham: is how to align private managed forest lands with the preserve and protect mandate though

[0:48:01] Trustee Luckham: though that work is ongoing.

[0:48:03] Trustee Luckham: So sorry for the lengthy report,

[0:48:05] Trustee Luckham: but these are very busy times,

[0:48:07] Trustee Luckham: to a substantial way through our term.

[0:48:13] Trustee Luckham: Much of the work within council is maturing

[0:48:15] Trustee Luckham: and the LTC is maturing.

[0:48:18] Trustee Luckham: And so we're certainly got our work cut out

[0:48:22] Trustee Luckham: for us over the next 18 months.

[0:48:24] Trustee Luckham: That's me, Capital Regional Director, Gary Holman.

[0:48:38] Voice 5: the town hall. Actually there I'll just mention a couple of things that the trustees had mentioned

[0:48:45] Voice 5: earlier. One is Drake Road and as Peter indicated we had a meeting with BC Housing

[0:48:54] Voice 5: and I've been saying this for far too long but basically we're waiting for BC Housing to make

[0:49:03] Voice 5: an announcement there. It will be coming. We've been now given a clear idea of the timeline there

[0:49:09] Voice 5: and so we'll look forward to that and you know it's going to be good news but that we have to

[0:49:22] Voice 5: as with any proponent, private or public sector, you know, you have to wait until the proponent

[0:49:27] Voice 5: is ready to make their announcement. And just with regard to the recent debate around trust

[0:49:35] Voice 5: policy, I haven't really weighed in on that, but I would like to say for the record that I'm

[0:49:41] Voice 5: happy with the outcome of the debate at Trust Council. I know it's been, you know,

[0:49:47] Voice 5: somewhat controversial but but i think trust council has come down uh the the right way on

[0:49:53] Voice 5: that that that there's a it it's a false dichotomy to suggest that affordable housing um it it has

[0:50:01] Voice 5: to be uh somehow contrary to the you know that that preserve and protect mandates so i'm i'm

[0:50:08] Voice 5: glad for that outcome uh there there there is some good news that uh just has arisen uh this

[0:50:16] Voice 5: morning on uh several fronts um uh the our community economic uh uh development commission

[0:50:25] Voice 5: although it wasn't this morning it was earlier but uh they have been advocating for years and

[0:50:30] Voice 5: have been enlisting the um the assistance of elizabeth may our mp and others uh uh advocating

[0:50:39] Voice 5: with community futures to be formally included in their service area that has now happened uh and so

[0:50:45] Voice 5: So Salt Spring and other Gulf Islands now are formally included in the Community Futures Service area.

[0:50:53] Voice 5: We're on the website and everything.

[0:50:55] Voice 5: So that's good news and something our Economic Development Commission has been working on for years.

[0:51:02] Voice 5: So congratulations and thanks to them.

[0:51:05] Voice 5: We just heard this morning that Minister Osborne, she has announced additional COVID relief funding for regional districts.

[0:51:17] Voice 5: So this is in addition to the funding that was announced earlier, there was quite a discrepancy between the funding provided to municipalities versus regional districts, i.e. electoral areas.

[0:51:29] Voice 5: And so there'll be a second tranche of funding coming down, allocated primarily on a per capita basis. We'll get into the numbers later, but that's good news. That will help us with services that have suffered revenue shortfalls or cost increases.

[0:51:49] Voice 5: increases. So we just found out about that this morning and more details to come.

[0:51:58] Voice 5: The Rob Grant just also informed me this morning that BC Housing now has

[0:52:07] Voice 5: committed, formally committed to 24-7 funding for the shelter at community services. A shelter

[0:52:17] Voice 5: actually, which is being upgraded, renovated. So again, that's something that Rob Grant and

[0:52:26] Voice 5: Community Services has been advocating for years. And it was, again, a kind of a team effort there

[0:52:34] Voice 5: with the community weighing in with BC Housing. And they finally agreed to provide 24-7 funding,

[0:52:41] Voice 5: which is going to be beneficial from a number of different perspectives that will give people

[0:53:08] Voice 5: in Centennial Park so we just found out about that this morning um and uh the it it it's in

[0:53:17] Voice 5: the Salt Spring Exchange but the um the Saturday the the markets will be um starting up again at

[0:53:24] Voice 5: Centennial and the uh the provincial uh and so we'll be operating under provincial health office

[0:53:32] Voice 5: its rules and it was just recently announced uh by the pho that both food and non-food items will

[0:53:40] Voice 5: be allowed in the market and um the the rules will be established by our our local parks and

[0:53:47] Voice 5: rec commission staff uh following pho uh guidelines so that i believe will be starting uh april 3rd

[0:53:56] Voice 5: uh in centennial park um and the uh the parks and rec commission have also now directed staff

[0:54:07] Voice 5: to develop a uh business case and partnership alternatives for the salt spring middle school

[0:54:16] Voice 5: at the invitation of the school district have they've invited the crd to um to examine the

[0:54:26] Voice 5: possibility of taking on a tenure at the middle school. This has been a bit of an ill-kept secret

[0:54:33] Voice 5: as many secrets are on Salt Spring for a while. Now this is all subject to the outcome of that

[0:54:41] Voice 5: business case work that will be overseen by Dan Ovington but also of course final negotiations

[0:54:49] Voice 5: and agreement between CRD and the school trustees.

[0:54:53] Voice 5: That facility, and there's actually two buildings involved,

[0:54:59] Voice 5: it's quite incredible the opportunities that may provide there

[0:55:03] Voice 5: for community groups, arts groups, but it won't be restricted to,

[0:55:08] Voice 5: just because the Recreation Commission is the organization on Salt Spring

[0:55:16] Voice 5: that has the capacity to deal with a facility like that,

[0:55:21] Voice 5: very large, many possible uses.

[0:55:25] Voice 5: We've got staff who already do that kind of work

[0:55:28] Voice 5: in terms of programming, scheduling.

[0:55:31] Voice 5: So it certainly makes sense for the CRD to hold a tenure,

[0:55:37] Voice 5: but the devil will be in those details as well.

[0:55:40] Voice 5: But I guess the good news is we've been invited

[0:55:43] Voice 5: by the school district to put together a proposal but the first step will be staff looking at the

[0:55:51] Voice 5: basically the costs and revenues that that could be associated with the facility and the costs are

[0:55:56] Voice 5: not insignificant even just to operate the facility never mind the lease revenue that the

[0:56:02] Voice 5: school might expect so those costs have to be met somehow so it's a very exciting but somewhat

[0:56:12] Voice 5: daunting possibility for for the middle school and and we're we're moving ahead

[0:56:21] Voice 5: looking at the at the options and the business case I wanted to get to I guess

[0:56:30] Voice 5: other things I wanted to mention one is probably the trustees are aware that

[0:56:38] Voice 5: that Rogers and Crest are proposing a tower

[0:56:43] Voice 5: in the Channel Ridge area.

[0:56:47] Voice 5: Sorry, my phone's going off.

[0:56:49] Voice 5: And it will be a Rogers Tower

[0:56:52] Voice 5: on which Crest would co-locate.

[0:56:56] Voice 5: And as you know, there's a public process required,

[0:57:00] Voice 5: public consultation required.

[0:57:02] Voice 5: Not sure if it necessarily comes back

[0:57:05] Voice 5: to the Local Trust Committee,

[0:57:06] Voice 5: But this is separate from the previous proposal, which was looking at trying to improve coverage for the Crest emergency communication system in the Ganges area.

[0:57:21] Voice 5: This is going to be dealing with the north and west side of the island.

[0:57:25] Voice 5: It's not as close to population centers and community facilities.

[0:57:31] Voice 5: So hopefully those concerns will be less significant.

[0:57:36] Voice 5: But I'm hoping the community will understand the importance of this facility.

[0:57:42] Voice 5: And we are actually paying a significant additional levy this year for Crest because we're part of a regional system that's being upgraded.

[0:57:55] Voice 5: And we're contributing as a partner in that to that regional system.

[0:58:00] Voice 5: And here's an opportunity to get some of those investments back to Salt Spring and to fill some of the coverage gaps that our emergency responders really need.

[0:58:11] Voice 5: So I hope the committee, I hope the local trust committee, if it comes to you, I hope the public will support this proposal.

[0:58:19] Voice 5: Excuse me.

[0:58:20] Voice 5: And just one last thing.

[0:58:22] Voice 5: I just wanted to mention the Ganges Hill repaving.

[0:58:28] Voice 5: So we've been going back and forth with MOT on this, our local Transportation Commission and staff.

[0:58:38] Voice 5: So long story short, MOT has committed to repaving Ganges Hill, not just to Bettis Road, but up to Cranberry, up to the Cranberry Junction, I think it's called.

[0:58:52] Voice 5: with one and a half meter shoulder lanes, and a half meter pack gravel lane on both sides.

[0:58:59] Voice 5: So they will be incurring all of the costs for doing that. They've got some initial design work

[0:59:06] Voice 5: done to a 50% level, the engineers referred to. And there's going to have to be more than two

[0:59:17] Voice 5: dozen bits of right of way that are going to have to be negotiated with private property owners to

[0:59:21] Voice 5: make that work but um if and when that uh repaving is done that in itself is going to make um both

[0:59:30] Voice 5: pedestrian and cycling um much safer on ganji's hill now the the issue of a separate pathway

[0:59:39] Voice 5: which the transportation commission uh it remains an objective that pathway still is a possibility

[0:59:47] Voice 5: But basically what we've decided to do is to let MOT proceed with the repaving.

[0:59:54] Voice 5: That will improve safety on the hill.

[0:59:56] Voice 5: They'll be taking that repaving much further than they had.

[1:00:00] Voice 5: said before we'll see how that looks on the ground uh and the the transportation commission

[1:00:07] Voice 5: would be responsible for any uh subsequent work on pathways probably would have to be

[1:00:13] Voice 5: uh would have to involve culverting ditches and putting the pathway over the ditch which

[1:00:19] Voice 5: me if that's more expensive and it also means maintenance issues and is the crd responsible

[1:00:25] Voice 5: responsible for maintaining those culverts or as MOT,

[1:00:32] Voice 5: we'll have to work that out.

[1:00:33] Voice 5: But basically we've decided let's let MOT get on

[1:00:36] Voice 5: with the repaving, which they hope to complete in 2022.

[1:00:40] Voice 5: So there's been a back and forth both at the staff

[1:00:46] Voice 5: and organization level, but also in the public debate.

[1:00:50] Voice 5: So I'm hoping to clarify kind of how we're moving ahead on that issue.

[1:09:15] Trustee Grove: i will add she is terrific they're going to

[1:10:39] Voice 7: So they asked that, he's kind of, I guess, asking the CRD versus ourselves to work with

[1:10:44] Voice 7: And so I've been working behind the scenes a lot with our team, trying to champion the

[1:10:48] Voice 7: cause on behalf of community services.

[1:10:49] Voice 7: They're willing to consider it.

[1:10:51] Voice 7: And so therefore, if the LDC is in support, it's felt that it's the executive committee's

[1:10:57] Voice 7: sort of authority to coordinate and implement this type of project using especially the resources

[1:11:04] Voice 7: that are required with the finance department and the grants management department and stuff

[1:11:10] Voice 7: like that so long story short if the LTC shows support and forwards it to the executive committee

[1:11:15] Voice 7: the executive committee may discuss it and and go forward with it the resolution here recommends

[1:17:07] Voice 1: that opening a number of years ago. So this is an

[1:17:11] Voice 1: update to that plan and this is what was

[1:17:16] Voice 1: established at that time. This is the site plan that was

[1:17:20] Voice 1: approved through the DP DVP 2017 so the applicant is seeking to amend primarily

[1:17:29] Voice 1: some of the landscaping that was permitted through that process and I

[1:17:35] Voice 1: just put this up here just to draw attention to the fact that the site plan

[1:17:39] Voice 1: has been altered from what was approved through the DVP primarily with respect

[1:17:46] Voice 1: to the entrance and exiting of vehicle traffic

[1:17:51] Voice 1: was approved for entrance on McPhillips

[1:17:55] Voice 1: and then exit off onto Lower Ganges.

[1:17:58] Voice 1: That's been eliminated.

[1:18:59] Voice 1: pointing out here that aspects of this have already been constructed as you can see in the

[1:19:05] Voice 1: report that the patio that would have been sort of approved through this permit is in fact already

[1:19:12] Voice 1: in place. The analysis of the DP guidelines obviously laid out in the staff report some of

[1:19:23] Voice 1: them are more minor aesthetic considerations and you know perhaps asking for a little bit

[1:19:29] Voice 1: more landscaping based on the guidelines and some use of signage and the light up signage

[1:19:37] Voice 1: some of those relatively minor considerations um but potentially a variance with those guidelines

[1:19:43] Voice 1: uh the applicant did want me to point out that i was mistaken in the lighting assessment and that

[1:19:49] Voice 1: they do conform to the lighting height as required by the previous DP. The main concern, I think,

[1:19:58] Voice 1: with the DP as proposed is really pedestrian connectivity. The pedestrian condition is sort

[1:20:09] Voice 1: of highlighted here, the fact that there's not really a great avenue for pedestrians to sort of

[1:20:16] Voice 1: navigate through the site uh you know likely has legacy of the fact that this was a at one time a

[1:20:22] Voice 1: gas station not designed really for pedestrian access but it does connect to um the sort of

[1:20:29] Voice 1: overall Ganges pedestrian network and there's a lack of really great connectivity there so that's

[1:20:36] Voice 1: why the main recommendation here is that um the applicant be requested to sort of reconsider ways

[1:20:43] Voice 1: ways that the guidelines might be met, particularly as it relates to pedestrian circulation, both

[1:20:54] Voice 1: around and through the property. I'm happy to take any questions that you might have.

[1:23:02] Voice 10: painted pedestrian walks around the edge of the property without any problem and access to the

[1:23:13] Voice 10: crosswalk and all that is unchanged okay thank you

[1:23:26] Trustee Luckham: it'd be great because there's a lot of noise in the background guessing you're at work in the

[1:23:41] Trustee Grove: thank you i have um a number of concerns

[1:23:44] Trustee Grove: My first concern really is that the applicant went ahead and did this work without discussing

[1:23:52] Trustee Grove: it with our staff or trustees for that matter, and I kind of wonder why we're doing what

[1:24:00] Trustee Grove: we're doing, if that's going to be ignored.

[1:24:02] Trustee Grove: But I see, and this is a question for staff, it looks to me that we're looking at only

[1:24:08] Trustee Grove: five parking stalls within the property, whereas we have seven.

[1:24:12] Trustee Grove: And the other serious loss is street parking. When this plan was originally put forward, I certainly made an issue about the fact that there was going to be seven parking lots on the street, which my argument was, although staff discounted it saying we can't count street parking, nevertheless, from the overall Ganges point of view,

[1:24:40] Trustee Grove: it provided seven spots which were not there when this was a gas station and I thought that was a

[1:24:46] Trustee Grove: you know pretty good plus those have gone so we've lost possibly eight parking slots

[1:24:54] Trustee Grove: through this exercise and I do think that's a concern and I am concerned about the pedestrian

[1:25:01] Trustee Grove: a pedestrian pathway. Somehow in terms of if this is going to be reorganized, we need a pathway which is much more clearly designated as a pathway and more protective of pedestrians. I don't know what that would look like, but it's a bit of a lost opportunity, I think. Thank you.

[1:26:35] Trustee Patrick: where we have a lot of people who aren't familiar with Salt Spring wandering through this spot

[1:26:39] Trustee Patrick: as well so it's a combination of cars and people that is very concerning so i was would like to

[1:26:48] Trustee Patrick: know from staff if we should if the transportation commission would be the right body to get some

[1:28:55] Trustee Luckham: its normal thing. I'll say I've enjoyed a number of when we were allowed to do non-essential

[1:29:03] Trustee Luckham: travel. And I was certainly attending LTC meetings, which I consider to be essential.

[1:29:09] Trustee Luckham: I've enjoyed lunches at the restaurant there. But what's interesting is, is that over time,

[1:29:15] Trustee Luckham: we've converted a very different site setting footprint that was once a gas station. And that

[1:29:25] Trustee Luckham: patterns of traffic and vehicular access is very, very different than being a central,

[1:29:31] Trustee Luckham: you know quite honestly a central sort of my observation central kind of a

[1:29:35] Trustee Luckham: restaurant on a busy corner in the middle of a mate of the village and in

[1:29:40] Trustee Luckham: Ganges and I am concerned about pedestrian access because it the nature

[1:29:46] Trustee Luckham: of it is as people are flowing through there enjoying downtown Ganges not

[1:29:51] Trustee Luckham: driving in and getting gas and driving out again and I think the pictures for

[1:29:56] Trustee Luckham: for me, which is why I appreciated the pictures, is...

[1:30:00] Trustee Luckham: what was pointed out somewhere in the report was simply some uh tire concrete stop tire stops to

[1:30:07] Trustee Luckham: stop vehicles from rolling into pedestrians and or into into uh patio and planters and the like

[1:30:16] Trustee Luckham: i think would delineate a walking space for people to walk freely without feeling like

[1:30:22] Trustee Luckham: they're negotiating between vehicles and walls um because i'm just having some bad memories

[1:30:30] Trustee Luckham: tragically accidents happen for no want of nothing else other than somebody somebody

[1:30:37] Trustee Luckham: accidentally putting their car in reverse or accidentally doing something else or the hand

[1:30:42] Trustee Luckham: brake coming off when kids are in their cars those sorts of things happen and so i am concerned about

[1:30:47] Trustee Luckham: the parking and i think trustee patrick mentioned the backing up of vehicles into that loading zone

[1:30:53] Trustee Luckham: own area um um it's a different flow and i i i'm in support of some reconsideration there

[1:31:01] Trustee Luckham: um in a in a different world there would be sidewalks there and there's no clear delineation

[1:31:07] Trustee Luckham: of sidewalks other than being painted on it but no curb to prevent any number of other things from

[1:31:13] Trustee Luckham: going on so i think i support trustee patrick's notion of sending it to the transportation

[1:31:18] Trustee Luckham: the Transportation Commission to think about this and either tell us that our concerns

[1:31:24] Trustee Luckham: are for not or support some proactive activity to prevent the risk of any kind of an accident.

[1:44:20] Voice 1: stipulating how the field is to be replaced.

[1:44:35] Voice 1: would be better protected through the replacement

[1:48:08] Voice 1: Spagnola Community Services sort of community kitchen, and they're seeking a temporary use

[1:48:13] Voice 1: permit for a period of three years. So, essentially staff feel that the application, or of the

[1:48:25] Voice 1: opinion that the application meets the majority of the temporary use permit guidelines. The

[1:48:30] Voice 1: only real concern is the riparian area on the property, quite substantial, obviously

[1:48:39] Voice 1: obviously sort of comes up right against the edge of the parking lot there.

[1:48:46] Voice 1: So staff are requesting that the applicant provide an effluent management plan,

[1:48:52] Voice 1: which is basically, I think, just going to say that they're going to collect all gray water in a tank

[1:48:59] Voice 1: to be pumped out as needed.

[1:49:02] Voice 1: And that's just to ensure the protection that there's no gray water discharged into the adjacent riparian area.

[1:49:11] Voice 1: So, yeah, so that's the recommendation that the LTC issue the temporary use permit for a period of three years, subject to this, the receipt of this plan, which correspondence from the applicant has indicated that they are more than happy to provide.

[2:01:09] Voice 7: made me feel like a bit of a curmudgeon. But the response was based on the policies that were

[2:01:17] Voice 7: attached to this report and going through the policies it became pretty clear that the applicant

[2:01:25] Voice 7: or the the request doesn't actually meet a lot of those policies and I've outlined that in

[2:01:31] Voice 7: my rationale and you know I'll read some of that it says that there's no urgent need to name the

[2:01:38] Voice 7: lake although the applicant says it's so there's there is in fact a long-standing local usage by

[2:01:45] Voice 7: by the public to use the name Rosemargie Lake.

[2:01:48] Voice 7: The proposed name is not associated

[2:01:50] Voice 7: with an historical event.

[2:01:51] Voice 7: Oh, I guess that's my opinion.

[2:01:54] Voice 7: It does not uniquely describe the natural feature,

[2:01:56] Voice 7: is not from a native language associated with the area,

[2:01:59] Voice 7: and is not a name of early residents

[2:04:03] Voice 7: is it opens up the conversation with First Nations if the First Nations support name change then

[2:04:08] Voice 7: perhaps it's uh it's you know worth pursuing and that is part of the policies and I did talk to

[2:04:13] Voice 7: to the senior intergovernmental policy advisor, Lisa Wilcox.

[2:04:17] Voice 7: And she said, yeah, we'd be happy to provide those contacts

[2:04:21] Voice 7: to various First Nations.

[2:04:22] Voice 7: Say if Mr. Clayton would like to follow that up,

[2:04:25] Voice 7: then she'd be happy to sort of support him in that way.

[2:04:30] Trustee Grove: Yeah.

[2:04:31] Trustee Grove: I think that's a very good idea.

[2:04:35] Trustee Luckham: So maybe I'll

[2:04:36] Trustee Luckham: just add, being an emergency services provider,

[2:04:42] Trustee Luckham: provider, we often have difficulty with fire comm, the emergency services dispatch, which would be

[2:04:52] Trustee Luckham: dispatching calls to your fire department and or to helicopter evacuation and the like. And the

[2:04:57] Trustee Luckham: locations of bodies are usually by some kind of a civic address. And if it's anything other than a

[2:05:03] Trustee Luckham: civic address, there's going to be confusion, you can be sure. And so I think that if you're going

[2:05:09] Trustee Luckham: to change the name of this under the guise that it needs to be more appropriately geographically

[2:05:15] Trustee Luckham: located other than a GPS position for a helicopter landing particularly, which might be the case in

[2:05:22] Trustee Luckham: a wilderness incident, that you should consult with the emergency services people on your island

[2:05:30] Trustee Luckham: self-confirm may have something to say because it may be that it's the lake at the end of

[2:05:35] Trustee Luckham: xyz road whatever it is i i don't know i don't have enough local knowledge to be able to speak

[2:05:41] Trustee Luckham: to that but certainly uh i would consider that i would be much more interested in a first nation's

[2:05:48] Trustee Luckham: name for that location and that may very well be a first nation's name the elders would have to be

[2:05:52] Trustee Luckham: consulted on that um but you would also want to coordinate that with local authorities and and

[2:05:59] Trustee Luckham: indeed even road signage and if there's a lake up there that's being accessed by the public

[2:06:03] Trustee Luckham: some signage would be helpful.

 Spoke to the Islands Trust Policy review and expressed support to preserve and protect the

Trustee Patrick presented the following report: 
 Attended Trust Council electronic meetings held March 9 to 11, 2021. Trust Council 
affirmed 
the Islands Trust mandate contained in section 3 of the Islands Trust Act that includes 
protection  of healthy  and  inclusive  communities  including 
housing  and  transportation. 
Trustee Patrick expressed support for Trustees responsibility towards the constituency and 
the environment.  
 Attended  North Pender, South Pender and Saturna Island Local Trust Committee meetings. 
 Attended two ASK Salt Spring events. 
 Attended a Regional Planning Committee regarding finalizing the Model Fees Bylaws and the 
continued roll out of the Local Planning Services renewal. 
 Trustee Patrick has been invited to participate in a round table informing the development of 
an Islands Trust Freshwater Strategy.  
 Attended a Community-to-Community meeting with First Nations to discuss Salt Spring Island 
and the LTC’s long range planning activities.  
 
10.  CHAIR'S REPORT  
 
Chair Luckham presented the following report: 
 Attended Trust Council electronic meetings held March 9 to 11, 2021. 
 Attended Transport Canada Oceans Protection Plan forum in February 2021 regarding marine 
issues  including  vessel  traffic  and  anchorages.  Trust  Council  has  reaffirmed advocacy 
regarding vessel anchorages as a priority.  
 Attended a meeting with the Coastal Douglas-fir Alliance. 
 Attended a Trust Council Governance and Management Review Select Committee meeting 
regarding  a  Request  for  Proposal  (RFP)  for  a  consultant  to  proceed  with  a  Islands  Trust 
Governance and Management Review. 
 Attended  a  Community-to-Community meeting  with  First  Nations  regarding  the  Ganges 
Village Area Plan project and the Housing Action project. 
 Met with the Honourable Josie Osborne Minister of Municipal Affairs and Housing regarding 
logging,  the  forestry  industry  and  associated  issues  including protection  of farmland, 
development of land for housing and Private Managed Forest Lands (PMFL). 
 
11.  CRD DIRECTOR'S REPORT  
 
 Director Holman presented the following report: 
 Attended a meeting with BC Housing regarding the Drake Road affordable housing project. 
 The Salt Spring Island Community Economic Development Commission has been advocating 
for Salt Spring Island to be included in the BC Community Futures Network and Salt Spring 
Island is now included in the BC Community Futures Network service area. 
 Honourable  Josie  Osborne  Minister  of  Municipal  Affairs  and  Housing has announced 
additional COVID relief funding for Regional Districts.

 BC Housing has committed to 24/7 funding for the “In From The Cold” Emergency Shelter at 
Salt Spring Community Services. 
 The Saturday Market in the Park will open on April 3, 2021 and will include food and non-food 
vendors following the Provincial Health Office guidelines. 
 The Salt  Spring  Island Parks  and  Recreation  Commission has  directed  staff  to develop  a 
business case and partnership alternatives for use of the Salt Spring Island Middle School 
buildings as a recreational facility.  
 Rogers Communications and CREST have proposed a communications tower in the Channel 
Ridge area to improve emergency communications coverage in the area. 
 The  Ministry  of  Transportation  and  Infrastructure (MOTI) has  committed  to  repaving  the 
Ganges Hill up to the Cranberry Road junction with a 1.5-meter paved shoulder lane and a 
0.5-meter packed gravel lane on both sides. MOTI will incur all costs associated with the 
repaving project. The Salt Spring Island Transportation Commission would be responsible for 
any subsequent pedestrian pathway development.
