Saltair/Gulf Islands Report
Thetis Island Wharf
A recommendation from the Thetis Island Port Commission was made to the CVRD Board that
letters be sent to BC Ferries and VIHA seeking funding towards the wharf revitalization.
The CVRD Board authorized this recommendations and letters will be written shortly.

“That CVRD Staff draft letters to BC Ferries and the Vancouver Island Health Authority
requesting financial assistance in funding repairs to the Thetis Island Wharf.”
Regional Recreation

Full Regionalization of the Emergency Program Service

1. That the CVRD establish a single regional Emergency Management Organization (EMO) to
deliver a comprehensive emergency management program for the whole of the CVRD comprising
of the City of Duncan; District Municipality of North Cowichan; Town of Lake Cowichan; Town of
Ladysmith; and Electoral Areas A to I. 2. That the EMO facilitate implementation of the 2020 Gap
Analysis assessment report’s recommendations (Attachment A), as outlined in the September 1,
2021 Staff Report to the September 8, 2021 Community Services Committee meeting.

New Fee bylaws
RECOMMENDATION:
That the Thetis Local Trust Committee request Staff to draft a new Fee Bylaw based on the model fee
bylaw attached to Trust Council Policy “5.6.1 Application Processing Services.”
DIRECTOR COMMENTS:
The recommendation will allow staff to draft a fee bylaw specific to each local trust committee’s needs
based on the model fee bylaw adopted by Trust Council.
1 PURPOSE: To update all local trust committee fee bylaws to be consistent with the new
Application Processing Services policy.
2 BACKGROUND:
At its regular business meeting in June 2021, Trust Council adopted a new Application Processing
Services Policy that includes a model Fee Bylaw. Trust Council also passed the following
resolution:
