Public: There were approximately (3) attendees in the Zoom Webinar. 
  
 
1. CALL TO ORDER 
Chair Patrick called the meeting to order at 11:31 a.m.  She acknowledged that the meeting was 
being held in traditional territory of the Coast Salish First Nations.  
Trustee Middleton joined the meeting at 11:33 a.m.  
2. APPROVAL OF AGENDA 
By general consent the agenda was approved as presented. 
3. TRUSTEE REPORT 
  Trustee Brent had nothing to report. 
Trustee Middleton reported on the following: 
 A Capital Regional District (CRD) project is being led by Justine Starke, Southern 
Gulf Islands Service Delivery manager from the CRD;  
 The project relates to improving bandwidth and web access for the Gulf Islands. 
There is funding and hopefully a plan to be involved at the federal level as a 
connectivity plan is needed; 
 Islands Trust Chief Administrative Officer (CAO) has been interested with the 
“connecting coast project”; and 
 Further work is being done by Transport Canada and there’s a roll out for the 
Southern Killer Resident Whale (SKRW) plan.

4. CHAIR'S REPORT 
  Chair Patrick reported on the following: 
 Regarding the Gulf Island Driftwood Story titled Douglas Fir Protection Strategy 
may have portrayed her as critical of Islands Trust staff, however she is not 
criticizing staff. She is critical of map based development permit areas; 
 She is encouraging new approaches to ecosystem based policies and 
regulations; and 
 The highlights of the June Trust Council meeting will be available soon on the 
Islands Trust website. 
 
5. TOWN HALL AND QUESTIONS 
John Hutchison commented that he was interested in the relationship building project 
with First Nations and wording put into the Official Community Plan (OCP). He 
questioned why only 9 First Nations are receiving the bylaw referral. 
Planner Smith explained the difference is the province would use the First Nations 
database of traditional territory it’s their duty to do consultation. At Islands Trust we 
have a First Nations advisor, Lisa Wilcox that has intimate knowledge of the First 
Nations. The Islands Trust is at the engagement level. The consultation level rests with 
the province and federal government. We work with Lisa Wilcox to hone in on what the 
First Nations’ interests are in respect to Islands Trust.
