[0:01:43] Voice 9: to make decisions about land use planning matters and discuss real business and this is also a place
[0:01:49] Voice 9: of employment and our staff
[0:01:51] Voice 6: have the right to a safe and respectful workplace so we have an agenda
[0:01:57] Voice 6: before us i'll look to see if there's any adjustments to the agenda just patrick just
[0:02:05] Voice 6: want to note i know one of the applicants for item 14.2 we had only a brief window of opportunity
[0:02:12] Voice 6: week 205 and 325 after 4 30 that they'd be available so that we could catch the ux ability to
[0:02:21] Voice 8: yeah bump those around to meet that person's need yeah
[0:02:25] Voice 9: thank you thank you for that bringing up i've

[0:03:06] Voice 5: I want to remind everyone we've held the public hearings
[0:03:09] Voice 5: for bylaws 544, 545 and 546 or 355 Blackburn Road.
[0:03:19] Voice 5: So we will not hear from the public on any of those today
[0:03:23] Voice 5: due to the legislative responsibilities on that.
[0:03:28] Voice 5: And so, as we go into the public comment period, I just want to remind everyone to be looking
[0:03:43] Voice 5: for everyone to speak respectfully, acknowledge any concerns you may have without causing
[0:03:52] Voice 5: harm, be conscious of upholding cultural safety, and keep the conversation constructive.
[0:04:09] Voice 5: So we ask that you direct your comments to the local trust committee and not other members
[0:04:15] Voice 5: of the public or staff, speak to the issues, not individuals, and be clear, concise, and
[0:04:22] Voice 5: respectful.

[0:04:34] Voice 14: i would like to speak to you uh about the uh ocp lub review uh public advisory committee
[0:04:42] Voice 14: that i'm on i'm not representing the committee because i'm not the chair but i am here
[0:04:48] Voice 14: representing myself and i would like to draw your attention to page 23 of your agenda package
[0:04:55] Voice 14: which has the minutes of the January meeting of the committee where they carried a motion was
[0:05:03] Voice 14: carried that the commission requests that the local trust committee make clear to the consultant
[0:05:10] Voice 14: and staff that the task of this project advisory planning commission should be limited to the
[0:05:16] Voice 14: project advisory planning commission terms of reference in your agenda package in the staff
[0:05:24] Voice 14: report, the staff quite clearly asks you to direct them how the terms of reference are to be applied.
[0:05:33] Voice 14: And the sentence that I'm concerned about is how the terms of reference are to be applied to
[0:05:40] Voice 14: the commission's role in reviewing technical documents and policy materials. Now, those are
[0:05:48] Voice 14: are really vague terms, but they could very well mean draft OCP LUB documents. And I've gone
[0:05:59] Voice 14: through the terms of reference. Nowhere in the terms of reference are these terms used
[0:06:05] Voice 14: or anything similar. So I request on behalf of myself and a couple other of the members who I
[0:06:15] Voice 14: I know feel rather strongly about this.
[0:06:18] Voice 14: We agreed to be on the commission
[0:06:21] Voice 14: because of the terms of reference
[0:06:22] Voice 14: and to change the terms of reference midway
[0:06:25] Voice 14: seems very unfair and inappropriate.
[0:06:29] Voice 14: And so I would ask you to direct staff
[0:06:33] Voice 14: that there is nothing in the terms of reference
[0:06:36] Voice 14: that could be interpreted
[0:06:39] Voice 14: to include us reviewing these documents.
[0:06:42] Voice 14: And the only other thing I want to say is that we were told, we know that the consultant's contract ended the last day of March, and he was supposed to submit his reports to you at that time, and yet we have not seen them.
[0:07:00] Voice 14: We want to know why they're not here. We want to see those reports.
[0:07:04] Voice 14: courts. Not that we're going to review them at the commission. Just want to see the public would
[0:07:13] Voice 14: like to see them, especially the survey results. So, and this is the second time the staff has
[0:07:21] Voice 14: made this request. So, I really hope that this time you can give them a firm answer and have
[0:07:28] Voice 14: our commission be contained in their tasks to the terms of reference. Thank you.

[0:07:43] Voice 12: I'm Pantar. I'm representing Transitions Salt Spring today and we are really thrilled
[0:07:48] Voice 12: that Your Thick has joined the team here and that you have more resources and support to do
[0:07:55] Voice 12: the important work that you're doing. We have really deep concerns about some of the suggestions
[0:08:02] Voice 12: by staff that might elongate the process of the OCP, although we recognize that it won't be
[0:08:09] Voice 12: possible to complete the whole task by the fall. We feel like a lot of work has been done that's
[0:08:16] Voice 12: really valuable and adds up to a lot of information that the public could be reviewing in this next
[0:08:23] Voice 12: year without perhaps a complete draft of the OCP, but at least with information that could help them
[0:08:33] Voice 12: look at the things that you guys are looking at as we approach an election in the fall.
[0:08:38] Voice 12: We feel really strongly that the public should be thinking about the next representatives here
[0:08:46] Voice 12: as people that represent their perspectives on the future of the island. And we'd like to know,
[0:08:52] Voice 12: have as much information that you've gathered as possible to be in the public realm so that we can
[0:08:57] Voice 12: actually debate what should be happening here on this island. So we would really strongly recommend
[0:09:04] Voice 12: that there is some kind of public output from the process thus far in the next few months.
[0:09:14] Voice 12: It just feels like we have extremely urgent issues that we're dealing with here on the island. We have
[0:09:19] Voice 12: have climate change changing drastically and affecting the kind of strategic decisions that
[0:09:28] Voice 12: we need to make. And we also have a severe housing problem on the island. We don't see those two
[0:09:34] Voice 12: issues as binary. We see them as inextricably connected in terms of our creating strategy for
[0:09:40] Voice 12: the future. And we would really hope that Islands Trust will not take their foot off the pedal
[0:09:45] Voice 12: and keep moving forward so that we have things
[0:09:48] Voice 12: that we can discuss in the public
[0:09:49] Voice 12: about the work that you've done thus far.
[0:09:52] Voice 12: So we hope you'll do that.

[0:10:14] Voice 6: With the passing of the last budget vote,
[0:10:18] Voice 6: kind of solidifying things in my mind but mine and many others opinions it's clear
[0:10:24] Voice 6: that under the leadership and decisions and lack thereof the LTC Donald's Trust as well as the CRD
[0:10:33] Voice 6: the salt spring community has suffered irreparable damage to its well-being social economic and
[0:10:39] Voice 6: and including infrastructure so leave it there thanks thank you
[0:10:45] Voice 6: thank you patrick
[0:10:53] Voice 6: uh
[0:10:53] Voice 8: first i wanted to really uh thank the salt spring foundation for giving grants
[0:10:58] Voice 8: to the truth reconciliation day event led by the elegant tribes and for the revitalization
[0:11:03] Voice 8: of the pulpit plan garden um led by the asana leadership council and the partnership salt
[0:11:09] Voice 8: spring conservancy i think it's really it's really good to see this project uh move on uh it was uh
[0:11:17] Voice 8: funded through parks canada uh staff and then funding stopped at the end of march and to see
[0:11:24] Voice 8: wissana's leadership council and salt pink conservancy step forward and find a way to work
[0:11:29] Voice 8: together and keep this important work going on restoring over clam gardens um is is just
[0:11:35] Voice 8: wonderful thanks to the Salt Spring Foundation for helping make that possible. I
[0:11:40] Voice 6: also want to thank
[0:11:41] Voice 8: the Salt Spring Foundation for developing a new funding program to offset costs of hosting
[0:11:45] Voice 8: Indigenous participants in non-profit community projects. So big kudos to Salt Spring Foundation
[0:11:51] Voice 8: for continuing their great work in the community. The Farmland Trust had sponsored a showing of the
[0:11:58] Voice 8: documentary on tea creek it's an indigenous-led farming initiative in northern bc uh it was uh
[0:12:05] Voice 8: really moving um and very well attended for a beautiful saturday afternoon a couple weeks ago
[0:12:13] Voice 8: and uh really enjoyed that film thanks for formal transferring that here um i chaired the
[0:12:22] Voice 8: gabriella local trust committee meeting special meeting on their freshwater footprint project if
[0:12:28] Voice 8: If you're interested,
[0:12:28] Voice 8: I encourage you to look at their website
[0:12:30] Voice 8: to see the work they're doing on the freshwater footprint.
[0:12:35] Voice 8: And I also chair the Gambier Local Press Committee
[0:12:38] Voice 8: who is trying to advance an update to its OCP as well.
[0:12:43] Voice 8: Attended the Mount Aerosmith Biosphere Region Roundtable.
[0:12:47] Voice 8: Miles Trust is fortunate to be a member
[0:12:49] Voice 8: of two United Nations Biosphere Regions,
[0:12:51] Voice 8: Mount Aerosmith and the Alcatraz Pond Sound.
[0:12:55] Voice 8: At a recent meeting
[0:12:57] Voice 8: with the Mountain Aerosmith Biosphere, we had project leads from the Local Futures Project,
[0:13:05] Voice 8: which is a University of Waterloo project, and they led the members through a conversation about
[0:13:13] Voice 8: the challenges and opportunities of the Sustainable Development Goals. The Sustainable Development
[0:13:19] Voice 8: Goals were adopted by the UN and they provide a framework for peace and prosperity for people
[0:13:24] Voice 8: in the planet and these goals really recognize that ending poverty providing the essentials of
[0:13:29] Voice 8: life cannot be separated from improving health and education reducing inequality and spurring
[0:13:36] Voice 8: economic growth or can they be separated from tackling climate change for protecting the
[0:13:40] Voice 8: environment i'll also note that bowman island municipality is using the sustainable development
[0:13:45] Voice 8: goals as a foundational input to their official community plan project speaking of bowman island
[0:13:51] Voice 8: use penalty the islands trust executive committee and bowman island held a joint meeting key topics
[0:13:57] Voice 8: and discussion were better budget planning integration and onboarding of the new trust
[0:14:03] Voice 8: council of bim trustees and counselors to kick off the term in a good way
[0:14:09] Voice 8: also attended the avic webinar on the heritage conservation act updates other provincial
[0:14:16] Voice 8: Regulatory action and following closely it includes the code of conduct legislation that was taken last week and
[0:14:22] Voice 8: watching what's going on with
[0:14:27] Voice 7: That's my report. Thank

[0:14:34] Voice 9: Not entirely sure because I don't quite make the beginning of the last meeting simple. If I'm repeating anything bear with me
[0:14:41] Voice 9: case um trustee garrison mentioned that the trust council didn't pass a budget in march
[0:14:49] Voice 5: and that
[0:14:49] Voice 9: staff advised um so translate into uh approximately 20 to 40 dollars um lift in uh
[0:15:00] Voice 9: property
[0:15:01] Voice 5: uh valued at eight hundred sixty seven thousand dollars so just a little bit of contact
[0:15:07] Voice 5: to what those numbers mean um trustee or trust council also adopted a new trustee remuneration
[0:15:13] Voice 5: formula uh coming to effect next year um this changes are intended to align with the best
[0:15:22] Voice 5: practices in bc and uh it's hoped that it will make it more viable for a broader cross-section
[0:15:28] Voice 5: of islanders to consider running for trustee um
[0:15:32] Voice 9: one of the new things that uh stands out i think
[0:15:37] Voice 9: there is reduction for trustees not attending trust council
[0:15:39] Voice 6: meetings uh so reduction remunerational
[0:15:43] Voice 6: media dashboard for non-attendance of those meetings
[0:15:46] Voice 9: uh so that is new and council also
[0:15:50] Voice 9: approved updated by law compliance compliance and enforcement policy which is the result of work
[0:15:56] Voice 9: over most of this term and
[0:15:58] Voice 5: gave it its endorsement to the new uh stress draft indigenous relations
[0:16:02] Voice 5: action plan
[0:16:03] Voice 9: and staff also advised us not realistic to expect that the policy statement
[0:16:08] Voice 9: of amendment project will be completed before the end of the term and staff will be providing
[0:16:14] Voice 9: summary of this feedback received to date and
[0:16:17] Voice 5: options at uh may 13th committee the whole meeting
[0:16:21] Voice 5: and then in june trust council may decide uh what further steps to take if any um
[0:16:28] Voice 9: trustee patrick
[0:16:30] Voice 9: mentioned the Bowen Island Joint Meeting and the Heritage Conservation Act engagement piece.
[0:16:38] Voice 9: Also, I've been attending the Transport Canada Ocean Protection Series
[0:16:49] Voice 6: forum and it's packed with lots of great information and ideas.

[0:16:55] Voice 9: i guess the big big question is how that translates into action and legislative action and
[0:17:03] Voice 9: action on the waters here in dc uh also note that um towards the end of this month the association
[0:17:12] Voice 9: of vancouver island
[0:17:13] Voice 6: uh coastal communities convention to detail victoria members of
[0:17:17] Voice 6: executive committee will be attending that program just released
[0:17:20] Voice 5: but we haven't had a look at the
[0:17:22] Voice 5: resolutions yeah so that will be coming and that's it
[0:17:28] Voice 9: for my chair's report so um
[0:17:32] Voice 9: i'd like to
[0:17:33] Voice 6: turn it over to uh crd director holman for uh first sure i'll turn it over to
[0:17:41] Voice 6: lcc chair earl rooks yeah it's um second thursday of the month so the lcc will be having our regular
[0:17:50] Voice 6: evening meeting um tonight um tonight's meeting will be focused on housing
[0:17:55] Voice 6: we're going to have a number of presentations by local groups who are deeply involved in
[0:18:00] Voice 6: the housing issue on the island everything from the crd rural housing program to groups like
[0:18:08] Voice 6: iway that are working on projects um so if you've got an interest in housing there will be a number
[0:18:15] Voice 6: a very
[0:18:15] Voice 6: interesting presentation running for the full two hours tonight um i expect that much of
[0:18:21] Voice 6: the information will also be available in the agenda package for tonight's meeting um we have
[0:18:26] Voice 6: our presentations included so people can refer to those at on their own time frame um we'll be
[0:18:33] Voice 6: meeting um week from today for our regular daytime meeting um which will include after it's concluded
[0:18:40] Voice 6: in a roundtable on harbor management which is intended as a follow-up to our previous roundtable
[0:18:46] Voice 6: on the subject last year. We see this not as a policy making gathering we won't be at that point
[0:18:54] Voice 6: yet but one where we can better refine and continue to focus on the things that matter
[0:19:01] Voice 6: to our constituents and give us some guidelines for moving forward. We're also having dedications
[0:19:08] Voice 6: this afternoon for a team of bus shelters on the island with ribbon cuttings um it's a small thing
[0:19:14] Voice 6: but um we continue to try and make progress on trails and pathways but also on supporting our
[0:19:21] Voice 6: transit system and even as um which government's been retrenching from a funding perspective
[0:19:26] Voice 6: fec transit has pulled back their willingness to do expansion in the near future we're continuing
[0:19:32] Voice 6: to try and support our local system and a couple of shelters on Rainy Island is a step
[0:19:39] Voice 6: forward.
[0:19:40] Voice 6: We'll be at a small one.
[0:19:42] Voice 6: Looking forward to May, we will be looking at finalizing a draft at least for our integrated
[0:19:49] Voice 6: housing strategy at our main meeting.
[0:19:53] Voice 6: Our consultant's been working really hard on that and we should be ready to put something
[0:19:59] Voice 6: out to the public fairly soon.
[0:20:00] Voice 6: We will also, in a second May meeting, be beginning our preliminary discussions on the 2027 budget already, particularly with emphasis on new initiatives that may cause some changes to the iterative budget that will be coming out in August.
[0:20:20] Voice 6: and as a sure sign of spring um the garbage collection and portable toilets are back in place
[0:20:27] Voice 6: at beachside access that's managed by the crd around the island
[0:20:32] Voice 6: it's something that lcc did last year another small step forward we approved funding to get
[0:20:39] Voice 6: them out earlier and stay out longer and so this year um people visiting our beaches on
[0:20:46] Voice 6: these long spring days will have some facilities for their use that's all i've got and i hope to
[0:20:51] Voice 6: see some of our meetings tonight actually chair director yeah thanks chair i haven't been here
[0:20:59] Voice 6: in a while apologies for that i've largely do the conflicts in my schedule but uh since uh
[0:21:06] Voice 6: trustee harris mentioned uh the issue just wanted to i'll be sure to do the pressure but the overall
[0:21:14] Voice 6: all CRD requisition increase for 2026 it is about seven and a half percent per household
[0:21:23] Voice 6: and higher than the rate of inflation but if you look at the the tax increases that many
[0:21:30] Voice 6: municipalities and local governments are facing throughout British Columbia and certainly within
[0:21:34] Voice 6: sincerity. Seven and a half percent is part of the force because of cost increases to a certain
[0:21:45] Voice 6: extent. But I do believe that on Soloprene in particular, in fact, we'd be making quite a bit
[0:21:55] Voice 6: of progress it's not that there are not many things to do but just to briefly recount uh we
[0:22:04] Voice 6: have a new emergency room funded at lady mitchell we have a new fire hall in g's hill completely
[0:22:11] Voice 6: repaid with uh stormwater improvements that's a 23 million dollar investment by mt 140 units
[0:22:19] Voice 6: of housing over the past five or six years that includes the 15 million investment that
[0:22:25] Voice 6: PCA Housing made on trade road for supported and worker housing. We secured the 37,000 square foot
[0:22:32] Voice 6: Simmons building in which the LCC holds its meetings, refurbished Centennial Park, established
[0:22:44] Voice 6: two parks, Maxwell Mountain Community Park and a new donation of a parking park in Fulbright Harbor.
[0:22:53] Voice 6: Other entities as well, North Salt Spring has built a new water treatment plant on St. Mary Lake and is well underway with constructing a solar facility on Maxwell Lake.
[0:23:05] Voice 6: All sewer utilities have been upgrading their both water and sewer, upgrading their facilities.
[0:23:12] Voice 6: So that includes basically the complete replacement of the Malibu sewage treatment plant and also the Ganges sewer commission has received community funding and other funding, including gas tax.
[0:23:26] Voice 6: Gas tax has played a role in some of these projects to increase the capacity of the sewer system in Ganges, which would be crucial in terms of supporting affordable housing in and around the village.
[0:23:42] Voice 6: Just a couple of other things,
[0:23:44] Voice 6: share a noise, the CRD noise bylaws.
[0:23:48] Voice 6: The LCC has made recommendations
[0:23:50] Voice 6: about clarifying all those bylaws.
[0:23:53] Voice 6: In particular, the exemption around agricultural land.
[0:23:57] Voice 6: To clarify that, to clarify the fact
[0:24:00] Voice 6: that there are two bylaws,
[0:24:02] Voice 6: one that's shared by all three electoral areas
[0:24:05] Voice 6: and one just for salt springs.
[0:24:07] Voice 6: Get some clarity on that.
[0:24:10] Voice 6: that so uh staff in fact have been working on giving the bylaws and will be including those
[0:24:16] Voice 6: consideration of those requests in their view uh building uh inspection issues uh building
[0:24:26] Voice 6: the building permit fee structure is being revised so now instead of um separate permits for
[0:24:35] Voice 6: for construction, plumbing, wiring, et cetera,
[0:24:39] Voice 6: there'll be one permit, so it'll be consolidated.
[0:24:42] Voice 6: The net effect probably will be a slight increase in fees,
[0:24:45] Voice 6: and the intent there is to at least maintain cost recovery.
[0:24:50] Voice 6: Building inspection right now,
[0:24:51] Voice 6: about 75% of the cost of the building inspection service
[0:24:55] Voice 6: are covered by permit fees,
[0:24:58] Voice 6: so 25% are covered by taxpayers.
[0:25:00] Voice 6: And so there is a
[0:25:01] Voice 6: concern about the taxpayer contribution to the building inspection service also was part of the revisions to the fee structure.
[0:25:12] Voice 6: And I reported some of this to the LCC.
[0:25:17] Voice 6: The building permit fee will be reduced by 50% for affordable housing projects, and there's a definition of that.
[0:25:27] Voice 6: that. So for example, that will be applying to the Israel project
[0:25:31] Voice 6: on Kings Lane. In terms of the overall cost of that project,
[0:25:36] Voice 6: it's it's pretty minor. But everything that helps and the
[0:25:40] Voice 6: building inspection understood that they can play a role in
[0:25:44] Voice 6: reducing those costs. Building inspection also the community's

[0:26:52] Voice 6: Right now, if you request historical data from building permits, it's a paper search, very time-consuming, and once we digitize the data, the ending of what's being built on Salisbury, particularly in terms of housing, it's much easier to tabulate and present.
[0:27:14] Voice 6: in the so i'm trying also trying to update the data and at this point it seems that the annual
[0:27:22] Voice 6: uh construction of uh dwelling units on salisbury is a range of 50 to 60 units per year
[0:27:29] Voice 6: that includes uh well that's not just building permanent data that includes for example great
[0:27:35] Voice 6: room and because pc housing was a 60-year lease on that property they did not have to apply for
[0:27:41] Voice 6: a building permit so that's 36 units would not be included in that data 60 units i'm including
[0:27:49] Voice 6: that's all for estimate trying to clarify and update that information and also have a system
[0:27:55] Voice 6: whereby it's going to be more consistently and accurately reported going forward a sample of
[0:28:05] Voice 6: building inspection data last several years in terms of housing size that's been a concern in
[0:28:11] Voice 6: the community that uh our land use by law or building we allow the construction of mansions
[0:28:19] Voice 6: and large houses uh and it's used to be difficult you know technically that's true but uh the
[0:28:28] Voice 6: the sample of building permit data that i will say indicates that well over three quarters of
[0:28:35] Voice 6: of the dwelling units being built on Salt Spring
[0:28:39] Voice 6: past number of years have been under 2,500 square feet.
[0:28:44] Voice 6: The number of building units over 4,000 square feet
[0:28:48] Voice 6: is a very small proportion.
[0:28:50] Voice 6: So the building permit to make the case that, yeah,
[0:28:53] Voice 6: some people are building larger houses,
[0:28:55] Voice 6: but it's a pretty small proportion,
[0:28:58] Voice 6: probably in part due to construction, construction costs.
[0:29:02] Voice 6: costs. There, just again to dwell on the housing issue a little bit, there have been a number
[0:29:10] Voice 6: of statements about census data that indicate the degree of housing need on Salt Spring
[0:29:18] Voice 6: and the 2021 census does in fact indicate that about 1,700 households are either paying
[0:29:27] Voice 6: lower than 30% of income, which is the technical definition of affordability, or they're living in
[0:29:34] Voice 6: unsuitable housing or housing that needs major repair. Because 80% of occupied dwellings are
[0:29:42] Voice 6: actually owner-occupied, we need to remember that most of that data applies to owner-occupied
[0:29:52] Voice 6: dwellings. And so that's an important distinction to understand. There are certainly a proportion
[0:29:58] Voice 6: of renters.
[0:30:00] Voice 6: that are paying more than 30% of the income and that goes directly to our affordability issue.
[0:30:05] Voice 6: There's a much smaller percentage of households that live in unsupervised dwellings
[0:30:09] Voice 6: for dwellings that need patient care. That's actually a fairly small proportion of the total,
[0:30:16] Voice 6: but this is just an example of the kind of data that we need to be supporting.
[0:30:21] Voice 6: The LCC strategy moving forward, our housing strategies going forward, we need to be clear
[0:30:27] Voice 6: what that data is telling us. Transition has a representative here, and I just want to remind
[0:30:35] Voice 6: folks that Transition is administering two storage rebates, not on behalf of CRD, which will be going
[0:30:45] Voice 6: on for several years. So the funding for those rebates is coming from the CRD stormwater
[0:30:51] Voice 6: function and that's the rebates for I think up to $750 depending on the size of your storage tank
[0:30:58] Voice 6: and now recently for Salisbury is also introducing a program and transition

[1:51:45] Voice 3: that was kind of came out of an alternative to having a conservation covenant,

[2:42:29] Voice 6: say I introduce kind of where we're at with the projects and I'm somewhat new to the project so
[2:42:37] Voice 6: there may be questions that are probably not answered by Mr. Hutton but I'll discuss and share
[2:42:42] Voice 6: knowledge that I've got as well. So a bit of background, the OCP and LEB project is really
[2:42:50] Voice 6: just an average update to the key bylaws that govern Manhattan. So that's all I'm going to do
[2:42:55] Voice 6: of these bylaws that have not been updated in a long time but they're bylaws that title the
[2:43:01] Voice 6: project so there's some uh
[2:43:03] Voice 6: good progress last year through the fall um instead of some challenges in
[2:43:08] Voice 6: consultation uh there was some discussion in january about adding some budget expanding the
[2:43:13] Voice 6: scope of the consultation uh response that we're in right now um uh with the goal that the project
[2:43:20] Voice 6: would be office by the end of this term however the project consultant not renewing their contracts
[2:43:29] Voice 6: Act at the end of last month, but we have probably, well, we can't basically be not
[2:43:35] Voice 6: able to complete the full project with Mr. Hunt. As Mr. Hunt noted, we did have a number
[2:43:42] Voice 6: of materials that were received from the project consultants. Because they received some of
[2:43:46] Voice 6: late, they were included as part of the staff reports, but they will be going to the PAPC
[2:43:52] Voice 6: for initial review, and then they will come to KLCC for comments from the PAPC. First
[2:43:58] Voice 6: is needed and continues to be ongoing may require some additional time so following the departure
[2:44:14] Voice 6: of the project consultant staff have identified three options for eligibility consideration
[2:44:20] Voice 6: understanding that the ltc may have may want to take the budget in a different direction or have
[2:44:26] Voice 6: some other additional considerations the first option would be to quickly move through the rfp
[2:44:31] Voice 6: process to be ultimately consulted to continue the project. Another option would be to continue
[2:44:36] Voice 6: the project primarily in-house using consultants with very specific aspects such as mapping these
[2:44:42] Voice 6: particular community engagement opportunities. The third option would be to postpone policy
[2:44:49] Voice 6: developments currently and really focus on relationship building with community
[2:44:53] Voice 6: impersonations and other stakeholders. That option was kind of presented in response to
[2:44:58] Voice 6: to a previous understanding that doing significant engagement opportunities or being an active
[2:45:06] Voice 6: piece part of being through the summer may not be
[2:45:08] Voice 6: appropriate at 7 or 8 p.m., but it
[2:45:10] Voice 6: is for your own social response.
[2:45:14] Voice 6: So those are the kind of the three options that staff have sort of identified.
[2:45:19] Voice 6: We're basically looking to the LDC to provide us some direction as to how they may want
[2:45:22] Voice 6: to proceed with the project given the time contract under, I think the end of the term,
[2:45:27] Voice 6: and the election call, our requirement to have any of these bylaws signed off by the
[2:45:33] Voice 6: ministry, and their reluctance to sign off on things as we get closer to the election.
[2:45:42] Voice 6: And so right now, staff are recommending the project be largely penthouse, continue policy
[2:45:47] Voice 6: developments, and strategic aspects of the work will be outsourced, primarily mapping
[2:45:52] Voice 6: meetings, other engagement activities where support is required.
[2:45:56] Voice 6: The initial political would be for a new work plan and project charter throughout the meeting as well as sort of a summary of the peers for us so far.

[2:46:32] Voice 6: sure but this is no surprise to me i argued in the beginning of the term to amend the
[2:46:41] Voice 6: album section of it we had staff tells we could have done it for months we're not in a crisis

[2:46:54] Voice 6: then ignore it afterwards to me it's unforgivable um the point that we're sitting here with this

[2:47:13] Voice 6: whoever voted to push this through and for four almost four years meanwhile the community is
[2:47:23] Voice 6: clearly suffering it takes simple

[2:47:30] Voice 15: engagement that's been given concerning housing issue i can't even believe it but yet i can't
[2:47:40] Voice 15: if there's some sort of strategy behind wasting time for eight years then yeah i get it makes
[2:47:47] Voice 15: makes sense to me otherwise none of it makes sense i still propose that this is halted
[2:47:54] Voice 6: and we actually do something the ltc can actually redeem itself there's still

[2:48:02] Voice 15: through um an amended um ocp that amends the housing section to allow something along the
[2:48:08] Voice 6: lines of bylaw 537 to be brought forward in a couple months it could be amended and we it's
[2:48:17] Voice 6: in the purview of our power to bring forth something like bylaw 537 we can do it yeah maybe
[2:48:23] Voice 6: some will be angry but it's under the view it's under the we have it within us to do it yeah the
[2:48:28] Voice 6: province has to say yes or no but the province has told us that we need to make a decision we've had
[2:48:35] Voice 6: letters to them midterm regarding bill 44 which was you know clearly something fishy went on there
[2:48:43] Voice 6: Mayor, clearly. Again, I don't blame staff. And I've never supported this. And I'm not surprised. But I'm really angry. And so are many people in the community. They feel betrayed. And it's unforgivable, in my view, that many others leave it there.

[2:50:42] Voice 8: and first say, well, what can we have for outcomes in the next six months that would benefit the community at this point in this project's life?

[2:51:02] Voice 8: An update of the OCP needs to happen, and it needs to happen through a clear, concrete process.
[2:51:07] Voice 8: So there's two outcomes I can think of, and I'd love to hear more feedback on, is one is looking at kind of like what's missing.
[2:51:20] Voice 8: I know there's a whole group of deliverables that you've seen, we have not seen.
[2:51:27] Voice 8: So we don't have the information in front of us.
[2:51:30] Voice 8: Maybe what I'm asking for is partially or all in what's coming, but I don't know.
[2:51:35] Voice 8: I think what would be very helpful is sort of a set of like five to ten foundational principles that sort of anchor the update of the OCP principles that translate all the work that we've done today into sort of direction for policy.
[2:51:53] Voice 8: see. And this is not something I'm making up. I'm looking at what Bowen Island is doing
[2:52:00] Voice 8: with the same consultant who has not departed from Bowen, and they're doing principles.
[2:52:13] Voice 8: And I look at Central Saanich has principles and there's many examples of how the principles
[2:52:20] Voice 8: principles are set, beginning with the document and even getting incorporated into the document
[2:52:25] Voice 8: as to what we're trying to achieve.
[2:52:33] Voice 8: So I think there is real value, real value to the community to have those principles
[2:52:40] Voice 8: created because it gives you some, it really takes us out of the realm of, you know, that's
[2:52:47] Voice 8: That's unlimited what we're doing to saying here, you know, this is putting it on paper.
[2:52:54] Voice 8: This is what we're doing.
[2:52:55] Voice 8: This is the philosophy.
[2:52:56] Voice 8: So I think there's real value in that, trying to achieve that by September.
[2:53:02] Voice 8: The second is building on what we talked about last meeting, which is, I think we need to
[2:53:10] Voice 8: move to these, to propose bylaws, I'd say target three readings.
[2:53:16] Voice 8: it's always you can fit goals goals are good three readings by september on policy direction
[2:53:23] Voice 8: and regulatory tools to prioritize the water connections for housing um housing that the
[2:53:30] Voice 8: community actually needs especially affordable workforce housing um this is something that's
[2:53:42] Voice 8: time sensitive and i think we're going to have i think the community is going to be supportive
[2:53:49] Voice 8: And it's work that needs to be done, what can we do to prioritize the connections?
[2:53:59] Voice 8: It will make a difference in this community if we can move that forward.
[2:54:07] Voice 8: So there's a lot of good pieces that have been done, and I'm intrigued and interested
[2:54:14] Voice 8: interested in seeing what's coming and relating to the principles as well from the First Nations
[2:54:30] Voice 8: engagement. I know we're behind where we need to be. We set out really wanting meaningful,
[2:54:37] Voice 8: early and meaningful engagement from the beginning. That was a foundational principle.
[2:54:41] Voice 8: And I think working on principles would be a good level to be having those conversations.
[2:54:51] Voice 8: So I see the two dovetailing well.
[2:54:56] Voice 8: And that work needs to carry on in the next, that we can't stop, we need to be building
[2:55:03] Voice 6: those relationships.
[2:55:07] Voice 8: The materials that have come in, the reports that we've come in, I do have questions as to how we're going to see the information, how the public's going to see the information, and what really the intent is with the Advisory Planning Commission of just, are we just going to, they're going to receive the information?

[2:55:40] Voice 8: I really think that we've got to put some time.
[2:55:45] Voice 8: I think the advisory planning commission would be beneficial

[3:03:49] Voice 6: much do we need to follow standard methods for moving quickly. That's what I'm hearing

[3:04:07] Voice 6: a budget we still have uh people that are are engaged in this process and they're involved
[3:04:13] with matters but um how do we utilize all of those resources at this point given that what
[3:04:21] Voice 6: our results have divided us communication is you know there are tools in there that are simply not
[3:04:28] Voice 6: in our toolbox anymore and there are uh orders like there are levels of technical skill that
[3:04:35] Voice 6: that we're engaged with that consultant
[3:04:38] Voice 6: that we no longer have at our limit.
[3:04:41] Voice 6: So the technical process of the drafting is one thing,
[3:04:47] Voice 6: creating a world plan on your own,
[3:04:50] Voice 18: that in Minecraft,
[3:04:53] Voice 18: find your typewriter anytime you want,
[3:04:56] Voice 18: but getting the community to go along with it
[3:04:59] Voice 18: is the challenge to drive away from, right?

[3:05:15] Voice 7: but i i want the process to keep advancing i'm not asking that we work the process and do something

[3:05:42] Voice 8: project, like I said, without seeing the deliverables, it's a challenging conversation. It's like having a, you know, there's an unknown aspect here. I don't know what's in the reports that you have, how close they come to

[3:06:11] Voice 8: that is a challenge very frank it's very difficult to have that conversation so what i'm looking at
[3:06:18] Voice 8: is that we want to have you know advance this whatever this is use the word principles because
[3:06:27] Voice 8: that's what they are using on the other OCPs and it doesn't make sense that you can you kind of
[3:06:35] Voice 8: hang a hat out I understand what the
[3:06:37] Voice 7: statement means the objectives the policies everything
[3:06:40] Voice 7: falls under it so you've got a direction sense right now it's I have no direction I don't know
[3:06:46] Voice 7: where you're where it's going and
[3:06:49] Voice 8: so we don't know where it's going you know the next term is not so
[3:06:55] Voice 8: So I'm trying to get us narrowly in a bit.
[3:06:59] Voice 8: What are the key aspects we're trying to do

[3:08:22] Voice 8: of this project have been talking about the necessity to expedite that piece of work.
[3:08:29] Voice 7: Called it Off-Ramps. We knew that the project, as soon as we could get an idea. So I was hoping,
[3:08:34] Voice 7: I was hoping somebody was working on that. We've talked about it many times. What are the ideas?
[3:08:40] Voice 7: How can we make sure that these connections that we have go to the housing? And if the province
[3:08:55] Voice 7: If that's more resources come to that same question, how can we prioritize the connections and
[3:09:08] Voice 18: that's because their desire to the operable project, I got some other project exactly there.
[3:09:26] Voice 18: There are options, there are
[3:09:28] Voice 6: options, some serious, they would require substantially more resources.
[3:09:35] Voice 6: issues, as well as, you know, substantial work within the community and probably some of the OCP, probably outside of the OCP, but also within the community, in other words, in the city, the operatives that we have, or that we can negotiate, or propose,
[3:10:02] Voice 18: um more of an appendix to a revised charter noting the intended purpose of this project
[3:10:09] Voice 18: associated budget
[3:10:11] Voice 6: is to update the computer

[3:10:18] Voice 6: um so those are that there's a bit of a challenge there that's six months in summer it's a challenge

[3:11:19] Voice 6: There's certainly policy directives that are seen in OCPs that say we will not expand services
[3:11:24] Voice 6: beyond this point, familiar with water services, but in terms of creating clear-cut regulation
[3:11:35] Voice 6: simply say we're going to allow water in this area, but it doesn't necessarily have to track
[3:11:45] Voice 6: this area of service description.
[3:11:50] Voice 6: If there's a desire to manage that resource, then it probably needs to be brought back.
[3:11:57] Voice 6: I think that NSSWB might need to give us the information to do anything in the near future.

[3:13:10] Voice 6: in neighboring jurisdictions like very simple create the zoning that will allow it not going
[3:13:17] Voice 15: to do it on the americambuland because you can't get the connections like we know that so okay we
[3:13:22] Voice 15: don't need to talk about it for four years this is all i i can't even believe my ears and then
[3:13:29] Voice 15: when i hear talk of you know um regulating starting
[3:13:34] Voice 6: to regulate more water on one hand
[3:13:35] Voice 6: they go housing we need housing and you know we're at the all candidates meeting and then
[3:13:39] Voice 6: And this term, I've been hearing it.
[3:13:40] Voice 6: And then on the other hand, from the same part, I hear, oh, we're going to try and limit
[3:13:50] Voice 6: water storage and rain catchment as a means of proof of water for subdivision.
[3:13:57] Voice 6: So on one hand, they hear, oh, yeah, housing, we need it.
[3:14:00] Voice 6: We've got to put our hands together and what are we going to do?
[3:14:02] Voice 6: And then on the other hand, we're creating policies, trying to get them into the OCP,
[3:14:06] Voice 6: including new dpas that will not allow for the housing like
[3:14:10] Voice 6: it's pretty clear what the agenda is
[3:14:15] Voice 15: like it just

[3:14:24] Voice 6: could create so many we were elected to do that and sit here and talk and
[3:14:33] Voice 6: like my counties can't believe my ears there's no greater public engagement than an election

[3:15:55] Voice 7: new plant is built, it will mingle with two systems, there will be a potential additional lifting on this side, which is critically important for housing, so it should be done.

[3:16:11] Voice 8: professionals, perhaps the province will raise this, like I said, an additional skill
[3:16:17] Voice 7: set to help us bridge this issue.

[3:16:35] Voice 7: And I think that's why I just say from now, at the end of the year, this term, that we

[3:17:37] Voice 15: has been pointed at and we know that that's not easy to do we know what it's like trying to get
[3:17:42] Voice 15: stuff out of the ALR you can't so what do we do in turn we should create zoning somewhere else
[3:17:46] Voice 15: the other issue is that the infrastructure underneath Ganges the sewage treatment and
[3:17:51] Voice 15: all the rest of it as we know it's no newsflash is not capable of a big uptake in um in units in
[3:17:59] Voice 6: in town like it just isn't and the cost in order to do it is astronomical at this point should have
[3:18:04] Voice 6: been done years ago but it's been put off put off put off now with the cost of everything gone to
[3:18:08] Voice 6: the roof even at four years ago it's like never mind and then we're also held hostage by um
[3:18:13] Voice 6: referrals you want to do something in town you're not digging up anything in Ganges to fix the
[3:18:17] Voice 6: infrastructure and it's a nightmare you want to talk to professionals talk to the people who know
[3:18:21] Voice 6: of what's under the ground in Ganges there's plenty of them around people that have been
[3:18:26] Voice 6: been working on this island for decades there's still old-timers that know there's younger people
[3:18:30] Voice 6: that are involved in it we're not we haven't been talking to the right people at all like this is
[3:18:39] Voice 15: all you know i know this stuff i've been working alongside people that have developed and whatnot
[3:18:43] Voice 15: and self-invited and all the rest of it on the falling trees for these folks

[3:22:15] Voice 18: but workforce housing, how that, how we define that in a way that creates a,

[3:22:43] Voice 6: zoning that allows for it in the form of building stratus that are controlled by a housing authority
[3:22:51] Voice 6: look at the whistler housing authority which doesn't that has nothing to do with us we just
[3:22:57] Voice 6: create the zoning to allow it to happen and try and take some hurdles out of the way which is in
[3:23:03] Voice 6: the purview of our power to do that to allow these things to advance again we need thousands of units
[3:23:11] Voice 15: like probably a couple thousand so it's not going to happen in one spot they're going to be
[3:23:15] Voice 15: a multitude of these things that have to go on and even if we had to push that at the beginning
[3:23:20] Voice 15: of the term we would have been lucky to have a few projects underway as

[3:23:31] Voice 6: a repair of what's been done and or lack of what's been done to this community many have had to leave

[3:23:43] Voice 6: or maybe more are gone from our workforce so workforce ownership housing i've talked stepping
[3:23:52] Voice 6: about it it's not you know look at the whistler housing authority that's what it is and we create
[3:23:57] Voice 6: zoning to allow it super simple could be done in six months six months we could do it procedurally
[3:24:02] Voice 6: two months to amend the ocp to allow it if two trustees said this is what we think is best for
[3:24:09] Voice 6: the community we heard what are you saying i was telling you you don't like it sorry um you know
[3:24:14] Voice 6: but we're we're doing what we were elected to do and we feel this is the best thing for the
[3:24:18] Voice 6: community that's what they need and then all in favor say very not this giant conundrum of oh my
[3:24:28] Voice 6: god you know so um did you get any clarity there i i mean i can understand the stratus
[3:24:43] Voice 6: building uh the establishment of the housing authority i think the best analog we have for
[3:24:48] Voice 6: that way to host things like just because we don't even give you right so it's a it's a non-profit
[3:24:55] Voice 6: that's pursuing this funding made some type of a walk right so that's that works that's the housing
[3:25:06] Voice 6: the small scale housing uh essentially an organization it's essentially not small scale
[3:25:13] Voice 6: Stratas do the same thing. When Strata's owning, there are a number of Stratas down there.
[3:25:19] Voice 6: Building Strata. That's the important part. Building Strata.
[3:25:23] Voice 6: The tenure of the building is not relevant in terms of-
[3:25:27] Voice 6: Where the people own the building and the ground it sits on.

[3:25:30] Voice 6: Not this, but there's common use. Again, I'm not recreating the wheel here. It's been done already.
[3:25:36] Voice 6: We do have the ability, like anybody, there are many opportunities for stratification because
[3:25:41] Voice 6: itself like that uh dragonfly and sandals and there's been hurdles hurdle after hurdle put
[3:25:49] Voice 6: in front of them primarily water um you know that's you know so we need to get rid of these
[3:25:58] Voice 6: hurdles and create a zoning that will allow these things to happen it's not difficult

[3:26:09] Voice 8: bring it back again to the more salt spring water connections and a benefit

[3:26:26] Voice 8: 24 26 units they can get connection to ground uh to the water service

[3:26:37] Voice 7: prioritize and make sure this
[3:26:39] Voice 7: water goes to these possible facilities over here we can create more units and connect them to
[3:26:48] Voice 7: to water service not wells in this area that are so um that's that's what i'm looking that's the
[3:27:03] Voice 7: work that uh to do as
[3:27:08] Voice 6: well because that will help so this is a opportunity
[3:27:12] Voice 8: we've known has been here
[3:27:14] Voice 8: we have to off-ramp it to another project policy allows us to have three
[3:27:21] Voice 7: us all spring um that's uh and i think we're going to find the community is

[3:27:34] Voice 6: i don't think she's going to find this so this is a fight so i just want to
[3:27:45] Voice 6: direct us like in terms

[3:28:11] Voice 6: that look like the way to try and achieve any of these results.

[3:28:20] Voice 8: staff should choose the process they need to achieve this the work
[3:28:27] Voice 8: so i don't i don't think we need to set you know tell them how to do process

[3:28:36] Voice 7: i think there's value and think what is the outcomes and then what's the best process to
[3:28:41] Voice 7: align with those to create those outcomes that's what i'm looking at rather

[3:29:10] Voice 18: seeing is very strong distaste for the prospect of going through our appeals over six months

[3:29:29] Voice 6: We can certainly see that there's probably a blend,

[3:29:38] Voice 18: are a new project, new talent, new courses,

[3:29:53] going and they keep our data strong, but
[3:29:55] Voice 18: they don't have a lot of extra project capacity.
[3:30:00] Voice 18: uh mapping teams right that analysis uh we have to put some things there but we can do that through
[3:30:08] Voice 18: shorter procurement
[3:30:10] Voice 6: processes that large scale are
[3:30:13] Voice 6: scope those in a way that allows it or require that support uh that support um
[3:30:22] Voice 6: what i'm also wondering
[3:30:23] Voice 18: though in option three is postponing policy development focusing on
[3:30:28] Voice 18: relationship building uh you know developing uh and to some extent that's an idea of something
[3:30:36] Voice 6: like principles uh you know maybe to in the policy development world uh there may be a need to
[3:30:45] Voice 6: prioritize its own project so that might be taking the active projects list and say
[3:30:53] Voice 6: let's let's set aside advance these policies substantially if we could pursue things if we
[3:30:59] Voice 6: could come up with a couple of zoning actions that would advance uh you know addressing or
[3:31:05] policy actions that would advance the the
[3:31:08] Voice 6: water connection policy or provide opportunities for
[3:31:12] Voice 6: uh for more housing available
[3:31:20] Voice 18: um that's
[3:31:25] Voice 6: still you know at the same time
[3:31:26] Voice 6: to continue to work in relationships in your agency or stations on smaller pieces of the pie

[3:38:41] Voice 6: run in the election
[3:38:42] Voice 15: um my largest supporters are local first nations supported me financially
[3:38:47] Voice 15: and come out to vote and all the rest of it.
[3:38:49] Voice 15: There's plenty of local First Nations that live on the South.
[3:38:52] Voice 15: Their families have never left here for thousands of years.
[3:38:54] Voice 6: They blended with early settlers, and they're here.
[3:38:57] Voice 6: They're card-carrying status First Nations.
[3:39:01] Voice 6: Plenty of them came in with one of our largest LTC meetings,
[3:39:05] Voice 6: had a whole bunch of local First Nations in there in support of Bylaw 537.
[3:39:14] Voice 6: It seemed like a pretty cut and dry.
[3:39:18] Voice 6: But it didn't get passed.
[3:39:21] Voice 6: So we already had buy-in.
[3:39:24] Voice 6: And if I recall how it went, the First Nation was the couch and said it was of no consequence to them.
[3:39:34] Voice 6: So I think that we can do that.
[3:39:38] Voice 6: We should be able to do zoning.
[3:39:39] Voice 6: I don't see why we can't do the zoning.

[3:43:04] Voice 15: do they say into consideration but then i have to look at the way what's better for the community

[3:43:15] Voice 6: since the beginning of the term to make some difficult decisions we know what the you know

[3:43:23] Voice 15: water hookup stuff um sure
[3:43:25] Voice 15: that's great let's create zoning where we can then and no one will allow it and like quick like now
[3:43:31] Voice 15: um but again that goes back to that song there's a hole in my bucket your life because i'm here
[3:43:35] Voice 15: while it's alr and like i do there because the sewer sewage plant and all the rest of it like
[3:43:40] Voice 15: these are real things that we've talked about at the beginning of the term so we need to look at
[3:43:45] Voice 15: at additional zoning and rural areas

[3:45:08] It's a well-acknowledged fact here that the primary concern

[3:45:51] Voice 6: all second growth and many of a lot of the infrastructure is getting overgrown and it's

Chair Peterson called the meeting to order at 12:30 p.m. He introduced himself, the
Trustees and staff and acknowledged that the Local Trust Committee is meeting in the
territory of the Coast Salish First Nations including the Hul’qumi’num and SENĆOŦEN
speaking peoples.

3. PUBLIC PARTICIPATION
A member of the public, who is a member of the Project Advisory Planning Commission
(PAPC), spoke to the work of the PAPC being limited to the terms of reference that were
outlined at the outset of the project referral and the importance of not changing the terms
of reference mid way through the project.
A member of public, representing Transition Salt Spring, spoke to concerns about the
Official Community Plan / Land Use Bylaw project timelines and asked that work done to
date be released to the public for review and discussion prior to draft bylaws being put
forward for consideration.

in non-profit community projects;
• Thanked the Farmland Trust for sponsoring the screening of a documentary about Tea
Creek, an Indigenous-led farming initiative in northern BC;
• Chaired the Gabriola Local Trust Committee special meeting on their Freshwater
Footprint Project;
• Chaired the Gambier Local Trust Committee meeting;
• Attended Mount Aerosmith Biosphere Region roundtable discussion about challenges
and opportunities within the United Nation’s Sustainable Development Goals;
• Attended joint Executive Committee and Bowen Island Municipality meeting;
• Attended Association of Vancouver Island Coastal Communities webinar on updates to
the Heritage Conservation Act;
• Noted the Provincial Code of Conduct legislation had been tabled.
6. CHAIR'S REPORT
Chair Peterson reported the following:
• Attended Trust Council meeting and highlighted the passing of the budget, adoption of a
new Trustee remuneration formula, approval of an updated Bylaw Compliance and
Enforcement Policy, and endorsement of the Indigenous Relations Action Plan;
• The Trust Policy Statement Amendment Project will not be completed by the end of the
current term and trustees will be considering feedback at a Committee of the Whole
meeting in May;
• Attended Transport Canada Ocean Protection series forum;
• Upcoming attendance at the Association of Vancouver Island Coastal Communities
conference.

7. CRD DIRECTOR'S REPORT
Local Community Commission (LCC) Chair Rook reported the following:
• Upcoming LCC meeting will focus on housing and will feature several presentations;
• Upcoming regular meeting will include a roundtable discussion on harbour
management;
• Will be finalizing the draft on the Integrated Housing Strategy in May;
• Garbage collection and portable toilets at local beaches have been put in place for the
season.
Capital Regional District (CRD) Director Holman reported the following:
• The CRD budget will result in an approximate increase of 7.5%;
• Funding has been put toward an emergency room at Lady Minto Hospital, a new fire
hall, 140 units of housing, securement of the SIMs building, refurbished Centennial Park
and Maxwell Mountain Community Park, a new water treatment plant on St. Mary’s
Lake, a solar facility on Maxwell Lake, and upgrades to sewage treatment plants;

• Staff are reviewing the CRD noise bylaw to make recommendations;

bylaw as it is redundant with the provincial wildfire regulation.

the subject property, and increase the number of accommodation units for

• The subject property consists of four lots with no proposed amendments

and has indicated the retreat centre will be operated as a not-for-profit;
• The application corresponds with the subdivision referral application received
by the Ministry of Transportation and Transit.
The applicant was in attendance, spoke to the application, and requested that
corrections to the staff report be made prior to it being sent for referral.
Discussion ensued and the following comments were noted:
• A Trustee supports bringing in a non-profit definition;
• There is interest in exploring options with First Nations on an engagement
approach;
• The Regional Planning Manager noted staff can work with the applicant to
address corrections to Table 2 prior to the referral process;

14.7 Telecommunications - Cypress Land Services - 1370 Musgrave Road, SSI
The Planner noted the report considers a request from Rogers Communication Inc.
for an exemption from the public consultation requirements of the Salt Spring
Island Antenna System Siting and Consultation Protocol for a proposed extension of
an existing telecommunications tower on its current foundation, without
excavation, from 37 metres to 55 metres in order to maintain wireless service
coverage in the area due to an anticipated decommissioning of another tower.
The applicant was in attendance and spoke to the application.
Discussion ensued and the applicant confirmed they can provide notice to First
Nations to advise them of the work being done and reiterated that no excavation will
be undertaken.

15. LOCAL TRUST COMMITTEE PROJECTS
15.1 OCP-LUB Project Update
The Planner provided a presentation and highlighted the following:
• The project consultant did not renew their contract at the end of March;
• Reports and materials received from the consultant will be reviewed by the
Project Advisory Planning Commission and then brought forward for discussion;
• First Nations engagement is ongoing but may require additional time;
• The Local Trust Committee can consider engaging an alternate consultant to
continue the project, continue the project in-house, or postpone policy
development and focus on relationship building with the community, First
Nations, and other stakeholders.
Discussion ensued and the following comments were noted:
• A Trustee suggested developing five to ten foundational principles that anchor
the update of the Official Community Plan to provide direction for policy as per
examples from local municipalities;
• A Trustee identified importance of developing policy direction for regulatory
tools to prioritize water connection for housing;
• First Nations relationship building remains a priority;
• A Trustee indicated zoning for workforce housing, operated by housing
authorities, should be the priority;
• The purpose of the overall project is about finding the right places to put
housing.
Trustee Harris left the meeting at 4:20 p.m.
Discussion continued on what aspects of the project could be advanced during the
remainder of the term.
