[0:03:37] Voice 15: so I just want to acknowledge that there are a number of different attendees in the meeting as
[0:03:42] Voice 15: well. Like members of our staff who are now working from home, all of you are connecting
[0:03:48] Voice 15: to this meeting today have different types of equipment and connections. The meeting may have
[0:03:52] Voice 15: challenges. We are learning and improving as we go. We need to all be understanding and supportive.
[0:03:57] Voice 15: I ask everyone to mute their mics when they're not speaking to reduce the risk of audio
[0:04:02] Voice 15: disruptions during the meetings. We appreciate your understanding and assistance in the situation

[0:06:32] Voice 15: forum jane wolverton and laura parker if we can move them over and if we can move mr sketch back
[0:06:46] Voice 15: back. Go ahead, Trustee Critchley.
[0:06:59] Trustee Critchley: Thank you. I have a preliminary matter, which I think is
[0:07:03] Trustee Critchley: probably best to raise it at this point, and that was with regard to whether or not a trustee who
[0:07:12] Trustee Critchley: is involved in one of these organizations should recuse themselves from voting in respect to this
[0:07:21] Trustee Critchley: allocation of money. And I had in mind the Torgrimson case and I read it prior to contacting
[0:07:29] Trustee Critchley: staff to remind myself of what it said. And it's a very complicated thing from my point of view here
[0:07:40] Trustee Critchley: because my connection is with the Bainsound Lambert Channel Ecosystem Forum. The Torgrimson
[0:07:46] Trustee Critchley: case was decided on the basis that the people with a conflict had a conflict because
[0:07:53] Trustee Critchley: they were both trustees and also directors of an incorporated society. This organization that
[0:08:02] Trustee Critchley: I'm speaking of, Bainsound Ecosystem Forum, is not incorporated. I was a member of that from
[0:08:12] Trustee Critchley: the beginning and it the strange thing about it is that it is a creature of the island's trust
[0:08:19] Trustee Critchley: in a sense that it
[0:08:21] Trustee Critchley: started um by a essentially a partnership with the island's trust and world
[0:08:26] Trustee Critchley: wildlife fund so since the last time that we've dealt with these things i've become part of the
[0:08:34] Trustee Critchley: steering committee, because the World Wildlife Fund is no longer able to financially support it.
[0:08:43] Trustee Critchley: And so they are not providing staff for us. So we're kind of trying to get up and running
[0:08:49] Trustee Critchley: by ourselves. Now, I think, in reading the Torgerson case, generally, I think you could
[0:08:55] Trustee Critchley: say that it doesn't apply in a sense. But what I found troubling was this bit of language. It says
[0:09:06] Trustee Critchley: the object of the legislation is to prevent elected officials from having divided loyalties
[0:09:12] Trustee Critchley: and deciding how to spend the public's money. One's own financial interest, sorry, financial
[0:09:17] Trustee Critchley: advantage can be a powerful motive for putting the public interest second. But the same could
[0:09:22] Trustee Critchley: also be said for the advancement of the cause of the non-profit entity especially by committed
[0:09:28] Trustee Critchley: believers in the cause like the respondents who as directors were under legal obligation to put
[0:09:34] Trustee Critchley: the entity first so looking at that broad principle i think it could capture such as me
[0:09:40] Trustee Critchley: although i'm not a director i think in spirit it does create a concern and i think probably
[0:09:50] Trustee Critchley: probably the better course is is to err on the side of caution and to to recuse so that's what
[0:09:57] Trustee Critchley: I propose to do and I'm just I think that I can properly listen to other delegations and
[0:10:09] Trustee Critchley: vote in respect of those but and staff has confirmed that advice to me but I think in
[0:10:18] Trustee Critchley: In regard to Bainsound-Lambert Channel Ecosystem Forum, I should not.
[0:10:23] Trustee Critchley: And so, Chair, I can just, at that point where that delegation is presenting, perhaps I stop my video, be muted, and leave the room.
[0:10:36] Trustee Critchley: And then if staff can get back to me by phone or text message or email, then I will rejoin.
[0:10:46] Trustee Critchley: and then when the consideration comes up for that particular matter, I again can remove myself from
[0:10:53] Trustee Critchley: the meeting if that's acceptable.
[0:10:56] Voice 15: So thanks for bringing that up. I actually had it up on my
[0:10:58] Voice 15: screen to talk about and totally like missed naming that. So thanks for bringing that up,
[0:11:03] Voice 15: Trustee Critchley. A couple of things I think that we need to just pause and think about related to
[0:11:09] Voice 15: that um so i agree that there are moments when we shouldn't be voting on an issue because we
[0:11:17] Voice 15: may have a vested interest in the issue it is from my understanding of the the information
[0:11:22] Voice 15: provided to us by director frader around conflict of interest it is each trustee's um you know
[0:11:28] Voice 15: responsibility to decide about how they understand that so thank you for flagging um yours if anyone
[0:11:35] Voice 15: anyone else has an interest that they need to flag, that would be helpful.
[0:11:38] Voice 15: I do have a question for staff, however, about this.
[0:11:42] Voice 15: It doesn't seem to me that it's a problem
[0:11:44] Voice 15: to listen to the work as long as you're not voting on it or commenting on it.
[0:11:49] Voice 15: And so because this is a public meeting,
[0:11:51] Voice 15: so if I can understand that a little better, that would be helpful.
[0:11:56] Voice 9: I would say I don't have a great deal of experience in this area.
[0:11:59] Voice 9: In my mind, there's not a lot of risk in listening to the presentation.
[0:12:02] Voice 9: It would simply be how you choose to vote.
[0:12:04] Voice 9: but really it's up to each trustee to determine for themselves if you'd like me to i could reach
[0:12:08] Voice 9: out to carmen by email to confirm that yeah but
[0:12:11] Voice 9: that would be my view that um it's the decision
[0:12:13] Voice 9: making that's the problem rather than listening to a person exactly
[0:12:16] Voice 15: yeah so i would suggest um that
[0:12:19] Voice 15: when there is a conflict of interest so trustee curtly when yours comes out i would suggest
[0:12:24] Voice 15: turning off your camera so we're not influenced by your like waving of hands or you know whatever
[0:12:29] Voice 15: So we ensure that you're not influencing decision making and turn off your mic and just like silence yourself for that part of the conversation but I don't see that it's necessary for you to leave the room or to not listen to the conversation because this
[0:12:42] Voice 15: is a publicly.
[0:12:43] Voice 15: You're just part of the public at that point. So, that's fine.
[0:12:46] Voice 15: um chair welcome yeah
[0:12:51] Trustee Luckham: uh good morning and thank you um this is a really interesting discussion
[0:12:56] Trustee Luckham: and i would just like to take the moment to reflect on it's a trustee's choice um to decide
[0:13:02] Trustee Luckham: whether or not they have a conflict of interest or not um in my activities as chair i often attend
[0:13:07] Trustee Luckham: as many things as i possibly can i attended the hearing um of the uh for grimson versus um
[0:13:14] Trustee Luckham: Schlenker. And at the outset of the discussion between the legal counsel, it appeared that
[0:13:22] Trustee Luckham: the Alms Trust had a very solid case in defending the trustees. And then one of the three judges,
[0:13:31] Trustee Luckham: in fact, because this was an appeal, three judges, one of the judges asked the question of the
[0:13:37] Trustee Luckham: the trustees, what if they were wrong? And in their decision to participate, what if they were
[0:13:46] Trustee Luckham: wrong? And so I would just ask you to consider that very carefully, because that turned the case
[0:13:53] Trustee Luckham: around. You know, we certainly both know that the trustees had no ill intent. But according to the
[0:14:00] Trustee Luckham: law, there was some doubt. And so there we have it. So just be careful. And I would agree with
[0:14:06] Trustee Luckham: trustee Chris Lee's proposition of how he plans to behave.
[0:14:11] Voice 15: All right I do also want to note that
[0:14:14] Voice 15: if it does become an issue where like I'm trying to think how many of the trustees on this border
[0:14:21] Voice 15: in the southern gulf islands there's myself then for Brent so we still would have quorum because
[0:14:31] Voice 15: there's a little bit of an issue of like can we even vote on it if we don't have quorum right
[0:14:35] Voice 15: at some point. So it can be a little bit problematic, but I think we might still be
[0:14:41] Voice 15: okay on that one. All right. Trustee Peterson.
[0:14:46] Voice 4: Yeah, thank you. So I mean, I've experienced
[0:14:48] Voice 4: recusing myself in the past. My question that I'm not really clear on, and maybe Claire can
[0:14:57] Voice 4: check in with Carmen on this, was exactly about this quorum issue. So if one trustee simply
[0:15:05] Voice 4: simply doesn't vote but is still considered part of the quorum then their vote is considered like
[0:15:11] Voice 4: how do we remove them from the quorum this is just a technical question how we remove someone
[0:15:17] Voice 4: recusing themselves from the forum so the vote count reflects that properly and and I think we
[0:15:23] Voice 4: should know that answer thank you yeah
[0:15:26] Voice 15: that's that's actually a really good point to see
[0:15:28] Voice 15: Peterson because it does seem like instead of having 10 trustees there would be nine trustees
[0:15:32] Voice 15: then because they're recused as opposed to absent yeah you're a good point all right
[0:15:37] Voice 15: their
[0:15:38] Trustee Luckham: departure from the meeting say
[0:15:41] Voice 15: it again they
[0:15:43] Trustee Luckham: would need to announce their departure
[0:15:45] Trustee Luckham: from the meeting and the minutes would record that
[0:15:47] Voice 15: okay so that is why you leave then i get it
[0:15:50] Voice 15: got it okay um and dr frader did you want to comment on that i
[0:15:56] Voice 9: have already emailed
[0:15:57] Voice 9: carmen the question so we will i'll wait for that answer i think we may be okay

[0:16:11] Voice 26: island's trust a mandate allowed us or encouraged us to coordinate with other levels of government
[0:16:17] Voice 26: and from the southern gulf islands perspective that's exactly what that secretariat service is
[0:16:23] Voice 26: supposed to do. Yes, there will be a benefit to anyone perhaps in the region, but I think we're
[0:16:35] Voice 26: being extreme here and so I'm going to feel free to vote and listen and do whatever else I want
[0:16:43] Voice 26: because I think I have a duty to fulfill the mandate and I really don't think I'm going to
[0:16:49] Voice 26: get a heck of a lot of benefit and i'll take my chances in court thanks trustee

[0:16:56] Voice 15: trustee peterson did you need to put your hand down are you still have it up okay trustee rogers
[0:17:02] Trustee Rogers: and thanks i i will be a little less colorful than trustee brent but i i've been a member of the
[0:17:08] Trustee Rogers: the house on alcott's informed for for quite some time um and i and i'm just going to say that and
[0:17:17] Trustee Rogers: and just so people are aware of it.
[0:17:19] Trustee Rogers: However, it's neither a decision-making body
[0:17:22] Trustee Rogers: and I'm not a director or in any way.
[0:17:25] Trustee Rogers: I mean, I assist occasionally when we host it,
[0:17:29] Trustee Rogers: i.e. the local trust committee,
[0:17:31] Trustee Rogers: we help set up the agenda,
[0:17:33] Trustee Rogers: but because it's not a decision-making body,
[0:17:35] Trustee Rogers: it's simply a coordinating body,
[0:17:37] Trustee Rogers: I do not feel myself in a conflict.
[0:17:40] Trustee Rogers: So I'm just saying that out loud
[0:17:42] Trustee Rogers: and I hear Chair Luckham saying,
[0:17:44] Trustee Rogers: be careful and uh and i i just don't see it uh myself personally so just putting that on the
[0:17:52] Trustee Rogers: record yeah
[0:17:54] Voice 15: i was thinking about this too thanks very much um trustee brent and trustee rogers for
[0:17:58] Voice 15: your comments because i've been thinking about this too in the context of the southern gulf
[0:18:02] Voice 15: islands forum and from my perspective it's part of the mandate of the trust what we're trying to do
[0:18:07] Voice 15: with the southern gulf islands forum and it's not a decision-making body and it's it's like i would
[0:18:12] Voice 15: vote for you know eelgrass mapping at trust council like it benefits me locally but it also
[0:18:18] Voice 15: is part of the trust mandate so i'm i'm not feeling a conflict on that if i was if it was
[0:18:23] Voice 15: more of a board and there was a directorship i would feel much more hesitant about voting on it
[0:18:29] Voice 15: but i'm not in that role i'm not feeling hesitant about that okay um anybody else for oh trustee
[0:18:36] Voice 15: yeah
[0:18:38] Voice 13: i guess it comes down to a question also is are you participating in that in that event
[0:18:45] Voice 13: as a trustee or as an individual with a vested
[0:18:48] Voice 13: interest in in that endeavor and to me if we're
[0:18:52] Voice 13: participating as a trustee i don't see there being a conflict of interest and as trustee roger said
[0:18:59] Voice 13: it's not a decision-making body it's just a coordination body and we have policy which says
[0:19:04] Voice 13: we support it if trustees are involved thank

[0:20:19] Voice 6: March 30th, and it was, I think, very productive because we had a facilitator, and I think that
[0:20:29] Voice 6: is will help us set the structure for the next year or so and so we're here before you to
[0:20:39] Voice 6: to see if we could have some more money just for this in particular for this next year while we
[0:20:48] Voice 6: while we establish our our terms of reference and and also membership and and continue to reach out
[0:20:57] Voice 6: to the First Nations. I was really heartened we had one of the First Nations in attendance and
[0:21:03] Voice 6: I think having been in similar kinds of situations, I think of the food program on Galeano or
[0:21:12] Voice 6: work in Burnaby, when there is a little bit of funding to provide some legs, it actually makes
[0:21:22] Voice 6: a big difference in how the group comes together and what you can accomplish but I'll pass it to
[0:21:28] Voice 6: Laura too who has some comments okay
[0:21:31] Voice 8: thank you very much everybody can hear me okay
[0:21:35] Voice 8: okay um yes thank you very much uh for this opportunity to to present I appreciate uh
[0:21:41] Voice 8: we're working with with Jane as Trustee Wolverton Jane as well thank you and on behalf of Adam thank

[0:21:50] Voice 8: I know you all have the background of it,
[0:21:53] Voice 8: but I just want to reiterate about the forum coming about from the meetings
[0:21:58] Voice 8: that Adam had regularly with officials in Saanich North and the Islands riding
[0:22:03] Voice 8: where everyone was very cooperative and keen to keep connected
[0:22:08] Voice 8: to work together on the numerous issues in the area.
[0:22:11] Voice 8: And they felt that working together and then coming as one voice

[0:22:42] Voice 8: And some of the things that came out of the wonderful meeting last week was putting a real structure to this and it provides the participants then to be really organized and keep everybody on track with information sharing, discussing the issues that come up with ideas how to deal with them, letter writing for everyone to sign.
[0:23:11] Voice 8: again the one voice to go to the different ministries and also this was Jane and I were
[0:23:18] Voice 8: speaking yesterday it brings up the opportunity to connect the group to the Samoans as the issues
[0:23:25] Voice 8: go across borders as well and she very effectively commented how you know it's just the MLA going
[0:23:35] Voice 8: going over to the to the San Juan's or or the trustees it's much stronger when there's a whole
[0:23:41] Voice 8: united a group working together so I would really appreciate the support that we had for this first
[0:23:49] Voice 8: meeting of 2021 the funds allowed us to to have that facilitator who really brought that structure
[0:23:56] Voice 8: to the meeting and it made it very simple for everybody to just focus at the work on hand
[0:24:01] Voice 8: as well as solidifying or continuing on
[0:24:07] Voice 8: in the building of relationships.
[0:24:10] Voice 8: And then the graphic artist that we had was amazing.
[0:24:15] Voice 8: And so the money's put towards her was amazing
[0:24:20] Voice 8: because that can get shared broadly
[0:24:22] Voice 8: across the 20 members or so who will be at.
[0:24:27] Voice 8: So they can share it on websites and Facebook
[0:24:29] Voice 8: and social media and everything.
[0:24:31] Voice 8: everything and it's just a wonderful depiction of a amazing group coming together um the note taker
[0:24:39] Voice 8: also the funding for the note taker so again that even staff we took notes too because we're so used
[0:24:45] Voice 8: to it but having a professional note taker we could then focus on looking at at everyone as a
[0:24:52] Voice 8: whole and and their relationships and and supporting our um me supporting adam and and
[0:24:59] Voice 8: and other staff supporting other people,
[0:25:01] Voice 8: we could focus on our bosses
[0:25:05] Voice 8: and the work that they were doing in the meeting.
[0:25:08] Voice 8: So altogether, it was just a wonderful supportive effort
[0:25:14] Voice 8: and we really appreciated it.
[0:25:19] Voice 8: Plus all the work that Gillian did with support was amazing.
[0:25:24] Voice 8: So this additional funding will help ensure
[0:25:27] Voice 8: that we come up with a model going forward from others to work from particularly that you know
[0:25:35] Voice 8: someday adam's not going to be the mla and elizabeth's not going to be the mp and the
[0:25:39] Voice 8: trustees are going to change so this creates a real structure going forward for this to be

[0:26:39] Trustee McConchie: to be funded by the province and then that stopped under the liberal government so now what's well
[0:26:44] Trustee McConchie: they give us some money but it's not what it used to be and so now um what's happening is we're
[0:26:50] Trustee McConchie: asking prop basically asking property taxpayers to pay for this organization to have a secretariat
[0:26:55] Trustee McConchie: right so my question is is why doesn't the mla pay for it or why doesn't our mp pay for it don't
[0:27:01] Trustee McConchie: you guys have like way more coin than us is like i'm i'm i'm not sure about like the justification
[0:27:07] Trustee McConchie: of the reasoning why uh the trust uh has to pay for this position well

[0:27:37] Voice 6: office in the sense of hosting putting together the agendas and and those kinds of things but
[0:27:43] Voice 6: But I'm not sure how sound, I know that we continue to support how sound with a small amount.
[0:27:54] Voice 6: And I think that that just provides some of the support for it to go to continue on.
[0:28:03] Voice 6: I mean, these are not large sums of money in the scheme of things.
[0:28:08] Voice 8: And yes, I don't believe there is any funding for such as this.
[0:28:13] Voice 8: but there was certainly a large amount of support in kind from both federal office and
[0:28:18] Voice 8: the provincial office. So the time that I spent on this was huge since January. And also with
[0:28:29] Voice 8: Elizabeth May's office with Alexa and coordinating and certainly they have offered more support in
[0:28:37] Voice 8: in the future, uh, as well, as well as the first nations, um, and, um, yeah, in our,
[0:28:44] Voice 8: in our office going forward. So I'm still, uh, working on it, uh, daily. And, um, so that
[0:28:51] Voice 8: support is, is there, uh, continually, so not just for the meetings. Yeah.

[0:35:07] Voice 2: pleasure to join you today. I'm also going to present on the Bains Sound Ecosystem Forum and
[0:35:15] Voice 2: our requests for continued support from the Islands Trust. And in background, I'm also the
[0:35:20] Voice 2: AVICC representative to DFO on the Shellfish Advisory Management Committee for the coast.
[0:35:30] Voice 2: So less a familiarity, the Bains Sound Ecosystem Forum is a bit of a baby of the Islands Trust
[0:35:37] Voice 2: trust and the World Wildlife Fund as well as contributing a lot.
[0:35:42] Voice 2: The regional district is, although I have participated in some of the forums, we've
[0:35:47] Voice 2: now in the last year, thanks to your support, created a little executive for our network
[0:35:53] Voice 2: and that includes Dori Woodward, who's on the phone, and she's the president of the
[0:35:57] Voice 2: Association of Denman Island Marine Stewards, who are really reputed for their initiatives
[0:36:04] Voice 2: around trying to clean up around plastic issues
[0:36:06] Voice 2: and other environmental issues around Bains Sound.
[0:36:11] Voice 2: We've really emerged and grown as a multi-stakeholder group.
[0:36:16] Voice 2: Our treasurer is Jim Russell.
[0:36:17] Voice 2: He's the executive director
[0:36:19] Voice 2: of the BC Shellfish Growers Association.
[0:36:23] Voice 2: On the executive, we also have Carl Burleworth
[0:36:25] Voice 2: who's the executive director of the Deep Bay Marine Station
[0:36:30] Voice 2: station which is tied to vancouver allen university we also have a senior scientist from dfo on the
[0:36:36] Voice 2: executive chris pierce and he's he's very knowledgeable in in connecting us with a lot
[0:36:42] Voice 2: of good science and always open to new initiatives for research and the staff support over the past
[0:36:51] Voice 2: year has been fantastic that's jillian michael who you probably all know and she's been totally
[0:36:56] Voice 2: great in helping us navigate and keep that secretarial function going.
[0:37:04] Voice 2: So there's a few achievements that I should start with, because I think it's always good
[0:37:10] Voice 2: for you guys to understand the impact that your dollars have.
[0:37:13] Voice 2: And in the last year, we've developed kind of permanent terms of reference for the membership
[0:37:20] Voice 2: of the forum.
[0:37:22] Voice 2: Or I should mention, of course, we have Comox First Nation and Qualicum First Nations that have attended the ecosystem forum.
[0:37:28] Voice 2: And while I'm actually named co-chair, because in the near future, we expect that we'll probably have a First Nation co-chair join us as well.
[0:37:36] Voice 2: But yeah, we've defined the terms of reference and kind of long-term objectives of the network.
[0:37:42] Voice 2: And that was actually hard work through the pandemic.
[0:37:44] Voice 2: We met regularly and worked on those.
[0:37:47] Voice 2: It was very much a working group.
[0:37:48] Voice 2: At the same time, the WWF left us with a fantastic governance report around all the different agencies that have an impact and have decision-making authority around Bains Sound.
[0:38:01] Voice 2: So we now have a bit of a mosaic and roadmap around all the different interests.
[0:38:05] Voice 2: And a big purpose of our group is how do we coordinate over time and build some strategies for coordination between all these different agencies in order to preserve the health of Bains Sound and Lambert Channel.
[0:38:19] Voice 2: which is between Hornby and Denman we also have an alternative practices group and they're making
[0:38:26] Voice 2: amazing progress they're looking at so so we have industry representative environmental
[0:38:32] Voice 2: environmental representatives and they're looking at at ways to move away from plastic use as well
[0:38:38] Voice 2: there's actually a pilot project that's ongoing right now in in the part of Bainsound so there
[0:38:44] Voice 2: there's actually action on the ground other than the fantastic networking and
[0:38:48] Voice 2: exchange of ideas that's happening. So, so for the next year,
[0:38:53] Voice 2: I think our request is for 2,500,
[0:38:55] Voice 2: which will help us with the facilitation for we're planning two forums in the
[0:39:00] Voice 2: fiscal year. One will be online later in May.
[0:39:04] Voice 2: And depending on what happens with COVID, we're hoping if, you know,
[0:39:09] Voice 2: if we get into December, January, February, it's, it's, it's like you guys,
[0:39:12] Voice 2: right we don't really know but we have the thought it would be nice at some point to get people back
[0:39:17] Voice 2: in the same room because there's there's a lot of value in that but we'll see how how that one goes
[0:39:22] Voice 2: and of course we appreciate the continued support of jillian and and it's interesting for me today
[0:39:28] Voice 2: to see the other initiatives that are before you because i think they're quite similar to what
[0:39:32] Voice 2: we're doing there was a question from trustee mcconchie i caught at the last delegation and
[0:39:37] Voice 2: around the funding so you know i'm also we're also approaching the regional district so that
[0:39:42] Voice 2: they can partner fund uh to support this and i'm hopeful that our committee is going to support it
[0:39:47] Voice 2: and in the larger picture um i was also the uh the vicc rep on on the area-based management for
[0:39:55] Voice 2: marine issues that this was a dfo minister's initiative and we know dfo is looking at
[0:40:00] Voice 2: supporting initiative in the future around area-based management and i know the staff
[0:40:06] Voice 2: as pitch for funding um i i haven't heard yet if they are successful for 2021 but there is a trend
[0:40:13] Voice 2: i think for supporting uh tables such as the ones that are before you today so that's definitely
[0:40:19] Voice 2: something that's on on my radar in our group's radar so anyways i'll leave it at that i don't
[0:40:25] Voice 2: know if i'm getting close to 10 minutes but but i don't know if dory can join us she may be able to

[0:41:37] Voice 21: And, you know, our purpose is closely aligned with what the Islands of Trust purpose is.

[0:43:27] Voice 28: tag team this. I think I'd like to leave some time for questions. Last year when I
[0:43:32] Voice 28: spoke to you folks there was a lot of good questions and so I hope that that happens
[0:43:38] Voice 28: again this morning um maybe just start off with a quick recap of what the partnership was up to
[0:43:43] Voice 28: this past year and then describe the uh you know in a nutshell our plans for the coming year and
[0:43:49] Voice 28: how this funding would help us deliver on those objectives so this past year was was a really
[0:43:55] Voice 28: successful one for us um partly because we were able to get kelly on board as our partnership
[0:44:00] Voice 28: coordinator um the funding where the partnership received came from a variety of places including
[0:44:07] Voice 28: including a small dollar amount from you folks,
[0:44:09] Voice 28: which was appreciated.
[0:44:10] Voice 28: But the federal government, the provincial government,
[0:44:13] Voice 28: and some of our other members
[0:44:15] Voice 28: like the Nature Conservancy of Canada and the Nature Trust,
[0:44:18] Voice 28: and then a lot of in-kind support from our members as well.
[0:44:23] Voice 28: So combined, all those dollars allowed us
[0:44:28] Voice 28: to succeed on a number of fronts.
[0:44:30] Voice 28: This year was a big focus on supporting local governments
[0:44:34] Voice 28: across the partnership area we made a lot of progress and and as some of these projects
[0:44:41] Voice 28: proceeded through some you know advice from Kelly and some recommendations we we were able to
[0:44:49] Voice 28: find additional funds to really help more effective delivery and I'll talk about some
[0:44:55] Voice 28: of those examples. We spent a significant amount of dollars trying to support local governments on
[0:45:05] Voice 28: a number of fronts. We operated and hosted some webinars related to the establishment of regional
[0:45:11] Voice 28: and local conservation funds. Again, those efforts were supplemented from some additional funds and
[0:45:17] Voice 28: recommendations from Kelly along the way. That work is still ongoing. We're trying to, again,
[0:45:24] Voice 28: reach out to local governments and help facilitate the implementation of local
[0:45:30] Voice 28: government conservation planning tools. We are linked in strongly with the
[0:45:36] Voice 28: Provincial Species and Ecosystems at Risk local government working group
[0:45:39] Voice 28: which is you know jointly hosted by you know some of our webinars. We've had
[0:45:45] Voice 28: ongoing three pilots with some local governments Cowichan Valley Regional
[0:45:49] Voice 28: District, Municipality North Cowichan and City of Courtenay to support their
[0:45:53] Voice 28: ongoing official community plan reviews and support their work. Again, through some initial
[0:46:00] Voice 28: discussions with those local governments, we ended up finding some additional financial support to
[0:46:06] Voice 28: hire a GIS mapping specialist to meet some of their needs and help put together some products
[0:46:12] Voice 28: for them. We've been in discussions with the folks at the Ministry of Environment Climate
[0:46:19] Voice 28: climate action secretariat and are really interested in digging into the the current draft policy for
[0:46:25] Voice 28: forest carbon offsets that the province has just released and and hoping to you know we see some
[0:46:31] Voice 28: opportunity there in terms of you know using carbon for conservation and stewardship goals
[0:46:37] Voice 28: we we through the partnership we provided some you know opportunities to access some of the
[0:46:44] Voice 28: short-term like COVID economic stimulus funding that came through and that got a couple projects
[0:46:49] Voice 28: going in your area including some wetland restoration work and some you know other
[0:46:55] Voice 28: Gary Oak ecosystem restoration work again the network is is good for making opportunities
[0:47:01] Voice 28: known for example trying to steer some of the invasive species crews that the council's got
[0:47:06] Voice 28: going to get some work done in the Gulf Islands as well the partnership has an ongoing you know
[0:47:14] Voice 28: priority to continue to strengthen relationships with First Nations where we've met with a couple
[0:47:19] Voice 28: of First Nations directly, for example, Cowichan Tribes to discuss opportunities for species at
[0:47:25] Voice 28: risk work. We're directly supporting and have some of our members who are working with Indigenous
[0:47:33] Voice 28: Nations, for example, on the establishment of Indigenous protected areas. So that continues
[0:47:38] Voice 28: continues to be a focus for the partnership.
[0:47:41] Voice 28: And then the funding that we get for facilitation
[0:47:44] Voice 28: and the secretariat services really then allows us
[0:47:47] Voice 28: to spend more time on projects
[0:47:50] Voice 28: that are supporting our members.
[0:47:52] Voice 28: We're trying to continue to link in
[0:47:54] Voice 28: with some of the forest protection work
[0:47:55] Voice 28: that's going on on Salt Spring, for example.
[0:47:58] Voice 28: So there's a lot happening.
[0:48:00] Voice 28: We've got some funding hopefully in the works coming again,
[0:48:05] Voice 28: this coming fiscal from the federal government

[0:50:59] Voice 28: this request. The grant then for the Nature Smart is up to $100,000, requires some match for that.
[0:51:10] Voice 28: And a Real Estate Foundation grant, which we'd be applying for in May, doesn't have a dollar
[0:51:17] Voice 28: amount assigned because the project's not there. So we're probably, Kelly, any ideas or could you

[0:54:37] Voice 14: So I think the more that these types of forums are supported and encouraged, then they're definitely
[0:54:46] Voice 14: supporting the Islands Trust mandate. I can speak for that. So I'm calling from Chichura-Cuilcum
[0:54:54] Voice 14: unceded territory of the Squamish Nation here in Housound, Akatsum-Housound,
[0:54:59] Voice 14: and I'm actually the lead of the Akatsum-Housound Biosphere Region Initiative and we're
[0:55:06] Voice 14: excited to be receiving news from Paris very soon about our UNESCO nomination and hopefully
[0:55:14] Voice 14: a successful designation of Akatsuma Sound as Canada's 19th Biosphere Reserve. That is
[0:55:22] Voice 14: the success of this initiative is based on the collection of work that organizations,
[0:55:32] Voice 14: local governments have been doing in this region for many, many years.
[0:55:37] Voice 14: The Howe Sound Community Forum, which was formed 20 years ago, 21 years ago now,
[0:55:44] Voice 14: has really been a base model for collaboration and connection in the Sound
[0:55:51] Voice 14: that has really contributed towards the amazing environmental recovery
[0:55:57] Voice 14: and ongoing fragile recovery of the ecosystems here.
[0:56:01] Voice 14: The House Sound Community Forum itself, I've been coordinating for going on eight years, nine years.
[0:56:10] Voice 14: There's a complete history of the forums available now,
[0:56:15] Voice 14: thanks to the funding help to support administrative costs of getting the history archived.
[0:56:24] Voice 14: all of the materials from the past years are now collated on and archived onto the website
[0:56:34] Voice 14: they're available for public access and they're they're very helpful in being able to reference
[0:56:40] Voice 14: back to consensus that was built at the forums
[0:56:45] Voice 10: over time and seeing next six
[0:56:47] Voice 10: Ruth, you muted yourself by accident, I think.
[0:56:57] Voice 14: Sorry. The administrative, the funding really helped to contribute towards
[0:57:04] Voice 14: advancing sort of some of the administrative work. I think it's really in lieu of really
[0:57:12] Voice 14: needing and requiring any resources from Islands Trust staff.
[0:57:17] Voice 14: Certainly with the forums being virtual this year, they happen in the spring and the fall,
[0:57:25] Voice 14: that's helped to reduce a lot of the coordination costs that go into sourcing out venues and so on.
[0:57:33] Voice 14: So that we expect to be going back to in-person meetings at least once a year.
[0:57:40] Voice 14: I think everybody's finding that the participation over Zoom is very successful because of the reduction in travel.
[0:57:49] Voice 14: travel. My report actually said we had 40 people. In fact, when I look back at the last
[0:57:55] Voice 14: forum in October, we had over 60 people attend. And our next one coming up April 23rd is very
[0:58:02] Voice 14: well subscribed as well. So I'm happy to answer questions, but I will refer you to the website
[0:58:10] Voice 14: where we have all the history and archived information about the forums there. So yeah,
[0:58:19] Voice 14: Yeah, we appreciate ongoing support.
[0:58:22] Voice 14: This is really in part,
[0:58:26] Voice 14: typically the forums are hosted
[0:58:28] Voice 14: by each of the participating members, so local governments.
[0:58:32] Voice 14: So they move around the sound
[0:58:34] Voice 14: and Whistler, Reserved Municipality of Whistler,
[0:58:36] Voice 14: as well as Bowen Island have committed
[0:58:39] Voice 14: to hosting the next two forums
[0:58:40] Voice 14: when we can get back in person.
[0:58:42] Voice 14: So typically they budget up to $3,000 per forum.
[0:58:47] Voice 14: and again that helps to recover costs for the actual event venue costs and catering costs
[0:58:55] Voice 14: the coordination and administration has been mostly in kind our organization is now
[0:59:04] Voice 14: evolving and so we are dependent on various sources of funding to to help reimburse us
[0:59:16] Voice 15: thank you um questions from trustees i have a question since um i know that
[0:59:27] Voice 15: the bain sound and house sounds are some of the older more established secretariats in the space
[0:59:33] Voice 15: um i have a question for the housebound one just in the context of um what like do you think that
[0:59:41] Voice 15: the secretariat services model that you're you're working with right now in house sound is it
[0:59:47] Voice 15: something that will need sort of a perpetual level of funding at this rate or is it something that
[0:59:54] Voice 15: will somehow be self-funding at some point and that's that's not a question
[1:00:00] Voice 15: just trying to understand, knowing that all governments have a stake in being able to
[1:00:06] Voice 15: communicate and coordinate. And yet, like, where does the fact that doesn't sit in any one
[1:00:12] Voice 15: government to do it all. So like, that was, that's an interesting thing for me, you have named that
[1:00:18] Voice 15: you have many different groups supporting and contributing, that's helpful. But is that the
[1:00:23] Voice 15: model of sustainability? Is that all groups contribute a little bit to the pot kind of thing?

[1:00:29] Voice 14: don't know any non-profit organization that isn't dependent on on a variety of sources of
[1:00:35] Voice 14: funding and it's always evolving so I think you know it's just just what we have to do is to keep
[1:00:41] Voice 14: looking at how do we keep generating the financial support from all these variety of sources I don't
[1:00:50] Voice 14: I don't believe it should be dependent on any one government or any one organization so I think the
[1:00:56] Voice 14: biggest expense and biggest risk, but I don't believe that it's going to be a problem going
[1:01:02] Voice 14: forward, is succession. You know, funding is one thing, but having people with a passion and a
[1:01:10] Voice 14: commitment to sustain the work is the bigger challenge. I think, you know, the purpose of
[1:01:20] Voice 14: of the House Sound Biosphere Region Initiative
[1:01:23] Voice 14: is really to help build in that succession,
[1:01:27] Voice 14: as would some of the other organizations
[1:01:29] Voice 14: that you're working with.
[1:01:32] Voice 14: So we know there'll be other champions
[1:01:36] Voice 14: in the future stepping up.

[1:02:23] Voice 14: and I do remember our MLA struggling to rationalize the need to have to pay so even $20 cash so I
[1:02:32] Voice 14: but I wouldn't even dream of asking for finance for financial support from their office I think
[1:02:41] Voice 14: that would be very successful yeah
[1:02:44] Voice 15: yeah and the question is whether this type of move by the trust
[1:02:47] Voice 15: could actually you know i think ask for more sustained provincial level funding to match it

[1:03:20] Voice 14: into us now to help bring together stakeholders for various consultations.

[1:03:33] Voice 14: other forums going on now that I see, you know, multi-stakeholder and it's, you see
[1:03:39] Voice 14: the same faces showing up and so it's good thank you side benefits

[1:04:35] Voice 25: Rural Islands Economic Partnership. Thank you for the opportunity to present our request for
[1:04:40] Voice 25: administrative support for the 2021 Rural Islands Economic Forum. It's scheduled for October 2021.
[1:04:48] Voice 25: We have the first forum, which was launched on November 7th, 2019, on Pender Sayot Island.
[1:04:57] Voice 25: And we were pleased to have over 135 people participating from across the islands.
[1:05:03] Voice 25: And it was the first time an event was held to address the economic challenges being faced by rural island communities, especially in the face of climate change.
[1:05:14] Voice 25: And now we're looking at the this in the context of pandemic recovery. That forum was very successful. Representatives from the Islands Trust were there. Scott Colburn, Ross Hospicefeller, Laura Patrick Lee Middleton, Doug Fenton participated in that forum.
[1:05:34] Voice 25: And it brought together people from across the rural islands, government, local government, federal and regional, as well as stakeholders from every sector, the tourism management sector, the economic sector in terms of entrepreneurial systems development, the food and food producer sector.
[1:05:58] Voice 25: sector, we had representatives from the indigenous communities, and I noted that in the letter
[1:06:04] Voice 25: that we sent to the Secretariat.
[1:06:06] Voice 25: So we're basically asking for consideration for some minimal administrative support to
[1:06:13] Voice 25: help us with the administration of the forum to track and process forum registration information,
[1:06:22] Voice 25: information, follow-up administration on forum presenters, liaising with forum committee members,
[1:06:29] Voice 25: et cetera. The forum is managed by the Rural Islands Economic Partnership. Its board is
[1:06:36] Voice 25: representative of islands across BC, rural islands across BC. And we're excited about the initiative
[1:06:44] Voice 25: that is a key component of our work to highlight the economic challenges and also
[1:06:51] Voice 25: So the resilience of the rural islands of BC.
[1:06:55] Voice 25: So that's all I really have to say.
[1:06:58] Voice 25: I think the letter was very clear.

[1:07:34] Trustee McConchie: island's trust in your opinion it's
[1:07:37] Voice 25: community economic development ben and it has to do with
[1:07:40] Voice 25: succession as a previous um speaker talked about they need to have uh people to live and work on
[1:07:46] Voice 25: these islands so that they continue to have a livelihood that enables them to to sustain the
[1:07:52] Voice 25: unique rural cultures that we have here and it's an economic capacity building making sure we have
[1:07:58] Voice 25: year-round employment year-round income for these small businesses and solo entrepreneurs that live
[1:08:03] Voice 25: and work here our islands are are a economic and social asset as you well know and having a sense
[1:08:11] Voice 25: of of of sustainability around how we live and work together is critical so it's not looking at
[1:08:18] Voice 25: at bringing clearly a casino or a Walmart to the islands.
[1:08:22] Voice 25: It's about ensuring that the rural nature
[1:08:25] Voice 25: of our economies are sustained.
[1:08:28] Voice 25: And that means everything from local artisans
[1:08:30] Voice 25: to food and beverage producers
[1:08:32] Voice 25: to health and wellness providers
[1:08:34] Voice 25: who live and work on these islands
[1:08:36] Voice 25: and to give them an opportunity to sustain
[1:08:39] Voice 25: the nature of these cultures and why we come to live here.
[1:08:43] Voice 25: yeah
[1:08:44] Trustee McConchie: so um can i just follow up yeah yeah and i you the group your works group uh your
[1:08:52] Trustee McConchie: your works group your group's work is is uh very valued and of course islanders and
[1:08:57] Trustee McConchie: the survival of the islanders during this very challenging time is critical to
[1:09:02] Trustee McConchie: our community but what i'm wondering is mainly a jurisdictional issue it's nothing uh about the
[1:09:09] Trustee McConchie: and the desires of your group.
[1:09:11] Trustee McConchie: It's mainly, I'm curious to know why the CRD,
[1:09:14] Trustee McConchie: why this wouldn't be more of a capital regional district
[1:09:16] Trustee McConchie: or regional district ask,
[1:09:20] Trustee McConchie: like why would you not go to the CRD?
[1:09:22] Trustee McConchie: That seems to be more logical government organization.
[1:09:24] Trustee McConchie: Well,
[1:09:25] Voice 25: we're going to a number of sources for support.
[1:09:27] Voice 25: CRD is one of them.
[1:09:29] Voice 25: The economic commissions
[1:09:30] Voice 25: from both the Southern Gulf Islands,
[1:09:32] Voice 25: from Gabriela to Salt Spring to Quadra,
[1:09:37] Voice 25: Quadra, their economic development and chambers of commerce are contributing to the funding of
[1:09:43] Voice 25: the forum and have done so in the past. So, and the fact that island trustees participated, I know
[1:09:51] Voice 25: Doug and Laura and Lee and Russ and Scott were very impressed with the engagement of people
[1:09:56] Voice 25: across the forum. And so it is a collaborative initiative. We're going to government at the
[1:10:02] Voice 25: the federal, regional, and local level.
[1:10:05] Voice 25: So I heard about this opportunity through the program committee, and I thought, well,
[1:10:09] Voice 25: it's an in-kind opportunity.
[1:10:11] Voice 25: We could always use some support.
[1:10:13] Voice 25: This is not something, at this point, our society is just a year old.
[1:10:17] Voice 25: It was formed out of the forum and our key initiatives, everything from Island Comeback,
[1:10:24] Voice 25: which I'm sure you're aware of, and also we're launching a shared business services
[1:10:28] Voice 25: services initiatives called Rising Tide, which is offering cost-effective recovery services for
[1:10:34] Voice 25: Islanders. So our purpose is to join, not be separate. We're trying to bring all the silos
[1:10:40] Voice 25: together and accessing the funding sources that should be helping us. And the Islands Trust,
[1:10:49] Voice 25: it seems to be a logical place for in-kind support. We're not asking for money. We're
[1:10:54] Voice 25: asking for some in-kind support for administrative efforts. So I hope that answers your question.

[1:14:13] Trustee Fenton: human presence. The bottom line is we're here. So we have to find ways to generate economies
[1:14:20] Trustee Fenton: and of scale to the point where we can actually survive and live.

[1:18:10] Voice 19: current policy statement structure is ineffective in implementing preserve and protect directive
[1:18:16] Voice 19: policies in the trust area, not effective in draft bylaws, and more important, not in the
[1:18:22] Voice 19: day-to-day business of staff advice givers and local area decision makers. I've shown remedy in
[1:18:29] Voice 19: in two parts. First, the structure of a rewritten trust policy statement, and second, the content.
[1:18:36] Voice 19: The Act requires Council to adopt a bylaw, which is a general statement of policies for the trust
[1:18:42] Voice 19: area to further the trust object, nothing more. Policies may differ for different local trust
[1:18:49] Voice 19: areas. The first part of my rewritten policy statement gives policies which are applicable

[1:19:01] Voice 19: which are directive in the sense that they are applicable
[1:19:04] Voice 19: to individual trust areas for inclusion

[1:19:14] Voice 19: to excuse individual directive policies as the act allows.

[1:19:50] Voice 19: environment will overwhelm the natural environment.

I'm just trying to be, take the best practices view of this, because, you know, as comments were made, this is essentially the work of the Islands Trust, and, you know, when it comes right down to it, I don't feel a conflict so much as possibly a bias, because, you know, being involved in it, it's hard to say that I wouldn't be already predisposed towards it.
[1:44:02] Trustee Critchley: So that's the concern. And in that Torgrimson case, they never argued, apparently, that what the people were doing was actually in accordance with the trust objectives, you know, so that there wasn't a conflict in that case.

[1:45:34] Trustee Critchley: terms of reference, which has now been adopted by the membership. We don't have formal membership.
[1:45:41] Trustee Critchley: We don't have dues paying. It's very, very loose. And it's just that I'm sort of a quasi officer in an unincorporated way. So that's where I think, you know, the status changed a little bit from the previous year.

[1:49:18] Voice 9: That position also has other duties. We're hoping over time to transfer the grants function into that role.
[1:49:23] Voice 9: That role has housing agreement administration and support for communication.
[1:49:27] Voice 9: So at this time, really the primary management of the social media accounts and helps with infographics for publications and that sort of thing.
[1:49:35] Voice 9: and then really for me as the director is sort of a catch-all for you know assistance as needed
[1:49:41] Voice 9: so I've estimated that the role might have up to 120 140 hours there is contract administration
[1:49:48] Voice 9: associated with the ones that we choose to contract rather than provide in-kind time to
[1:49:53] Voice 9: so really often there's two contracts there could be one for the coordinator itself and then one for
[1:49:58] Voice 9: facilitation um sometimes so i would estimate sort of um about seven hours per contract maybe
[1:50:05] Voice 9: um to like set it up monitor it receive the reporting process everything through to finance
[1:50:10] Voice 9: etc so i'm estimating there's about 70 hours remaining but it's really up to you to allocate
[1:50:15] Voice 9: hours i would say i would advise probably not going over sort of 110 120 hours um my what i
[1:50:22] Voice 9: think is appropriate is around 70 but you could certainly push that up if you need to it would
[1:50:26] Voice 9: just be pulling away from sort of the stewardship education program where we're hoping to set up
[1:50:30] Voice 9: that mailing and new publications and so on and you also wanted some climate webinars
[1:50:36] Voice 9: so that's where we stand um really in your hands in terms of that the role i think has been quite

[1:57:25] Voice 9: sort of scoping out all the projects that are in front of you and sort of breaking out
[1:57:29] Voice 9: proportionally where I think time's going to go towards them. So your various stewardship
[1:57:34] Voice 9: leadership education program so we haven't had a tradition of being a lot having a lot of rigor
[1:57:39] Voice 9: around that because of course we're very responsive to political needs and changes of course I would
[1:57:45] Voice 9: say but I think there's going to be a need for that going forward the other piece I would say
[1:57:51] Voice 9: is that we had decided through the LPS review or what we're calling local planning services review
[1:57:56] Voice 9: to eliminate the grants position and move those duties into the program coordinator's
[1:58:01] Voice 9: role. I think we might need to reflect or I'm currently delaying that implementation

[2:01:07] Trustee Fenton: It evolved, it changed over the 10 years I was involved.
[2:01:11] Trustee Fenton: It kept on getting, you know, but the bang for the buck, they could walk into an institution and just go for it.
[2:01:18] Trustee Fenton: because they had the tools the templates the expertise um and i see this is what right now
[2:01:25] Trustee Fenton: we're sort of rough around the edges and we've got we see some really good feedback um so it
[2:01:31] Trustee Fenton: has great value and i would rather ask to be less to each group and refine be selfish
[2:01:39] Trustee Fenton: as an organization and start to refine our framework right from the get-go and start
[2:01:45] Trustee Fenton: amending it as we go um so that you know each year literally within the next 12 months we're

[2:03:38] Trustee Critchley: disclosing the budget for the fiscal year for which they are applying and trying to get a
[2:03:44] Trustee Critchley: handle on just how crucial it is that they have the funding from us to make to make their project
[2:03:50] Trustee Critchley: fly um because yeah that's when i'm looking at at evaluating these with it when there's limited
[2:03:58] Trustee Critchley: of money to go around. That's what I'm kind of looking at, as well as the you know the nature of the business that they're involved in. So, yeah, that's, that's for the future as I say, or it has it has been said I fully agree that's that's a future project.

[2:06:08] Trustee McConchie: correct me if i'm wrong here um so basically from what i understand we're funding it's not
[2:06:14] Trustee McConchie: For sure, it's not a large amount of money, but we're funding a secretary to lobby the provincial government to do stuff because they're not acting fast enough and they're not listening to us, essentially.
[2:06:27] Trustee McConchie: So we need these groups to go and lobby the ministers and explain to them what's going on and, hey, we have these environmental concerns.
[2:06:36] Trustee McConchie: Okay, that's great. But my question is, is don't we have trust council? Like, don't we have staff? And then couldn't we allocate time in the agenda of trust council to like invite Adam Olson, invite the ministers, invite Elizabeth May, invite the Minister of Environment for the federal government, and create the spaces there already, the staff is there already.
[2:07:00] Trustee McConchie: we would then be there in numbers you know with regards to you know our numbers of trustees and
[2:07:07] Trustee McConchie: we say hey look we're trustees we've been talking to these folks from the house sound from the
[2:07:11] Trustee McConchie: southern gulf islands and then we've created the space for them to hear us i i don't i don't
[2:07:17] Trustee McConchie: understand why we haven't thought about that approach what am i incorrect about maybe if i
[2:07:23] Voice 15: can respond to that for a second um i think the difference that i see and it's just like my own
[2:07:30] Voice 15: sort of personal work in the space is I think what I see that it's different from that is
[2:07:36] Voice 15: when you look at say the house sound forum you're dealing with one or two different regional
[2:07:42] Voice 15: districts as opposed to I don't know how many it is 12 different regional districts so as soon as
[2:07:48] Voice 15: you're starting to talk across the whole of the trust area the conversations start to get
[2:07:52] Voice 15: too high level and not detailed enough into the context of the work on the ground together and
[2:07:58] Voice 15: And so then you get too many people and the conversation gets too dispersed when you're
[2:08:04] Voice 15: talking just in the region of for instance, then you have just the First Nations in that
[2:08:10] Voice 15: region, just the trustees and regional districts.
[2:08:14] Voice 15: I agree with you about the province and the feds.
[2:08:17] Voice 15: That seems to be a level that like it would be great to have involved in trust counsel
[2:08:21] Voice 15: in different ways, but it's also great to have the local representative in that area
[2:08:25] Voice 15: um like involved in the conversation so I think I would say from my perspective the secretariat's
[2:08:33] Voice 15: played a different function politically in coordinating about projects locally um like
[2:08:38] Voice 15: at a fairly regional kind of level um but the having federal and provincial representation
[2:08:45] Voice 15: at our meetings I would actually prefer it not to be our locally elected officials at the trust
[2:08:51] Voice 15: council level i would prefer it to be like the ministers or like like if that was possible the
[2:08:56] Voice 15: people who are really responsible for our areas um to be invited into the trust council space
[2:09:01] Voice 15: so conversations in that space actually operated at much broader level like maybe that would be
[2:09:06] Voice 15: like a regional manager for dfo that covered the whole of the pacific region you know like that

[2:11:19] Voice 9: on where I see the value in these coordination groups.
[2:11:22] Voice 9: Number one, I think it's relationship building
[2:11:25] Voice 9: among the different elected officials involved
[2:11:27] Voice 9: in any one undertaking region,
[2:11:30] Voice 9: where they can know each other.
[2:11:32] Voice 9: Because what we discovered last term
[2:11:34] Voice 9: through the service integration,
[2:11:35] Voice 9: there was a lot of like concern and angst
[2:11:37] Voice 9: about different topics but it was because the elected officials didn't know each other and
[2:11:41] Voice 9: didn't feel like they could pick up the phone to jointly solve a problem that was something I
[2:11:45] Voice 9: diagnosed also a lack of involvement of First Nations and I think coordination groups that are
[2:11:50] Voice 9: explicitly bringing First Nations into these conversations really promotes just a sharing of
[2:11:55] Voice 9: ideas a sharing of perspectives that influences the decision making for any one region so number
[2:12:02] Voice 9: one I think relationship building is a good outcome in and of itself from these coordination
[2:12:05] Voice 9: groups. The other piece I would see is I would point to the Salt Spring Island Watershed Protection
[2:12:11] Voice 9: Alliance which is actually a coordination group but that has that power for coordination has been
[2:12:16] Voice 9: delegated to the local trust committee there. That group has been convening for quite a number of
[2:12:21] Voice 9: years and an outcome there is coordination of where the different orders of government are
[2:12:26] Voice 9: putting their monies towards initiatives that benefit so that it's done in a coordinated manner
[2:12:31] Voice 9: manner so they're not overlapping and tripping on each other and they can also mutually decide
[2:12:35] Voice 9: where the investment in a region is best put and potentially stage it out over a number of years
[2:12:40] Voice 9: and in a coordinated way and also look towards the future as a group rather than each local
[2:12:47] Voice 9: or each level of government doing its own thing without being coordinated so I see that's how I
[2:12:52] Voice 9: see a lot of value it may be that these groups come together as has happened at the house sound
[2:12:56] Voice 9: form, for example, to advocate on any particular topic that they all agree on, but not as a body,
[2:13:03] Voice 9: they return back to their each individual orders of government and do it independently,
[2:13:07] Voice 9: but just in a coordinated way. That's what I see in terms of value of this. In the Act,
[2:13:13] Voice 9: the Council is explicitly called upon to coordinate, right, the implementation of policies
[2:13:17] Voice 9: and the determination of policies. And I see this as a key way in which that might happen.
[2:13:22] Voice 9: And I, in my view, I don't think Trust Council has stepped into that space enough.
[2:13:26] Voice 9: in terms of moving beyond just being a regulatory authority in terms of bylaws.
[2:13:33] Voice 9: And writing letters as our advocacy program is one way of doing that, but I feel like really
[2:13:38] Voice 9: affecting long-term change often comes from building relationships and doing it in a
[2:13:42] Voice 9: coordinated manner. So there's your staff view if that's helpful.
[2:13:46] Trustee Luckham: You're welcome.
[2:13:47] Trustee Luckham: Thank you, Chair Morrison. Yeah, I'll just chime in. I don't really think or feel that
[2:13:59] Trustee Luckham: this is a support for lobbying efforts. I see this as much more a grassroots, support
[2:14:08] Trustee Luckham: for grassroots initiatives, and particularly, as has been pointed out, a support for engaging
[2:14:15] Trustee Luckham: with First Nations at that community level. And I think this is more an
[2:14:22] Trustee Luckham: opportunity for these grassroots initiatives to have their own voices
[2:14:27] Trustee Luckham: heard, not the voice of council, and particularly with other agencies. And so
[2:14:34] Trustee Luckham: I see this as supporting the work on the ground that the Islands Trust has not
[2:14:39] Trustee Luckham: traditionally been able to do, and specifically around the dictates of our
[2:14:45] Trustee Luckham: mandate, which is to work with other agencies. So I see the Secretary of Services as providing
[2:14:50] Trustee Luckham: that opportunity for grassroots organizations to work with other agencies and facilitate
[2:14:57] Trustee Luckham: forums and opportunities to advance those interests that support the work of the
[2:15:06] Trustee Luckham: Islands Trust. So I just would reflect for a moment. For quite a number of years,
[2:15:11] Trustee Luckham: I tried to keep biosphere initiatives on the Islands Trust table, thinking that we had a role
[2:15:19] Trustee Luckham: to play in that. And the Howe Sound Forum, through its relationship with other agencies, has been
[2:15:25] Trustee Luckham: successful in getting an application before the United Nations initiative, which is something
[2:15:34] Trustee Luckham: that we have not been able to do. So I'm really actually quite proud of the ability for us to
[2:15:39] Trustee Luckham: support that to advance a biosphere initiative within the islands trust which is not directly
[2:15:44] Trustee Luckham: associated or connected with what we're doing but certainly supports what we are doing in protecting
[2:15:49] Trustee Luckham: the core values so i would see it more i would not see it as lobbying none of the proposals here
[2:15:56] Trustee Luckham: actually indicate that they're going to be coordinating minute meetings with ministers
[2:16:00] Trustee Luckham: or lobbying ministers or ministries or something they're doing work on the ground which i think is
[2:16:06] Trustee Luckham: different. Thank you. All

[2:16:34] Trustee Fenton: um position to guide and manage um the trust trust area through similar values shared values

[2:16:52] Trustee Fenton: policies so i i just as sort of a all reflects on the preserve and protect without actually
[2:16:58] Trustee Fenton: slapping people on the head saying preserve and protect and you know i guess you know comes back
[2:17:03] Trustee Fenton: the bylaws in that regard, quality control by demonstrating a level of coordination,
[2:17:11] Trustee Fenton: the note-taking, report writing, all skills that the Islands Trust staff bring to the table,
[2:17:16] Trustee Fenton: I mean without even having to think about it. They just do that, that's what they do.
[2:17:19] Trustee Fenton: The comments today reported on that, how appreciated that was. It is not lobbying per se,
[2:17:28] Trustee Fenton: say, but MLAs and MPs both respond to voters and votes. The ability of us to leverage our
[2:17:35] Trustee Fenton: networks and leverage our presence as trust counsel to influence the vote by aligning
[2:17:43] Trustee Fenton: with the object is very benevolent. And it's not just us or 32 people, it's the whole trust
[2:17:52] Trustee Fenton: area. So I had great influences with the money spent greatly, you know, I just say it's a big
[2:18:00] Trustee Fenton: bang for our buck. Thanks.

[2:18:34] Voice 15: be funded out of ltc budgets as opposed to through a program or is that not possible the way the
[2:18:40] Voice 15: current ltc budgets are set up
[2:18:42] Voice 9: no i don't think that no because the powers for coordination lie
[2:18:47] Voice 9: with trust council so you'll see there's a bylaw of council that delegates that power only to salt
[2:18:52] Voice 9: spring and only um for certain parts of the coordination function they didn't delegate all
[2:18:57] Voice 9: the powers so if you're interested have a look at if you're interested in having that power
[2:19:02] Voice 9: delegated to a local trust committee any local trust committee could request to have that done
[2:19:08] Voice 9: in the way that salt spring did however i in my view it's better to centralize the function
[2:19:14] Voice 9: there's efficiencies to be gained there by having one person undertaking it and sort of training up
[2:19:20] Voice 9: and being coordinated.

CALL TO ORDER The meeting was called to order at 9:01 a.m. Chair Morrison acknowledged that the meeting was being held in the traditional and treaty territory of the Coast Salish First Nations. 2. APPROVAL OF AGENDA 2.1 New Items and Re-Ordering of the Agenda It was presented for consideration that the order of the agenda be amended so that Town Hall would be after Delegations. 2.2 Approval of Agenda By general consent the agenda as amended was approved. 4. DELEGATIONS A question was posed as to whether a trustee who is involved in any of the coordination groups who are requesting support under the Trust Council Policy - Secretariat Services would be in a conflict of interest if they were to participate in the deliberation of the request of that group or in the deliberation of the requests from any or all of the groups and therefore should recuse themselves from those deliberations. ADOPTED Trust Programs Committee Minutes of Regular Meeting ADOPTED April 8, 2021 Page 2 of 6 Trustee Critchley indicated that he may have a conflict of interest, as he is involved with the Baynes Sound Lambert Channel Ecosystem Forum Steering Committee, and indicated that he would recuse himself from the meeting during their presentation and during any discussion in regards to their request. Trustees Brent, Rogers and Morrison indicated their involvement in other organizations that are presenting and stated that they would not be declaring a conflict of interest. It was noted that the Trust Council Policy - Secretariat Services requires local trustee involvement for a coordination group to be eligible for support. 4.1. Southern Gulf Islands Forum Jane Wolverton, Galiano Island Local Trustee and Laura Parker, Outreach Coordinator, Constituency office of Adam Olsen, MLA spoke to the request. Trustee Critchley left the meeting at 9:35 a.m. 4.2. Baynes Sound Lambert Channel Ecosystem Forum Daniel Arbour, Comox Valley Regional District Electoral Area A Director and Dorrie Woodward, Chair, Association of Marine Stewards of Denman Island spoke to the request. Trustee Critchley returned to the meeting at 9:43 a.m. 4.3. Coastal Douglas-fir Conservation Partnership Kelly Chapman, Coordinator, Coastal Douglas-fir Conservation Partnership and Darryn McConkey, Steering Committee Chair, Coastal Douglas-fir Conservation Partnership spoke to the request. 4.4. Howe Sound Community Forum and Ocean Watch Action Committee Ruth Simons, Executive Director, Howe Sound Biosphere Region Initiative Society spoke to the request. 4.5. Rural Islands Economic Forum Francine Carlin, President and Board Chair, Rural Islands Economic Partnership spoke to the request. 3. TOWN HALL Michael Sketch spoke to the Committee in regards to his correspondence received by the Committee and which was included in the agenda. Committee recessed at 10:22 a.m. and resumed at 10:28 a.m. 5. ADOPTION OF MINUTES/COORDINATION 5.1 Minutes of Meeting ADOPTED Trust Programs Committee Minutes of Regular Meeting ADOPTED April 8, 2021 Page 3 of 6 5.1.1 Trust Programs Committee minutes of February 5, 2021 By general consent the minutes were approved as presented. 5.2 Resolutions Without Meeting 5.1.1 Trust Programs Committee RWM-2021-01 Received for information. 5.3 Follow Up Action List Director Frater provided an update in regards to the items that are in progress, noting that Staff: will be presenting draft amendments to the Policy Statement at the next meeting; will be meeting with provincial staff next week to continue discussions in regards to the Crown Land agreements; contacting Fraser Basin Council is on hold until there is more capacity to engage with the Council; is waiting to receive a request from My Sea to Sky Society for a letter of support when they have a grant application prepared; will work with Trustee Peterson to refine his “Amending the Policy Statement Amendment Policy 1.2.1” Request For Decision once the draft amendments to the Policy Statement are presented to the Committee. TPC-2021-016 It was MOVED and SECONDED, that Trust Programs Committee request staff to provide a rough estimate of the amount of hours all staff have spent on the Trust Policy Statement Review during the last quarter, or any time period as appropriate. CARRIED 6. BUSINESS 6.1 Secretariat Services to Coordination Groups in the Trust Area - RFD Discussion included: the nature of individual trustee involvement in the coordination groups and whether that involvement might create a potential conflict of interest; the total amount of staff time available for in-kind work is approximately 70 hours with an additional 70 hours for contract administration, although this is a flexible estimate; potential draft amendments to the Secretariat Services Policy to address the use of staff time for Secretariat Services; the financial information that is needed to be received from all coordination groups, such as their budget and financial statements, that would assist the Committee in evaluating requests; ADOPTED Trust Programs Committee Minutes of Regular Meeting ADOPTED April 8, 2021 Page 4 of 6 the impact, value and goal of supporting coordination groups; the reporting to the public of the Secretariat Services through the Annual Report and news release; the coordination groups’ engagement with and information provided to Trust Council; and, the criteria used to help evaluate requests. As the Committee then decided to discuss the coordination groups’ requests, Trustee Critchley left the meeting at 11:35 a.m. The Committee indicated a need for an estimate of staff time that would be associated with supporting any individual coordination group. It was MOVED and SECONDED, that Trust Programs Committee allocate $2500 to support the continuation of the Baynes Sound Lambert Channel Ecosystem Forum. TPC-2021-017 It was MOVED and SECONDED, that Trust Programs Committee postpone consideration of the motion “that Trust Programs Committee allocate $2500 to support the continuation of the Baynes Sound Lambert Channel Ecosystem Forum” to the next regular meeting. CARRIED It was noted that the meeting was originally scheduled to end at noon but that the meeting would continue provided that quorum was maintained. It was also noted that some trustees had other commitments to honour based on that original scheduled end time and would have to leave the meeting prior to adjournment. TPC-2021-018 It was MOVED and SECONDED, that Trust Programs Committee postpone decisions on the funding of the Secretariat Services to the next regular meeting. CARRIED Trustee Critchley returned to the meeting at 12:10 p.m. Trustee Brent left the meeting at 12:27 p.m. TPC-2021-019 It was MOVED and SECONDED, ADOPTED Trust Programs Committee Minutes of Regular Meeting ADOPTED April 8, 2021 Page 5 of 6 that Trust Programs Committee request staff to seek a legal opinion on trustees’ ability to vote on requests for Secretariat Services if they attend the forum associated with these services. DEFEATED Trustee Colbourne left the meeting at 12:28 p.m. Trustee McConchie left the meeting at 12:31 p.m. TPC-2021-020 It was MOVED and SECONDED, that Trust Programs Committee request staff to seek a legal opinion on a trustee’s ability to vote on requests for funding for secretariat services where the trustee is a member of an unincorporated association and alternatively where the trustee is a part of a steering committee of an unincorporated association seeking funding. CARRIED 7. NEW BUSINESS None 8. CORRESPONDENCE 8.1 Letter from Michael Sketch to the Trust Council March 9, 2021 meeting Received for information 9. WORK PROGRAM 9.1 Trust Programs Committee Work Program The Committee postponed review of the Work Program to the regular meeting scheduled for May 14, 2021. 10. NEXT MEETING Staff suggested to the Committee to defer the special meeting of April 15 meeting to allow staff to prepare more fulsome materials. TPC-2021-021 It was MOVED and SECONDED, that Trust Programs Committee reschedule the April 15, 2021 special meeting to May 3, 2021, from 4:00 p.m. to 7:00 p.m. CARRIED 11.
