[0:06:44] Voice 12: Southern Gulf Islands Forum, Jane Wolverton and Laura Parker, if we can move them over.

[0:07:08] Voice 12: ahead, Trustee Critchley.
[0:07:12] Trustee Critchley: Thank you. I have a preliminary matter, which I think is probably best to raise at this point.
[0:07:18] Trustee Critchley: And that was with regard to whether or not a trustee who is involved in one of these organizations should recuse themselves from voting in respect to this allocation of money.
[0:07:36] Trustee Critchley: And I had in mind the Torgrimson case, and I read it prior to contacting staff, to remind myself of what it said.
[0:07:46] Trustee Critchley: And it's a very complicated thing from my point of view here, because my connection is with the Bainsound Lambert Channel Ecosystem Forum.
[0:07:58] Trustee Critchley: The Torgrimson case was decided on the basis that the people with a conflict had a conflict because they were both trustees and also directors of an incorporated society.
[0:08:12] Trustee Critchley: Society. This organization that I'm speaking of, Bainsound Ecosystem Forum, is not
[0:08:18] Voice 6: incorporated.
[0:08:21] Trustee Critchley: I was a member of that from the beginning. And the strange thing about it is that it is a
[0:08:28] Trustee Critchley: creature of the Islands Trust, in a sense, that it
[0:08:33] Trustee Critchley: started by essentially a partnership with the
[0:08:38] Trustee Critchley: Trust and World Wildlife Fund. So since the last time we've dealt with these things, I've
[0:08:45] Trustee Critchley: become part of the steering committee, because the World Wildlife Fund is no longer able to
[0:08:54] Trustee Critchley: financially support it. And so they are not providing staff for us. So we're kind of trying
[0:09:01] Trustee Critchley: to get up and running by ourselves. Now, I think, in reading the Torgrimson case, generally,
[0:09:07] Trustee Critchley: generally, I think you could say that it doesn't apply in a sense. But what I found troubling was
[0:09:13] Trustee Critchley: this bit of language. It says, the object of the legislation is to prevent elected officials
[0:09:23] Trustee Critchley: from having divided loyalties and deciding how to spend the public's money. One's own financial
[0:09:29] Trustee Critchley: interest, sorry, financial advantage can be a powerful motive for putting the public interest
[0:09:33] Trustee Critchley: second. But the same could also be said for the advancement of the cause of the non-profit
[0:09:38] Trustee Critchley: entity, especially by committed believers in the cause, like the respondents, who as directors were
[0:09:45] Trustee Critchley: under legal obligation to put the entity first. So looking at that broad principle, I think it
[0:09:50] Trustee Critchley: could capture such as me, although I'm not a director. I think in spirit, it does create
[0:09:59] Trustee Critchley: a concern. And I think probably the better course is to err on the side of caution and to
[0:10:08] Trustee Critchley: to recuse. So that's what I propose to do. And I'm just, I think that I can properly
[0:10:18] Trustee Critchley: listen to other delegations and vote in respect of those, but, and staff has confirmed that
[0:10:28] Trustee Critchley: advice to me. But I think in regard to Bain Sound Lambert Channel Ecosystem Forum, I should,
[0:10:35] Trustee Critchley: I should not and so chair I can just at that point where where that delegation is presenting
[0:10:44] Trustee Critchley: perhaps I stop my video be muted and leave the room and then if staff can get back to me
[0:10:52] Trustee Critchley: by phone or text message or email then I will rejoin and then when the consideration comes up
[0:11:02] Trustee Critchley: for that particular matter, I again can remove myself from the meeting if that's acceptable.
[0:11:09] Voice 12: So thanks for bringing that up. I actually had it up on my screen to talk about and totally like
[0:11:13] Voice 12: missed naming that. So thanks for bringing that up, Trustee Critchley. A couple things I think
[0:11:18] Voice 12: that we need to just pause and think about related to that. So I agree that there are
[0:11:26] Voice 12: moments when we shouldn't be voting on an issue because we may have a vested interest in the issue
[0:11:31] Voice 12: It is, from my understanding of the information provided to us by Director Frieder around conflict of interest, it is each trustee's responsibility to decide about how they understand that.
[0:11:45] Voice 12: So thank you for flagging yours.
[0:11:47] Voice 12: If anyone else has an interest that they need to flag, that would be helpful.
[0:11:51] Voice 12: I do have a question for staff, however, about this.
[0:11:55] Voice 12: It doesn't seem to me that it's a problem to listen to the work as long as you're not voting on it or commenting on it.
[0:12:01] Voice 12: and so because this is a public meeting so if I can understand that a little better that would
[0:12:06] Voice 12: be helpful um
[0:12:09] Voice 10: I would say I don't have a great deal of experience in this area in my mind there's
[0:12:13] Voice 10: not a lot of risk in listening to the presentation it would simply be how you choose to vote but
[0:12:17] Voice 10: really it's up to each trustee to determine for themselves if you'd like me to I could reach out
[0:12:21] Voice 10: to Carmen by email to confirm that yeah but that would be my view that um it's the decision making
[0:12:26] Voice 10: that's the problem rather than listening to a presentation.
[0:12:28] Voice 12: Exactly, yeah. So I would suggest
[0:12:31] Voice 12: that when there is a conflict of interest, so trustee Curtley, when yours comes up,
[0:12:36] Voice 12: I would suggest turning off your camera so we're not influenced by your like waving of hands or
[0:12:41] Voice 12: you know whatever. So we ensure that you're not influencing decision making and turn off your
[0:12:47] Voice 12: mic and just like silence yourself for that part of the conversation. But I don't see that it's
[0:12:51] Voice 12: necessary for you to leave the room or to not listen to the conversation because this is a
[0:12:55] Voice 12: publicly um you're just part of the public at that point so that's fine um chair welcome
[0:13:03] Trustee Luckham: yeah uh good morning and thank you um this is a really interesting discussion and i i would just
[0:13:10] Trustee Luckham: like to take the moment to reflect on it's a trustee's choice um to decide whether or not
[0:13:15] Trustee Luckham: they have a conflict of interest or not um in my activities as chair i often attend as many things
[0:13:21] Trustee Luckham: as I possibly can, I attended the hearing for Grimson versus Schlenker. And at the outset of
[0:13:31] Trustee Luckham: the discussion between the legal counsel, it appeared that the Alms Trust had a very solid
[0:13:37] Trustee Luckham: case in defending the trustees. And then one of the three judges, in fact, because this was an
[0:13:45] Trustee Luckham: appeal three judges one of the judges asked the question of the trustees what if they were wrong
[0:13:52] Trustee Luckham: and in their decision to participate what if they were wrong and so I would just ask you to consider
[0:14:02] Trustee Luckham: that very carefully because that turned the case around you know we certainly both know that the
[0:14:09] Trustee Luckham: the trustees had no ill intent, but according to the law, there was some doubt. And so there we
[0:14:16] Trustee Luckham: have it. So just be careful. And I would agree with Trustee Critchley's proposition of how he
[0:14:22] Trustee Luckham: plans to behave.
[0:14:24] Voice 12: All right. I do also want to note that if it does become an issue where,
[0:14:30] Voice 12: like, I'm trying to think how many of the trustees on this board are in the Southern
[0:14:34] Voice 12: on gulf islands there's myself then for brent so we still would have quorum because there's a
[0:14:44] Voice 12: little bit of an issue of like can we even vote on it if we don't have quorum right at some point
[0:14:49] Voice 12: um so it can be a little bit problematic but i think we might still be okay on that one
[0:14:54] Voice 12: um all right uh trustee peterson yeah
[0:14:59] Voice 3: thank you so i i mean i've experienced recusing myself in
[0:15:02] Voice 3: in the past, my question that I'm not really clear on
[0:15:07] Voice 3: and maybe Claire can check in with Carmen on this
[0:15:12] Voice 3: was exactly about this quorum issue.
[0:15:15] Voice 3: So if one trustee simply doesn't vote
[0:15:20] Voice 3: but it's still considered part of the quorum
[0:15:22] Voice 3: then their vote is considered like,
[0:15:24] Voice 3: how do we remove them from the quorum?
[0:15:26] Voice 3: This is just a technical question.
[0:15:29] Voice 3: How we remove someone recusing themselves from the forum
[0:15:32] Voice 3: so the vote count reflects that properly and um and i think we should know that answer thank you
[0:15:38] Voice 12: yeah that's that's actually a really good point to see peterson because it does seem like instead
[0:15:43] Voice 12: of having 10 trustees there would be nine trustees then because they're recused as opposed to absent
[0:15:47] Voice 12: yeah you're a good point all right uh
[0:15:50] Trustee Luckham: trustee their departure from the meeting say it again
[0:15:56] Trustee Luckham: they would need to announce their departure from the meeting and the minutes would record that
[0:16:00] Voice 12: Okay, so that is why you leave then. I get it. Got it. Okay. And Dr. Frater, did you want to
[0:16:07] Voice 12: comment on that?
[0:16:09] Voice 10: I have already emailed Carmen the question, so we will all wait for that

[0:16:21] Voice 15: So I thought that part of the Islands Trust mandate allowed us or encouraged us to coordinate
[0:16:28] Voice 15: with other levels of government and from the southern gulf islands perspective that's exactly
[0:16:34] Voice 15: what that secretariat service is supposed to do yes um there will be a benefit to anyone
[0:16:45] Voice 15: perhaps in the region but i think we're we're uh being extreme here and so i'm going to feel free
[0:16:52] Voice 15: to vote and listen and do whatever else I want because I think I have a duty to fulfill the
[0:16:59] Voice 15: mandate. And I really don't think I'm going to get a heck of a lot of benefit and I'll take my
[0:17:04] Voice 15: chances in court. Thanks.

[0:17:32] Trustee Rogers: it however it's neither a decision-making body and i am one i'm not a director or in any way
[0:17:38] Trustee Rogers: i mean i assist occasionally when we host it uh i.e the local trust committee we help set up the
[0:17:45] Trustee Rogers: agenda but it because it's not a decision-making body it's simply a coordinating body i do not feel
[0:17:51] Trustee Rogers: myself uh in a conflict so i'm just saying that out loud and i hear chair luck i'm saying be
[0:17:57] Trustee Rogers: careful and uh and i i just don't see it uh myself personally so just putting that on the record

[0:18:07] Voice 12: i was thinking about this too thanks very much um trustee brent and trustee rogers for
[0:18:11] Voice 12: your comments because i've been thinking about this too in the context of the southern gulf
[0:18:14] Voice 12: Islands Forum and from my perspective it's part of the mandate of the trust what we're trying to do
[0:18:20] Voice 12: with the Southern Gulf Islands Forum and it's not a decision-making body and it's it's like I would
[0:18:25] Voice 12: vote for you know eelgrass mapping at trust council like it benefits me locally but it also
[0:18:31] Voice 12: is part of the trust mandate so I'm I'm not feeling a conflict on that if I was if it was
[0:18:35] Voice 12: more of a board and there was a directorship I would feel much more hesitant about voting on it
[0:18:41] Voice 12: but i'm not in that role i'm not feeling hesitant about that okay um anybody else
[0:18:48] Voice 12: oh trustee langrye yeah
[0:18:52] Voice 21: i guess it comes down to a question also is are you participating in that
[0:18:56] Voice 21: in that event as a trustee or as an individual with a vested
[0:19:01] Voice 21: interest in in that uh endeavor
[0:19:03] Voice 21: and to me if we're participating as a trustee i don't see there being a a conflict of interest
[0:19:10] Voice 21: and as Trustee Rogers said it's not a decision-making body it's just a coordination
[0:19:15] Voice 21: body and we have policy which says we support it if trustees are involved

[0:20:31] Voice 8: on March 30th, and it was, I think, very productive
[0:20:39] Voice 8: because we had a facilitator, and I think that is,
[0:20:44] Voice 8: will help us set the structure for the next year or so.
[0:20:49] Voice 8: And so we're here before you to see if we could
[0:20:56] Voice 8: have some more money just for this,
[0:20:58] Voice 8: in particular for this next year
[0:21:00] Voice 8: while we establish our terms of reference and and also membership and continue to reach out
[0:21:10] Voice 8: to the First Nations. I was really heartened we had one of the First Nations in attendance
[0:21:15] Voice 8: and I think having been in similar kinds of situations, I think of the food program on
[0:21:24] Voice 8: Galliano or work in Burnaby when there is a little bit of funding to provide some legs
[0:21:33] Voice 8: it actually makes a big difference in how the group comes together and what you can accomplish
[0:21:40] Voice 8: but I'll pass it to Laura too who has some comments okay

[0:21:45] Voice 9: can hear me okay? Okay um yes thank you very much uh for this opportunity to to present I appreciate
[0:21:54] Voice 9: uh working with with Jane as Trustee Wolverton Jane as well thank you and on behalf of Adam
[0:22:01] Voice 9: thank you very much as well um I know you all have the background of it I just want to reiterate
[0:22:07] Voice 9: about um the forum coming about from the meetings that Adam had regularly with officials in
[0:22:14] Voice 9: and Saanich North and the islands riding
[0:22:16] Voice 9: where everyone was very cooperative
[0:22:19] Voice 9: and keen to keep connected to work together
[0:22:22] Voice 9: on the numerous issues in the area.
[0:22:24] Voice 9: And they felt that working together
[0:22:27] Voice 9: and then coming as one voice to work on the issues
[0:22:32] Voice 9: would be a much stronger way to move things forward
[0:22:36] Voice 9: when we're in little silos and working so hard
[0:22:39] Voice 9: because we only have so many

[0:23:22] Voice 9: letter writing for everyone to sign again the one voice to go to the different ministries
[0:23:27] Voice 9: um and also this was uh jane and i were speaking yesterday it brings up the opportunity to connect
[0:23:33] Voice 9: the group to the San Juans as the issues go across borders as well and she very effectively
[0:23:43] Voice 9: commented how you know it's just the MLA going over to the to the San Juans or or the trustees
[0:23:52] Voice 9: it's much stronger when there's a whole united a group working together so I would really
[0:23:57] Voice 9: appreciate the support that we had for this first meeting of 2021. The funds allowed us to
[0:24:06] Voice 9: have that facilitator who really brought that structure to the meeting. And it made it very
[0:24:11] Voice 9: simple for everybody to just focus on the work on hand, as well as solidifying or continuing on
[0:24:20] Voice 9: in the building of relationships um and then the graphic artist that we had was amazing and
[0:24:29] Voice 9: so that so the money's put towards her was amazing because that can get shared broadly across the
[0:24:36] Voice 9: 20 members or so who who will be it so they can share it on websites and facebook and social
[0:24:43] Voice 9: media and every everything and it's just a wonderful depiction of a amazing group coming
[0:24:49] Voice 9: coming together. The note taker also, the funding for the note taker. So again, that even staff,
[0:24:57] Voice 9: we took notes too, because we're so used to it. But having a professional note taker, we could
[0:25:02] Voice 9: then focus on looking at everyone as a whole and their relationships and supporting our,
[0:25:10] Voice 9: me supporting Adam and other staff supporting other people. We could focus on our
[0:25:15] Voice 9: our bosses and the work that they were doing in the in the meeting so all together it was just
[0:25:22] Voice 9: just a wonderful wonderful supportive effort and we really appreciated
[0:25:31] Voice 9: appreciated it plus all the work that Jillian did with support was amazing so this additional
[0:25:39] Voice 9: funding will help ensure that we come up with a model going forward from others to work from
[0:25:46] Voice 9: particularly that you know someday adam's not going to be the mla and elizabeth's not going
[0:25:51] Voice 9: to be the mp and the trustees are going to change so this creates a real structure going forward

[0:26:39] Trustee McConchie: now um environmentally speaking at least my question is is uh why is the trust paying paying
[0:26:45] Trustee McConchie: for this position like why are we like basically that because what happened right as you probably
[0:26:50] Trustee McConchie: know is like the the trust used to be funded by the province and then that stopped under the
[0:26:55] Trustee McConchie: liberal government so now what's well they give us some money but it's not what it used to be
[0:27:00] Trustee McConchie: and so now um what's happening is we're asking basically asking property taxpayers to pay for
[0:27:06] Trustee McConchie: this organization to have a secretariat right so my question is is why doesn't the mla pay for it
[0:27:12] Trustee McConchie: Or why doesn't our MP pay for it?
[0:27:13] Trustee McConchie: Don't you guys have like way more coin than us?
[0:27:16] Trustee McConchie: Like, I'm not sure about like the justification of the reasoning why the trust has to pay

[0:27:32] Voice 8: But I also believe that this, we're looking at this next year as our sort of formative

[0:27:37] Voice 8: And then what I would envisage is after that, that the responsibilities would be divided among the three entities that trust the MLA's office and the MP's office in the sense of hosting, putting together the agendas and those kinds of things.
[0:27:56] Voice 8: but I'm not sure how sound. I know that we continue to support how sound with a small
[0:28:06] Voice 8: amount. And I think that that just provides some of the support for it to go to continue on.
[0:28:15] Voice 8: I mean, these are not large sums of money in the scheme of things.
[0:28:21] Voice 9: And yes, I don't believe there is any funding for such as this, but there was certainly
[0:28:26] Voice 9: certainly a large amount of support in kind from both the federal office and the provincial
[0:28:32] Voice 9: office. So the time that I spent on this was huge since January and also with Elizabeth
[0:28:42] Voice 9: May's office with Alexa and coordinating and certainly they have offered more support in
[0:28:50] Voice 9: in the future, uh, as well, as well as the first nations, um, and, um, yeah, in our,
[0:28:57] Voice 9: in our office going forward. So I'm still, uh, working on it, uh, daily. And, um, so that
[0:29:04] Voice 9: support is, is there, uh, continually, not just for the meetings. Yeah.
[0:29:09] Trustee McConchie: No, I agree. And I appreciate all the work that you're doing. I I'm just not, I'm still kind of
[0:29:13] Trustee McConchie: confused. So are you guys out of money? Like you've been working on it so far. So are you
[0:29:17] Trustee McConchie: running out of money and so now you need this amount of money to help continue the work because

[0:35:13] Voice 13: Area Director for Area A which includes Bainsound, Hornby and Denman Islands so it's a pleasure to
[0:35:21] Voice 13: join you today. I'm also going to present on the Bainsound Ecosystem Forum and our requests
[0:35:28] Voice 13: for continued support from the Islands Trust and in background I'm also the AVICC representative
[0:35:36] Voice 13: to DFO on the Shellfish Advisory Management Committee for the coast.
[0:35:43] Voice 13: So less of a familiarity, the Bains Island Ecosystem Forum is a bit of a baby of the
[0:35:49] Voice 13: Islands Trust and the World Wildlife Fund as well as contributing a lot.
[0:35:55] Voice 13: The regional district is, although I have participated in some of the forums, we've
[0:36:00] Voice 13: now in the last year, thanks to your support, created a little executive for our network.
[0:36:06] Voice 13: And that includes Dori Woodward, who's on the phone, and she's the president of the Association of Denman Island Marine Stewards,
[0:36:13] Voice 13: who are really reputed for their initiatives around trying to clean up around plastic issues and other environmental issues around Bainsound.
[0:36:24] Voice 13: We've really emerged and grown as a multi-stakeholder group.
[0:36:29] Voice 13: Our treasurer is Jim Russell. He's the executive director of the BC Shellfish Growers Association.
[0:36:34] Voice 13: On the executive, we also have Carl Burleworth, who's the executive director of the Deep Bay
[0:36:42] Voice 13: Marine Station, which is tied to Vancouver Island University.
[0:36:46] Voice 13: We also have a senior scientist from DFO on the executive, Chris Pierce, and he's very
[0:36:52] Voice 13: knowledgeable in connecting us with a lot of good science and always open to new initiatives
[0:36:59] Voice 13: for research.
[0:36:59] Voice 13: and the staff support over the past year has been fantastic that's jillian michael who you
[0:37:07] Voice 13: probably all know and she's been totally great in in helping us navigate and keep that
[0:37:14] Voice 13: secretarial function going so there's so there's a few achievements that i should start with
[0:37:21] Voice 13: because i think it's always good for you guys to understand the impact that your dollars
[0:37:25] Voice 13: have. And in the last year, we've developed kind of permanent terms of reference for the membership
[0:37:33] Voice 13: of the forum. I should mention, of course, we have Comox First Nation and Qualcomm First Nations
[0:37:39] Voice 13: that have attended the ecosystem forum. And while I'm actually named co-chair, because in the near
[0:37:44] Voice 13: future, we expect that we'll probably have a First Nation co-chair join us as well. But yeah,
[0:37:49] Voice 13: Yeah, we've defined the terms of reference and kind of long-term objectives of the network.
[0:37:55] Voice 13: And that was actually hard work through the pandemic.
[0:37:57] Voice 13: We met regularly and worked on those.
[0:38:00] Voice 13: It was very much a working group.
[0:38:01] Voice 13: At the same time, the WWF left us with a fantastic governance report around all the different agencies that have an impact and have decision-making authority around Bainstown.
[0:38:13] Voice 13: So we now have a bit of a mosaic and roadmap around all the different interests.
[0:38:18] Voice 13: And a big purpose of our group is how do we coordinate over time and build some strategies for coordination between all these different agencies in order to preserve the health of Bainsound and Lambert Channel, which is between Hornby and Denman.
[0:38:34] Voice 13: We also have an alternative practices group, and they're making amazing progress.
[0:38:40] Voice 13: They're looking at, so we have industry representative, environmental representatives, and they're looking at ways to move away from plastic use as well.
[0:38:51] Voice 13: There's actually a pilot project that's ongoing right now in the part of Bains Sound.
[0:38:57] Voice 13: So there's actually action on the ground other than the fantastic networking and exchange of ideas that's happening.
[0:39:03] Voice 13: so um so for the next year i think our request is for 2500 which will help us um with the
[0:39:09] Voice 13: facilitation for uh we're planning two forums in the fiscal year one uh will be online uh later in
[0:39:16] Voice 13: may and depending on what happens with covid we're hoping uh if you know if if we get into
[0:39:22] Voice 13: december january february it's it's it's like you guys right we don't really know but
[0:39:26] Voice 13: we have the thought it would be nice at some point to get people back in the same room because
[0:39:30] Voice 13: there's there's a lot of value in that but we'll see how how that one goes and of course we
[0:39:36] Voice 13: appreciate the continued support of of Jillian and and it's interesting for me today to see the
[0:39:42] Voice 13: other initiatives that are before you because I think they're quite similar to what we're doing
[0:39:46] Voice 13: there was a question from trustee McConchie I caught at the last delegation and around the
[0:39:51] Voice 13: funding so you know I'm also we're also approaching the regional district so that they can partner fund
[0:39:56] Voice 13: to support this and I'm hopeful that our committee is going to support it and in the larger picture
[0:40:02] Voice 13: I was also the the VICC rep on on the area-based management for marine issues that this was a DFO
[0:40:10] Voice 13: minister's initiative and we know DFO is looking at supporting initiative in the future around
[0:40:16] Voice 13: area-based management and I know the staff has pitched for funding I haven't heard yet if they
[0:40:23] Voice 13: They are successful for 2021, but there is a trend, I think, for supporting tables such as the ones that are before you today.
[0:40:31] Voice 13: So that's definitely something that's on my radar and our group's radar.
[0:40:36] Voice 13: So anyways, I'll leave it at that. I don't know if I'm getting close to 10 minutes, but I don't know if Dory can join us.

[0:41:50] Voice 1: And, you know, our purpose is closely aligned with what the Islands Trust's purpose is,

[0:43:42] Voice 26: I'd like to leave some time for questions. Last year when I spoke to you folks there was a lot
[0:43:46] Voice 26: of good questions and so I hope that happens again this morning. Maybe just start off with
[0:43:54] Voice 26: quick recap of what the partnership was up to this past year and then describe the uh you know
[0:44:00] Voice 26: in a nutshell our plans for the coming year and how this funding would help us deliver on those
[0:44:04] Voice 26: objectives um so this past year was was a really successful one for us um partly because we were
[0:44:11] Voice 26: able to get kelly on board as our partnership coordinator um the funding where the partnership
[0:44:17] Voice 26: received came from a variety of places including a small dollar amount from you folks which was
[0:44:22] Voice 26: was appreciated but the the federal government the provincial government uh and some of our
[0:44:27] Voice 26: other members like the nature conservancy of canada and the nature trust and then um a lot
[0:44:33] Voice 26: of in-kind support from our members as well so uh combined all those uh dollars allowed us to
[0:44:41] Voice 26: succeed on a number of fronts this this year was a big focus on supporting local governments
[0:44:47] Voice 26: across the partnership area we made a lot of progress and and as some of these projects
[0:44:54] Voice 26: proceeded through some you know advice from Kelly and some recommendations we we were able to
[0:45:02] Voice 26: find additional funds to really help more effective delivery and I'll talk about some
[0:45:08] Voice 26: of those examples. We spent a significant amount of dollars trying to support local governments on
[0:45:18] Voice 26: a number of fronts. We operated and hosted some webinars related to the establishment of regional
[0:45:24] Voice 26: and local conservation funds. Again, those efforts were supplemented from some additional funds and
[0:45:29] Voice 26: recommendations from Kelly along the way. That work is still ongoing. We're trying to, again,
[0:45:37] Voice 26: reach out to local governments and help facilitate the implementation of local
[0:45:43] Voice 26: government conservation planning tools. We are linked in strongly with the
[0:45:49] Voice 26: Provincial Species and Ecosystems at Risk local government working group
[0:45:52] Voice 26: which is you know jointly hosted by you know some of our webinars. We've had
[0:45:58] Voice 26: ongoing three pilots with some local governments Cowichan Valley Regional
[0:46:02] Voice 26: District, Municipality North Cowichan and City of Courtenay to support their
[0:46:06] Voice 26: ongoing official community plan reviews and support their work. Again, through some initial
[0:46:13] Voice 26: discussions with those local governments, we ended up finding some additional financial support to
[0:46:19] Voice 26: hire a GIS mapping specialist to meet some of their needs and help put together some products
[0:46:25] Voice 26: for them. We've been in discussions with the folks at the Ministry of Environment Climate Action
[0:46:32] Voice 26: Secretariat and are really interested in digging into the the current draft
[0:46:37] Voice 26: policy for forest carbon offsets that the province has just released and and
[0:46:42] Voice 26: hoping to you know we see some opportunity there in terms of you know
[0:46:47] Voice 26: using carbon for conservation and stewardship goals we through the
[0:46:52] Voice 26: partnership we provided some you know opportunities to access some of the
[0:46:57] Voice 26: short-term like COVID economic stimulus funding that came through and that got a
[0:47:01] Voice 26: couple projects going in your area including some wetland restoration work and some uh you know
[0:47:07] Voice 26: other gary oak ecosystem restoration work again the the network is is good for making uh opportunities
[0:47:14] Voice 26: known for example trying to steer some of the invasive species crews that the council's got
[0:47:19] Voice 26: going uh to get some work done um in the gulf islands as well um the partnership has an ongoing
[0:47:26] Voice 26: you know priority to continue to strengthen relationships with first nations where
[0:47:30] Voice 26: where we've met with a couple of First Nations directly,
[0:47:33] Voice 26: for example, Cowichan tribes to discuss opportunities
[0:47:36] Voice 26: for species at risk work.
[0:47:39] Voice 26: We're directly supporting and have some of our members
[0:47:43] Voice 26: who are working with Indigenous nations, for example,
[0:47:47] Voice 26: on the establishment of Indigenous protected areas.
[0:47:50] Voice 26: So that continues to be a focus for the partnership.
[0:47:53] Voice 26: And then the funding that we get for facilitation
[0:47:57] Voice 26: and the secretariat services really then allows us
[0:48:00] Voice 26: to spend more time on projects that are supporting our members. We're trying to continue to link in
[0:48:07] Voice 26: with some of the forest protection work that's going on on Salt Spring for example. So there's
[0:48:12] Voice 26: a lot happening. We've got some funding hopefully in the works coming again this coming fiscal
[0:48:19] Voice 26: from the federal government. We'll be requesting more dollars from our members. We'll plan to apply
[0:48:26] Voice 26: for additional grants from the Real Estate Foundation of BC and so we really need contributions
[0:48:33] Voice 26: both you know in-kind work as well as financial to for the partnership to succeed. So anyways I'll
[0:48:41] Voice 26: leave it at that. Kelly any thoughts on I mean your experience with the partnership this

[0:49:19] Voice 5: municipal natural asset evaluation and also ways of bringing in first nations management and values
[0:49:26] Voice 5: into mapping and basically integrating that

[0:51:24] Voice 26: grant, which we'd be applying for in May, doesn't have a dollar amount assigned because the project's
[0:51:32] Voice 26: not there. So we're probably, Kelly, any ideas or could you refine those numbers?

[0:54:51] Voice 14: more that these types of forums are supported and encouraged then they're definitely
[0:54:58] Voice 14: definitely supporting the Islands Trust mandate. I can speak for that. So I'm calling from
[0:55:06] Voice 14: Chichuaquilcum, unceded territory of the Squamish Nation here in Housound,
[0:55:11] Voice 14: Akatsum-Hausound. And I'm actually the lead of the Akatsum-Hausound Biosphere Region Initiative,
[0:55:18] Voice 14: and we're excited to be receiving news from Paris very soon about our UNESCO nomination
[0:55:26] Voice 14: and hopefully a successful designation of Akatsum-Hausound as Canada's 19th biosphere
[0:55:32] Voice 14: reserve that is uh the success of this initiative is based on the collection of work that
[0:55:44] Voice 14: organizations local governments have been doing in in this region for many many years the house
[0:55:51] Voice 14: sound community forum which was formed 20 years ago 21 years ago now has really been a base
[0:55:59] Voice 14: model for collaboration and connection in the sound that has really contributed towards
[0:56:06] Voice 14: the amazing environmental recovery and ongoing fragile recovery of this of the ecosystems here.
[0:56:15] Voice 14: The Howe Sound Community Forum itself I've been coordinating for I think going on eight years,
[0:56:23] Voice 14: nine years there's a complete history of the forums available now thanks to the funding help
[0:56:30] Voice 14: to support administrative costs of getting sort of the history archived all of the materials from
[0:56:40] Voice 14: the past years are now collated on and archived onto the website they're available for public
[0:56:49] Voice 14: access. And they're very helpful in being able to reference back to consensus that was built
[0:56:58] Voice 7: at the forums over time and seeing next six years. Ruth, you muted yourself by accident, I think.
[0:57:10] Voice 14: Sorry. The administrative, the funding really helped to contribute towards advancing sort of
[0:57:18] Voice 14: some of the administrative work. I think it's really in lieu of really needing and requiring
[0:57:26] Voice 14: any resources from Islands Trust staff. Certainly with the forums being virtual this year,
[0:57:34] Voice 14: they happen in the spring and the fall, that's helped to reduce a lot of the coordination costs
[0:57:42] Voice 14: that go into sourcing out venues and so on, so that we expect to be going back to in-person
[0:57:51] Voice 14: meetings at least once a year. I think everybody's finding that the participation over Zoom is
[0:57:57] Voice 14: very successful because of the reduction in travel. My report actually said we had 40 people.
[0:58:06] Voice 14: In fact, when I look back at the last forum in October, we had over 60 people attend,
[0:58:11] Voice 14: And our next one coming up, April 23rd, is very well subscribed as well.
[0:58:17] Voice 14: So I'm happy to answer questions, but I will refer you to the website where we have all the history and archived information about the forums there.
[0:58:31] Voice 14: So we appreciate ongoing support. This is really in part.
[0:58:37] Voice 14: it typically the forums are hosted by each of the participating members so local governments so they
[0:58:45] Voice 14: move around the sound and whistler uh resort municipality whistler as well as bowen island
[0:58:51] Voice 14: have committed to hosting the next two forums when we can get back in person so typically they budget
[0:58:57] Voice 14: up to three thousand dollars per forum and again that helps to recover costs for the actual event
[0:59:06] Voice 14: venue costs and catering costs the coordination and administration has been mostly in kind
[0:59:12] Voice 14: our organization is now um uh evolving and uh so we are dependent on various sources of funding
[0:59:23] Voice 14: to uh to help reimburse us thank
[0:59:29] Voice 12: you um questions from trustees i have a question since um i know
[0:59:39] Voice 12: that the Bain Sound and Howe Sound ones are some of the older, more established secretariats in
[0:59:45] Voice 12: the space. I have a question for the Howe Sound one, just in the context of what, like, do you
[0:59:54] Voice 12: think that the secretariat services model that you're working with right now in Howe Sound
[1:00:00] Voice 12: sound is it something that will need sort of a perpetual level of funding at this rate or is it
[1:00:06] Voice 12: something that will somehow be self-funding at some point and that's that's an honest question
[1:00:12] Voice 12: of just trying to understand um knowing that all governments have a stake in being able to
[1:00:19] Voice 12: communicate and coordinate um and yet like where does the fact it doesn't sit in any one government
[1:00:26] Voice 12: to do it all so like that that's an interesting thing for me you have named that you have many
[1:00:31] Voice 12: different groups supporting and contributing that's helpful but is that the model of
[1:00:37] Voice 12: sustainability is that all groups contribute a little bit to the pot kind of thing i don't know
[1:00:42] Voice 14: any non-profit organization that isn't dependent on on a variety of sources of funding and it's
[1:00:48] Voice 14: always evolving so i think you know it's just just what we have to do is to keep um looking at
[1:00:55] Voice 14: how do we keep generating this financial support from all these variety of sources i don't i don't
[1:01:03] Voice 14: believe it should be dependent on any one government or any one organization so i think
[1:01:09] Voice 14: the biggest expense and biggest risk but i don't i don't believe that it's going to be a problem
[1:01:14] Voice 14: going forward is succession you know funding is one thing but having um people uh with a passion
[1:01:22] Voice 14: and the commitment to um to sustain the work is uh is the bigger challenge um i think you know our
[1:01:32] Voice 14: the purpose of the house sound biosphere region initiative is really to help build in that
[1:01:38] Voice 14: succession as would some of the other organizations that you're working with um so we always we know
[1:01:47] Voice 14: there will be um other champions in the future stepping up we just uh these days you have to
[1:01:54] Voice 14: though there has to be funding to support, to help, as you know.

[1:02:27] Voice 14: was attending to chip in $20 cash which we would take at the door to help pay for catering costs
[1:02:35] Voice 14: and I do remember our MLA struggling to rationalize the need to have to pay so even $20
[1:02:44] Voice 14: cash so i but um i wouldn't even dream of asking for finance for uh financial support from their
[1:02:52] Voice 14: office i think that would be very successful yeah

[1:04:48] Voice 24: Islands Economic Partnership. Thank you for the opportunity to present our request for administrative
[1:04:54] Voice 24: support for the 2021 Rural Islands Economic Forum. It's scheduled for October 2021. We have
[1:05:02] Voice 24: the first forum which was launched on November 7th, 2019 on Pender Sayot Island and we were
[1:05:11] Voice 24: pleased to have over 135 people participating from across the islands and it was the first
[1:05:17] Voice 24: time an event was was held to address the economic challenges being faced by rural island communities
[1:05:25] Voice 24: especially in the face of climate change and now we're looking at the this in the context of
[1:05:32] Voice 24: pandemic recovery that forum was very successful representatives from the islands trust were there
[1:05:38] Voice 24: scott colburn ross hospice feller laura patrick lee middleton doug fenton participated in that forum
[1:05:47] Voice 24: And it brought together people from across the rural islands, government, local government, federal and regional, as well as stakeholders from every sector, the tourism management sector, the economic sector in terms of entrepreneurial systems development, the food and food producer sector.
[1:06:11] Voice 24: We had representatives from the indigenous communities, and I noted that in the letter that we sent to the Secretariat.
[1:06:19] Voice 24: So we're basically asking for consideration for some minimal administrative support to help us with the administration of the forum,
[1:06:32] Voice 24: to track and process forum registration, information,
[1:06:36] Voice 24: follow-up administration on forum presenters,
[1:06:38] Voice 24: liaising with forum committee members, et cetera.
[1:06:42] Voice 24: The forum is managed by
[1:06:46] Voice 24: the Rural Islands Economic Partnership.
[1:06:48] Voice 24: Its board is representative of islands across BC,
[1:06:51] Voice 24: rural islands across BC.
[1:06:53] Voice 24: And we're excited about the initiative.
[1:06:57] Voice 24: That is a key component of our work
[1:07:00] Voice 24: to highlight the economic challenges and also the resilience of the rural islands of BC.

[1:07:38] Trustee McConchie: but that's a side point. I'm just wondering, how does economic development fit within the
[1:07:45] Trustee McConchie: preserve and protect mandate of the Islands Trust, in your opinion?
[1:07:50] Voice 24: It's community economic
[1:07:51] Voice 24: development, Ben, and it has to do with succession, as a previous speaker talked about. They need to
[1:07:57] Voice 24: have people to live and work on these islands so that they continue to have a livelihood
[1:08:01] Voice 24: that enables them to sustain the unique rural cultures that we have here.
[1:08:07] Voice 24: And it's an economic capacity building, making sure we have year-round employment,
[1:08:12] Voice 24: year-round income for these small businesses and solo entrepreneurs that live and work here.
[1:08:16] Voice 24: Our islands are an economic and social asset, as you well know,
[1:08:22] Voice 24: and having a sense of sustainability around how we live and work together is critical.
[1:08:29] Voice 24: so it's not looking at bringing clearly a casino or Walmart to the islands it's about ensuring that
[1:08:37] Voice 24: the rural nature of our economies are sustained and that means everything from local artisans to
[1:08:43] Voice 24: food and beverage producers to health and wellness providers who live and work on these islands
[1:08:49] Voice 24: and to give them an opportunity to sustain the nature of these cultures and why we come to live
[1:08:55] Voice 24: up here yeah
[1:08:57] Trustee McConchie: so um can i just follow up yeah yeah and i you the group your works group uh your
[1:09:05] Trustee McConchie: your works group your group's work is is uh very valued and of course islanders and the survival
[1:09:11] Trustee McConchie: of the islanders during this very challenging time is critical to our community but i'm what
[1:09:17] Trustee McConchie: i'm wondering is mainly a jurisdictional issue it's nothing uh about the the desires of your
[1:09:23] Trustee McConchie: group it's mainly i'm curious to know why the crd why this wouldn't be more of a capital regional
[1:09:28] Trustee McConchie: district or regional district um uh ask like why would you not go to the the crd that seems to be
[1:09:35] Trustee McConchie: more logical government organization well
[1:09:37] Voice 24: we're going to a number of sources for support crd is
[1:09:41] Voice 24: one of them um the economic commissions from both the southern gulf islands from uh gabriola to um
[1:09:48] Voice 24: Salt Spring to Quadra, their economic development and chambers of commerce are contributing to the
[1:09:55] Voice 24: funding of the forum and have done so in the past. So, and the fact that island trustees
[1:10:01] Voice 24: participated, I know Doug and Laura and Lee and Russ and Scott were very impressed with the
[1:10:08] Voice 24: engagement of people across the forum. And so it is a collaborative initiative. We're going to
[1:10:14] Voice 24: government at the federal, regional, and local level. So I heard about this opportunity through
[1:10:21] Voice 24: the program committee, and I thought, well, it's an in-kind opportunity. We could always use
[1:10:24] Voice 24: some support. This is not something, at this point, our society is just a year old. It was formed out
[1:10:31] Voice 24: of the forum and our key initiatives, everything from Island Comeback, which I'm sure you're aware
[1:10:38] Voice 24: of, and also we're launching a shared business services initiatives called Rising Tide. This
[1:10:43] Voice 24: which is offering cost-effective recovery services
[1:10:46] Voice 24: for Islanders.
[1:10:48] Voice 24: So our purpose is to join, not be separate.
[1:10:52] Voice 24: We're trying to bring all the silos together
[1:10:54] Voice 24: and accessing the funding sources
[1:10:58] Voice 24: that should be helping us.
[1:11:00] Voice 24: And the Ireland's Trust,
[1:11:02] Voice 24: it seems to be a logical place for any kind support.
[1:11:05] Voice 24: We're not asking for money,

[1:18:19] Voice 19: discussion. I've argued to council that the current policy statement structure is ineffective
[1:18:26] Voice 19: in implementing preserve and protect directive policies in the trust area, not effective in
[1:18:32] Voice 19: draft bylaws, and more important, not in the day-to-day business of staff advice givers
[1:18:37] Voice 19: and local area decision makers. I've shown remedy in two parts. First, the structure of a rewritten
[1:18:45] Voice 19: trust policy statement and second the content. The act requires council to adopt a bylaw which
[1:18:53] Voice 19: is a general statement of policies for the trust area to further the trust object nothing more.
[1:18:59] Voice 19: Policies may differ for different local trust areas. The first part of my rewritten policy
[1:19:05] Voice 19: statement gives policies which are applicable to the entire trust area. The second part gives
[1:19:12] Voice 19: policies grouped by topic which are directive in the sense that they are applicable to
[1:19:17] Voice 19: to individual trust areas for inclusion
[1:19:20] Voice 19: in local policy and regulatory bylaws.
[1:19:23] Voice 19: A local area jurisdiction may petition council
[1:19:26] Voice 19: to excuse individual directive policies as the act allows.
[1:19:32] Voice 19: The two procedural matters of one direction
[1:19:35] Voice 19: and two council excusing certain policies
[1:19:38] Voice 19: are quite separate from the policies themselves
[1:19:41] Voice 19: and are held in an adjunct council procedural bylaw.
[1:19:46] Voice 19: law. The policy statement itself is exclusively a statement of policies as it should be. And now to
[1:19:54] Voice 19: the content. The general policies applicable in the entire trust area are informed by the very
[1:20:00] Voice 19: real concern that the built environment will overwhelm the natural environment. Trust area
[1:20:06] Voice 19: policies can and must establish a lasting balance between demands of the built environment and the

[1:31:27] Voice 10: support when they have a grant application prepared. So again, somewhat on hold until we

[1:31:38] Voice 10: with the MODY around road standards. And I'm afraid I don't have an update for you today,

[1:32:43] Voice 10: website launch ideally within the next two to three weeks so that is starting to absolutely

[1:44:25] Trustee Critchley: doing was actually in accordance with the Islands Trust objectives, you know, so that there wasn't
[1:44:31] Trustee Critchley: a conflict in that case it's a very unfortunate case so um i don't know i'm kind of in your hands
[1:44:37] Trustee Critchley: i think it does need some sort of broader discussion of allocation ideally you just deal

[1:45:36] Trustee Critchley: was that we've got this informal uh steering committee which tried to develop and has developed
[1:45:43] Trustee Critchley: a set of um terms terms of reference which has now been adopted by the membership we don't have
[1:45:53] Trustee Critchley: formal membership, we don't have dues paying. It's very, very loose. And it's just that I'm
[1:46:01] Trustee Critchley: sort of a quasi officer in an unincorporated way. So that's where I think, you know, the status
[1:46:08] Trustee Critchley: changed a little bit from the previous year. And it might be helpful to have some legal input on

[1:49:33] Voice 10: We're hoping over time to transfer the grants function into that role.
[1:49:36] Voice 10: that role has housing agreement administration and support for communication so at this time
[1:49:41] Voice 10: really the primary management of the social media accounts and helps with infographics for
[1:49:46] Voice 10: publications and that sort of thing and then really for me as the director is sort of a catch-all for
[1:49:52] Voice 10: you know assistance as needed so I've estimated that the role might have up to 120 140 hours
[1:49:59] Voice 10: there is contract administration associated with the ones that we choose to contract rather than
[1:50:04] Voice 10: provide in-kind time to so really um often there's two contracts there could be one for the
[1:50:10] Voice 10: coordinator itself and then one for facilitation um sometimes so i would estimate sort of um about
[1:50:15] Voice 10: seven hours per contract maybe um to like set it up monitor it receive the reporting um process
[1:50:22] Voice 10: everything through to finance etc so i'm estimating there's about 70 hours remaining but it's really
[1:50:28] Voice 10: up to you to allocate hours i would say i would advise probably not going over sort of 110 120
[1:50:32] Voice 10: hours. What I think is appropriate is around 70, but you could certainly push that up if you need
[1:50:38] Voice 10: to. It would just be pulling away from sort of the stewardship education program where we're
[1:50:42] Voice 10: hoping to set up that mailing and new publications and so on. And you also wanted some climate

[1:56:33] Trustee Luckham: we would want to be able to determine percentages

[1:57:21] Voice 10: in front of us. It also, with Trust Area Services, it's, we're not a department, we're very nimble,
[1:57:27] Voice 10: I would say, and responsive to opportunities. So things like advocacy are not always known in
[1:57:32] Voice 10: advance. Trust Programs Committee typically has, I'm going to be bringing you a briefing in May,
[1:57:38] Voice 10: sort of scoping out all the projects that are in front of you and sort of breaking out
[1:57:43] Voice 10: proportionally where I think time's going to go towards them. So your various stewardship
[1:57:48] Voice 10: education program. So we haven't had a tradition of being a lot, having a lot of rigor around that
[1:57:53] Voice 10: because of course we're very responsive to political needs and changes of course, I would say.
[1:57:59] Voice 10: But I think there's going to be a need for that going forward. The other piece I would say is
[1:58:04] Voice 10: that we had decided through the LPS review or what we're calling it, local planning services review
[1:58:09] Voice 10: to eliminate the grants position and move those duties into the program coordinator's role. I
[1:58:16] Voice 10: I think we might need to reflect or I'm currently delaying that implementation because our grants coordinator is very busy at the moment with many new grants.
[1:58:24] Voice 10: So that's that sort of thing is where we're having to just balance and be nimble in how we're how we're managing the time of staff.

[2:01:06] Trustee Fenton: i work um as a chairperson of the canadian medical association's accreditation process for
[2:01:12] Trustee Fenton: for a pre-hospital care education.
[2:01:14] Trustee Fenton: And what they brought, the secretariat services
[2:01:18] Trustee Fenton: they brought to this was amazing.
[2:01:20] Trustee Fenton: It evolved, it changed over the 10 years I was involved.
[2:01:24] Trustee Fenton: It kept on getting, you know, but the bang for the buck,
[2:01:27] Trustee Fenton: they could walk into an institution and just go for it
[2:01:31] Trustee Fenton: because they had the tools, the templates, the expertise.
[2:01:35] Trustee Fenton: And I see this as what, right now we're sort of rough
[2:01:38] Trustee Fenton: around the edges and we've got,
[2:01:39] Trustee Fenton: but we see some really good feedback.
[2:01:43] Trustee Fenton: So it has great value.
[2:01:45] Trustee Fenton: And I would rather ask to pay less to each group
[2:01:49] Trustee Fenton: and refine, be selfish as an organization

[2:03:32] Trustee Critchley: disclosure from applicants. I think we need a probably a form, you know, an application form
[2:03:41] Trustee Critchley: that requests specific information such as disclosing the previous year's budget
[2:03:47] Trustee Critchley: or the previous year's financial statement, disclosing the budget for the fiscal year for
[2:03:54] Trustee Critchley: which they are applying and trying to get a handle on just how crucial it is that they have the

[2:06:22] Trustee McConchie: um so basically from what i understand we're funding it's not for sure it's not a large amount
[2:06:28] Trustee McConchie: of money but we're funding a secretary to to lobby the provincial government to do stuff because
[2:06:35] Trustee McConchie: they're not acting fast enough and they're not listening to us essentially so we need these
[2:06:41] Trustee McConchie: groups to go and lobby the ministers and tell and explain to them what's going on and hey we have
[2:06:48] Trustee McConchie: have these environmental concerns okay that's great but my question is is don't we have trust
[2:06:53] Trustee McConchie: council like don't we have staff and then couldn't we allocate time in the agenda of trust council
[2:07:00] Trustee McConchie: to like invite adam olson invite the ministers invite elizabeth may invite the minister of
[2:07:07] Trustee McConchie: environment for the federal government and and create the space is there already the staff is
[2:07:12] Trustee McConchie: there already we would then be there in numbers you know with regards to you know our numbers of
[2:07:19] Trustee McConchie: trustees and we say hey look we're trustees we've been talking to these folks from the house sound
[2:07:23] Trustee McConchie: from the southern gulf islands and then we've created the space for them to hear us i i don't
[2:07:29] Trustee McConchie: i don't understand why we haven't thought about that approach what am i incorrect about
[2:07:35] Voice 12: maybe if i can respond to that for a second um i think the difference that i see and it's
[2:07:42] Voice 12: just like my own sort of personal work in the space is I think what I see that it's different
[2:07:48] Voice 12: from that is when you look at say the house sound forum you're dealing with one or two different
[2:07:54] Voice 12: regional districts as opposed to I don't know how many it is 12 different regional districts
[2:08:00] Voice 12: so as soon as you're starting to talk across the whole of the trust area the conversations start to
[2:08:05] Voice 12: get too high level and not detailed enough into the context of the work on the ground together
[2:08:10] Voice 12: and so then you get too many people and and the conversation gets too dispersed when you're
[2:08:17] Voice 12: talking just in the region of sound for instance then you have just the first nations in that
[2:08:23] Voice 12: region just just the trustees and regional districts i agree with you about the province
[2:08:29] Voice 12: and the feds that seems to be a level that like it would be great to have involved in trust council
[2:08:34] Voice 12: in different ways but it's also great to have the local representative in that area like involved
[2:08:40] Voice 12: in the conversation.
[2:08:41] Voice 12: So I think I would say from my perspective,
[2:08:45] Voice 12: the secretariat's played a different function politically
[2:08:47] Voice 12: in coordinating about projects locally,
[2:08:50] Voice 12: like at a fairly regional kind of level,
[2:08:54] Voice 12: but having federal and provincial representation
[2:08:59] Voice 12: at our meetings, I would actually prefer it
[2:09:01] Voice 12: not to be our locally elected officials
[2:09:03] Voice 12: at the trust council level.
[2:09:04] Voice 12: I would prefer it to be like the ministers
[2:09:07] Voice 12: or like if that was possible,
[2:09:08] Voice 12: the people who are really responsible for our areas to be invited into the trust council space
[2:09:13] Voice 12: so conversations in that space actually operated at much broader level like maybe that would be
[2:09:19] Voice 12: like a regional manager for dfo that covered the whole of the pacific region you know like that
[2:09:23] Voice 12: kind of thing so it's not necessarily the one person who works in that micro region but it's
[2:09:28] Voice 12: the person responsible for the whole of the entity and i don't know exactly from their perspective
[2:09:34] Voice 12: how valuable that is but i think it would be helpful to have more conversations with them

[2:10:30] Trustee McConchie: not one Island has different bylaws and this and this and this are far,
[2:10:33] Trustee McConchie: if those are our clear goals, is this the correct step, right?
[2:10:37] Trustee McConchie: Is this the correct lobbying effort? And that's,
[2:10:39] Trustee McConchie: that's what I feel the discussion is more interesting than just discussing
[2:10:43] Trustee McConchie: where two grand is going here and thousand dollars going here.
[2:10:47] Trustee McConchie: You know what I mean?
[2:10:47] Voice 12: Yeah. And one last clarification before we throw,

[2:11:13] Voice 12: the pragmatics of implementing our policies,

[2:11:18] Voice 12: in coordinated effort in the region,
[2:11:21] Voice 12: as opposed to lobbying for particular things.
[2:11:24] Voice 12: So that's a difference too, I think,
[2:11:26] Voice 12: that I see from what you said.

[2:11:30] Voice 10: Thank you, Chair. So I'll just provide my perspective on where I see the value in these coordination groups. Number one, I think it's relationship building among the different elected officials involved in any one undertaking region, where they can know each other, because what we discovered last term through the service integration, there was a lot of like concern and angst about different topics, but it was because the elected officials didn't know each other and didn't feel like they could pick up the phone to jointly solve a problem.
[2:11:57] Voice 10: That was something I diagnosed. Also, a lack of involvement of First Nations and I think coordination groups that are explicitly bringing First Nations into these conversations really promotes just a sharing of ideas, a sharing of perspectives that influences the decision making for any one region.
[2:12:14] Voice 10: So, number one, I think relationship building is a good outcome in and of itself from these coordination groups.
[2:12:19] Voice 10: The other piece I would see is I would point to the Salt Spring Island Watershed Protection Alliance, which is actually a coordination group, but that power for coordination has been delegated to the local trust committee there.
[2:12:31] Voice 10: That group has been convening for quite a number of years, and an outcome there is coordination of where the different orders of government are putting their monies towards initiatives that benefit, so that it's done in a coordinated manner,
[2:12:44] Voice 10: so they're not overlapping and tripping on each other, and they can also mutually decide where
[2:12:49] Voice 10: the investment in a region is best put and potentially stage it out over a number of years
[2:12:53] Voice 10: and in a coordinated way. And also look towards the future as a group rather than each local or
[2:13:00] Voice 10: each level of government doing its own thing without being coordinated. So I see that's how
[2:13:05] Voice 10: I see a lot of value. It may be that these groups come together, as has happened at the
[2:13:09] Voice 10: the House Sound Forum, for example, to advocate on any particular topic that they all agree on,
[2:13:14] Voice 10: but not as a body. They return back to their each individual orders of government and do it
[2:13:19] Voice 10: independently, but just in a coordinated way. That's what I see in terms of value of this.
[2:13:25] Voice 10: In the Act, the Council is explicitly called upon to coordinate, right, the implementation of
[2:13:30] Voice 10: policies and the determination of policies. And I see this as a key way in which that might happen.
[2:13:35] Voice 10: And I, in my view, I don't think Trust Council has stepped into that space enough
[2:13:39] Voice 10: in terms of moving beyond just being a regulatory authority in terms of bylaws
[2:13:45] Voice 10: and writing letters as our advocacy program is one way of doing that but I feel like really
[2:13:50] Voice 10: affecting long-term change often comes from building relationships and doing it in a
[2:13:55] Voice 10: coordinated manner. So there's your staff view if that's helpful. You're
[2:13:59] Trustee Luckham: welcome. Thank you
[2:14:04] Trustee Luckham: Chair Morrison. Yeah, I'll just chime in. I don't really think or feel that this is a support for
[2:14:14] Trustee Luckham: lobbying efforts. I see this as much more a support for grassroots initiatives, and particularly,
[2:14:24] Trustee Luckham: as has been pointed out, support for engaging with First Nations at that community level.
[2:14:32] Trustee Luckham: level. And I think this is more an opportunity for these grassroots initiatives to have their
[2:14:39] Trustee Luckham: own voices heard, not the voice of council, and particularly with other agencies. And
[2:14:47] Trustee Luckham: so I see this as supporting the work on the ground that the Islands Trust has not traditionally
[2:14:52] Trustee Luckham: been able to do, and specifically around the dictates of our mandate, which is to work
[2:14:59] Trustee Luckham: with other agencies. So I see the Secretary of Services as providing that opportunity for
[2:15:04] Trustee Luckham: grassroots organizations to work with other agencies and facilitate forums and opportunities
[2:15:12] Trustee Luckham: to advance those interests that support the work of the Islands Trust.
[2:15:20] Trustee Luckham: So I just would reflect for a moment. For quite a number of years, I tried to keep biosphere
[2:15:26] Trustee Luckham: initiatives on the Islands Trust table, thinking that we had a role to play in that.
[2:15:33] Trustee Luckham: And the Howe Sound Forum, through its relationship with other agencies, has been successful in
[2:15:40] Trustee Luckham: getting an application before the United Nations initiative, which is something that we have
[2:15:47] Trustee Luckham: not been able to do.
[2:15:48] Trustee Luckham: So I'm really actually quite proud of the ability for us to support that, to advance
[2:15:53] Trustee Luckham: a biosphere initiative within the Islands Trust, which is not directly associated or
[2:15:58] Trustee Luckham: connected with what we're doing, but certainly supports what we are doing in protecting the
[2:16:03] Trustee Luckham: core values.
[2:16:03] Trustee Luckham: So I would see it more, I would not see it as lobbying.
[2:16:07] Trustee Luckham: None of the proposals here actually indicate that they're going to be coordinating meetings
[2:16:12] Trustee Luckham: with ministers or lobbying ministers or ministries or something.
[2:16:17] Trustee Luckham: They're doing work on the ground, which I think is different.
[2:16:20] Trustee Luckham: Thank you.

[2:16:33] Trustee Fenton: leveraging um our role as trust council and and seen by others and other organizations

[2:16:48] Trustee Fenton: decision to guide and manage um the trust trust area through similar values shared values
[2:16:55] Trustee Fenton: you know quality um influences you know our reconciliation policies are um other like
[2:17:05] Trustee Fenton: policies so i this is sort of a all reflects on the preserve and protect without actually slapping
[2:17:11] Trustee Fenton: people on the head saying preserve and protect and you know i guess you know comes back to bylaws in
[2:17:17] Trustee Fenton: that regard. Quality control by demonstrating a level of coordination, the note-taking,
[2:17:25] Trustee Fenton: report writing, all skills that the Islands Trust staff bring to the table. I mean without even
[2:17:30] Trustee Fenton: having to think about it, they just do that. The comments today reported on that, how appreciated
[2:17:37] Trustee Fenton: that was. I guess not lobbying per se, but MLAs and MPs both respond to voters and votes.
[2:17:45] Trustee Fenton: The ability of us to leverage our networks and leverage our presence as Trust Council to influence the vote by aligning with the object is very benevolent.
[2:17:59] Trustee Fenton: And it's not just us or 32 people, it's the whole trust area.
[2:18:05] Trustee Fenton: So, I had great influences, and the money spent greatly, you know, I just say it's a big bang for our buck.

[2:18:47] Voice 12: of LTC budgets as opposed to through a program, or is that not possible the way the current LTC
[2:18:53] Voice 12: budgets are set up?
[2:18:55] Voice 10: No, I don't think that, no, because the powers for coordination lie with
[2:19:00] Voice 10: trust council so you'll see there's a bylaw of council that delegates that power only to salt
[2:19:05] Voice 10: spring and only um for certain parts of the coordination function they didn't delegate all
[2:19:10] Voice 10: of the powers so if you're interested have a look at if you're interested in having that power
[2:19:15] Voice 10: delegated to a local trust committee any local trust committee could request to have that done
[2:19:20] Voice 10: in the way that salt spring did however i in my view it's better to centralize the function there's
[2:19:27] Voice 10: efficiencies to be gained there by having one person undertaking it and sort of training up
[2:19:33] Voice 10: and being coordinated terrific

[2:19:41] Voice 12: like oh seems like we should just be funding this out of our ltc budget um all right so that that's
[2:19:47] Voice 12: helpful to understand um all right um also in thinking about this it it comes to mind that
[2:19:56] Voice 12: it could be very beneficial given that there is a trust council level thing to Ben's point
[2:20:01] Voice 12: that there is a trust council level um sort of mandate if I don't know how to say that I'm super
[2:20:11] Voice 12: tired I've been up for a long time um so that we coordinate among different government levels
[2:20:17] Voice 12: um that it seems to me that we might want to inform trust council of what this coordination
[2:20:24] Voice 12: looks like more clearly and to that end we might want to actually have a motion on the table that
[2:20:30] Voice 12: I've drafted one possibly that we can use that is around thinking about having people who are
[2:20:38] Voice 12: funded through the secretariat services policy actually present in a joint session in council
[2:20:43] Voice 12: so that people can actually understand what is the value of this type of coordination work
[2:20:49] Voice 12: as we sort of move into budgeting next year because maybe there's a different way that
[2:20:53] Voice 12: we budget this maybe there's i don't know it might influence the budgeting conversations
[2:20:59] Voice 12: so um thoughts on that before like am i going wildly astray with that idea my chair welcome
[2:21:07] Trustee Luckham: yeah thank uh thank you for that idea um there's lots of room for improvement there for sure um
[2:21:17] Trustee Luckham: obviously if we amend the the policy that needs to go to council uh for approval and so um there's
[2:21:24] Trustee Luckham: an opportunity there for us to engage council on this topic. But I can't help but wonder,
[2:21:30] Trustee Luckham: in the form of a question here through the chair, Director Frater,
[2:21:35] Trustee Luckham: that do we report out on the Secretariat services in our annual reporting? Because it
[2:21:41] Trustee Luckham: does definitely seem to me that there's an opportunity there where we're actually talking
[2:21:46] Trustee Luckham: to the minister and the cabinet to talk about the work that we're doing in coordinating these
[2:21:52] Trustee Luckham: various agencies and bodies um as a success in our organization uh

[2:23:41] Voice 12: I asked my question to the house sound forum today because I was curious where people see that
[2:23:47] Voice 12: that role um so I don't know that we necessarily have a clear answer to that at this point um

[2:24:02] Voice 12: place where we named that specifically in the policy was there uh

[3:40:03] Trustee Critchley: staff uh put that scenario to the lawyers rather than try to craft another another motion at this

[3:40:15] Trustee Critchley: yeah is comfortable with that yeah

[3:43:15] Voice 12: chosen not to do that so that i don't have to get into that conflict in the trust

[3:43:28] Trustee Luckham: Thank you, Chair. I think, you know, you've actually characterized this the best way, Chair Morrison, in that we need a better process. And, you know, I'm kind of a digital guy, and it's all about ones and zeros, as opposed to analog, where it's all gray.

[3:43:50] Trustee Luckham: we specify some criteria and then the applicants are measured according to how they met the
[3:43:57] Trustee Luckham: criteria, then you sort of, it's almost a bit of an arm's length decision because you just do the
[3:44:03] Trustee Luckham: math and the higher scores win and it becomes less um influenced and maybe uh is a safer way and so
[3:44:14] Trustee Luckham: i would suggest that we maybe consider and indeed there was a call earlier about having a form
[3:44:22] Trustee Luckham: that said who you were who your board of directors were what your other funding options are
[3:44:27] Trustee Luckham: and then that would become a part of the criteria as well um and if it was numerical it kind of
[3:44:32] Trustee Luckham: of distance it uh distances a little

APPROVAL OF AGENDA 2.1 New Items and Re-Ordering of the Agenda It was presented for consideration that the order of the agenda be amended so that Town Hall would be after Delegations. 2.2 Approval of Agenda By general consent the agenda as amended was approved. 4. DELEGATIONS A question was posed as to whether a trustee who is involved in any of the coordination groups who are requesting support under the Trust Council Policy - Secretariat Services would be in a conflict of interest if they were to participate in the deliberation of the request of that group or in the deliberation of the requests from any or all of the groups and therefore should recuse themselves from those deliberations. ADOPTED Trust Programs Committee Minutes of Regular Meeting ADOPTED April 8, 2021 Page 2 of 6 Trustee Critchley indicated that he may have a conflict of interest, as he is involved with the Baynes Sound Lambert Channel Ecosystem Forum Steering Committee, and indicated that he would recuse himself from the meeting during their presentation and during any discussion in regards to their request. Trustees Brent, Rogers and Morrison indicated their involvement in other organizations that are presenting and stated that they would not be declaring a conflict of interest. It was noted that the Trust Council Policy - Secretariat Services requires local trustee involvement for a coordination group to be eligible for support. 4.1. Southern Gulf Islands Forum Jane Wolverton, Galiano Island Local Trustee and Laura Parker, Outreach Coordinator, Constituency office of Adam Olsen, MLA spoke to the request. Trustee Critchley left the meeting at 9:35 a.m. 4.2. Baynes Sound Lambert Channel Ecosystem Forum Daniel Arbour, Comox Valley Regional District Electoral Area A Director and Dorrie Woodward, Chair, Association of Marine Stewards of Denman Island spoke to the request. Trustee Critchley returned to the meeting at 9:43 a.m. 4.3. Coastal Douglas-fir Conservation Partnership Kelly Chapman, Coordinator, Coastal Douglas-fir Conservation Partnership and Darryn McConkey, Steering Committee Chair, Coastal Douglas-fir Conservation Partnership spoke to the request. 4.4. Howe Sound Community Forum and Ocean Watch Action Committee Ruth Simons, Executive Director, Howe Sound Biosphere Region Initiative Society spoke to the request. 4.5. Rural Islands Economic Forum Francine Carlin, President and Board Chair, Rural Islands Economic Partnership spoke to the request. 3. TOWN HALL Michael Sketch spoke to the Committee in regards to his correspondence received by the Committee and which was included in the agenda. ADOPTION OF MINUTES/COORDINATION 5.1 Minutes of Meeting ADOPTED Trust Programs Committee Minutes of Regular Meeting ADOPTED April 8, 2021 Page 3 of 6 5.1.1 Trust Programs Committee minutes of February 5, 2021 By general consent the minutes were approved as presented. 5.2 Resolutions Without Meeting 5.1.1 Trust Programs Committee RWM-2021-01 Received for information. 5.3 Follow Up Action List Director Frater provided an update in regards to the items that are in progress, noting that Staff: will be presenting draft amendments to the Policy Statement at the next meeting; will be meeting with provincial staff next week to continue discussions in regards to the Crown Land agreements; contacting Fraser Basin Council is on hold until there is more capacity to engage with the Council; is waiting to receive a request from My Sea to Sky Society for a letter of support when they have a grant application prepared; will work with Trustee Peterson to refine his “Amending the Policy Statement Amendment Policy 1.2.1” Request For Decision once the draft amendments to the Policy Statement are presented to the Committee. TPC-2021-016 It was MOVED and SECONDED, that Trust Programs Committee request staff to provide a rough estimate of the amount of hours all staff have spent on the Trust Policy Statement Review during the last quarter, or any time period as appropriate. CARRIED 6. BUSINESS 6.1 Secretariat Services to Coordination Groups in the Trust Area - RFD Discussion included: the nature of individual trustee involvement in the coordination groups and whether that involvement might create a potential conflict of interest; the total amount of staff time available for in-kind work is approximately 70 hours with an additional 70 hours for contract administration, although this is a flexible estimate; potential draft amendments to the Secretariat Services Policy to address the use of staff time for Secretariat Services; the financial information that is needed to be received from all coordination groups, such as their budget and financial statements, that would assist the Committee in evaluating requests; ADOPTED Trust Programs Committee Minutes of Regular Meeting ADOPTED April 8, 2021 Page 4 of 6 the impact, value and goal of supporting coordination groups; the reporting to the public of the Secretariat Services through the Annual Report and news release; the coordination groups’ engagement with and information provided to Trust Council; and, the criteria used to help evaluate requests. As the Committee then decided to discuss the coordination groups’ requests, Trustee Critchley left the meeting at 11:35 a.m. The Committee indicated a need for an estimate of staff time that would be associated with supporting any individual coordination group. It was MOVED and SECONDED, that Trust Programs Committee allocate $2500 to support the continuation of the Baynes Sound Lambert Channel Ecosystem Forum. TPC-2021-017 It was MOVED and SECONDED, that Trust Programs Committee postpone consideration of the motion “that Trust Programs Committee allocate $2500 to support the continuation of the Baynes Sound Lambert Channel Ecosystem Forum” to the next regular meeting. CARRIED It was noted that the meeting was originally scheduled to end at noon but that the meeting would continue provided that quorum was maintained. It was also noted that some trustees had other commitments to honour based on that original scheduled end time and would have to leave the meeting prior to adjournment. TPC-2021-018 It was MOVED and SECONDED, that Trust Programs Committee postpone decisions on the funding of the Secretariat Services to the next regular meeting. CARRIED Trustee Critchley returned to the meeting at 12:10 p.m. Trustee Brent left the meeting at 12:27 p.m. TPC-2021-019 It was MOVED and SECONDED, ADOPTED Trust Programs Committee Minutes of Regular Meeting ADOPTED April 8, 2021 Page 5 of 6 that Trust Programs Committee request staff to seek a legal opinion on trustees’ ability to vote on requests for Secretariat Services if they attend the forum associated with these services. DEFEATED Trustee Colbourne left the meeting at 12:28 p.m. Trustee McConchie left the meeting at 12:31 p.m. TPC-2021-020 It was MOVED and SECONDED, that Trust Programs Committee request staff to seek a legal opinion on a trustee’s ability to vote on requests for funding for secretariat services where the trustee is a member of an unincorporated association and alternatively where the trustee is a part of a steering committee of an unincorporated association seeking funding. WORK PROGRAM 9.1 Trust Programs Committee Work Program The Committee postponed review of the Work Program to the regular meeting scheduled for May 14, 2021. 10. NEXT MEETING Staff suggested to the Committee to defer the special meeting of April 15 meeting to allow staff to prepare more fulsome materials. TPC-2021-021 It was MOVED and SECONDED, that Trust Programs Committee reschedule the April 15, 2021 special meeting to May 3, 2021, from 4:00 p.m. to 7:00 p.m. CARRIED 11.
