This redlined version incorporates proposed revisions from the following Committee of
the Whole meetings: September 5, October 3, November 6, December 12, 2024, and
January 8 and February 6, 2025. At its February 6 meeting, Committee of the Whole
requested staff to return with additional information across a range of housing issues. As
such, while Committee of the Whole awaits this information from staff, it may wish to
pick up its review of the document at Policy 3.4.14.
