[0:04:30] Trustee Morrison: have to travel um and as we're on honoring the provincial health codes and guidelines during

[0:04:35] Trustee Morrison: the pandemic this meeting was an option to be held in person um however with the delta variant and

[0:04:42] Trustee Morrison: like just concerns and challenges that were all coming from different islands we we decided to

[0:04:47] Trustee Morrison: have this meeting go ahead and be electronic i'm so sorry for any adjustment or last minute issues

[0:04:52] Trustee Morrison: issues related to that and it does look like our October meeting will be in person but we'll try

[0:04:57] Trustee Morrison: and be a little bit more in advance of that. Like members of our staff who are now working at home

[0:05:04] Trustee Morrison: all of you are connecting to this meeting today from different types of equipment and connections

[0:05:09] Trustee Morrison: so if we do have challenges we'll deal with it as we go and thanks for being supportive about that.

[0:09:05] Trustee McConchie: just, sorry, Trustee Morrison. Yeah. Just wondering, is there any part of the agenda where folks from the islands can report back on what they've heard as a result of their own consultation with talking to islanders regarding the policy statement?

[0:09:19] Trustee McConchie: And is that a useful use of time? You know, because I don't see anything like that in the agenda. It's going to be the staff presenting and then us discussing what's in the reports from the staff.

[0:09:29] Trustee McConchie: staff and i'm curious to hear from folks like trustees because it's the only chance i've talked

[0:09:33] Trustee McConchie: to them all summer um what they've been hearing and i don't know how what forum to do that in

[0:09:39] Trustee Morrison: so there's two different places where that comes in we actually do have a standing item three which

[0:09:43] Trustee Morrison: is town hall so anybody from the community is welcome to speak um in the town hall portion

[0:09:49] Trustee Morrison: that's actually not standard on the agenda but a couple months ago actually i want to say like

[0:09:53] Trustee Morrison: six months ago we added that to our agendas specifically so public could speak in our

[0:09:57] Trustee Morrison: meetings um so for under item number three right after the approval of agenda we will open that up

[0:10:03] Trustee Morrison: for anybody who's here to participate um underneath any of the so underneath 7.1 i expect to have a

[0:10:10] Trustee Morrison: conversation too about what folks on the committee have been hearing in their communities that would

[0:10:16] Trustee Morrison: be helpful as part of that conversation as well okay um anything else okay i'm going to go ahead

[0:10:29] Trustee Morrison: with those amendments, just that 7.1 includes that we make sure we have the conversation that

[0:10:38] Trustee Morrison: Trustee Brent wanted to have and that we include that resolution without meeting in the agenda.

[0:12:45] Voice 16: Oh, okay. Do you know the rationale behind why the TPS draft was not sent to the First Nations at this stage, and only to the agencies?

[0:13:01] Trustee Morrison: Claire, do you want to talk to that?

[0:13:04] Voice 14: Yes, typically many First Nations close their offices in August, so we've held off sending it for a few weeks.

[0:13:11] Voice 14: um just respectfully um as i understand based on advice that it would be best to wait

[0:13:16] Voice 14: um until late august or early september to send that so

[0:13:21] Voice 16: they will be given an opportunity to come

[0:13:23] Voice 16: to to talk about the draft rather than wait till the first first reading because what i read was

[0:13:30] Voice 16: that it may be that they will not even be referred the draft they will wait till after first reading

[0:13:35] Voice 16: no

[0:13:36] Voice 14: we are undergoing constant early and meaningful engagement and we will be sending the draft

[0:13:40] Voice 14: staffed along with the along with some capacity funding offers to all patients yes absolutely

[0:13:46] Voice 14: it's a continuous dialogue for those nations that are speaking to us and we'd like to reach out

[0:13:53] Voice 14: again and offer some capacity funding to those that might wish to engage thank you deb you're

[0:14:09] Trustee Morrison: muted and here i'm almost down at number nine and nobody even noticed okay um so there are no

[0:14:19] Trustee Morrison: delegations today adoption of minutes um are there any changes to the minutes of the meeting for

[0:15:35] Trustee Morrison: want to name anything specifically inside that or any of the other trustees i'll give you a

[0:15:43] Voice 14: sure i'm just happy to take questions but i can let

[0:15:46] Voice 14: you know um we still are looking to hire a program coordinator um i'm yeah so we're making some

[0:15:54] Voice 14: some progress and hope to have someone in place in late September, hopefully. But in the meantime,

[0:15:58] Voice 14: I've been working on securing contracts in support of Secretariat Services. And we have secured

[0:16:04] Voice 14: facilitator and note taker for the Southern Gulf Islands Forum. It looks like we are moving towards

[0:16:10] Voice 14: a contract for the Coastal Douglas for Conservation Partnership. And I'm attempting to

[0:16:14] Voice 14: secure some staff time to support the Rural Islands Economic Partnership. And then continuing

[0:16:21] Voice 14: work on bay and sound form i haven't connected with them recently so i wanted to update around

[0:16:26] Voice 14: that we will be bringing something around the suspension of the community stewardship award

[0:16:29] Voice 14: program to your next meeting in october um to see that you can prepare advice for trust council in

[0:16:35] Voice 14: december um we continue to meet with the province around crown lands and hope to move towards um an

[0:16:40] Voice 14: actual agreement and you know towards the end of the year and in the new year to try and conclude

[0:16:44] Voice 14: include by the end of this term. And with regard to the climate action report card tool,

[0:16:52] Voice 14: you may have seen in your briefing, but they were on six, the My Sea to Sky Society was unsuccessful

[0:16:57] Voice 14: with their grant application. So they continue to look for opportunities that we might be able

[0:17:01] Voice 14: to partner with them on. Also, with regard to Trustee Peterson's request for work on the policy

[0:17:08] Voice 14: statement amendment policy, I think he's content for us to wait until there's sufficient staff time

[0:17:13] Voice 14: to take that on um so i recommend leaving it on the list and we'll get there when we can

[0:17:18] Voice 14: and with regard to the one above that the ministry of transportation and infrastructure

[0:17:22] Voice 14: road standards there is an upcoming meeting between the director of planning and

[0:17:28] Voice 14: regional planning managers and modi at which they can discuss opportunities to address

[0:17:32] Voice 14: climate change and reconciliation so with that i'll take any questions yeah

[0:17:37] Trustee Morrison: i have like 10

[0:17:38] Trustee Morrison: questions that just jumped to mind on all of those things um but let's start with trustee rogers

[0:17:45] Trustee Rogers: Thanks. I hope my connection is better. I had a question. I like to clean up fuels if they can be. I have a question on the one of November the 6th, 2019, which is the one about the Fraser Basin Council.

[0:18:03] Trustee Rogers: Council. And I wondered if that sort of has become redundant, given that we've sort of taken

[0:18:09] Trustee Rogers: on the Secretariat Services. And if so, do you recommend we remove it from our follow-up action

[0:18:15] Trustee Rogers: list?

[0:18:17] Voice 14: Certainly, certainly the Unstressed has moved towards formalizing its own Secretariat

[0:18:22] Voice 14: Service program. We did not get much, you know, when we reached out, we, you know, didn't get a

[0:18:27] Voice 14: lot of uptake around opportunities for synergy. There may still be opportunities there, but I

[0:18:32] Voice 14: I would leave that to the committee

[0:18:33] Voice 14: as to whether they'd still like staff time allocated to it.

[0:18:36] Voice 14: We have been treating it as a low priority at this point,

[0:18:39] Voice 14: but I would leave that to you

[0:18:40] Voice 14: if you'd like to continue to take that on

[0:18:42] Voice 14: or really work towards more direct delivery by the trust.

[0:18:49] Trustee Morrison: Any thoughts on that?

[0:18:52] Trustee Rogers: Well, I think we've gone to a direct delivery model.

[0:18:56] Trustee Rogers: I know that was the original thought

[0:18:58] Trustee Rogers: was the Fraser Basin Council might be able to take

[0:19:01] Trustee Rogers: that function on for us,

[0:19:03] Trustee Rogers: But there hasn't been any take up. And I think we're pretty committed to this, unless the Trust Council tells us differently.

[0:19:12] Trustee Rogers: They funded it this year. We approved four, I think, or maybe five different groups.

[0:19:17] Trustee Rogers: So I'd probably suggest we just take it off the follow up action list as an action step for you just to clean up the list after coming on two years.

[0:19:30] Trustee Morrison: Can you make that in the form of a motion, please?

[0:19:33] Trustee Morrison: sure

[0:19:33] Trustee Rogers: i'll move that we remove the november 6 2019 activity related to the fraser basin council from

[0:20:47] Voice 2: you know and some of these have been updated but there are some that are not updated

[0:20:52] Voice 2: And when we do the initial motion, we usually set a target date and then, you know, things happen and it gets delayed.

[0:21:01] Voice 2: And I just wondered about if we could have under target the original target date.

[0:21:06] Voice 2: And then as things change, we just put in a new target date underneath it just to show the history of it.

[0:21:13] Voice 2: it and like with the the one with uh trustee peterson it could have underneath it uh on hold

[0:21:20] Voice 2: pending something just just provide some sort of clarity as to what's actually happened over the

[0:21:26] Voice 2: period of time because i see some that are going back to you know earlier in a year and

[0:21:32] Voice 2: there's no indication as to what's happening or what the new target date is if there is any set

[0:21:38] Voice 2: that. So just as I've always been puzzled by that.

[0:21:43] Voice 14: If I can, I said, yeah, through the chair.

[0:21:45] Voice 14: This is a custom software to the trust, and it's somewhat limited in what you can enter

[0:21:49] Voice 14: into the various fields.

[0:21:50] Voice 14: If the committee would like more ability for more reporting, perhaps I could have a

[0:21:55] Voice 14: resolution that I could take back and see if our department can dedicate some time

[0:22:00] Voice 14: towards updating the software to provide that option.

[0:22:03] Voice 14: Because right now, often we just have dropdowns that we can pick a narrow range of

[0:22:07] Voice 14: options from.

[0:22:09] Voice 2: So we have an option to actually modify the program that you're using?

[0:22:14] Voice 14: Potentially, yeah, I would have to get some cost estimates.

[0:22:16] Voice 14: But certainly we are, as staff, sometimes a little bit frustrated.

[0:22:19] Voice 14: You know, we can only do things with it.

[0:22:24] Voice 2: I'll hold off on that.

[0:22:25] Voice 2: I know there's enough going on right now, but it's something that maybe I'll think about some more.

[0:46:12] Voice 7: sleep god only knows but um it just seemed like a bit of a blind side to for the minister to drop

[0:47:51] Voice 18: Besides the relationship, the communality of some of the wording will strike some people as saying, I think that requires an explanation.

[0:48:07] Voice 18: written frankly by the same person so i'll leave that one up to the speculators but it's definitely

[0:48:14] Voice 18: going to cause a lot of conversation and i did have my hand up before and i'm glad the subject

[0:48:20] Voice 18: of the uh of the consultants was raised because that also there's no escaping the amount of

[0:48:27] Voice 18: discussion that's going to come out of that so uh you know that that won't get away from it

[0:48:34] Voice 18: so i and i look forward to hearing more because if everyone was so surprised why was everyone

[0:48:41] Voice 18: so surprised uh it seems it it definitely is going to definitely going to harbor some further

[0:48:54] Trustee Luckham: Well, there's a lot of things to say. Certainly, well, to

[0:49:02] Trustee Luckham: start with, this is not our ministry that has made this order, right? We report to a

[0:49:08] Trustee Luckham: different minister. Flynnrow is not directly responsible to the Islands

[0:49:15] Trustee Luckham: trust. It is, however, disappointing that the minister did not choose to reach out to us in

[0:49:23] Trustee Luckham: advance. But that said, on a topic of this nature, I can see that they wanted to keep the cards close

[0:49:31] Trustee Luckham: to their chest, and I'm not defending them in any way. But for whatever reason, they decided to do

[0:49:38] Trustee Luckham: that in the way that they have done it. So that's the two things. And although I certainly

[0:49:45] Trustee Luckham: am surprised by this move by the province, I'll use that language instead, I'm also not surprised

[0:49:55] Trustee Luckham: because you might recall that I think two to three years ago, maybe slightly more,

[0:50:01] Trustee Luckham: The minister also, in surprise announcement, if I'm not mistaken to us, decided to walk away from the permitting processes regarding leases and docks in all except the Southern Gulf Islands.

[0:50:22] Trustee Luckham: Islands. So there was a flag raised a number of years ago with respect to the ministry identifying

[0:50:29] Trustee Luckham: that the requirements for applying for docks was changed all across the province except in the

[0:50:37] Trustee Luckham: Southern Gulf Islands. And the rationale that was provided to us at that time was because the

[0:50:43] Trustee Luckham: Southern Gulf Islands and the Islands Trust is a special place and warranted special attention.

[0:50:48] Trustee Luckham: And this started long before the policy statement got to the place that it's in.

[0:50:55] Trustee Luckham: And I think that there, I believe completely that it's coincidental.

[0:51:03] Trustee Luckham: Certainly, I think that it doesn't help to fuel the, Trustee Cahill, doesn't help to

[0:51:11] Trustee Luckham: fuel those people that think that there is something untoward going on.

[0:51:16] Trustee Luckham: and quote, has come from the same pen, because that is simply not the case.

[0:51:23] Trustee Luckham: In fact, our ministry only received our draft policy statement, in fact, recently, or maybe

[0:51:31] Trustee Luckham: not at all at this point, unless they had nothing else to do other than read our agenda

[0:51:37] Trustee Luckham: packages, and this would be Flynn Road.

[0:51:40] Trustee Luckham: So this has been in the background for some time, identifying some issues and limitations

[0:51:45] Trustee Luckham: with regards to unpermitted docks and the methodologies of providing permits in this

[0:51:51] Trustee Luckham: special area of which the marine habitat and the resident killer whales are significant.

[0:52:01] Trustee Luckham: And so this is a process that the ministry has been underway with for some time. And

[0:52:06] Trustee Luckham: unfortunately, I agree, we have not been consulted to the depth that we would like,

[0:52:11] Trustee Luckham: considering that this region falls under our jurisdiction. So I don't know that I have

[0:52:16] Trustee Luckham: anything more to share there. And at this point in time, based on my email that I sent to everybody

[0:52:25] Trustee Luckham: last night, we've certainly been active to get speaking notes to you. And certainly we've been

[0:52:29] Trustee Luckham: reaching out to the minister to understand what's going on and the rationale for all this. And that

[0:52:36] Trustee Luckham: information will be forthcoming. This only happened two days ago. That's it.

[0:52:53] Voice 9: i did want to point out that that we weren't the only people blindsided by this uh

[0:53:01] Voice 9: i found found out about it maybe a little bit before tim and uh contacted adam olson and adam

[0:53:07] Voice 9: had again had no um he wasn't aware of what was happening he was blindsided as was sonia first

[0:53:15] Voice 9: to know and she's potentially impacted by this as well so it was a surprise to to everyone um

[0:53:22] Voice 9: the one interesting thing though is that flynn row who has quite a bit of expertise in this

[0:53:29] Voice 9: regard at least relative to the islands trust that has virtually no expertise um they're uh

[0:53:35] Voice 9: they're looking at it for a two-year period so it's a pause so they can assess uh using

[0:53:41] Voice 9: presumably best available science what the impacts are it's not just an

[0:53:46] Voice 9: outright blanket permanent prohibition so from that perspective I think it's a

[0:53:52] Voice 9: much more nuanced methodology than what the trust was proposing and certainly

[0:53:59] Voice 9: looking for science rather than just an outright ban so I think that's a good

[0:54:05] Voice 9: thing thank you paul

[0:54:21] Trustee Fenton: it's actually uh a variation of a map that we've been using for uh private mortgage applications

[0:54:28] Trustee Fenton: and permitting so you decide who gets who has to do an application or not and i'll send it out copy

[0:54:35] Trustee Fenton: to everybody shortly here um but conversations i've had with um front counter bc is about

[0:54:42] Trustee Fenton: basically cumulative impacts they're just waking up to that whole notion of cumulative impacts

[0:54:47] Trustee Fenton: you know using the science to sort of look at all these things and um so maybe this is um

[0:54:55] Trustee Fenton: part of that equation and they're just you know finally pushing send and sending it out to people

[0:55:02] Trustee Fenton: and starting to make changes but um yeah we'll see where it goes but i'll send this map out and see

[0:55:07] Trustee Fenton: if it rings a bell to what you've been sent out recently thanks thank

[0:55:20] Trustee Critchley: i can um somewhat understand why the ministry would kind of uh drop this as a surprise

[0:55:28] Trustee Critchley: prize, rather than getting into prior discussions with the various local government authorities.

[0:55:38] Trustee Critchley: Because, of course, they'd be concerned about a flood of applications if this was out there

[0:55:43] Trustee Critchley: that they were considering it. So I kind of get that. What I'm concerned about is that we didn't

[0:55:51] Trustee Critchley: get any notification after the fact, at least. And that concerns me because our act, the Islands

[0:56:02] Trustee Critchley: Trust Act, under which we operate, contemplates that the mandate be carried out in cooperation

[0:56:09] Trustee Critchley: with other governments and government agencies. And although we seem to understand that, we in

[0:56:16] Trustee Critchley: the islands trust it is apparent on many occasions that other branches of government don't understand

[0:56:25] Trustee Critchley: that obligation and to me it's a two-way obligation it's not just the islands trust

[0:56:31] Trustee Critchley: gets involved in collaboration and cooperation with other branches of government but it also

[0:56:36] Trustee Critchley: behooves those other ministries and branches and agencies to cooperate with us and i'm concerned

[0:56:44] Trustee Critchley: that this is just yet another piece of evidence that that element is lacking in those other

[0:56:50] Trustee Critchley: agencies. So it is a point of concern for me, and I'm not quite sure what to do about it at this

[0:56:56] Trustee Critchley: point, but I just wanted to express that thought. And maybe by the time Trust Council rolls around,

[0:57:01] Trustee Critchley: we can come up with some brilliant plan as how we can advance our engagement, as it were,

[0:57:07] Trustee Critchley: not just with public, but with ministries and agencies. Thank you.

[0:57:15] Trustee Morrison: The question I had related to the doc piece and how it connects to the trust policy statement was really around who in who who on our staff is like in conversations with Flynn row and just understanding, I guess, maybe understanding like where this order may fit in with our thinking.

[0:57:43] Trustee Morrison: and i also kind of wanted to ask michael about that like michael i know that you had thought

[0:57:48] Trustee Morrison: about other ways to think about the dot framing and so like does this influence like what you're

[0:58:03] Voice 18: but i've got some next week and um you know given how recent this this this order this temporary

[0:58:56] Trustee Morrison: to think like because i know that the of the things inside the trust policy statement that

[0:59:02] Trustee Morrison: we're getting a lot of comments on it. It is things like docs, selenation plants, um, obviously

[0:59:08] Trustee Morrison: the process, which we've talked a little bit about already. Um, and, uh, I'm forgetting something.

[0:59:17] Trustee Morrison: There's not, there's a third thing, but, um, so I'm wondering just like, as you go forward and

[0:59:23] Trustee Morrison: I know that Michael, you had like thought about some of this and given some text around this,

[0:59:28] Trustee Morrison: like it would be great if you could um you know include that that idea of like the maybe like a

[0:59:36] Trustee Morrison: pause based on information and i don't know how we would write that into a trust statement or

[0:59:41] Trustee Morrison: if there's language that's just more no

[0:59:48] Voice 18: and to this extent i i sympathize with chair luckham because you know our people have been

[1:00:13] Trustee Morrison: taken vacation because I can see it coming that I'm not going to be able to now. All right. Any

[1:00:29] Trustee McConchie: statement well i just have a comment so it just like it just appears to me just analyzing this

[1:00:34] Trustee McConchie: this doc issue so trustee chrisley had a point there he's well you know because if you have a

[1:00:40] Trustee McConchie: bunch of if you do it in secret then a whole bunch of people don't go and panic and build a bunch of

[1:00:45] Trustee McConchie: docs and the same thing goes for almost most of the policies i see in the policy statement like

[1:00:50] Trustee McConchie: like you talk about tree cutting as soon as we start talking about tree cutting bylaws everyone

[1:00:55] Trustee McConchie: Everyone goes and clear cuts their lawn, right, or their land, when plant a lawn.

[1:01:00] Trustee McConchie: So, you know, I'm just wondering, like, you know, should we, right?

[1:01:05] Trustee McConchie: Like, because in a way, it's a strong environmental policy.

[1:01:08] Trustee McConchie: Like, it's actually a thing that will make a positive difference for our ecosystem.

[1:01:14] Trustee McConchie: However, they're ignoring the democratic process, which we're going and spending money on consulting firms, and we're going out into the community, and we're blah, blah, blah, and we're going to hear tons and tons of opinions, right?

[1:01:24] Trustee McConchie: Right. And the province is like, forget it. We're just going to do this because it needs to be done.

[1:01:30] Trustee McConchie: Right. So I'm I'm just I'm just noticing that there's two two different strategies taking place here and and reflecting on that.

[1:01:38] Trustee McConchie: Basically, it's interesting.

[1:01:40] Trustee Morrison: Yeah, I've been thinking about that because, of course,

[1:01:42] Trustee Morrison: Pender is getting pretty hit hard in certain ways by tree related issues.

[1:01:47] Trustee Morrison: And I've actually had conversations with different people who didn't realize as they were chatting with me that I am their local trustee until the conversation proceeded further about tree cutting.

[1:01:57] Trustee Morrison: And that people are having a worry around things like that, um, that may be causing them to, to take actions they wouldn't normally take. Um, because they, they're interpreting things as if like, you're not going to be able to cut a single tree on the islands.

[1:02:13] Trustee Morrison: if we if the islands trust ever has some control over tree cutting which is not the case at all

[1:02:19] Trustee Morrison: and so I'm just I'm wondering about this idea of like when we see something that is of concern

[1:02:29] Trustee Morrison: like what is the legality for the trust to actually pass motions of moratorium to be able

[1:02:38] Trustee Morrison: to pause certain activities in the trust area while they're considered carefully while they're

[1:02:43] Trustee Morrison: They're considered with the science. Well, they're considered with public engagement and conversation because a status quo stance of we don't change a rule until we have all these other things favors exploitation.

[1:03:00] Trustee Morrison: And so it's a concern to me. Michael.

[1:03:05] Voice 18: Yes, and I'm sorry to introduce this point, and I kind of apologize in advance, but, you know, what is being said, and not just on Bowen, but I'm looking at my emails now, what will be said is that the Trust should have been more upfront 18 months ago and asked the public for their opinion of limiting private docks.

[1:03:27] Voice 18: and what this will be seen is a collusion between the islands trust and the ministry

[1:03:35] Voice 18: to end run around public consultation and oppose this by order so whilst that will doubtless raise

[1:03:43] Voice 18: a few eyebrows that is certainly something that the trustees are going to have to be

[1:03:47] Voice 18: consider because that is what's being said i have it on my email right now so like it or not this

[1:03:54] Voice 18: issue is going to have repercussions.

[1:03:57] Trustee Morrison: Yeah, and I think that's the speaking notes that came with

[1:04:01] Trustee Morrison: the ministerial order are something to seriously attend to for all trustees. Chair Leckham and then

[1:04:07] Trustee Morrison: Dan.

[1:04:11] Trustee Luckham: Yeah, you know, I think it's important to be careful about what we say and what we promote

[1:04:18] Trustee Luckham: because if I quote a famous person, there's lots of fake news out there and it is not helpful

[1:04:26] Trustee Luckham: to promote anything that is different than the facts at hand because this as

[1:04:34] Trustee Luckham: trustee Brent has said thank you Paul this is not an end to docs it's a pause

[1:04:43] Trustee Luckham: to reflect upon the environmental impacts to determine a better permitting

[1:04:51] Trustee Luckham: process, which we have been critical of, significantly critical of in the past, where

[1:04:56] Trustee Luckham: docs are being put in without consultation. Interesting pattern. But anyway, a doctor put

[1:05:03] Trustee Luckham: in without consultation or permitted without consultation. And so this is a process, which I

[1:05:08] Trustee Luckham: think is a very positive step in the right direction to come to understand why it is that

[1:05:14] Trustee Luckham: that so many docks that are unpermitted exist

[1:05:15] Trustee Luckham: and why it is that docks are being put in

[1:05:20] Trustee Luckham: without regards to the environment.

[1:05:22] Trustee Luckham: In fact, we have some recommendations

[1:05:24] Trustee Luckham: from members of the public that have come to us

[1:05:26] Trustee Luckham: about simply the methods of construction, shading areas,

[1:05:29] Trustee Luckham: the use of creosote poles and these sorts of things.

[1:05:32] Trustee Luckham: So these are all very positive things.

[1:05:35] Trustee Luckham: So let's remember that this is not a ban at this point,

[1:05:39] Trustee Luckham: this is a pause to reflect upon better policy.

[1:05:41] Trustee Luckham: and this is how the ministry minister chose to implement it and uh i'm i'm sure that consideration

[1:05:49] Trustee Luckham: was given to the impact that that would have uh in making that order that's what they chose to do

[1:05:57] Trustee Luckham: um gosh there was another thought there on from christy kale um that has escaped me now but um

[1:06:08] Trustee Luckham: Oh, that the, this, you know, it's interesting, there's subtleties to this as well that we need to consider as local government, we need to apply our critical lens to all of these activities and apply what we know as to be this situation and the facts, as opposed to what it is assumptions that the public may make and speak about in social media and other places.

[1:06:31] Trustee Luckham: because our zoning is not being impacted remember that we have zoning of the foreshore that we've

[1:06:40] Trustee Luckham: implemented throughout the area and we can decide one way or the other whether or not docks are

[1:06:46] Trustee Luckham: permitted use or not what the minister is considering is the issuance of licenses and

[1:06:52] Trustee Luckham: how they're going to issue licenses or if they're going to issue licenses for crown land it's not

[1:06:59] Trustee Luckham: not affecting our jurisdiction with respect to zoning. It's just something that may not be

[1:07:05] Trustee Luckham: offered to the public except under special circumstances. Indeed, the exemptions that

[1:07:11] Trustee Luckham: exist in this order, I think, recognize those special circumstances, those people that have

[1:07:16] Trustee Luckham: water access only properties. That's most of the small islands. And also recognizing those leases

[1:07:23] Trustee Luckham: that are in place that have a vested interest will be maintained during this pause. So we have

[1:07:29] Trustee Luckham: have to reflect on what's really going on rather than promote misunderstandings about what's going

[1:07:36] Trustee Luckham: on. And of course, actually, none of us know anything more than a half a page document that

[1:07:43] Trustee Luckham: was sent to us, not even sent to us, that was posted two days ago. And there'll be a lot more

[1:07:50] Trustee Luckham: discussion here to clarify the facts. And so let's try and clarify the facts. This is not an

[1:07:54] Trustee Luckham: an initiative of the islanders trust and um and that the uh the order is clear in its intent

[1:08:01] Trustee Luckham: and um and we need to uh we will be pursuing it the executive committee um to come to understand

[1:08:08] Trustee Luckham: what the ministry is up to and indeed as i've indicated um that information will be reported

[1:08:14] Trustee Luckham: to you right

[1:08:16] Trustee Morrison: so i ask if there's anything new that people want to say to this point

[1:08:28] Trustee Rogers: I just want to be clear in my view that it's incumbent on all of us to make sure that

[1:08:35] Trustee Rogers: we make it clear and not just sort of repeat what is public conspiracy stuff. There is no

[1:08:46] Trustee Rogers: collusion here. This is an action of the province. The province has complete control over whether or

[1:08:51] Trustee Rogers: are not docks going or not. We get to zone. And I think some of the concerns raised by Trustee

[1:08:57] Trustee Rogers: McConkie and Trustee Critchley are quite valid as to why we weren't notified and to wonder what's

[1:09:04] Trustee Rogers: coming down that we may not already know about. But the reality is this is the province's

[1:09:09] Trustee Rogers: jurisdiction. This is not the first time we've seen this. You may recall that about four years

[1:09:14] Trustee Rogers: ago, there was a big public outcry because of a decision made by the province related to docks

[1:09:21] Trustee Rogers: with the seashell nation and uh they they were they were they made a deal with the seashell first

[1:09:26] Trustee Rogers: nation related to control of approval of docs and nobody in the public knew about it before

[1:09:32] Trustee Rogers: the announcement was made um so there's probably something going on that we don't know about and

[1:09:38] Trustee Rogers: it's for the province to answer not us but we should continue our process because as the chair

[1:09:43] Trustee Rogers: said at the end of the day we'll still want to have the appropriate zoning in place uh for the

[1:09:50] Trustee Rogers: the approval of docs for your particular community.

[1:11:55] Trustee Fenton: And a doc or a boy or sort of human-based recreational activities,

[1:12:02] Trustee Fenton: yes, even money-based activities where we're generating income,

[1:12:07] Trustee Fenton: we have to rethink and consider rethinking these things.

[1:12:12] Trustee Fenton: So let's not see this necessarily as all bad.

[1:12:15] Trustee Fenton: I think we should look at it as an opportunity

[1:12:18] Trustee Fenton: and see if we can't use this reality

[1:12:21] Trustee Fenton: to find better ways going forward.

[1:12:27] Trustee Morrison: Yeah, from my perspective about, you know,

[1:12:31] Trustee Morrison: thinking about our docs more broadly,

[1:12:33] Trustee Morrison: and this is, I don't know that we have to get

[1:12:36] Trustee Morrison: into depth on this here because that's actually

[1:12:38] Trustee Morrison: the space of Trust Council right now,

[1:12:40] Trustee Morrison: but I definitely don't consider this to be an all bad or all good issue. It was more just about the

[1:12:46] Trustee Morrison: process of being informed or not. So, all right. Any further comments or thoughts that folks want

[1:12:55] Trustee Morrison: to make about the trust policy statement briefing? Okay. I'm going to raise the point

[1:13:06] Trustee Morrison: because I have a conversation that I think is not something we can necessarily make a decision

[1:13:13] Trustee Morrison: about, but maybe there's a recommendation that we have related to the September meeting.

[1:13:20] Trustee Morrison: So one of the things that I've been noticing in the feedback we're getting broadly, like

[1:13:27] Trustee Morrison: from the 2050 feedback, and also just internally in my own community, is that we're having

[1:13:36] Trustee Morrison: a lot of conversations with folks about the structure of the trust policy statement.

[1:13:42] Trustee Morrison: so the form that it's taking and I know that that's part of the broad conversation but

[1:13:48] Trustee Morrison: there's sort of two bins of comments that we're getting one is about like specific things that

[1:13:53] Trustee Morrison: are included and other is that like the way that the trust policy statement is structured

[1:13:59] Trustee Morrison: those two conversations are a little complicated to have at the same time because what structure

[1:14:07] Trustee Morrison: we have as a decision for the trust policy statement itself will potentially like bound

[1:14:16] Trustee Morrison: how we we think about the review process or or like maybe we scope it down in a way that

[1:14:23] Trustee Morrison: is different so I just I wondered what people are hearing in their communities and if there's

[1:14:30] Trustee Morrison: any advice that we can like put forward to executive to trust council related to what

[1:14:35] Trustee Morrison: what you're hearing about the nature of the structure of the trust policy statement.

[1:14:41] Trustee Morrison: And I know that we'll continue to hear this through into December, but it would be helpful

[1:14:44] Trustee Morrison: to start to get a grip on what options there might be. And if there are different options for the

[1:14:49] Trustee Morrison: nature of the structure, that we can start thinking about how to get those into the

[1:14:54] Trustee Morrison: more formal conversation. Thoughts on that? Paul?

[1:15:10] Voice 9: What I'm hearing from various people is,

[1:15:14] Voice 9: and you're not going to like the sound of this but we need to start over again so i'm hearing that

[1:15:19] Voice 9: and that's just that's just a reality a lot of people are echoing this is yeah there's there's

[1:15:27] Voice 9: some uh a lot of people are upset because of of the fact that they perceive there was very limited

[1:15:33] Voice 9: engagement and i agree with them frankly uh two that this isn't i'm hearing that you know this

[1:15:40] Voice 9: This was sold as some updating and what we received was a rewrite.

[1:15:47] Voice 9: I'm hearing this is far too directive and we've all heard this and will undermine the

[1:15:58] Voice 9: huge work that people on the islands did to construct their OCPs with staff's help.

[1:16:09] Voice 9: And, yeah, so the biggest thing, the single biggest thing I'm hearing is it should just start over again.

[1:16:18] Voice 9: I'm also hearing what was wrong with the existing policy statement that a few tweaks would not have solved since we had a declaration of reconciliation already.

[1:16:34] Voice 9: ready. And we made this pitch on climate change under the existing policy statement. And finally,

[1:16:45] Voice 9: I'm hearing what has been the cost to the organization, both in terms of reputation

[1:16:53] Voice 9: and in terms of the amount of staff time, trustee time, and time associated with other agencies who,

[1:17:02] Voice 9: who, for instance, are referring a document that we got a lot of pushback out on.

[1:17:08] Voice 9: So the people are going, what is going on?

[1:17:11] Voice 9: Like, aren't we going to be revising the trust policy statement?

[1:17:15] Voice 9: Doesn't it go out for referral again?

[1:17:17] Voice 9: So there's a lot of noise.

[1:17:21] Voice 9: Most people are going, you know, certainly on my island,

[1:17:24] Voice 9: there's not any formal engagement because they want to see what happens

[1:17:30] Voice 9: in respect of of this consultation plan that we've said we're we're going to develop and so

[1:17:36] Voice 9: you know other than other than that that's about it people are a lot of people are waiting now

[1:17:42] Voice 9: to see what kind of consultation unfolds and and where the trust is going to be going with us

[1:17:51] Voice 9: so those are my updates thanks

[1:17:54] Trustee Morrison: case case oh

[1:18:11] Voice 2: My take on it, there's more support for the changes.

[1:18:16] Voice 2: And there are issues around the structure, the length of it,

[1:18:20] Voice 2: the lack of a definition section.

[1:18:22] Voice 2: I've heard that.

[1:18:23] Voice 2: But there is support for a lot of the environmental protection increases

[1:18:27] Voice 2: that are there, although they do recognize that more changes are needed.

[1:18:31] Voice 2: needed. So the sense I get basically is that there is support for changes. It's more to

[1:18:43] Voice 2: what changes are there and what tweaks are required. So I see them as being supportive

[1:18:50] Voice 2: for the most part. There are different views. Gabriel is a bit split in terms of the issue

[1:18:56] Voice 2: around the climate change, the environmental versus the housing. I think it's fairly split

[1:19:03] Voice 2: on the island on that perspective. It will remain to be seen down the road as to if I'm correct or

[1:19:10] Voice 2: not on that split. So I don't see it quite the way that the people here see it the way it is

[1:19:18] Voice 2: on Saturn. It's more supportive, I think. I've not heard a lot of complaints about the whole

[1:19:25] Voice 2: issue reconciliation aspect that's not been raised it's more around the environmental

[1:19:30] Voice 2: and the housing that seems to draw the uh the um had you know some comments around the docks

[1:19:38] Voice 2: you know the that there was opposition to the docs but one of the comments that two comments

[1:19:43] Voice 2: that i heard too was have we explained well enough why we're making the changes you know that seems

[1:19:50] Voice 2: to be we talked about a number of the changes but have we really gone into depths of the community

[1:19:55] Voice 2: to say well this is some of the reasons this is why we're doing this not just what we're doing

[1:20:00] Voice 2: the other one and the comment interesting was quote is you know like if we're talking about

[1:20:04] Voice 2: preserving protecting our one person said why aren't we using a quote like how much of the land

[1:20:10] Voice 2: should we be leaving untouched on an island you know like conservancy uh conservancy talks about

[1:20:16] Voice 2: 30 percent being the uh the margin you know for an increased impact on wildlife etc so that's the

[1:20:25] Voice 2: the gist of what i'm hearing so far i've gotten another meeting occurring on sunday so with small

[1:20:32] Voice 2: groups and i find that the small group discussion quite helpful it keeps it focused and it's not

[1:20:40] Voice 2: just a matter of people just here's my view that's it you know it's more and more discussion so

[1:20:47] Trustee Morrison: thanks case uh doug um

[1:20:53] Trustee Fenton: yeah thanks uh i similar on thesis i think people i've been in discussions

[1:20:59] Trustee Fenton: with are uh very much in support of it and they um tweaking absolutely but once again the

[1:21:06] Trustee Fenton: conversation is just beginning in that regard um they've been there's a number who have been

[1:21:11] Trustee Fenton: very proactive in and involved in the process since from the beginning um they like uh less

[1:21:20] Trustee Fenton: legalistic and sort of formal format um sort of more reader friendly was a positive attribute

[1:21:27] Trustee Fenton: yes we could add definition page at the end or an appendix with that um and then the same as with um

[1:21:37] Trustee Fenton: Gabriel in the sense the affordable housing is controversial but yet we in this LTC face those

[1:21:43] Trustee Fenton: very challenges so no answers um but you know we can't hire employees because you get nowhere to

[1:21:49] Trustee Fenton: live so it's it's a challenge but that we're all facing thanks thank

[1:21:57] Trustee Morrison: you um I'll share a few things

[1:22:00] Trustee Morrison: from here i'm sure ben can add to it um but in terms of thinking about um the structure i've

[1:22:09] Trustee Morrison: had quite a few conversations some some broader ones in community but some are pretty deep like

[1:22:15] Trustee Morrison: kind of working sessions with different people on the island um really thinking about like what is

[1:22:22] Trustee Morrison: the tension that some of our community is having with the trust policy statement some of that's the

[1:22:28] Trustee Morrison: the consultation practices. Some of that is specific things like desalinization appeared to

[1:22:36] Trustee Morrison: be our sort of issue. And other things are just that it's too long. It's too long and challenging

[1:22:46] Trustee Morrison: for folks to read through. So the structural issue, that's why I bring it up. And so one of

[1:22:52] Trustee Morrison: of the things that I'm hearing, um, which I think is actually really different, different than what,

[1:22:58] Trustee Morrison: um, Paul is expressing is, um, folks here are really engaged. Um, they don't, and not to say

[1:23:05] Trustee Morrison: that they're not on Centernet, but they don't want to pause. They want to be like, to move forward

[1:23:10] Trustee Morrison: and think about what structural changes could be like, and that's part of the feedback and think

[1:23:15] Trustee Morrison: about what that is and, and move along with that. And one of the big things that is, I agree with

[1:23:21] Trustee Morrison: case I think or whoever else said that that there is this need to do like uh like both an education

[1:23:30] Trustee Morrison: move at the same time as we're in conversation with community so like what is it about a given

[1:23:36] Trustee Morrison: thing that we understand of why it's in there and so I think any supports we can get as trustees

[1:23:42] Trustee Morrison: about like specific pieces that are in the trust policy statement that we may not understand like

[1:23:49] Trustee Morrison: like the science behind, it'd be great to get briefing notes. I think people, if salinization

[1:23:55] Trustee Morrison: is really something that is about climate change or that it's about environmental protection,

[1:23:59] Trustee Morrison: every trustee needs speaking notes because I'm even struggling to explain clearly. And I have

[1:24:04] Trustee Morrison: some idea of the science behind that, but I'm, I can't support it right now because I can't be

[1:24:09] Trustee Morrison: clear about what it is about that. So it'd be good to have speaking notes behind those types of

[1:24:14] Trustee Morrison: things. In terms of the structure, one of the biggest things that I've heard is that

[1:24:23] Trustee Morrison: the older trust policy statement needed more than just a tweak when it came to issues of

[1:24:29] Trustee Morrison: reconciliation and it needed a massive rework related to reconciliation because it was like

[1:24:35] Trustee Morrison: outright offensive. So that has been appreciated and I actually have a very minor pushback on that

[1:24:43] Trustee Morrison: aspect of it um i would say the the climate change pieces are a little bit more unclear just because

[1:24:51] Trustee Morrison: it's unclear why something is or isn't related to climate change so there's some just some clarity

[1:24:57] Trustee Morrison: needed around those things um and also i think there's some clarity about the sort of what paul

[1:25:04] Trustee Morrison: was saying around the prescriptiveness like how prescriptive are we being across the whole trust

[1:25:09] Trustee Morrison: And are we okay with that? And honestly, I feel like that is down to like a vote of different things, like where we actually say that things are really important as a trust council across the whole area, then we keep them in. And it may be that a couple islands don't agree with it, but that as a whole, we see it as a whole trust area issue. And that's for us to vote on individually, I kind of feel like.

[1:25:33] Trustee Morrison: So I think we also have to think about the structure of the trust policy statement in the context of how do we vote on things? Because like there's, I don't want us to necessarily not vote for the trust policy statement because I have my issue on salinity and Michael has his issue on docs and whoever has, you know, like, I don't want us to vote down an entire trust policy statement because we can't agree on one clause and it's a different clause for each of us.

[1:25:58] Trustee Morrison: so um i think that's something that we're going to have to think about too um i don't know who

[1:26:06] Trustee Morrison: went on first but since case you've already talked on this point i'm going to come back to you after

[1:26:10] Trustee Morrison: um uh tim yeah

[1:26:16] Voice 7: thanks so i'm going to ask you a little bit of what you said there uh chair

[1:26:19] Voice 7: morrison but um so what i get a sense uh um of from from a lot of the um public correspondence

[1:26:29] Voice 7: and stuff is that what we really need to do um it is that education component where we're saying

[1:26:37] Voice 7: okay what do we mean when we're talking about um being able to regulate tree cutting what would

[1:26:44] Voice 7: that actually you know

[1:26:46] Voice 7: what's a general idea of what that might actually mean on the ground for

[1:26:50] Voice 7: individual landowners because clearly we're not we don't intend to say that you're never going to

[1:26:55] Voice 7: be able to cut a tree in in the trust area again it's being taken that way in in a vacuum of of

[1:27:02] Voice 7: of information right

[1:27:04] Voice 3: and

[1:27:05] Voice 7: so i feel like these are sort of the areas where where there's components

[1:27:10] Voice 7: um that we could do a better job explaining what it is that we're trying to do like and sort of

[1:27:18] Voice 7: what what what the goals are but sort of what we contemplate as as the extent of that kind of a

[1:27:24] Voice 7: of a power or a regulation um because again in the in the absence of information people jump to

[1:27:33] Voice 7: wild conclusions and i think that's the case in a lot of the really sticky points here so i just

[1:27:40] Voice 7: feel like um it would be easier uh it's always easier to sort of give the if we can to give that

[1:27:48] Voice 7: information in advance rather than um you know the situation we found ourselves in where there's

[1:27:54] Voice 7: outrage and now people have jumped to these conclusions and stuff but i think it's just

[1:27:58] Voice 7: sort of an object lesson about how we could do a better job saying these are the things we're

[1:28:03] Voice 7: contemplating in the review but this is what we really mean by that and and also like you were

[1:28:10] Voice 7: saying like the reasons why why is it important to to consider desalination plants and you know

[1:28:17] Voice 7: what are the impacts of further docks and and uh you know and tree cutting for that matter too

[1:28:23] Voice 7: too, right? So that's sort of the big take. I haven't heard a lot of pushback on structurally

[1:28:34] Voice 7: most of it, except for a lot of people really want definitions because, you know, again, it's about

[1:28:40] Voice 7: people trying to understand what it is we're trying to say. Yeah, that's sort of my take on

[1:28:48] Voice 7: it at this point.

[1:28:50] Trustee Morrison: All right. I'm going to go back to Case just for a second, if you had one

[1:28:53] Trustee Morrison: one additional point and then I'll go to Chair Leffam.

[1:28:56] Voice 2: Yeah I just wanted to add I thought of

[1:28:58] Voice 2: one of the issue underlying occurrence I think to a lot of the dialogue in the community is

[1:29:03] Voice 2: the relationship between the property rights local government act role versus the trust

[1:29:10] Voice 2: as a public trust and I think that is where some of the classes come in people

[1:29:16] Voice 2: get concerned about

[1:29:17] Voice 2: tree cutting but it's from the perspective of property rights that you know we've this is we

[1:29:23] Voice 2: we own this property, we should be able to do what we want

[1:29:26] Voice 2: versus the public trust concept,

[1:29:28] Voice 2: which is that we're doing it for the benefit of people,

[1:29:30] Voice 2: of all people in BC.

[1:29:32] Voice 2: And so it does reduce your property rights to some degree,

[1:29:37] Voice 2: but people don't necessarily see that.

[1:29:39] Voice 2: They just see, they do tend to see us as a local government

[1:29:42] Voice 2: and we're viewed in that vein and less in the view of,

[1:29:46] Voice 2: the vein of being a trust, a public trust.

[1:29:49] Voice 2: So I think that's part of the issue.

[1:29:51] Voice 2: And we are, as a whole unit, have we ever decided that or not?

[1:29:56] Voice 2: We haven't.

[1:29:57] Voice 2: We still have different views on that, on trust.

[1:30:00] Voice 2: council so

[1:30:00] Voice 3: it's

[1:30:01] Voice 2: not going to go away literally until that's resolved that's

[1:30:07] Trustee Morrison: a helpful clarification

[1:30:07] Trustee Morrison: too um thank you chair lookum thank

[1:30:15] Trustee Luckham: you um lots of thoughts here and really a great conversation

[1:30:21] Trustee Luckham: from all perspectives here um i would just say that um i haven't heard uh a lot in my own

[1:30:31] Trustee Luckham: constituency. I've certainly heard a lot from other areas, but the remarks on the structure,

[1:30:39] Trustee Luckham: which is I think what we're trying to focus on here, has been that certainly the definitions

[1:30:44] Trustee Luckham: is the one that is probably louder than anything else. I haven't heard anything about that's not

[1:30:52] Trustee Luckham: true. There are certainly some people that think we should start from the beginning,

[1:30:55] Trustee Luckham: And, but that said, I also can't help but think, and that's just my own assumption, is that perhaps they're not familiar with the original policy statement and the structure and the directives that exist there already, because indeed we're wanting to enhance it.

[1:31:13] Trustee Luckham: And so I think that there's potential for some formatting, and if that's what you mean by structure, some formatting and layout and definitions and, you know, how materials within the document are referenced, because indeed, if we can provide an opportunity for people when they're reading it to focus on the areas that they're interested in, if we can provide those tools within the document to facilitate that, we would all obviously be much better off.

[1:31:38] Trustee Luckham: Not everybody's interested in all aspects of it. Some people are only interested in certain aspects.

[1:31:44] Trustee Luckham: I would like to think that as this goes along, there's some artistic license that exists to format that accordingly.

[1:31:53] Trustee Luckham: And then sort of a little bit less structural comment is I am certainly hopeful that we're going to get some information through the consultant on the communications plan about how to build in that education and that consultation and that stuff all simultaneously.

[1:32:09] Trustee Luckham: Because I think that that's what we're doing communications-wise in this century, and not to say that that hasn't been done already, but how can we enhance that? I really like the word enhance. How can we enhance this educational opportunity, this learning opportunity to gather broad understanding?

[1:32:27] Trustee Luckham: doesn't mean we have to agree, but broad understanding of what's going on. And then

[1:32:32] Trustee Luckham: quite honestly, I support Trustee Morrison. We do need to get this advanced so that we can move on

[1:32:38] Trustee Luckham: to the other business of the Islands Trust and actually implement some of the policies,

[1:32:43] Trustee Luckham: significant pieces of this in a meaningful way throughout the trust area. And I sort of say,

[1:32:49] Trustee Luckham: I don't say this too much out loud, but this is ideally a consensus document where these are the

[1:32:57] Trustee Luckham: the things we can agree upon the climate change the reconciliation other fund working with other

[1:33:01] Trustee Luckham: agencies other fundamental pieces of this that will just help us so much if we can agree upon

[1:33:06] Trustee Luckham: those things and there's things like docs or as just one example that we can't agree upon let's

[1:33:12] Trustee Luckham: have a further conversation later because um that's how we can get to consensus so let's agree

[1:33:19] Trustee Luckham: on the document if there's still issues that need to be resolved we don't need to resolve them all

[1:33:24] Trustee Luckham: the policy statement is an ongoing document that needs to be updated on a regular basis many have

[1:33:31] Trustee Luckham: said that and we need to take that much more seriously going forward there you go that's

[1:33:37] Trustee Morrison: great one last thing I realized is we're all talking that I have heard about structure and

[1:33:42] Trustee Morrison: this is back to I think something Kay said about readability is one of the things that I've been

[1:33:49] Trustee Morrison: been asked for specifically is that we separate the trust policy statement into areas that are

[1:33:57] Trustee Morrison: clearly in the island trust islands trust mandate quote-unquote so like like the things that we can

[1:34:05] Trustee Morrison: do directive policies so putting all of those in one area and then we put all of the advocacy

[1:34:10] Trustee Morrison: section in a separate area that helps make it clearer when we're communicating with community

[1:34:16] Trustee Morrison: community about here are the things that are our domain here are the things that we're coordinating

[1:34:21] Trustee Morrison: with other levels of government around and I and I know that it's just a stylistic thing

[1:34:27] Trustee Morrison: about like thematic versus that but it does help us and I think Ben can probably echo this like

[1:34:36] Trustee Morrison: in our own community like we we have definite challenges with like the boundaries of where

[1:34:42] Trustee Morrison: the trust is appropriate or not in terms of their mandate and you know we are seen as almost a

[1:34:49] Trustee Morrison: municipality sometimes in terms of like we can answer everybody's local question and we simply

[1:34:54] Trustee Morrison: can't like we we have boundaries around what our work is and we need to hold other levels of

[1:35:01] Trustee Morrison: government to respond be responsible for the things that they have responsibility for and so

[1:35:07] Trustee Morrison: So making that really clear in our trust policy statement would be very helpful.

[1:35:15] Trustee Morrison: Anybody else have anything they want to weigh in on this?

[1:35:21] Trustee McConchie: I had to just step out because we're organizing a removing of the Daphne from North Pender

[1:35:28] Trustee McConchie: But I did hear some very good thoughts.

[1:35:30] Trustee McConchie: OK, so just briefly, my thoughts.

[1:35:32] Trustee McConchie: There's always been an undercurrent of kind of libertarian property rights that Trustee

[1:35:38] Trustee McConchie: Langrise referred to, and it kind of goes back to like the Van Der Zandt 1983 battle that happened

[1:35:43] Trustee McConchie: with social credit. And it's sort of kind of banned along throughout the years. And it came

[1:35:48] Trustee McConchie: out in a big way with this mail out, right. And so I'm, and one thing I noticed was, a lot of the

[1:35:55] Trustee McConchie: folks that I've been talking to that are really engaged are those those folks, I would say old

[1:36:00] Trustee McConchie: social credit folks that just think the trust is useless. And they want to destroy it, essentially,

[1:36:06] Trustee McConchie: I'm not exaggerating. I mean, and if you see the comments online, we're like losing the battle of communication, because people are easily swayed right now by comments on social media. So I'm hoping that this consultant if we decide to hire this consultant certainly appeals to what I'd say is people who are 50 and under, because at the meeting I've been to on Pender, that was like I was the youngest person there.

[1:36:32] Trustee McConchie: there right and it was a saturday and i was disappointed right and and i i you know i've

[1:36:37] Trustee McConchie: been talking about this that we're not engaging young people enough with trust and we're gonna

[1:36:42] Trustee McConchie: ultimately lose it might not be this year but it could be a decade from now if we don't engage with

[1:36:46] Trustee McConchie: them more and we don't we don't engage with them on social media and we fight the battle man i wish

[1:36:52] Trustee McConchie: i could have seen some leadership you know even on social media just put yourself out there and let

[1:36:57] Trustee McConchie: let the trolls attack you,

[1:37:00] Trustee McConchie: but at least it made a statement

[1:37:01] Trustee McConchie: because that's how people

[1:37:02] Trustee McConchie: are disseminating information right now.

[1:37:04] Trustee McConchie: They don't have a newspaper to go to,

[1:37:06] Trustee McConchie: maybe the Driftwood,

[1:37:06] Trustee McConchie: maybe Elizabeth Nolan will write

[1:37:08] Trustee McConchie: one or two articles every two weeks

[1:37:10] Trustee McConchie: and the sounder,

[1:37:12] Trustee McConchie: but we need to get out there, guys.

[1:37:14] Trustee McConchie: And that is a huge component

[1:37:51] Voice 2: trustee which means do we follow the direction from the local constituent on all our decisions

[1:38:09] Voice 2: that's that's part of the issue I think and because we talk a lot we tend to blend it

[1:38:13] Voice 2: and i think we need to be able to distinguish between that so just an observation dan

[1:38:29] Trustee Rogers: of conversation we're going to have at trust council as we work our way through this just

[1:38:32] Trustee Rogers: two reflections um i'm not hearing a lot in my area but that's not particularly surprising um

[1:38:38] Trustee Rogers: given uh the nature of the area i live in i do hear the same thing about the fact that a

[1:38:44] Trustee Rogers: a definition section would be very useful for people because I know there was an attempt to

[1:38:51] Trustee Rogers: get away from that. But I just think a lot of our residents are used to that and would like to have

[1:38:56] Trustee Rogers: that structure. So I do hear that. I just want to say one thing. I've also heard that it's too long.

[1:39:03] Trustee Rogers: Just remind people that it's probably about a third as long as most of our OCPs.

[1:39:10] Trustee Rogers: um and it's sort of the trust area wide document that's we we compare occasionally to our official

[1:39:19] Trustee Rogers: community plans on the on the on the islands so it's not surprising that it's you know 30 pages

[1:39:26] Trustee Rogers: long or whatever it is these days or ends up 35 pages long but i know most ocps are longer than

[1:39:31] Trustee Rogers: that and we it's just trying to include as much as we do in in in there and and deal with as many

[1:39:38] Trustee Rogers: any issues. It's sort of the nature of the beast that I just, I don't think it's too long. I think

[1:39:44] Trustee Rogers: it's although brevity is always a blessing. So.

[1:49:03] Voice 14: this person's role would primarily be dedicated towards supporting the stewardship education

[1:49:08] Voice 14: program along with potentially work around explaining bylaws and more fundamental

[1:49:14] Voice 14: information about the trust and it would be helpful to me as a supervisor of this new role

[1:49:21] Voice 14: to get some insights from you around what you see as priorities in this how you see this work

[1:49:27] Voice 14: potentially interplaying with any engagement we're doing around the policy statement.

[1:49:30] Voice 14: There may be some supportive elements, but there's also the potential for

[1:49:35] Voice 14: confusion, I would say. So we need to be careful around how we're going to communicate this.

[1:49:39] Voice 14: As a reminder, we also have your project charter that you approved in the spring around a living

[1:49:43] Voice 14: in the trust area mailing. So in addition to sort of working community, it would be helpful to get

[1:49:48] Voice 14: your insights as to what sorts of publications you think could be included in such a mailing

[1:49:52] Voice 14: that would also be complementary to work we do in community um with that i think that's probably a

[1:49:59] Voice 14: sufficient introduction but i'm happy to speak to the elements within the briefing as well as

[1:50:50] Trustee Luckham: in a bit of an outreach, which is a really positive thing. I'm really glad to hear that

[1:50:59] Trustee Luckham: a bit of an outreach to the community there

[1:51:01] Trustee Luckham: to talk about bylaw enforcement.

[1:51:04] Trustee Luckham: And just thinking about how that will dovetail

[1:51:13] Trustee Luckham: because what I heard from the trustees on Salt Spring

[1:51:16] Trustee Luckham: was that they wanted to have a strategic approach

[1:51:22] Trustee Luckham: is that there may be some confusion

[1:51:24] Trustee Luckham: between the policy statement work and by-law enforcement.

[1:52:04] Voice 14: educational backgrounds on those stewardship topics so certainly that that I think there is

[1:52:09] Voice 14: definite potential there to pull those topics that are certainly timely right now and highlight them

[1:52:14] Voice 14: but that's what I want to hear from you today you know what are the topics that you think the trust

[1:52:17] Voice 14: should be talking about and then with regard to what I heard council when they were talking about

[1:52:22] Voice 14: this position the original title for it was bylaw enforcement prevention um rather than um through

[1:52:28] Voice 14: bylaw enforcement education you know educating about how enforcement has done it was as i

[1:52:32] Voice 14: understood it intended to be about um educating about the rationale for why we have bylaws the

[1:52:38] Voice 14: process used to develop bylaws that they're done you know with and by for for community and the

[1:52:43] Voice 14: mandate and so on um so yes so certainly we can put the resources to words where it makes the

[1:52:50] Voice 14: best sense for the trust where further stewardship education and I would hope inconsistent with the

[1:52:55] Voice 14: business case that was forwarded by financial planning committee in the first place but there

[1:52:58] Voice 14: it is there is certainly room there to for interpretation around where we put the focus

[1:53:03] Voice 14: and the funds and that's why I'm hoping for some guidance from you in this committee and I'll also

[1:53:07] Voice 14: be talking to executive committee as well so

[1:53:10] Trustee Morrison: so maybe one thing I could offer as like what I would

[1:53:14] Trustee Morrison: love to see in this position and others like it would be great for for us to say what we think

[1:53:18] Trustee Morrison: it should be and if if it shouldn't be something also to say that so

[1:53:53] Trustee Morrison: education program to talk about forest management on, on properties, like not being like, what's

[1:54:00] Trustee Morrison: the zoning of this property or not, but like literally just forests across the Island and

[1:54:06] Trustee Morrison: like why we care about how we think about what we do on our own property relative to forests

[1:54:11] Trustee Morrison: across the island and why forests matter in these islands because there's many many reasons that

[1:54:17] Trustee Morrison: they matter right they matter for climate change they matter for biodiversity they there's lots

[1:54:22] Trustee Morrison: of reasons um and it's not just that a tree matters it's the contiguous forest matters

[1:54:28] Trustee Morrison: and so like that idea of being able to help people learn about that would be a critical

[1:54:33] Trustee Morrison: aspect to me that is related to bylaw prevention or bylaw and sort of preventative measures around

[1:54:38] Trustee Morrison: on bylaw because it's also at the same time making people aware that there are special

[1:54:43] Trustee Morrison: management zones for forests that you know there could be other things developed it opens

[1:54:47] Trustee Morrison: conversations for community to think maybe we don't have enough protections on our forest

[1:54:50] Trustee Morrison: i would love that if our community came to that so like that idea is where i would go

[1:55:51] Voice 14: scoped role where I can put the person's time towards a variety of functions.

[1:55:55] Voice 14: You have a $24,000 budget for stewardship education, of which you've already allocated

[1:56:01] Voice 14: 15 to the living in the trust area package and the associated mailings.

[1:56:05] Voice 14: so then you would have 9,000 remaining for other activities related to stewardship education

[1:56:11] Voice 14: so I'm just looking for any I mean obviously I can scope out a program and provide it to you

[1:56:17] Voice 14: but I thought I'd take this opportunity just to seek your early thoughts around what are your

[1:56:21] Voice 14: priorities and where would you like to see it go we will also have the some time of the program

[1:56:27] Voice 14: coordinator but I'm suspecting policy statement is going to really be dominant for that role as well

[1:57:17] Voice 4: having that in in in the um in the communications we put out is is essential um something around

[1:57:24] Voice 4: where you are, the history and the current nature of that, and the reconciliation responsibility we

[1:57:32] Voice 4: all have. Obviously, I completely agree with Chair Morrison regarding the importance of not just

[1:57:37] Voice 4: individual trees, but forests. I've been kind of doing, it's kind of policy statement outreach on

[1:57:43] Voice 4: my part, and it's partly to do with my first responder stuff, but I've been going by bike

[1:57:46] Voice 4: to every single civic address on Gabriola. I'm at 80% right now. And the level of intensification

[1:57:53] Voice 4: intensification of construction of market residential housing is stunning. And in talking

[1:57:59] Voice 4: informally with planners and others, not just in the trust, but in some other forums I have

[1:58:03] Voice 4: an opportunity to, the number of inquiries about intensification of use, the price that people are

[1:58:08] Voice 4: paying for real estate makes, you know, they need to get the most economic value out of their

[1:58:13] Voice 4: property as opposed to the preserve and protect part of it. So what I really think needs to be

[1:58:18] Voice 4: here in terms of the focus of the trust and how we're spending our time and resources from planner

[1:58:22] Voice 4: our time down to communication is how to help people take action to preserve and protect and

[1:58:28] Voice 4: that's i think a partnership with the conservancy making sure that we have actions that people can

[1:58:32] Voice 4: take whether it's educating people about nat cap and property tax exemptions and how to save money

[1:58:38] Voice 4: and treaties at the same time it's the local bylaws making them aware of of opportunities they

[1:58:43] Voice 4: they have to actually take land out of market housing because the preponderance of it is

[1:58:52] Voice 4: completely squeezing out ecosystems, wildlife, renters, people to work in restaurants and gas

[1:58:59] Voice 4: stations and everything else. It's an emergency along with the reconciliation and climate crisis

[1:59:05] Voice 4: that we've already declared. So I hope that provides some overview. I kind of had a quick

[1:59:10] Voice 4: moment between travel here so that's i think a mail out something that gives people actions that

[1:59:15] Voice 4: they can take within the trust and within the resources we already have i'd love to see us

[1:59:19] Voice 4: work with the conservancy on that to make sure that we're we're working together thanks for

[2:00:05] Trustee McConchie: they're getting information right now and i'm starting to feel old you know you're not supposed

[2:00:09] Trustee McConchie: to be the one talking about social media and whatever but she's like look tiktok is being used

[2:00:14] Trustee McConchie: this is how we're getting the message so some type of millennial that knows that is basically

[2:00:19] Trustee McConchie: an in-house journalist um and is part of the ministry of information or whatever that helps us

[2:00:27] Trustee McConchie: communicate the news about the importance of the what we're trying to protect and to counter those

[2:00:35] Trustee McConchie: arguments that the trust is some marxian uh you know totalitarian government trying to come for

[2:00:41] Trustee McConchie: your property right so so we need to show in those posts exactly the value what we're trying to

[2:00:48] Trustee McConchie: protect and and that is what i hope you get don't hire somebody that's no offense that's like not

[2:00:55] Trustee McConchie: not in that age demographic,

[2:00:56] Trustee McConchie: because it's not gonna work as well, I think.

[2:02:18] Voice 7: whatever and um instead of just saying no that's a really bad idea and because we want to preserve

[2:02:25] Voice 7: and protect i'd love i'd love if we could get a little bit sciencey on that um i'm not sure

[2:02:31] Voice 7: exactly you know uh how easy that would be to do but i kind of think when we when we can back up

[2:04:36] Trustee Luckham: because actually we've done a lot of this work

[2:04:40] Trustee Luckham: in the past and in fact the green shores is a perfect example where we engage with contractors

[2:04:46] Trustee Luckham: and builders as the people that are the first point of contact for people that buy new properties

[2:04:51] Trustee Luckham: and we did a thing on thetas through the green trust program that was very effective

[2:04:55] Trustee Luckham: the trouble is is we weren't able to repeat it or sustain it over time and so ideally in this

[2:05:02] Trustee Luckham: communication strategy we take the materials that we've developed on so many different fronts that

[2:05:07] Trustee Luckham: or educational and freshen them up if necessary and indeed figure out ways uh to get them out to

[2:05:14] Trustee Luckham: a new audience uh thank you ben certainly understand know exactly what you're trying to

[2:05:19] Trustee Luckham: say there um and um and get the work that we've done and get that out more effectively um to

[2:05:26] Trustee Luckham: refresh people on uh the the level of awareness and thinking that has happened historically a lot

[2:05:32] Trustee Luckham: this stuff is not new.

[2:05:35] Trustee Morrison: I actually did a search with Robert Kujima last year, two years ago now,

[2:05:39] Trustee Morrison: with different things that I had a bunch of questions on around communication materials

[2:05:43] Trustee Morrison: for Pender. And I was surprised how many things there actually are. So like really finding a way

[2:05:48] Trustee Morrison: to centralize and host those in an easy to find way would be really helpful across a range of

[2:05:56] Trustee Morrison: different topic areas and making that a really high level thing in the virtual space and to

[2:06:02] Trustee Morrison: to Ben's point too, really finding ways to direct folks into those resources or into that knowledge

[2:06:08] Trustee Morrison: base, um, in a way that is dynamic. Um, one last thing related to the living in the trust area

[2:06:14] Trustee Morrison: thing, and I guess actually related to our mailout that goes, I assume from now on into the, um,

[2:06:22] Trustee Morrison: assessment handout, um, is the, so our tax assessment thing is, um, it would be really

[2:06:30] Trustee Morrison: really important in those communications to have like clear, um, sort of, I think something about

[2:06:41] Trustee Morrison: like, if you want to find what's going on on your Island, like a clear understanding of where to

[2:06:47] Trustee Morrison: find that on the website or links into that space, because like, we really missed a window of

[2:06:52] Trustee Morrison: opportunity, I think on our mail out this year and not having the trust policy statement named

[2:06:57] Trustee Morrison: on that document. And so like, you know, figuring out what the top issues are going to be early

[2:07:03] Trustee Morrison: enough that we can like include some line about that, like current issues of interest in the trust

[2:08:52] Trustee Critchley: So I'm wondering about the value in preparing some materials which could go out generally, and so they wouldn't be sort of focused just on one organization, you know, and sort of alleging that, well, you're not paying sufficient attention to us or acknowledging the existence of Iowa's trust.

[2:09:10] Trustee Critchley: But some slightly more generic materials informing governments of our existence, number one, and our legislative mandate, including what we perceive to be the reciprocal obligation of other governments and agencies to cooperate with us.

[2:11:47] Trustee Rogers: and I'll be raising it at the next EC, that the issue that we were going to do the webinars on

[2:11:53] Trustee Rogers: the indigenous learning and ecological values has been dropped from the EC. I'm frankly surprised.

[2:12:01] Trustee Rogers: eyes to have to go back and look and see where that happened but I think that was a very I thought

[2:12:06] Trustee Rogers: that was a very innovative and and uh a good webinar program I mean I understand our resources

[2:12:12] Trustee Rogers: to be able to deliver it are are limited right now and and that and that makes sense to me but I

[2:12:17] Trustee Rogers: I think that was a successful series of uh education sessions because so I see stewardship

[2:12:22] Trustee Rogers: education being one of those and I'm thinking that's perhaps what Trustee McConkie is talking

[2:12:28] Trustee Rogers: about in terms of of reaching out in other ways and i think that's an incredibly important thing

[2:12:34] Trustee Rogers: to do to reach out as many ways as we can um we still have lots of seniors living in our area who

[2:12:40] Trustee Rogers: would rather go that may come to a webinar but there's lots of younger people we need to reach

[2:12:45] Trustee Rogers: as well i think that's one thing the other thing is that it is it is the the mail out which i had

[2:12:52] Trustee Rogers: always understood to be sort of trying to reach people who may not even know they live in the

[2:12:58] Trustee Rogers: the trust and that the trust exists and to try and give them some basic information and that could

[2:13:04] Trustee Rogers: be something you could dovetail with the new position because i always understood that position

[2:13:09] Trustee Rogers: i'm sorry if i'm if i'm fading in and out but i always understood that position to be this is the

[2:13:16] Trustee Rogers: person or the position that's going to go out and try and be an education outreach person so that

[2:13:22] Trustee Rogers: that we don't have to do bylaw enforcement and it is to try to avoid the bylaw enforcement or at

[2:13:28] Trustee Rogers: least lessen the need for it to let people know in advance what their obligations and responsibilities

[2:13:33] Trustee Rogers: and opportunities are rather than just have a bylaw enforcement person phone them and say hey

[2:13:40] Trustee Rogers: guess what you're in breach so you know that's that's the way I see that going is but I'd really

[2:13:46] Trustee Rogers: like us to get back if we can once we have the resources of actually doing some of the stewardship

[2:13:51] Trustee Rogers: of education um because i think it's valuable i mean i i know those numbers are i think the

[2:13:57] Trustee Rogers: numbers are great i mean in the overall scheme of the trust there are only a couple hundred people

[2:14:02] Trustee Rogers: at time but it's still it's a couple hundred people that otherwise wouldn't have heard that

[2:14:15] Trustee Morrison: that truth and reconciliation topic um to be included so that it had been named as a as an

[2:16:09] Voice 14: publications so we need to sort of inventory and see what we've got um i would say a lot of our

[2:16:14] Voice 14: data publications are terrific but they do need to be um considered now in light of reconciliation

[2:16:19] Voice 14: affiliation and um acknowledging um rights and title of indigenous people so many of our

[2:16:25] Voice 14: publications will have to have a look through that lens and update them that's

[2:16:31] Trustee Morrison: great um one

[2:16:32] Trustee Morrison: other thing that came to mind is um a couple years ago now i guess um i worked with the fire smart

[2:16:39] Trustee Morrison: actually it was saturn a fire smart instigated it um but the southern sort of gulf islands fire

[2:16:43] Trustee Morrison: our SMART program to do a series of webinars around wildfire and climate change. And it was

[2:16:50] Trustee Morrison: so fun to do those with those folks. And part of the reason that it was really fun is because

[2:16:56] Trustee Morrison: it was drawing on local expertise all across the islands to have those conversations. So thinking

[2:17:05] Trustee Morrison: Thinking, too, about the education stewardship is how could we facilitate conversations in ways that our learning conversations do bring in experts that are local in our spaces to learn with, to learn from, to ask questions to directly that are more interactive.

[2:17:24] Trustee Morrison: interactive um because i really love love the webinars but i do think that some of the

[2:17:28] Trustee Morrison: conversations that have been happening in different spaces that are really interactive

[2:17:31] Trustee Morrison: and conversational or small group or like they're very helpful for people to have their questions

[2:17:37] Trustee Morrison: addressed and for us to kind of move forward so thinking about that is helpful the wildfire one

[2:17:43] Trustee Morrison: was interesting because it essentially talked on everything we've just talked about um because it

[2:17:49] Trustee Morrison: It was a topic of concern that brought people in, but it addressed like how we manage so

[2:17:54] Trustee Morrison: we don't cut every tree right up close to our house, how we think differently about

[2:17:57] Trustee Morrison: that in the Gulf Islands.

[2:17:58] Trustee Morrison: So we managed for water.

[2:17:59] Trustee Morrison: So we managed for, you know, a lot of different values and characteristics.

[2:18:03] Trustee Morrison: So it was really awesome.

[2:19:29] Voice 14: bringing our recommendations that the committee discuss what it might like to do in the following

[2:19:33] Voice 14: fiscal year, such that we can provide financial planning committee with an estimate as a placeholder

[2:19:38] Voice 14: in their budget. And then I can provide some deeper thinking and costing and bring that back

[2:19:43] Voice 14: to you in October, which can then be fed into the second draft of the budget. So this is a proposal

[2:19:49] Voice 14: that you identify how much you'd like to move forward and also identify for staff which business

[2:19:54] Voice 14: cases you'd like us to work on for you to review in October. As you can see in the briefing,

[2:20:00] Voice 14: I've provided sort of indications of what you've got already and what you've allocated.

[2:20:05] Voice 14: Of course, I suspect the most difficult one is going to be the policy statement.

[2:20:08] Voice 14: Really difficult to know what you're going to need in the next fiscal year.

[2:21:16] Trustee Morrison: and First Nations engagement. All right. So the question is, we don't know what the 2022-23

[2:21:26] Trustee Morrison: activities are going to be related to this, because there's a lot of decisions Trust Council

[2:21:31] Trustee Morrison: has to make between now and then. And so how do we plan for something that we don't necessarily know

[2:21:35] Trustee Morrison: is a little bit of the challenge. This could be something that we put a recommendation forward

[2:21:41] Trustee Morrison: word as um that we'll kind of have to insert in our october meeting um after trust council's made

[2:32:27] Voice 2: 1.2 amendment to plans to protect coastal Douglas fir zones, we budgeted $15,000 in 2019-2020.

[2:32:39] Voice 2: Did we spend $15,000 or not? Like it's not clear to me what actually expenditure occurred.

[2:32:46] Voice 2: heard the mapping eelgrass same thing we've got $75,000 there we haven't expended it so

[2:32:53] Voice 2: it would be for myself it would be nice to have in their slot saying expenditure that fiscal zero

[2:38:54] Trustee Rogers: and so for me as a total num out how much do we want and what do we want staff to prepare

[2:39:01] Trustee Rogers: business cases for as we go through the budgeting process and I think that in my view sort of

[2:39:08] Trustee Rogers: shortcutting this and I apologize chair if you don't want me to do this but I'll just say

[2:39:13] Trustee Rogers: I support them all. I think the one that requires a consideration of an increase of an ask is the

[2:39:19] Trustee Rogers: secretariat. That's been one of our most successful programs in the last three years. And I think it's

[2:39:26] Trustee Rogers: probably an ask that we can maybe ask another $10,000 because it's starting to get some legs

[2:39:34] Trustee Rogers: around it. So that's sort of my sense. And I'd probably be supportive of asking $75,000 as sort

[2:39:40] Trustee Rogers: of a generic number uh equally divided between these three programs for next year and just sort

[2:39:47] Trustee Rogers: of make that ask as a placeholder as the business cases have developed all

[2:39:52] Trustee Morrison: right any thoughts on
