[0:00:18] Trustee Luckham (probable): It's a pleasure to be here and this is the regular meeting that we're meeting for the committee and we're meeting here and still a military and it's.

[0:00:32] Trustee Luckham (probable): It's a, you know, it's a privilege to live here and reflect every day that I do, that this is the ancestral land of the Kosovo people, specifically here visiting your island today, that of the Senenmeybo people, since time immemorial.

[0:00:52] Trustee Luckham (probable): I've been reading some documents lately, historical treaty documents, significant evidence of

[0:01:05] Trustee Luckham (probable): people being here 10,000 years.

[0:01:09] Trustee Luckham (probable): Just to put it into context, 10,000 years.

[0:01:16] Trustee Luckham (probable): Industry, education, work, fishing, raising families, all this time.

[0:01:24] Trustee Luckham (probable): We think about 150 years being a long time.

[0:01:28] Trustee Luckham (probable): And I think we need to expand our consciousness to how long time really is.

[0:01:36] Trustee Luckham (probable): So that's for me, that's a recognition of the Coast Salish people that have lived here all this time.

[0:01:41] Trustee Luckham (probable): And there's lots to learn. And we have those opportunities to learn lots of lore, lots of elders to speak to, to learn about this place and the people that have been here.

[0:01:55] Trustee Luckham (probable): So I'm grateful to be here, and I know that my colleagues are also grateful, and I'll just go through and introduce you, leaning down the table. Susan, you're next.

[0:02:03] Voice 13: Thank you, Chair Luckham. And I feel the same way about the history and culture when I visit the Penelakut area, where you live.

[0:02:11] Voice 13: And in fact, thinking about, I want to think about those families you mentioned, you know, going back sometimes.

[0:02:17] Voice 13: guys and just thinking about this incredible documentary that's just won all these awards

[0:02:25] Voice 13: called sugar cane and i got glimpses of it it's brilliant it is just amazing and it talks about

[0:02:35] Voice 13: six generations of lost and six generations of families unable to be can you imagine that

[0:02:51] Voice 3: you and thank you always for leading us in a heartfelt introduction and acknowledgement

[0:02:58] Voice 3: of where we are. I think it is always important and I've heard many elders say that when a meeting

[0:03:06] Voice 3: opens there isn't that acknowledgement, there's something's missing. I think this is it's a

[0:03:13] Voice 3: generational change, you know, hopefully the presence of Indigenous people is going to be more

[0:03:20] Voice 3: regular at our business meetings and in our, as we can get through our community work that we're

[0:03:28] Voice 3: going to be living and working together. I think until that time happens, we do need to continue

[0:03:33] Voice 3: to acknowledge the place in which we live, that it is home and has been stewarded by many, many other

[0:03:39] Voice 3: of people. But before we improve the agenda, can we acknowledge and really give a little

[0:03:50] Voice 3: bit of space right now to, I'm going to get teary, acknowledge that our chair, this is

[0:03:57] Voice 3: our last meeting here, chairing us, the Gabriela LTC, and as you're stepping down, as chair

[0:04:05] Voice 3: of trust council and so i just wanted to give some space and to thank you we're holding hands

[0:04:17] Voice 3: um yeah it's it's leadership is a hard job and uh council has you know we've got some

[0:04:29] Voice 3: very different perspectives and and the management of of the whole federation has

[0:04:35] Voice 3: gotten increasingly complex and you have helped us navigate some really difficult waters and i know

[0:04:42] Voice 3: it's come at a cost but you've always been kind and cheerful and given us the absolute best of

[0:04:50] Voice 3: your advice and your leadership so i just want to thank you for in the bottom of our heart for how

[0:04:57] Voice 3: you've led this ltc and trust council so i know if you have some words and we have a little gift for

[0:05:04] Voice 3: you and you

[0:05:05] Voice 3: know what toby said

[0:06:12] Voice 3: I've had the opportunity to work with you and other leaders in the Islands Trust,

[0:06:19] Voice 3: and I've always been impressed by the generosity and welcoming nature of it,

[0:06:26] Voice 3: and I think a lot of that comes from the tone of your staff.

[0:06:29] Voice 3: So I'd like to thank you for that.

[0:09:46] Voice 13: We're not getting this into a written format form to give to Lisa, but she's such a wizard.

[0:09:53] Voice 13: And it's been a really busy month since our last local trust committee meeting.

[0:09:57] Voice 13: So I'm just going to go in chronological order here, the oldest first.

[0:10:02] Voice 13: And first of all, this is the year that the Islands Trust Conservancy celebrates 35 years of conservation.

[0:10:11] Voice 13: And I just want to talk about that for a minute because through generous donations, the Conservancy has protected 115 properties, 34 nature reserves, 81 conservation covenants, totaling more than 1,385 hectares of ecologically and culturally significant land on the Andes and the Salish Sea.

[0:10:36] Voice 13: and we work with really positive partnerships with local conservancies and particularly right

[0:10:44] Voice 13: now we are prior prioritizing relationship building and engagement with first nations

[0:10:50] Voice 13: and we are pretty happy with how that's going so i should also mention that we have a new

[0:10:57] Voice 13: kind of temporary until september islands trust conservancy manager and that's wendy

[0:11:05] Voice 13: And we know Wendy, because she was the Species at Risk program coordinator when we were elected.

[0:11:12] Voice 13: She's back with the Conservancy, and we were happy about that.

[0:11:17] Voice 13: So that was that. And speaking of conservation projects, I attended the amazing Invasive Species Removal and Native Plant Gardening webinar on January 23,

[0:11:29] Voice 13: with two young First Nations leaders in the field.

[0:11:33] Voice 13: And I would just, I just couldn't believe how good this webinar was.

[0:11:37] Voice 11: So

[0:11:37] Voice 13: I'll try to be really brief.

[0:11:39] Voice 13: The first presenter was Kyle Clark, young fellow from Tartland Territory.

[0:11:45] Voice 13: And he's the education coordinator.

[0:11:47] Voice 13: He specializes in teaching children about native plant and animal species.

[0:11:54] Voice 13: And, you know, he pointed out to all of us, it was a well-attended webinar.

[0:11:59] Voice 13: He pointed out that native ecosystems are far more diverse and much stronger because of the interconnect connections they have, and they are more able to withstand the impacts of climate change, of course.

[0:12:15] Voice 13: A really interesting conversation arose on the culture that lives within a native species ecology and that culture includes the humans.

[0:12:25] Voice 13: and it is lost when invasive species move in and the really poignant example he gave was

[0:12:33] Voice 13: the first nation name for taut inlet means blue grouse but the blue grouse has been extirpated

[0:12:42] Voice 13: from that

[0:12:43] Voice 13: area so that was he was just amazing and then the second young person a young woman

[0:12:51] Voice 13: named Sarah Jim. She was from the Sacrum Territory and she told us about the Big Ivy Project that

[0:12:59] Voice 13: they're working on. They have 18 acres of land near the airport in Saanich on the Saanich Peninsula

[0:13:08] Voice 13: and it's the last remaining forest in the area and they are trying to resurrect plant harvesting

[0:13:16] Voice 13: for food and medicine and cultural activities but one of the first things they have to do on

[0:13:22] Voice 13: this big big project is removing the ivy because it is killing everything particularly the douglas

[0:13:29] Voice 13: fir trees i love what she said about they're starting from a place where they don't just

[0:13:38] Voice 13: think about killing it like get in there and kill all the ivy you know they start them from a place

[0:13:45] Voice 13: so what was here before and what do we love so she

[0:13:50] Voice 12: also talked about i'm sorry i'm thinking

[0:14:01] Voice 12: we're gonna miss you though she talked about there's

[0:14:10] Voice 13: a metaphor they have we

[0:14:11] Voice 5: can always come

[0:14:12] Voice 5: back to you no

[0:14:13] Voice 13: i'll be fine um there's a physical form of of decolonizing and that is replanting

[0:14:20] Voice 13: with native species

[0:14:22] Voice 13: so that they can bring that culture back

[0:14:24] Voice 13: so I thought

[0:14:26] Voice 13: that was quite touching

[0:14:30] Voice 13: she also talked about

[0:14:32] Voice 13: how restoration work is

[0:14:34] Voice 13: healing work

[0:14:35] Voice 13: and she mentioned

[0:14:38] Voice 13: some of my favorite native plants

[0:14:41] Voice 13: snowberries and camas

[0:14:43] Voice 13: because snowberries are

[0:14:45] Voice 13: pollinators favorite plant

[0:14:47] Voice 13: I did not know that

[0:14:49] Voice 13: and apparently canvas is the second favorite pollinator plant for this area for native species

[0:14:55] Voice 13: yeah so that was important for me to learn so the next thing I attempted

[0:15:03] Voice 13: was the amazing celebration of the international year of co-ops and it was at the Aggie Hall here

[0:15:13] Voice 13: on gabriola and um it was just celebrating cooperatives and there was a fabulous guest

[0:15:20] Voice 13: speaker madeline reed from the bc co-op cooperatives and we also talked a lot about

[0:15:28] Voice 13: the co-ops that are on gabriola of which we have many including a preschool and an investment co-op

[0:15:36] Voice 13: and so bad let me the guest speaker talked about how co-ops are able to recover

[0:15:42] Voice 13: recover much more quickly from a financial crisis than regular investment models that we have it's

[0:15:51] Voice 13: because they're quite a bit more flexible so that was that was wonderful it was really inspiring

[0:15:57] Voice 13: everybody left that meeting feeling really good about the cooperative that we have on gabriola

[0:16:03] Voice 13: and the ones that we are forming on gabriola so the next thing i went to was um was carol off's

[0:16:11] Voice 13: forum on salt spring and you probably all know carol off from cbc radio she was a

[0:16:17] Voice 13: a journalist in war countries like really terrible poor torn countries for a long time before she

[0:16:23] Voice 13: became the host of ethnic

[0:16:24] Voice 9: so

[0:16:26] Voice 13: her book of course is called at a loss for words conversations in an

[0:16:33] Voice 13: age of rage and the way the forums work is that she there's a moderator and the moderator talks

[0:16:40] Voice 13: to the author for 20 minutes or so she talked about the six chapters in her book so and she

[0:16:48] Voice 13: talked about the value of the words that are the headings of those chapters so freedom democracy

[0:16:55] Voice 13: truth and the one that turned out to be the most interesting was taxes so i won't get into the

[0:17:02] Voice 13: details of that but it was really interesting and i was very grateful to have been able to attend

[0:17:08] Voice 13: And Soul Spring trustee, Laura Patrick, sat right beside me.

[0:17:12] Voice 13: So it was good for us to listen to Carol off,

[0:17:16] Voice 13: talk about civil engagement, being there in person

[0:17:21] Voice 13: and talking to each other and listening to each other.

[0:17:27] Voice 13: So let's see.

[0:17:30] Voice 13: Oh, wait, well, trustee Elliot and I both attended

[0:17:33] Voice 13: the financial planning committee yesterday.

[0:17:37] Voice 13: Whittling the budget down, especially.

[0:17:39] Voice 13: we could it's not over yet it's not over yet we got it down to five point something nine five

[0:17:45] Voice 13: point nine i don't know i haven't i compared to other local government budgets the proposal is

[0:17:51] Voice 13: to bring it to five point nine right yeah yeah that's anyway there will be more discussion

[0:17:57] Voice 13: at our next council of course in march um i attended the parks and open space advisory

[0:18:05] Voice 13: advisory committee meeting of the regional district and I always enjoy those meetings

[0:18:10] Voice 13: even though we talk about soccer an awful lot what I really enjoy is the update that we get

[0:18:16] Voice 13: from manager Rick Dakin on the like the quarterly update for all of the parks in the regional

[0:18:22] Voice 13: district and then I make little notes in my head oh yeah I forgot about that one the Englishman

[0:18:27] Voice 13: River I gotta go visit that one so I always learn more about our regional parks and I was able to

[0:18:34] Voice 13: give a really quick review of where we are going with our ocp engagement process and update and

[0:18:40] Voice 13: talk a little bit about the focus discussion groups oh let's see okay we're getting to the

[0:18:49] Voice 13: very end here last night's meeting was celebrating 40 years of the change of commerce on gabriela

[0:18:56] Voice 13: yes and um we had a special birthday cake in fact um director craig and i had lots of cake

[0:19:06] Voice 12: You told me to have another piece.

[0:19:07] Voice 12: I thought you were going to...

[0:19:08] Voice 12: I did.

[0:19:09] Voice 12: Another piece.

[0:19:12] Voice 13: And there was a very nice thank you to you, Trustee Elliott,

[0:19:16] Voice 13: for working with the Chamber on the Reconciliation Action Plan

[0:19:22] Voice 13: and introducing them to someone we both know well,

[0:19:25] Voice 13: Lisa Wilcox, and we have both been honoured to work with.

[0:19:35] Voice 13: Yeah, I do, too, actually. Yeah. So that was great. I just love celebrating like something that really helps businesses grow on Gabriel. And it was it was really fun. So, well, in fact, we have Aaron Udall, who's the executive director of our Chamber of Commerce sitting right here.

[0:20:05] Voice 3: you. Okay, I'll try to be brief, but I want

[0:20:11] Voice 3: to start with a local update on the OCP review. I know there's been notices going out in the

[0:20:19] Voice 3: paper, a postcard just came out. But I wanted to highlight the fact that we have discussion

[0:20:25] Voice 3: guides to support community members filling survey which is open until March

[0:20:32] Voice 3: 31st so these discussion guides have demographics and we're prepared with

[0:20:42] Voice 3: yeah a lot of attention to figuring out what's relevant for our community so

[0:20:48] Voice 3: So connectivity, transportation, waste and water, housing, climate change, environmental protection, and cultural heritage protection.

[0:20:58] Voice 3: So these are available online if you go to the OCP project page on the Islands Trust website, but also in the Islands Trust offices.

[0:21:07] Voice 3: is. And I've been trying to hold office hours, and this is why I wanted to bring it up, to just

[0:21:15] Voice 3: have an open forum to discuss the OCP review and what the process is. And of course, you can

[0:21:22] Voice 3: approach your trustees at any point, and staff are available, and there's an email where you can

[0:21:28] Voice 3: email your input. But we're in the focus group phase right now. And so I did want to address

[0:21:36] Voice 3: just one concern that I had heard raised to staff.

[0:21:41] Voice 3: Why is, you know, why do the focus groups seem quite small?

[0:21:46] Voice 3: And why was I not invited?

[0:21:48] Voice 3: Some community members are like,

[0:21:49] Voice 3: well, I have a lot of local knowledge on this area.

[0:21:52] Voice 3: I would like to be part of that.

[0:21:55] Voice 3: And so I just wanted to remind the public

[0:21:59] Voice 3: that this LTC had decided to take an equity-based approach

[0:22:04] Voice 3: And to keep the focus groups quite small, inviting relevant stakeholder groups who've already been working on, say, housing or environmental protection, representatives, but not everybody in the community, and making a special effort to include underrepresented people, younger people who might not come to a large community meeting, working people as well.

[0:22:32] Voice 3: So we have directed staff to make a special effort to save spots in those focus groups for folks that are not as likely to come to these meetings, because we want to hear those voices.

[0:22:46] Voice 3: And so that was a specific decision of the LTC. But I wanted to assure the community, everybody has a chance to have your say.

[0:22:54] Voice 3: again the survey is open until March 31st and it's on specific policy topics

[0:23:01] Voice 3: and we're really drilling into where the survey drills into questions that we do

[0:23:06] Voice 3: need feedback on do you want to see say additional housing units added to this

[0:23:13] Voice 3: particular zone and that's where we want community input so the survey is really

[0:23:17] Voice 3: important, but you can always email. I think it's, yeah, is it 2050? I thought, yeah, so Gabriel

[0:23:27] Voice 3: envisioning 2050, what we heard reports, there's so much material online, including the email

[0:23:32] Voice 3: address, but this is where I wanted to bring a conversation about hosting open houses to, with

[0:23:40] Voice 3: your two trustees, because I don't think it'd be a conflict to have us both there and just talk

[0:23:44] Voice 3: about the process uh answer any questions um so i did attempt i have been attempting to meet at the

[0:23:51] Voice 3: library um there are tuesdays in the evening from five to seven this is part of my commitment um

[0:23:59] Voice 3: when i was running for election was to intend to meet outside of regular working uh times

[0:24:08] Voice 3: but it's hard nobody wants to come to the library from five to seven because we're all rushing to

[0:24:13] Voice 3: dinner. I actually

[0:24:14] Voice 3: cried one night and I couldn't, no, it's really hard. So, um, I will, hopefully we

[0:24:21] Voice 3: can have some project budget to do a little bit of communication in the sounder about potential

[0:24:26] Voice 3: open houses at times that, uh, people can, can come to. So, uh, that's all about OCP project.

[0:24:34] Voice 3: We don't have an update in the agenda today, but again, lots of information online and the

[0:24:38] Voice 3: The discussion guides are really excellent.

[0:24:41] Voice 3: So, I have a question, Toby.

[0:24:44] Voice 13: So when they have the focus group meetings,

[0:24:46] Voice 13: do you know how many people that they like to have ideally in the boardroom?

[0:24:52] Voice 3: We had actually asked for 10 to 12.

[0:24:55] Voice 3: Oh, okay.

[0:24:56] Voice 3: They're quite small, but people who've asked to be included,

[0:24:59] Voice 3: I've heard from staff are, well, of course, you're welcome.

[0:25:02] Voice 3: And so they are, but they're in charge of that process

[0:25:05] Voice 3: and they have received direction from the LTC again.

[0:25:08] Voice 3: and to keep it small really so that we can get those diverse voices and that people feel safe

[0:25:25] Voice 3: on wheels enablement project yet but it's this is a very um short-term project that was initiated

[0:25:35] Voice 3: by the Regional Planning Committee, which I sit on,

[0:25:38] Voice 3: and working in partnership with the RDN

[0:25:41] Voice 3: to convene a panel of technical experts.

[0:25:45] Voice 3: So that'll include Islands Trust planners,

[0:25:47] Voice 3: RDN building inspection staff,

[0:25:51] Voice 3: and tiny home builders, wastewater experts,

[0:25:54] Voice 3: and hopefully eco-engineers such as Gord Baer

[0:25:58] Voice 3: to really work this problem of how to enable tiny homes

[0:26:02] Voice 3: on wheels in the trust area.

[0:26:04] Voice 3: basically Gabriel is the focus area because we're in the trust area and we

[0:26:11] Voice 3: have the support of the RDN which has board direction to work on this so this

[0:26:17] Voice 3: is gonna close by March 31st so the technical meeting is supposed to happen

[0:26:23] Voice 3: early March and then a report will come out and I think that's when I will

[0:26:27] Voice 3: we'll present the Association of Vancouver Island Coastal Communities Convention in April.

[0:26:32] Voice 3: We are.

[0:26:33] Voice 3: We're on the schedule to present whatever the recommendations or discussion that emerges from there.

[0:26:41] Voice 3: It might be too early for recommendations, but we'll be able to give an update for sure.

[0:26:46] Voice 3: And then I think there's going to be next steps, hopefully with the CRD, taking a lead on that.

[0:26:52] Voice 3: Financial Planning Committee, as we said, met February 19th.

[0:26:55] Voice 3: This is ongoing. Our fiscal starts April 1st, so in our March Trust Council meeting, we have to

[0:27:02] Voice 3: approve the budget. There was going to be an anticipated 7.1% increase in the tax levy. We

[0:27:09] Voice 3: managed to work that down to 5.9%. Many, many local governments are struggling with increasing

[0:27:17] Voice 3: costs of everything. And just to note, our actual expenses, forecast expenses for the next year

[0:27:26] Voice 3: are tracking almost identical to the CPI increase of 2.6% or 2.7. So our expenses aren't increasing,

[0:27:37] Voice 3: they're tracking. It's that the revenue from investments and interest rates and everything

[0:27:45] Voice 3: is decreasing and so we are struggling to make up that lost revenue in essence

[0:27:53] Voice 3: to just maintain the services so when we're increasing the tax levy it's like

[0:27:59] Voice 3: this is basically to maintain the current level of service or and we are

[0:28:03] Voice 3: having to strip so it's a very challenging piece of the job something

[0:28:13] Voice 3: Something that's a little more regional, I am a part of the Southern Gulf Islands Forum,

[0:28:19] Voice 3: which the Islands Trust funds as a secretariat, so it convenes mainly the Southern Gulf Islands

[0:28:27] Voice 3: because I chair in some of those communities, but there was a significant letter that came

[0:28:31] Voice 3: out as a result of the conversation in that roundtable from MP Elizabeth May, a letter

[0:28:36] Voice 3: to Minister of Transport Anita Anand, and I'd like that added to the agenda.

[0:28:43] Voice 3: minutes. I've had it added to some of the other agendas for LTCs, but it's regarding the

[0:28:50] Voice 3: Bill C-33, which had gone through committee for two years and then died on the order of

[0:28:59] Voice 3: paper. The Vessel Remediation Fund passed in the omnibus budget bill. That's not a single

[0:29:05] Voice 3: regulation. So this is all about advocacy about the industrial freighters in the waters

[0:29:12] Voice 3: the Salish Sea, and the fact that there's basically

[0:29:17] Voice 3: no increased or stricter regulations on it.

[0:29:20] Voice 3: So in her letter, she's very blunt.

[0:29:22] Voice 3: We are fed up and want to see action and accountability.

[0:29:26] Voice 3: But this bill, the C-33, had really sought to address

[0:29:31] Voice 3: railway and marine issues, but then it died on the order paper.

[0:29:36] Voice 3: So there's been no action on that front at the federal level,

[0:29:40] Voice 3: and everyone is very disheartened.

[0:29:43] Voice 3: So I think that's an important piece.

[0:29:45] Voice 3: Policy Statement Amendment Project.

[0:29:48] Voice 3: We had a chair meeting on February 6th.

[0:29:51] Voice 3: We discussed housing policies, the draft policy statement,

[0:29:55] Voice 3: and our next meeting is tomorrow, February 21st.

[0:30:00] Voice 3: watch these meetings but these committee level meetings are we're just discussing the policies

[0:30:04] Voice 3: we're recommending revisions to get the draft ready for first reading at that point it will

[0:30:10] Voice 3: go out to communities and be referring to other agencies for feedback and input

[0:30:14] Voice 3: i

[0:30:17] Voice 12: think

[0:30:19] Voice 3: that's oh reconciliation learning group um so yeah we still have a reconciliation learning

[0:30:28] Voice 3: group, it's not a committee because the intent is to bring in people from

[0:30:33] Voice 3: outside the Islands Trust and teachers and hopefully Indigenous knowledge holders.

[0:30:39] Voice 3: We met January 27th and we're going to meet soon to discuss implementing some

[0:30:46] Voice 3: cultural safety training at the Islands Trust and I'm not sure what the future of

[0:30:53] Voice 3: of that learning group is,

[0:30:55] Voice 3: I'm hoping to turn it into an actual committee

[0:30:58] Voice 3: to oversee operational initiatives

[0:31:00] Voice 3: related to reconciliation,

[0:31:01] Voice 3: but we'll see how many committees

[0:31:04] Voice 3: our already overburdened council can handle.

[0:31:08] Voice 3: I think that's it for now.

[0:31:36] Trustee Luckham (probable): And we did do that site visit at the Strand there a couple of weeks or almost a month ago now, maybe. And that was enlightening, especially the opportunity to meet some residents.

[0:31:44] Trustee Luckham (probable): um we are preparing for council which is uh on march 11th and uh we're actually meeting in the

[0:31:52] Trustee Luckham (probable): nine oh and certainly i can apologize for not meeting on gabriel and it's a completely fair

[0:31:59] Trustee Luckham (probable): question that was raised um but you know the interesting thing is is that post the impacts

[0:32:06] Trustee Luckham (probable): post pandemic have affected all aspects of life and work and accommodation and

[0:32:14] Trustee Luckham (probable): meeting facilities and food services which are an essential element of our

[0:32:20] Trustee Luckham (probable): Trust Council meetings and so as much as we the desire continues to exist within

[0:32:24] Trustee Luckham (probable): us to meet on islands and meet face to face with you rather than just

[0:32:29] Trustee Luckham (probable): electronically all the time I personally think that's very important but it

[0:32:36] Trustee Luckham (probable): definitely has challenges and the social upheaval seems to continue and it therefore it's hard to

[0:32:45] Trustee Luckham (probable): say what the few what lies ahead of us in the future you know we're dealing with budget at

[0:32:49] Trustee Luckham (probable): council and uh it's obvious to all of us that um indeed there will potentially be financial

[0:32:57] Trustee Luckham (probable): um distress in our families and communities and so we are always conscious of reducing and

[0:33:05] Trustee Luckham (probable): minimizing our budget but part of the responsibility of the uh of the island's trust and the financial

[0:33:12] Trustee Luckham (probable): planning committee and the executive committee is to ensure the financial viability of the

[0:33:16] Trustee Luckham (probable): organization and unfortunately it does cost and so as much as families are being impacted at the

[0:33:22] Trustee Luckham (probable): grocery store and i feel it every day like who walked out of a grocery store with anything

[0:33:26] Trustee Luckham (probable): any change from a hundred dollar bill recently probably not but the same applies to paper

[0:33:33] Trustee Luckham (probable): paper computers office space electrical bills internet access that we need to have to thrive

[0:33:41] Trustee Luckham (probable): so we do our best um we won't necessarily be able to make everybody happy but through these hard

[0:33:46] Trustee Luckham (probable): times there's a responsibility for us to have a continuity of business and a plan to continue to

[0:33:52] Trustee Luckham (probable): function um council lots of great work going on communities and reconciliation which has always

[0:34:01] Trustee Luckham (probable): been important to me. I just wanted to mention one thing that came out of the conversation here.

[0:34:08] Trustee Luckham (probable): Appreciate your heart in your work and your emotions and your person in your work.

[0:34:18] Trustee Luckham (probable): We talked a couple of Trust Councils ago about the word colonization and a description,

[0:34:26] Trustee Luckham (probable): description, the definition of the word colonization. And it was interesting. The language that

[0:34:35] Trustee Luckham (probable): was offered forward in the policy statement came from the United Nations definition of

[0:34:40] Trustee Luckham (probable): colonization. It's harsh. The reality of it is harsh. And the conversation moved to decolonizing.

[0:34:49] Trustee Luckham (probable): Well, we want to get over colonization and we want to start to decolonize. Well, if you

[0:34:54] Trustee Luckham (probable): you don't define colonization it's hard to decolonize it and I think the reason I mentioned

[0:35:01] Trustee Luckham (probable): is because what you mentioned about the act that our actual physical activities on the land

[0:35:06] Trustee Luckham (probable): and part of that decolonization is restoring natural native habitats as opposed to those

[0:35:15] Trustee Luckham (probable): that we have brought with us accidentally or on purpose through colonization so there's an

[0:35:20] Trustee Luckham (probable): an element that I think is worthy of consideration in those thoughts and deliberations. So that's

[0:35:27] Trustee Luckham (probable): just a little sort of a message for me as part of my chair's report. And so thank you

[0:36:26] Voice 3: Oceanside area, we're not necessarily

[0:36:29] Voice 3: it's discussing

[0:36:34] Voice 3: when an overall percent

[0:36:36] Voice 3: doesn't actually mean much

[0:36:42] Voice 3: for all of the services that are happening in the district.

[0:37:14] Voice 3: too much and so we're looking at uh seaford community park because there's some beach erosion

[0:37:25] Voice 3: more into the lunch card top oak launch feasibility and trying to get a better handle on that

[0:38:39] Voice 3: One thing I'm quite interested in is that we're picking up the active transportation village way path connection to the ferry section this year so we have money in the budget and stuff.

[0:39:00] Voice 3: It'll be the first step in a very long process.

[0:39:53] Voice 3: uh projects and um the legislative reform initiative i just wanted to highlight that

[0:40:05] Voice 3: if we could get as much um local government from across the province involvement as possible the

[0:40:17] Voice 3: um and identifies issues and potential solutions so that'll be coming out and serves as springboard

[0:40:26] Voice 3: and then um the rest of my my report is fairly um self-evident but yes for the committee restructuring

[0:40:34] Voice 3: especially because we've been having those important budget discussions we actually had

[0:40:40] Voice 3: quite a few extra meetings last year where we had staff reports laying out this different service

[0:40:44] Voice 3: levels in the different departments like we just looked at the number of meetings we were having

[0:40:49] Voice 3: and it's extraordinary so um and then so we have say for the transit committee 14 i believe out of

[0:40:58] Voice 3: the 19 directors are on the transit committee for the regional parks and trails i think it's

[0:41:03] Voice 3: maybe 15 out of 19 and then we would make recommendations and then you get rehashed

[0:41:07] Voice 3: the board and so to a certain point it's uh it's not productive so we've collapsed those um one two

[0:41:18] Voice 3: three four committees and instead we'll have a quarterly committee of the whole meeting where

[0:41:24] Voice 3: we can discuss this and every mountain of the board will be there so hopefully um you know

[0:44:31] Voice 2: I have, and particularly to the outgoing chair, I've taken an interest in the Honest Trust for quite a number of years, even before I lived on Capirola.

[0:44:41] Voice 2: i've been here for over 20 years now um i i have a bit of a background in um taking an interest in

[0:44:52] Voice 2: governance issues and i haven't worked for well since before i came here um but when i was in the

[0:45:00] Voice 2: workforce um i was paid to work with immigrants in this country with english skills and teach

[0:45:09] Voice 2: them a little bit about how democracy is supposed to work in this country, and so that's something

[0:45:16] Voice 2: that I know a little bit about. I don't pretend to be an expert, but I do have a background in a lot

[0:45:23] Voice 2: of different areas, and one of those areas is political science. And I do, you know, really

[0:45:29] Voice 2: appreciate that local governance is perhaps the one place where citizens have perhaps more access

[0:45:37] Voice 2: through the process than at the more senior levels.

[0:45:42] Voice 2: And I think the honest trust and regional district as well

[0:45:45] Voice 2: does a good job at being accessible

[0:45:50] Voice 2: and operating in a way that is fairly transparent.

[0:45:54] Voice 2: And that contrast with,

[0:45:58] Voice 2: I don't want to get off on a tangent here,

[0:46:00] Voice 2: but it does contrast with some other local governance

[0:46:04] Voice 2: that doesn't seem to work in such a fair way, in my opinion.

[0:46:11] I've always felt welcome coming to these meetings,

[0:46:14] and it's always very easy to establish what's going on here.

[0:46:20] You folks are very good at sharing what you're working on and reporting out.

[0:46:25] That isn't always the

[1:16:06] Voice 7: three lots where over the past couple of years, travel trailers have arrived. So two of those

[1:16:12] Voice 7: lots actually either have an active building permit application and process or they've

[1:16:17] Voice 7: just applied for it. So you have two property owners working towards compliance. They'll

[1:16:23] Voice 7: They'll get their building permit, and then the by-law, they can live in their travel trailer, lawfully uses the residence.

[1:16:30] Voice 7: They've got

[1:16:31] Voice 7: a septic installed.

[1:16:32] Voice 7: They're just going to build their own.

[1:16:34] Voice 7: There's a third lot where there's two trailers, which may not have been the intention of the deferred enforcement policy,

[1:16:43] Voice 7: and that could be a change in the future where you limit, but then say, okay, you're okay with one travel trailer, but not two, three, or four.

[1:16:52] Voice 7: but for the most recent complaints there's certainly no trailer park being developed

[1:16:59] Voice 7: there's just one property they do have two travel trailers but the other properties there's just one

[1:17:06] Voice 7: travel trailer on properties where they're getting ready to build and they're just trying to go

[1:17:10] Voice 7: through the process going back and forth between honest trust and rdn as all the questions get

[1:17:16] Voice 7: asked and soon they'll have their building permits and they're just going to get the funds together

[1:17:21] Voice 7: together to build their homes, so.

[1:17:27] Voice 3: and not just lately, but in the last two years.

[1:37:29] Voice 3: I think what you pointed to is we've had resource and capacity issues people are not

[1:37:37] Voice 3: I don't know maybe you can speak to that but we I think we need to reply that investigations

[1:37:42] Voice 3: Investigations will continue that there are ongoing issues with structures in the foreshore,

[1:37:58] Voice 3: which we have a report out about today, which I've asked for.

[1:53:53] Voice 7: the sea that we do receive complaints about from time to time but they are

[1:53:58] Voice 7: lawful non-performing. Now since 2008, both on Gabriola and Mudge, the number of prohibited

[1:54:09] Voice 7: structures with a setback has been increased. On Mudge, they have established that LBGT

[1:54:15] Voice 7: adoption established a 30-metre setback for the sea for all structures that could be reduced

[1:54:21] Voice 7: to seven and a half metres, with a professional report saying that the shore is protected

[1:54:27] Voice 7: from erosion. In the past 20 years there have been 15 development permit

[1:54:36] Voice 7: applications submitted regarding trying to get a reduction for the setback from

[1:54:41] Voice 7: the sea. Seven were submitted because there had been a file enforcement file

[1:54:46] Voice 7: opened so the majority are coming in without any enforcement action being

[1:54:52] Voice 7: taken. You do have, you know, some that were denied, a couple were denied. There's

[1:55:00] Voice 7: a couple of applications in process. I believe really right now those are for

[1:55:05] Voice 7: sea walls. The majority of the structures that really are in the setback

[1:55:13] Voice 7: are things like decks or some other type of small building that might have been

[1:55:19] Voice 7: in place with the setback from the C.

[1:55:22] Voice 7: You've currently got 33 open files in the local trust area.

[1:55:27] Voice 7: Now 23 of those files are for Mudge.

[1:55:31] Voice 7: And of course not all of them have been fully investigated.

[1:55:34] Voice 7: So we haven't, some of those probably

[1:55:37] Voice 7: would end up being closed.

[1:55:41] Voice 7: So there are seven open files on Gabriola specific

[1:55:46] Voice 7: where violation notice has been issued

[1:56:47] Voice 7: Six of the current files involve sea walls or small retaining walls.

[1:56:57] Voice 7: And on MUDGE, you do have the longstanding litigation regarding one property where there's

[1:57:02] Voice 7: some structures of the setback from the sea, a small retaining wall and concrete wall that

[1:57:07] Voice 7: should be removed but have not been removed.

[1:57:09] Voice 7: but overall I wouldn't say that there's any general trends other than you do have the large

[1:57:16] Voice 7: number of files for much you know and you do have some of those concerns set back from the sea

[1:57:56] Voice 7: order to be installed but for the most part as far as I can see you know most property owners

[1:58:03] Voice 7: will either try and get a variance or will remove the offending structure and you

[1:58:08] Voice 7: group yes or hesitant to incur the cost of compliance this

[2:00:35] Voice 7: proceed with this particular property where it's very small and you've got two dwellings yeah and

[2:00:42] Voice 7: it's not just a small car just two dwellings in the setback from the seat right

[2:01:27] Voice 13: how come I could go before 2008 but not now? Well, when 2008 came along, that's when the local

[2:01:34] Voice 13: trust committee at the time started making decisions based on climate change. And we have

[2:01:42] Voice 13: probably should have been made before 2008. But, you know, decisions about

[2:01:46] Voice 13: So foreshore setback, a lot of that has to do with climate change.

[2:01:50] Voice 13: And especially in a place like Mudge Island where all of the lots are sprinkled around the shoreline.

highlighted contributions of First Nations educators Kyle Clarke from Tsartlip 
First Nation and Sarah Jim from WSi’KEM of the South Island Indigenous 
Authority; 
 Attended celebration of International Year of Co-operatives featuring guest 
speaker Madelyn Read from the BC Co-op Association and noted the 
Gabriola Agricultural Co-op is the second oldest cooperative in BC;

 Attended Regional District’s Parks and Open Space Advisory Committee 
meeting; and 
 Attended meeting to celebrate 40-year anniversary of Gabriola’s Chamber of 
Commerce. 
 
Trustee Elliott reported the following: 
 Discussion guides about relevant topics related to the Official Community 
Plan review are available on the Gabriola projects page of the Islands Trust 
website and include information relevant to community members that are 
filling out the Official Community Plan survey; 
 The Official Community Plan review is in the focus group phase of 
engagement and the Local Trust Committee decided to keep the focus 
groups small with inclusion of relevant stakeholders and underrepresented 
people that don’t often attend larger engagement sessions; 
 Will be holding Trustee hours in the evening at the library including some 
open-house drop-in sessions for community members to learn more about 
the Official Community Plan Review project; 
 Convening a panel of technical experts to work on the Tiny Homes on Wheels 
project and a report will be presented at the upcoming Association of 
Vancouver Island and Coastal Communities conference; 
 Attended Financial Planning Committee meeting to work on proposed budget 
cuts in preparation of adoption of the budget during the upcoming March 
Trust Council meeting; 
 Ongoing participation in the Southern Gulf Islands Forum and noted letter 
from Member of Parliament Elizabeth May to the Minister of Transport 
regarding concerns related to unsafe navigational situations, threats to 
marine ecosystems, and problems related to federal jurisdiction; 
 Continued attendance at Committee of the Whole meetings to work on the 
draft Policy Statement in preparation of putting the draft out for First Reading; 
and 
 The Reconciliation Learning Group will be looking at implementing cultural 
safety education for staff and Trustees. 
4.2 Chair's Report 
  Chair Luckham reported the following: 
 Attended a site visit on Gabriola; and 
 Preparing for March Trust Council in Nanaimo and noted challenges with 
holding the larger meetings on the smaller Islands. 
4.3 Electoral Area Director's Report 
Director Craig provided a written report and highlighted the following: 
 The Regional District of Nanaimo (RDN) is undertaking budget discussions;  
 The Parks and Recreation Master Plan draft will be sent to the Parks and 
Open Spaces Advisory Committee for review after which a period of public 
consultation will be undertaken;

meeting while time-sensitive issues will go straight to the Board.

A member of the public spoke to their appreciation of the work of the Local Trust 
Committee and the outgoing Chair and acknowledged the ease of ability for citizens to

6.1 Local Trust Committee Minutes dated January 23, 2025 – for adoption

7. BUSINESS ARISING FROM MINUTES 
7.1 Follow-up Action List dated February 12, 2025 
The Regional Planning Manager provided an update on the options to support a 
request that the Local Trust Committee fund the maintenance of the Village 
Vision website and it was determined that funding would not be provided; 
however, the Planner could receive information from the Local Trust Committee 
about relevant information from the website that could be included in the Official 
Community Plan Review project webpage as reference material. 
A Trustee enquired if, in response to a letter received from a member of the 
public that expressed concerns about soil removal and dumping of debris from a 
local construction site onto another property located on the island, a soil deposit 
and removal bylaw might be incorporated into the Official Community Plan 
Review project. Discussion ensued and the following comments were noted: 
 The Local Trust Committee would need to identify issues they would like staff 
to address so a report can be prepared to consider options for a minor 
project; 
 The Director of Planning Services has previously indicated the Local Trust 
Committee will be unable to work on a minor project while working on a major 
comprehensive Official Community Plan Review; 
 A determination of the topic being within the scope of the Official Community 
Plan Review project needs to be undertaken; and 
 The language in the Official Community Plan would need to support the 
development of a soil deposit and removal regulation.

It was MOVED and SECONDED,  
that Gabriola Local Trust Committee request that the Official Community 
Plan Review consider the need to regulate the deposit and removal of 
soil. 
CARRIED 
A Trustee asked if the model Groundwater Protection Development Permit Area 
that has been informed by the marine and freshwater stewardship work would 
inform the Official Community Plan review of Development Permit Areas and the 
Planner noted the Local Trust Committee would decide what type of 
Development Permit Area is needed and then look at the models that exist to 
inform guidelines. 
Bylaw Compliance and Enforcement Manager Dingman indicated a report would 
be provided at the next meeting about the necessity of maintaining existing 
standing resolutions regarding bylaw enforcement. Trustees noted discussion will 
need to be undertaken regarding the standing resolution that specifies non-
enforcement on non-compliant dwellings as they have been hearing concerns 
from members of the public regarding clustering of recreational vehicles. 
Trustees inquired about opportunity for community conversation on this topic 
within the scope of the Official Community Review project and the Planner 
indicated the Official Community Plan and Land Use Bylaw review can support 
the need for the standing resolution; however, community engagement about 
enforcement is separate from the Official Community Plan Preview process.

11.1 Email dated January 21, 2025 from Mudge Island Community Association 
regarding Concerns about New Bylaw Enforcement Policy for Mudge Island 
Discussion ensued and the following comments were noted: 
 There is a continued misunderstanding that bylaw complaint investigations 
will not be undertaken; 
 Residents believe adoption of the bylaw policy will result in automatic closure 
of files; 
 A response to the letter articulating the investigation process and providing 
clarity on opening and closing files should be provided; 
 There is community concern that files remain open with no action being 
undertaken; 
 Some Bylaw Officers are on leave resulting in delays in investigations; 
 A discussion needs to be had regarding the environmental impact of 
structures located within a certain boundary of the sea; 
 The Local Trust Committee is responsible for environmental protection of the 
foreshore; 
 The Local Trust Committee is the body that determines if enforcement is 
undertaken following receipt of investigation reports; and 
 There is resistance from some residents to allow investigations and it is 
necessary for a level of cooperation in order to facilitate getting issues 
resolved.

letter dated February 10, 2025 from Mudge Island Community Association 
(MICA) providing a timeline and process for investigations and clarifying 
roles and responsibilities of the Local Trust Committee and Bylaw 
Enforcement staff.

13. STAFF REPORTS 
13.1 Compliance and Enforcement Files for Setbacks from the Sea - Staff Report 
Bylaw Compliance and Enforcement Manager Dingman summarized the staff 
report and highlighted the following: 
 Prior to 2008, the only structures that were prohibited from being within the 
setback of the sea were buildings and, since 2008, the number of prohibited 
structures from the setback has been increased; 
 In the past twenty years, fifteen development permit applications have been 
submitted requesting a setback from the sea variance with seven submitted 
as a result of a bylaw enforcement file being opened;

 The majority of structures in the setback are decks or small buildings; 
 There are currently thirty-three open files in the Local Trust Area, with twenty-
three files from Mudge and not all of them have been fully investigated; 
 Investigations will result in some files being closed; 
 There are seven open files on Gabriola where violation notices have been 
issued and a penalty assessed; 
 Of the seven open files on Gabriola, one Development Permit Application has 
been received and some compliance agreements have been attained; and 
 Six files involve seawalls or retaining walls.  
 
Discussion ensued and Trustees noted that information in the report could be 
provided in response to the Mudge Island Community Association.
