[0:00:24] Trustee Patrick: I always begin with acknowledging how fortunate we are to be able to gather today in the all across the traditional territories of the Coast Salish people.
[0:00:33] Trustee Patrick: I think this past summer has been a historic moment when the Pope came to Canada and apologized to Indigenous peoples for the atrocities of the Catholic Church's involvement in the residential schools.
[0:00:54] Trustee Patrick: And I always ask people that are listening us today that as part of your personal journey on reconciliation to take the time to understand what the residential schools were and did to the people, the Indigenous peoples, and especially for those of you on Thetis knowing that there was one of these schools so close to your shores, just on the island south of you.
[0:01:21] Trustee Patrick: so please take that time to understand that i guess i could say very sad chapter of canadian
[0:01:30] Trustee Patrick: history um i'm laura patrick i'm elected here on salt spring island and chair of the local trust
[0:01:37] Trustee Patrick: committee i'm joined today by trustee peter leckham and trustee doug benton together we
[0:01:43] Trustee Patrick: make up your thetis island local trust committee um is i don't see um electoral area director smith
[0:01:52] Trustee Patrick: I know she did send an email report out on a couple of items, but she's not here yet today, so we'll get to her report.
[0:02:00] Trustee Patrick: Maybe she'll join us.
[0:02:03] Trustee Luckham: Okay, thank you.
[0:02:05] Trustee Patrick: This meeting is being conducted electronically.

[0:02:59] Trustee Patrick: their own homes um this is this is a place of employment and our staff have the right to a safe
[0:03:05] Trustee Patrick: and respectful workplace uh so i guess so the key thing is here we have an agenda before us which
[0:03:15] Trustee Patrick: where do i put the agenda that i had before us it was right before us anyway we have an agenda
[0:03:21] Trustee Patrick: to be for us um are there any additions or changes to the agenda none from here

[0:03:33] Trustee Fenton: think i'll be able to fit it into um the discussion around
[0:03:41] Trustee Fenton: um i'm just going to look to your um insight on that chair and that is i want to have a discussion
[0:03:47] Trustee Fenton: around sort of expanding the list of invitees
[0:03:53] Trustee Fenton: to a meeting with the CRD and the local trust.

[0:04:02] Trustee Fenton: or can it be brought up under sort of approaches

[0:05:15] Trustee Luckham: And I'm sure the first item I'm going to mention, well, I'll just say thank you very much, Laura, for your very thoughtful opening remarks regarding this place as Coast Salish Territory.
[0:05:28] Trustee Luckham: Indeed, Penelope and Lai Axman have resided and
[0:05:32] Voice 5: lived and worked in
[0:05:38] Trustee Luckham: this area specifically since time immemorial.
[0:05:43] Trustee Luckham: And so, thank you for that.
[0:05:45] Trustee Luckham: I just want to mention that there was the Walk for the Children in Chimenez, which I'm
[0:05:51] Trustee Luckham: sure Doug will be able to speak to more eloquently than I.
[0:05:54] Trustee Luckham: I was unable to attend, but I want to acknowledge that that happened.
[0:05:58] Trustee Luckham: That's an annual event now, I'm presuming, and the second one with many, many people
[0:06:05] Trustee Luckham: gathering to walk in memory of the events that you spoke with with respect
[0:06:14] Trustee Luckham: to all of the children across the country but specifically those on
[0:06:19] Trustee Luckham: finalicum so always live with that in my mind there's been a number this it's
[0:06:27] Trustee Luckham: been summertime so relatively quiet here there's been conversations that I've had
[0:06:32] Trustee Luckham: with many regarding housing uh same as everywhere the accessibility to affordable housing uh ideas
[0:06:40] Trustee Luckham: around creating uh tiny homes and or as is happening on sulks beyond accessory dwelling
[0:06:46] Trustee Luckham: units there's also of course interest in in bnbs and short-term vacation rentals um it's probably
[0:06:53] Trustee Luckham: not well known outside of thetis uh particularly that the overbury uh resorts here which was a
[0:07:00] Trustee Luckham: a destination location zoned accordingly for many since before I was a trustee that indeed hosted
[0:07:09] Trustee Luckham: people over the summers and hosted weddings and all those sorts of things. And that closed last
[0:07:16] Trustee Luckham: year after a long and joyful delivery of those opportunities for people to come and recreate
[0:07:25] Trustee Luckham: create here on Thetis. And it closed because of family reasons. They'd been doing it for a very
[0:07:30] Trustee Luckham: long time and they'd run out of steam, we'll say, on that and decided to close that. So that created
[0:07:37] Trustee Luckham: a shortage of B&Bs and short-term vacation rental opportunities for people. And so there's those
[0:07:44] Trustee Luckham: conversations going on as well. And of course, it's always the balance between providing housing
[0:07:48] Trustee Luckham: for those that need it on the island in respect of those that want to come here and recreate.
[0:07:56] Trustee Luckham: And that's worthy, worth mentioning here at the same time is that of course this conversation is happening out there about the speculation and vacation,
[0:08:05] Trustee Luckham: vacation, vacancy tax that has been expanded to Ladysmith and other areas in the province.
[0:08:18] Trustee Luckham: And that question comes up here in order to address housing. But on Theta, as on many of
[0:08:25] Trustee Luckham: the islands, many of the folks, their houses are vacant. And that's what they choose to do and have
[0:08:31] Trustee Luckham: chose to do for i would say 50 plus years in many cases certainly a long period of time and they're
[0:08:38] Trustee Luckham: not they don't consider themselves and others don't consider them uh speculators and indeed
[0:08:43] Trustee Luckham: many of those people contribute um both uh to the quality of the community and financially for
[0:08:50] Trustee Luckham: those uh charitable uh activities that are uh necessary on all of the islands and you know i'd
[0:08:57] Trustee Luckham: I'd just like to say that we built on almost a million dollar community center here over the last number of years.
[0:09:02] Trustee Luckham: And many of those folks that are summer residents whose homes do sit vacant contributed significantly to that.
[0:09:12] Trustee Luckham: And I struggle with the idea of taxing folks that are contributing to our communities and not speculators.
[0:09:20] Trustee Luckham: Not sure how we'll address that. It's been very hot. A really big mosquito year here this year.
[0:09:27] Trustee Luckham: we haven't had that conversation in a few years about what to do with the mosquitoes but uh indeed
[0:09:33] Trustee Luckham: um it's worse than i can remember in my 34 years here and certainly significantly worse than about
[0:09:41] Trustee Luckham: five years ago or maybe more 10 years ago when it was very bad and some uh alterations were made to
[0:09:49] Trustee Luckham: the waterway that that goes underneath the road into a saltwater marsh area which is sort of
[0:09:58] Trustee Luckham: thought of as the cause for the mosquitoes although there are many
[0:10:02] Trustee Luckham: just in passing my extracurricular non-thetis activity stress-wide policy statement
[0:10:10] Trustee Luckham: amendments were considered and a recommendation has gone to trust council to adopt
[0:10:16] Trustee Luckham: recommended amendments, and that's the work of council.
[0:10:21] Trustee Luckham: So there is no new draft at this time
[0:10:23] Trustee Luckham: and won't be in this term.
[0:10:29] Trustee Luckham: So there'll be a new draft that will come forward
[0:10:31] Trustee Luckham: for based upon council's decision
[0:10:34] Trustee Luckham: that will come forward in the new term.
[0:10:38] Trustee Luckham: And I have had meetings on South Pender
[0:10:42] Trustee Luckham: and Salt Spring Island on everything
[0:10:45] Trustee Luckham: everything from house sizing and setbacks to developments in the Fulford-Gange, Fulford
[0:10:54] Trustee Luckham: Barber area, as well as farm worker housing and creating opportunity for accessory dwelling
[0:11:03] Trustee Luckham: units to address the housing issues on Solespring.
[0:11:07] Trustee Luckham: And that's it for me, pleasure to work with you all, thank you for being here today and

[0:11:18] Trustee Fenton: thank you for your trusty uh looking that's
[0:11:21] Trustee Fenton: busy busy schedule even though you've missed some of the or one of the key events that happened um
[0:11:29] Trustee Fenton: but you had other um important and um somewhat delayed activities I guess because of the
[0:11:37] Trustee Fenton: the pandemic etc so your time away was needed um thank you i would uh yeah just uh trustee
[0:11:47] Trustee Fenton: like it was mentioned i'm very grateful to live and work in the traditional and unceded
[0:11:53] Trustee Fenton: territories of the penelagic and lioxian peoples um i had a morning of affirmation uh regarding
[0:12:02] Trustee Fenton: regarding our sort of preserve and protect mandate.
[0:12:05] Trustee Fenton: A couple of mornings, actually, in that case,
[0:12:08] Trustee Fenton: we've had the forage fish have schooled up
[0:12:11] Trustee Fenton: and up and down my little bay, at the bay,
[0:12:14] Trustee Fenton: and sort of up and down north and south of my location
[0:12:19] Trustee Fenton: or where my residence is.
[0:12:22] Trustee Fenton: And I heard a rumor from the neighbors
[0:12:24] Trustee Fenton: that the whale had been by, and I thought, oh, okay.
[0:12:30] Trustee Fenton: We'll watch for it.
[0:12:31] Trustee Fenton: thought maybe it was a minke whale because they have been back and forth through Trincomalee
[0:12:36] Trustee Fenton: but then I heard that this the very mechanical click and you could hear them breathe
[0:12:41] Trustee Fenton: they went outside at a quarter eight in the morning and there was a you could the whole
[0:12:47] Trustee Fenton: surface was alive with the forage fish yet to be determined make a model of that but
[0:12:54] Trustee Fenton: sure enough this whale was right in we're talking you know within 50 meters of the shore
[0:13:00] Trustee Fenton: and not cruising past like they normally do was actually going back and forth stopping
[0:13:05] Trustee Fenton: and foraging on these forage fish right out in front of the bay um was there probably for half
[0:13:12] Trustee Fenton: an hour 40 minutes and then turned around and headed towards uh that little rose eyelet or
[0:13:18] Trustee Fenton: that little bird eyelet about 500 meters away from the shore and on his way out sort of defined
[0:13:24] Trustee Fenton: it's what it was by its big dive and just a big tail went up and it was just a humpback whale
[0:13:33] Trustee Fenton: heading off heading sort of southeast down Trincomalee so it was quite a yeah just surreal
[0:13:39] Trustee Fenton: actually and then I sure enough we came back Sunday morning did the same thing just to make
[0:13:43] Trustee Fenton: sure we were there and everybody in the neighborhood was on the shoreline watching
[0:13:50] Trustee Fenton: them do their thing. It was quite just affirming the need of what we do in this
[0:13:59] Trustee Fenton: role of preserving and protecting the object of the trust. Less exciting but still
[0:14:10] Trustee Fenton: opportunity that and some challenges that we are facing on these. I've had the
[0:14:17] Trustee Fenton: opportunity to meet with tira on a numerous of occasions regarding the path down to pretty harbor
[0:14:24] Voice 8: um
[0:14:24] Trustee Fenton: and basically met with the trail coordinator and a project manager um or someone who's taking
[0:14:32] Trustee Fenton: that role on um i spoke with regarding sort of the path and the fact it shouldn't be there but
[0:14:41] Trustee Fenton: what brought it up is the stairs that were at the bottom we talked about it i believe at our
[0:14:46] Trustee Fenton: last meeting and those there's been removed um but we are now trying to deal with the actual
[0:14:53] Trustee Fenton: shutting the path down and trying to address it by coming up with alternative routes etc and working
[0:14:59] Trustee Fenton: with um the trial committee to try to figure out if uh cape and rain will adopt an alternate route
[0:15:08] Trustee Fenton: route, et cetera. More discussions about that over the rest of the meeting. I also talked
[0:15:16] Trustee Fenton: to just Opportunity Failed Itself, like the next day I ran into our elder, Augie Sylvester,
[0:15:24] Trustee Fenton: advised him of the situation and he sat down and gave me his insights and sort of, yeah,
[0:15:30] Trustee Fenton: just hoping that we will be strong on this mission and try to figure out how to make
[0:15:35] Trustee Fenton: this right um understands the challenges that we face but at the same time stated clearly that past
[0:15:44] Trustee Fenton: representatives have not been have not been strong enough to actually make change
[0:15:49] Trustee Fenton: on the situation so he's hoping we can help with that um i sat fortunate enough to sit as a
[0:15:57] Trustee Fenton: on a three-member panel as part of the alliance representing act thetis which is anchorage
[0:16:03] Trustee Fenton: concerns thetis uh for the phase two um interview with ports canada and their consultant
[0:16:11] Trustee Fenton: um that was actually a very i'm not sure if trustee lachems had that opportunity or anybody in
[0:16:18] Trustee Fenton: um but this was actually a very positive in a sense um interview um some good discussion
[0:16:27] Trustee Fenton: It'll be interesting to see where they go with their message because they seem to actually be listening and asking and following up on questions and concerns that have been identified by both the Islands Trust and the local resident groups throughout the southern Gulf Islands.
[0:16:48] Trustee Fenton: Yeah. So we'll see where that goes. I also sat at a meeting with the Regional Planning Committee, the Islands Trust Conservancy.
[0:17:00] Trustee Fenton: We had a communications strategy workshop that was hosted and facilitated by Carmen Smith on Thursday.
[0:17:10] Trustee Fenton: And then on Friday of last week, I was at the Trust Programs Committee,
[0:17:16] Trustee Fenton: committee where we again as mentioned by trustee luckham the policy review sort of next steps where
[0:17:23] Trustee Fenton: that's going to go um as we head into sort of a new term uh down the road i'll leave it there
[0:17:31] Trustee Fenton: and thank you for the opportunity oh
[0:17:34] Trustee Patrick: thank you very much and thanks for uh sharing that uh that
[0:17:39] Trustee Patrick: beautiful observation of a feeding humpback whale off here off the side uh east side of
[0:17:46] Trustee Patrick: Thetis there. I don't have much of a report other than say that Trust Council will have its final
[0:17:53] Trustee Patrick: meeting of the term on September 20th to 22nd. While we haven't set the final schedule yet,
[0:17:59] Trustee Patrick: I would assume that the public meeting or the town hall would occur on the evening of the 20th.
[0:18:07] Trustee Patrick: But pay attention, look for those press releases on that meeting. It will be a virtual meeting,
[0:18:13] Trustee Patrick: so you'll be able to participate in that meeting so with that i'll move on here uh let's see i'd
[0:18:23] Trustee Patrick: be electoral area director i know she lynn did send a brief report but um um sorry i did not
[0:18:33] Trustee Patrick: have my open does anyone have that email handy from lynn
[0:18:37] Trustee Fenton: just gonna look for it now while you're
[0:18:44] Trustee Luckham: looking for that i'll just mention uh um doug that um andy lamb reported um herring uh juvenile
[0:18:54] Trustee Luckham: herring schooling significantly in a clam bay uh in almost that same window early in the morning
[0:19:02] Trustee Luckham: um that would make sense so i think that was probably uh the humpback feeding on juvenile
[0:19:08] Trustee Luckham: now hearing yeah
[0:19:09] Trustee Fenton: that would make sense i
[0:19:11] Trustee Patrick: found the report thank you um i will just sort of
[0:19:18] Trustee Patrick: paraphrase what we can attach it she did send a written report for today uh she said from a
[0:19:23] Trustee Patrick: cbrd regional recreational referendum on july 27th the cbrd board adopted the wording that will
[0:19:30] Trustee Patrick: appear on a regional wide referendum question on the october 15th ballot uh the earlier amount of
[0:19:36] Trustee Patrick: of, oh, well, she puts all the amounts in there.
[0:19:40] Trustee Patrick: I won't go through that.
[0:19:43] Trustee Patrick: She said basically closely matches
[0:19:45] Trustee Patrick: the requisition of 35 million.
[0:19:48] Trustee Patrick: She continues to oppose this initiative
[0:19:50] Trustee Patrick: as she feels there's too many regionally
[0:19:52] Trustee Patrick: significant recreational facilities
[0:19:54] Trustee Patrick: with Area G usage under 2%.
[0:19:57] Trustee Patrick: And most of those are under 1%.
[0:20:01] Trustee Patrick: Only two of the nine facilities
[0:20:03] Trustee Patrick: indicate Area G usage over 2%.
[0:20:05] Trustee Patrick: The current Area G funding is $202,122 with $131,689 toward the two facilities with usage over 2% and over $70,000 toward six facilities with usage under 2%.
[0:20:26] Trustee Patrick: Based on a statement on page 6 of the 2022 report by RC Strategies, the 2017 analysis resulted in accuracy of plus or minus 3%, 19 times.
[0:20:39] Trustee Patrick: So anyway, she's got all that detail in there.
[0:20:43] Trustee Patrick: So also what is significant about the Shawnegan Lake Community Center is it has no pool, arena, sportplex, or theater, et cetera.
[0:20:53] Trustee Patrick: This center is the same as many of the other community centers in the CBRD communities
[0:20:59] Trustee Patrick: that are not included in this regional recreational initiative.
[0:21:03] Trustee Patrick: What will be the governance for Area G residents on committees that will have a say about each
[0:21:10] Trustee Patrick: of these eight facilities.
[0:21:12] Trustee Patrick: Anyway, I think we are appreciative of Electoral Area Director Smith and her work for your
[0:21:19] Trustee Patrick: region.
[0:21:19] Trustee Patrick: And I guess it's pay attention to that referendum.
[0:21:23] Trustee Patrick: That's coming up in the next election here.
[0:21:29] Trustee Patrick: Okay, so this will be a town hall,
[0:21:32] Trustee Patrick: but I don't see any attendees in the attendee box.
[0:21:35] Trustee Patrick: So at this time,

[0:23:07] Trustee Fenton: them um yeah so yeah i this is um it's regarding the beast the whole bc fairies location um
[0:23:20] Trustee Fenton: this is and they knowingly built it on and over um the ancestors of the penalty tribe and i'm not
[0:23:32] Trustee Fenton: sure when that was built. I think it was in the mid 80s. So was it that new terminal was worked on?
[0:23:40] Trustee Fenton: I may be wrong on that. But anyways, they built that. They have fenced certain portions of it
[0:23:48] Trustee Fenton: more from a safety perspective than it is out of respect and or acknowledgement of
[0:23:54] Trustee Fenton: of the midden in itself.
[0:23:58] Trustee Fenton: The midden is recognized by both on the BC
[0:24:02] Trustee Fenton: people in Victoria that's actually registered.
[0:24:09] Trustee Fenton: That study was done in the mid seventies.
[0:24:14] Trustee Fenton: And so there's a lot of bureaucracy.
[0:24:18] Trustee Fenton: There's a lot of consciousness about it,
[0:24:20] Trustee Fenton: though when this location was installed,
[0:24:23] Trustee Fenton: They get it right over and through basically the graveyards, as described by Elder Augie Sylvester, of the ancestors.

[0:27:08] Trustee Fenton: different ideas but the bottom line is tears not moving anywhere until they get sort of official

[0:27:21] Trustee Fenton: um party servicers this needs to this just has to stop right and so we have to find a better way um

[0:33:37] Trustee Luckham: long historic thing but there's three things there one of course is the burial site and the
[0:33:43] Trustee Luckham: continued disturbance of that the second is the erosion of the shoreline by people traversing up
[0:33:48] Trustee Luckham: and down that section of the waterfront and there's also public safety that if somebody hurt
[0:33:56] Trustee Luckham: hurt themselves there, BC Ferries would be liable for that. And if the ferry company is not aware of
[0:34:03] Trustee Luckham: that risk, then indeed, we need to be sure that we've raised it to their attention so that they
[0:34:09] Trustee Luckham: can address it because we don't want to be liable for that. Of course, the interesting thing, Doug,
[0:34:15] Trustee Luckham: that you point out is that there's a little alteration in the tarmac there, the paving,

[1:12:16] Trustee Luckham: that should be uh uh those priorities should be switched around so i i just
[1:12:21] Trustee Patrick: want to raise uh north pender had that idea and thought that it was going to be a simple thing

[1:12:27] Trustee Patrick: salt springs bylaw and do it on north pender and it turned out that salt
[1:12:31] Trustee Patrick: springs bylaw needs some updating and has some challenges um and uh and it then staff on north
[1:12:38] Trustee Patrick: pender had held meetings with every contractor on the island to get some initial you know feedback
[1:12:45] Trustee Patrick: on on the bylaw and uh it and it it has not progressed on north pender and it didn't turn
[1:12:51] Trustee Patrick: into something simple so i just wanted to warn you that it's it's not simply taking salt spring and
[1:12:57] Trustee Patrick: applying it salt springs has got needs updating well
[1:13:02] Trustee Luckham: that's a sobering thought thank you for that
[1:13:05] Trustee Luckham: not privy to that conversation but you know indeed fetus is a is a different creature much

[1:27:49] Trustee Patrick: ask staff bring that to the first meeting of the next term uh you know ask them for a staff report

[1:28:44] Trustee Luckham: for everybody right now we seem to be making demands and not necessarily making concessions
[1:28:50] Trustee Luckham: And so I think there's an opportunity to provide a safety net that absolutely is not 100%, but also would relieve the burden of having to do more. And it seemed incredibly simple to do that. And I don't think there's been any fallback from that, particularly, that's accurate.
[1:29:09] Trustee Luckham: but I also think that what's interesting with respect to what you've just said there about
[1:29:16] Trustee Luckham: the First Nations component is what I've learned recently from this process is that that First
[1:29:22] Trustee Luckham: Nations component takes on a different level when it involves a federal agency and the federal
[1:29:28] Trustee Luckham: agency has very restrictive and required measures to be taken with respect to First Nations and so
[1:29:36] Trustee Luckham: So there's a bit of a safety net there, and admittedly, it may not be adequate, and it
[1:29:41] Trustee Luckham: may be that the federal government doesn't do it effectively.
[1:29:44] Trustee Luckham: I'll admit all of that.
[1:29:46] Trustee Luckham: But I just wonder about the wisdom of doing that now rather than bringing it back to or

[1:37:50] Trustee Fenton: felt that they had to sort of take a pause but once again meet their statutory uh requirements
[1:37:57] Trustee Fenton: um it's well managed in my compliments to uh us trust consultancy staff because
[1:38:04] Trustee Fenton: they were sort of actively sort of going through reconciliation moments and climate change moments
[1:38:13] Trustee Fenton: sort of on you know in situ as they were also stuck with the time so they realized you couldn't
[1:38:19] Trustee Fenton: do what you you couldn't just send it out for a referral that actually we need to have a meaningful
[1:38:26] Trustee Fenton: conversation so um and they had to redefine what that actually looked like they've done that and
[1:38:31] Trustee Fenton: they're working towards sort of new a new um approach yeah at the same time they've got this
[1:38:37] Trustee Fenton: five-year cycle they have to meet so it's uh i was well done in spite of but it wasn't done without
[1:38:46] Trustee Fenton: it was actually done in consideration for the the situations and challenges before them so
[1:38:53] Trustee Fenton: my uh hats off to staff for pulling that off as they did thank you

[1:39:19] Trustee Patrick: that's what i've been driving for is more and more uh strategic and planning exercises to to
[1:39:25] Trustee Patrick: really move us into the world of proactive planning where we need to be far more stronger and

[1:39:34] Trustee Luckham: too want to thank doug for his uh sitting on that conservancy and um i'm proud of the work
[1:39:42] Trustee Luckham: that the conservancy does and i'm very pleased with how the conservancy is demonstrating its
[1:39:48] Trustee Luckham: ability to uh be nimble and flexible and going from a five-year plan to a three-year plan in
[1:39:55] Trustee Luckham: order to create some positive outcomes i think is a really um good strategy so i'm grateful

[1:40:10] Trustee Fenton: planning part the neat part about in this sort of examples right is that whole ability to actually

[1:40:25] Trustee Fenton: putting it to the board to you know here's the reflection here's the consideration or
[1:40:30] Trustee Fenton: Here are the downfalls and the upsides and or, as I say, they recognize things like climate change, reconciliation pieces.
[1:40:40] Trustee Fenton: So there's some good conversation, but they're always reflecting on their plan, where it goes and whether it actually jives with their values that they have in writing and demonstrate regularly.

[1:41:39] Trustee Luckham: a telephone in that booth because indeed the booth may still be there right nicely parked next
[1:41:46] Trustee Luckham: to the rcmp vehicle i'm not sure that there's actually a phone in it um but i'm going to go
[1:41:54] Trustee Luckham: a look today after this meeting to confirm that in my mind. But that's all fine and good. I think

[1:42:07] Trustee Luckham: in this is I don't care if there's a payphone anywhere. What I do care about is that there's
[1:42:14] Trustee Luckham: a device on the wall that somebody can pick up or push a button when they need help or when they
[1:42:20] Trustee Luckham: they need to phone home to say, I miss the ferry mom. And that, you know, that's, I use that language
[1:42:26] Trustee Luckham: on purpose, or dad, I miss the ferry. And that doesn't exist in Ximena's, nor does it exist at
[1:42:36] Trustee Luckham: the ferry terminal on Thetis. And being a first responder, I can tell you, we don't, we attend a
[1:42:45] Trustee Luckham: small number of incidences at the ferry terminal where people need to call 9-1-1 and guess what
[1:42:51] Trustee Luckham: not everybody has a cell phone and not and they don't always work um and so sure you can't it's
[1:43:02] Trustee Luckham: a cost factor associated with maintaining phone that handles coins and all that kind of stuff
[1:43:06] Trustee Luckham: well the serious mistake in all of this right from the beginning was that telephone should be a paid
[1:43:11] Trustee Luckham: service back to the phone company that has the privilege of providing phone service and putting
[1:43:16] Trustee Luckham: up telephone poles and running wires and all that kind of stuff it just needs to be a non-paying
[1:43:21] Trustee Luckham: phone that somebody can pick up and talk to an operator like at an airport or a taxi stand or
[1:43:28] Trustee Luckham: otherwise to say in many situations I need help or my life has changed in a way I wasn't expecting it
[1:43:35] Trustee Luckham: um so um and maybe that's the responsibility of the ferry company which is i think what
[1:43:42] Trustee Luckham: telus is trying to say and so indeed maybe when we have that conversation with the face with the
[1:43:48] Trustee Luckham: ferry company we should ask them about how they because we got a beautiful piece of technology
[1:43:53] Trustee Luckham: down there which is a map and advertising and all that kind of stuff every single terminal
[1:43:56] Trustee Luckham: in the on the coast has that guess what they've got an internet connection there guess what you
[1:44:02] Trustee Luckham: can do telephone calls over the internet at no cost and wouldn't that be brilliant a good public

On Thetis, many of the (often long-time) owners whose ADOPTED Thetis Island ADOPTED 2 Local Trust Committee Minutes August 30, 2022 houses are vacant for part of the year do not consider themselves speculators; many summer residents have contributed significantly to the community; Large number of mosquitoes present on Thetis this year; Trust Policy Statement amendments were recommended for adoption to Trust Council; an amended draft Trust Policy Statement will come forward in the new term; Attendance at meetings on South Pender and Salt Spring Islands where there were discussions about house sizing and setbacks, developments in Fulford Harbour area, farm worker housing, and accessory dwelling units. Trustee Fenton presented the following report: Expressed gratitude to live and work in the traditional and unceded territory of the Lyackson and Penelakut; Noted that an affirmation of the need for the “preserve and protect” mandate of Islands Trust was apparent in the observation of schools of forage fish in Trustee Fenton’s bay location, accompanied by the presence of a humpback whale for some time near the shoreline for two days in a row; Meetings with Thetis Island Residents and Ratepayers Association on numerous occasions regarding the path down to Capernwray Harbour. Stairs at the bottom of the path had been removed; now it was necessary to deal with shutting the path down and coming up with alternative loops, working with the Trail Committee to figure it out; Participation on a three-member panel as part of the alliance representing ACThetis (Acreage Concerns Thetis) for phase two interview with the consultant; Participation with Regional Planning Committee and Trust Conservancy for a facilitated communications strategy workshop; Participation with Trust Programs Committee, looking at the policy review next steps. 4.2 Chair's Report Chair Patrick reported that Trust Council would have its final meeting of the term, which will be held electronically, September 20 to 22. 4.3 Electoral Area Director's Report CVRD Electoral Area Director Lynn Smith had sent trustees a brief report by email. Chair Patrick announced the report had included news on the CVRD recreation referendum. The Board had adopted wording that would appear on the referendum, which will be coming up in the next election. Discussion ensued. 5. TOWN HALL There were no participants for the Town Hall session. 6. BUSINESS ARISING FROM MINUTES 7.1 Follow-up Action List dated August 22, 2022 Received. Regarding the February 9, 2021 action, Trustee Fenton spoke extensively about the location of Thetis Island BC Ferries terminal, constructed over an area of middens and ancestral graves. The path through the site is used daily by locals; the trustee was emphatic that another way around the area needed to be found. He emphasized the potential of fencing and public education, and acknowledged the complexity of the issue. Discussion ensued, and included the following points: The broader issue is a local issue: public safety around the traffic congestion on that corner. There are people standing around waiting for people at the ferry, in the course of traffic; This is a burial site, and continued disturbance of that is unacceptable; Issue of erosion of shoreline by people traversing back and forth along the waterfront; An alteration in the paving indicates there is a step down to the trail; it is an open invitation to use the trail. Steps were built inappropriately. TH-2022-027 It was MOVED and SECONDED that the Thetis Island Local Trust Committee add Penelakut Tribe Ferry Advisory Committee members or designate to the invitee list for this meeting to speak to the disturbance of the burial site at the BC Ferry terminal on Thetis Island (February 9/2021, Follow Up Action Report). CARRIED TH-2022-028 It was MOVED and SECONDED that the Thetis Island Local Trust Committee endorse Trustee Fenton to work with the Ferry Advisory Committee Chair to engage with the Penelakut Tribe to attend the meeting (regarding resolution TH-2022-027). CARRIED There was discussion about finding funding for this meeting to cover an honorarium for an elder and/or the expenses and help with capacity to have a councillor or staff member attend the meeting. This would require consultation with the Ferry Advisory Committee Chair, and could be made as a Resolution-Without-Meeting. Trustees Patrick and Luckham could bring this topic to the Financial Planning Committee. Island Planner McCargar noted staff was available to help with organizing the meeting. Discussion ensued on the potential date and location of the meeting. 8. APPLICATIONS AND REFERRALS 8.1 Salt Spring Island Local Trust Committee Referral Request for Response regarding Bylaw No. 530 ADOPTED Thetis Island ADOPTED 4 Local Trust Committee Minutes August 30, 2022 TH-2022-029 It was MOVED and SECONDED that the Thetis Island Local Trust Committee advise the Salt Spring Island Local Trust Committee that our interests remain unaffected by Salt Spring Island Bylaw No. 530. CARRIED 9. LOCAL TRUST COMMITTEE PROJECTS 9.1 Term End Projects Report – Staff Report Island Planner McCargar introduced the staff report regarding project recommendations for the incoming Local Trust Committee. Discussion ensued. TH-2022-030 It was MOVED and SECONDED that the Thetis Island Local Trust Committee amend Attachment 2 “Recommended LTC Project List” of the August 30, 2022 staff report by adding “Active transportation” to item 2. CARRIED TH-2022-031 It was MOVED and SECONDED that the Thetis Island Local Trust Committee adopt the model protocol for antennae siting as presented in a previous report. CARRIED TH-2022-032 It was MOVED and SECONDED that the Thetis Island Local Trust Committee endorse the ‘Top Priorities List’ and ‘Projects List’ as amended on August 30, 2022 for further consideration by the incoming Local Trust Committee. NEW BUSINESS 12.1 Islands Trust Conservancy 3 Year Plan – Briefing The Islands Trust Conservancy (ITC) 3 Year Plan was received for information. Trustee Fenton, who sits as a Trustee member of the ITC board, commented on and expressed support for the Conservancy three-year plan. The ITC board felt they had to take pause to make sure they were meeting statutory requirements and addressing reconciliation and climate change. The trustee praised ITC staff. ADOPTED Thetis Island ADOPTED 5 Local Trust Committee Minutes August 30, 2022 Chair Patrick and Trustee Luckham thanked Trustee Fenton for sitting on the board of the Conservancy; it was noted that going from a five year plan to a three year plan to create positive outcomes was a good strategy. 12.2 Thetis Payphone – for information The communication dated July 13, 2022 regarding removal of TELUS payphone(s) at Telegraph Harbour Marina, Thetis Island, was received. Points raised in ensuing discussion included: Not everyone has a cell phone. Phones don’t always work. There needs to be a non- paying phone, where someone can talk to an operator (when they need help, or life has changed unexpectedly). It would be good public service. 13.
