[0:00:22] Trustee Luckham: grateful to be here uh in the warm lands in the californ uh lands of the salish sea um of course
[0:00:30] Trustee Luckham: I'm elected on Thetis Island and that's Laiac's and Penelakut territory and grateful every day
[0:00:35] Trustee Luckham: for being able to live here and having the opportunities to learn so much about the
[0:00:41] Trustee Luckham: history and culture of this place through the original peoples of this land. Of course,
[0:00:48] Trustee Luckham: I'm Peter Luckham. I'm the chair of Honest Trust Council, the chair of the Executive Committee,
[0:00:51] Trustee Luckham: and I am honoured to be able to conduct this role and grateful for the opportunity to work

[0:02:13] Trustee Luckham: I would like to make a couple of suggestions.
[0:02:16] Trustee Luckham: It's possible there's some public interest in our bylaws.
[0:02:18] Trustee Luckham: and so we might consider having a town hall component
[0:02:23] Trustee Luckham: maybe in advance of the bylaws
[0:02:25] Trustee Luckham: perhaps following our reporting out
[0:02:28] Trustee Luckham: and we can monitor the lines
[0:02:30] Trustee Luckham: to see if there's anybody wishing to join us or not.
[0:02:33] Trustee Luckham: I would also think it might be appropriate
[0:02:35] Trustee Luckham: if you're prepared to do so is advanced correspondence
[0:02:39] Trustee Luckham: 10.1, 10.2, 10.3 in advance of the Denman Island bylaws
[0:02:47] Trustee Luckham: because all three of those pieces of correspondence are in respect of those um documents and maybe we

[0:02:59] Trustee Luckham: um so uh is there anybody opposed to those two suggestions i have for changes in our agenda

[0:06:45] Voice 8: And good morning to Executive Committee.
[0:06:47] Voice 8: It's great to be with you.
[0:06:49] Voice 8: I'll proceed apace, turning to page 10 of the agenda and the fuel.
[0:06:55] Voice 8: You know, I've been thinking about item one, and it's how it sits with the various governance activities that the Islands Trust is considering, also that it's been sitting on this agenda for a while, and that it's been an ever-long consideration and portion of discussion or element of discussion at the Trust.
[0:07:23] Voice 8: i'm wondering whether item one should be referred to the governance committee um as a consideration
[0:07:28] Voice 8: certainly as part of the uh initial terms of reference discussion at trust council that
[0:07:34] Voice 8: that was part of the um the discussion there also at the uh the letter that went to the province had
[0:07:41] Voice 8: an element associated with funding associated with it and you know really i think a a complete
[0:07:48] Voice 8: complete program of work associated with this would would have some focused political consideration
[0:07:55] Voice 8: as well as activities by staff so that's a that's an option for you to refer this item
[0:08:01] Voice 8: from yours to the governance committee it's unlikely I think that this would advance let's
[0:08:07] Voice 8: put it this way in the absence of some conversation with the governance committee or or work on
[0:08:13] Voice 8: that file um item two um certainly uh uh my previous remarks could almost be touched on
[0:08:23] Voice 8: forest protection um there's still um uh some very minor conversations going on with the province
[0:08:29] Voice 8: right now certainly everyone's waiting to see what some of the outcomes associated with the
[0:08:34] Voice 8: policy statement project are and how they relate to forestry and forest cover and uh forest health
[0:08:39] Voice 8: and the potential actions of the Allens Trust and those discussions will be going on and we'll see
[0:08:45] Voice 8: how that plays in you know the public engagement process and those outcomes with how that plays
[0:08:50] Voice 8: into this project it isn't something there aren't scheduled meetings at this time um over the summer
[0:08:55] Voice 8: with the with the
[0:08:56] Voice 8: ministry uh other than that uh on item four I will be bringing you a continuous
[0:09:04] Voice 8: learning plan or some reflections on orientation um to the September Trust Council so that you're
[0:09:09] Voice 8: informed and certainly any potential trustees would have a chance on a public agenda to review
[0:09:16] Voice 8: some of the orientation materials that are coming up as you know we did go out to trustees
[0:09:21] Voice 8: not an overwhelming response in terms of orientation which was a bit of a disconnect
[0:09:27] Voice 8: from the outcomes of the governance review that was spoken to in March but we continue looking at
[0:09:34] Voice 8: how we're going to deliver that and starting to look at bookings and that kind of thing
[0:09:40] Voice 8: with that that's the fuel and would happily respond to anything any questions dan rogers

[0:09:48] Trustee Rogers: i won't be long but i i had
[0:09:50] Trustee Rogers: two had noted number one and of course it came out of a
[0:09:54] Trustee Rogers: completely different context uh that we're in now i mean in a sense it came out of the discussion
[0:09:59] Trustee Rogers: that surrounded the uh salt spring corporation debate and and it was placed on the trust programs
[0:10:05] Trustee Rogers: programs committee uh work plan and and there were some suggestions we dropped at that but they um
[0:10:12] Trustee Rogers: for a variety of reasons mostly around uh the work hasn't been picked up by them this term
[0:10:20] Trustee Rogers: um i too thought that it may very well have been subsumed by that motion from uh trust council that
[0:10:29] Trustee Rogers: it passed in a few weeks ago related to the reference to the lieutenant governor and council
[0:10:35] Trustee Rogers: and I and I wondered whether and I I too sort of think it might be best to take it off or refer it
[0:10:43] Trustee Rogers: I don't know about the governance committee and so but I do think it's been it's been changed
[0:10:50] Trustee Rogers: substantially by that motion and I wonder we I think we should either change it or take it off
[0:10:55] Trustee Rogers: off our follow-up action list and change it to follow up
[0:11:00] Trustee Rogers: with the, you know, the follow-up with the provincial,
[0:11:04] Trustee Rogers: the request of the county government council.
[0:11:06] Trustee Rogers: I don't know what other people think about that.
[0:11:10] Trustee Rogers: It feels a bit anachronistic if that's,
[0:11:14] Trustee Rogers: if I pronounced that correctly at this stage.
[0:11:20] Trustee Luckham: Okay, Sue Ellen Fast.
[0:11:22] Trustee Luckham: And I rely upon you, Trustee Patrick,
[0:11:24] Trustee Luckham: to raise your digital hand, which I think is star nine.
[0:11:27] Trustee Luckham: nine trustee fast over to you thank
[0:11:32] Trustee Fast: you chair yeah i was looking at number one as well thinking
[0:11:35] Trustee Fast: uh we could refer it to the governance committee and then they could just receive it
[0:11:39] Trustee Fast: i mean it's uh i just want to do something constructive with it to recognize in the
[0:11:45] Trustee Fast: paperwork that it's been subsumed or we could just um um make a motion to uh delete delete it
[0:11:57] Trustee Fast: and say that it's been overtaken by the motion
[0:12:02] Trustee Fast: that Trust Council passed two weeks ago.
[0:12:04] Trustee Fast: I'm not sure what would be best for trustees in the future
[0:12:07] Trustee Fast: looking back to go, what happened to that?
[0:12:10] Trustee Fast: And so I'm happy to make a motion,
[0:12:15] Trustee Fast: but I agree it doesn't need to be there anymore.
[0:12:18] Trustee Luckham: Right.
[0:12:19] Trustee Luckham: Trustee Patrick, and then I'll speak as well.
[0:12:22] Trustee Luckham: Let's do something else.
[0:12:23] Voice 4: Well, I think it's relevant information
[0:12:26] Voice 4: to be shared with the province.
[0:12:28] Voice 4: I think the original motion in 2017 from Trust Council, the conversation and the fact that it just still sits here, hasn't been responded to.
[0:12:37] Voice 4: I'll give you an example.
[0:12:39] Voice 4: I know here at the Executive Committee, we had a grant request to sponsor, not sponsor, but whatever it is, to be the local government agency for a grant application for Salt Spring Community Services on poverty reduction.
[0:12:50] Voice 4: And we said that was a regional district activity where Gabriola and its regional district were successful in getting a poverty reduction plan.
[0:13:00] Voice 4: But when the outcome of the plan was that there needed to be a staff person hired on Gabriola, the regional district said that's not our responsibility to do that.
[0:13:09] Voice 4: that. So we keep pointing fingers as to who does what plans. And so I would pass this on somehow
[0:13:18] Voice 4: as background information for the province.
[0:13:24] Trustee Luckham: Yeah, well, that's a very good example. Maybe
[0:13:29] Trustee Luckham: I'll just speak, Russ, before we go to you. It does occur to me that there's a number of items
[0:13:34] Trustee Luckham: of which conversations that have been held at executive committee and those first two on the
[0:13:41] Trustee Luckham: CAO's follow-up action list are relevant or maybe more. There's no formal appointment or
[0:13:51] Trustee Luckham: participation of the Executive Committee other than through Trustee Patrick, who was elected
[0:13:57] Trustee Luckham: not per se as an Executive Committee member but as a Trustee. I wonder whether or not there shouldn't
[0:14:02] Trustee Luckham: be a meeting early on between Executive Committee and the Governance Review just to share some of
[0:14:07] Trustee Luckham: of these ideas and determine whether or not they want to take on those things, because we're kind
[0:14:12] Trustee Luckham: of working in our own world in a bit of a vacuum without knowing what their direction might be. So
[0:14:20] Trustee Luckham: I'll just pass on that thought and go to the CAO.
[0:14:24] Voice 8: Well, I was going to follow up on that,
[0:14:26] Voice 8: I do think at its initial stages between a new standing committee and executive committee that
[0:14:31] Voice 8: there's going to need to be some conversations around whose responsibility is it to advance work
[0:14:39] Voice 8: when the word governance is now in anything that comes to the islands trust we're going to have
[0:14:44] Voice 8: you know there's going to be the determination of who carries that work forward what are those
[0:14:49] Voice 8: sort of reporting relationships even the letter the potential letter that's you're looking at
[0:14:54] Voice 8: that's going out to the minister that encapsulates the request of the lieutenant governor has a
[0:15:01] Voice 8: reference in it too that we do now have a governance committee so um and you know there's
[0:15:06] Voice 8: a capacity that's being developed the islands trust to to address these matters um so that's
[0:15:12] Voice 8: one and the other item and here we are me waxing philosophic here and i won't do that again for the
[0:15:19] Voice 8: rest of the day um the other outstanding item is seeking that lives on our strategic plan but not
[0:15:25] Voice 8: in any fuel is seeking funding from the province in some manner assistive funding and that is
[0:15:32] Voice 8: almost a companion piece to this piece that it needs some project level work associated
[0:15:40] Voice 8: with it it would need to it's been also referred in the governance corresponding
[0:15:45] Voice 8: both the government internal governance committee and the referral to the province around funding
[0:15:51] Voice 8: and i think that also needs a place to to land and it also needs um maturation or a funding program
[0:16:00] Voice 8: of its own so that's another piece that goes with this service delivery piece that you you may want
[0:16:05] Voice 8: to think of tidying up between now and um or redirecting between now or referring um between
[0:16:12] Voice 8: now and in the next uh couple of trust council meetings thanks so

[0:16:53] Trustee Fast: requesting additional funding from uh the province is on page 98 it's uh number one on page 98
[0:17:03] Trustee Fast: it's trust council's fuel that it's in and so it's a top
[0:17:08] Trustee Fast: one there that's where
[0:17:10] Trustee Fast: where it is
[0:17:12] Trustee Fast: and um uh sort of shared responsibility and i um i think that one as well could be referred to the
[0:17:24] Trustee Fast: perhaps um anyway we need to think about what what we do with that it's been kind of orphaned
[0:17:29] Trustee Fast: uh down there yeah
[0:17:31] Trustee Luckham: so apologies ceo perhaps what we want to do actually is
[0:17:36] Trustee Luckham: indeed have a motion to maybe suggest that a meeting be requested of the governance committee
[0:17:42] Trustee Luckham: with executive committee and then staff could prepare an agenda that would be appropriate for
[0:17:47] Trustee Luckham: topics of discussion any thoughts on that
[0:17:53] Trustee Fast: dan's got his hand up

[0:17:56] Trustee Rogers: i i i think that's
[0:17:58] Trustee Rogers: um with great respect i think that's quite premature uh they covered governance committee
[0:18:04] Trustee Rogers: hasn't even met yet uh they don't even know what they're and i i've been told what the sort of
[0:18:09] Trustee Rogers: suggested agenda is and and uh they've got a lot of thinking to do between now and september about
[0:18:15] Trustee Rogers: but what it is they want to be when they sort of formulate.
[0:18:19] Trustee Rogers: And so I'm not sure I'm prepared to do that.
[0:18:23] Trustee Rogers: And I'm actually going to stand down on my suggestion
[0:18:25] Trustee Rogers: that this be removed because I agree with thinking
[0:18:28] Trustee Rogers: about the Laura Patrick.
[0:18:29] Trustee Rogers: It provides a good historical context to keep in mind
[0:18:37] Trustee Rogers: what's going to happen with the request to the Luft
[0:18:40] Trustee Rogers: and the Governor and Council, which, frankly,
[0:18:42] Trustee Rogers: I think at the end of the day is going to be
[0:18:44] Trustee Rogers: in the bail is going to be in the um the hands of both the governance committee and the executive
[0:18:50] Trustee Rogers: committee and i think at some point there will be have to be a fulsome conversation about how
[0:18:55] Trustee Rogers: who does what in the context of that at both both between us between the executive committee and
[0:19:00] Trustee Rogers: them but i don't think we should talk about think about that yet until they've had a couple of
[0:19:05] Trustee Rogers: meetings under their belt or at least one where they are ready to do that so i i will i will
[0:19:10] Trustee Rogers: withdraw my thought of of doing something with number one and with thanks to all of you for your
[0:19:15] Trustee Rogers: thoughts
[0:19:16] Trustee Luckham: okay well let's pause for reflection on that topic then and uh unless i see any other
[0:19:22] Trustee Luckham: hands i'm going to go to the cao over to you cao okay
[0:19:26] Voice 8: thank you mr chair so uh my um brief comments
[0:19:31] Voice 8: first of all uh you'll likely be aware with regards uh engagement between um the bcgu and
[0:19:38] Voice 8: and the province that were now moving to another level. There was a significant strike vote held
[0:19:48] Voice 8: and those results seemed quite strong. And the next consideration in terms of operations or
[0:19:55] Voice 8: business continuity would be a move to restricted overtime perhaps and a more delineated working
[0:20:03] Voice 8: within job descriptions so we're aware of that as a management group i'm just keeping you in touch
[0:20:09] Voice 8: with that i don't have any particular insight in terms of timelines but um one certainly couldn't
[0:20:15] Voice 8: say that this is getting uh is moving towards a an easy resolution at this point so we will
[0:20:22] Voice 8: stay a pace of that um i'm personally spending a lot of time right now um just to do with our
[0:20:29] Voice 8: Our regional offices, negotiations are on the northern office.
[0:20:32] Voice 8: As you know, I went up and had some meeting with staff,
[0:20:35] Voice 8: having some meetings with the owner of the facility up there,
[0:20:39] Voice 8: working through our current lease arrangement.
[0:20:45] Voice 8: And I'll report back as soon as there's something there,
[0:20:49] Voice 8: but it's a significant piece.
[0:20:52] Voice 8: The same with Salt Spring.
[0:20:54] Voice 8: We're having some considerations of,
[0:20:57] Voice 8: and much of this could be in camera if we get into much more detail but also looking at salt
[0:21:02] Voice 8: spring with the staff there around options as we move into the future moving into staffing
[0:21:07] Voice 8: i'm happy to say that we're we're moving forward with the director of planning services competition
[0:21:14] Voice 8: and we're moving into an interview phase in the next week or so that's great we've also have
[0:21:21] Voice 8: have um some other planning positions that are in the marketplace and we hope to fill those because

[0:22:19] Voice 8: meeting those initial discussions that's being developed part of that is electing a chair of the
[0:22:25] Voice 8: first meeting so we suspect that will happen on that Friday morning and Lori and I are just fine
[0:22:31] Voice 8: tuning that at this point it's myself David and Lori are resources to the committee and then part
[0:22:39] Voice 8: of that discussion will be when will the second meeting occur and I anticipate given conversation
[0:22:44] Voice 8: there may be some work requested and whether how synced this becomes with the trust council schedule itself is to be determined as well so that that has been picked up and move forward the letter you know you're going to moving on to another topic you are going to be discussing later on the whole direction of the of the request for a review of the governance structure area and function of the islands trust and that request to senior government

[0:26:23] Voice 1: so this is information for prospective candidates this this will be the same information regardless
[0:26:29] Voice 1: others of the um the local trust area so it's a general information it's about the role of the
[0:26:35] Voice 1: trustees um what the compensation is the benefits and things like that so those will be provided to
[0:26:42] Voice 1: the regional districts to be included in the candidate packages that they will be handing out
[0:26:47] Voice 1: so we plan to have that information to the regional district by the 15th and the regional
[0:26:53] Voice 1: districts have to have their candidate packages ready by july 22nd so these are nomination packages
[0:26:59] Voice 1: packages. Also, early August, we'll be putting out an unofficial advertisement in one edition
[0:27:07] Voice 1: of the local papers in all the local trust areas. And this is an advertisement that essentially
[0:27:13] Voice 1: lets people know about the upcoming election and how they can get nominations and things
[0:27:18] Voice 1: like that. And we'll also work with the regional districts who will be creating the official
[0:27:23] Voice 1: notices that will go into two um two editions of a paper that circulates regularly in the local
[0:27:31] Voice 1: trust area so that's the election that is going to be my focus over the next few weeks in planning
[0:27:37] Voice 1: uh the focus there right now to be honest is the hiring we have several positions mainly on
[0:27:44] Voice 1: salt spring uh that need to be filled the regional planning manager position uh will be going
[0:27:51] Voice 1: out shortly to advertisement. It's in the hopper. We're just waiting to get that up on the various
[0:27:57] Voice 1: sites and that will be open for about two to three weeks and then we'll have a look at
[0:28:03] Voice 1: who we have and shortlisting after that. We're in the process. Louisa has shortlisted
[0:28:11] Voice 1: planners for the Planner 2 availability on Salt Spring and we hope to begin interviewing those
[0:28:17] Voice 1: those people in the next week.
[0:28:19] Voice 1: And we have an on-planet position that will be coming vacant

[0:29:14] Trustee Luckham: role in order to potentially shorten up a time frame because of course if one member moves
[0:29:19] Trustee Luckham: then that opens up a position we have to go through the process and there's inherent delays
[0:29:23] Trustee Luckham: in getting us back up to full speed do you have any thought on that yeah

[0:29:27] Voice 1: first thing we look at is um do we have anybody that wasn't successful in a recent competition

[0:29:38] Voice 1: So if we had several really good candidates and obviously we pick the top, we may have two or three or one or two that would be good, but we didn't have a position.
[0:29:49] Voice 1: So that's the first thing we do is we go back to that.

[0:29:57] Voice 1: I don't think that is the case for some of these positions.

[0:32:54] Voice 12: looking at one as well around the changes to planning services and some of the decisions
[0:32:57] Voice 12: made at Trust Council so those will be flowing out over the next while in addition we're working

[0:33:46] Voice 12: shifting back to taking on some of the other initiatives that have either stalled or been on
[0:33:50] Voice 12: my plate. So that will be happening, which will mean that 2050 initiatives and redraftings and
[0:33:56] Voice 12: so on will take likely longer than they have in the past. And please to let you know, we've
[0:34:01] Voice 12: contracted Harold Joe. So he is now available under contract to staff as they have questions
[0:34:06] Voice 12: and concerns that come up as they relate to cultural heritage on the land. So that's a nice

[0:39:35] Voice 12: advising or being available to elected officials we just haven't done that that work that preparatory

[0:45:21] Trustee Rogers: local trust committees are working to try and finish off some uh matters that we have been
[0:45:27] Trustee Rogers: working on for months if not years before the end of the term um we we had a very good discussion
[0:45:36] Trustee Rogers: about um crystal mountain which is an ongoing process and we actually uh the local trust
[0:45:45] Trustee Rogers: committee gave a renewed first reading to the bylaw and directed staff to set up a community
[0:45:50] Trustee Rogers: information meeting for first september for that so i don't know how far we're going to get in this
[0:45:56] Trustee Rogers: term related to the complete resolution there is of course a a still a very you know a relatively
[0:46:04] Trustee Rogers: good number of people who have concerns about that mostly about water we were lucky and fortunate to
[0:46:12] Trustee Rogers: have William Shuba with us during the day for that meeting and did that. We also made some
[0:46:19] Trustee Rogers: slight tweaks to the one affordable housing project that's been on our agenda for most
[0:46:28] Trustee Rogers: of this term. During the course of the meeting there continues to be some concerns about that,
[0:46:34] Trustee Rogers: about water in particular, but other things as well. I'll talk about that a bit more in a minute
[0:46:38] Trustee Rogers: because we had a well i'll just say that that evening we then had a community information
[0:46:43] Trustee Rogers: meeting related to that to that particular application uh which was well attended i'd
[0:46:49] Trustee Rogers: say we had about 45 people there lots of really good questions um and uh we had uh both a good
[0:46:57] Trustee Rogers: presentation from our staff and from and from um uh and from the applicants uh that that particular
[0:47:05] Trustee Rogers: matter is going to public hearing on Saturday, July the 16th. So I'll be back on Galliano for
[0:47:11] Trustee Rogers: that. The other affordable housing project on Galliano is going to CIM in public hearing in
[0:47:22] Trustee Rogers: early September. So we have that to look forward to. There was also yet another application to try
[0:47:31] Trustee Rogers: and uh try and um rezone one of the four slots which are a as anybody knows who knows galliano
[0:47:38] Trustee Rogers: is a 30-year uh issue of dispute on the island that has been going on uh it did not get a good
[0:47:45] Trustee Rogers: reception particularly good reception at the local trust committee because of the nature of the um
[0:47:50] Trustee Rogers: of the app of the uh of the application because it would have provided um five or six uh
[0:48:02] Trustee Rogers: waterfront very valuable waterfront lots uh and a very small sliver of waterfront for public access
[0:48:09] Trustee Rogers: um and as well big issue there is that um it's one of the northern forestry lots and they were
[0:48:17] Trustee Rogers: proposing access road through and it turns out the pedelicate really don't want uh or are have
[0:48:25] Trustee Rogers: have some strong concerns about any kind of road act
[0:48:27] Trustee Rogers: or land access up at Dionysus Point,
[0:48:31] Trustee Rogers: because they want, their concern is they want to preserve it
[0:48:34] Trustee Rogers: as a marine access, or that's the issue,
[0:48:36] Trustee Rogers: one of the issues that we have.
[0:48:37] Trustee Rogers: So that's a longer conversation.
[0:48:39] Trustee Rogers: And we defer those matters
[0:48:41] Trustee Rogers: and actually declined the application,
[0:48:43] Trustee Rogers: told them to take no further action there.
[0:48:45] Trustee Rogers: There's more work to be done
[0:48:46] Trustee Rogers: if they want to have some resolution to that.
[0:48:51] Trustee Rogers: You know, there is this issue
[0:48:53] Trustee Rogers: that that we're trying to deal with these forestry lots on a one-off basis that seems to be the
[0:48:58] Trustee Rogers: pattern on galliano and may probably be the the pattern going forward because uh any kind of a
[0:49:05] Trustee Rogers: sort of a pattern resolution of them doesn't seem to have a lot of um hasn't has been tried a number
[0:49:12] Trustee Rogers: of times and hasn't actually been successful so it was a long day on galliano um and just to let
[0:49:18] Trustee Rogers: you know uh next week uh i like i don't intend to be at the um in person at the uh at the meeting
[0:49:28] Trustee Rogers: with the conservancy but we'll be zooming in with uh that that's my intention in any case um and uh
[0:49:36] Trustee Rogers: and then of course we are meeting on the one you meeting a year on keats island uh we'll have a
[0:49:42] Trustee Rogers: community information meeting uh related to the foreshore project um and uh the idea is to have
[0:49:49] Trustee Rogers: let people come and talk to us and ask questions and get their answers and figure out a way forward
[0:49:54] Trustee Rogers: with that there's been some communication as i've explained before with the squamish nation about
[0:49:59] Trustee Rogers: that project we think we're in a good place related to that i guess we'll we'll find out

[0:51:25] Voice 4: are beginning to creep into the islands of every size and shape.

[0:51:36] Voice 4: We have a community information meeting virtually this evening with North Pender on its land use review project, and there'll be a second one in a couple of weeks, and our August meeting was, we deferred or canceled our August meeting to allow these community information meetings to happen, and that's really all I have to report.

[0:53:07] Trustee Luckham: there. The only other thing I participated in was the Southern Gulf Islands Forum, of which,
[0:53:16] Trustee Luckham: you know, ostensibly as chair of Salt Spring, I sit there. But also, I sort of like to think that
[0:53:23] Trustee Luckham: tedious uh as a hanger on on the outside edges of the southern gulf islands um and um it was a great
[0:53:30] Trustee Luckham: conversation that um was changed from the original intent of having uh other elected people
[0:53:37] Trustee Luckham: representative at the meeting it was just the anchorage uh community groups and a few trustees
[0:53:44] Trustee Luckham: um it was reasonably well attended and a good conversation uh the focal piece of it in terms
[0:53:51] Trustee Luckham: of materials with the materials from the ship watch society which have been very professionally
[0:53:55] Trustee Luckham: created that outline the long history and issues and uh solutions that are not per se solutions but
[0:54:05] Trustee Luckham: other activities that are happening elsewhere on the globe that um support and others should
[0:54:10] Trustee Luckham: consider and so it was a good conversation um certainly we're anticipating having a more
[0:54:17] Trustee Luckham: fulsome meeting with a broader elected representation and First Nations representation,
[0:54:22] Trustee Luckham: of course, at a more fulsome meeting with everybody in order to advance
[0:54:28] Trustee Luckham: the work of bringing the anchorage issue to the attention of all levels of government.
[0:54:36] Trustee Luckham: So it was a good conversation and really grateful for Adam Olson for
[0:54:39] Trustee Luckham: for supporting that work and we'll see where that goes.

[1:20:18] Trustee Rogers: vice chair patrick i thought it was a a particularly uh good meeting um although
[1:20:28] Trustee Rogers: you know absences were um uh you know we there were times we were down like an 18 19 20 trustees
[1:20:37] Trustee Rogers: And I wondered why that was given the important topics that we had on our agenda.
[1:20:43] Trustee Rogers: And I think it did reinforce for me again that somehow or other, the importance of attending
[1:20:51] Trustee Rogers: trust counsel as a core function of your job as a trustee continues to be needed to be
[1:20:58] Trustee Rogers: reinforced and somehow that's not.
[1:21:01] Trustee Rogers: but I did I agree entirely that it was a good discussion on the topics that we had that it was
[1:21:08] Trustee Rogers: respectful I think adding roll call votes added a level of clarity and so thank you for to staff
[1:21:19] Trustee Rogers: and to the chair for facilitating that because I think I think that actually worked better there
[1:21:26] Trustee Rogers: were there were no sort of well maybe there was one but i don't recall it anymore disputes
[1:21:34] Trustee Rogers: about what the outcomes were that way except for the one time because we still haven't figured
[1:21:42] Trustee Rogers: out the problem of what to do about people who appear tangentially to be in the meeting
[1:21:48] Trustee Rogers: but don't cast a vote because i'm convinced that the vote that we had to reverse the order at one
[1:21:54] Trustee Rogers: one point of matters on the agenda actually failed uh but it was deemed to have passed because three
[1:22:02] Trustee Rogers: people were nominally on the meeting and were therefore and but didn't cast a ballot and
[1:22:08] Trustee Rogers: therefore we're we're and i think we fixed that therefore cast to have voted in the affirmative
[1:22:13] Trustee Rogers: and it passed like 11 10 or something like that and and i think that was problematic and um i
[1:22:20] Trustee Rogers: I think we probably should have done a roll call
[1:22:23] Trustee Rogers: or done something about that.
[1:22:25] Trustee Rogers: But other than that, I thought it ran very smoothly
[1:22:29] Trustee Rogers: and that sort of corrected itself
[1:22:31] Trustee Rogers: as we went through the meeting.
[1:22:33] Trustee Rogers: And again, I agree with Trustee Patrick.

[1:23:59] Trustee Fast: I noticed trustees were coming in and out even more perhaps than usual and I wasn't sure what
[1:24:08] Trustee Fast: to make of that that's most of my comments thank you sorry
[1:24:16] Trustee Rogers: I don't know what you mean by coming out
[1:24:17] Trustee Rogers: can you serve well
[1:24:19] Trustee Fast: there were trustees who were there some of the days for some of the discussion
[1:24:26] Trustee Fast: and then they would disappear and come back later.
[1:24:31] Trustee Fast: It's just an impression I had here.

[1:24:39] Trustee Fast: Yeah, I didn't keep any detailed notes on names
[1:24:42] Trustee Fast: or when they were coming and going and that kind of thing.

[1:25:01] Trustee Fast: Perhaps if we didn't have a hybrid online Zoom meeting, trustees wouldn't be able to attend at all.
[1:25:09] Trustee Fast: And so I'm just it's just something that I'm observed.

[1:25:17] Trustee Luckham: So from my quarter, I agree completely.
[1:25:22] Trustee Luckham: I think it was an excellent meeting
[1:25:25] Trustee Luckham: and that there was a congeniality amongst trustees,
[1:25:29] Trustee Luckham: which I think has perhaps suffered recently
[1:25:33] Trustee Luckham: and not to the fault of any individual trustee,
[1:25:38] Trustee Luckham: but there were some divisive issues to talk about
[1:25:41] Trustee Luckham: that we were not able to achieve a consensus on.
[1:25:46] Trustee Luckham: And so that just created an atmosphere
[1:25:48] Trustee Luckham: that we seem to have gotten through.
[1:25:50] Trustee Luckham: We've managed to get to a place that we were able to agree upon most of the controversial topics, if not all of them.
[1:26:00] Trustee Luckham: And that was terrific. And I'm looking forward to the next council and the future work in that same context.
[1:26:08] Trustee Luckham: It quite honestly, I'll just say it is disturbing that trustees are unable to attend trust council meetings.
[1:26:14] Trustee Luckham: The trust council meetings are important. They are part of the role of being a trustee.
[1:26:19] Trustee Luckham: and not have being able to commit
[1:26:24] Trustee Luckham: to a previously scheduled meeting
[1:26:27] Trustee Luckham: to be able to participate fully
[1:26:29] Trustee Luckham: is not only noticed by other trustees,
[1:26:31] Trustee Luckham: but it's also noticed by members of the public
[1:26:33] Trustee Luckham: and your constituents, it is raised.
[1:26:37] Trustee Luckham: And so just would encourage everybody
[1:26:40] Trustee Luckham: to set aside the time for council
[1:26:41] Trustee Luckham: and be with us together
[1:26:44] Trustee Luckham: to maintain that close knit relationship
[1:26:48] Trustee Luckham: that we have as council and maintaining it
[1:26:54] Trustee Luckham: to this electronic environment,
[1:26:55] Trustee Luckham: which indeed allows us to bounce in and out
[1:26:57] Trustee Luckham: and that sort of thing.
[1:26:59] Trustee Luckham: But let's try and be there the whole time
[1:27:02] Trustee Luckham: to be sure that everybody knows
[1:27:04] Trustee Luckham: that everybody's heard the same stories
[1:27:05] Trustee Luckham: and we have a complete understanding of what's going on.
[1:27:09] Trustee Luckham: It's interesting to note that in the governance review,
[1:27:12] Trustee Luckham: it was pointed out that some trustees weren't aware
[1:27:16] Trustee Luckham: aware of the orientation that happened.
[1:27:19] Trustee Luckham: And indeed, I think maybe some of those trustees,
[1:27:21] Trustee Luckham: maybe we're not at those meetings
[1:27:23] Trustee Luckham: because the orientation is significant.
[1:27:26] Trustee Luckham: In fact, it's daunting.
[1:27:27] Trustee Luckham: And if anything, it's too much.
[1:27:30] Trustee Luckham: And so, and part of that is it'd be great
[1:27:33] Trustee Luckham: if everybody could attend all the meetings
[1:27:36] Trustee Luckham: and make and share the commitment amongst ourselves.
[1:27:41] Trustee Luckham: Just want to say that out loud, but that's it.
[1:27:45] Trustee Luckham: I've said that and let us, Dan Rogers, over to you.
[1:27:48] Trustee Rogers: I just had one more reflection and I just, it's more of a comment and an observation.
[1:27:54] Trustee Rogers: I just want to point out that what was pointed out, and there was a little bit of frustration
[1:27:59] Trustee Rogers: from a couple of trustees about this, maybe others that didn't voice it.
[1:28:03] Trustee Rogers: We still haven't talked about that government's review as a group of trustees.
[1:28:09] Trustee Rogers: It's sitting out there.
[1:28:10] Trustee Rogers: And I know the CAO has reminded us of that continually.
[1:28:13] Trustee Rogers: continually there has been zero conversation about uh the recommendations that are in it as a as a
[1:28:20] Trustee Rogers: group of trustees and what we think of it as a group and i think i'm hoping we're going to have
[1:28:27] Trustee Rogers: an opportunity to rectify that in september um and hopefully the governance committee can do that so
[1:28:34] Trustee Rogers: i just wanted to reflect that publicly to the three of you the four of you the seven of you
[1:28:39] Trustee Rogers: whoever's watching thanks bye well

[1:29:15] Trustee Luckham: we had the trouble around abstaining from voting.
[1:29:21] Trustee Luckham: And indeed, I want to thank
[1:29:27] Trustee Luckham: past trustee from Bowen, Alison Morris,
[1:29:30] Trustee Luckham: for actually doing a whole bunch of research on abstination,
[1:29:35] Trustee Luckham: robert's rules our policy the provincial policy on abstention and uh there does maybe need to
[1:29:44] Trustee Luckham: be a reorientation on that um our policy overrides others but there's certainly other things but
[1:29:51] Trustee Luckham: just in the background that but i want to mention david mahler
[1:29:54] Trustee Luckham: because we had this plan and it got off the rails immediately but we were able to be nimble and
[1:30:00] Trustee Luckham: want to thank you david for being nimble and we shifted immediately to roll call as the most
[1:30:06] Trustee Luckham: obvious way to do it and i gotta say that was hugely successful and it didn't actually take

[1:30:51] Voice 8: are electronic meetings that we've had as an organization um but nevertheless you note even
[1:30:59] Voice 8: in the last 10 minutes um even at our best there are areas for improvement um the obviously having
[1:31:09] Voice 8: electronic meeting allows people to elect to attend on a minute to 10 minute to five minute
[1:31:14] Voice 8: to hour long basis that you would not have in a live setting and it's impossible to manage that
[1:31:21] Voice 8: um you know part of the orientation process i think should maybe this should be a matter
[1:31:27] Voice 8: of discussion and really um that the next trust council comes to an agreement has a discussion
[1:31:33] Voice 8: and open space around um how they want to conduct trust council meetings and what they expect from
[1:31:39] Voice 8: their colleagues going forward um and then land on what that will be and and move forward that
[1:31:46] Voice 8: That being said, I love the old school voting process.
[1:31:49] Voice 8: I thought that with the combination of the new technology,
[1:31:53] Voice 8: just clarity, there you are to the best of all abilities.
[1:31:59] Voice 8: I do think that the biggest takeaway
[1:32:02] Voice 8: is the word would be resolution.
[1:32:04] Voice 8: There was resolution on major policy
[1:32:08] Voice 8: and project work at this meeting.
[1:32:10] Voice 8: I want to acknowledge Claire and her team, Delaney and others, the consultant in with
[1:32:18] Voice 8: the policy statement project. We've got that to a place where some decisions can be made.
[1:32:26] Voice 8: The conversation on public engagement, you'll notice that the temperature's down on these
[1:32:31] Voice 8: things. The issues remain, but I think that was a moment of resolution. The Governance Committee
[1:32:37] Voice 8: The committee piece and the start of the meeting and how that was playing out was perhaps challenging, but I think the result was one of a collaborated result that all trustees had a role in, and in fact there was an ongoing and good conversation which sometimes we haven't had in electronic matter, in the electronic process.
[1:32:58] Voice 8: And I also want to note that there was policy development that is going to be profound for the trust in the future.
[1:33:10] Voice 8: The delegation, you know, we adopted, we're trying to take on the disconnect between the work and the interest in the work and how work gets done.
[1:33:20] Voice 8: So we adopted a policy there. I want to thank Heather Cowher for her particular work on that matter.
[1:33:27] Voice 8: so that's just very edifying and it's also we have to keep track of many of the recommendations in
[1:33:33] Voice 8: the governance report are ongoing pieces the delegation of staff authority on development
[1:33:38] Voice 8: permits which other organizations have and other things so there's just really a good feeling of
[1:33:42] Voice 8: resolution associated with that and i also so i wanted to note um claire and her team but also
[1:33:48] Voice 8: Also, David, in his first stepping out in his new role and the assistance he provided
[1:33:56] Voice 8: to the chair and myself, that is appreciated.
[1:34:00] Voice 8: And really, that's it from comments going forward.
[1:34:04] Voice 8: But I do think how trust council meetings are conducted should be itself a topic for
[1:34:11] Voice 8: the new council to discuss through the orientation process.

[1:34:47] Voice 1: If a trustee left the room, they would let the executive coordinator know, the minute
[1:34:54] Voice 1: taker know, so we could make a note of that and we know they're out of the room and we
[1:34:58] Voice 1: can keep track of the quorum.
[1:35:00] Voice 1: But with the electronics, we're kind of at the mercy of the trustees letting us know.
[1:35:06] Voice 1: And if they don't let us know, we have to assume that they're in the room.
[1:35:10] Voice 1: So when there's a vote and they don't respond, it becomes an abstain, which is a vote in
[1:35:14] Voice 1: favour.
[1:35:15] Voice 1: So, you know, thinking forward, part of the orientation, as well as maybe part of our procedures for setting up trust council meetings is, I think maybe we should be looking at drafting a trust council decorum.
[1:35:31] Voice 1: quorum not necessarily a policy but something that provide which we provide to trustees in
[1:35:37] Voice 1: advance of meetings that just lets them know if you're going to step away from computer do the
[1:35:42] Voice 1: following otherwise if there's a vote and you're not there you'll have been recorded as abstained
[1:35:49] Voice 1: and therefore in favor so little things like that might help to encourage them to let us know when
[1:35:56] Voice 1: when they're stepping away,

[1:42:46] Voice 12: minutes. My recollection is that last term executive committee waived this due to staff
[1:42:51] Voice 12: workload is my, but I can't find anything in the minutes regarding that. And so at this stage,
[1:42:56] Voice 12: we're wanting to check in for this term. What is the extent of effort you'd like to go into that?
[1:43:00] Voice 12: do you have perspectives to staff to consider if we should take on the work would you like us to
[1:43:05] Voice 12: try and contract a third party although timelines at this stage are quite tight and so I think we're
[1:43:10] Voice 12: looking for you to give us some thoughts to consider in terms of how to take on this work
[1:43:15] Voice 12: if you'd like us to take it on it could be as light as looking at the various topics and reporting
[1:43:20] Voice 12: out on what outcomes there were on those topics or it could be as difficult as trying to research
[1:43:27] Voice 12: research what impact the trust had on any particular decision, recognizing that that
[1:43:33] Voice 12: is an entire body of evaluation that is still emerging. It is a still emerging methodology
[1:43:41] Voice 12: around how to evaluate advocacy, because of course, there's always multiple inputs to any
[1:43:46] Voice 12: one decision, and it can be difficult to ascertain exactly what motivated any one decision maker to
[1:43:52] Voice 12: going to make a decision. So with that, I think, look to you just to help prompt a conversation
[1:43:57] Voice 12: here around what your thoughts and values are around this particular potential piece of work.

[1:44:06] Trustee Fast: Yeah, thank you. I had asked Lori to send me the advocacy program evaluation from back at the end
[1:44:14] Trustee Fast: of the previous term. So this is advocacy program evaluation for 2011 to 2014. And it was in an
[1:44:23] Trustee Fast: a trust council um agenda thank you laurie and uh so i found it useful to look at this because it
[1:44:31] Trustee Fast: at some points it looks like um staff were directed by trust council to do like 40 60 percent of
[1:44:39] Trustee Fast: uh the person in claire's role at the time lisa gordon and so it's very significant at the time
[1:44:47] Trustee Fast: And meanwhile, even back then, very difficult to tell how much actual impact it was making on provincial, for example, provincial decisions.
[1:45:01] Trustee Fast: That was the time of the, it reminded me about the work that was also going on at that time on the Crown land agreements and all the preparatory information that had been gathered.
[1:45:13] Trustee Fast: And anyway, I thought this was really interesting, especially in the light of how the meaning of the word advocacy has changed now to include all kinds of engagement and social media.
[1:45:31] Trustee Fast: I think most people think advocacy is something that you sign online petitions for or that you do as an individual.
[1:45:38] Trustee Fast: and so some of the the meanings of these terms and the tools have changed quite a bit I don't
[1:45:48] Trustee Fast: personally with the with the governance report going ahead I don't think we should be asking
[1:45:53] Trustee Fast: staff to do a lot but I would hate to lose the chance to do some reporting however it would also
[1:46:02] Trustee Fast: mean reporting for the previous term as well do we want to bother with that or should we just
[1:46:09] Trustee Fast: forward this report from what is now close to two terms ago to the governance committee
[1:46:17] Trustee Fast: because I know they've got that as something they want to be discussing so just to open the

[1:47:48] Trustee Rogers: what the workload's like other than that it's overwhelming in a lot of ways uh with the trust

[1:48:02] Trustee Rogers: the communications tools we heard that fairly clearly at trust council that that was something
[1:48:07] Trustee Rogers: that trustees were quite interested in the irony of the fact that they wouldn't support certain
[1:48:14] Trustee Rogers: budget items to support that was pretty pretty rife but um anyway the uh but the but the
[1:48:23] Trustee Rogers: communications was very much a uh a theme i thought from the last trust council having said that um
[1:48:31] Trustee Rogers: one of the other messages we hear a fair amount and also was in the governance report is that
[1:48:36] Trustee Rogers: we're not and and this is not a blame because i think most organizations if not all uh are like
[1:48:43] Trustee Rogers: this that evaluation is not one of our strengths um uh and you know what i can't tell you how many
[1:48:50] Trustee Rogers: board meetings i've sat in on not-for-profits and other organizations where we go you know we
[1:48:56] Trustee Rogers: haven't done the evaluation that we think we should do and what are how the access for program because
[1:49:01] Trustee Rogers: you get caught up in what's next um it's very easy to do so this is not that's not a criticism
[1:49:06] Trustee Rogers: of our organization in the sense of but just a recognition that it's tough work um my reaction
[1:49:14] Trustee Rogers: to all of this was i i i think it probably is extremely difficult to um itemize what the impact
[1:49:25] Trustee Rogers: impact of advocacy was. And I'm not always sure that the impact is always the most important
[1:49:33] Trustee Rogers: component of the advocacy, but rather that a lot of our constituents and our trustees and our
[1:49:40] Trustee Rogers: people that live in our area want to see that we're advocating for a particular outcome.
[1:49:45] Trustee Rogers: And sometimes we can identify specific successes if it's nothing more than a communications,
[1:49:50] Trustee Rogers: etc however i do think uh what there is interest in in the face of the governance report and some
[1:49:58] Trustee Rogers: of the commentary and from trustees is to understand the types of resources that advocacy
[1:50:05] Trustee Rogers: takes up um i think i mean my two general reactions to that is is we don't the trustees
[1:50:14] Trustee Rogers: including myself i include this don't understand um two things how many resources are taken up
[1:50:21] Trustee Rogers: with advocacy and why certain things take so long to get done um i mean it it's occurred
[1:50:28] Trustee Rogers: from time to time that letters have been asked and we go from one trust council to the next
[1:50:33] Trustee Rogers: trust council and they haven't been prepared or sent out um or the plan is to do an opinion piece
[1:50:40] Trustee Rogers: for the chair and it never it doesn't occur for months and months and months or at all and by then
[1:50:47] Trustee Rogers: the moment has passed um so i don't think there's a very clear understanding of the amount of
[1:50:53] Trustee Rogers: resources that it takes and the and i think that actually ties fairly closely into what the
[1:50:59] Trustee Rogers: communications plan would be so if i was going to support um because i think the answer probably is
[1:51:05] Trustee Rogers: we need some communications dedicated to communication staff to help with some of
[1:51:09] Trustee Rogers: as advocacy to take it off your plate or somebody else's plate um so my sense would be if we were
[1:51:18] Trustee Rogers: going to do an evaluation it would be a reflection upon how many resources we need and what resources
[1:51:25] Trustee Rogers: could we could we um uh could we utilize uh do we do we utilize and what could we um what
[1:51:34] Trustee Rogers: what additional resources could be need to be doing it more effectively and not
[1:51:38] Trustee Rogers: on what impact we've had on, on the outcomes,
[1:51:42] Trustee Rogers: unless there's some obvious wins, but when we get an obvious win,
[1:51:45] Trustee Rogers: we sort of put it out there in the world. Right.
[1:51:49] Trustee Rogers: And that's appropriate. We should. So I,
[1:51:52] Trustee Rogers: if there was going to be any evaluation,
[1:51:54] Trustee Rogers: but I'd like to understand before I say, go ahead and do that is, you know,
[1:51:59] Trustee Rogers: is that a big job for you to even do an evaluation of what kind of resources
[1:52:03] Trustee Rogers: you spent over the last four years
[1:52:05] Trustee Rogers: and who it engaged
[1:52:07] Trustee Rogers: and how much of their time
[1:52:08] Trustee Rogers: did it engage to do that?
[1:52:11] Trustee Rogers: And what are the choke points
[1:52:17] Trustee Rogers: that stopped the work to get done?
[1:52:20] Trustee Rogers: That's where I would like
[1:52:22] Trustee Rogers: to see the evaluation.
[1:52:23] Trustee Rogers: So basically from a,
[1:52:24] Trustee Rogers: I don't want to call it efficiency,
[1:52:26] Trustee Rogers: but from an operational point of view
[1:52:29] Trustee Rogers: is what kind of resources
[1:52:30] Trustee Rogers: does it take?
[1:52:31] Voice 9: But that even asking you
[1:52:33] Trustee Rogers: to do that may take up more resources than than um than i i would like to see committed to it so i i
[1:52:40] Trustee Rogers: wouldn't mind if you can reflect on some of that um and whether it would take a big would be a big
[1:52:46] Trustee Rogers: job for you to do that uh
[1:52:50] Voice 12: so yes through the chair i can respond uh yeah yes it's a big job um
[1:52:56] Voice 12: particularly if we were to feed this to trust council it needs to be done sort of mid-august
[1:53:00] Voice 12: and i will not be here much so this will likely land on the plate of our senior policy advisor
[1:53:03] Voice 12: to undertake this work um in terms of resources it's essentially um because in recent years we've
[1:53:11] Voice 12: had the 2015 and policy statement project i've been undertaking much of the advocacy with some
[1:53:15] Voice 12: staff support um with the exception of local trust committee advocacy which has been coordinated by
[1:53:20] Voice 12: our grants manager um who has taken on that role in his part-time role but yes the quantification
[1:53:26] Voice 12: of resources needed is is still yeah is a definite amount of work um and again it's nuanced of course
[1:53:32] Voice 12: because one letter can be very easy to produce and another requires substantive research and
[1:53:37] Voice 12: coordination so there's no easy answer to some of those questions with regard to your sort of
[1:53:43] Voice 12: reflections that some things have taken a long time at certain points it's I think my diagnosis
[1:53:48] Voice 12: at this point is primarily we've had a lot of transition on our communications position
[1:53:53] Voice 12: and when that position is vacant at the same time that we might have a surge in something else
[1:53:57] Voice 12: sometimes advocacy is the thing that sort of as I prioritize what happens I just go to the
[1:54:02] Voice 12: immediate priorities that must be done and sometimes that becomes taking care of those items
[1:54:07] Voice 12: and then in some events it's been some of the delays have been trustee driven so there's a
[1:54:11] Voice 12: variety of factors right sometimes we have trustees who aren't responding to their emails
[1:54:14] Voice 12: or want to wait longer or or have a change of heart around how they want something to roll out
[1:54:18] Voice 12: so there's always a number of factors so it's not going to be an easy um an easy simple explanation
[1:54:24] Voice 12: i guess is my my answer that said we could certainly give you we could put that down on
[1:54:28] Voice 12: paper if that would be useful so

[1:54:38] Trustee Luckham: seeing any specific direction um i you know i guess i would
[1:54:44] Trustee Luckham: support a very light uh summary of some kind that didn't consume any resources or very little but um

[1:56:21] Voice 8: the end of the year and made a note to the incoming executive committee um summarizing
[1:56:28] Voice 8: the activities that have occurred this year and recommending um focus on the on sort of a
[1:56:34] Voice 8: fundamental shift or reconsideration that that would be long term a good direction for this

[2:28:48] Voice 11: rough look at it the current vacancy rate is probably going to be used up in funding
[2:28:55] Voice 11: future salary increases but would be happy to bring forward further analysis especially as
[2:29:02] Voice 11: that negotiation draws to a conclusion okay

BYLAWS FOR APPROVAL CONSIDERATION Chair Luckham addressed anyone listening to the livestream that if they wished to speak at this meeting to join via the “attend” link on the website. Executive Committee reviewed associated correspondence items 10.1, 10.2, and 10.3 for the Denman Bylaws items 6.1, 6.2, and 6.3. noting that correspondence was sent in after the public hearing process.
